(しょうがない）is a common phrase which means "it can't be helped"/ "too bad".But the words "Shooga nai" also mean...there is no ginger...Remi responds to the puns by saying "samui" which means "cold". The joke is so bad it is like a cold wind blowing through. "SAmui" is a common way to say something is not funny or a bad joke.
