U.S. stocks moved higher Tuesday, helped by news of a pickup in home building and low inflation. But the Federal Reserve loomed large, with investors trying to guess what the central bank will say Wednesday about how long it plans to keep stimulus programs in place. For many, the market was in a holding pattern as investors waited for Wednesday's announcement.

The market's gains were steady and broad. The Standard & Poor's 500 index rose 12.77 points, or 0.8 percent, to 1,651.81. All 10 of its sectors rose, led by industrial and telecommunications companies. The Russell 2000, an index of smaller companies, closed at a record high but fell just shy of the 1,000-point milestone.

Tuesday's wait-and-see vibe came from a familiar template. The Fed has had an outsized effect on the stock market in recent weeks, with the major indexes getting yanked back and forth as investors try to guess how long the central bank will keep supporting the U.S. economy.

Some investors say it's troubling that the market is relying more on the central bank for direction than economic fundamentals. The latest turning point was May 22, when Fed Chairman Ben Bernanke startled markets by announcing that the central bank could soon pull back on its bond-buying program if the economy improves.

"Here we are again," said Gregg Fisher, founder and chief investment officer of Gerstein Fisher, a financial advisory firm in New York. "We don't know what the actions will be. We're all trying to figure that out."

The Fed's role in the market has swelled since the 2008 financial crisis. The central bank, which is best known for helping set interest rates, has taken an increasingly bigger role in trying to amp up the economy. Its bond-buying program is meant to keep interest rates low, which can encourage borrowing and drive investors into the stock market. The Fed's purchases have swollen its portfolio to $3.4 trillion, a four-fold increase since before the crisis.

"The game is different from what it used to be," said Mark Spellman, portfolio manager for Value Line Funds, a mutual fund company in New York. "It's not just, 'Is the Fed going to raise (its benchmark interest rate) up or down?'" It's 'Is the Fed going to keep buying $85 billion worth of bonds each month?'"

Analysts predicted that Bernanke would use his Wednesday news conference to cast a reassuring tone and make it clear that the Fed won't pull back on any of its programs until it's sure the economy can handle it. He's also likely to drop more hints about when the Fed could start trimming its stimulus programs. Some said that recent market volatility hasn't been caused by fear that the Fed will pull back on its stimulus programs most everyone expects that to happen eventually. It's more because investors don't want to be surprised when it does.

Brian Doe, wealth adviser at Gratus Capital in Atlanta, described the Fed's policy announcements as "the big wind" that could push the market around.

"Right now the wind is not blowing," Doe said. "We have this little calm where everybody can be optimistic."

The Commerce Department reported that the pace of new home building increased in May, helped by more buyers coming to the market and a scarcity of houses for sale. Investors described the report as good enough to send the market up, but not good enough for the Fed to think the economy is healthy enough to abruptly slash its stimulus efforts.

The Labor Department reported that U.S. consumer prices rose last month, but only slightly. That's also likely to influence the Fed's decisions. The Fed knows that its stimulus programs can lead to inflation. If inflation is in check, however, that gives the Fed more leeway to continue the programs.

In other trading, the Dow Jones industrial average rose 138.38 points, or 0.9 percent, to 15,318.23. The Nasdaq composite index rose 30.05 points, or 0.9 percent, to 3,482.18.

The Russell 2000 rose 12.15 points, or 1.2 percent, to 999.99 the closest it has ever come to breaking 1,000.

The yield on the 10-year Treasury note edged up to 2.19 percent from 2.18 percent late Monday.

Among stocks making big moves:

Hormel Foods, the maker of Skippy peanut butter and Spam, slipped after the company said it expects lower profits for the year. The stock fell $1.46, or 3.6 percent, to $39.19.

Fast-food chain Jack in the Box rose after announcing it will close some of the Qdoba Mexican Grill restaurants that it owns. Jack in the Box gained $1.82, or 4.9 percent, to $38.81.

Signet Jewelers, which runs the Kay Jewelers and Jared brands, rose after announcing that it plans to buy back up to $350 million of its own stock. Signet rose $1.94, or 2.9 percent, to $69.91.

Newfield Exploration was up after a Stifel Nicolaus analyst boosted the stock to "Buy" from "Hold." Shares of the oil and natural gas company rose 93 cents, or 4 percent, to $23.94.

The lists, divided into large, medium, and small cities, were based on an analysis of 366 metro areas and included data from the U.S. Census. Three criteria were examined: median salary for full-time female employees, women's pay as a percentage of men's for full-time employees, and the population growth of each city.

The Study

According to a February 2013 , "Women have made notable changes in their labor force activities." The number of full-time working women has increased considerably since 1970. According to the report, "In 1979, women working full-time earned 62 percent of what men did; in 2011, women's earnings were 82 percent of men's."

NerdWallet examined cities "with characteristics that support working women, including a growing economy, a small gender pay gap, and robust salaries" and divided their rankings based on metro area size.

In an interview with TIME,"We parsed the results because some people aren't looking for jobs in big cities. While many working women want to move to places like New York City, others want to live in smaller cities where they can raise families and send their children to quality public schools. We wanted to make sure we had results that catered to all women, not exclusively young, mobile women who are drawn to big cities."

Why Washington, D.C.?

NerdWallet says that women in D.C. "benefit from a high median salary and high population growth."

While the area offers several employment opportunities for the politically inclined, many women also work in research in area universities. With the-- Washington, D.C., had approximately 16.1 million domestic visitors in 2011 -- more prospects of work have also been added.

With such avenues, the median earnings for full-time, year-round female employees in D.C. is $55,688, and women's earnings in D.C. are 81.9 percent of men's earnings.

After Washington, D.C., NerdWallet listed San Francisco, San Jose, Austin, Dallas-Fort Worth, Los Angeles, Denver, Raleigh, New York City, and Sacramento on the list of the top 10 big cities for working women.

Durham-Chapel Hill, North Carolina, took first in the list of the best medium-sized cities for women in the workforce, thanks to job opportunities at the metro area's universities. Women's pay is 93.5 percent of men's in Durham-Chapel Hill, and the median pay for full-time, year-round women is $41,736.

The small cities list is led by Napa, California, where NerdWallet reports women's earnings are 91.6 percent of men's and median women's pay is $46,949.

OSLO (Reuters) - Few religious communities have gone as far in fighting climate change as a church in Queensland, Australia, which has 24 solar panels bolted to the roof in the shape of a Christian cross.

"It's very effective. It's inspired some members of our congregation to install panels on their homes," Reverend David Lowry said of the "solar cross" mounted in 2009 on the Caloundra Uniting Church, which groups three Protestant denominations.

Many religions have been wary of moving to install renewable energy sources on their places of worship, from cathedrals to mosques - or of taking a strong stand on climate change in general - despite teachings that people should be custodians of nature.

But slowly, that may be changing, thanks to new religious leaders including Pope Francis, the head of the Roman Catholic Church.

Francis's stress on environmental protection since he was elected in March and his choice of the name of a 13th century nature lover - Saint Francis of Assisi - may make a difference for all religions trying to work out how to safeguard the planet from threats including climate change.

Under his predecessor, Pope Benedict XVI, the Vatican took green steps such as installing solar panels on the roof of the Papal Audience Hall in 2008. It says it wants to cut greenhouse gas emissions, but has no formal target.

"Religious environmentalism is slowly increasing," said John Grim, a coordinator of the forum on religion and ecology at Yale University in the United States. "It's very uneven. Religions tend to be very conservative in their practice and doctrine."

SAFEGUARD THE EARTH

Grim said the pope's influence was significant since few other religions recognize a single earthly leader - and there are 1.2 billion Catholics, amounting to a sixth of humanity, according to the Vatican.

In his inaugural homily, Pope Francis stressed that people should safeguard the Earth.

"Let us be 'protectors' of creation, protectors of God's plan inscribed in nature, protectors of one another and of the environment. Let us not allow omens of destruction and death to accompany the advance of this world!" he said.

In a 2010 book "On Heaven and Earth", when he was archbishop of Buenos Aires, he said mankind sometimes lost respect for nature. "Then ecological problems arise, like global warming."

Some religions have been reluctant to be associated with climate change policies because of divisions among believers. A 2012 Pew Research Center poll showed that only 42 percent of Americans agree global warming is mainly man-made, a view overwhelmingly held by climate scientists, for example.

The Church of England says it aims to cut its carbon emissions by 42 percent by 2020 and 80 percent by 2050 across widely varying energy use in 16,000 buildings, but it is an exception.

"Some churches are used all week and others used very occasionally, with only one light bulb," said David Shreeve, environmental advisor to the Archbishops' Council. He said other religions were now asking for advice on emissions cuts. Irrespective of climate change, big savings can be made by plugging draughts and improving heating and lighting.

Some believers object that solar panels can damage or disfigure fragile historic buildings. Some cathedrals, like the Catholic Saint Stephens in Vienna, have elaborate patterns on the roof.

Bradford Cathedral, where the oldest parts of the Nave date from 1458, installed solar panels in 2011 and said it was the first cathedral in England - and perhaps in the world - to generate its own power.

Among other examples, a planned mosque in Bursa, west Turkey, aims to use solar panels and install a vertical axis wind turbine - without big revolving blades - on a minaret.

"Mosques ... can be covered with photovoltaic panels," the mosque's architect elik Erengezgin said.

Green initiatives by religious leaders and groups are not new.

The Jewish Temple Emanuel in Lowell, Mass., installed solar panels in 1978 in what is believed to be the first such system on a religious building in North America, the Lowell Green Building Commission says.

And Greek Orthodox Ecumenical Patriarch Bartholomew, spiritual leader of the world's Orthodox Christians, has long been called the "Green Patriarch" for seeking to protect the environment, from organizing conferences about fresh water to writing an encyclical in 2012 urging repentance for "our sinfulness in destroying the world".

Saint Francis has long been a green inspiration.

In what are known as the Assisi Declarations from 1986, Buddhist, Christian, Hindu, Jewish and Islamic leaders called for people to live in harmony with nature. Baha'i, Jainism and Sikhism later added their own declarations.

HOLY SEE

In the United States, many evangelical Christians stress a broad need for "stewardship of creation", rather than man-made climate change, as a spur to action.

Many evangelical Christians are Republicans who are more likely than Democrats to doubt that climate change is mostly caused by human activity, such as burning fossil fuels.

"Americans allow their politics to inform their faith," said Katharine Hayhoe, an evangelical Christian and climate scientist at Texas Tech University.

In Australia, Lowry said the solar panels were saving money and cutting greenhouse gas emissions for the Uniting Church, which brings together Methodists, Congregationalists and Presbyterians.

"The solar cross ... doesn't bring hordes of people into the church," he said. "But it helps people understand that God is a presence in the world in which we live."

The Vatican has an observer seat at U.N. talks among 200 nations who have agreed to work out, by the end of 2015, a climate deal to avert more floods, droughts and rising sea levels.

Pope Francis himself has focused on environmental protection without yet spelling out clear solutions.

Raising awareness of the environment could be a step to modernize the Church, besieged by scandal for covering up sexual abuse of children by priests and whose strict moral traditions are often at odds with a increasingly secular society.

"With Pope Francis there is new hope," said Reverend Henrik Grape of the Church of Sweden, who is also a member of the World Council of Churches' climate change group.

The announcements Friday night come at the end of a week when Facebook, Microsoft and Google, normally rivals, had jointly pressured the Obama administration to loosen their legal gag on national security orders.

Those actions came after Edward Snowden, a 29-year-old American who works as a contract employee at the National Security Agency, revealed to The Guardian newspaper the existence of secret surveillance programs that gathered Americans' phone records and other data. The companies did not link their actions to Snowden's leaks.

Ted Ullyot, Facebook's general counsel, said in a statement that Facebook is only allowed to talk about total numbers and must give no specifics. But he said the permission it has received is still unprecedented, and the company was lobbying to reveal more.

Using the new guidelines, Ullyot said Facebook received between 9,000 and 10,000 government requests from all government entities from local to federal in the last six months of 2012, on topics including missing children investigations, fugitive tracking and terrorist threats. The requests involved the accounts of between 18,000 and 19,000 Facebook users.

The companies were not allowed to make public how many orders they received from a particular agency or on a particular subject. But the numbers do include all national security related requests including those submitted via national security letters and under the Foreign Intelligence Surveillance Act, or FISA, which companies had not previously been allowed to reveal.

The companies remain barred from revealing whether they've actually received FISA requests, and can only say that any they've received are included in the total reported figures.

Microsoft released similar numbers for the same period, but downplayed how much they revealed.

"We continue to believe that what we are permitted to publish continues to fall short of what is needed to help the community understand and debate these issues," John Frank, Microsoft's vice president and deputy general counsel said in a statement.

Frank said Microsoft received between 6,000 and 7,000 criminal and national security warrants, subpoenas and orders affecting between 31,000 and 32,000 accounts.

Both attorneys emphasized in their statements that those affected by the orders represent a "tiny fraction" of their huge user bases.

Google did not release its own numbers, saying late Friday that it was waiting to be able to reveal more specific and meaningful information.

"We have always believed that it's important to differentiate between different types of government requests," Google said in a statement. "We already publish criminal requests separately from national security letters. Lumping the two categories together would be a step back for users. Our request to the government is clear: to be able to publish aggregate numbers of national security requests, including FISA disclosures, separately."

Facebook repeated recent assurances that the company scrutinizes every government request, and works aggressively to protect users' data. Facebook said it has a compliance rate of 79 percent on government requests.

"We frequently reject such requests outright, or require the government to substantially scale down its requests, or simply give the government much less data than it has requested," Ullyot said." And we respond only as required by law."

NEW YORK (Reuters) - Americans accustomed to immediate access to the newest technology may be shocked to find that is not the case when it comes to devices that treat ailing hearts.

U.S. approval requirements for cardiac devices are much more stringent than in Europe, where there is no centralized decision-making body. But a growing number of U.S. heart doctors feel the regulations are so demanding that patients are being denied access to beneficial therapies.

From 2006 to 2011, European regulators approved mid-to-high-risk medical devices, including heart devices, an average of four years ahead of the more conservative U.S. Food and Drug Administration, according to a report last year by Boston Consulting Group. The quicker road to market in Europe did not lead to a discernible increase in recalls or safety problems, according to BCG and the California Healthcare Institute, which conducted the study, and Eucomed, the European trade group.

"There is frustration among the U.S. investigators(researchers) and U.S. care providers around delayed access to certain interventions that appear to be a winner," said Dr. Patrick O'Gara, a cardiologist with Brigham and Women's Hospital in Boston.

An example cited by several doctors is a replacement for diseased heart valves made by U.S. device maker Edwards Lifesciences. The Sapien transcatheter aortic valve replacement (TAVR) system is particularly suited for elderly and frail patients, since it can be put in place via a catheter threaded through an artery rather than replacing a valve by cracking open the chest for heart surgery.

"With this disease, if you wait two or three years, 60 or 80 percent of (patients) are dead. So not to have the most updated version of the device to treat more patients like this doesn't seem to be a particularly good idea," said Dr. Martin Leon, director of the Center for Interventional Vascular Therapy at Columbia University Medical Center in New York.

Heart disease remains the world's No. 1 killer. An estimated 500,000 Americans suffer from severely diseased heart valves, according to the American Heart Association. Many could be candidates for valve replacements.

The approval delays are also costing device makers, such as Edwards and Medtronic Inc, hundreds of millions of dollars in potential sales while they are being asked to help pay for U.S. healthcare reform through new taxes.

Dismay among heart doctors over delayed access to new devices gained momentum at this year's American College of Cardiology (ACC) meeting, which featured several U.S. clinical trials of devices long available in Europe.

One top researcher at the meeting called the United States "a Third World country" when it comes to availability of cutting-edge heart devices.

Only Edwards' original Sapien valve has U.S. approval - which it received in 2011, four years after Europe and elsewhere. European cardiologists have been using a next-generation version, which doctors find easier to maneuver into place and believe may cause less trauma to the artery, for three years.

That is why Leon, who is co-lead investigator of U.S. clinical trials for both the original Sapien heart valve and the smaller, newer Sapien XT, sends some patients to Europe for treatment if he believes them better suited for the sleeker XT.

Medtronic has a similar heart valve replacement awaiting U.S. approval that has been used in Europe since 2007.

Asked at the ACC meeting if he found the situation frustrating, Dr. Gary Mintz, chief medical officer of the Cardiovascular Research Foundation in New York, shot back: "You mean because Algeria had TAVR before the U.S.?"

"Even the FDA recognizes the problem, but they are answerable to Congress, not us," Mintz said.

FDA'S BID TO STREAMLINE

The FDA requires proof of efficacy as well as safety through carefully controlled, randomized clinical trials before approving products, and may ask for long-term follow-up data.

"We recognize that some of our regulatory requirements have been viewed as impediments compared to other parts of the world," said Andrew Farb, medical officer in the FDA's division of cardiovascular device evaluation.

The FDA is working on a new program to help streamline the path to U.S. approval that would involve the agency much earlier in device development - possibly discussing results with researchers after use in the first patient, according to Farb.

The agency expects to publish this year its "early feasibility study guidance," which it hopes will outline a path toward swifter reviews and approvals of devices in development in the United States, Farb said.

"When you're starting a new way of thinking, getting this really ramped up is a challenge, but we're hopeful," he said.

Some companies, eager for faster returns on their investments, have moved early-stage device trials overseas, since they know they are likely to be able to begin selling the products there years earlier. That has added to delays of U.S. trials and approvals, Farb and others said.

Enrolling patients in randomized U.S. trials mandated by the FDA is also being hampered by patient fear they would be put in a control group that did not get the new device, doctors said.

Farb said the FDA is concerned by such trends and is seeking ways to move early-stage human trials back to the United States.

EUROPE MAY SEEK TIGHTER CONTROLS

In Europe, device makers must prove a product's safety to the satisfaction of one of some 80 designated regulator bodies and show it functions as intended. Effectiveness is determined through post-approval surveillance as it is used in patients. Some European politicians view the system as too lax and have called for a model closer to the U.S.

"I think we need to meet somewhere in between," said Dr. David Holmes, a cardiologist at the Mayo Clinic and a past ACC president, of the two regulatory systems. He said Europe may need to tighten its regulations without necessarily adding years to its process.

One suggestion put forward by Eucomed - a device industry trade group that represents thousands of companies - and others would significantly cut the number of European regulators allowed to approve higher-risk devices.

U.S. doctors are actively looking for ways to address the issue. "We need a coalition of involved, thoughtful and balanced individuals who see things on both sides of the equation and look for every opportunity to shorten this time line," O'Gara said.

Holmes said such a coalition, including researchers, manufacturers and physician groups like ACC and the Society of Thoracic Surgeons, is looking to work more closely with the FDA on the issue. He said the group is compiling a database of all patients getting TAVR to enhance understanding of the procedure's long-term performance and aid the FDA in making decisions.

MILLIONS IN LOST SALES

The approval lag means companies are leaving money on the table when it comes to their newest devices.

Edwards' original Sapien sells for about $32,000 per patient and had U.S. sales of about $200 million in its first year on the market. Had it been available in the United States at the same time as Europe, the company could have rung up at least an additional $800 million in sales, said Joanne Wuensch, an analyst with BMO Capital Markets. "That assumes no growth, which is ridiculous, so that is an extraordinarily conservative number," she said.

Proving efficacy can be a lengthy process. St Jude Medical's Amplatzer Occluder device, used to close a tiny hole in the heart, is awaiting an FDA decision. The decisive U.S. trial, which was not deemed complete until a pre-specified number of patients suffered strokes or died, took eight years.

Eucomed is campaigning to keep in place the system that brings new products to those markets earlier.

"As you get physician experience developing, you also start immediately improving the product," said Eucomed CEO Serge Bernasconi. "That explains why by the time it gets to market in the U.S., often in Europe we are already on the second or third generation."

Edwards, which considers the original Sapien valve to be obsolete and manufactures it only for U.S. use, expects European approval for its third-generation version by the end of 2013.

Meanwhile, U.S. doctors still await its predecessor.

Last year's Giro' d'Italia winner has re-signed with the team through 2015, saying Friday that Garmin-Sharp is the team that has helped him have "the biggest results of my career."

Hesjedal became the first Canadian to win a Grand Tour when he captured the Giro d'Italia title. That was also Garmin-Sharp's first-ever Grand Tour win.

"From my teammates to everyone involved with the organization, especially our sponsors and partners, everyone works exceptionally hard for the success of Garmin-Sharp and I want to continue to be a part of that," Hesjedal said in a release.

The Victoria native joined the team in 2008 and his top performances include sixth overall at the 2010 Tour de France, second at 2010 Amstel Gold, and stage wins at the 2009 Vuelta a Espana and the 2010 Tour of California. Hesjedal has also been a part of three Grand Tour team time trial wins.

An upper respiratory infection forced Hesjedal to pull out of last month's Giro d'Italia. He's since been recovering and training for the Tour de Suisse, which starts this weekend.

"His condition is unchanged," the office of President Jacob Zuma said in a brief statement. It urged South Africans to pray for Mandela and his family.

Mandela, who is 94 years old, was taken to a hospital in the capital early Saturday to be treated for a recurring lung infection. At that time, Zuma's office described the anti-apartheid leader's condition as "serious but stable."

On Sunday, members of Mandela's family were seen visiting the hospital where the anti-apartheid leader and Nobel Peace Prize laureate is believed to be staying.

The African National Congress, South Africa's ruling party, dismissed as false a report in Monday's edition of The Star newspaper that Mandela's family had barred senior party leaders and government officials from visiting the hospital.

"We have spoken to the family about this report and they deny that they issued such an instruction or (have) spoken to the media on barring the ANC and government from visiting Madiba," the party said in a statement, using Mandela's clan name.

"What we know is that given the pressure associated with the admission of President Mandela, there are general restrictions that permit only relevant people to have access," the party said. "As the ANC, we have deferred this responsibility to President Zuma to liaise with the family and the hospital."

On April 29, state television broadcast footage of a visit to Mandela's home by Zuma and other ANC leaders. Zuma said then that Mandela was in good shape, but the footage - the first public images of Mandela in nearly a year - showed him silent and unresponsive, even when Zuma tried to hold his hand.

Some South Africans said that showing images of a clearly ailing Mandela was inappropriate and appeared to reflect an attempt by the ruling party to benefit politically from its association with Mandela, a former ANC head, in the runup to national elections next year. The party denied the accusation.

Mandela has been hospitalized several times in recent months. During a hospital stay that ended April 6, doctors diagnosed him with pneumonia and drained fluid from his chest.

Mandela has been particularly vulnerable to respiratory problems since contracting tuberculosis during 27 years as the prisoner of the white racist government. The bulk of that period was spent on Robben Island, off the coast of Cape Town where Mandela and other prisoners spent part of the time toiling in a stone quarry.

Mandela was freed in 1990 and won election to the presidency in the country's first all-race elections in 1994. He was seen by many around the world as a symbol of resolve and reconciliation for his sacrifice in confinement as well as his peacemaking efforts during the tense transition that saw the demise of the apartheid system.

The former leader retired from public life years ago and had received medical care at his Johannesburg home until his latest transfer to a hospital.
