Gas for Friday delivery was trading 0.60 pence lower at 64.55 pence per therm at 0737 GMT. Prices had been gaining ground over the past couple of weeks.

"The system opened long this morning, which is a bearish factor for (the within-day) contract and may pull down other NBP prompt prices," Point Carbon analysts said.

Oversupply was due to lower consumption, higher Norwegian exports as production at the Kollsnes gas processing plant resumed after a power failure and lower IUK pipeline exports, they added.

The British gas system was oversupplied by 6.4 million cubic metres (mcm) on Thursday, National Grid data showed.

Gas demand on Thursday was forecast at 156.4 mcm, below the seasonal norm of 206.8 mcm, as warm weather curbed central heating demand in many parts of the country.

Temperatures were expected to remain above 21 degrees Celsius for the remainder of the week, according to Britain's Met Office, with highs of 27 degrees on Sunday.

It forecast "a good deal of fine, dry and increasingly warm weather" over the next five-day period.

Conditions should remain fine, dry and settled across Britain over the next fortnight, it added.

"With LNG send outs from South Hook and BBL remaining reduced since July 1, the UK system needs medium-range storages to balance dampening the downward price movement," Point Carbon said.

On the power side, day-ahead baseload power fell 1.22 pounds to 47.13 pounds per megawatt hour.

EDF Energy restarted unit 8 at its Heysham nuclear power plant in the early hours of Thursday, after an unplanned outage, the company said.

"Loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for loans up to $40,000 to repair or replace damaged or destroyed personal property," said Frank Skaggs, director of SBA's Field Operations Center East in Atlanta. SBA's customer service representatives are available at the Disaster Loan Outreach Center to answer questions about the disaster loan program and help individuals complete their applications.

"Businesses and non-profit organizations of any size may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets," said Lynn Douthett, SBA's North Carolina district director.

The SBA may increase a loan up to 20 percent of the total amount of disaster damage to real estate and/or leasehold improvements, as verified by SBA, to make upgrades that lessen the risk of property damage by similar future disasters.

For small businesses, small agricultural cooperatives, small aquaculture businesses and most private non-profit organizations of all sizes, the SBA offers Economic Injury Disaster Loans (EIDLs) to help meet working capital needs caused by the disaster. EIDL assistance is available regardless of whether the business suffered any physical property damage.

Interest rates are as low as 1.875 percent for homeowners and renters, 2.875 percent fornon-profit organizations and 4 percent for businesses with terms up to 30 years. Loan amounts and terms are set by the SBA and are based on each applicant's financial condition.

In recounting (and slightly fictionalizing) the final day of 22-year-old Oscar Grant's life, first-time writer-director Ryan Coogler has made a film that piles small daily gestures and one final, heartbreakingly tragic one into an inspiring reminder about basic human decency.

That may sound trite, but "Fruitvale Station" already a hit on the festival circuit resonates not just for its portrait of injustice, but because its argument for treating strangers kindly, decently, comes at a time when fear and presumption often trump simple kindness, and the public sphere is navigated in cellphone bubbles.

In a star-making performance, Michael B. Jordan plays Oscar, the San Francisco Bay Area ex-convict and former drug dealer who, famously, was fatally shot by a transit police officer early on New Year's morning, 2009. The moment is glimpsed in raw cellphone footage at the start of "Fruitvale Station," before shifting back to the morning before and the start of Oscar's last full day.

On its surface, it's a regular day of errands. But all of the stops reflect Oscar's struggle to balance his past, his unemployment and his family: girlfriend Sophina (Melonie Diaz), four-year-old daughter Tatiana (Ariana Neal) and mother Wanda (Octavia Spencer, also a producer of the film).

He's hotheaded and imperfect, but he listens to his mom, helps strangers (like a supermarket shopper in need played by Ahna O'Reilly) and, in the surest sign that a dose of martyrdom has crept into the portrayal, tends to a dying dog. It's a day, presumably like any other, of fraught improvisation for Oscar, a young black man trying his best in circumstances stacked against him.

Jordan, the talented young actor of "The Wire," ''Friday Night Lights" and "Chronicle" who's in nearly every scene of the movie puts the film on his shoulders in an unqualified display of leading-man charisma. It's a naturalistic, hoodie-clad performance, with "bruh" warmly peppered throughout his speech. His proud posture is belied by friendly, intelligent eyes and an awe-shucks smile.

Coogler intimately captures Jordan's performance with fluid camera movement while illustrating Oscar's constant text messaging on the screen. The Oakland-native's passion for the story is evident as he transfers with sure-handedness from the sunny, day-in-a-life meandering to the frenzied action of the devastating nighttime finale. Though Coogler verges on ham-fistedness, he's crafted a film not just heavy with racial truths, but one whose humanism reverberates.

For a movie about an unjust death, "Fruitvale Station" is bursting with the colorful, messy striving of life. The fullness of Jordan's Oscar is as staggering as his end is appalling.

Our first glimpse of Regina Gottlieb is as a graduate student in her first days at a prestigious university. Somewhat nave and more than a little intimidated by the sea of bright lights around her, Regina is drawn to a notorious and notoriously handsome English professor whose reputation has been both burnished and tarnished by rumors of sexual misbehavior.

Nicholas Brodeur, Regina muses when she first sees the infamous academic, was "certainly the best-looking man I had seen to that point in my life." So enthralled by Brodeur and his dangerous aura that she enrolls in a seminar for which she is severely under qualified, Regina soon becomes Brodeur's teaching assistant and is drawn into his innermost circle.

There, "My Education" by Susan Choi, takes an abrupt and unexpected twist by thrusting Regina into a torrid affair not with Brodeur, but with his beautiful and charismatic wife, Martha, also a professor at the university. And the novel itself becomes an exploration of love, loss and obsession.

Choi, whose previous novels have been finalists for the Pulitzer Prize and for the PEN/Faulkner Award, is at her best when describing the soul-consuming, life-spinning vortex of Regina's desperate, needy love for Martha. The young student ignores the realities of her lover's world the husband who was once Regina's mentor, the infant son who still needs tending, the housekeeper who views her with suspicious disapproval. All that matters is her hunger for Martha.

"My adoration for her was so unto itself it could not refer outward, to other affairs between women or even between human beings," Regina recalls of her descent into heedless desire. "It was its own totality, bottomless and consuming, a font of impossible pleasure that from the start also bore down on me like a drill until it at last accomplished a permanent perforation."

Choi wields a dazzling dexterity with language, spicing the novel with gems of precisely-crafted phrasing and slivers of insight into the human psyche.

Here, she captures the intensity of utter, bereft agony familiar to anyone who has been on the wrong side of a love affair.

"I slid down, into dusty unregarded margins, and was left behind and forgotten by the flesh part of me, which went on. But the flesh part did little apart from go on. Waking in the morning I was conscious I had woken, a pain so intense that it solved its own problem. It gouged like the edge of a spoon scraping flesh from a pelt, and destroyed what could feel it."

Ultimately, however, the novel suffers from the self-absorption of its central characters. Although painted as alluring, magnetic women, Regina and Martha emerge as selfish and unlikeable, only dimly aware of the impact their actions have on the lives of those around them. Even Regina's eventual awakening rings hollow, a redemptive act negated by an all-too-facile infidelity.

With Perry's wife Anita providing an introduction, the event felt like a farewell to public office from the outset. Speaking from in front of heavy machinery at a Caterpillar dealership in San Antonio, Perry outlined his legislative accomplishments: tort reform, balanced budgets, keeping taxes low — and, of course, protecting the "sanctity of marriage" and "the right to life." Trumpeting the state's job growth, he exclaimed, "Texas works!"

Perry returned a few times to that "right to life" point, clearly seeing it as integral to his legacy. At one point he joked about making "legislators uncomfortable," with a chuckle. At another, he said that his leadership would include overseeing the special session currently considering reforms curtailing the availability of abortion — and, he added, any more special sessions in the future, suggesting that nowould ultimately block the maneuver. "Texas is and will remain a strong pro-family, pro-life, pro-freedom state," Perry concluded.

What comes next? "I will pray and reflect and work to determine my future path," he said, making it clear that among those options is the possibility of a second run at the presidency. On Fox News on Sunday, Perry .

Perry: Well, certainly, that's an option out there, but, again, we got a lot of work to do in this building right behind me over the course of the next couple of weeks that have my focus substantially more than even 2014 or 2016.

"I make this decision as a man forever moved by the people I have met," he said, then continuing, "Today, Texas is the envy of the nation." The accuracy of the statement is open to interpretation, of course, but Perry certainly hopes it's the impression that sticks.

LOS ANGELES (TheWrap.com) - Soledad O'Brien was announced as Al Jazeera America's special correspondent on Monday, marking the fourth project for her new Starfish Media Group.

O'Brien may no longer anchor CNN's "Starting Point," but she's clearly keeping busy. In addition to Al Jazeera, she's working with CNN, HBO, and National Geographic - with several more deals coming in the near future.

With a few minutes to spare between all of those projects, O'Brien spoke to TheWrap about how Starfish Media Group is a new model in journalism, why she doesn't want to be tied down to another network, and how she won't cover Jodi Arias.

TheWrap: Al Jazeera America is now the fourth project Starfish Media Group has announced, right?

Soledad O'Brien: That is correct, we're doing HBO, we're contributing some pieces and some docs to Al Jazeera, I'm in the middle of shooting for CNN and I'm executive producing and moderating the Geography Bee for National Geographic.

The HBO "Real Sports With Bryant Gumbel" deal was a surprise.

You know what's so funny? It's the only sports show I watch. For me, it made a lot of sense because the writing is so good and the storytelling is so good and I really pride myself on capturing great stories. I always felt that HBO's "Real Sports" was about storytelling around interesting stories.

My first piece for them was about these guys who are MMA fighters who are vets. It's really a story about veterans struggling to overcome terrible PTSD and get their lives back to normal. The way they do it is through sports. But it's not a look at the sport of MMA. I always felt it's not about the scores and it's not about the stats, it's about the human element that's affected by sports. Right now I'm in LA shooting another piece for HBO "Real Sports" right now, and I think it's gonna be an amazing story.

What are you hoping to do, ultimately, with Starfish?

The goal has always been creating a new model and you take different platforms - the CNN, the HBO, the Al Jazeera, the National Geographic - and do the work that you want to do across the number of platforms, and I think the answer is yes, I think that there's a new model in journalism. Instead of just doing a bunch of different things, you can do what you do well, what you like to do. Me, I like storytelling. I like good journalism. I like getting into thoughtful stories and I can now do that across a number of platforms for a number of partners.

So when you approach networks to work with, you're focusing on telling a human story?

The focus is, first of all, do they want to be a partner? If they want exclusivity, then we can't do it. Starfish Media Group is my new company and this company does a number of things. We distribute content, I own "Black in America," I own "Latino in America," so that's part of it. We produce material so you know, we have teams that go in and produce stories. And I go and report some of those stories. So for me, number one, we ask people, if you want an exclusive deal with Soledad O'Brien, that is off the table. I do partnerships. And those partnerships have to be around the kind of work that is good journalism, smart, and good storytelling, great storytelling. And if you want that, then we should be in business together. We should be working on projects together. There's a lot of stuff that I don't want to cover. It's easy for me to say no to things now.

When did you decide to do start your own company? Why?

I started about two years ago, talking to CNN and others in my circle. How can you be your own production company? How can you just take the work that I'm working on, that I love, and do that more of that and less of the things that I don't want to do, like celebrity news or crime stories. I'm not afraid to say this is the stuff I want to do and these are the things I don't want to do. I want to do what I want to do, and I don't want to do what I don't want to do, you know?

So we had this conversation for the last two years and then when the morning show ended, it seemed like a really great time to go ahead and do what I had been planning and trying to do. And I think the timing was right. I think the timing two years ago was not right. But it's a different time in the media atmosphere.

You said a couple of months ago that you didn't have to do much promotion to get deals for Starfish Media Group; that a lot of it came to you. Is that still true?

Oh my gosh, yeah. I think people understand this new role. People who reach out to me, invariably they ask me to come and anchor for them, but it's not what I want to do at this moment. I think people understand that the new model is if you have a strong brand that stands for something, that you do good work, and you know the stories you want to tell, and they're interested in that work, then there's a partnership possibility. So, you're right. It hasn't been a tough sell.

You know what's so funny? When they announced that I was leaving CNN almost every single journalist that I talked to would say what network are you going to next? Are you going to be able to land at X? And all I could think about was I don't want to land at X. I want to create my own thing, and work with great journalists who want to do the stories that we do well. I think that people who understand what we're trying to do really get that it can be very successful.

What are the places that want to work with you looking for?

I think that they want to buy into a partnership with a known quantity. We deliver the quality of "Black in America," we deliver great writing, we deliver the quality of "Latino in America." You're going to get great journalism, we're going to dig into stories that are challenging and tough and thought-provoking. That's what I do, and now I just do it for different partners.

If you are interested in having me cover the Jodi Arias trial for you? That's probably not going to happen.

No 24/7 poop cruise coverage?

I covered Katrina, I've covered the tsunamis, all of them, the Haiti earthquake you get to a certain point in your career where you say I want to now cover what I want to cover. So for one of our first Al Jazeera pieces for "America Tonight," we'll go back to Haiti - I go back there every year - and we'll take a look at what's working and where the money's gone?

There's a lot to do there, so I'll go in and do a couple pieces on, for all the Americans who gave a lot of money, what's happening in Haiti? And then we're going to do a great piece on the variation of the quality of public education across America. That's an amazing story.

So you've been very busy?

I'm literally simultaneously in the middle of starting those stories, I'm shooting right now in LA for HBO "Real Sports" and I just got off the phone with my "Black in America" producers. And my schedule is about 500 times better than it was. I don't have to come into the office at three in the morning and work until four in the afternoon. I'm just working on projects that I'm passionate about that I can actively contribute to.

When you left CNN, there was a lot of talk about the network losing some of its diverse faces and bringing on several white ones.

Diversity is never about one person, ever. It's about a company's philosophy, what they believe and what they want to put on TV and how they want to serve their viewer. I think I can serve my viewers by making sure that the stories that I cover are over a wide range of topics, just like I did when I was fulltime at CNN.

I always felt like you can't really tell the story and leave out important voices. And by "important" I mean across the board, all the voices. Definitely I'm going to get a chance to continue doing that, but for a number of partners across a number of platforms, because Starfish Media Group is, I think, a real model for future media.

It's a very exciting time to start a new company and to be a CEO as I am now. I think the time is right. Media has changed, the model has changed. Look at what we would consider to be tech companies - Google, Amazon, Yahoo! - are doing. Those are media companies.

We hear so much about how journalism is dying out. Sounds like you, at least, are going strong.

We're in a shift, in a transition. And when you're up close, nose to the shift, it feels like it's going to fall apart. But when you take the bigger view, it's all just shifting. Look at Netflix - it's a distributor. It's pretty amazing.

BRASILIA (Reuters) - President Dilma Rousseff sent Congress reform proposals on Tuesday intended to make Brazilian politics more representative in a bid to recoup popularity she lost in a wave of angry protests against the country's political establishment.

Making good on a promise in the wake of the protests that rocked Brazil in June, Rousseff asked Congress to hold a non-binding national vote, or plebiscite, to see what Brazilians want changed. In the request, she listed broad themes that she wants to see addressed, including campaign finance reform, an end to anonymous votes by lawmakers in Congress, and a possible shift from proportional representation to district voting.

Rousseff's approval ratings have declined by 27 percentage points in the past three weeks, showing that the recent wave of protests sweeping Brazil poses a serious threat to her likely re-election bid next year, according to a survey by pollster Datafolha published on Saturday.

More than 1 million people took to the streets of Brazilian cities at the peak of last month's protests, fueled by frustration with deplorable health, education and public transportation services, a high cost of living, and outrage at the $14 billion Brazil will spend to host the 2014 World Cup.

The upheaval that paralyzed the country sent politicians a clear message that Brazilians want more effective and transparent government, with an end to corruption.

While the protests were aimed at politicians of all stripes, Rousseff's popularity took a beating and the president has insisted on holding a plebiscite to consult the people.

"It's a fight for more rights, more representation," she said of the protests on Monday.

"The people want to participate, that's why we are proposing a popular vote. The people must be consulted," Rousseff told reporters.

Other issues she suggested the plebiscite address include abolishing unelected stand-ins for senators. Under the Brazilian system, all members of Congress have "substitutes" that can assume their seat if an elected congressman steps down for some reason, such as accepting a Cabinet post. Rousseff also wants the electorate to weigh in on rules that allow lawmakers to be elected with votes from supporters of other parties.

Eighty-one percent of Brazilians supported the street demonstrations demanding changes, according to the Datafolha poll, which also showed that 68 percent of respondents back the idea of holding a plebiscite.

Rousseff's political opponents, however, see the popular vote as a maneuver to distract the country from the real issues of lack of investment in roads, airports, schools and hospitals, and regain support before next year's election.

Senator Alvaro Dias, leader of the main opposition party in the Senate, PSDB, said most of Rousseff's reform proposals - such whether to have public instead of private campaign funding - are dealt with in existing congressional bills. He said a hastily called plebiscite is an unnecessary expense for the nation.

"These are not the priority issues for Brazilians. This is a political distraction," he told reporters.

'THIS COULD BE A FIASCO'

The plebiscite also poses a risk to Rousseff. The main ally in her Workers' Party coalition government, the PMDB party, is balking at the idea and would rather see reform drawn up in Congress, which it controls.

"This could be a fiasco," said Andre Cesar, a political analyst at Brasilia-based consultancy Prospectiva Consultoria.

"There is a risk that the vote will not happen. Or worse, this could open a Pandora's box and Congress could decide to debate ending the re-election of presidents," Cesar said.

Rousseff still has an approval rating just above 50 percent and remains the favorite to win the election in October 2014, though the race now looks more competitive.

Some political analysts believe the plebiscite is not the way to recover lost ground. In their view, Rousseff should keep focus on curbing inflation and resurrecting Brazil's economy, which has been largely stagnant for the last two years.

Smaller protests continue around Brazil, but a catalyst for the massive demonstrations has gone. The Confederations Cup, a warm-up for next year's soccer World Cup, ended on Sunday.

Other challenges exist. Some of Brazil's main labor unions, seeking to take advantage of the tense political climate, are planning a day of marches on July 11 to push their demands, such as a shorter work week.

The Senate voted 29-12 for the measure that would direct state health regulators to change abortion clinic rules so they're similar to those for ambulatory surgery centers.

More than 500 opponents of the legislation mostly women and many wearing pink organized quickly to gather at the Legislative Building after Senate GOP leaders late Tuesday added several abortion-related provisions to an unrelated bill and won quick approval in a committee and in an initial Senate vote.

Even Republican Gov. Pat McCrory criticized the rushed legislative process in a statement Wednesday but was silent on the contents of the bill, which would still need House approval again before it goes to his desk. The General Assembly won't take up legislation again until early next week.

"Regardless of what party is in charge or what important issue is being discussed, the process must be appropriate and thorough," McCrory, who was elected last year, said. When McCrory was asked last fall during a debate which additional abortion restrictions he would agree to sign into law, he responded, "None."

More than 100 protesters in the atrium outside the full gallery above the Senate floor chanted "Shame!" after Wednesday's vote. One woman was arrested by General Assembly police after yelling "Shame on you!" before the daily session ended. Lt. Gov. Dan Forest, who presided over the nearly two-hour debate, warned the crowd several times about their debate outbursts before clearing the gallery before adjournment.

The bill, which received initial approval Tuesday night, could force abortion clinics to close and would effectively limit the rights of women to obtain an abortion in the state, according to its opponents. There are 16 licensed abortion clinics in the state but only one ambulatory surgical center that performs the procedure, according to the Department of Health and Human Services.

"If they can restrict access to abortion, they can officially take away that right and it's really distressing," said Maria Lynn of Chapel Hill, a former nurse and one of the protesters.

The updated bill also would prohibit gender-selective abortions, restrict abortion insurance coverage and require a physician to be physically present during an entire surgical abortion and when a woman takes an abortion-inducing drug such as RU-486.

Social conservatives pushed the bill, and backers say it would make abortion procedures safer for women in the light of recent problems with some clinics, bringing them in line with other medical facilities.

Sen. Warren Daniel, R-Burke, who is shepherding the bill through the Senate, referred to the abortion doctor in Philadelphia convicted recently of killing live babies at a clinic that prosecutors labeled "a house of horrors" in pushing the bill. Another senator read a newspaper story about a Charlotte clinic that was forced to close briefly this spring after state officials determined staffers were improperly administering a drug to induce abortions.

The legislation comes as Republican-led legislatures in North Carolina and several other states including Ohio and Texas work to place new restrictions on abortion, in some cases effectively limiting their availability. The North Carolina General Assembly passed abortion restrictions in 2011, but some were struck down by a federal court.

Sen. Angela Bryant, D-Nash, equated the bill with "enslavement and domination of me and my body and my uterus ... and my human and constitutional rights to health care." But Senate leader Phil Berger, R-Rockingham, said this bill does not attempt to overturn the 1973 U.S. Supreme Court decision legalizing abortion.

"We have an obligation to protect the health of the people the women that go to these clinics," Berger said. "Anyone who is interested in having safe abortions in North Carolina has nothing to fear from this bill."

The swift Senate action on the bill further energized abortions rights groups, many of which already have participated in weekly protests at the Legislative Building against Republican policies on health care, voting rights and other matters. The GOP took control of the legislature after the 2010 elections. Those protests, which have led to nearly 700 arrests, are expected to resume Monday with a focus on the abortion bill.

The Senate leadership knew "they couldn't pass these sweeping restrictions by playing by the rules. It is shameful that they chose to stoop to these underhanded tactics," said Melissa Reed of Planned Parenthood Health Systems, which runs clinics that provide reproductive health care services, including abortions.

Senate Rules Chairman Tom Apodaca, R-Henderson, said Democrats had rammed their own legislation through the chamber for years, and more debate wouldn't have changed the outcome. But McCrory said in his statement the legislative procedure "was not right then and it is not right now."

Lalitree Darnielle of Durham, who stood outside the Senate gallery with 22-month-old son Roman in his stroller, came Wednesday because she said the public should have had more advance notice. "For them to sneak something like this into a vote without public input is disingenuous," she said.

Abortion opponents praised the bill. "We think it's a great victory for the unborn and for women," said Tami Fitzgerald with the North Carolina Values Coalition. "Abortion clinics in North Carolina have problems ... this bill fixes some of those problems."

As for whether the bill becoming law, Fitzgerald said she and allies "would expect the governor to sign the bill."

The bill may be tricky for House Speaker Thom Tillis, R-Mecklenburg, who is running for Democratic U.S. Sen. Kay Hagan's seat in 2014; his spokesman said he had no comment on the legislation Wednesday. The issue could become an issue in any primary race he has.

Hagan criticized the state Senate's move as "shameful." If legislative "leaders think they can pull a fast one on women's health right before a holiday, they are wrong," Hagan tweeted. "Women are watching."

The bill also contains provisions that already passed the House. Those would outlaw or limit abortion-related services from health insurance plans offered through exchanges created by the Affordable Care Act or by cities and counties. Conscientious refusals to participate in an abortion would be expanded beyond doctors and nurses to any medical professional.

Spurs said on their website that they had reached agreement for the transfer, put at around 17 million pounds ($25.30 million) by local media, of the player after Paulinho successfully completed a medical.

The 24-year-old, who scored 34 goals in 167 games for Sao Paulo-based Corinthians, shone in Brazil's winning Confederations Cup campaign last month.
