The president will specifically target women and young people, groups that backed him overwhelmingly during his presidential campaigns. During a Mother's Day-themed event at the White House on Friday, Obama will promote the benefits of the law for women, including free cancer screenings and contraceptives, and ask moms to urge their uninsured adult children to sign up for the health insurance "exchanges" that open this fall.

The exchanges are the centerpiece of the landmark overhaul of the nation's health insurance system. Three years after it became law, the measure widely known as "Obamacare" remains controversial, with GOP lawmakers resolving anew to overturn it and many Americans unsure how they'll be affected.

White House advisers acknowledge they struggled in explaining the complex law to the public when it passed in 2010. Now, with the final components being implemented, Obama allies see a fresh opportunity to sell the American people on the merits of measures that will be central to the president's legacy.

"We're in the phase for the actual meat of the law to come online," said Neera Tanden of the Center for American Progress, a liberal group aligned with the White House. "It's important for the public to recognize that the law has tangible benefits to people so they feel comfortable enrolling."

Beginning Oct. 1, consumers can enroll in coverage through health insurance marketplaces called "exchanges" established by the states or the federal government. Coverage under the private plans begins Jan. 1, and nearly 30 million uninsured Americans are eventually expected to take part.

But in order to keep insurance premiums down, young, healthy people will have to join up in order to counteract the costs from seniors and others with health problems.

The uncertainty surrounding the exchanges has many Democrats nervous, including retiring Sen. Max Baucus, D-Mont., one of the architects of the overhaul. He said last month that the health care law is heading for a "train wreck" because of a bumbling implementation.

The president conceded last week that there would be "glitches and bumps" as the final phases of the health care law formally the Affordable Health Care Act are rolled out. But he said most people will be unaffected by the changes that are still to come.

"For the 85 to 90 percent of Americans who already have health insurance, this thing has already happened," Obama said. "Their only impact is that their insurance is stronger, better, more secure than it was before. Full stop. That's it. They don't have to worry about anything else."

Many Republicans strongly disagree, saying the full impact of the law will ripple throughout the economy. House Republicans announced this week that they planned to hold a vote on repealing the overhaul the 37th time the House has voted to repeal all of part of the law. The Democratic-controlled Senate has ignored those votes each time.

House Speaker John Boehner, R-Ohio, acknowledged that the move was largely political, noting that there were 70 new members of the House this year who haven't had an opportunity to register a vote against the health law. As for why Republicans are intent on repealing the law rather than trying to amend its pieces, Boehner said, "I don't believe there is a way to fix this and make it acceptable to the American people."

Administration officials insist it's bad politics for Republicans to keep pressing for repeal. They say the American people don't want to harp on old issues, and cite the law's popularity among young people, blacks, Hispanics and women all demographic groups the GOP has struggled to attract in recent elections.

"It just demonstrates again how out of touch with what the American people want the House Republicans have become," White House spokesman Jay Carney said Thursday.

In reality, a massive number of people are actually uninformed about the provisions of the law. A new poll from the Kaiser Family Foundation showed more than 4 in 10 Americans didn't know the Affordable Health Care Act was still law or was being implemented. About half feel they don't have enough information about the law to know how it will affect them.

Under the law, virtually all Americans must carry health insurance starting next year, although most will just keep the coverage they now have through their jobs, Medicare or Medicaid.

The report said Iowa State's two-year investigation started with the discovery of improper contacts with recruits by Keith Moore, a former Cyclones player who was working in his first year as an undergraduate student coach under Fred Hoiberg.

The report said Hoiberg ran into Moore in 2011 at one of Hoiberg's son's AAU games. Hoiberg asked why he was present at the game and whether he'd been contacting recruits. Moore acknowledged that he had been in contact with high school players that he had coached previously in AAU, the report said.

Hoiberg reported the incident to the athletics department, which removed Moore of his duties with the team and started an investigation. The basketball team also stopped recruiting two players from Moore's former AAU team, the All Iowa Attack.

Moore played at Iowa State from 1978-81. He was offered a chance to return to school as part of the athletic department's continuing education program in 2010 and assigned to work with the men's basketball team in return for Iowa State paying for his tuition, fees and books.

Moore did not respond to NCAA investigators' request for a statement on the case, and he did not immediately return an e-mail message seeking comment. A phone listing for Moore could not be found.

The report has been turned over to the NCAA's Committee on Infractions, though there's no specific timetable on when it might rule on the case.

The report says an audit of three years of telephone and text messaging by coaching staff found "a significant number of recruiting communication violations involving most of its sports programs." Moore sent 160 impermissible text messages to his former AAU players, including two that were being recruited by Iowa State at the time, the report found.

Coaches made 24 "clear-cut intentional" telephone call violations, and other employees made 55 impermissible calls, the report found. Employees failed to log another 1,400 calls that failed to connect with recruits for reasons such as no answer or dropped calls, the report said. In all, the university faulted itself for failing to monitor the calls.

The university said the improper calls were a tiny fraction of the 750,000 that were reviewed over the three-year period involving all 18 sports programs.

But six current and former coaches in men's basketball and football were named in the report for acknowledging personal involvement and could face further discipline.

The university said it agreed with NCAA's enforcement staff that the findings "constitute a major infractions case," given the number and frequency of telephone call violations and the volume of messages sent by Moore.

The university has asked the NCAA to accept its findings and issue a punishment of two years of probation, retroactive to November of 2011.

But six current and former coaches in men's basketball and football were named in the report for acknowledging personal involvement and could face further discipline.

"We've been committed to being as transparent as possible throughout this entire process, which has been challenging given it has been an ongoing investigation and we did not receive the final report until this week," Jamie Pollard, the Iowa State athletic director, said in a statement.

Iowa State spokesman Steve Malchow told The Associated Press on Wednesday that Pollard was out of his office and unavailable for further comment, adding that the NCAA discourages school officials to publicly comment on ongoing cases.

The school said that it has already self-imposed numerous penalties. Each of its teams forfeited a week of recruiting calls, and the school will spend $82,000 over the next three years in compliance and recruiting software to simplify the recording and monitoring of calls and text messages.

The Cyclones also said they've already taken a wide range of punitive actions against each of the coaches named in the report.

The university hired The Compliance Group, based in Lanexa, Kan., to assist in the investigation. Records released to The Associated Press on Wednesday show the firm billed the school more than $30,000 for its services.

This is the second major infractions case Iowa State has been involved with.

In 1986, the Cyclones were put on two years of probation because of violations within the football program.

A decade-long price war launched by Chinese vendors Huawei and ZTE has already forced suppliers like Nortel and Motorola out of the market while smaller players like Alcatel-Lucent are mired in losses.

Equipment makers hoping the roll-out of 4G - also known as LTE - networks in China later this year will ease industry problems will be disappointed.

Projects to roll out networks across a country tend to have a higher proportion of hardware to software content and are less profitable than projects to upgrade existing networks, which have the opposite mix.

"It is a new coverage project to deploy LTE and of course we know ... coverage projects have lower profitability," Johan Wibergh, head of Ericsson's Networks unit, told Reuters earlier this week.

China's three mobile operators - China Mobile, China Unicom and China Telecom - plan to spend a combined 345 billion yuan ($56 billion) this year on network upgrades and 4G.

China Mobile plans to plough 41.7 billion yuan ($6.75 billion) this year into 200,000 4G base stations in order to provide services for its 710 million customers - more than twice as many as there are people in the U.S.

Wibergh said such flagship projects would attract fierce competition from vendors, including China's domestic giants Huawei - the world's second biggest vendor after Ericsson - and ZTE.

Outside China, however, Wibergh saw some relief from years of price pressure and said the company had raised its prices in 2012, though not by much.

Struggling vendors have less appetite now for margin-sapping price wars, he added.

"I think the worst is behind us," he said. "I think everyone needs some kind of stability in this industry."

WASHINGTON (Reuters) - The Supreme Court justices on Monday signaled reluctance to issue too broad a ruling about patents on human genes, and some indicated they might seek a compromise distinguishing between types of genetic material.

The biotechnology industry has warned that an expansive ruling against Myriad Genetics Inc could threaten billions of dollars of investment.

In weighing the question of whether any human genes can ever be patented - meaning the holders have exclusive rights to their intellectual property for a defined period - the nine justices asked tough questions about isolated genes that Myriad holds patents for.

But the justices also appeared to be inclined to draw a line between synthetically produced genetic material and natural genes.

A court ruling along those lines, suggested by the Obama administration, would have less impact on Myriad. Some of the latest research using human genes involves a synthetic form of DNA called recombinant DNA, or rDNA.

Shares of Myriad were up $1.43 or 5.4 percent at $27.53 on midday trading on the Nasdaq. The Standard & Poor's 500 Index was down 1 percent.

The Myriad patents in dispute will all expire by 2015. A ruling is due by the end of June this year.

In probing the limits of what can be patented, the justices cited a wide range of products in raising hypothetical questions, including chocolate-chip cookies and baseball bats.

A group of medical researchers, associations and patients say human genes, including synthetically produced material, should not be patented. They sued in 2009, challenging seven patents owned by or licensed to Myriad on two human genes linked to breast and ovarian cancer. A federal judge said the patents were invalid. An appeals court overruled that decision, and the case landed at the Supreme Court.

Under the federal Patent Act, an inventor can obtain a patent on various new processes and products but "laws of nature, natural phenomena and abstract ideas" are not patentable. The broad legal question is whether the genes Myriad patented, called BRCA1 and BRCA2, are a product of nature. The appeals court said they were not.

The U.S. Patent and Trademark Office has granted patents on at least 4,000 human genes to companies, universities and others that have discovered and decoded them.

CHOCOLATE CHIPS AND BASEBALL BATS

Lawyers from both sides and the Obama administration probed the limits of what can be patented. Justices cited examples of more familiar products, including chocolate-chip cookies and baseball bats.

It was Sotomayor who brought up the chocolate-chip cookies, wondering whether if it was possible to get a patent on an isolated human gene, it would be possible to do the same for salt, eggs and other cookie ingredients.

Separately, both Justice Samuel Alito and Chief Justice John Roberts seized upon the suggestion made by Myriad lawyer Gregory Castanias that a baseball bat doesn't exist until it's isolated from the tree.

Roberts said a baseball bat was "quite different" because "you have to invent it" and not just "cut it off" from the tree.

Alito raised an even more extreme hypothetical question by asking whether a baseball bat that was naturally crafted after a piece of wood was tossed about in the ocean before washing up on shore could then be patented.

Several of the justices also ruminated at length on another colorful hypothetical question, also offered by Alito, concerning under what circumstances a company could claim a patent on material from a plant found in the Amazon jungle that can help treat cancer.

Others on the bench, such as Justice Elena Kagan, indicated concerns about the impact a broad ruling could have on companies that invest in such research.

"Why shouldn't we worry that Myriad or companies like it will just say, 'well, you know, we're not going to do this work anymore'?" she asked Christopher Hansen, the lawyer representing the challengers.

Alito appeared most concerned about the court issuing a sweeping ruling on what he described as a "very difficult" question.

"Why should we do that?" he asked.

POSSIBLE COMPROMISE?

Hansen sought to defuse concerns among the justices that he was asking for too broad a ruling. He said he was not asking for patents on rDNA to be invalidated, something industry groups had raised concerns about.

"Recombinant DNA is in fact what all the major innovations in the industry are doing these days," he said. "There is nothing in our position that would prevent recombinant DNA from being patented."

The Obama administration, which intervened in the case in support of neither side, has urged a compromise position, which several justices probed during the hour-long argument.

Government lawyers say that "synthesized genetic materials" can be patented because they are human-made inventions. But simply removing, or isolating, human DNA does not substantively change it and so it should not be eligible for a patent, the administration says.

If the court were to adopt that approach, which neither the plaintiffs nor Myriad accept, some of Myriad's patents, concerning synthetic molecules called cDNA, could survive, although the parties disagree on that point as well.

A majority appeared inclined to find that cDNA could be patented.

Emphasizing a need to tread carefully, Justice Stephen Breyer noted that patent law often involves "uneasy compromises."

Justice Anthony Kennedy asked Castanias directly whether a ruling based on the government position would give industry "sufficient protection" relating to innovation and research.

"I can't tell you for a certainty whether it would hurt the industry," Castanias said.

The case is Association for Molecular Pathology v. Myriad Genetics, U.S. Supreme Court, No. 12-398.

LONDON (Reuters) - Britain should leave the European Union because Prime Minister David Cameron's plan to claw back powers from Brussels is doomed, a former senior minister said on Tuesday, stirring divisions that threaten his party's re-election hopes.

The intervention of Nigel Lawson, a heavyweight in the Conservative party who served as Margaret Thatcher's Chancellor for six years, piles pressure on Cameron days after his party suffered from a surge in support for the anti-EU UK Independence Party (UKIP) in local elections.

Cameron came to power in a coalition government in 2010 with a plea to his party to "stop banging on about Europe", an issue that has divided the Conservatives for decades and helped bring down two of his predecessors, Thatcher and John Major.

But, despite Lawson's comments highlighting that deep divisions over Europe persisted within his party, Cameron said it had been "good day" for his pledge to hold an "in-out" referendum if he is re-elected in 2015.

"I welcome the attention that is being placed on this key pledge," he told reporters. "I want to give people a proper choice between Britain remaining in a reformed European Union or leaving that European Union."

Lawson, Chancellor from 1983 to 1989 and who now sits in parliament's upper chamber, is the most senior member of Cameron's Conservative Party to call for Britain to withdraw from the EU.

Cameron's attempts to repatriate powers from Brussels would probably only secure "inconsequential" results, Lawson said, echoing warnings from France and Germany.

Britain would be better off outside a 27-nation bloc that has become a "bureaucratic monstrosity", he wrote in Tuesday's Times newspaper.

"I strongly suspect that there would be a positive economic advantage to the UK in leaving the single market," Lawson wrote in an article that stirred memories of a Conservative civil war over Europe that raged for large parts of the 1980s and 1990s.

"In my judgment the economic gains would substantially outweigh the costs."

Lawson, who voted to stay inside the EU's forerunner in Britain's last referendum on Europe in 1975, said the euro zone debt crisis had fundamentally changed the EU and he would choose to leave if another vote was held.

More than 500 business leaders backed Cameron's renegotiation policy in April, saying a new, looser relationship with Europe would boost the British economy.

Others fear the referendum pledge has created years of uncertainty that will deter foreign investment in Britain and upset allies in the EU, Britain's biggest trading partner.

Cameron, trailing in the polls by around 10 points, supports Britain's continued membership of a club it joined at the third attempt in 1973. The latest YouGov poll found 43 percent of voters would leave the EU and 35 percent would stay in.

Retail sales volumes shrank 0.7 percent on the month to stand 0.5 percent lower on the year, the Office for National Statistics said, broadly in line with economists' forecasts.

Consumer spending has been under pressure for years, with inflation outstripping wage growth, and data earlier this week confirmed this trend.

Thursday's data suggest Britain's economy has at best eked out modest growth in the first three months of 2013, which it needs to avoid its third recession in less than five years.

Economists had expected a fall in retail sales volumes after strong growth in February due to a rebound from earlier snowy weather, and the ONS said that the coldest March since 1962 seemed to have kept shoppers at home.

Non-food sales fell 4.0 percent in March, their biggest monthly drop since January 2010, and this was only partly offset by the biggest rise since March 2009 in the smaller 'non-store retailing' category, which includes online shopping.

"Feedback from department stores, clothing stores and household goods stores suggested that sales were dampened by the weather, as they prepared their stores for the spring season," the ONS said.

Economists said forecasting March retail sales data was complicated by Easter falling in the month as well as bad weather towards the end of the month. Other surveys and retailers' earnings reports have also been mixed.

The British Retail Consortium had painted a relatively rosy picture - with 3.7 percent annual growth in the value of retail sales - but the Confederation of British Industry was more downbeat.

The ONS said retail sales were up just 0.1 percent on the year in value terms.
