The latest in a string of celebrities to put their stamp on a prepaid card, Orman will likely avoid the criticism about high fees lobbed at earlier offerings, such as those of hip-hop mogul Russell Simmons and reality show stars the Kardashians. Orman's card costs $3 to obtain, and then just $3 a month, rivaling the hugely popular Walmart MoneyCard.

Although some will question how Orman will recoup the more than $1 million she has invested in the card when charging that little, the real twist isn't the low fee structure. Orman is working with credit reporting agency TransUnion to create a new kind of credit score for users of "The Approved" prepaid MasterCard, one that's based on their spending habits.

Right now, using debit cards both the prepaid kind and those tied to bank accounts does not influence an individual's credit score, which is calculated with data related to borrowing. If Orman's experiment is successful, this new type of score could be a game-changer for the estimated 60 million Americans who do most or all of their personal business in cash or with cash alternatives like prepaid cards.

The TV adviser said she approached several companies, urging them to agree to develop such a score, and TransUnion ultimately agreed to gather spending data for 18 to 24 months. It will use that data to try to come up with a formula that works as a way to predict whether the user is a good risk for lenders.

"This is truthfully a work in progress," said Orman.

Banks and other lenders are interested in creating ways to measure how prepaid cards are used, because of the huge market they represent. Consumers loaded an estimated $70.7 billion onto prepaid cards in 2011, up from $2.7 billion in 2005, according to consultancy Mercator Advisory Group.

Mercator projects the market will top $120 billion this year if adoption continues at the same pace.

In general, users can be divided into three groups. The first subset is those caught up in the economy people who had good credit until it was damaged by events like unemployment or foreclosure. Second are those who have not yet built credit histories, mainly the young and recent immigrants. The third group avoids banks, often because of negative experiences, such as racking up high overdraft fees.

"Wouldn't it be fabulous if, for the first time in history, people are literally rewarded for spending cash, versus penalized, in my opinion, for doing so?" Orman said.

The problem with traditional credit scores from FICO Inc. and its competitors is that they measure how well individuals keep up with their payments, but don't pay any attention to their overall financial health, she said. "Scoring doesn't question where the money is coming from to make payments."

Prepaid cards have already filled some of the void for those who don't use banks, especially because they can be used to receive paychecks via direct deposit. But because they don't contribute to credit scores, the cards can't help users get a mortgage, a car loan or a credit card.

Not having a credit score, or having a low one, also drives up the cost of living in other ways. Lower scores can mean higher car insurance rates, higher rent, difficulty getting a job and paying higher interest rates for any credit available. People with little credit history known as a "thin file" in the industry are also the most likely to use alternative services like payday lenders, check cashing stores and bill pay services. These are expensive options when compared with credit cards and banks.

FICO Inc. and other companies use data tied to borrowing to determine a score meant to measure the likelihood an individual will pay back future loans. FICO's 300-to-850 scale is based on an individual's history making payments on loans, the percentage of available credit that is being used and how long the individual has used credit, among other data.

Those with thin credit files have a better chance of having their creditworthiness reflected by FICO's "expansion score," which factors in data like utility bill payments and rent payments. FICO CEO Mark Greene said the expansion scores have shown that the population without traditional scores mirrors to the larger population in terms of credit risk. Other credit score providers are beginning to provide measures based on utility payments and other nontraditional data.

One big difference for developing a prepaid score, however, is that these alternatives still measure how well individuals meet obligations, not how they spend the rest of their income.

"Spending is not actually a great indicator of the thing that we're trying to measure, which is the likelihood you're going to pay your bill," Greene said. "We need to be careful about how we approach that issue."

Another issue a prepaid-linked score must address is the fact that the typical reloadable card is used for just three to four months, said Brian Riley, who analyzes the card market for the consultant The Tower Group.

That timeframe is likely to expand, however, because more users are beginning to have their paychecks deposited to reload prepaid cards. Adding rewards and services, and cutting fees, may also increase customer loyalty.

Orman is adamant that her card will carry only a $3-per-month fee for users who load at least $20 per month onto it. Fees will rise only if the user uses ATMs outside the network it is linked to when withdrawing cash. Consumers who use The Approved Card will also get daily text messages updating their balance, along with one after each purchase, and other free services like ID theft monitoring, credit monitoring and free credit reports from TransUnion.

The media star, whose new show on the Oprah Winfrey Network premieres Monday, said she knows creating the score will be an uphill battle, but believes that if successful, it will help both lenders and borrowers. "You've got to start it somewhere, and this is the beginning of that process."

WASHINGTON (Reuters) - Hillary Clinton, already the front-runner in the minds of many Democrats for the 2016 U.S. presidential election, is writing a memoir about world affairs and her time as secretary of state that will likely fuel more speculation about her political future.

The presidential prospects of Clinton, the wife of former President Bill Clinton, are a subject of feverish speculation in Washington and elsewhere as Democrats look to see over the horizon past President Barack Obama.

The book, her fifth, is to be published next year, and a tour to promote the memoir in 2014 would serve only to generate more guessing about her plans for 2016.

Her inner circle insists Clinton has made no decision one way or the other. This has not stopped the formation of a "Ready for Hillary" political action committee to promote her potential candidacy and seek volunteers and monetary contributions.

Among the subjects Clinton will explore are the killing of Osama Bin Laden, the overthrow of the Qaddafi regime in Libya, the situations in Iraq and Afghanistan, the Arab Spring, diplomacy pertaining to Iran and North Korea and relations with U.S. allies.

"Hillary Clinton's extraordinary public service has given her a unique perspective on recent history and the challenges we face," said Jonathan Karp, president and publisher of the Simon & Schuster Publishing Group who will edit Clinton's as-yet untitled book.

The book will also address trends in economics, energy and climate change, democracy and human rights, the critical role of women and girls, technology and innovation and health and human development, Simon & Schuster said on Thursday.

When she left the State Department February 1, Clinton, 66, had been suffering from a blood clot near her brain. She said she needed some time to rest and to settle on ways she can help women and children in the United States and around the world.

She is now re-emerging. Last month she announced that she now supports marriage rights for gay Americans. Back when she ran for the Democratic presidential nomination in 2008 she had backed civil unions for gay couples.

On Tuesday night in Washington, she spoke about global women's rights at an event held by the non-governmental organization Vital Voices, sharing the stage with a potential 2016 rival, Vice President Joe Biden.

She will give her first paid speech in Dallas on April 24, the day before she attends ceremonies there marking the opening of George W. Bush's presidential library.

CHICAGO (Reuters) - An influential U.S. panel is calling for HIV screening for all Americans aged 15 to 65, regardless of whether they are considered to be at high risk, a change that may help lift some of the stigma associated with HIV testing.

The new guidelines from the U.S. Preventive Services Task Force (USPSTF), a government-backed panel of doctors and scientists, now align with longstanding recommendations by the U.S. Centers for Disease Control and Prevention for testing of all adults aged 15 to 65, regardless of their risk.

Guidelines issued by the USPSTF in 2005 had recommended HIV screening for high-risk individuals.

Experts said the change, published on Monday in the Annals of Internal Medicine, will likely trigger coverage for the tests as a preventive service under the Affordable Care Act. Under President Barack Obama's healthcare law, insurers are required to cover preventive services that are recommended by the task force.

Currently, the healthcare law recommends coverage of HIV testing for adolescents and adults who are at high risk of infection.

"That was based on the 2005 USPSTF recommendations," Dr. Jeffrey Lennox, a professor of medicine at Emory University School of Medicine and chief of infectious disease at Grady Memorial Hospital, an inner-city hospital in Atlanta.

"Now, hopefully they will go back and recategorize that and recommend that it will be covered for every adult."

Joanne Peters, a spokeswoman for the U.S. Department of Health and Human Services, said the U.S. Preventive Services Task Force ranks preventive services based on the strength of the scientific evidence documenting their benefits.

"Preventive services with a 'grade' of A or B will be covered under these rules. This includes today's HIV screening recommendations," Peters said.

For doctors, the new recommendations should help clear up any confusion about testing among some primary-care doctors who have not been offering the test to all their adult patients. "Now, everybody agrees it should be done," Lennox said.

Task force member Dr. Douglas Owens, a medical professor at Stanford University, said, "We do hope the fact that the guidelines are all very similar will provide an impetus for people to offer screening because it is a very critical public-health problem."

50,000 NEW INFECTIONS A YEAR

Despite strides in reducing cases of HIV infection in the United States in the past three decades, as many as 50,000 Americans become infected with the virus each year.

The CDC estimates that almost 1.2 million people in the United States are infected with HIV, yet 20 percent to 25 percent of them do not know it.

"The Task Force's new recommendations will expand the number of Americans who know their HIV status and can take action to protect themselves and their partners," Dr. Jonathan Mermin, director of the CDC's Division of HIV/AIDS Prevention, said in a statement.

The recommendations are based on evidence showing the benefits and risks of testing and treatment for HIV, the virus that causes AIDS. Recent studies have shown that HIV treatment can reduce transmission of the virus to an uninfected partner by as much as 96 percent but there is no cure for the disease.

The group also recommends that teens younger than 15 and adults older than 65 should be screened if they are at increased risk for HIV infection. And it recommends that all pregnant women - including those in labor - who do not know their HIV status should be tested.

The guidelines call for screening at least once for all adults, and it recommends periodic screening for individuals at higher risk of infection. But it does not specify how frequently people at high risk for infection should be tested.

High-risk groups include those who have sex with gay or bisexual men, illicit drug users and economically disadvantaged populations in which HIV rates are high.

Owens said testing all adults within a certain age range may help reduce any stigma associated with testing and encourage people to get tested.

According to the CDC, stigma has been a major stumbling block that keeps many from seeking out testing, and the hope is that the change will make HIV testing a common part of medical care.

"CDC believes HIV testing should be as routine as a cholesterol test or a blood pressure check - but so far fewer than half of Americans have ever been tested," Mermin said.

As with the CDC recommendations, the USPSTF guidelines recommend that all individuals be offered the test as well as a chance to opt out of testing.

Lennox and others said it is too early to say whether the new guidelines will result in a significant increase in the number of tests, but the potential for insurance coverage may help.

Dr. Gerald Schochetman, senior director, infectious diseases and diagnostic research for Abbott Laboratories' Abbott Diagnostics, which makes an HIV test, said the task force recommendation will put more emphasis on the need for all adults in the United States to be tested and should encourage more doctors to discuss the need for testing with their patients.

During a visit to the company's New Zealand operations, Ren sat down with four local journalists at a Wellington hotel. The rules were strict: no international media, no photos.

But the meaning was clear. Huawei is taking steps toward trying to dispel its image as a secretive and opaque company, and to reassure the world of its good intentions.

The telecommunications equipment company has suffered business setbacks in the U.S. and Australia due to fears it could be a security risk. Last October, a U.S. congressional panel recommended telephone companies avoid doing business with it. Huawei issued a pledge not to cooperate with spying, and argues the U.S. is engaging in trade protectionism.

Huawei has grown rapidly in developing countries and is increasing its sales in Europe. Last year, it reported a $2.4 billion profit on sales of $35 billion.

Ren, 68, a former Chinese military engineer, declined through spokesman Scott Sykes to be interviewed by The Associated Press. Sykes said Ren felt more comfortable with a small group of journalists and chose New Zealand to break his silence because he has strong, positive feelings about the country "in his heart."

In his interview, Ren, speaking through an interpreter, told reporters his company's relationship with the Chinese government was no different from that between companies from other countries and their governments, according to a report by Fairfax Media.

Ren said he was confident no member of Huawei's staff would engage in spying, even if asked to by Chinese security agencies. He said he'd joined the Communist Party in 1978 when it was expected all "exceptional" people would do so.

"At that time my personal belief was to work hard, dedicate myself or even sacrifice myself for the benefit of the people," he said, according to Fairfax Media. "Joining the Communist Party was in line with that aspiration."

Sykes said the company is trying to tell its story and dispel misinformation. He said that's particularly important as Huawei moves from doing business only with other phone companies toward selling products such as smartphones directly to consumers.

New Zealand was the first developed country to sign a free trade agreement with China in 2008 and has developed close economic ties since then.

Huawei employs about 120 people in New Zealand. Last year it won a contract to work on the country's broadband infrastructure something it was denied in neighboring Australia and this year it won a contract to help build a mobile network.

Ren owns 1.4 percent of Huawei. Forbes magazine last year estimated his wealth at $475 million.

Dubbed Dahalokely tokana by its discoverers, the dinosaur was a member of a group called abelisauroids,from the Cretaceous period that were common in the Southern Hemisphere, according to a news release. In fact, the dinosaur is the oldest abelisauroid to date found on the island of Madagascar, the researchers write online April 18 in the open-access journal .

Dahalokely was between 9 feet and 14 feet (2.7 and 4.3 meters) long and probably lived only in Madagascar and India. The two landmasses were once connected, and were isolated in the Indian Ocean; they broke apart some 88 million years ago. []

The reptile's unusual name which roughly translates to "lonely little cattle rustler" is derived from the Malagasy language, "rather than the 'traditional' (and Eurocentric) Greek or Latin," paleontologist and project leader Andrew Farke wrote on a .

"A 'dahalo' is a thief most often a cattle rustler. We chose this part because our dinosaur was almost certainly a predator," Farke wrote. "'Kely' means 'little,' because the dinosaur was certainly on the small end of things, even for an abelisauroid.

"Finally, 'tokana' means lonely and this dinosaur would indeed have been lonely, way out there in the middle of the Indian Ocean with no way to get off the island!" Farke wrote.

The finding is particularly important because it helps fill in a 95-million-year gap in the island's fossil record: Previously, no dinosaur fossils from the period between 165 million and 70 million years ago could be identified in Madagascar.

"We had always suspected that abelisaurids were in Madagascar 90 million years ago, because they were also found in younger rocks on the island," Farke said in a statement. "Dahalokely nicely confirms this hypothesis."

D. tokana was also related to some other famous beasts. "This dinosaur was closely related to other famous dinosaurs from the southern continents, like the horned Carnotaurus from Argentina and Majungasaurus, also from Madagascar," project member Joseph Sertich, curator of vertebrate paleontology at the Denver Museum of Nature & Science, said in a statement.

A self-described "dinosaur-loving kid who never grew up," Sertich told the , "It's not uncommon to find new things when looking in new areas."

The Dahalokely fossils were discovered in the northernmost end of Madagascar near the town of Antsiranana.
