<title>七夕</title>

<![CDATA[ 七夕<br>天の川（銀河）の東西にある牽牛星と織女星が年に一度だけ、７月７日の夜に出会うと言う中国の伝説と日本古来の風習とが重なったものだ。聖武天皇の天平６年（７３４年）から行われたといわれている。七夕竹に歌や願いごとを書いた色紙を結びつける。旧暦の７月はすでに秋で、秋の夜の天の川はとても美しいのに、それを新暦の７月に行うので、天の川が見えないこともよくある。<br><br>盂蘭盆<br>先祖の精霊を迎え追善の供養をする期間を「お盆」と呼ぶ。お盆は７月１３日から１６日の４日間だが旧盆では８月１３日から１６日に行われる。お盆の期間は、新暦・旧暦と地方によって様々だが、鹿児島では８月１３日にご先祖様を迎える。お盆は、先祖や亡くなった人たちが苦しむことなく、成仏してくれるようにと、私たち子孫が、報恩の供養をする時なのだ。<br><br>七五三<br>１１月１５日に３歳５歳の<a href="http://halie.mex.tl/blog_371614_The-3-Best-Slayer-Monsters-to-Make-Money-in-this-Runescape-Slayer-Guide.html">男児</a>、３歳７歳の<a href="http://halle.nation2.com/index.php?page=1591411257">女児</a>を神社に参拝させて<a href="http://halley.forumbuild.com/viewtopic.php?f=2&amp;t=8">無事</a>成長したことを感謝し、これからの将来の<a href="http://harveya.pixnet.net/blog/post/162517221">幸福</a>と長寿をお祈りするのが七五三の行事である。これは江戸の<a href="http://harrell.mblogi.com/2014/07/26/the-3-ideal-slayer-monsters-to-make-funds-in-this-runescape-slayer-guide/">中期</a>から始まったと言われている。１１月１５日の前後は各地の神社で、着飾った<a href="http://yaplog.jp/hilling/archive/7">子供</a>たちの姿を見ることができる。

<title>横須賀市長肝いり「ゆかり製品」優先調達　３カ月余で方針転換</title>

<![CDATA[ 横須賀市の吉田雄人（ゆうと）市長の肝いりで本年度からスタートしたものの、批判が相次ぐ市内五社の製品の優先調達が、早くも方針転換となった。受注が特定業者に集中するなど、問題点が多いためだ。今後は見積もりの状況次第で、他社製品も検討すると変更。三カ月余りでの軌道修正に、吉田市長は二十四日の定例会見で「拙速な制度とは思わない」と強調し、地元優先は続けるとした。<br><br>　制度は、市内に工場などがあるメーカー五社を指定し、その製品を「市内ゆかり製品」として市が購入やリースをする際に優先。市が補助金を出す団体にも同じ対応を求め、使わない場合は理由書を提出させると決めた。<br><br>　だが、特定業者の受注が目立ち、見積もりで価格が他社製品より二倍以上のケースもあった。市議会も「全国で広がると、横須賀の製品が他都市で売れなくなる」と批判。地元選出の小泉進次郎復興政務官も「地域経済をゆがめる。横須賀が公正で開かれた市場として見てもらえなくなる」と苦言を呈した。<br><br>　見直し後は、見積もりをとった上で、予算で想定した数や金額と見合わない場合や、特約店が一社しかなく競争性がない場合は、他社製品を検討すると変更。「ひも付きのような考え」と問題視された理由書の提出もやめ、実績報告書で理由を選ぶ形に変えた。<br><br>　<a href="http://hain.allmyblog.com/1-smelthing-gold.html">吉田市長</a>は会見で「やらなくては見えない課題もある。<a href="http://jacso.hk/heye/74691/2014/07/23/134687818">課題</a>は試行の一年の間でも見直しをする」と弁解し、地元優先の<a href="http://callied.pixnet.net/blog/post/160989264">姿勢</a>は今後も続けると主張。<br><br>　他都市が同じ政策をとれば、横須賀の<a href="http://myanimelist.net/blog.php?eid=756177">企業</a>が打撃を受けるが「入札制度の<a href="http://myanimelist.net/blog.php?eid=756177">運用</a>で、市外業者を排除する都市もある。市として<a href="http://zana.limooblog.com/post4.php">地元業者</a>を優先して発注することは考えなくては」と話した。

150%;">アメリカには計３年暮らしたが、その「光」の部分を考慮してなお、病理と言いうるような負の側面を感じることがずっと多かった。それは途方もない格差、大量消費<span style="font-family: &quot;MS Mincho&quot;;">・</span>廃棄のシステム、「力」への信仰といったマクロの側面のみならず、中心部の荒廃や街の味わいのなさ、自動車中心社会、食の異様さ等々、日常の生活のあらゆる面に及ぶものだった。それらはかなりの部分、「アメリカ」という社会に固有の現象なのだろうか、それとも資本主義がフル稼働した場合に帰結する 普遍的な問題群なのだろうか。<span lang="EN-US"><br></span>　本書は、クリントン政権で労働長官を務めた政治経済学者である著者が、現在の資本主義を「超資本主義（スーパー キャピタリズム）」と規定した上で、その特質や対応のあり方を包括的に論じるものである。著者の議論の骨子は次のように要約される。（１）第２次大戦が終わった１９４５年から７０年代半ばまで、アメリカの資本主義はある種の黄金時代を享受したが、それは「経済と政治の融合」と総括しうるもので、多くの政府 規制や調整、労使交渉のシステム、企業ステーツマンと呼ばれる公的役割を担う経営者等々によって支えられていた。（２）７０年代後半からすべてが一変し「超資本主義」へのシフトが始まった。その本質は「消費者と投資家が権力を獲得し、公共の利益を追求する市民が権力を失ってきた」という点に集約される。 （３）超資本主義を準備したのは冷戦期の輸送<span style="font-family: &quot;MS Mincho&quot;;">・</span>通信技術などの革新であり、それらがグローバル化、新しい生産様式、規制緩和といった事象と相まって、「安定的な寡占システム」としての民主的資本主義を終焉（しゅうえん）させた。（４）なされるべき対応は何か。鍵は「民主主義」であり、我々の中にある二面性 （市民としての自己と、消費者<span style="font-family: &quot;MS Mincho&quot;;">・</span>投資家としての自己）を自覚しつつ、前者をいかに回復していくかにかかっている。<span lang="EN-US"><br></span>　以上が概略だが、一方で、現在 の資本主義ないし経済のあり方についての先鋭な分析であり、またアメリカのもっとも「良心的」な部分を代表する書物ともいえる。他方、物足りなさも残る。それは第一に、著者の議論にヨーロッパが十分入っておらず、資本主義の多様性と呼びうる主題が深められていないという点であり、第二に、私利の追求を原動 力とする<a href="http://cuenta.mex.tl/blog_264152_First-Aid-Skilling-Guide.html">資本主義</a>の「反転」論ともいうべきテーマが掘り下げられていない点である。前者については、ヨーロッパは（相違を含みつつも）政府が様々な<a href="http://cuenta.mex.tl/blog_263502_Quest.html">再分配</a>を行う「福祉国家的な資本主義」であり、環境政策や社会のありようを含め、アメリカとのコントラストがきわめて大きくなっている。<a href="http://cuenta.mex.tl/blog_259532_Alliance-Guide-Level-51-58.html">後者</a>については、 ＣＳＲ（企業の社会的責任）への著者の懐疑は一定の共感ができる半面、都市経済学者のフロリダが論じたような、資本主義がその<a href="http://cuenta.mex.tl/blog_256331_Combat-Introduction.html">展開</a>の極において、物質的な需要が飽和し、コミュニティーや非貨幣的な価値の<a href="http://cuenta.mex.tl/blog_256270_Combat-Life-points.html">重視</a>へと行き着かざるをえなくなるといった、よりダイナミックな議論があってよいのではないか。いずれに しても、現代の資本主義論そしてアメリカ論として貴重な<a
