<title>UCI go on the attack after latest accusa</title>

<![CDATA[ PARIS (Reuters) - Cycling's world governing body hit back at the US Anti-Doping Agency on Friday after being accused by USADA president Travis Tygart of failing to deal with the consequences of the Lance Armstrong doping scandal.<p></p><p>Armstrong was banned for life and stripped of his seven Tour de France titles by the International Cycling Union (UCI) in October after USADA found that he had taken performance enhancing drugs throughout his career.</p><p>The USADA report into Armstrong's doping also alleged that the UCI had not done everything in their power to catch the former rider, who later admitted to cheating.</p><p>The UCI pledged to look into the past and set up an independent commission to investigate the allegations, only to disband it weeks later in favor of a broader "truth and reconciliation process" that has yet to start.</p><p>Speaking before a French Senate committee investigating doping on Thursday, Tygart, the man behind Armstrong's fall, repeated the accusations and said that the UCI was trying to "play a stall game".</p><p>In reply to Tygart, the UCI said on Friday that USADA and World Anti-Doping Agency (WADA) were also to blame for the dismantling of the independent commission.</p><p>"It's all very well Mr Tygart talking about cooperation, but let's not forget that the Independent Commission was only disbanded because of USADA's and WADA's point-blank refusal to cooperate with it," the UCI said in a statement.</p><p>"Simply, the UCI was left with no choice but to close it down; it made no sense to go forward without the participation of these two bodies."</p><p>The Swiss-based body also suggested others had been to blame for the failure to catch Armstrong sooner.</p><p>"One can only assume that their refusal to cooperate with the Independent Commission was due to their fear that their own shortcomings would be exposed," the statement said.</p><p>"After all, USADA and WADA also tested Armstrong over many years and also failed to catch him. <title>U.S. pop singer Patti Page dies at age 8</title>

<![CDATA[ LOS ANGELES (Reuters) - American pop singer Patti Page, whose 1950 hit "Tennessee Waltz" topped the charts for months, has died in Southern California, her manager said on Wednesday. She was 85.<p></p><p>Nicknamed "The Singing' Rage," Page sold more than 100 million albums in her 67-year career, which included 1950s chart toppers "(How Much Is That) Doggie in the Window," "I Went to Your Wedding" and "All My Love (Bolero)."</p><p>She died on Tuesday in a nursing home in Encinitas, north of San Diego, after suffering congestive heart failure, her manager, Michael Glynn, told Reuters.</p><p>"She'd been having some health issues for the past couple of years," Glynn said. "She was actually doing better yesterday. I spoke to her and she sounded well."</p><p>Page won a Grammy for her 1998 album "Live at Carnegie Hall: The 50th Anniversary Concert" and will be honored with a lifetime achievement Grammy in February. She had expected to attend the ceremony, Glynn said.</p><p>Page was born in Oklahoma as Clara Ann Fowler in 1927 and was known for her light, every-girl voice. Her first big hit was "With My Eyes Wide Open, I'm Dreaming," which peaked at No. 11 on the charts in 1950.</p><p>Eight years later, Page scored her penultimate top-10 song, "Left Right Out of Your Heart," as rock 'n' roll was emerging as the dominant trend in popular music.</p><p>Her final big hit was "Hush ... Hush Sweet Charlotte" in 1965. <title>Experts: Kids are resilient in coping wi</title>

<![CDATA[ WASHINGTON (AP)  They might not want to talk about the gunshots or the screams. But their toys might start getting into imaginary shootouts.<p></p><p>Last week's school shooting in Connecticut raises the question: What will be the psychological fallout for the children who survived?</p><p>For people of any age, regaining a sense of security after surviving violence can take a long time. They're at risk for lingering anxiety, depression, post-traumatic stress disorder.</p><p>But after the grief and fear fades, psychiatrists say most of Newtown's young survivors probably will cope without long-term emotional problems.</p><p>"Kids do tend to be highly resilient," said Dr. Matthew Biel, chief of child and adolescent psychiatry at MedStar Georgetown University Hospital.</p><p>And one way that younger children try to make sense of trauma is through play. Youngsters may pull out action figures or stuffed animals and re-enact what they witnessed, perhaps multiple times.</p><p>"That's the way they gain mastery over a situation that's overwhelming," Biel explained, saying it becomes a concern only if the child is clearly distressed while playing.</p><p>Nor is it unusual for children to chase each other playing cops-and-robbers, but now parents might see some also pretending they're dead, added Dr. Melissa Brymer of the UCLA-Duke National Center for Child Traumatic Stress.</p><p>Among the challenges will be spotting which children are struggling enough that they may need professional help.</p><p>Newtown's tragedy is particularly heart-wrenching because of what such young children grappled with  like the six first-graders who apparently had to run past their teacher's body to escape to safety.</p><p>There's little scientific research specifically on PTSD, post-traumatic stress disorder, in children exposed to a burst of violence, and even less to tell if a younger child will have a harder time healing than an older one.</p><p>Overall, scientists say studies of natural disasters and wars suggest most children eventually recover from traumatic experiences while a smaller proportion develop long-term disorders such as PTSD. Brymer says in her studies of school shootings, that fraction can range from 10 percent to a quarter of survivors, depending on what they actually experienced. A broader 2007 study found 13 percent of U.S. children exposed to different types of trauma reported some symptoms of PTSD, although less than 1 percent had enough for an official diagnosis.</p><p>Violence isn't all that rare in childhood. In many parts of the world  and in inner-city neighborhoods in the U.S., too  children witness it repeatedly. They don't become inured to it, Biel said, and more exposure means a greater chance of lasting psychological harm.</p><p>In Newtown, most at risk for longer-term problems are those who saw someone killed, said Dr. Carol North of the University of Texas Southwestern Medical Center, who has researched survivors of mass shootings.</p><p>Friday's shootings were mostly in two classrooms of Sandy Hook Elementary School, which has about 450 students through fourth-grade.</p><p>But those who weren't as close to the danger may be at extra risk, too, if this wasn't their first trauma or they already had problems such as anxiety disorders that increase their vulnerability, she said.</p><p>Right after a traumatic event, it's normal to have nightmares or trouble sleeping, to stick close to loved ones, and to be nervous or moody, Biel said.</p><p>To help, parents will have to follow their child's lead. Grilling a child about a traumatic experience isn't good, he stressed. Some children will ask a lot of questions, seeking reassurance, he said. Others will be quiet, thinking about the experience and maybe drawing or writing about it, or acting it out at playtime. Younger children may regress, becoming clingy or having tantrums.</p><p>Before second grade, their brains also are at a developmental stage some refer to as magical thinking, when it's difficult to distinguish reality and fantasy. Parents may have to help them understand that a friend who died isn't in pain or lonely but also isn't coming back, Brymer said.</p><p>When problem behaviors or signs of distress continue for several weeks, Brymer says it's time for an evaluation by a counselor or pediatrician.</p><p>Besides a supportive family, what helps? North advises getting children back into routines, together with their friends, and easing them back into a school setting. Studies of survivors of the Sept. 11 terrorist attacks found "the power of the support of the people who went through it with you is huge," she said.</p><p>Children as young as first-graders can benefit from cognitive-behavioral therapy, Georgetown's Biel said. They can calm themselves with breathing techniques. They also can learn to identify and label their feelings  anger, frustration, worry  and how to balance, say, a worried thought with a brave one.</p><p>Finally, avoid watching TV coverage of the shooting, as children may think it's happening all over again, Biel added. <title>Tennis-Nadal to return in Abu Dhabi this</title>

<![CDATA[ MADRID, Dec 11 (Reuters) - World number four Rafa Nadal has confirmed he will return to competitive action at the Mubadala World Tennis Championship in Abu Dhabi at the end of December after six months out with a knee injury.<p></p><p>The 11-times grand-slam singles champion has not competed since a shock defeat to Czech Lukas Rosol in the second round at Wimbledon in June.</p><p>The Spaniard was later diagnosed with a partial tear of the patella tendon and an inflammation in his left knee and was unable to defend his Olympic title at the London Games.</p><p>He also missed the U.S. Open and the season-ending World Tour championships before returning to the practice court on Nov. 20.</p><p>"Can't wait to get back on court in Abu Dhabi at the end of the month," the 26-year-old wrote on his Facebook page on Tuesday.</p><p>"I won the Mubadala World Tennis Championship in 2010 and 2011," he added. "Would love to get my hands on the trophy again this year!"</p><p>Nadal is due to play either world number three Andy Murray of Britain or ninth-seeded Serbian Janko Tipsarevic on Dec. 28 at the event in Abu Dhabi, which is not part of the ATP Tour.</p><p>World number one Novak Djokovic of Serbia, fifth-ranked Spaniard David Ferrer and number six Tomas Berdych of Czech Republic are also taking part.</p><p>Nadal said this month he was hoping to be back to full fitness in time for the clay season, when he will be chasing an eighth French Open title on his favoured surface after winning a record seventh Roland Garros crown in May. <title>Factbox: U.S. House &amp;quot;Plan B&amp;quot; t</title>
<description>
<![CDATA[ WASHINGTON (Reuters) - The U.S. House of Representatives is likely to vote this week on what is being called "Plan B" on avoiding the "fiscal cliff."<p></p><p>The Republican-sponsored legislation aims to extend current low tax rates for most families. Without such action by Congress, across-the-board income tax rates will rise on January 1.</p><p>The combination of $500 billion in tax hikes and $100 billion in spending cuts, which are scheduled to start in the new year, could push the U.S. economy into recession, according to experts.</p><p>House Speaker John Boehner, the top Republican in Congress, and Democratic President Barack Obama have been trying for weeks to avoid the fiscal cliff with an alternative tax and spending-cut deal. Boehner says he is offering this very limited alternative in case negotiations with Obama fail.</p><p>Here are key elements of Boehner's Plan B:</p><p>* A House vote is expected on Thursday.</p><p>* Boehner expressed confidence on Wednesday that the measure would pass but some House Republican aides were not yet predicting that.</p><p>* The White House has said Obama would veto the Boehner Plan B in the unlikely event it made it to his desk.</p><p>* Democrats are viewing Plan B as nothing more than a diversion from attempts to reach a broad deficit-reduction deal to avoid the fiscal cliff. They see it as a way for Boehner to give his conservatives a vote on a measure that they can tout as a tax-cut bill for all but the wealthiest and inoculate them against Democratic accusations of obstruction.</p><p>* Republicans argue that they are acting responsibly by providing a backstop against massive tax increases in case the Obama-Boehner negotiations fail.</p><p>* Once Plan B is dealt with, all attention will shift to whether Obama and Boehner can work out a broad agreement by December 31 or whether the country will go off the cliff. If that happens, there is speculation that some sort of deal might be worked out in the early weeks of January to avoid the full brunt of the tax hikes and spending cuts.</p><p>* Under Boehner's Plan B, current low tax rates would be made permanent for families with net annual incomes of up to $1 million. The measure would let tax rates rise on income above $1 million. Without action by Congress, all income tax rates are set to rise on January 1 with the expiration of tax cuts enacted a decade ago by then-President George W. Bush.</p><p>* Plan B includes a grab bag of other expiring tax provisions. It would permanently fix the alternative minimum tax so that middle-class taxpayers do not creep into a tax bracket intended for the wealthiest. Annual AMT fixes have prevented tens of millions of households from paying a higher tax rate.</p><p>Also included are moves to maintain estate taxes at their current 35 percent rate per individual after a $5 million exemption. The White House backs reverting to the 2009 estate tax levels of 45 percent tax after a $3.5 million exemption per individual, though some moderate Democrats back keeping the current law.</p><p>Plan B legislation would raise dividend and capital gains tax rates for those earning $1 million and over to 20 percent, from its current 15 percent for most who pay such taxes. Most Democrats back raising the current 15 percent tax rate on investment income to 20 percent for households earning more than $250,000.</p><p>* The Joint Committee on Taxation estimates the plan would reduce U.S. revenues by around $4 trillion over 10 years.</p><p>* The plan does not address spending issues, including automatic across-the-board spending cuts also looming at year's end.</p><p>* The bill does not address how to resolve a looming stand-off over the government's borrowing authority. The government will need to raise the "debt ceiling" in the next few months to avoid default, and Obama wants higher borrowing authority approved promptly. House Republicans continue to want to hold back and use it as leverage in ongoing fiscal cliff talks, according to aides.</p><p>* Senate Majority Leader Harry Reid already has warned there are not the votes in his chamber to pass Boehner's plan. But if the House sent the Senate such a bill, Reid could respond in one of a few ways. He could declare that the Senate in July passed its version of this legislation, but with a $250,000 threshold, and take no further action. Or, he could offer a variation of the Senate-passed bill. Obama has proposed a $400,000 cut-off for maintaining low income tax rates. Reid could embrace that level or another one.</p><p>* The legislation is being inserted into an existing bill that originally had to do with Burma trade policy. <title>South Africa: World watches Mandela's st</title>

<![CDATA[ JOHANNESBURG (AP)  A chipped street mural in South Africa's Soweto township depicts stations in the life of Nelson Mandela, each matched by a portrait of the global icon as he advanced from robust youth to old age. Now this infirm giant of history faces a struggle with mortality, its duration unknown but its outcome certain.<p></p><p>There may be no living figure so revered around the world as a symbol of sacrifice and reconciliation, his legacy forged in the fight against apartheid, the system of white minority rule that imprisoned him for 27 years.</p><p>As an idea, Mandela is monumental. As a 94-year-old man, he is frail and vulnerable, in hospital since Dec. 8, shielded from outside scrutiny by protective relatives and the South African government and military.</p><p>"He's sick. What can we do? He's sick," said Beauty Sedunedi, a Soweto resident who described Mandela as a hero. "People are crying, 'Oh, he mustn't die, he mustn't...' If God says 'come,' he'll come."</p><p>The former president would probably agree with that down-to-earth sentiment, as a man who is said to have been uncomfortable with his iconic status. The narrative of what he endured and what he contributed in the name of all South Africans tends to eclipse any personal failings, or shortcomings as a president when he took office for a five-year term after the country's first democratic elections in 1994. The country today struggles with poverty and inequality, but Mandela is widely credited with helping to avert race-driven chaos as South Africa emerged from apartheid.</p><p>He was diagnosed with a lung infection and had a procedure to remove gallstones after being admitted to a Pretoria hospital, and the South African presidency said Monday that Mandela would spend Christmas Day there. The physical decline of Mandela, who boxed in his youth and exercised regularly in prison, could be anyone's story; an ordinary man would make this wistful journey alone, or within the cocoon of family intimacy.</p><p>In the case of a man-turned-myth, however, the media, the government and the nation are passengers on what has become an awkward ride, defined by tension between the right to medical privacy and the public's interest.</p><p>"They were very secretive about his health," Sebastian Moloi, another resident of the Johannesburg township of Soweto, said of the government's initial, sometimes contradictory pronouncements about Mandela's condition. "They shouldn't keep it away from the public."</p><p>Moloi spoke outside Regina Mundi, a Catholic church that was a center of protests and funeral services for activists during the apartheid years. He said Mandela was the "godfather" of South Africa, but objected to extreme discretion about Mandela's hospital stay, saying: "He gets enough privacy in his home."</p><p>Officials have reported that Mandela has steadily improved, but warn the situation is inherently uncertain because of his age. The media has urged the government to provide regular updates or briefings with doctors. Dire rumors have swirled on social media, angering Mac Maharaj, the presidency's spokesman.</p><p>"Why are there no voices raised in our society against the human depravity manifested in such rumors?" Eyewitness News, a South African media outlet, quoted Maharaj as saying. "It has become a matter of concern. Is it not time for all of us to look at ourselves in the mirror?"</p><p>In fact, Mandela's public image has been closely managed for a long time. He has not been seen on a major stage since South Africa hosted the World Cup football tournament in 2010, and his meetings have become increasingly rare.</p><p>In August, U.S. Secretary of State Hillary Clinton visited Mandela at his home in the village of Qunu in Eastern Cape province. An Associated Press photographer who accompanied Clinton said the former leader appeared "fragile although also happy," and seemed pleased to see his visitor.</p><p>"After some deliberation, at the last moment, I was allowed inside to photograph them together. While I was in the room I never heard him say a word or hardly even move," photographer Jacquelyn Martin wrote in an email. She described how aides encouraged Mandela to smile for the camera and remarked fondly to him on what a beautiful smile he had. They called him "Madiba," which is Mandela's clan name, a term of affection.</p><p>"He scarcely moved and was a whisper of the legend," Martin wrote. She said Mandela was seated in a corner with a blanket over his legs and a newspaper in his lap. His wife, Graca Machel, was also there.</p><p>In 2009, British journalist David James Smith met the Nobel laureate while working on "Young Mandela," a book that sought, in part, to humanize the man by examining reports about his often conflicted family life.</p><p>In an email, Smith said he was required to sign a document promising he would not ask "direct questions," take photos or ask Mandela to endorse any products.</p><p>"He was sitting in his huge office behind a massive desk and seemed slightly shrivelled and sparrow-like in comparison with the sharp-suited giant of the 1950s I had come to know so well from my research," Smith wrote.</p><p>"He apologized for not getting up to greet me. 'My knees will not allow it.' I struggled to get a conversation going for a few minutes until I told him I had been to Qunu and met his 'brother' Sitsheketshe, who had been brought up with Mandela as his brother after his own parents had died."</p><p>Smith recounted: "'Ah, Sitsheketshe!' he boomed. 'Do you know the story of how he came to live with my family?' I did but said I didn't and off he went ... He seemed mortal and ordinary and that I think is one of the reasons why, though not a saint, he is a very great human being."</p><p>Sitsheketshe Morris Mandela, Nelson's cousin, died this year at the age of 80.</p><p>History offers rough parallels for Mandela and the movement to safeguard his legacy as he approaches the end of his life. Men of his stature  American civil rights activist Martin Luther King Jr. and Indian independence leader Mohandas K. Gandhi  were assassinated while actively engaged in their callings. Tragedy elevated their reputations.</p><p>The Soweto mural marks Mandela's birth in 1918; the Rivonia trial that led to his conviction for sabotage in 1964; the 1990 release from prison; the 1993 awarding of the Nobel peace prize to Mandela and the last white ruler, F.W. de Klerk; Mandela's 1994 election as South Africa's first black president; and his 90th birthday in 2008.</p><p>Truly, a momentous life. Yet Mandela, whose image adorns South African banknotes and statues and whose name was bestowed on buildings and squares, found ambiguity in it. In a passage described as part of an unpublished sequel to his autobiography, "Long Walk to Freedom," he wrote:</p><p>"One issue that deeply worried me in prison was the false image that I unwittingly projected to the outside world; of being regarded as a saint. <title>'Odd Couple' star Jack Klugman dies in L</title>

<![CDATA[ LOS ANGELES (AP)  For many, Jack Klugman will always be the messy one.<p></p><p>His portrayal of sloppy sportswriter Oscar Madison on TV's "The Odd Couple" left viewers laughing but it also gave Klugman the leverage to create a more serious character, the gruff medical examiner in "Quincy M.E." His everyman ethos and comic timing endeared him to audiences and led to a prolific, six-decade acting career that spanned stage, screen and television.</p><p>Klugman died Monday at age 90 in suburban Northridge with his wife at his side. His sons called on his fans to embrace their father's tenacious and positive spirit.</p><p>"He had a great life and he enjoyed every moment of it, and he would encourage others to do the same," son Adam Klugman said.</p><p>The cause of Klugman's death was not immediately known. Adam Klugman said his father had been slowing down in recent years, but wasn't battling cancer, which robbed him of his voice in the 1980s. Klugman taught himself to speak again, and kept working.</p><p>He remained popular for decades simply by playing the type of man you could imagine running into at a bar or riding on a subway with  gruff, but down-to-earth, his tie stained and a little loose, a racing form under his arm, a cigar in hand during the days when smoking was permitted.</p><p>Off-screen, Klugman owned racehorses and enjoyed gambling, although acting remained his passion.</p><p>Despite his on-screen wars with Tony Randall's neat-freak character Felix Unger on "Odd Couple," the show created a friendship between the men that endured after the series ended.</p><p>When Randall died in 2004 at age 84, Klugman told CNN: "A world without Tony Randall is a world that I cannot recognize."</p><p>The "Odd Couple," which ran from 1970 to 1975, was based on Neil Simon's play about mismatched roommates  divorced New Yorkers who end up living together. The comedy came from their opposite personalities  Klugman playing a writer whose sloppiness consistently irritated the Randall's fussy photographer character. The pairing was so good, the show didn't need constant help from the writers.</p><p>"There's nobody better to improvise with than Tony," Klugman said. "A script might say, 'Oscar teaches Felix football.' There would be four blank pages. He would provoke me into reacting to what he did. Mine was the easy part."</p><p>Fans and fellow actors agreed it worked, posting clips of their favorite Klugman roles on Twitter and other social networking sites late Monday.</p><p>"RIP Jack Klugman. You made my whole family laugh together," actor-director Jon Favreau wrote on Twitter.</p><p>"He was a wonderful man and supremely talented actor," wrote actor Max Greenfield, who worked with Klugman several years ago. "He will be missed."</p><p>In "Quincy, M.E.," which ran from 1976 to 1983, Klugman played an idealistic, tough-minded medical examiner who tussled with his boss by uncovering evidence of murder in cases where others saw natural causes.</p><p>"We had some wonderful writers," he said in a 1987 Associated Press interview. "Quincy was a muckraker, like Upton Sinclair, who wrote about injustices. He was my ideal as a youngster, my author, my hero.</p><p>"Everybody said, 'Quincy'll never be a hit.' I said, 'You guys are wrong. He's two heroes in one, a cop and a doctor.' A coroner has power. He can tell the police commissioner to investigate a murder. I saw the opportunity to do what I'd gotten into the theater to do  give a message.</p><p>"They were going to do cops and robbers with 'Quincy.' I said, 'You promised me I could do causes.' They said, 'Nobody wants to see that.' I said, 'Look at the success of '60 Minutes.' They want to see it if you present it as entertainment."</p><p>For his 1987 role as 81-year-old Nat in the Broadway production of "I'm Not Rappaport," Klugman wore leg weights to learn to shuffle like an elderly man. He said he would wear them for an hour before each performance "to remember to keep that shuffle."</p><p>"The guy is so vital emotionally, but physically he can't be," Klugman said. "We treat old people so badly. There is nothing easy about 80."</p><p>The son of Russian Jewish immigrants, he was born in Philadelphia and began acting in college at Carnegie Institute of Technology. After serving in the Army during World War II, he went on to summer stock and off-Broadway, rooming with fellow actor Charles Bronson as both looked for paying jobs. He made his Broadway debut in 1952 in a revival of "Golden Boy."</p><p>His film credits included Sidney Lumet's "12 Angry Men" and Blake Edwards' "Days of Wine and Roses" and an early television highlight was appearing with Humphrey Bogart and Henry Fonda in a production of "The Petrified Forest." His performance in the classic 1959 musical "Gypsy" brought him a Tony nomination for best featured (supporting) actor in a musical.</p><p>He also appeared in several episodes of "The Twilight Zone," including a memorable 1963 one in which he played a negligent father whose son is seriously wounded in Vietnam. His other TV shows included "The Defenders" and the soap opera "The Greatest Gift."</p><p>Throat cancer took away his raspy voice for several years in the 1980s. When he was back on the stage for a 1993 revival of "Three Men on a Horse," the AP's review said, "His voice may be a little scratchy but his timing is as impeccable as ever."</p><p>"The only really stupid thing I ever did in my life was to start smoking," he said in 1996. Seeing people smoking in television and films "disgusts me, it makes me so angry  kids are watching," he said.</p><p>In his later years, he guest-starred on TV series including "Third Watch" and "Crossing Jordan" and appeared in a 2010 theatrical film, "Camera Obscura."</p><p>Klugman's hobby was horse racing and he eventually took up raising them, too.</p><p>"I always loved to gamble," he said. "I never got close to a horse. Fate dealt me a terrible blow when it gave me a good horse the first time out. I thought how easy this is.</p><p>"Now I love being around them."</p><p>A horse Klugman co-owned, Jacklin Klugman, finished third in 1980's Kentucy Derby and fourth in that year's Preakness Stakes.</p><p>Klugman's wife, actress-comedian Brett Somers, played his ex-wife, Blanche, in the "Odd Couple" series. A launch in spring of 2014 would mean Sony will miss Black Friday and Cyber Monday, thethat .
