The study may help explain why black women have higher rates of breast cancer at young ages and a worse chance of survival.

Doctors say these patients should be offered genetic counseling and may want to consider more frequent screening and prevention options, which can range from hormone-blocking pills to breast removal, as Jolie chose to do.

"We were surprised at our results," said the study leader, Dr. Jane Churpek, a cancer specialist at the University of Chicago. Too few black women have been included in genetic studies in the past and most have not looked for mutations to the degree this one did, "so we just don't have a good sense" of how much risk there is, she said.

Churpek gave results of the study Monday at an American Society of Clinical Oncology conference in Chicago. The researchers include Mary-Claire King, the University of Washington scientist who discovered the first breast cancer predisposition gene, BRCA1.

Jolie revealed a few weeks ago that she carries a defective BRCA1 gene, giving her up to an 87 percent risk of developing breast cancer and up to a 54 percent risk for ovarian cancer. The actress's mother had breast cancer and died of ovarian cancer, and her maternal grandmother also had ovarian cancer. An aunt recently died of breast cancer.

Children of someone with a BRCA mutation have a 50 percent chance of inheriting it.

In the U.S., about 5 to 10 percent of breast cancers are thought to be due to bad BRCA genes. Among breast cancer patients, BRCA mutations are carried by 5 percent of whites and 12 percent of Eastern European (Ashkenazi) Jews. The rates in other groups are not as well known.

The study involved 249 black breast cancer patients from Chicago area hospitals. Many had breast cancer at a young age, and half had a family history of the disease.

They were given complete gene sequencing for all 18 known breast cancer risk genes rather than the usual tests that just look for a few specific mutations in BRCA genes.

Gene flaws were found in 56, or 22 percent, of study participants; 46 of them involved BRCA1 or BRCA2 and the rest were less commonly mutated genes.

Harmful mutations were found in 30 percent of black women with "triple-negative breast cancer" tumors whose growth is not fueled by estrogen, progesterone or the gene that the drug Herceptin targets. Doctors have long known that these harder-to-treat cases are more common in black women.

The National Cancer Institute, the Breast Cancer Research Foundation and Komen for the Cure paid for the study.

It included many younger women and those with a family history of cancer, and they are known to have higher rates of gene mutations that raise risk, said Rebecca Nagy, a genetics counselor at Ohio State University and president of the National Society of Genetic Counselors.

Still, "it has always stumped us" to see black families with lots of breast cancer but no mutations that can be found in ordinary testing for BRCA genes, she said.

That was the situation for Alicia Cook, 44, a Chicago woman whose grandmother died of breast cancer, mother died of ovarian cancer and two sisters have had breast cancer. When she was first diagnosed with breast cancer nearly 10 years ago, a test for BRCA mutations was negative.

Doctors said, "I'm sure there's something going on genetically" but they didn't have the tools to find it, Cook said.

Last year, she had a recurrence and a sister who was diagnosed with the disease learned she carried a BRCA1 mutation. Cook was retested for the same mutation and found to have it. Now she is telling her relatives in hopes that more of them will seek genetic counseling and be aware of their risk.

"You don't want to put people in fear, but knowledge is power," she said.

Critics said the dark mysteries, mind-bending codes and history-laced tourism in "Inferno" will thrill Brown devotees, but panned the U.S. author for passages they said were more suited to a Hollywood film script than a novel.

Harvard symbologist Robert Langdon returns in this latest sequel to the blockbuster book and film franchise to follow a trail of clues about 14th century Italian poet Dante Alighieri across Florence, Venice and Istanbul in a race to save the world from a deadly artificial plague.

New York Times reviewer Janet Maslin said the novel has a shaky opening that appears to put Brown's "brainiac franchise" in trouble, but recovers swiftly.

"To the great relief of anyone who enjoys him, Mr. Brown winds up not only laying a breadcrumb trail of clues about Dante (this is "Inferno," after all) but also playing games with time, gender, identity, famous tourist attractions and futuristic medicine," she wrote.

Sales of the book reached the highest level of customer pre-orders at retailer Waterstones since the release of Harry Potter author JK Rowling's adult fiction "The Casual Vacancy" last year.

The Independent newspaper's Boyd Tonkin called the novel "clunky but clever" in a review that asks whether Brown can make a go of one of the oldest plots in fiction - mad scientist threatens world with doom machine.

"Can Brown re-engineer these over-familiar devices of outbreak, pestilence and contagion into a viable organism? However clunkily, he can," Tonkin writes.

But Financial Times reviewer AN Wilson panned "Inferno" as a "nonsensical story" loaded with "scientific gobbledygook" and pointing out Brown's repetitive reliance on the fame of every historical site Langdon comes across.

"The prof and his doctor race past 'Florence's famed Cathedral', and Vasari's 'famed Studiolo', not forgetting the 'world-famous Uffizi Gallery'," Wilson wrote.

"Inferno reads less like a novel than a 'treatment' for a thriller film."

Back in America, USA Today's Brian Truitt offers Brown's novel three and a half stars out of four in a review that calls the book "one hell of a good read".

"Brown has a definite formula in place for putting Langdon through his paces, but watching him go through hell is about as close as a book can come to a summertime cinematic blockbuster," Truitt wrote.

Brown's religion-themed mystery novel "The Da Vinci Code," was published in 2003 and was made into a hit film starring Tom Hanks. It spent more than a year at the top the New York Times bestseller list.

LONDON (Reuters) - Apple's ability to shelter billions of dollars of income from tax has depended on an unusual loophole in the Irish tax code that helps the country compete with other countries for investment and jobs.

A U.S. Senate investigation revealed Tuesday that Apple, maker of iPhones, iPads and Mac computers, channeled profits into Irish-incorporated subsidiaries that had "no declared tax residency anywhere in the world.

Apple said on Tuesday that the arrangements dated back over 30 years and had been negotiated with Ireland's government, which has long angered European economic peers such as France and Germany by helping multinationals to avoid paying tax on sales it makes to their citizens in their domestic markets.

Apple's annual reports show that over the past three years, Apple paid taxes worth 2 percent of its $74 billion in overseas income.

Apple now channels most of its overseas sales through three companies that are incorporated in Ireland but for tax purposes are resident in no jurisdiction. U.S. rules that allow companies incorporated abroad not to pay U.S. taxes complement that arrangement.

Apple tax head Phillip Bullock told the U.S. Senate Permanent Subcommittee on Investigations on Tuesday that one of these three subsidiaries, Apple Operations International (AOI), had not submitted a tax return anywhere for five years.

All three were registered in Ireland in 1980 and reregistered as unlimited companies in 2006, which means under Irish law that they do not have to publish annual accounts, so the subcommittee's report was the first time the current structure had been publicly revealed.

Peter Vale, tax partner at accountants Grant Thornton in Dublin, said it was unusual for companies incorporated in Ireland not to be tax resident there, but it is legal.

Apple relies for tax benefits on contrasting approaches to determining tax residence in Ireland and the United States.

Vale said that if a group has at least one trading Irish subsidiary - as Apple does, in the form of units that employ 4,000 staff - it can establish a corporation that will not be deemed tax resident in Ireland providing this unit's "central management control" is outside the country.

The subcommittee said AOI and Apple Sales International (ASI) held board meetings in the United States and most board members were based there. That means the units would not be deemed to have Irish management control, accountants said.

Apple documents released by the subcommittee showed that current Chief Executive Tim Cook and current Chief Financial Officer Peter Oppenheimer were board members of all three Irish units during the late 2000s, typically holding their meetings at Apple headquarters in Cupertino, California.

Apple told the subcommittee that AOI has no employees and no physical address. Its assets are managed by employees at a subsidiary, Braeburn Capital, located in Nevada, while the assets are held in bank accounts in New York. Primary accounting records are maintained at Apple's U.S. shared service center in Austin, Texas.

Despite this, AOI did not have tax residency in the United States, because, said Lyn Oates, professor of tax and accounting at the University of Exeter Business School in the UK, the United States determines tax residence on the place of incorporation only.

LOST PROFIT

Britain also used to allow companies to be incorporated there without being tax resident, but changed its system over 20 years ago to stop tax avoidance, said Penelope Tuck, associate professor of public finance and policy at the University of Warwick.

Ireland did not change its rules, probably because there was not the same concern about the loss of tax revenues, said Professor Eamonn Walsh, professor of accounting at University College Dublin's Graduate School of Business.

Ireland's small population of 4.6 million means multinationals generate relatively little by way of sales or profits there.

"From a policy point of view, people are more concerned with the idea that high-paid jobs are being delivered to the local economy," Walsh said.

Apple originally expanded to business-friendly Ireland as a gateway to Europe, opening a factory there, former CEO John Sculley and other former executives told Reuters.

Cook told the subcommittee that Apple was attracted to Ireland in 1980, when the country was offering incentives to technology companies as it tried to build an industrial base.

Over the years, the structures Apple uses have evolved, and the support of the Irish government has continued.

"Since the early 1990s, the government of Ireland has calculated Apple's taxable income in such a way as to produce an effective rate in the low single digits," Apple tax chief Bullock testified.

A Reuters analysis of Apple's annual reports shows that Apple's overseas tax rate really began to hit rock bottom in the late 1990s, after the United States began to let companies avoid tax on overseas earnings in what became known as the "check-the-box" (CTB) loophole.

From 1993 to 1995, three years before CTB emerged, Apple had an effective overseas tax rate of 16 percent. The rates later plummeted and have averaged 2 percent in the past three years.

One former official with the Irish Development Authority, which had the task of enticing foreign companies to invest in Ireland, said that after the introduction of CTB in the United States, companies began to demand better tax deals in Ireland.

While the Senate subcommittee referred to Apple's negotiating tax rates of below 2 percent, Ireland usually facilitates low tax payments not by undercutting its highest corporate tax rate of 12.5 percent but by allowing companies to declare low taxable profits - often by making deductions for payments to tax-exempt affiliates, usually offshore.

Ireland said the low tax payment was not its fault and blamed other countries' tax legislation.

Apple's exact arrangements in Ireland have changed over the years.

Up until 2004 or later, the three Apple companies were assessed for taxation in Ireland, although the declared profits were much lower then.

In 2004, ASI declared a profit of $325 million and paid Irish tax of $21 million, its accounts from the time show.

In 2011, according to the subcommittee's report, ASI earned $22 billion and paid just $10 million in "global taxes."

Apple's retail units in France, Germany and Britain purchase goods from the Irish units. The prices are set at levels that ensure these units in bigger states do not report much profit.

This means the company avoids tax on sales in its bigger markets.

In 2011, the last year for which accounts are available, Apple Retail UK Ltd reported profits of 31 million pounds on sales of 860 million pounds and paid tax of 9 million pounds.

In the same year, Apple Retail France reported a loss of 21 million euros on sales of 346 million euros and paid income tax of 7 million euros.

Apple Retail Germany reported a 4 million euro loss on sales of 174 million euros and paid no income tax.

Other jurisdictions also offer tax advantages like Ireland.

Online retailer Amazon.com Inc pays low taxes on overseas income by channeling European sales through a Luxembourg-based company that makes untaxed payments worth hundreds of millions of euros each year to a tax-exempt partnership, also resident in Luxembourg.

Google pays low taxes by directing overseas sales through an Irish unit that pays most of its income to an affiliate in Bermuda.

The schemes used by all three companies work by arranging for the units that make sales to customers in Europe and elsewhere to make tax-deductible payments to untaxed, or little taxed, affiliates for the use of intellectual property such as brands and business processes.

The Group of 20 leading nations has asked the Organisation for Economic Co-operation and Development to look at such corporate profit-shifting. One area it is examining closely is such payments for intangible assets.

The companies say they follow the tax rules in all the countries where they operate.

As the partying journalist of Paolo Sorrentino's "The Great Beauty," Toni Servillo was surveying Rome's colorful nightlife, but he might as well have been contemplating the Cannes Film Festival. The 66th edition of the Cote d'Azur extravaganza drew to a close Sunday, awarding the sensual, heartbreaking lesbian romance "Blue is the Warmest Color: The Life of Adele" the festival's top honor, the Palme d'Or.

The Cannes Film Festivale is a 12-day circus of perpetual red-carpet flashbulbs, beachside soirees and, yes, a feast of some of the finest, wildest movies the world has to offer. The most exotic creatures weren't the high-heeled ones parading the Croisette, they were the ones gracing Cannes' pristine movie screens.

This year, the festival was a particularly captivating coterie of rare birds. There was Tilda Swinton as a white-haired, centuries-old vampire (Jim Jarmusch's "Only Lovers Left Alive"); Joaquin Phoenix as a 1920s pimp, sticking out his jaw like Marlon Brando (James Gray's "The Immigrant"); a sequin-covered Michael Douglas as Liberace (Steven Soderbergh's "Behind the Candelabra"); a battered and bloodied, but still cool Ryan Gosling (Nicolas Winding Refn's "Only God Forgives"); and the disabled but acrobatic dancer Souleymane Deme (Mahamat-Saleh Harouns "Grigris").

There was literal wildlife, too, including a cat named Hercules (the Coen brothers' "Inside Llewyn Davis"), a vanishing giraffe ("The Great Beauty") and an unfortunate pooch caught up in Mexico's brutal drug war (Amat Escalante's "Heli"). Cannes, alas, is a dog eat dog world.

A strong, deep slate of films in competition left some mystery before Steven Spielberg's jury named "The Life of Adele" tops of the festival. The three-hour coming-of-age tale, by Tunisian-born director Abdellatif Kechiche, emerged as a landmark film not for its lengthy, graphic sex scenes, but for its tender intimacy. It won the Palme on the same day thousands marched in Paris protesting France's recent legalization of gay marriage.

The global stage of Cannes immediately catapults Kechiche to greater international renown, inducting him into the prestigious group of Palme d'Or winners, from Francis Ford Coppola to Terrence Malick.

But this year's festival boasted many breakout stars, including the two daring actresses of "Life of Adele," Adele Exarchopoulos and Lea Seydoux, who, in a twist, also shared in the Palme d'Or. As a bitter, sarcastic 1960s folk singer in "Llewyn Davis," newcomer Oscar Isaac also shined in Cannes' spotlight.

Familiar faces turned in some of their best work including Berenice Bejo, as a single mother juggling a new man and an old one in Asghar Farhadi's shifting domestic drama "The Past"; Kristin Stewart Thomas, as Lady Macbeth meets Donatella Versace in the stylish Bangkok noir "Only God Forgives"; and Bruce Dern, as a gruff, aging father in Alexander Payne's black-and-white Midwest road trip "Nebraska."

Screenings at Cannes begin with the festival intro of red steps ascending from the sea up to the heavens, but for the first half of Cannes, it felt as though the festival was stuck underwater. Constant rains dampened the French Riviera atmosphere in the early days, and the films though full of intriguing entries didn't quite catch until the Coens premiered their melancholy story of a frustrated artist passed over by history.

Reality also threatened to overshadow the movies. On the same night as the premiere of Sofia Coppola's "The Bling Ring," a film about Los Angeles teenagers who rob the houses of celebrities, news broke that $1 million worth of jewelry had been stolen in a Cannes hotel. Never mind that its value turned out to be significantly less: The world had already conjured cinematic images of Cary Grant nimbly tiptoeing on Riviera rooftops.

Hollywood's noisiest intruder was "Catching Fire," the "Hunger Games" sequel that used Cannes' platform to stir up worldwide fervor for the next installment of the Jennifer Lawrence blockbuster.

American films including those by the Coens, Payne, Jarmusch, Soderbergh and Gray were among some of the best entries at the festival. "Inside Llewyn Davis," ''Nebraska" and perhaps the Ellis Island melodrama "The Immigrant" will likely be players in this fall's Oscar season.

Soderbergh's "Behind the Candelabra" marks the director's final film, at least for a time, as he's withdrawing from filmmaking. Soderbergh, whose film was broadcast on HBO, is planning to work more in television an arena many directors discussed in Cannes, claiming its quality and cultural relevance now equals or even surpasses movies.

While that may be true in many parts of the world, it isn't in Cannes. At the annual glamour fest, the big screen and all its varied vitality still reigns supreme.

Dr. Kermit Gosnell, 72, who ran the now-shuttered Women's Medical Society Clinic, faces the possibility of the death penalty in the case that focused on whether the infants were born alive and then killed.

He was accused of delivering live babies during late-term abortions and then deliberately severing their spinal cords.

The jury heard five weeks of testimony in Common Pleas Court in Philadelphia and deliberated for ten days.

In appealing the ruling, the administration recommitted itself to a position Obama took during his re-election campaign that younger teens shouldn't have unabated access to emergency contraceptives, despite the insistence by physicians groups and much of his Democratic base that the pill should be readily available.

A day earlier, the Food and Drug Administration lowered the age that people can buy the Plan B One-Step morning-after pill without a prescription to 15 younger than the current limit of 17 and decided that the pill could be sold on drugstore shelves near the condoms, instead of locked behind pharmacy counters.

That decision appeared to fly in the face of a judge's decision last month that women of any age should be allowed to buy both Plan B and its cheaper generic competition as easily as they can buy aspirin. U.S. District Judge Edward Korman of New York gave the FDA 30 days to comply, and the Monday deadline was approaching fast, prompting the administration on Wednesday to ask the court to put the ruling on hold while it reconsiders.

With the appeal, the Obama administration is making clear that it's willing to ease access to emergency contraception only a certain amount not nearly as broadly as doctors' groups and contraception advocates have urged. Still, the FDA decision moving the pill from behind the counter to drugstore shelves reflected a societal shift in the long battle over women's reproductive rights, marking a major milestone for those who believe all forms of birth control should be easy to buy.

Reluctant to get drawn in to a messy second-term spat over social issues, White House officials insisted Wednesday that both the FDA and the Justice Department were acting independently of the White House in deciding how to proceed. But the decision to appeal was certain to irk abortion-rights advocates who say they can't understand why a Democratic president is siding with social conservatives in favor of limiting women's reproductive choices.

"We are deeply disappointed that just days after President Obama proclaimed his commitment to women's reproductive rights, his administration has decided once again to deprive women of their right to obtain emergency contraception without unjustified and burdensome restrictions," said Nancy Northup, president of the Center for Reproductive Rights, which filed the lawsuit that prompted Korman's ruling.

Current and former White House aides said Obama's approach to the issue has been heavily influenced by his experience as the father of two school-age daughters. Obama and Health and Human Services Secretary Kathleen Sebelius have also questioned whether there's enough data available to show the morning-after pill is safe and appropriate for younger girls, even though physicians groups insist that it is.

In Wednesday's filing, the Justice Department said Korman exceeded his authority and that his decision should be suspended while that appeal is under way, meaning only Plan B One-Step would appear on drugstore shelves until the case is finally settled. If Korman's order isn't suspended during the appeals process, the result would be "substantial market confusion, harming FDA's and the public's interest" as drugstores receive conflicting orders about who's allowed to buy what, the Justice Department concluded.

Rather than take matters into his own hands, the Justice Department argued to the 2nd U.S. Circuit Court of Appeals that Korman should have ordered the FDA to reconsider its options for regulating emergency contraception. The court cannot overturn the rules and processes that federal agencies must follow "by instead mandating a particular substantive outcome," the appeal states.

The FDA actually had been poised to lift all age limits and let Plan B sell over the counter in late 2011, when Kathleen Sebelius overruled her own scientists. Sebelius said some girls as young as 11 were physically capable of bearing children but shouldn't be able to buy the pregnancy-preventing pill on their own.

Sebelius' move was unprecedented, and Korman had blasted it as election-year politics meaning he was overruling not just a government agency but a Cabinet secretary.

More than a year later, neither side in the contraception debate was happy with the FDA's surprise twist, which many perceived as an attempt to find a palatable middle ground between imposing an age limit of 17 and imposing no limit at all.

Any over-the-counter access marks a long-awaited change, but it's not enough, said Dr. Cora Breuner of the American Academy of Pediatrics, which supports nonprescription sale of the morning-after pill for all ages.

"We still have the major issue, which is our teen pregnancy rate is still too high," Breuner said.

Even though few young girls likely would use Plan B, which costs about $50 for a single pill, "we know that it is safe for those under 15," she said.

Most 17- to 19-year-olds are sexually active, and 30 percent of 15- and 16-year-olds have had sex, according to a study published last month by the journal Pediatrics. Sex is much rarer among younger teens. Likewise, older teens have a higher pregnancy rate, but that study also counted more than 110,000 pregnancies among 15- and 16-year-olds in 2008 alone.

Contraception advocates see a double standard. No one is carded when buying a condom, but under the FDA's decision they would have to prove their age when buying a pill to prevent pregnancy if that condom breaks.

"This isn't a compromise. This is wrong," said Cynthia Pearson of the National Women's Health Network.

Social conservatives were outraged by the FDA's move to lower the age limits for Plan B as well as the possibility that Korman's ruling might take effect and lift age restrictions altogether.

"This decision undermines the right of parents to make important health decisions for their young daughters," said Anna Higgins of the Family Research Council.

Obama aides bristled at the suggestion that the FDA decision was an attempt at political compromise, insisting the FDA merely responded to an application filed by Plan B's manufacturer. At the same time, however, White House spokesman Jay Carney said Obama's concern had been about girls younger than 15 having access, suggesting an age limit of 15 might be acceptable.

If a woman already is pregnant, the morning-after pill has no effect. It prevents ovulation or fertilization of an egg. According to the medical definition, pregnancy doesn't begin until a fertilized egg implants itself into the wall of the uterus. Still, some critics say Plan B is the equivalent of an abortion pill because it may also be able to prevent a fertilized egg from attaching to the uterus, a contention that many scientists and Korman, in his ruling said has been discredited.

The researchers at the University of Pittsburgh and the University of Illinois at Chicago said they identified 723 workers diagnosed with tumors between 1976 and 2004 at the United Technologies Corp. subsidiary. The tumors were malignant, benign or unspecified and included 277 cases of brain cancer.

The researchers also reviewed 11 chemical or physical agents on the basis of known or suspected carcinogenic potential that could affect the central nervous system or other organs.

The $12 million study, commissioned by Pratt & Whitney, was overseen by the state Department of Public Health.

Comparisons among Pratt & Whitney plants showed a slightly higher incidence of tumors and cancer among workers at the North Haven plant, the researchers said. But further evaluation found no association with estimated workplace exposures.

Pratt & Whitney spokesman Ray Hernandez said: "We are pleased that employees have answers to their questions and there is no correlation between cancer and the workplace."

The principal University of Pittsburgh researcher, Gary Marsh, said employees can be reassured that working at Pratt & Whitney before 2002, the start of the study period, "does not increase your risk of developing brain cancer and does not increase your risk of dying."

"The news is good," he said.

The slightly elevated cancer rates at the North Haven plant may reflect external occupational factors that researchers did not measure or other factors unique to North Haven or the baseline plant used in the internal comparisons, Marsh said.

The researchers analyzed the records of nearly 250,000 workers over a 53-year period, making it one of the largest and most comprehensive such studies in an occupational setting, Marsh said. It also is the first large-scale study of workers in the jet engine manufacturing industry.

The results echo what was released in the first stage of the three-stage study in 2008. The researchers said then they did not find statistically significant excesses in deaths from malignant brain tumors among North Haven workers.

Workers and their families, joined by the International Association of Machinists, pushed for the study after widows and union officials said they were concerned with what appeared to be numerous and similar deaths at Pratt & Whitney plants.

A few of the FT's dozens of Twitter feeds and blogs broadcast messages in support of Syrian President Bashar Assad and attacking Syria's opposition. One described the Syrian rebel group Jabhat al-Nusra as terrorists and linked to a graphic video of a hooded man shooting kneeling prisoners in the back of the head.

"Syrian Electronic Army Was Here," the group crowed on one of the FT's Twitter feeds.

One of the hackers said his group was behind the attack but declined to answer further questions. The group has apparently spent much of the past 24 hours trying to break into the FT's system.

One internal company memo distributed Thursday and seen by The Associated Press warned FT employees not to click on suspicious emails, while a second earlier Friday warned the FT was "facing a phishing attack."

Phishing describes the use of innocuous-looking emails or websites to trick users into giving up their passwords or other details. The Syrian Electronic Army has routinely used the tactic to take control of Twitter feeds of other media organizations.
