<title>Kuwait launches sports clubs for women</title>

<![CDATA[ KUWAIT CITY (AP)  Muneera al-Shatti has loved playing basketball since she was a child but it wasn't until Thursday that she had chance to show off her skills at a public arena in Kuwait.<p></p><p>As part of a new initiative launching sports leagues for women, al-Shatti and her teammates from Salwa Al-Sabah club downed Qadsiya club 63-13 in a game that attracted several hundred men and female fans. The initiative to launch basketball, table tennis and athletic leagues for the first time in Kuwait illustrates how the landscape for women athletes is improving across the Persian Gulf where hard-liners have long opposed women playing sports.</p><p>Several of the players, in deference to the conservative Muslim culture that is common across the Persian Gulf, wore leggings and covered their heads with hijab. Others, however, wore shorts and T-shirts.</p><p>"A competition like this should have happened a long time ago," said al-Shatti, who has played in tournaments overseas and only heard about the league in her home country while playing in neighboring Bahrain. "But I am glad it finally took place. We've been trying to do this for a long time and they have promised that more sports will be included in future leagues."</p><p>Helped by government support, increased education and erosion of traditional values, football leagues for girls in the Gulf have started up in Qatar and United Arab Emirates. Saudi Arabia  which long barred girls from playing any sports  recently announced it would allow sports in private schools as long as they abide by the rules of Shariah, or Islamic law.</p><p>Saudi Arabia's decision is part of a wider package of reforms targeting women with the aim of ending discriminatory practices that have contributed to a host of health problems, including obesity and diabetes. The private schools' announcement also follows a decision last year in the kingdom to allow two female athletes to compete in the London Olympic Games following months of intense pressure from the International Olympics Committee.</p><p>Still, women's sports remain nearly an underground activity in the kingdom, which is home to Islam's holiest site in Mecca.Only the largest female university in the kingdom  Princess Nora Bint Abdul Rahman University  has a swimming pool, tennis court and exercise area for its students. No other university in Saudi Arabia has sports facilities for female students and staff.</p><p>Women are also bound by strict rules when it comes to their attire, so they cannot, for example, be seen by men while jogging in sweat pants. Female athletes cannot register for sports clubs or league competitions. They are banned from entering national trials, making it impossible for them to qualify for international competitions.</p><p>Kuwait is typical of the struggle women have endured in the Gulf.</p><p>The 1970s were described as the golden era where women were allowed to freely participate in sports in Kuwait, according to Naeema al-Sabah, the head of the Women's Sports Federation. But in the ensuing decades, the influence of Islamic hard-liners grew in the country and sports for women all but disappeared. Hard-liners believe that sports will promote immoral behavior and uniforms inappropriately reveal female bodies.</p><p>The low point came a few years back when a Kuwaiti women's football team was publicly denounced after returning from playing a regional tournament in neighboring United Arab Emirates.</p><p>"We're taking baby steps toward progress," al-Sabah said. "As with any society that is religiously strict, we need to test the waters and take small steps. Everyone in Kuwait now values sports. You see people walking and jogging every day. There is this increasing interest in playing sports in general."</p><p>Al-Shatti said the best sign that things are changing was the number of women and girls who turned out for the basketball game. <title>LeBron James named NBA Most Valuable Pla</title>

<![CDATA[ (Reuters) - Miami Heat forward LeBron James was named the National Basketball Association's Most Valuable Player for the 2012-13 season on Sunday.<p></p><p>James received 120 first-place votes from the panel of 121 sports writers and broadcasters selected to choose the award. Oklahoma's Kevin Durant finished second overall and the New York Knicks' Carmelo Anthony, who received the other first-place vote, placed third.</p><p>It was the fourth time in five years that the 28-year-old James had won the game's most prestigious individual award, elevating him among the sport's greatest players.</p><p>"When people ask me, I tell them I just try to be the best player on the court every night I step on the floor," James said.</p><p>Only four other players - Kareem Abdul-Jabbar, Michael Jordan, Bill Russell and Wilt Chamberlain - have won the trophy at least four times.</p><p>Abdul-Jabbar holds the record for six MVP wins, one ahead of Jordan and Russell and two in front of Chamberlain and now James.</p><p>James, who twice won the award with the Cleveland Cavaliers before moving to Miami, averaged 26.8 points, 8.0 rebounds and 7.3 assists during the 2012-13 regular season, where the Heat finished with the best record in the NBA.</p><p>James was the only player in the NBA to lead his team in all three categories during the season.</p><p>He shot a career-high from the field (.565) and from three-point range (.406). He produced a record streak of six straight games with at least 30 points and a .600-or-better field goal percentage.</p><p>He received his award at a special presentation on Sunday, attended by his team mates, family and friends, and broadcast live on national television.</p><p>In an emotional and heartfelt acceptance speech, James extended his thanks to everyone who had supported him both as a person and as a player.</p><p>He turned to his team mates, who were wearing shorts and t-shirts, and said they deserved the award as much as he did,</p><p>"Nothing I receive individually is possible without those 14 guys, and the sacrifices they make," he said.</p><p>"This really doesn't mean much to me. <title>World stocks muted as cheer over US jobs</title>

<![CDATA[ BANGKOK (AP)  World stock markets were muted Tuesday as cheer over the better-than-expected U.S. jobs report faded.<p></p><p>Japan's benchmark stock index was the exception, surging 3.6 percent to close at 14,180.24 as it reopened following a long weekend holiday. That was the Nikkei's highest close in nearly five years.</p><p>In early European trading, Britain's FTSE 100 rose 0.2 percent to 6,535,23. Germany's DAX gained 0.3 percent to 8,1345.39 and France's CAC-40 advanced 0.2 percent to 3,913.</p><p>Wall Street appeared headed for a mixed session, with Dow Jones industrial futures adding 0.1 percent to 14,917 and S&amp;P 500 futures falling slightly to 1,613.</p><p>On Friday, major indexes on Wall Street as well as Germany's DAX hit record highs after the U.S. Labor Department said employers added more workers to their payrolls in recent months. The unemployment rate fell to 7.5 percent, the lowest level in four years. But enthusiasm over the news began waning Tuesday, with investors mindful of slowing growth in China and the recession among the 17 countries that use the euro.</p><p>Andrew Sullivan, trader at Kim Eng Securities in Hong Kong, said some investors were taking a cautious approach ahead of the release in China of trade and inflation data later this week.</p><p>"The concern is what's happening on the inflation side, and how much scope that gives for possibly easing or stimulating from the government, although I think the government is happy to see a reduction in growth to move the economy from an export-driven one to a domestic consumption one," Sullivan said.</p><p>In Asia, Hong Kong's Hang Seng rose 0.6 percent to 23,047.09. Benchmarks in Indonesia, Singapore and New Zealand also rose. Mainland Chinese shares were higher. The Shanghai Composite Index gained 0.2 percent to 2,235.58 and the smaller Shenzhen Composite Index added 0.1 percent to 955.33</p><p>South Korea's Kospi fell 0.4 percent to 1,954.49. Australia's S&amp;P/ASX 200 fell nearly 0.2 percent to 5,143.70 despite the Reserve Bank of Australia lowering its official interest rate by a quarter percentage point.</p><p>Commonwealth Bank of Australia fell 1.9 percent while Westpac Banking Corp. lost 1.8 percent.</p><p>No major economic reports came out of the U.S. on Monday, where stocks ended mixed.</p><p>Benchmark oil for June delivery was down 80 cents to $95.35 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose 55 cents to close at $96.16 per barrel on the Nymex on Monday.</p><p>In currencies, the dollar fell to 99.09 yen from 99.40 yen late Monday in New York. <![CDATA[ By Adithya Venkatesan<p></p><p>(Reuters) - Arena Pharmaceuticals Inc withdrew an application to market its anti-obesity drug in the European Union, sending its shares down 15 percent in after-hours trading.</p><p>The European Medicines Agency's Committee for Medicinal Products for Human Use (CHMP) said certain "major objections" remain outstanding that preclude the recommendation of approval of the drug, according to the company.</p><p>European health regulators raised objections on the marketing of the drug, Belviq, in late-January, following tumors in rats, heart valve disorders and psychiatric events.</p><p>The company refused to comment on the objections raised by the CHMP but said it does not anticipate anything beyond the issues reported earlier by the regulator.</p><p>The lack of clarity on why Arena withdrew the application meant it was unclear what action the company would take to win approval and that was putting pressure on the stock, WBB Securities LLC analyst Steve Brozak said.</p><p>The U.S. Food and Drug Administration echoed similar concerns on the drug before eventually approving the drug in June 2012, the first anti-obesity drug to be approved in the United States in over a decade.</p><p>"We do not believe we can resolve the major objections related to the results of non-clinical studies prior to the CHMP's issuance of its final opinion and therefore decided to withdraw the MAA (marketing authorization application) and are evaluating the best approach for submitting at a later date," the company said in a conference call.</p><p>Belviq, known chemically as lorcaserin, is one of the two obesity drugs approved by the FDA, the other being Qsymia, marketed by Vivus Inc.</p><p>The drug, which is being developed in partnership with Japanese drugmaker Eisai Co Ltd, is designed to block appetite signals in the brain, to help people feel full after eating smaller amounts of food.</p><p>The European regulators' safety concerns are not unfounded after a similar diet-drug combo called the "fen-phen" was pulled off the market in 1997 on being linked to serious heart valve damage.</p><p>Arena's first-quarter net loss narrowed to $18.9 million, or 9 cents per share, from $26.6 million, or 18 cents per share, a year earlier.</p><p>Analysts had expected a profit of 9 cents per share, according to Thomson Reuters I/B/E/S.</p><p>Arena shares were down at $7.16 in after-market trading. <title>Amid budget cutbacks, U.S. shipping sect</title>

<![CDATA[ By Andy Sullivan<p></p><p>WASHINGTON (Reuters) - As Congress imposes deep spending cuts on everything from national defense to child care, shipping industry executives are urging lawmakers to spend hundreds of millions of dollars more on a river network that accounts for a declining share of the nation's domestic freight.</p><p>During a lobbying blitz in the past month, roughly 130 tugboat and barge operators fanned across Capitol Hill, meeting with lawmakers and congressional staffers.</p><p>The shipping executives argued that the U.S. government should spend $150 million more each year to upgrade the Depression-era locks and dams that enable them to ship soybeans, coal and other commodities down the nation's major rivers. In return, the shippers said, they would pay more in fuel taxes.</p><p>For an industry that already is subsidized heavily by the U.S. government - and whose growth in moving domestic freight is being outpaced by rail and interstate trucking - pushing such an argument at a time of budget cutbacks is navigating upstream.</p><p>But barge operators have cultivated a bipartisan group of river-state lawmakers, including Republican Senator Lamar Alexander of Tennessee and Democratic Senator Bob Casey of Pennsylvania, who appear ready to fight for the industry's interests when the Senate takes up the issue this week.</p><p>The "Battle of the Barges" may not command the public's attention the way that the debates over gun control and immigration have. But the outcome could signal whether the traditional way of doing business on Capitol Hill - coalition-building, campaign donations and face-to-face lobbying - can still get results in an era when partisan conflicts have made it hard to advance legislation of nearly all types.</p><p>Barge executives leading the lobbying effort include Peter Stephaich of Campbell Transportation Co in Pennsylvania.</p><p>"It does seem to be unusual these days to have both sides come together and support something like this," Stephaich said last month, as he wrapped up a meeting with Alaska Democratic Senator Mark Begich and headed to a fundraiser for Republican Representative Bill Shuster of Pennsylvania.</p><p>Begich and Shuster have not announced their positions on the shipping industry's call for more government funding.</p><p>Opposition to the industry's push hasn't become public in the Senate, but that is likely to change soon. Taxpayer watchdogs and environmental groups see the industry's current subsidies as overly generous, and vow to fight any increase.</p><p>"The idea of expanding a subsidy to the most subsidized form of transportation this side of space travel is not going to happen," said Steve Ellis of Taxpayers for Common Sense. "It's really beyond the pale."</p><p>Conservative groups such as the Club for Growth also are signaling they could join the shipping industry's opponents - a move that would get the attention of Republicans wary of facing a challenge from the right when they run for re-election.</p><p>The shipping industry has a long history of support in Congress, dating to the early days of the country when rivers were the most reliable form of cargo transportation.</p><p>In recent decades, freight rail and interstate trucking have eclipsed the shipping industry. In 1980, 27 percent of domestic freight moved by water; by 2009 that figure had dropped to 11 percent, according to the U.S. Department of Transportation.</p><p>Waterborne transportation still plays a key role in moving grain, coal and other bulk commodities from the nation's interior states down the Mississippi River to Louisiana, where they are sent around the world.</p><p>Through a fuel tax, the industry pays about 10 percent of the $800 million or so spent each year to keep the nation's rivers open for navigation. The government covers the rest.</p><p>By contrast, a fuel tax on car and truck drivers covers about 80 percent of the cost of maintaining the nation's highway system. Freight rail operators cover all of their costs.</p><p>The barge fuel tax is supposed to cover half the costs of new construction, but it has not increased since 1994 and does not generate enough revenue to build new locks and dams in a timely manner. At the current pace, some planned projects won't be completed for 77 years, according to an industry trade group.</p><p>Industry officials also say they need more help to repair existing structures - a problem they say was vividly illustrated in 2011, when a 280-foot section of canal south of Chicago collapsed, disrupting commercial traffic.</p><p>A WORTHY INVESTMENT?</p><p>Some analysts question whether a massive new spending push would yield the benefits that the shipping industry claims.</p><p>Decaying locks and dams can contribute to delays in shipping, but the system's reliability is affected much more by droughts, floods and other weather events that largely are beyond human control, said Don Sweeney, a transportation specialist at the University of Missouri-St. Louis.</p><p>"Are these expenditures likely to yield the kind of economic benefits that would make them good expenditures?" he asked. "I'm not convinced at all."</p><p>The shipping industry's proposal would boost its contribution by 30 to 45 percent, to about $110 million a year. In return, the government would more than double its annual contribution to $270 million, on top of the $500 million to $600 million it spends each year on dredging and other waterway maintenance. The government would pay for any cost overruns.</p><p>The industry aims to insert the proposal into a broad water-resources bill that the Senate will take up next week.</p><p>To push the plan, the Waterways Council, an industry trade group, boosted its spending on lobbyists to $315,000 in the first three months of this year, much more than past year.</p><p>The industry's lobbyists include John Breaux, a former Democratic senator from Louisiana, and Bob Livingston, a former Louisiana Republican who oversaw spending issues as chairman of the House Appropriations Committee during the 1990s.</p><p>SUPPORT FROM RIVER STATES</p><p>The shipping industry's backing in Congress dates to at least 1848, when Congressman Abraham Lincoln fought President James Polk's push to make the industry pay its own way.</p><p>More recently, Congress turned back efforts by presidents Bill Clinton, George W. Bush and Barack Obama to get users to pick up a greater share of their costs.</p><p>Republican lawmakers often are skeptical about increasing domestic spending, but those from states with significant river traffic have joined Democrats in expanding funds for the U.S. Army Corps of Engineers, which maintains commercial waterways.</p><p>That pattern is apparent in the Democrat-led Senate, where Alexander and Casey back the industry's plan.</p><p>In the Republican-led House, a similar bill is supported by Democratic and Republican lawmakers from states such as Alabama and Illinois that see a large amount of barge traffic. The bill's lead sponsor, Ed Whitfield of Kentucky, represents a district that borders the Ohio and Mississippi rivers.</p><p>While outside groups like Club for Growth use the threat of a primary challenge to wield influence over lawmakers, the shipping industry has taken the opposite approach. Industry employees donated $28,000 to Whitfield last year.</p><p>This year, the industry has sent donations to other lawmakers who could prove influential in the debate - including Shuster, who will draft his own water-resources bill as head of the House Transportation and Infrastructure Committee.</p><p>American Waterways Operators, an industry trade group, gave $2,500 to Shuster in February and hosted a fundraising dinner in April. The amount raised is not yet public.</p><p>A Shuster spokesman said the congressman had not decided whether to back the shipping industry's plan. <title>Mexico seeks new security, economic agen</title>

<![CDATA[ MEXICO CITY (AP)  Mexico's is ending the widespread access it gave to U.S. security agencies in the name of fighting drug trafficking and organized crime, but President Barack Obama said Tuesday he won't judge the change until he meets this week with the country's new leader.<p></p><p>Under President Enrique Pena Nieto, who took office on Dec. 1, Mexico is ending direct sharing among law enforcement of resources and intelligence as the new government seeks to change its focus from violence to its emerging economy. It's a dramatic shift from the policy under former President Felipe Calderon, who was lauded by the U.S. repeatedly for increasing cooperation between the two countries as he led an aggressive attack on Mexico's drug cartels.</p><p>"In my firstconversation with the president he indicated to me that he very much continues to be concerned about how we can work together to deal with transnational drug cartels," said Obama, who is scheduled to arrive in Mexico on Thursday.</p><p>"I'm not going to yet judge how this will alter the relationship between the United States and Mexico until I've heard directly from them what exactly they are trying to accomplish," Obama told a news conference in Washington.</p><p>The Mexican government said Monday all contact for U.S. law enforcement will now go through a "single door," the federal Interior Ministry, the agency that controls security and domestic policy.</p><p>Many U.S. officials have speculated for months about likely changes in the security relationship under Pena Nieto, whose Institutional Revolutionary Party, or PRI, has always favored central political and bureaucratic control.</p><p>Before, FBI, CIA, DEA and border patrol agents had direct access to units of Mexico's Federal Police, army and navy and worked side by side with those units against drug cartels, including the U.S.-backed strategy of killing or arresting top kingpins.</p><p>But the narcotics efforts lacked proper coordination, Sergio Alcocer, deputy foreign secretary for North American affairs, said in an interview with The Associated Press.</p><p>"Before, you had Agency A from the U.S. government that would deal with agency X, Y and Z from Mexico and then Agency B from the U.S. that would also deal with agency X, Y and Z from Mexico. Nobody knew what was going on," Alcocer said. "Far from having a large number of agencies without coordination that are knocking on every door, the Mexican government has a single door called the Secretary of the Interior."</p><p>The U.S. Drug Enforcement Administration, the Department of Homeland Security and other agencies deferred comment on Monday to the State Department, which said it looks forward to "continued close cooperation."</p><p>With the first bilateral meeting later this week, the message from both countries is now about a broad agenda, with heavy emphasis on economic cooperation.</p><p>"A lot of the focus is going to be on economics," Obama said. "We've spent so much time on security issues between the United States and Mexicothat sometimes I think we forget this is a massive trading partner responsible for huge amounts of commerce and huge numbers of jobs on both sides of the border."</p><p>Wearied by a six-year offensive against organized crime that took an estimated 70,000 lives and saw the disappearance of thousands more, Mexico has sought to change its message and image since Pena Nieto took office with an aggressive agenda for reform. That includes focusing on trade and increased economic integration with the U.S. as Mexico experiences a boom in manufacturing and worldwide buzz about its competitive edge over China and Brazil.</p><p>"What we are striving for in Mexico is to convert the North American region into the most competitive and the most dynamic region of the world. That means that certainly there will be integration of the economy," Alcocer said.</p><p>Bilateral trade amounted to nearly $500 billion last year, more than four times what it was 20 years ago, and Mexico is the most important export market for 22 of 50 U.S. states, both countries' top diplomats said at an April 19 meeting preparing for Obama's trip.</p><p>Pena Nieto's election in July brought back the PRI, which ruled Mexico for 71 years with an autocratic style. They were voted out by disenchanted voters in 2000, an event seen as the opening of Mexican democracy.</p><p>Calderon took office in 2006 after a disputed election and went to the United States immediately for help in fighting cartels, which he said threatened to take over all aspects of Mexican society. His aggressive attack on organized crime was supported by the U.S., which offered $1.9 billion for equipment and expertise under the Merida Initiative.</p><p>Under his six-year term, an unprecedented numbers of U.S. law enforcement agents began working in Mexico. Neither government will say how many, but the AP identified several hundred in 2011. U.S. drones spy on cartel hideouts, U.S. tracking beacons pinpoint suspect's cars and phones and U.S. personnel train Mexican forces.</p><p>All U.S. agents living and working in Mexico get diplomatic status and are banned from carrying weapons.</p><p>Instead, they trace cellphone calls, read e-mails and study behavioral patterns of border incursions and follow smuggling routes using images from drones. They process huge amounts of data about dealers, enforcers, money launderers and bosses.</p><p>While the Calderon administration took down 25 of its 37 most-wanted drug lords, critics said the effort did little more than cause a spike in gruesome violence that increasingly hit innocent civilians and spilled into everyday life. The situation seemed so chaotic that at one point, some American officials started to question whether Mexico was becoming a failed state.</p><p>Meanwhile, the Mexican economy was stabilizing and growing without much fanfare, said Raul Benitez, a security expert at Mexico's National Autonomous University.</p><p>"Trade marched on automatically without political interference or the need for cooperation," he said. "No one was paying attention, but the trade relationship now is very intense ... the free trade agreement is working."</p><p>Shannon O'Neil of the Council on Foreign Relations said the Obama meeting will be a start for concrete changes, including improving border crossings and bureaucracy for quicker movement of goods.</p><p>She agreed that security efforts under Calderon at times lacked coordination, but she said centralization also has its downside.</p><p>"Some of the deepest cooperation we saw in the last government was between particular agents or teams," said O'Neil, author of the book "Two Nations Indivisible: Mexico, the United States, and the Road Ahead.""You can imagine U.S. agents or agencies being reluctant to share intelligence when they don't know who it's going to."</p><p>_____</p><p>Associated Press writer Jim Kuhnhenn in Washington contributed to this report.</p><p>_____</p><p>E. <title>Toshiba, SunEdison in deal to build sola</title>

<title>Israel to return to annual budgets after</title>

<title>Starving Jamestown settlers ate teen gir</title>

(Smithsonian Institution)<p></p><p>Theheld ato announce breaking, albeit gruesome, colonial news: Evidence of the dismemberment and cannibalization of a 14-year-old British girl in Jamestown, Va., in 1609.</p><p>Forensic anthropologists say marks found on the girl's bones, uncovered during a recent archaeological excavation, suggest her brain, among other parts, was eaten by starving settlers.</p><p>The chops to the forehead are very tentative, very incomplete, Douglas Owsley, a forensic anthropologist at the institute, said on Wednesday. Then, the body was turned over, and there were four strikes to the back of the head, one of which was the strongest and split the skull in half. A penetrating wound was then made to the left temple, probably by a single-sided knife, which was used to pry open the head and remove the brain.</p><p>The cause of the girl's death remains unclear, the researchers said. But according the Smithsonian, it is the first direct evidence of cannibalism at Jamestown.</p><p>Historians have gone back and forth on whether this sort of thing really happened there, Owsley said. Given these bones in a trash pit, all cut and chopped up, it's clear that this body was dismembered for consumption.</p><p>"Its long been speculated that the harsh conditions faced by the colonists of Jamestown might have made them desperate enough to eat other humansand perhaps even commit murder to do so," .</p><p>Owsley and his team conducted a CT scan of the bones, which were discovered last summer. Cut marks on the jaw, face and forehead of the skull, along with those on the shinbone, he said, are "telltale signs of cannibalism." And the skillfulness of the cut marks compared with those on her head suggest two or more butchers, he said.</p><p>He suspects there will be more cannibalized bodies to come.</p><p>Its fairly convincing, now that we see this one, that this wasnt the only case, Owsley said. There are other examples mentioned here and there in the literature.
