OLYMPIA, Washington (Reuters) - With recreational marijuana legalized for adults in Washington state, drug abuse prevention advocates are pushing for rules to shield children from treats containing pot that are headed for the consumer mainstream.

A flood of buzz-inducing cookies, candy and beverages is expected to hit the shelves of state-licensed marijuana stores starting next year. Some medical marijuana dispensaries in Washington already sell lollipops and other treats containing marijuana.

"The rules for labeling should be broadened to prohibit images and messages that are designed to attract young people," said retired University of Washington social work professor Roger Roffman.

Roffman, co-editor of the book "Cannabis Dependence: Its Nature, Consequences, and Treatment", was among a group of drug abuse prevention advocates who wrote a letter last month to state pot regulators noting that medical marijuana dispensaries were selling brightly colored lollipops, cotton candy and snow cones with an "obvious appeal to children."

They suggested adding rules to ensure that recreational-use pot product wrappers "not bear a reasonable resemblance to packaging of any commercially branded candy that is not a marijuana-infused product."

That is a reference to items like Buddahfingers, Pot Tarts and Stoney Ranchers, all made by Beyond Bomb, a California enterprise shut down by federal authorities in 2006. Its packaging closely resembled existing food products.

Washington and Colorado, which long ago legalized medical marijuana, last year became the first U.S. states to allow the recreational use of pot, which the federal government still considers an illegal drug. Another 16 states allow medical marijuana.

CONCERN FOR CHILDREN

As they set up a framework for a legal pot marketplace for pot, Colorado and Washington state already plan advertising restrictions on pot, but draft marijuana rules released last week in Washington state do not place similar restrictions on packaging or labeling of pot products.

The draft marijuana rules released by the Washington State Liquor Control Board last week include barring pot advertisements from appearing within 1,000 feet of schools, playgrounds and other places where children congregate.

The rules would also bar ads from depicting toys, cartoon characters or anything "especially appealing to children" or others under age 21.

As with Colorado's emergency marijuana rules unveiled last week, the Washington draft rules require pot products to carry health warnings and to come in child-resistant packaging.

Colorado's pot regulators have been instructed by state lawmakers to ban "mass-market campaigns that have a high likelihood of reaching minors," but have yet to detail their planned restrictions on advertising, marketing and signage.

Mikhail Carpenter, spokesman for the Washington State Liquor Control Board, said it was weighing whether to tighten the rules around what sellers can put on marijuana product packaging.

"Obviously, we don't want cartoon characters on labels," he said.

Dante Jones, owner of the popular Seattle-based Manja Ganja line of baked marijuana goods as well as a medical marijuana dispensary, said he was confident that there is room for recreational-use packaging that appeals to adults while not drawing in children.

The Cheeba Chews pot candy that his dispensary carries, for example, come in monochrome wrappers warning they are "extremely potent."

"It's not about making packaging unattractive," Jones said. "There's room to create products that are simple and 2013-looking that aren't flashy and showy with bright colors."

"Imagine if you made some amazing drug discovery," von Konrat says, sweeping an arm toward cabinets holding some of his department's more than 3 million specimens, including ones collected by famed navigator Capt. James Cook in the 1770s. "You would know exactly where (the plant) came from and its exact identity" so you could find it again.

Best known for impressive public displays such as Sue, the towering Tyrannosaurus rex that greets visitors in the lobby of its Lake Michigan campus, the Field Museum's larger mission always has been behind-the-scenes research on its 25 million-piece and growing collection of birds, mammals, fish, plants, fossils and artifacts. Field scientists travel the globe to retrieve specimens that could produce medicines, document the effects of climate change or explain the secrets of genetics.

But the 120-year-old museum, founded during the 1893 World's Columbian Exposition and named for department store magnate Marshall Field, now is setting the scientific world abuzz for another reason.

Faced with almost $170 million in debt, the museum is cutting next year's research budget 20 percent, including by shrinking its science staff and merging departments. While natural history museums across the U.S. are under pressure to stay relevant to the public, the Field stands out for its financial woes, experts say, and for speculation over whether the problems will affect its future as a pre-eminent research center.

"It's one of the great natural history museums of the world and has been for a very long time ... but it's on the verge of not being so important," said Michael Donohue, curator of the botany department at Yale University's Peabody Museum.

Since the beginning of the year, the museum's anthropology, botany, geology and zoology departments have been merged into a single unit, and by the end of the year, its science staff likely will have been cut to 152, down from 170 earlier this year. That includes the loss of six of 27 curators, with two others still considering whether to leave.

The museum's financial problems stem from a decision over a decade ago to issue $90 million in bonds for construction projects that included a subterranean storage center for much of its collection. The museum's board assumed it could raise enough money through a capital campaign to keep the museum on solid footing.

But when that didn't happen, it had to begin dipping into its endowment. Finally, in December, the museum announced that it would cut $5 million from its budget $3 million of that from the science program and would try to raise its endowment by $100 million.

Richard Lariviere, who took over as Field president in October, said the museum's troubles, though real, are overstated, and the museum will emerge stronger within two years.

"We have financial challenges, but ... we're in very good shape," he said.

The reorganization, he said, will allow the museum to focus on the most important research and foster more collaboration among scientists, as well as encourage more outside researchers to use the collections. "We want even more people to come than have done in the past."

As an attraction, the Field also will also build visible laboratories where the public can watch and interact with scientists.

"I can't say it's been a pain-free process, but I think (the changes) are going to be great," and expand research opportunities, said Corine Vriesendorp, a plant ecologist at the Field.

But others say it is doubtful the institution can sustain the same level of scientific inquiry or stage the most innovative exhibits.

"A good reputation and a good, quality program take decades to build, but it's taken just six months," to damage both, said Mark Westneat, a 22-year Field veteran who was chairman of the former zoology department and whose research focuses on threats to coral reefs.

"I love this place, but there has been a needless ripping apart and disrespecting what I have loved over the years," said Westneat, who's negotiating with a university to move his laboratory there.

In the past, Field scientists used a decades-old collection of peregrine falcon eggs to draw a direct correlation between the use of DDT and thinning eggshells, leading to the pesticide's ban. They've helped indigenous communities in Ecuador reclaim land damaged by oil drilling.

Donohue, the Peabody curator, said museums and universities rely on each other's research to make scientific discoveries and advancements.

"To suddenly lose (scientists from) an important institution like the Field hurts the overall effort," including such things as mapping where specimens are found, Donohue said.

Carroll Joynes, co-founder of the University of Chicago's Cultural Policy Center, said all museums must take risks to stay fresh, but the Field took a big financial gamble.

"Then if it does not come true, you're caught in a horrible expense bind," said Joynes, adding that he believes the museum is now in good hands.

The museum says it has identified all of the cuts it needed. The endowment campaign has not yet begun.

Lariviere said the Field always will put research first because that's "why people find us valuable and interesting. Otherwise we'd just be a cabinet of curiosities."

The pact followed China's signing in April of its first free trade accord with a European economy, non-EU member Iceland. Saturday's deal, however, marked the first with an economy in continental Europe.

China's commerce minister Gao Hucheng and Swiss Economy Minister Johann Schneider-Ammann inked the bilateral agreement in a ceremony in China's capital city.

According to government news agency Xinhua, Gao described its free-trade agreement with Switzerland as a comprehensive and mutually beneficial pact that should contribute to increased trade between the two economies.

Xinhua said the bilateral trade volume between China and Switzerland reached $26.31 billion in 2012. The figure for the first five months of this year surged to $22.89 billion, the agency said.

Saturday's free-trade signing came just days after the Chinese government formally began an investigation into whether Europe is selling wine in China below cost, a response to heightened trade tensions with the European Union.

EU officials have said China is only targeting the EU wine industry in retaliation for a dispute with the European Union over cheap Chinese solar panels.

The person spoke to The Associated Press on the condition of anonymity because the contract has not been signed and the extension not revealed by the Flyers.

The deal comes as Giroux was entering the final year of his contract and with the Flyers in the midst of reshaping a team that missed the playoffs last season.

A two-time 25-goal scorer, Giroux is the Flyers' top play-making offensive threat. He had 13 goals and 35 assists for 48 points in 48 games last season.

Overall, he has 291 points (91 goals, 200 assists) in 333 career games spread over six seasons in Philadelphia.

The Flyers have already made several splashes over the past two weeks. They landed this summer's most high-profile free agent by agreeing to terms with Vincent Lecavalier on a four-year contract Tuesday. Lecavalier was available after the Tampa Bay Lightning bought out the remaining years on their captain's contract.

Philadelphia was also aggressive in freeing up salary cap space. The team bought out the contracts of forward Danny Briere, who has agreed to a deal with Montreal, and goalie Ilya Bryzgalov.

The Flyers did announce on Thursday that they will re-sign journeyman center Adam Hall to a one-year deal. The Flyers acquired Hall by claiming him off waivers in April.

Vettel is the championship leader and seeking his first win at home. He was .6766 seconds faster than Nico Rosberg. The Mercedes driver has won two of the past three races, including last week's British GP. Unlike then, there were no blowouts of new tires supplied by Pirelli.

Mark Webber in the second Red Bull was third fastest, .694 off Vettel's pace.

Ferrari's Fernando Alonso, second in the drivers' standings, was .104 seconds back in fourth. Felipe Massa in the second Ferrari was fifth, ahead of Kimi Raikkonen of Lotus and Lewis Hamilton of Mercedes.

Anyone looking down from a plane departing the airport may have wondered, what's with the goats?

For two weeks in June, Mr. Fuzzy, Cookie, Mable, Alice and nearly 400 other goats chomped on the brush in a remote corner of the airport. The area needs to be cleared each spring to protect nearby homes from potential fires. But machines or humans can't be used because two endangered species the San Francisco garter snake and the California red-legged frog live there.

It's not exactly the type of job you advertise in the local classifieds. So, for the past five years officials have turned to Goats R Us, a small brush-removal company run by Terri Oyarzun, her husband Egon and their son Zephyr.

The airport paid $14,900 for the service this year.

The goats travel 30 miles each spring from their home in Orinda, Calif. to the airport in a 16-wheel truck that Oyarzun calls her "livestock limo." They come with a goat herder and a border collie named Toddy Lynn. The goats spend two weeks cutting away a 20-foot firebreak on the west side of the airport.

"When passengers take off and fly over the goats, I'm sure that's a thrill," Oyarzun says.

Whatever the emotion, it isn't reserved for air travelers. When Oyarzun's goats aren't clearing brush at the airport, they're munching away on the side of California's freeways, at state parks, under long-distance electric lines and anywhere else with overgrown vegetation. The family has about 4,000 total active goats on its payroll.

Working at an airport does come with its own set of challenges, namely loud, frightening jets constantly taking off.

"There was an adjustment period," Oyarzun said. "But they have a lot of confidence in their herder."

The goats did their job. "We're pleased with our organic process for weed abatement," said airport spokesman Doug Yakel.

At least one other airport has taken note. Chicago's O'Hare International Airport has requested bids for goats to clear brush in an out of the way area of the airport's 7,000-acre property and expects them to be at the airport sometime this summer.

When goats become too old to work, they are typically sold for meat. But fear not, Mr. Fuzzy, Cookie, Mable and Alice won't end up at the slaughterhouse. The Oyarzun family lets its goats peacefully retire at its farm.

At least one part of air travel is still humane.

The shutdown appeared to be less severe than one in March, and some government and private sector sites were operating again.

The main page of the presidential Blue House was restored, but websites for the prime minister's office, the science ministry and South Korea's spy agency remained offline. The conservative South Korean newspaper Chosun Ilbo was back online.

North Korea's national airline, the Rodong Sinmun newspaper, the North's official Uriminzokkiri site and Naenara, the country's state-run Internet portal, had been shut down Tuesday, and all but Air Koryo were operational a few hours later.

Seoul blamed hacking for the shutdown of the South Korean sites, and National Intelligence Service officials said they were investigating what may have shut down the North Korean websites. North Korea has not commented.

The shutdowns occurred on the 63rd anniversary of the start of the Korean War, which both countries commemorated. They also are preparing for the 60th anniversary of the end of the fighting July 27, a day North Koreans call "Victory Day" even though the Korean War ended in a truce, not a peace treaty.

It wasn't immediately clear what or who was responsible for the shutdowns. Several Twitter users purporting to belong to the Anonymous hackers' collective claimed they attacked North Korean websites, but they did not respond to attempts by The Associated Press to communicate with them. Shin Hong-soon, an official at South Korea's science ministry in charge of online security, said the government was not able to confirm whether these hackers were linked to the South Korean attacks.

North and South Korea have traded accusations of recent cyberattacks.

A March 20 cyberattack struck 48,000 computers and servers in South Korea, hampering banks and broadcasters for several days, though it did not interrupt television programming or compromise bank records or personal data. Seoul has pointed to a North Korean military-run spy agency as the culprit.

North Korea blamed South Korea and the United States for cyberattacks in March that temporarily disabled Internet access and websites in North Korea.

Experts believe North Korea trains large teams of cyber warriors and that the South and its allies should be prepared against possible attacks on key infrastructure and military systems. If the inter-Korean conflict were to move into cyberspace, South Korea's deeply wired society would have more to lose than North Korea's, which largely remains offline.

Thousands of North Koreans gathered Tuesday evening in Pyongyang's main Kim Il Sung Square for the largest of many rallies around the nation denouncing the United States. People held signs calling for "Death to the U.S. imperialistic aggressors."

On Monday evening, men lined up in the shadow of the capital's iconic Juche Tower to practice coordinating their steps as they hoisted signs reading "sworn enemies," and "U.S. troops out of South Korea" while a man with a megaphone barked orders.

In South Korea, thousands of people, including Korean war veterans, gathered at Jamsil Stadium in Seoul. Two South Korean army units held military drills in Yeoncheon in Gyeonggi Province, near the demilitarized zone, defense officials said in Seoul.

North Korea in recent weeks has pushed for diplomatic talks with Washington. Tensions ran high on the Korean Peninsula in March and April, with North Korea delivering regular threats over U.N. sanctions and U.S.-South Korean military drills.

2. MORE MISERY: Flat stages often elicit tense, high-speed racing as riders jostle for position in the pack. Thursday's hot, windy conditions didn't help - and bad luck bore down on the Astana team. Team leader Janez Brajkovic of Slovenia, who won the Criterium du Dauphine in 2010, dropped out with a chin injury, a broken bone in his left hand and a deep gash in his knee after crashing into a traffic island during the stage. The spill left him dazed and sitting on the asphalt. He eventually got up and finished, but the damage was done. Teammate Fredrik Kessiakoff of Sweden also abandoned the race when he couldn't keep up because of painful injuries to his elbows, right forearm, chest and left knee from a crash a day earlier. The team from Kazakhstan is down to six of its original nine riders: Andrey Kashechkin dropped out earlier in the race.

3. HISTORICAL REVISIONISM: With its many revisions, names and feats that have been crossed out, the Tour's official history guide is starting to look like a second-grader's homework: a complete mess. The reason? Doping. Organizers have gone through the tome with a pen and ruler. Lance Armstrong's name and all seven of his wins from 1999-2005 have lines through them. So do 20 of his stage wins. Lines also have been drawn through the names of George Hincapie, Levi Leipheimer and David Zabriskie, who testified to the U.S. Anti-Doping Agency that they were involved in doping while riding with Armstrong. Authors of the ''historical guide'' already had rewritten history before Armstrong was exposed last year as a serial doper. There's an asterisk next to the name of Bjarne Riis. More than a decade after Riis won the 1996 Tour - past the statute of limitations for penalties - the Dane admitted to doping. Tour historians' erasers may soon be busy again: A French Senate panel later this month is expected to name other riders who doped in the 1998 Tour.

4. PEANUTS FOR PRIZE MONEY? The Tour can pay out more in glory than in bank notes. Take the Orica GreenEdge team. The payout they will get - for all nine riders and support staffers - for winning Tuesday's team time trial is $12,900. Individual stage victories bring just over $10,000 to the winner, $5,000 to the second-place rider, etc. While riders also cash in on individual sprints and mountain climbs, the biggest prize of all goes to the Tour winner. The man who takes home the leader's yellow jersey gets $581,000 along with it. Daryl Impey of South Africa, who seized the yellow jersey on Thursday, said he didn't even know how much he was owed for the Orica GreenEdge time-trial victory. ''Money? I don't know how much it was, but we don't do it for the money, we do it for the pride, you know?''

5. MOUNTAIN HORIZONS: On Friday, the Tour continues its westward swing, negotiating four moderate climbs that will serve as an appetizer for more severe ascents in the Pyrenees beginning Saturday. The riders start Friday where they ended Thursday, in Montpellier, and ride 127.7 miles to Albi.
