On these exchanges, investors, venture capitalists and employees of private companies try to sell their shares to eager buyers based on a price acceptable to both parties. While these private transactions provide investors with some liquidity, they're not as fluid as a traditional exchange like Nasdaq or the New York Stock Exchange, which have far more investors buying and selling stocks. <br><br>Nonetheless, privately held Facebook, for example, has seen plenty of action from investors on SharesPost, which recently held its . <br><strong><br>No Takers Yet</strong><br><br>Xpert Financial will formally announce Xpert Securiites as a subsidiary on Monday, which currently has only private U.S. companies trading on its alternative trading platform. And while SecondMarket doesn't have any China-based companies on its exchange, it is exploring opportunities in Hong Kong and has seen significant interest among Asian investors and financial advisers, says SecondMarket spokesman Mark Murphy via email.<br><br>SharesPost, however, did have one China-based company among the roughly 140 companies on its list. YouTube-like , but it has yet to have takers willing to buy or sell their shares.<br><br>56.com maybe looking to test the waters, following the move by China-based rivals Tudou, which filed in November for an  and, according to Reuters, is . And video rival Youku () went  and now carrying a market cap of $3.3 billion.<br><br><strong>"Valuations With a Grain of Salt"<br></strong><br>One IPO analyst, however, cautions investors that the way a company performs on a private exchange isn't likely to be comparable to its performance as a public company.<br><br>"Private exchanges are not a truly liquid market, so you have to take those valuations with a grain of salt," says Paul Bard, analyst with IPO research and investment firm Renaissance Capital in Greenwich, Conn. "When you have a significantly large transaction on one of those private exchanges, like a VC bought a significant number of shares, that would be worth looking at. It would probably in the ballpark [of the company's true value]."<br><br>In sizing up the market for 2011, Bard says he expects Chinese companies to launch U.S. IPOs at a similar level as last year. In 2010, they accounted for 41 IPOs in the U.S., he notes. <br><br><strong>More Selective Now</strong><br><br>On the demand side, Bard says interest is strong, but it's not like the go-go days of the late-1990s' Internet bubble. He notes that investors aren't viewing Chinese company IPOs as a pot of gold. And some Democrats and entitlement advocacy groups have blasted a measure he will propose that would result in smaller-than-promised  benefits.<br><br>But the plan lays the marker for what Obama will seek in tax increases when he negotiates with Congress later this year.<br><br>Some of the tax measures Obama will unveil formally on Wednesday will resemble his previous proposals, and in most cases, they will be aimed at the wealthy.<br><br><strong>Impose new limit on tax-deferred retirement accounts</strong>: Among his new tax measures, Obama will propose setting a $3 million limit on an individual's savings balance across IRAs and other tax-preferred retirement accounts.<br><br>A $3 million balance could finance an annuity of $205,000 per year in retirement, according to senior administration officials, who added that the proposal could raise an estimated $9 billion over a decade.<br><br>It's unclear how the proposal would be implemented. For instance, what would happen if a balance exceeds $3 million for a short while, but then falls below $3 million?<br><br>But in theory, "the logic of such a proposal makes sense: We want to encourage people to save for retirement but that should not be open-ended. Rich folks don't need government subsidies to encourage and enable them to save for retirement," said Roberton Williams of the Tax Policy Center.<br><br><strong>Add new tax on cigarettes and other tobacco products</strong>: To fund expanded access to pre-K education, an idea floated in the president's State of the Union address, Obama will propose a new federal tax on cigarette and other tobacco products.<br><br>It won't be the first time. In 2009, he signed into law a federal tax increase on cigarettes to help pay for an expansion of the State Children's Health Insurance Program, which provides health care for 8 million children.<br><br><strong>Change how inflation is measured</strong>: Obama has already gotten a torrent of criticism from the left for supporting a , which is a new way to measure inflation that will reduce projected federal spending by slowing the growth in federal benefits that are annually adjusted for cost of living.<br><br>But chained CPI would also raise more revenue, since many parts of the tax code are adjusted for inflation every year,<a href="http://detail.1688.com/offer/1263156358.html" title="玛瑙手镯零售" style="text-decoration: none;font-weight: bold">玛瑙手镯零售</a>, including income tax brackets, the standard deduction, phase-out levels for tax credits and contribution limits to 401(k)s.<br><br>In President Obama's fiscal cliff negotiations with House Speaker John Boehner, he supported a switch to chained CPI, which the White House estimated would raise about $100 billion in revenue alone.<br><br>The Tax Policy Center estimates that by 2020, the use of chained CPI could mean an average tax increase of $311 among the nearly 81 percent of households that would see a tax increase.<br><br><strong>Cap value of itemized deductions</strong>: The president again will call for limiting the value of itemized deductions and exclusions for high-income households.<br><br>Normally a taxpayer multiplies her top tax rate by the amount of a deduction to calculate the taxes saved. But Obama would cap that rate at 28 percent, which is below the top two income tax rates. So someone in the 39.6 percent bracket today would save $39.60 on a $100 deduction. Under Obama's proposal, she would save $28.<br><br><strong>Raise tax rate on investment fund manager income</strong>: Managers of private equity, venture capital and hedge funds are taxed 20 percent on the portion of their compensation known as carried interest, essentially paying the long-term capital gain rate.<br><br>Obama would like carried interest to be treated as ordinary income, which means those managers would pay a rate as high as 39.6 percent,<a href="http://detail.1688.com/offer/1264118598.html" title="专业加工制作手镯" style="text-decoration: none;font-weight: bold">专业加工制作手镯</a>, or more than 2.5 times the rate they pay now.<br><br><strong>Close 'loopholes'</strong>: Any number of proposals may fall under this favorite catch-all phrase of politicians.<br><br>Often topping the president's loophole list are tax breaks that benefit oil and gas companies. Inflation will erode cash savings over the years, and we need to continue to invest. Here are seven investment alternatives to the stock market:<br><br><strong>Annuities.</strong> There are many types of annuities, but the basic idea is that we pay an insurance company a lump sum in exchange for a guaranteed monthly payment for life. Annuity payouts are primarily tied to interest rates, so it's probably a good idea to wait until rates improve. You probably don't want to put all of your savings into an annuity because you really don't know how long you will live. If your pension and Social Security payments aren't enough to pay your minimal monthly expenses, then it's a good idea to buy an annuity to fill that gap.<br><br><strong>Bonds.</strong> The classic alternative to the stock market is bonds. You can lend money to the government or a corporation and receive some interest. When the stock market goes south, investors turn to bonds as a good diversification from the stock market.<br><br><strong>CDs.</strong> CDs are not very attractive at the moment because the yields are very low. However, the return is guaranteed and the risk is also very low. Building a CD ladder is a good way to guarantee stable returns. Those who use it for web browsing saves an average of 33 minutes, those who use weather apps save 17 minutes, those who use map programs save 24 minutes, and those who use calendar apps save 23 minutes.<br><br>Now, not everyone uses their smartphone for all of those things, but all told, it still works out to an average time savings of about 88 minutes a day or over 535 hours a year, according to the survey. Unfortunately, the opposite may often be true: The survey also noted that 26 percent of users played games on their phones, 39 percent spent time on social networking, and 42 percent engaged in texting. The U.S. Postal Service,<a href="http://detail.1688.com/offer/1263971162.html" title="专业手镯零售" style="text-decoration: none;font-weight: bold">专业手镯零售</a>, you see, was burdened by costs that were too high, and revenues that were too low. With mail volume down 50% over the past decade, the Postal Service found itself with too many workers, too little work for them to do; too many idle post offices, too little demand for their services. <br><br>Unless Congress acted quickly, .<br><br>One week later, it seems Donahoe remembered whom it was he was asking to act "quickly." He reconsidered and took matters into his own hands. On Thursday, he announced a plan to slash $3 billion in costs from the post office's budget.<br><br><strong>Put down your pitchforks -- this plan may work</strong><br><br>Discussion of cost-cutting moves at the Postal Service usually revolves around the hot-button issues of closing actual post offices, eliminating Saturday delivery, and/or raising the cost of a first-class postage stamp. Directly affecting postal customers (read, "voters") as they do, such proposals seem designed to provoke outrage and demands that Congress fix the problem.<br><br>In contrast, the measures Donahoe now proposes seem designed less to incite the mob to take up pitchforks and torches ... and more designed to actually get the problem fixed.</p><p>The $3 billion cost-cutting initiative Donahoe unveiled Thursday includes plans to close 250 facilities, sell off half of the processing equipment, and lay off 35,000 now-redundant postal workers.<br><br>What does all this mean to you? Honestly, not a lot.<br><br>Worst case, says Donahoe, cutting distribution facilities will space out the distance between mail processing and mail delivering by only a few more miles,<a href="http://detail.1688.com/offer/1264119031.html" title="专业加工制作玛瑙手镯" style="text-decoration: none;font-weight: bold">专业加工制作玛瑙手镯</a>, preventing "one-day" delivery of mail that's supposed to arrive in "three days or less." Worst case, we're talking about mail getting from sender to recipient in two or three days, rather than one or two or three.<br><br>A single step that promises to reduce post office costs by $3 billion, and bring USPS 30% closer to closing this year's $10 billion budget gap? What I don't know is why it took the post office so long to come up with such a rational, easy-to-implement, and considerably less inflammatory proposal. <br><br><strong>UPS picking up USPS slack</strong><br><br><img vspace="4" hspace="4" border="1" align="left" src="https://img-proxy.blog-video.jp/images?url=http%3A%2F%2Fwww.blogcdn.com%2Fwww.dailyfinance.com%2Fmedia%2F2010%2F02%2Fupstruck.jpg" alt="">Meanwhile, <strong>UPS </strong>() is taking advantage of postal turmoil to highlight how much more innovative its brown-clad couriers can be, compared to their blue-suited cousins. <br><br>On Wednesday, UPS announced a new service that aims to enhance customer satisfaction (what a concept!) and maybe even get a little extra change jingling in its pocket.<br><br>Termed "My Choice," UPS will allow customers to sign up to receive free email, text, or phone alerts on the night before a package is due for delivery, advising them of when to expect a knock at the door. An even more valuable feature is the ability to electronically sign in advance for packages requiring signatures confirming receipt. Result: No more little sticky notes on the front door telling you that you could have received a package if you had been home at the right time -- but sadly you weren't, and so you didn't.<br><br><strong>Minus one letter, but so many pluses</strong><br><br>Sound good to you? Well, it's good for UPS, too. Like so many service offerings these days, "My Choice" comes in two flavors: free and premium. Premium subscribers pay $40 per year for the ability to schedule deliveries at times that suit them best and to leave specific instructions for UPS drivers making deliveries ("beware of dog," "leave it with the neighbors," "beware of neighbors' dog" ...). The program also gives customers a two-hour delivery window (as opposed to the standard four-hour stretch). For a $5 fee, UPS will even let a customer reroute a package to an alternate delivery address, or to a specific UPS Store for pickup. <br><br>In addition to these revenue opportunities, UPS expects to reap other benefits. For one, it will save on fuel by eliminating wasted trips, trying to deliver packages to folks who won't be home anyway. For another, it will reap incalculable savings in the form of not upsetting customers with missed deliveries. More parents are currently saving for their retirement than for their children's education, but these families often plan to draw from retirement savings to help cover the costs of college, especially as other goals - from building up a "rainy day" fund to increasing general savings - take priority. "The economy is putting pressure on families in terms of whether they're saving, how much they're saving and where they're saving," said Sarah Ducich, senior vice president for public policy at Sallie Mae.<br><br>The report "" surveyed more than 1,600 parents with children ages 18 or younger and found half of parents said they were focused on college savings, while 60 percent were focused on saving for retirement. But if they have to choose, parents are opting to boost their retirement savings - 42 percent of parents who are not saving for college said they are saving for retirement.<br><br>The good news: More than three-quarters of those parents surveyed who are saving for college are also focused on saving for retirement.<br><br>The bad news: Many of those families who say they are saving for college also admit that they are doing so through their retirement fund. One-third intend to use these savings for college. The other two-thirds say that they would use their retirement savings to pay for college, only if necessary.<br><br>Families are more likely to use retirement savings to fund college as their children get older and the urgency intensifies. Less than half (44 percent) of families with children under age 6 would use retirement savings to pay for college, while more than seven in 10 (74 percent) families with teens would use their retirement for college, the survey found.<br><br>How much retirement money are they putting toward tuition and other college expenses?<br><br>Nearly 6 percent of parents in the thick of paying for college are drawing on retirement funds by taking a loan or withdrawal of about $6,475 on average, according to a 2012 Sallie Mae survey.<br><br><strong>Unforeseen Consequences</strong><br><br>But here's the problem: Most parents don't realize paying for college with money withdrawn from a retirement account can result in a double whammy. First, the withdrawal can count as income which is taxable. Plus, with that additional income, you'll reduce your financial aid eligibility the following year.<br><br>"Between the tax impact and the reduction in aid eligibility, the family may net very little return on their investment," said Mark Kantrowitz, publisher of Fastweb.com, a free scholarship matching service. "It also sacrifices retirement funds," he said.<br><br>By borrowing from your 401(k) or IRA, parents not only reduce their retirement balance, but also miss out accruing interest. And if you're under age 59 1/2 and take a loan from your 401(k), you'll have to pay back the loan with interest in five years, or immediately, if you change employers.<br><br><strong>Jump Start Your College Savings</strong><br><br>So how can parents avoid raiding their retirement funds for college,<a href="http://detail.1688.com/offer/1264813849.html" title="纯天然手镯，实惠的价格，超赞的品质。" style="text-decoration: none;font-weight: bold">纯天然手镯，实惠的价格，超赞的品质。</a>? Studies show that people who use 529 college savings plans are more successful college savers than those without 529 plans.<br><br>The College Savings Foundation's 2012 parent survey found that 22 percent of 529 owners have saved between $10,001 and $25,000, while only 9 percent of non-529 account owners have saved a similar amount. Likewise, 18 percent of 529 plan owners reported saving between $25,001 and $50,000. Only 4 percent of non-529 account owners managed to save as much. "Wild."<br><br>Those are some of the reactions within Microsoft tonight upon hearing that Windows and Windows Live President Steven Sinofsky would be leaving the company "effective immediately". Those are the reactions because nearly all Microsoft employees found out about the news tonight alongside the rest of us.<br><br>Microsoft and Sinofsky are trying to spin this as a "mutual decision" - and understandably so. That's how this works. Nearly all of these types of exits are "mutual" until reported otherwise. From my understanding, this is no different. The details will undoubtedly trickle out in the days to come, but based on conversations with no less than a dozen current and former Microsoft employees ranging from mid to high-level, Sinofsky was indeed let go and the decision was made (or finalized) this morning, quickly. The "mutual" stuff is all about letting a longtime lieutenant save face.<br><br>But why? That's the big question that no one seems quite sure about just yet. There are whispers of internal division and strife. I have some other thoughts that may play out over the next few months. But the reality is that we just don't know right now. The strife card makes sense to play given the recent departure of iOS SVP Scott Forstall from Apple. On the surface (forgive me), there seems to be many parallels. But in a few respects, this Sinofsky situation appears to be almost the opposite of that situation.<br><br>The iOS Maps debacle gave Apple some cover to do something they've wanted to do for some time: get rid of Forstall. This Sinofsky move is "out of the blue," as two sources put it. That Microsoft and others can play it off as "this is no different from the recent Apple transition" is convenient,<a href="http://detail.1688.com/offer/1261757933.html" title="专业手镯批发，实惠的价格，超赞的品质。" style="text-decoration: none;font-weight: bold">专业手镯批发，实惠的价格，超赞的品质。</a>, but...<br><br>Sinofsky was the guy that nearly everyone I spoke with thought was going to be the next CEO of Microsoft. And yet, he now finds himself out of the company.<br><br>Many I spoke with thought it was way too early for Surface sales to have anything to do with this exit. The same seems to be true of Windows 8, though the writing may have been a bit more clear on that wall... At the end of the day, this immediate move - and how many things that Microsoft does are immediate? - did not happen for no reason. It just may take some time for that reason to become apparent. But it's there, right now, in front of us.<br><br>Microsoft would not get rid of the "future CEO of the company" on a random night in November after 23 years of service and right after the launch of two key products under his watch for no reason. Instead, he's just the latest in a string of executive departures over the past few years. And any spin that this was "planned" or "mutual" reeks of bullshit. Steven Sinofsky is taking the fall for something. (Or something is not being disclosed.) But New England electric generators are also switching, putting a strain on the limited pipelines delivering into the region from Pennsylvania, the Southeast and Canada.<br><br>The region has three liquefied natural gas (LNG) terminals, but LNG is significantly more expensive than pipeline gas.<br><br>Henning said power generators usually have non-firm supply, and a peak in winter heating demand could mean no natural gas for some electricity generation.<br><br>Moreover, parts of New England have no access at all to natural gas, and about one in four of the area's homes still depend on fuel oil, a far higher percentage than any other part of the nation, according to EIA.<br><blockquote><p>Last season was "the winter that didn't come in a lot of cases," -- Halpert, NOAA</p></blockquote>There are positive signs for fuel oil supply. Sieminski said inventories of heating oil are now low because the price has been higher in Europe. That situation has just recently reversed, and more supply is coming to, or staying in, the US.<br><br>Another good sign, Sieminski said: A major refinery near Philadelphia, with 16% of East Coast refining capacity, has come back on line after nearly being shut for good.
