(Reuters) - Google's YouTube video service is dipping its toe into pay television by starting on Thursday a subscription service with 30 content creators, including children's programmers Sesame Street and Muppet creator The Jim Henson Co, and the Ultimate Fighting Championship.

YouTube, the world's largest video website, allows creators to set subscription fees and accept advertisements, at their discretion, for the channels they create.

For $4.99 a month, subscribers can get golf lessons from the PGA Golf Academy. The Laugh Factory charges $2.99 for clips of stand-up comedy routines and Henson charges $2.99 for full length episodes of "Sid The Science Kid" and "Fraggle Rock."

YouTube has spoken repeatedly about its intent to experiment with paid channels, and has made no secret about its intent to be a major player in quality content.

"If feels to me as if history is repeating itself, said Tony Vinciquerra, former chairman of News Corp's Fox Networks Group. "In the early '80s cable providers subsidized channels to enhance offerings to consumers and increase penetration. Fast forward to today, and YouTube is subsidizing the development of new content offerings."

YouTube will feature content from traditional TV and film producers, company executives said, and at the launch featured children's videos from National Geographic and videos from cable channel HDNet.

That could eventually be a threat to cable and TV operators, but no time soon, said Richard Greenfield, a media analyst with BTIG LLC.

"I think everyone who creates video programming should be worried about the growth of new content channels," he said. "Broadcast TV has been hurt by cable. Broadcast is still a very large business despite fragmentation."

Content creators will get most of their revenue from subscriptions, as they already do from advertising on the site, according to company officials.

In March, YouTube said on its blog that it has more than 1 billion unique users a month. The new subscription service will be available in 10 countries at launch.

YouTube has spent more than $100 million to help about 150 media partners create and promote specialized YouTube video channels dedicated to topics ranging from food to sports.

"Consumers have gotten used to getting their content on the web," said Laura Martin, senior analyst with Needham and Co. "The question is whether they will pay for it."

On the market for six years, the luxurious eight-bedroom "Altona" in exclusive Point Piper was bought in a secret deal with the businessman who currently lives in Melbourne, the newspapers reported.

OTTAWA (Reuters) - A European Union plan to label crude from the Alberta oil sands as dirty is unfair and could damage Canada's bid to find new export markets, the Canadian resources minister said at the start of a mission to lobby against the idea.

As part of a plan to cut greenhouse gases from transport fuel, the EU's executive commission has developed a Fuel Quality Directive that would single out oil from Alberta's tar sands as more polluting than conventional crude.

Canada, whose oil sands are the world's third-largest proven reserves of crude, strongly opposes the move.

Natural Resources Minister Joe Oliver, speaking at the start of a week-long trip to Paris, Brussels and London, said the directive should be changed to ensure it does not discriminate against crude from the oil sands.

"We think that's critical as an alternative to what we view as a flawed and ineffective approach that's proposed by the commission," he told Reuters in an interview from Paris.

Extracting crude from the clay-like Alberta oil sands requires more energy than conventional oil production. Environmentalists say that increases greenhouse gas emissions, making the oil sands a top target for the green movement.

Ottawa is unhappy the directive would not penalize Russia, which both burns and releases natural gas while extracting oil. Oliver said this means Russian crude extraction produces at least as many emissions as tar sands oil, if not more.

"If you're giving a free pass to a high emitter who happens to be one of the biggest exporters into the Union, then how are you achieving your objectives? This is all very logical, it's hard to argue against," he said.

Last year, amid heavy Canadian lobbying, the EU held an inconclusive vote on the directive and then decided to assess the full impact of the plan. That assessment is due in the next few months, paving the way for another vote.

Although Canada sends almost no crude to the EU now, that could change if proposals to create pipeline capacity from Alberta to Canada's East Coast are successful.

"We're not exporting to the EU at the moment but we don't want to see our crude oil stigmatized, which could possibly have implications elsewhere," said Oliver, adding that Canada did not oppose the goals of the fuel quality directive.

"What we want is a scientific fact-based approach that makes its judgment based on the scientific realities and not sort of a preconceived idea ... that our oil should be treated differently," he told Reuters.

Canada sends 99 percent of its oil exports to the United States. But a glut of supply and full pipelines are cutting prices, a problem that underlines the Canadian industry's need to find new markets.

The EU vote on the directive last year ended in stalemate amid misgivings from Britain and the Netherlands. Both nations have stakes in Royal Dutch Shell Plc, which operates in the oil sands, as does France's Total SA.

Oliver is meeting senior executives from both companies during his mission, as well as officials from the European Commission and industry groups. He declined to predict how successful his trip would be.

"I've got this great hand but the final results aren't yet in. We're arguing from logic and we're arguing from equity, in all fairness. You hope that prevails," he said.

NEW YORK (Reuters Health) - Certain school-based programs that aim to keep kids from smoking cigarettes seem to work, according to a fresh look at some past research.

After examining over a hundred "gold standard" studies, researchers found that school-based programs that teach children life skills and self esteem were linked to a significant reduction in the number who started using tobacco down the road.

"There was a significant effect for more than one year," said Julie McLellan, one of the study's authors from the University of Oxford in the UK.

McLellan and her colleagues published their findings in The Cochrane Library, which is a publication of the Cochrane Collaboration, an international organization that evaluates medical research.

They write that the review was needed because many U.S. schools include tobacco education in their lessons although few have been tested.

A survey from 2000 found between 50 and 70 percent of U.S. middle and high school students had been taught about the short-term consequences of tobacco use.

"It's important because there are no other reviews that have gone and looked into the world literature on school-based smoking prevention programs," McLellan said.

For the new review, the researchers searched several academic databases for studies that assigned students, classes or schools randomly to either have a prevention program, or not have one.

The children had to be between 5 and 18 years old, and had to be tracked by the researchers for at least six months.

While the researchers found 134 studies, they focused on 49 that tracked about 142,000 students who never smoked before the programs began.

Some programs consisted of lessons that gave students information on smoking, and others taught students life skills, such as problem solving and decision making.

Overall, the programs that taught students life skills and those that also showed them how to overcome social influences were linked to a reduction in the number of smokers after at least a year.

McLellan gave the example that they would expect about 30 percent of any population to smoke. The program would be linked to a three percentage point decrease, which would bring the number of smokers to 27 percent of the group.

But McLellan said more research is needed on those social support programs, which made up only a few of the 49 studies, and whether prevention programs lead to cost savings.

Andy Johnson, who has studied school-based prevention programs but was not involved with the new research, told Reuters Health that the new findings point to areas for future research.

"It does say there is a productive science here of how to prevent cigarette smoking and probably other substances as well. We have to pursue that science," said Johnson, dean of the School of Community and Global Health at Claremont Graduate University in California.

The Vatican says the 86-year-old emeritus pontiff will move into his new retirement home in the Vatican gardens Thursday.

Benedict has been living at the papal residence in Castel Gandolfo, in the hills south of Rome, since he resigned Feb. 28.

The Vatican spokesman, the Rev. Federico Lombardi, said Tuesday that Benedict will live on the ground floor of the monastery inside the gardens that has been renovated for his use. A small staff will join him.

Benedict looked remarkably frail on March 23 the last time he was seen by the public when Pope Francis traveled to Castel Gandolfo to greet his predecessor. Lombardi has insisted Benedict isn't suffering from any specific medical condition but is just old and tired.

"What we have are scratches left by the tips of a two-legged dinosaur's feet," study researcher Scott Persons, of the University of Alberta, said in a statement. "The dinosaur's claw marks show it was swimming along in this river and just its tippy toes were touching bottom."

Stretching over a distance of 50 feet (15 meters), the markings show that thehad a coordinated, left-right, left-right swimming style, Persons said. The researchers believe the scratches belong to a carnivorous theropod a type of dinosaur that walked on two legs that stood roughly 3 feet (1 meter) at the hip.

While it's tough to determine the identity of the swimming dinosaur from these marks alone, Persons suspects it could have been an early tyrannosaur or a , predators known to have roamed this prehistoric landscape in China.

The paddle-scratches were found in a dried-up river in China's Szechuan Province, which Persons described as a "dinosaur super-highway," full of the footprints of other Cretaceous-era theropods and long-necked, four-legged sauropods.

The research was detailed April 8 in journal Chinese Science Bulletin.

It's not the first timehave turned up in the fossil record. In 2007, paleontologists found S-shaped prints on the bottom of what was a lake in the Cameros Basin in Spain 125 million years ago. The unusual tracks indicate the animal's body was floating in about 10 feet (3.2 m) of water when it scratched the lakebed, researchers said at the time.

Earlier this year, a group of scientists published a study in the Journal of Vertebrate Paleontology arguing that a set of up to 4,000 fossilized footprints in Australia is evidence of a not a stampede over land, as was long thought.

Rescue workers said some bodies have deteriorated so badly that they have found bones without flesh. Since the April 24 collapse in the Dhaka suburb of Savar, high temperatures have generally been 32 degrees C (90 degrees F) or above, and lows have rarely dipped below 27 C (80 F).

"The bodies are smelling. We are using air freshener to work here," said Mohibul Alam, a firefighter at the collapse scene. The odor of decay is overpowering just the same.

Bodies have decomposed beyond recognition, Alam said, but he added that some could still be identified because the victims' identification cards were found with them.

Some of the victims who had been closest to escaping appear to be among the last to be recovered. Only now have rescuers dug deep enough, using cranes and other equipment, to approach the stairs of the ground floor.

The official death toll from the collapse reached 547 Saturday and was expected to climb. The official number of missing has been 149 since Wednesday, though unofficial estimates are higher.

The disaster is likely the worst garment-factory accident ever, and there have been few industrial accidents of any kind with a higher death toll. It surpassed long-ago garment-industry disasters such as New York's Triangle Shirtwaist factory fire, which killed 146 workers in 1911, and more recent tragedies such as a 2012 fire that killed about 260 people in Pakistan and one in Bangladesh that same year that killed 112.

Bangladesh's $20 billion garment industry supplies retailers around the world and accounts for about 80 percent of the impoverished country's exports. The collapse has raised strong doubts about retailers' claims that they could ensure worker safety through self-regulation.

Five garment factories operated in the Rana Plaza building that collapsed, and many brand labels have been found in the wreckage, but only two retailers, Britain's Primark and Canada's Loblaw Inc., have acknowledged that their clothes were being made there at the time. Loblaw's CEO has decried the "deafening silence" from what he said were more than two dozen other international retailers who used garment factories in the collapsed building.

Mainuddin Khandkar, the head of a government committee investigating the disaster, said Friday that substandard building materials, combined with the vibration of the heavy machines used by the five garment factories inside the Rana Plaza building, led to the horrific collapse. Because of a power outage, heavy generators were turned on about 15 minutes before the building fell, he said.

The building developed cracks a day before the collapse, and Rana Plaza owner Mohammed Sohel Rana called engineer Abdur Razzak Khan to inspect it. Khan appeared on television that night and said he told Rana the building should be evacuated.

Police also issued an evacuation order, but witnesses say that hours before the collapse, Rana told people that the building was safe and garment factory managers told their workers to go inside.

Rana has been arrested is expected to be charged with negligence, illegal construction and forcing workers to join work, crimes punishable by a maximum of seven years in jail. Authorities have not said if more serious crimes will be added.

On Thursday, Khan was arrested as well, on a charge of negligence. Police said he worked as a consultant to Rana when three illegal floors were added to what was supposed to be a five-story building.

The Bangladesh High Court also has ordered the government to confiscate Rana's property and freeze the assets of the owners of the factories in Rana Plaza so the money can be used to pay the salaries of their workers.

Savar's mayor and another local official have been suspended in an apparent effort by higher levels of Bangladesh's government to fend off accusations that it is in part to blame for the tragedy because of weak oversight of the building's construction.

In New Delhi on Friday, Bangladesh Finance Minister Abul Maal Abdul Muhith downplayed the impact of the disaster on the garment industry, which is by far the country's biggest source of export income.

"The present difficulties ... well, I don't think it is really serious it's an accident," Muhith said. "And the steps that we have taken in order to make sure that it doesn't happen, they are quite elaborate and I believe that it will be appreciated by all."

The government made similar promises after the November garment factory fire that killed 112 people, saying it would inspect factories for safety and pull the licenses of those that failed. That plan has yet to be implemented.

Retailers have been drawn to Bangladesh as a source of clothing largely because of its cheap labor. The minimum wage for a garment worker is $38 a month, after being nearly doubled this year following violent protests by workers. According to the World Bank, the per capita income in Bangladesh was about $64 a month in 2011.

A leading rhino expert told The Associated Press that the last rhino in the southern African nation has been killed. The warden in charge of the Great Limpopo Transfrontier Park the only place where the horned behemoths lived in Mozambique also says poachers have wiped out the last of the rhinos. Mozambique's conservation director believes a few may remain.

Elephants also could become extinct in Mozambique soon, the warden of the Great Limpopo Transfrontier Park, Antonio Abacar, told AP. He said game rangers have been aiding poachers, and 30 of the park's 100 rangers will appear in court soon.

"We caught some of them red-handed while directing poachers to a rhino area," Abacar said.

A game ranger arrested for helping poachers in Mozambique's northern Niassa Game Reserve said on Mozambican Television TVM last week that he was paid 2,500 meticais (about $80) to direct poachers to areas with elephants and rhinos. Game rangers are paid between 2,000 and 3,000 meticais ($64 to $96) a month.

While guilty rangers will lose their jobs, the courts serve as little deterrent to the poachers: killing wildlife and trading in illegal rhino horn and elephant tusks are only misdemeanors in Mozambique.

"Their legal system is far from adequate and an individual found guilty is given a slap on the wrist and then they say 'OK. Give me my horn back,'" said Michael H. Knight, chairman of the African Rhino Specialist Group of the International Union for the Conservation of Nature's Species Survival Commission.

A meeting of the group in February reported there might, possibly, be one white rhino left in Mozambique and no black rhinos at all, Knight said.

According to Abacar: "We have already announced the extinction of the rhino population in Limpopo National Park."

But Bartolomeu Soto, director of Mozambique's transfrontier conservation unit, told the AP "We believe we still have rhinos, though we don't know how many."

Mozambican news reports have said the last 15 rhinos in the park were slaughtered in the past month, but park officials said those reports were wrong. Soto said the misunderstanding had arisen over Abacar's statement to journalists that he had not seen a rhino in the three months since he was put in charge of the large park.

The only official figure available for rhino deaths is that 17 rhino carcasses were found in the park in 2010, Soto said. He said officials believe poaching must be taking place because rhino horn and elephant tusks carried by Asian smugglers are regularly seized at Mozambique's ports, although at least some of the contraband could be from animals killed by Mozambican poachers in neighboring South Africa. This week a person was arrested at the airport of the capital, Maputo, in possession of nine rhino horns, Soto said.

The price of rhino horn has overtaken the price of gold as demand has burgeoned in Asian countries, mainly China and Vietnam, where consumers wrongly believe that the horn made of the same substance as fingernails has powerful healing properties. Chinese traditional medicine prescribes it for everything from typhoid, infant convulsions and fever to an antidote for poison and to relieve arthritis and cure possessions by the devil. Syndicates from Vietnam, China, South Korea and Thailand have been identified as being involved in the trafficking.

Knight said rhinos first became extinct in Mozambique around the turn of the last century, in the age of the big white hunters, when the animals also nearly disappeared in South Africa, which is now home to 90 percent of Africa's estimated 20,000 white rhinos and 4,880 black rhinos.

In 2002, leaders of Mozambique, South Africa and Zimbabwe agreed to establish a transfrontier park straddling their borders and covering some 35,000 square kilometers (13,514 square miles) of the best established wildlife areas in southern Africa with South Africa's famed Kruger National Park and Zimbabwe's Gonarezhou National Park. It is funded by several international wildlife organizations and the European Union.

Soto said some 5,000 animals of various species were translocated from South Africa to Mozambique, including the first 12 rhinos to roam in Mozambique in a century.

In 2006, South Africa removed some 50 kilometers (30 miles) of fence between Kruger and Limpopo National Park. Soto said the entire 200 kilometers (125 miles) of fence was not removed because Mozambique still is working to resettle some 6,000 people living in the park.

A second phase was to include two other Mozambican parks, allowing the transfrontier park to extend over 100,000 square kilometers (39,000 sq. miles) that would make it "the world's largest animal kingdom," according to the South African Peace Parks Foundation.

Those plans now are in danger, as is the Great Limpopo Transfrontier Park. Knight said South African officials are even discussing rebuilding their fence with Mozambique.

South African officials say their country has lost 273 rhinos to poachers so far this year. They say most have been killed by Mozambicans who cross into Kruger Park. Poachers killed 668 rhinos in South Africa last year.

The slaughter continues with the number of deaths increasing even though South Africa has declared war on rhino poachers and for two years has deployed soldiers and police in Kruger, a vast park which is the size of Israel.

Soto said Mozambique's government has been working since 2009 on a comprehensive reform of environmental laws involving consultations with all stakeholders. He said he expects the draft legislation to be presented to parliament soon. It includes criminalizing the shooting of wildlife and would impose mandatory prison sentences on offenders.

But it will come too late to save the last of the rhinos in Mozambique.
