Unruly and Shareifyoulike work with advertisers and their agencies to create viral campaigns, whereby ads are viewed, shared and talked about on social networks, creating millions of pounds worth of marketing for brand owners.

"Germany is a key market for us, it's the largest advertising economy in Europe," Unruly co-founder Sarah Wood told Reuters in an interview.

"It's also a really important market for social video in particular, there's a real appetite for social video in the German market."

German brands, such as carmaker Volkswagen, an existing Unruly customer, have been at the forefront in social media marketing, she said.

Volkswagen's 'The Force' commercial is still the most successful viral campaign, she said. The ad, which features a boy trying to animate objects using 'The Force" from the Star Wars movies, has been viewed more than 57 million times on YouTube.

Wood declined to give the value of the acquisition, as both companies are private. "But it's a big deal in terms of strategic importance," she said.

Unruly Media, based in London's East End, secured $25 million of funding last year, which it said was the largest ever investment in the social video sector.

Last week, Industry Minister Arnaud Montebourg said he had blocked Yahoo Inc's plan to buy a majority stake in Dailymotion because the U.S. group wanted to "devour" its smaller competitor, prompting another row over political interference in French companies.

"We don't live in a closed economy. The digital economy is not a Gallic village," Pellerin said in an interview in French weekly Journal Du Dimanche. But she said the company, its technology, engineers and jobs must remain anchored in France.

Yahoo had been in talks to acquire a 75 percent stake in Dailymotion, owned by France Telecom's Orange, a deal that would have valued Europe's largest video website at $300 million.

Pellerin said the deal with Yahoo was not balanced enough and would have led to the disappearance of Dailymotion, but she said it would be an economic and industrial dead-end for Dailymotion to remain exclusively French.

"Our gems are struggling to grow. They need help," Pellerin said.

"If this requires a tour with funds from Silicon Valley alongside Orange acting as a reference, this is not a problem for me," she said. "All options need to be studied."

France Telecom's Chief Executive Stephane Richard is preparing a trip to Silicon Valley, the weekly said without naming sources.

Entertainment group Vivendi as well as a consortium made up of Iliad founder Xavier Niel, Lazard banker Matthieu Pigasse and industrialist Pierre Berge have made bids to buy the website.

Montebourg's blocking of the talks is another blow to France's business image after his verbal attacks last year on firms seeking to shut ailing industrial sites drew international derision.

The Speakers Lobby of the Capitol Building is a special place. Poor journalists, who would probably feel more comfortable in coffee-stained sweatshirts, get to mingle in coats and ties alongside members of the House, who are often well polished and independently wealthy. Its a place with chandeliers and golden cherub light fixtures. The walls are adorned with oil portraits of representatives, and the ceiling is decorated with frescoes (including one of a bald eagle perched atop an American flag). Its the kind of place that should have French horns blaring as you walk through it (in this videofrom the Clerks office, it does).

You have to look the part to walk this hall (which incidentally is thought to be where the term lobbying came from). On one occasion last year, I didnt.

Sir, Im going to have to ask you to leave. You cant wear those in here, a young security guard with close-cropped hair said to me, gesturing at my blue-and-white leather shoes.

To be fair, the shoes were ugly. Almost like bowling shoes. But in my coat, tie, and khakis, I was honestly surprised to be getting the boot.

Where does it say I cant wear blue shoes, just out of curiosity? I asked him.

It says in the official rule book you have to wear appropriate attire, he said.

I asked him what made him the arbiter of style, what gave him and the guards downstairs the power to decide whether my shoes lived up to the sartorial standards of our founders.

Its one of those things that you know 'appropriate' when you see it, he said. And thats not it.

Clause 5 of Rule 17 in the House Rules Manual states:

In the 96th Congress the Speaker announced that he considered as proper the customary and traditional attire for Members, including a coat and tie for male Members and appropriate attire for female Members (where thermostat controls had been raised in the summer to conserve energy).

Technically, members of Congress and the press have to adhere to the same standards in the Lobby. But, in practice, thats not the case. Constitutionally, we cant stop members from voting, one guard told me. They could be wearing just a thong, and I wouldnt try to keep them from getting to the floor.

Thats why on the first votes of the weekusually Monday or Tuesday eveningits not unusual to see members going in to vote in jeans, or without a tie. Its why everyone in the world got to see Barney Franksthat one time. But the guards are much more strict with the press. The rules are clear about the coat and tie, but everything else falls into that tricky category of whats appropriate.

Members of the press gallery staff told me that over the years changing fashions have caused problems.

We had women wearing hip-huggers, and those shirtsWhat are those shirts called that expose the stomach? one longtime staffer said. Crop-tops? One woman was always getting in trouble for crop-tops. Im happy to fight on behalf of the press, but sometimes the style isnt appropriate.

My rule of thumb is that if youd wear it to a job interview, its probably OK, Danny Kim, a chamber security guard told me this week. But I guess some people define that differently.

But sometimes whats appropriate fluctuates from day to day. One reporter told me she often wears black jeans into the lobby; another journalist is regularly spotted wearing Converse sneakers. Some days, women get kicked out for showing too much shoulder, and other times ...

There was a time that a woman was wearing a tank top and I told her she had to go, Kim said. She told me that it was Versace, so I let her stay.

When Kims colleague asked why he hadnt kicked her out, he told her about the shirts pricey label.

She told me that Versace also made underwear, and asked if I would have let her in the lobby wearing that, Kim said.

ISLA NEGRA, Chile (Reuters) - The body of Chilean Nobel laureate Pablo Neruda, dead nearly four decades, was exhumed on Monday after his former driver said the poet was poisoned under Augusto Pinochet's dictatorship.

Neruda, famed for his passionate love poems and staunch communist views, is presumed to have died from prostate cancer on September 23, 1973.

But Manuel Araya, who was Neruda's chauffer during the ailing writer's last few months, says agents of the dictatorship took advantage of his illness to inject poison into his stomach while he was bedridden at the Santa Maria clinic in Santiago.

"We're hoping for a positive result because Neruda was assassinated. Pinochet made an error when he ordered Neruda be killed," said Araya. Results are expected in coming months.

Neruda was a supporter of socialist President Salvador Allende, who was toppled in a military coup on September 11, 1973, nearly two weeks before the poet's death at age 69. Around 3,000 people are thought to have been killed by the brutal 17-year-long dictatorship that ensued.

Neruda was buried in his coastal home of Isla Negra beside his third wife, Matilde Urrutia.

His remains will be brought to Santiago for analysis. Some samples could be sent to laboratories abroad.

Ricardo Eliecer Neftali Reyes Basoalto, better known by his pen name Pablo Neruda, was a larger-than-life fixture in Chile's literary and political scene.

While best known for his collection "Twenty Love Poems and a Song of Despair," published in 1924, Neruda was also an important political activist during a turbulent time in Chile.

He organized a ship to bring about 2,000 Spanish refugees fleeing the civil war there to Chile in 1939, campaigned for Allende and was ambassador to France during the socialist's presidency.

The Andean country's intelligentsia frequently congregated in Isla Negra, as well as in his Santiago home "La Chascona" - so named for his then-mistress Urrutia's messy red hair - and La Sebastiana, his ship-themed home in the port town of Valparaiso.

Democratically elected Allende committed suicide in the presidential palace as it was under attack by the military, experts confirmed last year, amid accusations he had been murdered during the coup.

Chilean courts are also investigating the death of ex-President Eduardo Frei Montalva, who is presumed to have died in 1982 of an infection after a hernia operation. Some say he was poisoned by Pinochet's agents.

Bieber, 19, has made headlines in the past two months for showing up late for his own London concert, walking shirtless through airport security in Poland, posting a cartoon of himself in bed with a young woman, and expressing the hope that Holocaust victim Anne Frank would have been a "belieber" like his millions of fans.

On Thursday, Swedish police said an officer smelled marijuana on an empty tour bus outside the hotel where Bieber was staying before his Stockholm concert on Wednesday.

They said they found a small amount of drugs but had no suspects and did not plan further action.

"Some of the rumors about me....where do people even get this stuff. whatever...back to the music," Bieber tweeted on Thursday to his 38 million Twitter followers after announcing he had arrived in Finland.

Representatives of the Canadian singer, who started his career as a squeaky-clean 15-year-old, had no comment.

In Stockholm, police spokesman Kjell Lindgren said the drugs were being sent for analysis. "We don't know who had the drugs or who smoked them, so it will be hard to link them with any individual," Lindgren said.

Bieber has been on the road with barely a break since September 2012 on his "Believe" world tour, where he has been greeted by screaming young girls and blaring headlines for some bizarre behavior.

In March, he abandoned a pet monkey at Munich airport because he did not have the right papers, and flew back to Los Angeles for 36 hours and into an altercation with a neighbor.

Last week, he came under fire in the media on grounds of taste after he wrote in a guest book at the Anne Frank museum in Amsterdam that the 15-year-old Holocaust victim and diarist was inspiring and "hopefully she would have been a belieber".

The museum later defended Bieber, saying they were delighted he had visited and that his comments were innocent.

WASHINGTON (Reuters) - Using trains to move heavy crude oil out of Western Canada would be a poor alternative to the controversial Keystone XL pipeline, Canada's top energy official said on Wednesday, and a rail-only plan would likely dent future oil sands development.

U.S. officials are weighing whether to approve construction of the proposed Keystone pipeline that could deliver as much as 830,000 barrels a day of mostly Canadian and some U.S. crude oil to refiners in Texas and Louisiana.

Joe Oliver, Canada's natural resources minister, said costs and logistical challenges make crude-by-rail a poor second choice for oil sands producers trying to reach the U.S. Gulf Coast.

"I don't think anybody feels that it could be a substitute for pipelines," Oliver told Reuters.

In a report that weighed the environmental impacts of the Keystone pipeline, the U.S. State Department concluded that blocking the 1,200 mile project would do little to slow the oil sands sector since crude-by-rail was such a close second choice.

"Limitations on pipeline transport would force more crude oil to be transported via other modes of transportation, such as rail, which would probably (but not certainly) be more expensive," the State Department said in the report released in early March.

But Oliver said pipelines reliably beat crude-by-rail which "is more expensive for longer hauls than pipelines."

"It is a good supplement but not the longer-term solution," he said. "I don't think anybody would suggest it is."

Industry officials, energy analysts and recent data raise questions about whether the industry is really eager to adopt crude-by-rail should the U.S. government rule against the TransCanada Corp pipeline.

The State Department on Monday closed a public comment period on Keystone with the Environmental Protection Agency criticizing officials' conclusion that crude-by-rail is a likely alternative to Keystone.

The State Department should conduct a new study of crude by rail, the EPA says, and "include further investigation of rail capacity and costs, recognizing the potential for much higher per barrel rail shipment costs."

The State Department said this week it would hold another public comment period after it decides, with the help of federal agencies including the EPA, whether the pipeline is in the national interest.

Oliver said advocating for Keystone is one of his top priorities. He is in Washington this week to meet with lawmakers and other officials. Asked if a rail-only scenario would put a dent in oil sand production, he said "Yes, I would say it would. But we don't see that happening."

Foes of the Keystone pipeline argue that extracting oil sands crude out of Western Canada emits more carbon dioxide than conventional drilling in a process that worsens global warming.

The EPA, which has warned that oil sands production could worsen climate change, suggested that the State Department work with Canadian officials to curb pollution.

Oliver said he expected to see more cross-border efforts to curb climate change and that Canadian officials could boast significant gains in promoting clean energy.

Canada is developing rules that would aim to curtail pollution in the country's oil and gas sector.

"We are going to have those rules soon," he said. "It is going to be helpful."

SANTIAGO, Chile (AP) -- A Chilean military tugboat was heading to Antarctica on Thursday to prevent an environmental disaster by retrieving a Chinese fishing ship that caught fire and began to drift dangerously near sharp glaciers.

The Kai Xin vessel burned off the coast of Antarctica on Wednesday. Its 97 crew members were rescued by the Juvel, a Norwegian ship, about 55 kilometers (34 miles) from Chile's Bernardo O'Higgins research base near the Antarctic peninsula.

The Kai Xin is now unmanned, and a navy tugboat left port in Punta Arenas, near the southern tip of South America, to tow the ship to harbor.

"The ship has been drifting in zigzags and circles at about 5 knots per hour. It's very close to glaciers and we've sent the tugboat in case it hits the coast causing an oil spill," said Capt. Juan Villegas, maritime governor for Chile's portion of Antarctica.

The Kai Xin left port in Uruguay and Chilean officials don't know how much fuel it's carrying. Fog forced Chile's air force to cancel a flight on Thursday to check on its condition.

"The ship seems in good conditions from the photos we've seen," Villegas told The Associated Press. "The fire seems to have taken place at the engines and there's no risk of sinking."

A Panamanian-flagged Chinese ship, Skyfrost, also was nearing the area to help tow the ship, he said.

Officials at Olympic Seafood AS, owner of the Juvel, said they were part of the rescue of the Kai Xin, but downplayed their role.

"Yes, we took the Chinese crew onto our ship. Of course, we help people who are in distress," said Even T. Remoey, the sales and marketing director of Olympic Seafood, based in Fosnavaag, a western Norwegian coastal town.

The 104-meter (341-foot) Chinese vessel was built in 1990, according to the website of the Commission for the Conservation of Antarctic Marine Living Resources.

The Kai Xin is operated by Shanghai Kaichuang Marine International Co., a company that specializes in deep-sea fishing, fisheries products and processing. The ship uses pelagic trawling for fishing and can sail in loose pack ice, according to the commission.

Officials at Shanghai Kaichuang, a state company ultimately owned by the Shanghai government, confirmed in a phone interview that the crew had been safely transferred to other vessels. They referred further queries to a statement issued on the Shanghai Securities News website, which serves as an official channel for announcements by Chinese-listed companies.

The statement posted Thursday said a fire occurred while the ship was fishing and that Kaichuang will investigate the cause of the accident and the extent of the damage before releasing more details.

The environmental group Greenpeace has said that the Chinese ship is part of an international fleet of about 50 vessels authorized by the Commission for the Conservation of Antarctic Marine Living Resources to fish off the Antarctic coast.

Greenpeace said the ship has authorization to fish for krill.

China's krill market is growing due to strong demand for its use in fishmeal as well as medical and dietary products.

Greenpeace opposes Antarctic fishing for krill, saying it can affect the ecosystem because it is a pillar of the entire ocean's food chain.

It's stated very plainly : "Guests are not allowed to bring these items into Texas Motor Speedway - weapons or firearms, fireworks, illegal substances and items restricted by local, state and federal laws." But this is Texas, and this is NASCAR. Spectators are permitted to drive trucks and RVs onto the track's infield to watch the race from, literally, the center of the action.
