"Metal Gear Solid" creator Hideo Kojima said Thursday the "24" star will play protagonist Snake in the next installment of the stealth video game series.

The character has been portrayed in the "Metal Gear Solid" games by voice actor David Hayter since the original was released in 1998.

Kojima says because "Metal Gear Solid V: The Phantom Pain" takes place in 1984, it requires an actor who can convey the facial and vocal qualities of a 49-year-old version of the super-soldier.

"We're taking on some very heavy subjects, such as race and revenge," Kojima said Thursday in an online video streamed by "Metal Gear Solid" publisher Konami, ahead of next week's Electronic Entertainment Expo.

"I wanted Snake to have a more subdued performance, expressed through subtle facial movements and tone of voice rather than words," Kojima said.

Producers said Thursday that the show, with songs by Jason Robert Brown and a book by Marsha Norman, will debut at the Williamstown Theatre Festival in Massachusetts this August and then land at the Gerald Schoenfeld Theater in January.

Based on Robert Waller's best-selling novel, the story features Iowa's covered bridges as the focal point for a romance between a woman and a photographer.

No casting was announced. Bartlett Sher will direct.

Norman won a Tony for writing "'night, Mother" and Brown wrote the Tony nominated "Parade" and "The Last Five Years." In an interview this spring, Brown called "Bridges," ''a deeply romantic piece in the fullest sense of the word."

"I think it's harder, there's no doubt about it," Obama told reporters on Tuesday. "It puts more of a burden on us."

The state-based exchanges, created under the 2010 healthcare law, were designed to offer individuals a centralized place to buy health insurance policies for 2014. But a number of mostly Republican-led states have opted out, pushing individuals to the back-up federally run exchange.

The legislation is part of a sweeping defense policy bill that the House Armed Services Committee methodically pulled together during a daylong session expected to last past midnight. The $638 billion measure for the fiscal year beginning Oct. 1 included $86 billion for the war in Afghanistan as well as contentious provisions on the U.S. detention facility at Guantanamo Bay, Cuba, and nuclear weapons.

The full House is expected to vote on the bill next week.

"It is paramount that we protect those who protect our nation," said Rep. Adam Smith of Washington state, the top Democrat on the committee. At the same time, Smith acknowledged that legislation alone will not solve the problem, and the military needs to address the inherent cultural problems in the services.

The Pentagon estimated in a recent report that as many as 26,000 military members may have been sexually assaulted last year, up from an estimated 19,000 assaults in 2011, based on an anonymous survey of military personnel.

While the number of sexual assaults that members of the military actually reported rose 6 percent to 3,374 in 2012, thousands of victims were still unwilling to come forward despite new oversight and assistance programs aimed at curbing the crimes, the report said.

Despite the congressional clamor to cut the deficit, the committee bill rejects several Pentagon attempts to save money. It spares a version of the Global Hawk unmanned aircraft, rebuffs attempts to increase health care fees for retirees and their dependents, and opposes another round of domestic base closures.

In fact, the panel didn't just say no to more base closings, it went as far as including a provision barring the Pentagon from even planning for another round.

That drew ridicule from Smith, who offered an amendment essentially eliminating the prohibition on the Pentagon thinking ahead. Smith said it made no sense to tie the Pentagon's hands as it faces smaller budgets.

"I don't think this committee has the luxury of being so darn parochial anymore, to say every single time any one of the (military) services comes into our state and says, 'Look, we've got to rearrange,' that we're going to fight tooth-and-nail to stop them," Smith said.

Rep. Mike Coffman, R-Colo., supported Smith's proposal, complaining that as the Pentagon tries to determine excess bases, Congress is saying "we don't even want to know."

But Smith's amendment was soundly rejected, 44-18. Several other Republicans argued that they didn't want the Pentagon wasting time planning for an effort that Congress would never accept.

The committee approved an amendment by Rep. Bill Enyart, D-Ill., to require the military services to use a single combat uniform. There are now 10 different camouflage uniforms that have cost taxpayers close to $10 million over the last decade, Enyart said. Rather than cut military and civilian personnel due to automatic budget cuts, the committee should mandate a "joint" uniform as a cost-saving measure, he said.

Overall, the bill fails to acknowledge the automatic, across-the-board spending cuts that Washington has grudgingly accepted. The cuts of $41 billion hit the Pentagon on March 1 and forced the military to furlough workers and scale back training.

The Pentagon faces deeper reductions in projected spending of close to $1 trillion over a decade, but the bill did not reflect that reality for next fiscal year. The Pentagon likely will have to cut $54 billion to meet the numbers dictated by the so-called sequester.

The committee's action came one day after a high-profile Senate hearing on sexual assault in which senators grilled military leaders about the scourge in their ranks. The leaders conceded that they have been less than diligent in dealing with the problem, but pushed back against far-reaching legislation to give the authority to level charges to a military prosecutor rather than the victim's commander.

Military leaders are more receptive to the House effort by Reps. Michael Turner, R-Ohio, and Niki Tsongas, D-Mass. Their measure, which the full committee was considering Wednesday, would strip commanders of the discretion to reverse a court-martial ruling, except in cases involving minor offenses. Commanders also would be barred from reducing a guilty finding by a court-martial to guilty of a lesser offense.

The measure also would require that anyone found guilty of rape, sexual assault, forcible sodomy or an attempt to commit any of those offenses receive a punishment that includes a dismissal from military service or a dishonorable discharge.

The legislation eliminates the five-year statute of limitations on trial by court-martial for sexual assault and sexual assault of a child. It also establishes the authority for military legal counsel to provide legal assistance to victims of sex-related offenses and requires enhanced training for all military and civilian attorneys involved in sex-related cases.

Separately, the House Appropriations defense subcommittee met behind closed doors to vote on a defense spending bill that contains $513 billion for core Pentagon operations and $86 billion for operations in Afghanistan.

Now that the IRS has admitted toseeking tax-exempt status, Republicans plan to make the agency, which is responsible for carrying out much of President Obama's health care law, the poster child for dysfunctional government, and a giant liability for Democrats.

"This has certainly been a kind of unwelcome vindication for the Tea Party," said Dean Clancey, vice president of public policy at FreedomWorks, which spent more than $19 million in the 2012 election. "We consider this a wonderful teaching opportunity to remind people that the IRS is the main enforcement agency of Obamacare; even more so than [the Health and Human Services Department]."

When it comes to the Affordable Care Act, the mood among conservatives is a lot rosier now compared to what it was in the 2012 election when talking about health care was all but off limits because the Republican nominee for president, Mitt Romney, had signed his own health care bill into law as governor of Massachusetts.

"The 2012 [election] should have been a referendum on that law, but it couldn't be because of Mitt Romney," said Keli Carender, national grassroots coordinator for the Tea Party Patriots. "With him out of the way, we can go back to focusing on Obamacare."

The IRS's recent troubles have been disastrous for the agency's popularity, just as it prepares to play a larger role in enforcing the Affordable Care Act's universal mandate.

A new Gallup poll found that distrust of the IRS was now approaching lows last seen in the mid 1990s, when the agency endured blowback for its policy of targeting low-income taxpayers for audits and collection of back taxes.

, 62 percent of Americans believe the IRS has too much power compared with the 31 percent who believe that it has just the right amount and the 60 percent who said the IRS abused whatever power it did have.

Democrats are effectively caught between a rock and a hard place. They had no choice but to swiftly condemn the IRS for inappropriately targeting conservative groups, but in doing so, they may have helped Republicans open the door to a second front of attack on the IRS.

Republicans hope that the deeply unpopular agency will become an albatross around the necks of Democratic candidates, especially those in more conservative districts.

"There is no better boogeyman in politics than the IRS," said one Republican strategist. "So the fact that you can put the IRS on a piece of literature or you can talk about them in a television ad, that's a good thing for us."

At a recent press conference, Rep. Michele Bachmann, R-Minn., who has aggressively sought to repeal the health care law, even went so far as to suggest that there might be implications for "access to health care" or "denial of health care."

National Republicans aren't quite going that far, but they have jumped into the fray.

Already the Republican National Congressional Committee has launched a new set of attack ads against Arizona Democrats Ann Kirkpatrick and Ron Barber, Georgia Democrat John Barrow and Minnesota Democrat Collin Peterson that link the IRS's troubles to its support for the health care law.

For their part, Democrats are doubtful that Republican attempts to take advantage of the political moment will actually work a second time around.

"Republicans just lost a national election on trying to repeal this law and take away patients' rights and they're just doubling down on that failure. The fact that this Republican Congress has put Congressman [Scott] DesJarlais fined for inappropriate behavior with patients in a leadership role on health care tells you all you need to know," said Democratic Congressional Campaign Committee spokesman Emily Bittner.

"Republicans are taking their cue from the Bachmann playbook with this attack, but the 2014 election will be a referendum on the dysfunction, obstruction and extremism of the Republican Congress," she added.

Both the Tea Party Patriots and FreedomWorks say their ultimate goal is to pressure Congress to slow the implementation of the health care law, even if its repeal has become increasingly unlikely.

It is exactly that politicization that former IRS Commissioner Mark W. Everson feared in his testimony before the House Oversight and Government Reform Committee last year. Everson said that by putting the IRS in charge of executing the health care law, Congress opened the agency up to apolitical "savaging" not unlike what it experienced in the late 1990s when the agency was even more unpopular than it is now.

Now, in light of the current scandal, Everson told ABC News that his fears might have been justified.

"This whole chapter is very disturbing," said Everson, who is a vice chairman at Alliant Group and served as commissioner of the IRS between 2003 and 2007. "I do worry that we'll now be in another period where people are very conservative and they don't feel comfortable doing their jobs as well as they should."

Everson said that if the IRS had any chance of surviving these political headwinds, Obama must appoint a permanent commissioner soon who has enough bipartisan support to mend the agency's relationship with Congress and the public.

"It is incumbent upon the president to get a new confirmed commissioner in there as soon as possible," said Everson. "One who is capable of rallying the troops and has the respect of all parties so they can star to rebuild the agency."

The Tuesday report by Fars agency says Iran's Foreign Ministry wished to relay a strong protest to the Arab country.

On Sunday, Iran said it had arrested 12 people who had been preparing to "inflame ethnic conflict" through sabotage and assassination. It said they were linked to an Arab country but did not elaborate.

SMITHFIELD, Virginia (Reuters) - Painted pig statues grace the picturesque brick sidewalks of this small Virginia river town of 8,000, and its slogan, "Hams, History and Hospitality," probably tells visitors all they need to know about Smithfield and its relationship with Smithfield Foods, the world's largest hog producer.

Earlier this week, Smithfield Foodsreceived a $4.7 billion buyout offer from a Chinese food company. News that an agreement had been reached and was awaiting U.S. government approval sent a shiver through the community, where it is the largest employer with a payroll of nearly 4,000 people. Worldwide, Smithfield employs 46,000.

Ham is the town's primary industry, followed by tourism.

The hope, community leaders say, is that Smithfield Food's new owners will invest in the community, not cut jobs.

Shuanghui International Holdings Ltd's agreement to buy Smithfield would be the largest acquisition of a U.S. company by a Chinese one. The bid is part of an effort to feed growing demand in China for U.S. pork.

"The best news here is that the operation stays, and at least for now the company has committed to keep the management here," said John Edwards, editor of the weekly newspaper, the Smithfield Times, as he started his day recently over coffee at the Main Street Restaurant.

"All you can do is keep your fingers crossed, hang tight and be positive about the whole thing," Edwards added.

Smithfield Foods, which processed 27.7 million hogs in 2012, built its headquarters on a sprawling campus of colonial-style buildings on the Pagan River in the center of Smithfield. It is the cultural and economic heart of the town, which was founded in 1752. On the outskirts is a plant where hams are produced.

The "Smithfield Ham" label is so revered that in 1926 the Virginia legislature enacted a statute that required any ham labeled "Smithfield" to be processed within town limits, similar to European laws governing the labeling of wines and cheeses.

Joe Luter III, Smithfield Food's chairman, is the third generation of his family to lead the company. The Luters started what would become the company in 1936 as a small packing house in Smithfield.

But production in the town began as early as the 1780s with Captain Mallory Todd, a merchant from Bermuda who began shipping hams to England. Smithfield's access to the sea, along with its climate and soil ideal for growing peanuts and corn, made it an excellent location to raise pigs and commercially export them.

SHARED WEALTH

Luter grew up in Smithfield and has shared his wealth with his hometown, creating a park and providing seed money for civic improvement projects such as brick sidewalks and historic-looking street lamps.

The Virginia Landmarks Register says Smithfield "is perhaps the best preserved of Virginia's Colonial seaports."

Randy Forbes, the Republican who represents Smithfield's Congressional district in Virginia, was measured in his response. Forbes said the potential takeover "warrants robust analysis and review to ensure the safety and security of America's citizens as well as the preservation of national economic interests, food safety, and environmental standards. I look forward to following that review process closely."

Constance Rhodes, president of the Isle of Wight-Smithfield-Windsor Chamber of Commerce, said that what she likes about the pending sale is that it keeps manufacturing not only in Smithfield but in the United States.

In what now seems like prescience, Rhodes visited China last year as part of a national Chamber of Commerce initiative. She learned enough Mandarin to say, "Hello, goodbye and write my name."

Local tourism officials expect more Chinese visitors, and they want the community to put its best foot forward to make them feel welcome as they explore a small American town.

But not everyone shares those views.

Lee Diggs, a software writer who has lived in Smithfield for eight years with her husband and children, said if wealthy Chinese start buying up property, it could fundamentally change the small-town atmosphere, accentuated by graceful riverfront homes and mom-and-pop stores along Main Street.

She said she would do everything she could to discourage prospective buyers.

"I'd probably tell them it smells real bad when the wind is blowing in the right direction from the packing plants. I'd paint a negative picture, so I could keep it for myself," she said.

NEW YORK (Reuters) - Fashion designer John Galliano, who was fired by Christian Dior over his anti-Semitic tirades, lost another job after Parsons The New School for Design canceled his workshop because they could not agree on conditions for a "candid conversation" with students.

Last month, the college booked the British designer, once one of the most revered talents in the fashion world, to teach a workshop called "Show Me Emotion." His hiring drew complaints from some students who said the school should not employ someone who had been convicted of a hate crime.

The school announced on Tuesday that the class had been canceled.

"An important element of the planned workshop with John Galliano was a candid conversation about the connection between his professional work and his actions in the world at large," the school said in a statement.

"Unfortunately, we could not reach consensus with Mr. Galliano on the conditions of this conversation, and the program could not move forward," the school said.

A spokeswoman for Parsons would not comment further on the disagreement or whether the complaints, including an online petition with over 2,000 signatories against Galliano's visit, had affected the decision.

Liz Rosenberg, Galliano's publicist, said in an email on Wednesday, "John will not be commenting nor will I on his behalf. So sorry."

In 2011, a French court convicted Galliano for making "public insults based on origin, religious affiliation, race or ethnicity" after two episodes at a caf near his Paris home in which he used anti-Semitic slurs while arguing with other customers. The court gave him a suspended fine of 6,000 euros (US$8,000), which he will have to pay only if he is convicted of a similar offence.

Before his trial, a British newspaper published a video of a third episode in which Galliano could be seen taunting people at a nearby table, saying, "I love Hitler, and people like you would be dead," and calling them ugly. Shortly thereafter, Dior fired him from his position as creative director, and he was shunned by many prominent people in the fashion world.

Galliano apologized to the court for his behavior and said he had since sought treatment for alcohol and sedatives to which he said he was addicted and which he partly blamed for the outbursts.

Since his downfall, Galliano designed a wedding dress for the model Kate Moss, and, earlier this year, spent several weeks working at Oscar de la Renta's studio in New York, preparing for de la Renta's New York Fashion Week show in February.

Before cancelling the class, Parsons said it believed Galliano, 52, "has demonstrated a serious intent to make amends for his past actions."
