<![CDATA[ March 21 (Reuters) - Southampton striker Rickie Lambert, the top-scoring Englishman in the Premier League so far this season with 13 goals, extended his contract by two years until 2016 on Thursday.<p></p><p>With his career predominantly spent in the lower leagues, Lambert 31, joined Southampton in 2009 and has scored over 100 goals for the south-coast club.</p><p>He helped secure successive promotions to the top flight after they were relegated to the third tier of English football at the end of the 2008-09 season.</p><p>"Rickie Lambert is a very special player for Southampton Football club," team manager Mauricio Pochettino told the club's website (www.saints fc.co.uk)</p><p>"To have scored over 100 goals is a remarkable achievement, and one which he has made possible thanks to hard work and dedication."</p><p>Back in the Premier League this season after a seven-year absence, Southampton sit 16th on 31 points, four points above the relegation zone with eight matches remaining.</p><p>"In my time at the club I have been impressed by his mentality and commitment to improving himself in training - attributes that have allowed him to adapt to the Premier League so well," added Pochettino.</p><p>"I am delighted that Rickie has committed himself to the club... and have no doubts that he will continue to deliver for Southampton as we look to push on to the next level."</p><p>Liverpool's Uruguay forward Luis Suarez tops the Premier League scoring charts with 22, followed by Dutchman Robin van Persie of Manchester United on 19, Tottenham Hotspur's Welshman Gareth Bale with 16 and Chelsea's Senegalese frontman Demba Ba on 15 along with Spaniard Michu of Swansea City. <title>Car bomb at Pakistani refugee camp kills</title>

<![CDATA[ PESHAWAR, Pakistan (AP)  A car packed with explosives blew up inside a refugee camp in northwestern Pakistan on Thursday as hundreds of people lined up to get food, killing 12 and wounding 20, police said.<p></p><p>The attack occurred at Jalozai camp on the outskirts of the main northwest city of Peshawar, said police officer Mohammad Zahid. The camp hosts Pakistanis who have been displaced by fighting between the army and the Taliban in the country's northwest.</p><p>Most of the people hit by the attack were from the Bajur and Khyber tribal areas along the Afghan border, said Zahid. The army has carried out operations against the Pakistani Taliban in both those areas.</p><p>Many of the camp's residents get rations from the United Nations' World Food Program. It's unclear whether the attack will disrupt the group's operations there because of safety concerns.</p><p>Jalozai, about 30 kilometers (19 miles) southwest of Peshawar, is one of three camps in Pakistan for people displaced by the fighting in the northwest.</p><p>It's run by the Pakistani government with assistance from various international aid agencies and is essentially a small city, with about 65,000 refugees living there. It has schools, a hospital and various job training programs designed to help people prepare for their eventual return home. Representatives from the various aid groups constantly travel back and forth to the camp, and foreign delegations often visit.</p><p>An attack like Thursday's is extremely rare, although there have been concerns over the years that militants would try to infiltrate Jalozai and other camps like it.</p><p>Peshawar is located on the border of the tribal region, the Taliban's main sanctuary in the country, and has been hit with scores of bombings in recent years. <title>Senate approves funding bill to avert go</title>

<![CDATA[ WASHINGTON (Reuters) - The Senate on Wednesday approved legislation to avert a government shutdown next week, freeing Democrats and Republicans to spend the next few months arguing over deeply divided strategies to shrink longer-term budget deficits.<p></p><p>The bill, which would keep government agencies and programs funded through the end of the fiscal year on September 30, must go back to the House of Representative for final approval on Thursday.</p><p>House Appropriations Committee Chairman Hal Rogers said he was pleased with the bill and believes it can pass the Republican-controlled House.</p><p>"It's a great success," Rogers told reporters. He called the effort a "healthy start" toward returning to a normal, bipartisan budgeting process.</p><p>The measure, approved by a 73-26 vote, keeps in place $85 billion in automatic spending cuts, but it offers the military and some domestic agencies more flexibility to shift funds within these reduced budgets to higher-priority programs.</p><p>Without new government spending legislation enacted by March 27, federal agencies and discretionary programs ranging from the Department of Transportation to national parks would have faced a shutdown.</p><p>Both parties opted against risking such a shutdown as they wrangle over longer-term tax and spending policy. If approved by the House as expected, the measure pushes the next critical fiscal deadline to late July or early August, when the next increase in the federal borrowing limit will be needed.</p><p>Until then, Democrats and Republicans are likely to argue over their vastly different budget resolutions that are expected to pass each chamber before a two-week recess starts at the end of the week.</p><p>The Senate immediately opened debate on its first budget in nearly four years, a Democratic-focused plan that calls for raising nearly a $1 trillion in new tax revenues, spending $100 billion more on infrastructure and offering up some modest spending cuts.</p><p>The Senate budget stands in stark contrast to the Republican proposal being debated in the House, which calls for deep cuts to social programs to reach a small surplus by 2023.</p><p>Some analysts question whether the House and Senate will be able to reconcile their diametrically opposed budgets and say a broader fiscal agreement would require direct negotiations this summer between President Barack Obama and House Republicans.</p><p>That scenario could be eerily reminiscent of the high-pressure 2011 budget standoff, in which a deal was cobbled together before a potential August debt default.</p><p>The budget blueprints do not carry the force of law, but set a guideline for an overall spending limit for discretionary budgets determined by the appropriations committees.</p><p>PET PROJECTS</p><p>The Senate vote was not without drama. Dozens of senators tried to attach provisions to shield pet programs and regional interests from the pain of automatic spending cuts ranging from air traffic controllers to inspectors at meat processing plants.</p><p>On Tuesday, Republican Senator Jerry Moran of Kansas tried to block Senate consideration of the spending bill for the rest of this fiscal year unless he was promised a vote on his proposal to shield air traffic controllers at small, rural airports from the spending cuts.</p><p>Moran's sparsely populated state depends heavily on small airports and is home to several civil aircraft manufacturers. He said staff reductions or shutdowns of rural control towers would remove a critical safety layer in the air traffic control system.</p><p>"Once there is an accident, and somebody dies and a plane crashes, the question will always be 'what if there had been an air traffic control tower there? What if we had left the program in place?'" <![CDATA[ WASHINGTON (AP)  The Senate approved legislation Wednesday to lock in $85 billion in widely decried spending cuts aimed at restraining soaring federal deficits  and to avoid a government shutdown just a week away. President Barack Obama's fellow Democrats rejected a call to reopen White House tours scrapped because of the tightened spending.<p></p><p>Federal meat inspectors were spared furloughs, but more than 100 small and medium air traffic facilities were left exposed to possible closure as the two parties alternately clashed and cooperated over proposals to take the edge off across-the-board spending cuts that took effect on March 1.</p><p>Final House approval of the measure is likely as early as Thursday. Obama's signature is a certainty, meaning the cuts will remain in place at least through the end of the budget year on Sept. 30  even though he and lawmakers in both parties have criticized them as random rather than targeted. Obama argued strongly against them in campaign-style appearances, predicting painful consequences, before they began taking effect, and Republicans objected to impacts on Pentagon spending.</p><p>Without changes, the $85 billion in cuts for the current year will swell to nearly $1 trillion over a decade, enough to make at least a small dent in economy-threatening federal deficits but requiring program cuts that lawmakers in both parties say are unsustainable politically. As a result, negotiations are possible later in the year to replace the reductions with different savings.</p><p>The administration as well as Republicans picked and chose its spots in arguing for flexibility in this year's cuts.</p><p>"My hope is that gets done," Agriculture Secretary Tom Vilsack said earlier in the week of the effort to prevent layoffs among inspectors that could disrupt the nation's food supply chain. "If it does not, come mid-July we will furlough meat inspectors," he added, departing from the administration's general position that flexibility should ease all the cuts or none at all.</p><p>Nor did the White House resist a bipartisan plan to prevent any cut in tuition assistance programs for members of military.</p><p>The final vote was 73-26, with 51 Democrats, 20 Republicans and two independents in favor and 25 Republicans and Democratic Sen. Jon Tester of Montana opposed.</p><p>Political considerations were on ample display in both houses as lawmakers labored over measures relating to spending priorities, both for this year and a decade into the future.</p><p>Rep. Mark Mulvaney, R-S.C., said he had wanted the House to vote on Obama's own budget, but he noted the president hadn't yet released one. "It's with great regret ... that I'm not able to offer" a presidential budget for a vote, he said. He added he had wanted to vote on a placeholder  "34 pages full of question marks"  but House rules prevented it.</p><p>Minority Democrats advanced a plan that calls for $1 trillion in higher taxes, $500 billion in spending cuts over a decade and a $200 billion economic stimulus package. Republicans voted it down, 253-165.</p><p>They are expected to approve their own very different blueprint on Thursday.</p><p>It calls for $4.6 trillion in spending cuts over a decade and no tax increases, a combination that projects to a balanced budget in 10 years' time. That spending plan would indeed be simply a blueprint, lacking any actual control over federal spending.</p><p>The issues were grittier in the Senate, where lawmakers grappled with the immediate impact of across-the-board cuts on individual programs.</p><p>Sen. Tom Coburn, R-Okla., a deficit hawk, said he wanted to reopen the White House tours, shut down since earlier in the month. He said his proposal would take about $8 million from the National Heritage Partnership Program and apply it toward "opening up the tours at the White House, opening up Yellowstone National Park and the rest of the national parks."</p><p>White House press secretary Jay Carney told reporters previously the decision the cancel the White House tours was made by the Secret Service because "it would be, in their view, impossible to staff those tours; that they would have to withdraw staff from those tours in order to avoid more furloughs and overtime pay cuts."</p><p>But in remarks on the Senate floor, Coburn said, "This is a Park Service issue, not a Secret Service issue."</p><p>Sen. Jack Reed, D-R.I., said the funds involved in Coburn's amendment would not go to the Secret Service, and as a result the tours "would not be affected." He also said the Heritage program, a public-private partnership, helps produce economic development and should not be cut.</p><p>The vote was 54-45 against the proposal. Montana Sen. Max Baucus, whose state borders on Yellowstone National Park, was the only Democrat to vote with Republicans.</p><p>The Park Service has announced some parks may open late to automobile traffic this spring because budget cuts have reduced funds available to clear roads of winter snow.</p><p>The overall legislation locks in the $85 billion in spending cuts through the end of the budget year, yet provides several departments and agencies with flexibility in coping with them. It extends flexibility to the Pentagon, the departments of Homeland Security, Veterans Affairs, Justice, State and Commerce and the Food and Drug Administration.</p><p>But bipartisanship has its limits, and in private negotiations Republicans rejected Democratic attempts to provide flexibility for the rest of the government.</p><p>That set off a scramble among lawmakers to round up support for changes on a case-by-case basis.</p><p>The provision to prevent furloughs for federal meat inspectors had the support of industry as well as from both sides of the political aisle and cleared without a vote. It was supported by Sen. Mark Pryor of Arkansas, a Democrat seeking re-election next year, and Sen. Roy Blunt of Missouri, who quietly helped Democrats round up the votes they needed to clear the legislation over a procedural hurdle.</p><p>The effect was to transfer $55 million to the Agriculture Department's Food Safety and Inspection Service from other accounts within the department, including deferred maintenance.</p><p>"Without this funding, every meat, poultry, and egg processing facility in the country would be forced to shut down for up to two weeks," said Blunt. "That means high food prices and less work for the hardworking Americans who work in these facilities nationwide."</p><p>In contrast to Blunt, Sen. Jerry Moran, R-Kansas, opposed Democrats when they sought to overcome procedural hurdles earlier in the week.</p><p>In the days since, he repeatedly refused to let the bill advance unless he was given a chance to cancel about $50 million in cuts aimed at contract employees at more than 170 air traffic facilities around the country. <title>Singer Morrissey will not get meat-free</title>

<![CDATA[ LOS ANGELES (Reuters) - British vegetarian rock singer Morrissey's concert in Los Angeles next week will be a little more meaty than the former Smiths frontman had initially hoped.<p></p><p>The longtime animal rights activist said earlier this week he had urged the Staples Center arena to close the concessions of fast-food chain McDonald's and to halt the sale of meat by other outlets at the venue for his March 1 performance there.</p><p>Morrissey's representatives said in a statement on Monday that Staples Center had agreed to the request, and they added it would the first time that all vendors within and around the Los Angeles venue would be 100 percent vegetarian.</p><p>But Staples Center arena operator Anschutz Entertainment Group, or AEG, said on Thursday that meat would still be on menus.</p><p>"As of right now, there will be meat options for fans," Staples Center spokeswoman Cara Vanderhook told Reuters.</p><p>It was unclear how the apparent confusion arose.</p><p>AEG will also roll out a special line of meatless food concessions for fans, including vegan sloppy Joes, vegan sushi, and hummus and pita bread.</p><p>The animal rights pressure group PETA recently named Staples Center as the most vegetarian-friendly venue in professional basketball.
