The 2012 champion Chiefs had already clinched the New Zealand conference but needed to win the match to ensure they finished in the top two. The victory moved them to 66 points and top of the table.

The second-placed Bulls (63) play the Stormers later on Saturday, where they should know what they need to do to edge out the third placed ACT Bumbies (59), who face the lowly Western Force in Perth beforehand.

The Blues were bidding farewell to All Blacks trio Ali Williams, Anthony Boric and Rene Ranger and their intensity illustrated their intention to send them off on a winning note.

That intensity boiled over, however, when loose forward Kane Barrett was sent off by referee Chris Pollock in the 23rd minute for rucking Craig Clarke too close to the Chiefs captain's head.

The Chiefs had been leading 8-3 after flyhalves Baden Kerr and Aaron Cruden traded penalties before Waikato inside centre Bundee Aki crossed when Barrett was dismissed.

The reduction to 14 men only helped the home side, who took the lead when fullback Charles Piutau flopped on a clever Kerr grubber kick behind the defensive line.

The Chiefs then exploited their numerical advantage with a rolling maul from an attacking lineout and hooker Hika Elliott barged over.

Kerr added a penalty to lock the scores at 13-13 at halftime then he slotted his third of the game to give the home side a 16-13 lead, but he was then yellow-carded for a deliberate knockdown shortly after to give the Chiefs a two-man advantage.

The Chiefs took advantage of the sinbinning with Tameifuna grabbing his first try from in close, before he added his second shortly after Kerr returned to give the visitors their bonus point.

Replacement Gareth Anscombe added a penalty after the hooter to pad the advantage, which could have been more comfortable had Cruden not missed all four conversion attempts.

"We would like to thank the Blues for a pretty intense game. Obviously with 14 men it was going to be a difficult task for you lads and I think you showed a hell of a lot of pride that you did," Chiefs captain Clarke said in a pitchside interview.

At a U.S. House of Representatives Oversight and Government Reform Committee hearing, Gregory Roseman, an IRS official involved in awarding IRS contracts, repeated four times that he would not answer questions. He was then excused from the hearing.

"I respectfully decline to answer any questions and invoke my Fifth Amendment privilege to remain silent," Roseman said, referring the Constitution's protection against self-incrimination.

Committee Chairman Darrell Issa, a California Republican, released the report on Tuesday that detailed personal ties between Roseman and the president of a Virginia-based government contracting business Strong Castle Inc.

The report also said the company made false statements to beat rivals for the work. Strong Castle, formerly known as Signet Computers, has denied any wrongdoing.

Roseman has been reassigned within the IRS because of his role in awarding the contracts.

IRS deputy commissioner Beth Tucker told the House panel the new information revealed by the committee is "deeply troubling," and that the IRS is taking steps to end its ties to Strong Castle.

The alleged misconduct by Strong Castle and Roseman shows "shockingly inappropriate" behavior and highlights how the company was able to "successfully manipulate the system to acquire contracts," Issa said on Wednesday.

The controversy is the latest in a series suffered by the IRS in recent weeks, most notably an inspector general report that last month said the agency inappropriately gave added scrutiny to conservative Tea Party-linked groups seeking tax-exempt status.

It was the second time in two months that an IRS official refused to answer questions at a congressional hearing.

Last month, Lois Lerner, the former head of the IRS tax-exempt division at the center of the Tea Party groups controversy, angered lawmakers by reading a statement before refusing to testify.

Issa's panel will vote on Friday on whether Lerner waived her Fifth Amendment right by giving a brief opening statement.

NEW YORK (Reuters) - Chef Cupertino Ortiz enjoys a challenge.

Earlier this year when he took over as executive chef at Mukul, the first luxury beach resort in Nicaragua, he found neither an identifiable cuisine nor a cohesive menu, and the nearest city to buy provisions was two hours away.

"You had to be very organized," said Ortiz, who began by forging relationships with nearby farms and fisheries and recruiting local kitchen help.

He also started applying Mediterranean techniques to traditional Nicaraguan flavors.

Born in Acapulco, Mexico, Ortiz honed his skills at restaurants and resorts in Mexico and the Caribbean, most recently as executive chef at Sugar Beach resort on the island of St. Lucia.

On a recent visit to New York City, Ortiz, 35, spoke to Reuters about training in kitchens rather than culinary school and reinventing Nicaraguan comfort food for a luxury resort.

Q: How did you decide to become a chef?

A: Since I was a child I wanted to be a chef. I was always interested in flavors and sauces and I loved my mother's cooking.

Q: What was your training?

A: I did not want to go to culinary school. I started in kitchens at French-Mexican restaurants in Acapulco. I worked as a line cook, garde manger (a cook who prepares cold food), then as a chef. My bosses sent me to train in San Francisco, Australia and Chicago.

Q: Describe your cooking.

A: My focus is Mediterranean cuisine. I love to cook with seafood and I've been lucky working in resorts near oceans. My cooking is simple, clean, and not too heavy. If it's fish you'll enjoy the fish.

Q: What were the challenges you encountered at Mukul?

A: When I got to Mukul, not very much of the food was fresh and nearby. So I began to work with local farms and fisheries and to train local people. Now the fish comes from the neighboring village of Gigante ... A couple of months ago I started a garden. We have zucchini, corn, tomatoes, rosemary, basil ... We created a farm to plant avocado, papaya, mangoes. One of the ideas was to grow all the vegetables, herbs and fruit.

Q: What is "Cocina Nikul"?

A: When we got to Mukul the cuisine wasn't clear. Mr. Pellas (Carlos Pellas, the owner) wanted some of his mother's Nicaraguan dishes brought into the cuisine. So I've done dishes that are Nicaraguan with a combination of Mediterranean flavors. That's what we call Cocina Nikul'.

Q: What are some typical ingredients?

A: Chayote is a small squash that Nicaraguan and Mexican people use in nearly every dish. But they use it cooked. I use it raw and thinly sliced. Also yucca: in Nicaragua, people make it on the street. It's called vigaron and eaten like coleslaw. I use yucca differently. I'll slice it raw and use it crispy in ceviche or make a gnocchi with yucca.

Q: Any pleasant surprises?

A: I always used American beef and I was very happy to cook with it until I got to Nicaragua. The quality of grass-fed Nicaraguan beef is amazing. Americans might find it a little tough but it's more flavorful. Their pork and lamb are also organic and grass-raised. And Nicaraguan cheese, is very, very good cheese.

Q: Do you feel like a pioneer?

A: I love it. I am very happy working there. I like to help give people in the area jobs and to train them. I like being a part of that whole idea.

Cupertino Ortiz's Pineapple Gazpacho (Serves 2-4)

2 cups peeled and chopped fresh pineapple

2 tablespoons chopped yellow onions

2 tablespoons chopped yellow bell pepper

2 leaves of fresh basil

1 teaspoon sherry vinegar

1 tablespoon extra-virgin olive oil

1 slice of white bread that is soaked in milk 5 minutes

1 tablespoon plain yogurt

Salt and pepper to taste

1. In a bowl, combine the pineapple, onion, bell pepper, basil and vinegar together and let sit to marinate for five minutes.

2. Heat the oil in a saut pan and set heat to medium.

3. Place the marinated ingredients in heated pan and saut/stir for two minutes. Let it cool.

4. Once cooled, place sauted ingredients in a blender. Add the yogurt and bread. Blend everything together for about 1 minute till the mixture is smooth, but with few chunks.

5. Add salt and pepper to taste.

6. Place mixture in a bowl and place in refrigerator for 2-3 to chill.

7. Serve cold. Can be made and chilled a day in advance.

MTHATHA, South Africa (Reuters) - A feud between factions of Nelson Mandela's family descended into soap opera farce on Thursday when his grandson and heir, Mandla, accused relatives of adultery and milking the fame of the revered anti-apartheid leader.

In a news conference broadcast live on TV that stunned South Africans, Mandla Mandela confirmed rumors that his young son, Zanethemba, was in fact the child of an illicit liaison between his brother Mbuso and Mandla's now ex-wife Anais Grimaud.

With Mandela on life-support in a Pretoria hospital, the escalating feud has transfixed and appalled South Africa in equal measure as it contemplates the reality that the father of the post-apartheid "Rainbow Nation" will not be around forever.

"Mbuso impregnated my wife," Mandla said in Mvezo, the Eastern Cape village 700 km (450 miles) south of Johannesburg where Mandela - now 94 years old and critically ill - was born and where Mandla serves as the formal chief of the clan.

Mandla, 39, first raised questions about his son's paternity last year when he split from French-speaking Grimaud, who has since moved back home to the Indian Ocean island of Reunion. He also revealed then that he was unable to have children.

His attempts to get the family to address the questions of Zanethemba's paternity had been rebuffed in the interests of preserving a semblance of unity in South Africa's most famous family, Mandla said.

"This matter has never been discussed by the so-called members of the family who say that they want to ensure there is harmony in this family," he said, challenging reporters to conduct DNA tests to confirm his allegations.

"The facts are there. You may go and find out, do the necessary tests that are needed," he said. His brother Mbuso has denied being the father of the child.

Newspapers have plastered "Mandela vs. Mandela" headlines across their front pages and editorials have bemoaned the cruel irony of bitter divisions inside the family of a man lauded the world over as the epitome of reconciliation between races.

The government said that Mandela remained "critical but stable" after nearly four weeks in hospital.

"THE MANDELA WAGON"

The sleepy community of Mvezo, set amid the rolling hills of the Eastern Cape, has been at the center of a vicious dispute that may ultimately determine where South Africa's first black president will be laid to rest.

Two years ago, Mandla exhumed the bodies of three of Mandela's children from Qunu, where Mandela grew up, and moved them the 20 km to Mvezo, where Mandla has built a visitor center and a memorial center dedicated to his grandfather.

Mandla said he moved the bodies based on his right as chief to decide the final resting place of family members, especially his father Makgatho who died of an AIDS-related illness in 2005.

"I hold the right to determine where he is buried. I am the chief of Mvezo, as a traditional leader and the head of the royal house of Mandela," said Mandla, dressed in a black leather jacket and red shirt.

Despite his assertions, many of South Africa's 53 million people believe the exhumations were part of a deliberate plan to ensure Mandela was buried in Mvezo.

Last week, a rival faction of the family, led by Mandla's aunt Makaziwe and including Mbuso, won a court order for the bodies to be returned to Qunu - an edict carried out late on Wednesday after a last-minute legal bid by Mandla failed.

Speaking calmly and deliberately in front of a bank of cameras, Mandla lashed out at Makaziwe and members of the wider family, accusing them of trying to cash in on the legacy of one of the 20th century's most respected political figures.

"This is the very family that has taken their own father, their own grandfather, to court for his monies," he said, referring to a long-running legal bid by Makaziwe to remove the guardians of a Mandela charitable trust.

"It seems like anyone and everyone can come and say 'I am a Mandela' and demand to be part of the decision-making in this family," he said. "Individuals have abandoned their own families and heritage and decided to jump on the Mandela wagon."

Makaziwe has declined to comment on the graves dispute, telling reporters that it is a "private family matter".

The three Mandela children exhumed from Mvezo are an infant girl who died in 1948, a boy, Thembi, who died in a car crash in 1969, and Mandla's father, Makgatho. In all, Mandela fathered six children from his three marriages.

For decades, the stadium at the West Side Tennis Club was not only one of the cathedrals of tennis host of the U.S. Open it was also a stirring music venue, tucked into a leafy neighborhood of stately homes in Queens' Forest Hills neighborhood.

That heyday came to an end in 1978 when the Open moved 3 miles away to the much more expansive grounds at Flushing Meadows. The horseshoe-shaped stadium at Forest Hills quickly became a relic, and its days as a music venue faded as well amid complaints from neighbors about noise, crowds and cars parking on residential streets.

But a new plan is now in the works to revive the sound of music at the 16,000-seat Forest Hills stadium and perhaps, one day, bring back big-time professional tennis.

"We were once the center of the tennis universe," says club president Roland Meier. "And this is our revival."

It begins Aug. 28 with a concert featuring the British band Mumford & Sons, which will serve as a test to convince neighbors that such performances will not create too much of a disturbance. If all goes well, club officials and a promoter are aiming to stage 18 more concerts in the next three or four years.

"The concerts will go on if they're palatable to the neighborhood," says Meier. "We're sensitive to the neighborhood."

He says the hope is that the music will draw more attention to the century-old Queens club itself where the membership has dropped from more than 1,000 to 750 in recent years and help bring back professional tennis events.

After years of neglect, the 90-year-old stadium is definitely showing its age, with areas of crumbling concrete and weeds sprouting in the stands. Meier says testing has proved that the stadium is structurally sound but needs repairs to its concrete that are underway, a better sewer system, sealing to avoid water penetration and new seating.

Still, the old edifice retains the distinctive columns and archways that made it a distinguished home of the national tennis championships from 1915 to 1977.

Spectators look out on the lush, green grass courts and the grand, Tudor-style clubhouse, rich with the history of the great champions who played there: Bill Tilden, Fred Perry, Margaret Court, Pancho Gonzales, Billie Jean King and Rod Laver.

It was the place where Arthur Ashe became the first African-American man to win the open, where a skinny teenager from Florida named Chris Evert burst onto the scene, and where Guillermo Vilas beat Jimmy Connors on clay to win the last men's final there in 1977.

The 1960s and '70s were the high point of the stadium as a music venue. The Beatles played two consecutive sold-out shows there in 1964. Barbra Streisand took a break from her role in Broadway's "Funny Girl" to play a concert at the stadium that same year. Frank Sinatra, Bob Dylan, The Rolling Stones and The Who were among the big names.

The venue secured its place in music lore in 1967 when Jimi Hendrix was the opening act for The Monkees. He got so tired of the boos and screams from impatient fans of the group that he flipped a finger at the crowd and stormed off stage.

Complaints from neighbors were a big part of the reason the music went away. Frank Gulluscio, district manager of Queens' Community Board 6, says he's been working with the club and police to make sure traffic and noise are kept to a minimum during the Mumford & Sons show in August.

Henry Berolzheimer, 84, who lives a walk away, says he wouldn't mind hearing music again.

After all, decades ago, "when they would play, you could listen from our living room for free," he says. "I heard Janis Joplin, I heard The Beatles, I heard most of them."

He and his late wife once rented out their garage to accommodate the cars that crowded the residential neighborhood. But traffic hasn't been a problem for a while.

"Nothing has happened here in about 20 years," club president Meier acknowledges. "We've had wallflower status."

At one point in 2010, club members voted down a proposal to sell the stadium to a developer who wanted to turn the property into luxury apartments.

Meier says the club's nearly 12 acres are "the biggest undeveloped property in Queens, and we want to retain this oasis an intimate setting with so much history."

"It's a time of transition, and there's an excitement here about this."

Mortgage buyer Freddie Mac said Thursday that the average rate on the 30-year loan increased to 3.71 percent. That's up from 3.67 percent last week, the lowest since long-term mortgages began in the 1950s.

The average rate on the 15-year mortgage, a popular refinancing option, rose to 2.98 percent. That's up from 2.94 percent last week, also a record low.

The rate on the 30-year loan has been below 4 percent since early December. Low rates are a key reason the housing industry is showing modest signs of a recovery this year.

In April, sales of both previously occupied homes and new homes rose near two-year highs. Builders are gaining more confidence in the market, breaking ground on more homes and requesting more permits to build single-family homes later this year.

Low rates could also provide some help to the economy if more people refinance. When people refinance at lower rates, they pay less interest on their loans and have more money to spend.

Still, the pace of home sales remains well below healthy levels. Economists say it could be years before the market is fully healed.

Many people are still having difficulty qualifying for home loans or can't afford larger down payments required by banks. Some would-be home buyers are holding off because they fear that home prices could keep falling.

The economy is growing only modestly and job creation slowed sharply in April and May. U.S. employers created only 69,000 jobs in May, the fewest in a year.

Mortgage rates have been dropping because they tend to track the yield on the 10-year Treasury note. Uncertainty about how Europe will resolve its debt crisis has led investors to buy more Treasury securities, which are considered safe investments. As demand for Treasurys increase, the yield falls.

To calculate average rates, Freddie Mac surveys lenders across the country on Monday through Wednesday of each week.

The average does not include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount.

The average fee for 30-year loans was 0.7 point, unchanged from last week. The fee for 15-year loans also was unchanged at 0.7 point.

The average rate on one-year adjustable rate mortgages slipped to 2.78 percent from 2.79 percent last week. The fee for one-year adjustable rate loans was 0.5, up from 0.4.

The 400-mile event was rescheduled for Sunday at noon.

TIRANA (Reuters) - If outgoing Albanian Prime Minister Sali Berisha was one of the most resilient leaders of the turbulent Balkans, his successor after a Sunday election is its most colorful.

Towering over most of his countrymen, former basketball player and artist Edi Rama won international acclaim by splashing paint and cleaning up his native Tirana in a decade as its energetic mayor.

He once vowed never to wear a tie and described politics in the former communist nation as "the highest level of conceptual art".

But now having reached the top, Rama faces a challenge to take his success in the city to the rest of the country - rundown, poor and still governed by patronage and muscle.

A Rama-led Socialist alliance won a landslide victory in Sunday's parliamentary election, denying 68-year-old Berisha an unprecedented third term and likely ending a career that stretches back to the fall of communist rule in 1991.

At 48, Rama is young enough not to feel the weight of more than four decades of Stalinist rule, when Albania was the North Korea of its day, paranoid and closed off under dictator Enver Hoxha.

"Rama is a typical intellectual of 1980s Tirana," said Shpetim Nazarko, an analyst and publisher. "Compared to (Berisha), he belongs to another generation that did not grow up in isolation."

It was rebellion against his sculptor father, who sat in the communist parliament and once made a statue of Hoxha and a bust of Karl Marx, that saw Rama turn instead to painting.

As an artist and university lecturer, he was one of the first Albanian intellectuals to clamor for change in 1990 when loyalists of Hoxha, who died in 1985, began to teeter with the fall of communism elsewhere in Eastern Europe.

"A BALKAN ORIGINAL"

Rama moved to Paris, living the life of a bohemian, but when he returned to Tirana in 1998 to bury his father, he was lured into politics by Prime Minister Fatos Nano, leader of the Socialist Party, the successor to the communists.

Nano made him culture minister, but it was as mayor of the capital from 2000 that Rama really made his mark, painting its drab Communist-era buildings in bright colors, planting thousands of trees and tearing down makeshift buildings that made the city dirty, chaotic and in some areas resemble an open-air urinal.

Rama won three terms and in 2004 was named World Mayor by an international think-tank for local government. Tall and slim, with cropped grey hair and salt-and-pepper stubble, he was described as "a Balkan original" in a profile in The New Yorker.

He still prefers not to wear ties, when he can, but has lost the earring that he returned from Paris with.

While his fans say Rama made Tirana shine, critics complain he bowed too often to big business and failed to properly regulate construction.

In 2005, when Nano lost an election to Berisha, Rama became leader of the Socialists, the anti-communist maverick taking the helm of the regime's successor-party.

In 2007, when Rama ran again for mayor, Albanian newspapers published pictures of him in the nude on a beach in southern France. He railed against an invasion of his privacy, and was duly re-elected.

Two years later, when the Socialists narrowly lost again to Berisha's Democrats, Rama called protesters onto the streets. Four were shot dead by security forces, deepening the country's polarization between supporters of the two men.

Twice divorced, Rama married for a third time two years ago. He was derided by Berisha, who said his opponent took a new wife for each new election.
