JACKSON, Mississippi (Reuters) - Mississippi will require doctors to collect umbilical cord blood from babies born to some young mothers, under a new law intended to identify statutory rapists and reduce the state's rate of teenage pregnancy, the highest in the country.

The measure, which takes effect on July 1 and is the first of its kind in the country, targets certain mothers who were 16 or younger at the time of conception. Under the law, doctors and midwives will be expected to retrieve umbilical cord blood in cases where the father is 21 or older or when the baby's paternity is in question.

Samples will be stored at the state medical examiner's office for testing in the event that police believe the girl was the victim of statutory rape. But they will not automatically be entered into the state's criminal DNA database.

Supporters of the law say it offers an important new tool to prevent older men from having sex with younger girls. Critics argue, however, that it violates privacy and will do little to deter teen pregnancy.

"We think it's a very invasive law to a woman who is already in a vulnerable situation," said Carol Penick, executive director of the Women's Fund of Mississippi, a nonprofit organization dedicated to women's rights.

Mississippi leads the nation in teen live-birth rates with 55 out of 1,000 babies born to young women between the ages of 15 and 19, according to 2010 data from the Centers for Disease Control and Prevention. The national average was 34.2 live births per 1,000 population and the lowest was 15.7, in New Hampshire, the CDC reported.

Governor Phil Bryant said, "As governor, I am serious about confronting and reducing teen pregnancy in Mississippi. Unfortunately, part of this epidemic is driven by sexual offenders who prey on young girls. This measure provides law enforcement with another tool to help identify these men and bring them to justice."

Mississippi is the first state to pass such a law, said the bill's author, Republican state Representative Andy Gipson. The state will pay for the costs of the collection and testing of cord blood, Gipson said, adding that testing will be conducted as needed as part of criminal proceedings. An estimate of those costs was not yet available.

Bryant also championed a 2012 state law requiring doctors to preserve fetal tissue in abortions involving girls under 14 if they suspect the pregnancy resulted from a sex crime against a minor.

UNCHARTED LEGAL TERRITORY

The latest measure puts Mississippi in uncharted territory and opens it to legal challenges, according to Matt Steffey, a constitutional law professor at Mississippi College School of Law.

"The argument is that the DNA is abandoned or about to be abandoned as medical waste, and a person doesn't have constitutional privacy over trash," he said. "But I think people are understandably nervous about the government collecting and permanently storing information from their DNA."

Steffey said the law puts doctors in the awkward position of acting as law enforcement officers. The state medical association successfully pushed for a penalty exemption for doctors who do not comply in good faith.

"Physicians would rather the Board of Medical Licensure supervise and regulate the practice of medicine instead of having government intrusion between doctors and patients," said Thomas E. Joiner, immediate past president of the Mississippi State Medical Association.

Penick said the state would be better off pursuing proven teen pregnancy prevention methods, such as comprehensive sex education and access to confidential health services.

Mississippi requires public schools to teach sex education, but the instruction is limited to either an abstinence-only or abstinence-plus curriculum, which critics say is not comprehensive enough.

The album's themes are familiar for the band the message of love, positive thoughts and simplicity is at the core. But "Here Come the Kings" still shows the reggae outfit's progress musically.

That's especially true on "Girl Is Mine," an impressive and bold cover of Michael Jackson and Paul McCartney's 1982 hit song. Morgan Heritage not only does the song justice, they also give it a nice reggae twist.

McQuaid said Armstrong should travel to UCI headquarters in Switzerland to tell all about his doping history and offer to help clean up the sport.

"He should jump on his private plane, come to Switzerland and say, 'What should I do?'" McQuaid told reporters. "He still hasn't apologized to the sport of cycling. If he has information that is valuable to the sport he should come forward."

McQuaid said Armstrong should also meet with the U.S. Anti-Doping Agency and World Anti-Doping Agency to provide full details on how he cheated to win the Tour de France seven times. The American was stripped of all the titles last year after admitting to doping.

"Everyone accepts he has not come clean," McQuaid said. "He should sit down and work with us."

McQuaid and the UCI have come under fire for failing to catch Armstrong and the federation has been accused of complicity and coverups in his cheating.

But, in a wide-ranging interview with reporters on the sideline of the SportAccord Convention, McQuaid repeatedly defended himself, the UCI and former president Hein Verbruggen.

"I do not think the UCI made mistakes," the Irish official said. "The facts show the UCI was always the most advanced federation in the fight against doping. The problem was the products that couldn't be tested for at the time. There were no tests available for the products. The UCI was not to blame.

"Ten or 15 years ago, the armoury was much weaker. Today we are spending 7.5 million euros ($9.6 million) a year on testing. We are not spending 7.5 million euros ($9.6 million) to let cheats get away."

McQuaid said the UCI tested Armstrong 200 times between 1999 and 2005, while USADA tested him 12 times during that period.

"All the blame has been put on the UCI," he said. "Maybe USADA and WADA should also take some responsibility."

McQuaid said he has invited USADA chief executive Travis Tygart for talks in Switzerland. Tygart, who has been one of the UCI's harshest critics, has accepted and a date for the meeting is being arranged, McQuaid said.

The UCI head claimed he never suspected Armstrong was cheating during his dominance of the Tour de France, saying he had been inspired by the rider's comeback from cancer.

"I didn't know what he was up to. I was fooled," McQuaid said. "I believed there was no way a man so close to death would go and start putting stuff into his body that could be dangerous. ... I gave him the benefit of the doubt."

McQuaid, who has faced calls to step down in the wake of the Armstrong revelations, said he has never considered resigning.

"I firmly believe I am making a difference," he said. "I firmly believe there is a change in the peloton and the sport has changed."

McQuaid, who has headed the UCI for eight years, is up for re-election for a third term in September.

"I want to eradicate doping," he said. "I want to see this through. I want to finish what I started."

Despite the continuing questions over the UCI's role and the fallout from the Armstrong case, McQuaid believes the scandal will fade away and the sport has a rosy future.

"I believe it's in the past,' he said. "I believe it will pass over. It will go away. The sport has a bright future. We're becoming truly global."

McQuaid cited the growth of the sport in Asia and Africa, and predicted a "black African will make the podium of a major tour within the next six years."

On another subject, he said the UCI is proposing the addition of BMX freestyle and mountain bike elimination events for the 2016 Olympics in Rio de Janeiro. Also still in discussions, he said, is the possibility of bringing skateboarding into the Olympics under the UCI umbrella.

BRUSSELS (Reuters) - European Union antitrust regulators are asking mobile telecoms operators and handset makers if their Android deals with Google block rivals in mobile telephony, a move that could lead to a second investigation into the company.

Google is already seeking to settle a three-year probe into complaints it squeezed out online search rivals. The Internet search company has offered concessions including labeling its products in search results and providing links to competing sites. EU Competition Commissioner Joaquin Almunia has said he will likely ask for more.

The EU regulators' latest action was prompted by complaints, including from Microsoft and Nokia, to the European Commission in April that accused Google of using its Android operating system for smartphones to divert traffic to its search engine.

Android is widely used in smartphones and tablets, with a 60 percent global market share compared to Apple's 19 percent, according to consultancy Canalys.

The Commission asked telecoms providers and handset makers whether the Android agreements with Google "contain clauses preventing or limiting you from launching/distributing non-Android devices," according to a questionnaire seen by Reuters.

The EU competition authority also wanted to know if there were restrictions for Android devices that did not meet Google's compatibility requirements.

Regulators asked if Google-branded Android devices could be shipped with mobile services that compete with the Internet search engine's own mobile services.

Google spokesman Al Verney said: "Android is an open platform that fosters competition. Handset makers, carriers and consumers can decide how to use Android, including which applications they want to use."

Respondents have until July 26 to reply to the list of 82 questions, which could determine whether the Commission will open a new investigation into the world's most popular Internet search engine.

MONTREAL, June 9 (Reuters) - The Canadian Grand Prix has been a happy hunting ground for McLaren but Sunday's race marked a low for the British Formula One team.

At the same Montreal street circuit where McLaren had produced four of the last five winners, there was only disappointment.

For the first time in 65 races, a span dating back to November 2009, the once-invincible team failed to claim a single point after both drivers finished outside the top 10.

"It was a weekend that I think we will try and quickly forget," said McLaren team principal Martin Whitmarsh.

"Qualifying was poor and then in the race, looking back at it with the data we've got, we made mistakes. We weren't quick enough, that's the starting point. But I think we should have been able to get into the points."

The surprise was not so much the team missed out on the points in an already difficult season for them, but the manner in which they did. Neither car was involved in a crash as both finished, just way behind.

Mexican Sergio Perez finished 11th and 2009 champion Jenson Button was 12th, both a lap down on Red Bull's race winner Sebastian Vettel.

Even in qualifying, the team were unusually slow, failing to advance to the last session for the 10 fastest cars.

"We've won the last three here. This weekend nothing's really gone right," said Whitmarsh.

"The car isn't quick enough but we could have done a better job than we've done.

"Both drivers are driving well, but we're not giving them quite the car that they need to go out and get the job done."

To try and save time after the disappointment of qualifying, Button gambled on a one-stop pit strategy but the Englishman said it made no difference because the car was just not up to speed.

The Briton hoped the car would be better for his home race, the next up at Silverstone, but conceded that there were unlikely to be any quick fixes.

"We got lapped today and easily. So (there's) a lot of work to do and it's very difficult to know where to look," he said.

"It's a big gap. We do have some things for Silverstone which are positive. We tried them here and they didn't work for this type of circuit. But they should help us set the car up a bit easier in Silverstone." (Reporting by Julian Linden, editing by Alan Baldwin)

It started off much worse. The stock market began sliding from the opening bell, trailing markets in Asia and Europe, which were rattled when the Bank of Japan decided not to take any new steps to spur that country's economic growth.

The news out of Japan added to concerns surrounding global central banks, investors said. U.S. markets have been shaken by speculation that the Federal Reserve will start curtailing its own bond-buying program in the coming months.

"There's just a lot of uncertainty," said Dan Greenhaus, chief global strategist at the brokerage BTIG in New York. "People are worried about the Fed. They're worried about a spike in interest rates. And then Japan says it's finished for now."

The Dow Jones industrial average was down 57 points at 15,181 as of 3:15 p.m. Eastern Daylight Time. That's a decline of 0.4 percent. It was down as much as 152 points in the first hour of trading, then climbed back in the morning.

The Standard & Poor's 500 index fell nine points to 1,633, a loss of 0.6 percent. Nine of the 10 industry groups in the index fell, led by banks and energy companies.

Sprint Nextel gained 2 percent after Japan's Softbank raised its offer for the company by $1.5 billion. Softbank's total bid for the country's third-largest phone carrier is now valued at $21.6 billion, still short of the $25.5 billion offered by Dish Network. Sprint's stock rose 16 cents to $7.34.

The S&P 500 index has lost 2 percent since setting a record high on May 21. The next day, minutes from a monthly Fed meeting suggested the central bank could decide to scale back its stimulus as early as June if the economy picks up.

Overseas, the Bank of Japan voted to stick to its current bond-buying program, disappointing those who had expected new measures to help the world's third-largest economy. Japan's Nikkei stock index lost 1.5 percent.

Major stock markets in Europe also fell. Germany's DAX dropped 1 percent and France's CAC-40 lost 1.4 percent.

In the market for U.S. government bonds, the yield on the 10-year Treasury note was 2.21 percent, the same as it was late Monday.

In commodities trading, crude oil fell 39 cents to $95.38 a barrel in New York. Gold dropped $9 to $1,377 an ounce.

The Nasdaq composite fell 22 points to 3,451, a 0.6 percent decline.

Among other companies making big moves:

Lululemon Athletica plunged $13.73, or 16 percent, to $68.57 following news that the yoga-clothing maker's CEO will step down as soon as the company's board finds a replacement.

Dole Foods soared 21 percent after the company's CEO and his family offered to take the fresh fruit and vegetable company private at $12 per share. That bid values the company at $1.1 billion. The company's stock gained $2.16 to $12.36

Corinthian Colleges slumped 32 cents, or 11.5 percent, to $2.47. The company disclosed that it's under investigation by the Securities and Exchange Commission and has been asked to turn over information on student attendance, recruitment and defaults on federal loans. The Santa Ana, Calif. company runs the Everest, Heald and WyoTech colleges.

(Reuters) - Cincinnati Bengals defensive back Adam "Pacman" Jones was arrested on Monday on charges that he punched a woman last week in a late night confrontation in downtown Cincinnati, police said, in the football player's latest bout with legal troubles.

Jones, who has been twice suspended by the National Football League for violations of league policy, was accused by Shannon Wesley, 34, of punching her on Wednesday night after an argument, causing minor injuries, a police report said.

Wesley said that Jones, 29, hit her and then drove away, according to the report. Jones was arrested on assault charges and then released on his own recognizance, according to police and court records.

"Just got arrested for protecting myself, I will not let this break me or change what I have work so hard for," Jones said on his official twitter feed on Monday.

Representatives for Jones, the Bengals and the NFL could not be reached immediately for comment. Jones is scheduled to be arraigned on Tuesday.

NFL Commissioner Roger Goodell suspended Jones in 2007 and 2008 for violations of the league's personal conduct policy.

Jones was arrested in 2011 and charged with disorderly conduct and resisting arrest for pulling away from police officers as they tried to handcuff him after he was kicked out of a Cincinnati bar. He received probation, community service and a $250 fine, and the resisting arrest charge was dismissed, according to court records.

Then last year, a Nevada jury ruled that Jones had to pay $11.6 million to three plaintiffs for his role in a 2007 shooting incident at a Las Vegas strip club that left one man paralyzed from the waist down.

Jones had tossed money into the air, and minutes later a brawl ensued outside the club and an associate of the football player's began shooting into a group of people, according to police reports.

DUBLIN, Ohio (Reuters) - Ice-cool Matt Kuchar held off a late challenge from fellow American Kevin Chappell to clinch the Memorial Tournament by two shots on Sunday and become the PGA Tour's second multiple winner this year.

Leading by two going into the final round at Muirfield Village Golf Club, the 34-year-old Kuchar was never caught as he fired a four-under-par 68 in the high-profile event hosted by Jack Nicklaus.

Kuchar birdied all four of the par-fives on the heavily tree-lined layout to remain in control and rubber-stamped his win by sinking a 20-foot birdie putt at the par-four last for a 12-under total of 276.

Chappell, seeking his first PGA Tour victory, birdied four of the last six holes for a bogey-free 68 and outright second place while five-times champion Tiger Woods ended a forgettable week with a 72, finishing a distant 20 strokes off the pace.

American Kyle Stanley, who briefly cut Kuchar's lead to one with a sizzling run of four birdies in five holes on the front nine, faded to a 71 for third place at seven under.

Kuchar, however, reigned supreme on perhaps the easiest day for scoring in easing winds after a challenging week at Muirfield Village where strong gusts and lightning-fast greens had posed all sorts of problems for the players.

Having clinched one of the biggest victories of his career at the WGC-Accenture Match Play Championship in February, Kuchar emulated Woods as a multiple champion this season and pocketing the winner's cheque for $1.116 million.

"It's a real honor to win this tournament," Kuchar said to 18-times major champion Nicklaus as he was greeted with a handshake by his long-time idol after walking off the 18th green.

"This is such an amazing feeling," Kuchar, who will rise to a career-high fourth in the world rankings on Monday, later told CBS Sports. "This never gets old."

FAST START

Kuchar made a fast start to the final round, sinking a 14-foot birdie putt at the par-four first to move three strokes clear.

However, he succumbed to the lurking danger on the slick greens when he recorded a three-putt bogey at the par-three fourth, missing a three-footer to slip back to eight under.

Scott Stallings, who had reeled off five consecutive birdies from the fourth, briefly closed to within a stroke of the lead when he sank a seven-foot birdie putt at the par-four 10th.

Kuchar countered with two-putt birdies at the par-five fifth and the par-five seventh to regain a three-shot cushion before reaching the turn in two-under 34.

At that point, he was one ahead of Stanley, who had birdied the fifth, sixth, eighth and ninth.

Kuchar benefited from a two-shot swing at the par-five 11th where he rolled in a 14-footer for birdie to lead by three after Stanley, who ended up under the lip of a fairway bunker off the tee, bogeyed the hole.

With none of his closest challengers applying any sustained pressure, Kuchar increased his advantage to four with another two-putt birdie at the par-five 15th.

Kuchar bogeyed the par-three 16th after his tee shot ran through the fringe into tangly grass from where his chip ended 14 feet beyond the hole and his lead was cut to two when Chappell sank a 20-footer to birdie the 17th.

Though Chappell struck a superb approach to just two feet at the last to set up his fourth birdie of the round, Kuchar matched him when he stunningly sank his attempt from 20 feet.

Woods, who began the day 16 strokes off the pace after struggling with his putting over the first three rounds, came badly unstuck with a triple-bogey at the par-three 12th, his third hole of the day.

However, five birdies in his last 13 holes gave himself something to build on as he now prepares for the second major of the year, the June 13-16 U.S. Open at Merion

"It wasn't like it was that far off today," Woods said after finishing at wight over 296. "It was just one hole that cost me obviously a few shots.

"It happens. It happens to us all. I go home next week and practise. It's just one of those weeks. It happens. This week I obviously didn't putt well. I had some funky stances."

The Big Ten is giving them the boot and following a more conventional route for its division names.

The conference is going with "East" and "West" instead and switching to a nine-game scheduling format after presidents and chancellors approved the moves on Sunday.

The new division alignments will begin in 2014 when Rutgers and Maryland join the conference, meaning "Legends" and "Leaders" will be a thing of the past.That will probably come as good news for fans who have criticized those names ever since the league unveiled them in 2010. To many, they were confusing and didn't help identify where teams play, but that won't be an issue any more.

Besides the new division alignment, teams will go from playing eight conference games to nine in 2016.

"Big Ten directors of athletics concluded four months of study and deliberation with unanimous approval of a future football structure that preserved rivalries and created divisions based on their primary principle of East/West geography," commissioner Jim Delany said in a statement."The directors of athletics also relied on the results of a fan survey commissioned by BTN last December to arrive at their recommendation, which is consistent with the public sentiment expressed in the poll."

Indiana, Maryland, Michigan, Michigan State, Ohio State, Penn State and Rutgers will be in the East division. The West will consist of Illinois, Iowa, Minnesota, Nebraska, Northwestern, Purdue and Wisconsin.

Schools will play six division games plus two against teams from the other division in 2014 and 2015. In 2016, they'll play three cross-division games.

Indiana and Purdue will meet on an annual basis. But Michigan athletic director Dave Brandon said each school had to make compromises.

"Fourteen athletic directors came to the table with different objectives and our goal was to compromise to the point that we could move together with one plan," he said. "Each of us had things that were extremely important and things on our wish list. I wanted us to play Michigan State and Ohio State every year and for the Michigan-Ohio State game to be the last one ever year. I'm pleased we're going to be able to do those three things.

"But it's not a perfect setup because no school got everything they wanted."

East division teams will host five conference games during even-numbered years starting in 2016, with West teams hosting five in odd-numbered seasons. Under that format, teams will be guaranteed to play each other at least once every four years, and in a statement, Nebraska chancellor Harvey Perlman called that "an important feature."

He also praised the changes, saying they are "the best option" and "will serve us well."

Brandon said a 10-game format was "carefully considered to even out the home-and-away problem," but that would have hindered nonconference scheduling.

"If you take away another nonconference game, it would have a detrimental impact financially for everybody in the conference, and we would've taken the biggest hit because we have the largest stadium," he said.

Nebraska coach Bo Pelini praised the division alignment and the nine-game format.

"Geography seems to be a logical way to determine the divisions, and it should allow for easier travel for our fans," he said in a statement. "The nine-game conference schedule will help improve the strength of schedules across the board in the Big Ten, and I think everyone anticipates strength of schedule being a key component for choosing teams to participate in the new playoff system."

Delany said athletic directors met in person or talked on conference calls six times from December to March to discuss the changes.

"The level of cooperation and collaboration was reflective of what we've come to expect from this group of administrators who have worked extremely well together on a number of complex matters over the past several years," he said. "We are all looking forward to ushering in this new era of Big Ten football."
