"We are surely a kinder and gentler nation because of you," Obama told the elder Bush, who sat in a room filled with his friends and former aides.

The first President Bush "41," he often calls himself came to attend a ceremony Obama was holding to recognize the 5,000th Daily Point of Light Award. The award's name comes from the description in his 1989 inaugural address of Americans serving each other as "a thousand points of light."

Thanks to Bush, Obama said, "volunteerism has gone from something that some people do some of the time to something that lots of people do as a regular part of their lives."

Bush responded briefly, thanking the Obamas for their "wonderful hospitality," and leaving his son Neil Bush to offer more extended remarks.

In addition to Neil Bush, the former president was joined by his wife, Barbara, the former first lady; and Michelle Nunn, CEO of the Points of Light organization and a possible Democratic Senate candidate from Georgia. She's the daughter of former Sen. Sam Nunn, D-Ga.

President George W. Bush, the 41st president's son, did not attend.

Obama announced creation of a federal task force to come up with new ways for the public and private sectors to collaborate to support national service as a means of tackling national priorities.

In the past year, the Corporation for National and Community Service, sponsor of the AmeriCorps national service program, launched partnerships with the Federal Emergency Management Agency and the Education Department. The 1,600-member FEMA Corps has the sole mission of responding to disasters. School Turnaround AmeriCorps will send 650 volunteers into low-performing schools this fall to help improve academic achievement, attendance, high school graduation rates, and college and career readiness.

Both presidents share a commitment to volunteerism and service.

Bush, 89, established the Daily Point of Light Award in 1990 while in office. More than 1,000 of the awards were distributed between 1989 and 1993, Bush's single term as the nation's 41st president. Through its offices around the country and relationships with nonprofit groups and corporations, the Points of Light organization encourages millions of people to volunteer and recognizes those it says are making a difference.

The recipients of the 5,000th Point of Light Award were Floyd Hammer and Kathy Hamilton, a retired couple and farm owners from Union, Iowa, who created Outreach, a nonprofit organization that delivers free meals to children suffering from hunger in more than 15 countries, including the United States.

They launched the program after a trip to Tanzania, where they visited a volunteer mission to help renovate an HIV/AIDS clinic at a village hospital and saw children dying from malnutrition. The couple's program has relied on thousands of volunteers to help assemble and distribute more than 232 million free meals to children worldwide, the White House said.

Obama also has made volunteerism a theme of his presidency. In 2009, he signed legislation to more than triple the size of the AmeriCorps program from 75,000 volunteers to 250,000 by 2017. Several times a year, including on the Martin Luther King Jr. federal holiday and before Thanksgiving, Obama and his family help out at area food kitchens and community service projects.

Mrs. Obama and Vice President Joe Biden's wife, Jill, also lead a national drive to encourage the public to devote time to helping military families.

The first president Bush has made several visits to the Obama White House. He stopped in twice last year, in January when he and son Jeb, the former Florida governor, were in town for the annual Alfalfa Club dinner, and in May for the unveiling of George W. Bush's official portrait. During a White House ceremony in 2011, Obama recognized Bush's lifetime of public service with a Presidential Medal of Freedom, the nation's highest civilian honor.

The two last saw each other in April at the dedication of George W. Bush's presidential library in Dallas.

White House press secretary Jay Carney said Obama holds the Bush family in "very high regard" and looked forward to the ceremony.

Another reason to look forward to the event? To see Bush's socks.

The 41st president has become known for brightening his otherwise staid attire by wearing colorful socks. He pulled on a pair of Superman socks to celebrate his 89th birthday last month. At the dedication of his son's presidential library, Bush set off his gray suit with pink socks.

On Monday, he wore bright red and white striped socks.

"We call him GQ man," Neil Bush joked.

It was unclear whether the move would add to regulations on Internet use imposed by a conservative Islamist leadership wary of secular cultural influences it blames on the West.

President-elect Hassan Rouhani, a relative moderate who takes office next month, has called for less state intervention in people's private lives, including less filtering of the Internet and a loosening of media controls.

More than half of the Islamic Republic's 75 million people use the Internet, official figures show. But authorities have tried to limit access with tools including a filter that blocks many websites on the grounds they are offensive or criminal.

State authorities in March blocked software used to get around the filter. Many people said they experienced unusually slow Internet speeds ahead of the June 14 election, a phenomenon critics saw as an apparent attempt to make it harder to organize pro-reform candidate rallies via social media.

Communications Minister Mohammad Hassan Nami did not say whether the national email addresses would be mandatory or how they might affect Iranians' use of their own private addresses. But he said the official addresses must be used for electronic communication with government agencies.

"For mutual interaction and communication between the government and the people, from now on every Iranian will receive a special email address," the semi-official Mehr news agency quoted Nami as saying. "With the assignment of an email address to every Iranian, government interactions with the people will take place electronically."

The email addresses, using the "mail.post.ir" domain, will help maintain citizens' privacy, he said. Data centers are to be set up throughout Iran to support the new system.

Officials have also announced plans to switch Iranians onto a domestic Internet network which would be largely isolated from the World Wide Web. Rouhani's view of this move is not known.

WASHINGTON (Reuters) - President Barack Obama stepped into the fray in the U.S. Congress over immigration on Saturday, urging Americans to press the Republican-led House of Representatives to approve a plan that is at risk of stalling.

Obama used his weekly address to make his case for an immigration overhaul that was approved by the Democratic-controlled Senate and would create a pathway to citizenship for as many as 11 million people living illegally in the United States.

The president has been treading carefully on the issue so as not to antagonize Republicans who adamantly oppose the immigration plan but may find it politically necessary to help attract Hispanic voters in future elections.

"Now the House needs to act so I can sign common-sense immigration reform into law," Obama said. "And if you agree, tell your Representatives that now is the time. Call or email or post on their Facebook walls and ask them to get this done."

In his address, Obama seized on comments from his Republican predecessor, George W. Bush, who this week threw his support behind the overhaul effort. Obama has often criticized Bush in the past but the two men are in agreement on this issue.

"If Democrats and Republicans - including President Bush and I - can agree on something, that's a pretty good place to start," Obama said.

The White House says immigration reform would boost the U.S. economy, contending in a report this week that it would help the economy grow by 3.3 percent by 2023 and reduce the budget deficit by $850 billion over 20 years.

"If we don't do anything to fix our broken system, our workforce will continue to shrink as baby boomers retire," Obama said.

Republicans in the House have vowed not to take up the Senate bill approved two weeks ago but instead want to work on immigration in a piecemeal fashion, with a priority on improved security along the U.S.-Mexican border.

House Speaker John Boehner has the tough job of convincing conservatives that the Senate approach is anything but amnesty for people who have broken the law after entering the United States illegally or overstaying their visas.

While the conservative opposition has put the legislation in doubt, proponents still see a chance that an immigration overhaul can be approved in the weeks and months ahead.

The Austrian parachutist known as "Fearless Felix" reached 843.6 mph, according to the official numbers released Monday. That's equivalent to Mach 1.25, or 1.25 times the speed of sound.

His top speed initially was estimated last October at 834 mph, or Mach 1.24.

Either way, he became the first human to break the sound barrier with only his body. He wore a pressurized suit and jumped from a capsule hoisted by a giant helium balloon over New Mexico.

Baumgartner was supersonic for a half-minute "quite remarkable," according to Brian Utley, the official record-keeping official who was present for the Oct. 14 feat. His heart rate remained below 185 beats a minute, and his breathing was fairly steady.

The leap was from an altitude of 127,852 feet. That's 248 feet lower than original estimates.

"He jumped from a little bit lower, but he actually went a little bit faster, which was pretty exciting," said Art Thompson, technical project director for the Red Bull-sponsored project.

"It's fun for us to see reaching Mach speeds and proving out a lot of the safety systems," Thompson said in a phone interview from his aerospace company in Lancaster, Calif.

Thompson said everything pretty much unfolded as anticipated, with no surprises in the final report. The updated records were provided by Utley, official observer for the National Aeronautic Association's contest and records board. Utley was in Roswell, N.M., for Baumgartner's grand finale jump.

In the foreword of the 71-page report, Baumgartner said he never imagined how many people would share in his dream to make a supersonic free fall from so high.

Some 52 million people watched You Tube's live stream of the exploit.

The scientific and engineering experts who helped bring him back alive "broke boundaries in their own fields just as surely as I broke the sound barrier," Baumgartner wrote.

Baumgartner shattered the previous record for a free fall plunge, made by Joe Kittinger, an Air Force officer, in 1960. Kittinger did not quite reach supersonic speed during his jump from 19.5 miles up.

This is the matchup they've been waiting to see: Four belts, two undefeated fan favorites and a title fight simply billed as "The One."

"Canelo, I appreciate you for taking the fight," Mayweather said on a steamy Monday in the heart of Manhattan in front of a few thousand fans standing behind metal barriers or sitting in temporary bleachers with Broadway marquees serving as a colorful backdrop.

"Now," Mayweather said, "let's give the fans what they want to see."

The fighters kicked off an 11-city tour to officially announce and promote their title fight at the MGM Grand in Las Vegas on Sept. 14. The promotional tour includes stops in cities such as Washington D.C., Chicago, Miami and Mexico City, and is jumpstarting the hype ahead of one of boxing's most anticipated bouts in recent memory.

Mayweather, 36, is unbeaten in 44 fights with the last a unanimous 12-round decision over Robert Guerrero on May 4 in defense of his 147-pound title.

"The Earth is my turf," Mayweather said. "You can put me in any ring and I will always come out victorious."

Alvarez, a 22-year-old star from Mexico, is 42-0-1 and unified the 154-pound titles in April with a unanimous victory over Austin Trout on April 20.

"In the sport of boxing, it's everybody's time, and this is my time," Alvarez said through a translator as fans chanted "Mex-i-co!"

"I'm going to win."

The 12-round fight will be contested at 152 pounds with both men's super welterweight/junior middleweight titles on the line Mayweather's WBA super welterweight "super" championship, and Alvarez's WBC, WBA and Ring Magazine super welterweight championships.

The bout, expected to be a monstrous draw on pay-per-view for Showtime, also just might satisfy many fans who had been wishing during the last several years for Mayweather to take on Manny Pacquiao.

"In every sport, there are certain rare occasions when you have the best fighting the best," said Stephen Espinoza, executive vice president and general manager of Showtime Sports. "The Super Bowl, Final Four, the college football national championship. Sept. 14 will be one of those occasions the two biggest stars in the sport, the two biggest fan bases.

"We have America's No. 1 fighter versus Mexico's No. 1 fighter. We have the No. 1 pound-for-pound fighter in the sport versus the No. 1 new star in the sport."

There remains some dispute over who set the 152-pound catch weight, with Mayweather's camp saying Alvarez's people brought it up first. Alvarez, however, insisted it was Mayweather who decided on having both fight at 152 pounds instead of 154.

"It wasn't me," Alvarez told reporters before the news conference. "I don't want to fight 2 pounds below my weight class."

There was also some contention between the two because Alvarez chose to headline his own fight card against Trout rather than be included on the undercard of Mayweather-Guerrero card. But both fighters agreed that this is a matchup that needed to happen.

"I've visualized this fight for years," Alvarez said, "and I feel I'm going to win."

The fighters each announced on Twitter last month that they would face each other, exciting boxing fans around the world. Monday's event marked perhaps the sport's most ambitious promotional tour since Mayweather and Oscar De La Hoya also stopped in 11 cities before their 2007 bout won by Mayweather. Alvarez has been picking De La Hoya's brain about fighting Mayweather, and the former champion believes the young star has a few advantages including youth he didn't have.

"I used reckless pressure and he's going to use smart pressure," De La Hoya said. "That's what going to be the difference. ... And I have three letters for (Alvarez): jab."

Each fighter took a stroll down a makeshift red carpet leading to the dais with pops of confetti marking their entrances. Mayweather received a noticeable amount of boos with the crowd appearing to slightly favor Alvarez.

One fan, though, got Mayweather to crack up when he held up a Chucky doll from the "Child's Play" movie franchise, taking a clear shot at Alvarez's hair color.

The two took their seats after their stare-down Mayweather next to Leonard Ellerbe, the CEO Mayweather Promotions, and Alvarez next to De la Hoya, the president of Golden Boy Promotions. It was a mostly tame news conference with the banter between sides at a minimum.

Before the news conference, Mayweather talked about shooting a commercial with the Spanish-speaking Alvarez and someone asked why he isn't doing his usual trash talking with his opponent.

"He wouldn't understand me anyway," Mayweather said, laughing.

It is the second in Mayweather's six-bout, 30-month contract with Showtime that could pay him more than $200 million. After Mayweather beat Guerrero, he said he wanted to fight again in September marking the first time since 2007 he will be in the ring twice in a calendar year.

"I said I was going to be very active so I could stay sharp and be at the top of my game," Mayweather said.

Mayweather showed little rust while dominating Guerrero by using superior defensive skills in his first ring appearance since serving a jail term for assaulting the mother of his children.

Alvarez is a confident and rapidly rising fighter who should provide a huge test for Mayweather. Alvarez was dominant against the previously unbeaten Trout, showing up some fans and media who speculated that perhaps he wasn't ready to face such an experienced opponent.

"To be the best," Alvarez said when asked before the news conference what his motivation is to fight Mayweather now. "(I want) to go down in history as the guy who beat the guy people consider the best."

When the news conference was over, both fighters got up and stared each other down one more time. And again, the crowd went wild.

"It's always been one of my ultimate goals to get to the pinnacle of the sport and push myself to the limit by facing the best," Mayweather said. "He's a young champion. What else can I say?"

VATICAN CITY (Reuters) - Pope Francis, acting to end years of scandals damaging the Catholic Church, overhauled Vatican law on Thursday to specify sexual violence against children as a crime and impose tough penalties for staff who leak confidential Vatican information.

Issuing a "Motu Proprio", a decree of his own initiative, Francis also said he would renew the Holy See's commitment to international conventions against organized crime and terrorism.

Under the changes, sexual violence and sexual acts with children, child prostitution and child pornography are cited in a broader definition of crimes against minors and punishable by up to 12 years in prison, a Vatican document showed.

Francis, who succeeded Pope Benedict in March, inherited a Church struggling to restore its credibility after a spate of scandals including the molestation of children by priests in a number of countries and an investigation into suspected money-laundering at the Vatican's bank.

The legal changes apply only within the Vatican City state but are meant to demonstrate that Francis is taking the various scandals seriously and aims to align Church policy with international legal standards.

The Survivors Network of Those Abused by Priests (SNAP) was unimpressed, saying his initiative might burnish the Vatican's image but "in the real world this changes virtually nothing (as it affects only) the 0.2 square miles of Vatican property".

SNAP urged the Church hierarchy to focus on having its personnel abide by long-established secular laws on sexual abuse and rooting out bishops who failed to protect children.

The Vatican was also shaken last year by the "Vatileaks" affair in which Benedict's butler, Paolo Gabriele, was convicted for stealing personal papal documents and leaking them to the media. He was pardoned by Benedict after being briefly jailed.

LITANY OF GRAFT, MISMANAGEMENT

Before abdicating in February, Benedict left Francis a top-secret report about leaks of the internal documents that alleged corruption, mismanagement and infighting in the Vatican administration.

Francis's decree includes stricter rules governing the disclosure of secret information or documents and stipulates a punishment of up to eight years in prison if they concern the "fundamental interests" of the Holy See, or Church government.

Pope Francis also said United Nations conventions on transnational organized crime, illegal drug trafficking and terrorism financing would be implemented as part of the changes.

Giuseppe Dalla Torre, president of Vatican City tribunal, said the state's penal system, based on Italian penal codes from 1889 and 1913, had been updated to deal with more modern crimes.

"The evolution of society and the economy, and the phenomenon of globalization have shown that there is a need to provide for new situations," he told a news conference.

"The problem of laundering dirty money is evidently a problem linked on one side with the globalization of the economy and on the other side to the expansion of a certain type of financial economy," he said.

The Vatican's bank, a byword for opaque and secretive dealings for decades, is at the centre of an investigation by Italian prosecutors looking into money laundering.

A report by Moneyval, a department of the Council of Europe, last year identified failings in the bank and gave the Holy See a negative rating in several transparency-related criteria.

In June Francis set up a special commission of inquiry to reform the bank, seeking to get to grips with an institution that has embarrassed the church. The group held its first meeting on Thursday with the pope attending, according to the Vatican newspaper Osservatore Romano.

NEW YORK (Reuters) - If elected New York City comptroller, Eliot Spitzer has vowed to wield power as aggressively as he did as state attorney general, leading some in the financial community to worry that the "Sheriff of Wall Street" might be back.

Both Spitzer and his critics, though, may be over-estimating the impact that the comptroller of New York can have beyond matters of budgeting and contracting.

No one questions Spitzer's ambition or his ability to use his powers to the max. He has already leaped to the top of the polls less than a week after announcing his candidacy, and the comptroller's office would give him a pulpit from which to decry perceived wrongs.

It would also offer him rehabilitation from the prostitution scandal that forced his resignation as governor of New York in 2008 and a possible springboard to higher office.

But an examination of the actual tools and powers available to the comptroller and interviews with a former holder of that office and others suggest that Spitzer would be hard pressed to have much influence on the behavior of Wall Street or corporations.

As the city's chief financial officer, the comptroller is the watchdog of a $70 billion budget, with the power to audit city agencies and spending. The comptroller also signs off on New York's bonds and oversees the city's five employee pension funds, which have a total value of about $139 billion.

In interviews this week, Spitzer has pointed to the role of pension fund administrator as one he could use to pressure corporations to change their practices.

Top priorities would be pushing to separate the positions of chairman and chief executive, remove anti-takeover "poison pills" and scrap staggered boards, another arrangement that hinders takeovers, he said on a New York Public Radio program.

INCREMENTAL CHANGE?

Spitzer might be able to use his stature to persuade other states and institutions to join him in shareholder activism, but any change could be only incremental to the ongoing efforts of the New York comptroller's office.

The current comptroller, John Liu, filed 61 shareholder proposals at 58 companies in 2012. Twenty three were adopted or settled. Of 31 proposals that went to a shareholder vote, only eight passed.

One of Liu's highest-profile pushes was to try to split Jamie Dimon's role as chairman and chief executive of JPMorgan Chase & Cointo two. About a third of shareholders backed Liu's latest effort, down from 40 percent the year before.

The city's pension funds track broad stock market indexes and have small stakes in thousands of companies.

Its biggest single holding is Exxon Mobilin which it holds $1.02 billion, or about 0.25 percent of the company. In May, Exxon's shareholders defeated a proposal backed by the New York comptroller's office to release information on the extraction of shale gas, a process known as fracking.

The comptroller might also be able to exert influence over the financial firms that manage its pension funds, but because it deals with a large number of fund managers, it may not be able to influence any one in particular.

The idea that New York's comptroller could pressure financial institutions - beyond negotiating fees - is "ridiculous," said a hedge fund manager who advises city pension funds.

"If a pension is all combative and hostile, then you just don't want their business," said the manager, who spoke on the condition of anonymity because of a relationship with the city's pension funds.

"REVITALIZE AND RE-ENERGIZE"

Another factor limiting the comptroller is that decisions are taken by the boards of the five city pension funds, which include trustees from labor unions and other public officials.

Harrison Goldin, who was New York City comptroller from 1974 through 1989, described the job as "a monitoring role, an oversight role."

Goldin is supporting Scott Stringer for the position. Stringer was leading in the race for the Democratic nomination until Spitzer burst onto the scene last Sunday night.

Still, Spitzer says he has big plans.

"I hope to do with it what I did to the attorney general's office, which is to revitalize and re-energize it," Spitzer said in an interview with Reuters this week.

After becoming state attorney general in 1999, Spitzer revived the 1921 Martin Act, which gave him extraordinary powers to go after financial fraud and earned him the moniker "Sheriff of Wall Street."

He pursued Maurice "Hank" Greenberg, the former head of American International Group Inc , for misleading shareholders about the insurer's financial health. A small part of that case is still ongoing. And he sued Richard Grasso, a former head of the New York Stock Exchange, over compensation Spitzer said was excessive. That case was later dismissed.

But legal experts say there is no easy equivalent to the Martin Act waiting for an aggressive city comptroller to revive.

More frequently, comptrollers use their power to clash with other city politicians and build their resumes.

Liu, for example, criticized the New York Police Department's stop-and-frisk practices and attacked Mayor Michael Bloomberg over city contracts. Liu, who did not comment on Spitzer's ambitions, is now running for mayor.

A body that matched the description of Terry Dewayne Smith Jr. was found partially exposed in a shallow grave on the family property, Menifee police Chief John Hill said at a news conference.

The body has not yet been positively identified, Hill said, adding that the death was the result of "a domestic issue" at the house.

Terry has a 16-year-old half brother who authorities have said was the last person to see the boy. However, Hill identified the suspect only as a "family member" and would not confirm if the suspect lived at the house.

Police responded to a tip about the body early Wednesday before they discovered the body, said Hill. Televised news reports showed sheriff's investigators concentrating on what appeared to be a small hole by a tree and about 75 feet from the house, which sits in a rambling, weedy lot off a remote road.

The 16-year-old family member, the boy's mother and other family members were taken in for questioning before the arrest, said Albert Martinez, Riverside County sheriff's deputy.

Terry had been missing from his Menifee home since Saturday, and hundreds of volunteers have helped search for him.

Volunteers were told to stop searching Tuesday night, because they were getting stranded in the desert and causing problems, hours after local officials pledged to continue searching for the boy.

The boy was reported missing Sunday morning in the Riverside County community about 70 miles southeast of Los Angeles.

Terry was last seen Saturday night, reportedly following his half brother, who told the boy to go home, the Desert Sun said. The boy's mother, Shawna Smith, said she didn't realize he was missing until the next day.

Searches of the area with a bloodhound, horses and a helicopter were unsuccessful. Hundreds of volunteers also joined the effort but days of covering miles of desert in 100-degree temperatures turned up nothing.

A posting on a Facebook page devoted to the search said Terry's family worried he might have wandered off without food, water or special medication.

However, "foul play has never been ruled out" by investigators, Martinez said.

Several dozen people who helped with the search gathered outside a fire station to listen to Wednesday's news conference. Some sat in lawn chairs; others held a small prayer circle. When word came of a body found matching Terry's description, many began to cry silently and hug each other.

Dawn Berning and her daughters Hannah, 12, and Danielle Stiff, 22, were some of the first residents to volunteer in the search for the boy.

On the first night, they searched abandoned trailers in the hills around town in the pitch dark. In later days, Berning went from her 10-hour shift at the local casino to pass out flyers into the wee hours.

She and her daughters fought back tears after learning a body had been found at the boy's address and they said their grief was also layered with anger after learning a family member had been arrested.

"I'm devastated," Berning said. "To see something like that happen in our community tears me up. I'm angry. I feel used."

U.S. District Judge Anita Brody in Philadelphia federal court, who is overseeing the litigation, on Monday ordered both sides to meet with mediator Layn Phillips, a retired federal judge, in an effort to settle the dispute.

In the brief order, Brody said she would hold off on ruling on the NFL's motion to dismiss the case until September 3 to give the two sides an opportunity to make progress.

More than 4,000 players have accused the league of glorifying football's ferocity while concealing the risks of concussions and long-term brain damage as a result of repeated hits to the head.

The league has said it disclosed what information it had regarding research into brain trauma. It has also argued that the lawsuit is inappropriate because the issue of player safety is governed by the collective bargaining agreements negotiated between the league and the players' union.

Phillips, currently a partner in the California law firm Irell & Manella, served four years as a federal judge in Oklahoma City.
