Heins would receive $46 million (CA$48 million) in equity awards, based on the company's share price at the end of its latest fiscal year, according to a regulatory filing earlier this year. He would also get $7.25 million (CA$7.5 million) in compensation for his salary and bonus under the change of control provisions in his contract.

The company would pay $69,500 (CA$72,000) in benefits and retirement savings.

BlackBerry announced that a sale of the company was one option that would be considered under a strategic review of the company, which has lost market share to Apple and Android-based phones.

BRUSSELS (Reuters) - The European Union stopped short of agreeing immediate cuts in financial or military assistance to Cairo on Wednesday, as the bloc's foreign ministers held emergency talks to find ways to help bring an end to violence in Egypt.

The decision acknowledges Europe's limited economic muscle in forcing Egypt's army-backed rulers and the Muslim Brotherhood supporters of deposed President Mohamed Mursi into a peaceful compromise.

It also reflects a concern that abruptly cutting aid could shut dialogue with Cairo's military rulers and damage Europe's ability to mediate in any future negotiations to end the worst internal strife in Egypt's modern history.

The European Union, seen as more neutral than the United States, which provides aid to Egypt's military, has emerged a key player in Egypt since the army deposed Mursi on July 3. The new government allowed the EU's foreign policy chief Catherine Ashton to become the first foreign official to see him in detention.

"The principles of our policy are to support democratic institutions, not to take sides," British Foreign Secretary William Hague told reporters after meeting his EU counterparts in Brussels.

"It is to continue to promote political dialogue and being able to maintain a position where we can continue to do that."

The ministers agreed to review any financial aid given to Egypt but said assistance to civil society would continue.

They also agreed to suspend exports to Egypt of any equipment that can be used for internal repression and review any arms sales, though stopping short of explicitly agreeing to end such trade.

"We want to continue to have a strong relationship with Egypt and to be able to offer our support, but we stand by the principles and values that we hold," Ashton told reporters after the meeting. "If we can be of assistance, we would do so."

Underscoring reluctance elsewhere in the West to take decisive action after violence in Egypt that has killed over 900 in the past week, the United States denied on Tuesday that any aid to Cairo has been cut but stressed that the army's bloody crackdown on protesters may influence their assistance.

Calls for tougher international action grew louder after the Egyptian authorities defied Western pleas for restraint and ordered the storming of camps of Mursi supporters in the past week.

AID LIMITS

Any European aid cuts would be tough to implement because the vast majority of its current assistance is directed at civil society groups and social programs.

Direct budget assistance from EU institutions was stopped last year, and a 5 billion euro ($6.7 billion) package of grants and loans pledged last year hinges largely on democratic and economic reforms, which are lacking.

Blunting any impact of western aid cutbacks, Saudi Arabia has also pledged to plug any shortfalls.

Several EU governments have already implemented some cuts in assistance but privately, diplomats said, some are expressing concern that removing all security assistance to Egypt could damage the authorities' ability to address Islamist attacks in the lawless north Sinai region.

Britain has already suspended some joint work with the Egyptian security forces and revoked licenses to export arms. Hague has said in the past the EU could not, however, rule out future assistance.

Egypt's main source of military assistance is the United States, which supplies its army with $1.3 billion a year, most spent to buy and maintain U.S.-made weapons.

Germany, one of the world's largest arms exporters, has provided millions of euros' worth of arms in recent years, though the government has stopped approving such sales since July.

A former senior manager for the company, identified by the pseudonym Wang Wei, told the 21st Century Business Herald that bribery and illegal payments at Eli Lilly's China operations were widespread, the paper reported on Thursday.

Eli Lilly is the third foreign drugmaker to face whistleblower accusations in the newspaper this month. The reports coincide with multiple Chinese investigations into the pharmaceutical sector, spanning alleged corruption to how drugs are priced.

"In order to hit sales at rival companies and push the company's own products, bribes and special payments of all sorts were extremely common at the company. The level of the problem was just as bad as at GlaxoSmithKline," Wang was quoted as saying.

The report said the 30 million yuan in bribes were handed out over a period of around one year from 2011 to 2012.

Police have detained four Chinese executives at British drugmaker GlaxoSmithKline over allegations it funneled up to 3 billion yuan ($489.92 million) to travel agencies to facilitate bribes to doctors to boost the sale of its medicines. GSK has said some of its senior Chinese executives appear to have broken the law.

Eli Lilly said in an emailed statement to Reuters that it was looking into the matter.

"Although we have not been able to verify these allegations, we take them seriously, and we are continuing our investigation," the statement said.

The U.S. firm said it had been made aware of "similar allegations" of kickbacks in 2012 by a former sales manager. It said the firm had opened an investigation at that time involving staff interviews, e-mail monitoring and expense report audits.

Wang told the newspaper that company employees paid the bribes to promote two of the company's key insulin products in Shanghai and neighboring Anhui province.

Further kickbacks in the form of paid talks, conferences and other contributions were also made, he said.

Last week the 21st Century Business Herald quoted an unnamed whistleblower as saying Novartis AG had paid bribes to doctors to boost drug sales, prompting the Swiss company to launch an internal investigation.

Health Ministry officials are also investigating Sanofi SA over bribery allegations after the newspaper said staff paid bribes totaling about 1.7 million yuan to more than 500 doctors in late 2007 to boost sales. The French company has said it is taking the claims "very seriously".

Corruption in China's pharmaceutical industry is widespread, fuelled in part by the low base salaries for doctors at the country's 13,500 public hospitals.

GREENSBORO, North Carolina, Aug 16 (Reuters) - Former world number one Ernie Els needed a moment of magic with his putter to salvage one of the most unusual pars of his career at the Wyndham Championship on Friday.

Playing the par-four 10th hole during the second round at Sedgefield Country Club, Els hit his second shot into the back fringe, 37 feet from the cup.

He was above the hole and the lightning-fast green left him with little option but to hit his first putt almost 90 degrees left of the cup, in the hope it would eventually break sharply right and trickle down close to the hole.

Unfortunately for the big South African, he slightly misjudged the putt and his ball stayed in the fringe, stopping 26 feet above the hole.

It was a somewhat embarrassing misjudgement by the four-times major winner, but he more than made amends by trickling his equally fast second putt into the hole for an unlikely par.

"It was one of those deals where I had absolutely nothing (with the first putt)," Els told Reuters after carding a two-under-par 68.

"I had to go almost 90 degrees and I missed my little target by half a foot and then I was really stuffed. I was trying to lag (my second putt) and not make six and I hit a perfect putt in the hole."

Even though Els used his putter twice at the 10th, statistically it will be recorded as a no-putt because the PGA Tour counts only putting strokes made from on the green.

Later, a rules official tried chipping a ball from the same spot where Els had hit his first putt, and was unable to stop the ball on the ultra-slick green.

Els made an equally important par putt at the last, albeit from less than four feet, to make the cut with nothing to spare.

He knew he needed to sink the putt to qualify for the final two rounds, and was hugely relieved to make it right on the number.

"I was grinding all day," Els said after his 68 left him at one-under 139, a distant 10 strokes behind tournament leader Patrick Reed.

"I'm fighting a couple of things in my swing, trying to get my head around certain things. I'm going through a bit of a tough time so hopefully I have a good weekend."

Els has recorded only one top-10 in 15 starts on the 2013 PGA Tour, a tie for fourth at the U.S. Open in June.

"That was a good battle to have and I made some putts under pressure," he said of his efforts during the second round. "On these speedy greens, to make those putts makes you feel good." (Editing by Mark Lamport-Stokes)

Encircled by lawmakers from both parties in the Oval Office, Obama praised Democrats and Republicans alike for agreeing finally on what he called a sensible, reasonable approach to student loans even as he cautioned that "our job is not done."

"Feels good signing bills. I haven't done this in a while," Obama said, alluding to the difficulty he's faced getting Congress to approve his legislative priorities, such as gun control and budget deals.

"Hint, hint," he added to laughter.

Friday's ceremony capped a frenzy of negotiations that led to a rare bipartisan compromise to lower rates before classes resume. About 11 million students this year are expected to have lower interest rates, saving the average undergraduate $1,500 on interest charges on this year's loans.

The legislation links student loan interest rates to the financial markets. It offers lower rates this fall because the government can borrow money cheaply at this time. If the economy improves in the coming years as expected, it will become more costly for the government to borrow money, and that cost would be passed on to students.

House Speaker John Boehner, R-Ohio, called it "a good day" and a fine example of what Washington can accomplish when petty partisanship is put aside.

"With the stroke of a pen, we've now officially taken the politics out of student loans," Boehner said. "By linking interest rates to markets, this law part of the Republican jobs plan means students will see lower rates and won't have to worry about Washington suddenly making it harder to pay for their education."

Rates on new subsidized Stafford loans doubled to 6.8 percent July 1 because Congress could not agree on a way to keep them at the previous 3.4 percent rate. Without congressional and presidential action, rates would have stayed at 6.8 percent a reality most lawmakers called unacceptable.

The compromise that came together is a good deal for all students through the 2015 academic year. After that, interest rates are expected to climb above where they were when students left campus in the spring, if congressional estimates prove correct for 10-year Treasury notes.

Undergraduates this fall will borrow at a 3.9 percent interest rate for subsidized and unsubsidized loans. Graduate students would have access to loans at 5.4 percent, and parents would borrow at 6.4 percent. The rates would be locked in for that year's loan, but each year's loan could be more expensive than the last.

Interest rates will not top 8.25 percent for undergraduates. Graduate students will not pay rates higher than 9.5 percent, and parents' rates would top out at 10.5 percent. Using Congressional Budget Office estimates, rates would not reach those limits in the next 10 years.

Even as they passed the bill, officials were already talking about a broader approach to curbing fast-climbing costs and perhaps scrap the deal when they take up a rewrite of the Higher Education Act this fall. As a condition of his support, Sen. Tom Harkin, D-Iowa, chairman of the Senate Health, Education, Labor and Pensions Committee, won a Government Accountability Office report on the costs of colleges. That document was expected to come in December.

But for now, interest payments for tuition, housing and books would be less expensive.

In all, some 18 million loans will be covered by the legislation, totaling about $106 billion this fall.

The Congressional Budget Office estimated the bill would reduce the deficit by $715 million over the next decade. During that same time, federal loans would be a $1.4 trillion program.

Marino Murillo said the goal is to improve efficiency of those businesses and let the successful ones keep more of their profits.

Murillo said the next 18 months will be the "most complex" part of President Raul Castro's reform program, which has already seen limited openings to private entrepreneurship and a relaxation of many social restrictions.

"The first stage of the reforms has so far, fundamentally, been the elimination of prohibitions in society," Murillo said in just his second face-to-face encounter with foreign journalists since he rose to prominence three years ago.

"During what remains of the year 2013 and in 2014, we will work on ... the most profound transformations," he added.

Castro's economic and social reforms, which began in 2010, aim to resuscitate a flagging economy with a smattering of free-market principles, though officials insist that a wholesale embrace of capitalism is not planned.

After five decades of a state-dominated economy, hundreds of thousands of people have legally gone into business for themselves, private farmers are cultivating land with the government's blessing and dozens of independent nonagricultural cooperatives were launched recently under a pilot program.

Authorities have also approved home and used car sales, eased travel restrictions and established mortgages and small-business credits.

Outside analysts have questioned the scope and pace of the reforms, saying so far they have been insufficient to turn around the economy and attract foreign investment. In a speech over the weekend, Castro himself acknowledged that most Cubans have yet to feel the benefits of a slowly growing economy.

Murillo did not give many details about the next stage of the reforms, such as which companies will be decentralized and what will happen to those that fail. An effort to give more autonomy to the sugar industry in 2012 that included new leadership and a restructuring of the once-powerful Sugar Ministry has yet to result in improved harvests.

Murillo said the changes contemplated over the coming months include letting state enterprises keep up to 50 percent of revenue to reinvest. Currently all earnings go to the government, which controls all spending and distributes resources to successful and failing enterprises alike.

"We must remove all impediments that put the brakes on possibilities," Murillo said.

He acknowledged the island must attract more foreign investment, but insisted that Cuba will do so on its own terms and will not accept business proposals that don't contribute to the island in the way of technology, financing or employment.

While some economists have argued that Cuba is in desperate need of an injection of capital, Murillo insisted foreign investment is merely "a complement" to the country's plan for economic development.

Cuba does not have access to international capital markets, and U.S. economic sanctions in place since the 1960s freeze it out of some potential lending sources.

However, the country has grown closer to countries such as China and Venezuela and has received soft credits particularly from the latter, which supplies enough oil to meet half of the island's consumption at highly preferential terms.

Later Tuesday, Labor Ministry spokesman Carlos Mateu told reporters that a plan to eliminate a half-million workers from bloated state payrolls, announced by Castro in 2010, did not turn out as expected.

Mateu said that instead there was a kind of realignment of labor, with many workers leaving government jobs to open or work for small businesses. In other cases, redundant state workers were transferred to posts where there was more of a need.

"We realized that a phenomenon of movement was occurring in the labor force," Mateu said.

He added that 429,000 Cubans are now licensed as independent workers.

The government remains by far the largest employer, accounting for 77 percent of jobs among the island's 5 million-strong workforce.

The other 23 percent comprises private entrepreneurs, their employers, independent farmers and cooperatives.

Now imagine dumping all of this out on your plate in a quavering, gelatinous heap.

Titled All In One, this stomach-churning meal-in-a-can is the creation of , an art student at Kingston College in London.

Godfrey told Wired that the piece was intended as a humorous commentary on consumer culture, in which shoppers are constantly bombarded with the latest gimmick.

Its not a statement on the food industry, so much, nor was it ever made for consumption, he said.

Godfrey meticulously prepared every course, from the halibut poached in truffle butter to the rib eye steak with grilled mustard greens. He then ran each menu item through a food processor and carefully combined them all with gelatin.

They were individually poured, one by one, on top of each other, with each layer taking about 60 minutes to process and set, he explained. It was a long day.

NEW YORK (Reuters) - A U.S. judge on Wednesday ruled that inventor Seijiro Tomita can take half the $30.2 million in damages awarded him after a jury found Nintendo Co infringed one of his patents, or risk getting nothing.

The federal jury in New York awarded Tomita the damages in March after deciding the video game company infringed a 3-D display technology patent with its handheld 3DS videogame system.

Tomita's patent related to technology he developed for providing 3-D images without the need for 3-D glasses. He sued Nintendo and its U.S. unit in 2011 for patent infringement.

In a ruling on Wednesday, federal judge Jed Rakoff deemed the award "'intrinsically excessive' and unsupported by the evidence presented at trial."

By August 23, Tomita, 59, must decide whether to accept $15.1 million in damages or proceed to a new damages trial, the U.S. district judge ruled.

Rakoff noted that evidence at the trial showed Nintendo's 3DS console is not profitable, and the vast majority of games designed for it do not use technology covered by Tomita's patent.

The judge denied other requests from Nintendo, including overturning the jury's verdict or granting a new liability trial.

"Nintendo respects the intellectual property rights of other companies and is confident that none of its products infringes the asserted patent," Charlie Scibetta, a spokesman for Nintendo, said in a statement. "Nintendo will appeal the jury's verdict and reduced damages award to the court of appeals."

Joe Diamante, Tomita's lawyer, said that "We are still reviewing the decision and have no comment."

The case is Tomita Technologies USA, LLC et al v. Nintendo Co, Ltd et al, U.S. District Court, Southern District of New York, 11-cv-4256.

Olympus snaps together parts from a half dozen other movies Die Hard, Red Dawn, In the Line of Fire with graphic violence and the cheerful jingoism of a Tom Clancy book circa 1984. Butler makes an effective, if glum, action hero and the scenes of a domestic military attack in central D.C. are certainly compelling. Released in March, Olympus was the first of two cinematic assaults on the president's home this year, followed in June by White House Down, with Channing Tatum and Jamie Foxx.

Both are entirely adequate action films, but Fuqua's direction in Olympus makes it a better thriller overall. If you like the Die Hard movies, you'll like this.

Extras: No extras on the DVD version, but with Blu-ray you'll get five production featurettes with some interesting material on the film's impressive CGI effects, plus a blooper reel.

If you want to go another direction entirely, the child custody drama , also new this week, is a genuinely heart-wrenching story with sensational performances from everyone involved.

Julianne Moore and Steve Coogan play Susanna and Beale, parents of the bright and good-hearted six-year-old girl Maisie (Onata Aprile). Susanna is an aging rock star, Beale a British art dealer. They live in a high-end Manhattan apartment building, when they're not jetting around for the demanding business of Art. The film opens with Beale and Susanna in the final stages of splitting up and Maisie is witness to domestic disturbances of astonishing emotional brutality. As played by the still, sad-eyed Oprile, Maisie doesn't react. She just absorbs it all.

Events progress and the custody battle grows bitter. Poor Maisie is batted around between households and left entirely abandoned on more than one occasion. The six-year-old spends time where six-year-olds ought not be: At smoke-filled parties, in lonely bars, on cramped tour coaches and in strangers' homes.

It's hard on the stomach, and the story threatens constantly to plunge into emotionally manipulative melodrama. But directors Scott McGehee and David Siegel keep from going over the edge by telling the story from right behind Maisie's eyes. The camera lingers at curious heights and vantages, and observes carefully selected moments. Maisie sees more than the adults know.

The film is an adaptation of the novel by Henry James, with many liberties taken by screenwriters Nancy Doyne and Carroll Cartwright. Maisie may flirt with melodrama, but it's not exploitative and the filmmakers have their reasons for putting Maisie through the ringer as they do. The film has something to say about family and children in this modern life. Watch how and when the characters use their cell phones. It's all of a piece, and the story ends well, with a certain rounded elegance.

Extras: Four deleted scenes and a directors' commentary track from McGehee and Siegel.
