Rocky River Police Chief Kelly Stillman said city officers, a regional narcotics unit and postal inspectors were involved in Tuesday's operation to investigate a delivery to the Perez home in the lakeside Cleveland suburb.

No charges have been filed and the matter remains under investigation. A message seeking comment was left for Perez's attorney.

At a news conference Wednesday, the chief said the operation likely originated with a package that appeared suspicious to postal employees. "They took it from there," he said.

Officers with a search warrant took evidence from the Perez house, according to the chief, but the seized items weren't specified.

Whatever was contained in the "controlled delivery of narcotics" must be analyzed at the state crime laboratory, according to the chief, who stopped short of speculating what it was.

"Depending on what it was and how much it was, charges will be filed accordingly," Stillman said.

Indians general manager Chris Antonetti said in a statement that the team had talked with Perez and was "gathering additional information."

Manager Terry Francona, addressing the situation before the Indians' Wednesday afternoon game against the Yankees in New York, said he had reached out to Perez to check on him.

"I spoke to him this morning, called him, just wanted to make sure he was OK," he said. "Out of respect to everybody involved, that's really all I can say."

The Indians' often-polarizing closer has six saves this season, but is on the disabled list with an injured right shoulder. He and Cleveland fans have gotten on each other's nerves over the last couple years, and he recently deactivated his Twitter account after hearing it from fans following a couple of bad outings.

In previous seasons, Perez has criticized fans for not coming to games, and ownership for not spending money on free agents.

The right-hander was supposed to start throwing again this week. Francona said he wasn't sure if the investigation would affect Perez' injury rehabilitation.

"I don't know. I honestly don't know," he said. "Let's not only go one day at a time, let's go one hour at a time here."

The order Wednesday was met with praise from advocates for girls' and women's rights and scorn from social conservatives and other opponents, who argue the drug's availability takes away the rights of parents of girls who could get it without their permission. It is the latest in a series of rulings in a complex back-and-forth over access to the drug.

The brief order issued by the 2nd U.S. Circuit Court of Appeals in Manhattan permitted two-pill versions of emergency contraception to immediately be sold without restrictions, but the court refused to allow unrestricted sales of the Plan B One-Step contraceptive until it decides the merits of the government's appeal. It did not specify why the two-pill versions were being allowed now, though it said the government failed to meet the requirements necessary to block the lower-court decision.

Department of Justice spokeswoman Allison Price said the government was reviewing the court's order.

Anna Higgins, director of the Family Research Council's Center for Human Dignity, where she focuses on issues including conception and end-of-life care, said the ease of access to the drug was a problem. She described the court's order Wednesday as "confounding."

"Our reaction in general is a concern for the safety of young girls and the rights of parents," she said.

Center for Reproductive Rights President Nancy Northup called the day of the court's order a "historic day for women's health."

"Finally, after more than a decade of politically motivated delays, women will no longer have to endure intrusive, onerous and medically unnecessary restrictions to get emergency contraception," she said in a statement.

The center's litigation director, Julie Rickelman, said the government has two weeks to decide whether to appeal the 2nd Circuit's decision on the stay to the full appeals court or the Supreme Court. Even if there is no appeal of the stay ruling, it was unclear how soon drugstores would move the two-pill emergency contraception from behind the counter. She said she hoped the pills would be available without restriction within a month.

"What it does mean is that generic two-pill products are going to be readily available to women without age restrictions, on any drugstore shelf," Rickelman said. "It'll be like buying Tylenol. You'll be able to go get it off the drugstore shelf, no ID, at the regular counter."

Dr. Georges Benjamin, of the American Public Health Association, said the court was right to allow women of child-bearing age to have access to emergency contraception, saying he was "hopeful that the full appeals court, when it finally decides, will have the same view."

The government has appealed U.S. District Judge Edward Korman's underlying April 5 ruling, which ordered emergency contraceptives based on the hormone levonorgestrel be made available without a prescription, over the counter and without point-of-sale or age restrictions.

The government asked the judge to suspend the effect of that ruling until the appeals court could decide the case, but the judge declined, saying the government's decision to restrict sales was "politically motivated, scientifically unjustified and contrary to agency precedent." He also said there was no basis to deny the request to make the drugs widely available.

The government had argued that "substantial market confusion" could result if the judge's ruling were enforced while appeals were pending, only to be later overturned.

The morning-after pill contains a higher dose of the female progestin hormone than is in regular birth control pills. Taking it within 72 hours of rape, condom failure or just forgetting regular contraception can cut the chances of pregnancy by up to 89 percent. But it works best within the first 24 hours. If a girl or woman already is pregnant, the pill has no effect. It prevents ovulation or fertilization of an egg.

The Food and Drug Administration was preparing in 2011 to allow over-the-counter sales of the morning-after pill with no limits when Health and Human Services Secretary Kathleen Sebelius overruled her own scientists in an unprecedented move.

The FDA announced in early May that Plan B One-Step could be sold without a prescription to those 15 and older. Its maker, Teva Women's Health, plans to begin those sales soon. Sales had previously been limited to those who were at least 17.

Korman, the judge, later ridiculed the FDA changes, saying they established "nonsensical rules" that favored sales of the Plan B One-Step morning-after pill and were made "to sugarcoat" the government's appeal.

He also said they place a disproportionate burden on blacks and the poor by requiring a prescription for less expensive generic versions of the drug bought by those under age 17 and by requiring those over age 17 to show proof-of-age identification at a pharmacy.

Plan B One-Step is the newer version of emergency contraception the same drug but combined into one pill instead of two.

SANTA CLARA, Calif. (AP) -- Affymetrix Chief Financial Officer Tim Barabe is planning to retire from his post next month.

The genetic testing instrument business said Monday that it is promoting Gavin Wood to the position. Barabe's retirement is effective June 28.

Wood will be responsible for Affymetrix's finance, accounting, information technology, facilities and investor relations functions.

Wood, who has worked for Affymetrix Inc. since 2006, most recently served as vice president of finance, international controller. He will report to CEO Frank Witney.

Affymetrix is based in Santa Clara, Calif. Its shares finished at $3.69 in Friday. Its shares have traded in a 52-week range of $2.96 to $5.50.

The FDA said the results of a recent study showed that children exposed to valproate products in the womb had lower IQ at the age of six than children who were exposed to other antiepileptics.

Drugs containing valproate are used to prevent migraine headaches, treat epileptic seizures and manic episodes associated with bipolar disorder.

Drugs containing valproate already carry a boxed warning for birth defects.

"Valproate medications should never be used in pregnant women for the prevention of migraine headaches because we have even more data now that shows the risks to the children outweigh any treatment benefits for this use," FDA's Director of the Division of Neurology Products, Russell Katz said.

This is the second time the FDA has warned on drugs containing valproate. In a June 2011 press release, the regulator had issued interim results of a study showing reduced cognitive functions in three-year-old children exposed to valproate.

, which lies just 4.24 light-years from Earth, will pass in front of background stars in both October 2014 and February 2016. Astronomers should scrutinize Proxima during these two periods, looking for subtle light shifts that could reveal the presence of close-orbiting planets, a new study reports.

"This is an opportunity to determine the mass of Proxima, and also detect planets up to 4 AU [astronomical units] around Proxima Centauri," Kailash Sahu, an astronomer with the Space Science Telescope Institute in Baltimore, Md., told reporters today (June 3) at the 222nd meeting of the American Astronomical Society in Indianapolis. One astronomical unit is the distance from Earth to the sun, or about 93 million miles (150 million kilometers).

Twenty years ago this week, one of the worst atrocities in Liberia's war a conflict that was marked by its sheer brutality and high civilian casualties occurred in Carter Camp when some 600 people were slaughtered on the night of June 5-6, 1993.

The neglect shown the victims mirrors the lack of action in bringing the perpetrators to justice. A United Nations-commissioned inquiry found the army of the late president Samuel Doe responsible, but other accounts have since challenged the report. No one was ever put on trial even though Liberia's post-conflict truth commission recommended prosecution for perpetrators of crimes in the war generally.

Nyenati Allison, who was then a reporter for The Associated Press, visited the area soon after the carnage and described a horrible scene: "Strewn through the camp were babies with crushed skulls, mothers hacked by machetes, elderly people butchered like livestock."

The victims were hastily buried. A profusion of bushes now renders the mass grave, dug between two aging trees on the outskirts of the old camp, all but inaccessible.

"The government needs to build a memorial here so that at least generations unborn will know what happened here," said Yelesah Mark, a 48-year-old survivor of that hellish night as he struggled to control his emotions.

Carter Camp existed originally as home for low-income rubber tappers of the Firestone tire company, situated 48 kilometers (30 miles) southeast of Monrovia near the world's largest rubber plantation which began operations in 1926. When fighting between rival rebel forces and regional peacekeepers displaced locals, they sought refuge in Carter Camp, swelling its population to over 3,000. By the time of the massacre, those in the camp of mud huts were a combination of company employees and people displaced by fighting.

The camp was immediately abandoned after the massacre and visitors have to be told there once was a camp here. Grass has taken over everywhere. Apart from a Nigerian-originated church which operates here, the few visible living things are birds building nests in trees that once provided shades for camp residents.

Mark was among the displaced people who nearly lost their lives in the Carter Camp Massacre, one of the worst atrocities in Liberia's 14-year civil war that ended in 2003. When gunmen dressed in military uniform entered the sprawling camp, said Mark, "we saw two tactical jeeps in which they came taking positions at the two ends of the camp, but we did not know their intent at first."

The slaughter soon began, with the attackers using firearms and machetes. Over 200 of those who were butchered were children.

"My brother-in-law Bainda and my friend Sackie were among the batch of displaced people slaughtered behind a poultry house down there," he said. "The killings were all over the camp; as people cried for help, all you could hear were 'ba-ba-ba, ba-ba-ba'" Mark said, imitating the sound of automatic weapons fire.

"Whenever I ... tell the story to people, it brings back that sad memory; it looks like we are digging out old wounds," he said. "But again, the story has to be told."

Mark said those who drove into the camp and carried out the massacre were former soldiers belonging to the army loyal to Doe. The then president was killed in 1990, but the army he led continued to remain active, fighting other rival forces.

Flan J. Nowon was a relief worker supervising food distribution in Carter Camp 20 years ago. He and his team worked there hours before the massacre, handing out food to "desperate people." They decided to take a break and return to their homes outside the camp, planning to return and resume the food distribution the next morning.

"It was just about two hours later that we started hearing heavy gunfire in the camp," Nowon said, standing with AP reporters near the overgrown mass grave. "I believed for sure there was something terrible happening in the camp when I saw a woman who had been shot in the buttock coming out of the camp naked, bleeding and crying and carrying a child."

"I ran back inside and told my wife 'Carter Camp is on fire,'" Nowon recalled.

The lack of accountability for massacres such as this one has bred suspicion that persists two decades later that some of those who orchestrated the violence are in positions of power.

Former Liberian President Charles Taylor, who was a leader of a rebel group in 1993 and whose fighters many people like Nowon suspect had a hand in the attack, was found guilty in April 2012 in an international war crimes court in the Netherlands of 11 counts of war crimes and crimes against humanity and received a 50-year prison sentence.

But that was for aiding and abetting rebels in neighboring Sierra Leone, not for atrocities in his own country.

"Liberia became a place where killing was a way of life," said Nowon. "And those who killed people deliberately in Liberia have been left to roam the streets."

The injured shortstop was on the field during batting practice Wednesday before the New York Yankees faced the Mets in the Subway Series. Still recovering from offseason ankle surgery, Jeter said he had the protective walking boot removed from his left foot last Friday and was recently cleared to throw.

"I didn't want to come out here and throw with a boot on," Jeter said. "I was here the last two homestands, so in that sense it's nothing new. I haven't been on the field, so that's good, but I've at least been around the guys. So it feels good to come here. You're kind of bored when you're down in Florida and not doing too much."

He said he has another test scheduled in the next week and a half and then hopes to be cleared for additional baseball activities, such as swinging a bat.

Jeter, who turns 39 next month, doesn't want to put a timetable on his return. The Yankees have said he will be sidelined until after the All-Star break in mid-July.

"As soon as possible. That's it,'" said Jeter, who watched Wednesday night's game from the dugout. "I'm not going to put a date on it. The last time I put a date on it, it didn't work. So as soon as I can play, I'll play."

The 13-time All-Star broke his left ankle in Game 1 of the AL championship series last October and insisted he would be back by opening day. But the Yankees' captain fractured his left ankle again while rehabbing, delaying his return.

"It was just a freak incident, I guess, which caused it to break again. I don't know why. I don't think anyone knows why. I'll do what I'm told and hopefully there's no setbacks," he said.

In other news, Yankees manager Joe Girardi said Andy Pettitte probably will return to the rotation early next week against Cleveland. The left-hander, on the disabled list since May 17 because of a strained muscle in his upper back, threw 76 pitches in a simulated game Tuesday in Florida.

"I want to see how Andy feels today and the next couple days," Girardi said.

Also, Yankees outfielder Curtis Granderson had surgery to have a pin inserted into his broken finger.

Granderson broke a knuckle on his left pinkie when he was hit by a pitch Friday night against Tampa Bay. Granderson had played just more than a week after returning from a broken right forearm sustained when he was hit by a pitch during his first plate appearance in spring training.

The pin is designed to help the finger heal. Girardi said the operation would not affect Granderson's recovery time.

"It's basically four weeks of inactivity and then you go from there. You can't expect him to go four weeks of inactivity and be in a game the next day," Girardi said. "The healing process, the time doesn't change. They just decided it was better to put a pin in there. In four weeks, he'll start doing rehab."

The binary star system is made up of a normal star and a dense stellar remnant called a white dwarf. According to the new measurement, the star system is 372 light-years from Earth, not 520 light-years as previously thought. Known as SS Cygni, the star pair is one of themost often observed in the sky, but until now, astronomers couldn't figure out why it behaves the way it does.

SS Cygni erupts in regular outbursts about once every 49 days, when it brightens to release significantly more light than normal. Such outbursts are considered normal for most star pairs of this type, called dwarf novas, but if SS Cygni was as far away as astronomers thought, this explanation didn't make sense. []
