Core Tip: Internet cafes popular village, ceinture gucci K4NRckKrAD, the main consumer target is primary and secondary students. Many parents let kids indulge network heartache. Rural Internet cafes supervision, because a variety of subjective and objective factors predicament heavy. Youngsters triggered scenes of tragedy, is quietly staged.

On August 21, a remote town in Xiangxiang, Hunan - Jinsou Ma Village.

Only two cafes on the street: Super Internet era, network brothers clubs.

Xiao Ye (a pseudonym),cinture armani, 16 years old, just graduated from junior high school. Before, "in order not to fraternal clubs Internet network", he attracted a beaten, maglie calcio, spent more than 600 dollars for medical expenses, has yet to be awarded.

Led by Xiao Ye hit man named Xiao Xiang, had told him no knot. "Xiaoxiang men are brothers and friends network club boss, louis vuitton bracciali,yFu2rkS7uS, the boss specifically ordered gang pull students online, they do not from, you will get into trouble."

And Xiao Ye is a different experience, stone pond middle school student night clubs Internet network to the brothers, is to enjoy the shuttle bus treatment.

Help stickers

June 28, 2007, Xiangxiang municipal government official website forum for help there was a note: "Please Xiangxiang leadership at all levels in time." Content is "Jinsou Ma Ping Several parents reflect, since May 1, 2006 Brother network club opened, the cafe owner gathered community youth Xiaoxiang etc. Stress stone pond middle school students to the Internet cafes, but also specifically ordered Shaw Xiang et al. used cars, motorcycles 23:00 to 0:00 to the stone pond middle school students received (over the wall) to clubhouse brothers network the Internet, to generate income for the cafe, the street is still a horse named Xiao Ping leaf student beaten black and blue, so he knelt down in front of everybody, please leaders dealt with severely. "signed" Luo Moumou Xiao Moumou parents and other. "

After the incident, Xiangxiang City Department of Cultural Affairs ordered Jinsou cultural center Master Peng Liqing this investigation.

Peng Liqing stone pond in middle school, Jinsou police station knowing the circumstances, people find posts Xiaojian E. July 12, Xiaojian E presented a proof materials, others say her name in fake online posting, in fact, she is not involved.

July 12, stone pond middle school also presented a proof material, said since April 2007, in May, before the students to get up after sleeping, outside the occasional motorcycle stay at night there are a lot of students go over the wall, but whether the motorcycle shuttle students to the Internet, there is no evidence the school. School leaders said the brothers had gone to the school network club boss promised never solicit boarding school students online.

This proved to be the main Renchen Jun school teaches confirmed. He said the school does exist some problems in the management of student work, louboutin homme, after school will strengthen management.

August 21,escarpin louboutin pas cher, 2007, Xiangxiang Municipal Cultural Bureau deputy director Zhou Bican in an interview with reporters, said that after investigation, the municipal official website forum posts content is not true, the post may be the brother of the network club competitors.

August 22 morning, Ma Ping began to rain. This small village four, fifty kilometers from Xiangxiang city, away from the border Changsha Ningxiang only four or five kilometers.

Ultra-era cafe owner Wen-Yao Huang told reporters that two years ago, he returned home to open the cafe, the reason for the name "super-era" in the hope that something new network, can take root at home, germination.

For the post issue, Wen-Yao Huang said, it was not his own, but the content of the post is true.

According to Huang Jieshao, the poster Xiaojian E's daughter and another girl in town is a stone pond Luomou high school students, because love online, they have been missing two or three days, occhiali da vista, thanks to him several times asking to be found. I heard that she was being taken to Xiangxiang.

Luo's father told reporters that her daughter obsessed with grades plummeted after the Internet, peuterey outlet, receive SMS teacher only after a few days did not know her daughter to class. "Looking for a few days did not find himself back later."

Turning to post signature, the Luomou father said that he will not be online, it is impossible posts.

Wen-Yao Huang also told reporters, Xiaojian E scared daughter continue to indulge the Internet, adidas stan smith homme, so that her husband brought Guangdong. Huang said that the reason to write prove Xiaojian E, is subject to certain people at risk. An informed source said, Xiaojian E now in the field.

Shuttle bus students access

Wen-Yao Huang cafes have 36 loom. Office 2005 business license. Brotherhood network will all loom 30, just opened in early May this year, license is being processed.

Without exception, Internet cafes are the main consumers of two primary and secondary students.

Although there is no super-era Internet cafe in the city of high-grade decoration, but the Internet in these warm, pupils compares favorably with city people. Wen-Yao Huang 8-year-old son sat on a sofa of great promise, little hands to manipulate a mouse.

Wen-Yao Huang said that although his son the Internet more than a year, swarovski bracciali, is still very good grades.

Huang also said that unless it is a weekend or winter and summer, he generally does not welcome the students to the Internet.

Xiao Ye told reporters: "yellow boss is good, the last time I was playing, but also lent him 300 dollars."

Xiao Ye's parents in Xiangtan business, nobody him.

Since the club opened Brotherhood network, local community youth Xiaoxiang Xiao Ye, who go there often called the Internet, and before, Xiao Ye has been ultra-era Internet cafes, only occasionally visit the brothers network club.

Only to Wang (a pseudonym) brothers frequented clubs network.

Wang to 14 years old. Less than 1.5 meters tall. Stone pond secondary two students. He was a week Internet two or three times, time is late at night.

Stone pond middle school from the town there are two or three kilometers, is located in the uninhabited mountains. From the town to the school for some rural roads and some hair road. One kilometer winding road more than hair, both sides of the tree, almost no people.

To Wang told reporters, with their classmates, each time on the net all night, in the afternoon, he will tell a student of the school, he informed by the cafe owner Kaijulaijie. Once most of the students go to bed at night classes, they did give out over the wall behind the school, because of his short stature, tall every time help to climb over the wall. Then, take the car to the Brotherhood network club.

"Usually the girls and boys out of 10 people." According to Wang describes, 23:00 more time, there are off-campus car, motorcycle here waiting.

To Wang said the five dollars a night. Five in the morning, when Xiaoxiang, who drove them back to the hair and then the road fork, and then go back to their own. At that time the school has been open.

According to Xiao Ye recalled one night when he saw a white car online from Brother network clubs, a three-wheeled motorcycle, peuterey uomo nuovo dwDs0nj2Y, there are few motorcycle, loaded with stone pond middle school students to the Internet.

Before the Internet, to keep the class busy score the top three, the final exam, he took the test more than a dozen. Wang said that the future he will be less access to good job performance.

"But the Internet is really a lot of fun." It was revealed to Wang, the Internet most of the time he is playing a game, sometimes playing QQ, have not seen friends, only videos with friends.

To Wang also said that Luo and Xiao Ye know him, the town is only so big,air max junior, regular Internet know.

Brothers clubs from ultra-era network of Internet cafes is only 200 meters from the entrance of transparent glass close to "prohibit minors from entering" stickers or new, the machine is brand new. Reporters saw mostly primary and secondary students. About as big as a 10-year-old boy being dangling a cigarette, air max 90 FuDM3m69Az, chat with the person next. Another row of seats behind the station a few years, eyes staring at the screen.

For Xiao Xiang et al., Late at night, pick the stone pond student clubs to fraternal network access issue, the cafe owner, Sun wake denied. But he does not deny understanding Xiao Xiang et al., White car that he's a partner in a greeting. According to Sun speculated that the post might be to his competitors.

Sun woke pleased to say that the Internet has its own air conditioning, many children are willing to come, giuseppe zanotti online, "This is very cool."

Xiao Ye told reporters reflect, Xiao Xiang et al Brothers clubhouse access network, often not money. Internet cafes because they "pull business," sometimes the boss will reward them with cigarettes.

Sun woke said Xiao Ye Xiao Xiang, who beat the reason is, is because the original leaf Xiao Xiao Xiang played. Xiao Ye explained that he had no knot with Xiao Xiang, Xiao Xiang beat him was instigated by Sun to wake up,louis vuitton lunette de soleil, because he does not come Brotherhood network clubhouse access. It is said that now is not Ma Ping Xiao Xiang, chaussures louboutin, I heard that went to Changsha.

Most of the town and nearby villages, the pupils' parents of these two cafes very angry. Slate Tong School shop owner Lee said angrily, his own children hooked on online games, grades plummeted, do not even want to read.

Luo's father is also a great cafe comments, nike, "It is harmful thing! That will never let her daughter online."

Culture regulatory difficulties

August 22, 2007 at 22 am, Xiangxiang City Department of Cultural Affairs was busy planning the 20th anniversary of building the city of Xiangxiang, Secretary Wang Mou still working overtime.

Wang briefed reporters seeking basic information Xiangxiang Village cafes. 2003,tn pas cher, the rise of Internet cafes in the country. Xiangxiang currently has 43 rustic cafe, distributed in more than 20 towns, the average township 2-3. Formal license holders, only 20 more than the others are in the approval process, are black bars.

Wang Mou said City Cultural Inspection Brigade of the staff on board less than 7 people, transport is relatively scarce. For urban cafes, basically well managed. But village cafe, a bit powerless.

When reporters learned that the official website of Xiangxiang municipal government posts have been made regarding the investigation, Wang Mou said inspection team did not send the field survey, the mere basic cultural Master investigation and a piece of paper to prove to judge this is not real, a little rough. In this regard, the Department of Cultural Affairs to re-investigate the parties, to the people a satisfactory answer.

Turning to rural Internet cafes supervision, Wang Mou tells the difficulties, it is not a department can control good, must be multi-sectoral cooperation, and is a systems engineering.

Wang said that soon, Xiangxiang Municipal Committee, industry and commerce, culture and other sectors will be held in a rural cafe campaigns, rural black bars will be banned for licensed Internet cafes to rectify. But he was a bit worried, departments mean, every town will retain two cafes, and his attitude is resolutely banned, leaving only one.

Because most of the Internet consumers are rural primary and secondary students, Wang has repeatedly communicate with Xiangxiang City Board of Education, the education sector can hope to increase investment in rural schools, the purchase of computer equipment, opened a green channel students online, so students are not out of school be able to access. At the same time, schools should regulate online behavior of students.

Internet cafe remediation work can be in place in time, Wang Mou workers must be forbidden to participate in any of Cultural Affairs to eat, please; prohibiting staff involved in Internet partnership, joint venture; prohibit staff members to accept the owners, dealers benefit.

Speaking after the rise of Internet cafes numerous social problems, Wang Mou solemnly.

It is understood that since 1994 the world's first Internet cafe in London birth date, longchamp 3d prix Nr6Q59E6OJ, only ten years old. The absolute number of Internet cafes from scratch, development is extremely rapid. A series of questions from exposed, had caused food for thought.

In recent years, Internet cafes and frequent malignant events: in June 2002 led to the occurrence of more than 20 Beijing "Lan Ji Su" cafe arson death; the same year in August, scarpe hogan outlet RtUHqeE1U, Jiangsu consecutive adolescents Paowang Ba kill relatives serious incidents; 2004 in December, after a 13-year-old juvenile Tianjin Moumou continuous Internet cafes in 36 hours to mimic the network game character modeling, stretching his arms, adidas originals smith, legs together, committed suicide by jumping from a 24-story building.

Since some Internet operators are still trying to avoid regulation, and black bars the admission of minors and other irregularities is still spreading, serious incidents caused by the Internet has not stopped, indulging in Internet cafes and online game surge in the number of minors.

Regulatory knot

Internet cafes (especially rural) remediation work, asics gt 2000, involving more than 10 departments culture, industry and commerce, public security, management seems to weave a large network, but no department can finally "close the net."

Director of the Chinese Society of addiction Prevention Research Center, Zhang Chunliang Economic Herald that "concerted efforts, joint law enforcement" is the main problem the government regulation of Internet cafes, nike air max 95, this approach appears to strength in numbers, in quite a few cases, they become "everyone assumes leadership responsibility and the primary responsibility" and eventually lead to "catch and not real tube without force."

Some experts expect the number of Internet cafes in China in 2007 will reach 115,000.

In the comprehensive management of Internet cafes in urban governance significant effect, rustic cafe is relatively weak, and faced with many problems: Internet registration has not been well implemented, hogan originali M06MF9NHNu,occhiali ray ban, illegal admission of minors, measures Internet access signal is interrupted 0:00 -8 do not put in place, the use of remote computer monitoring system for real-time monitoring of Internet cafes throughout the system and the technology is not in place, the cafe fire safety and environmental quality standards, the number of large Internet cafes, Internet cafe owners and part of the management department existence remediation gust of mind ......

And this series of factors will determine the supervision of rural Internet into a knot.

Deputy Director of the Ministry of Culture Market Department, said Tuo Zuhai, currently the cultural sector, the biggest problem of Internet regulation and the "blind spots" in the rural towns, township cultural stations due no enforcement power, the county law enforcement forces need depth, and the county power itself is weak, difficult to effectively take into account. Over the years, the Ministry of Culture has been a solution, but so far there is no effective way.

Whether the admission of minors online, become the focus of attention of analysts.

Experts have pointed out, it is a major consumer of Internet cafes in rural primary and secondary students, if minors are prohibited access, the interests of the Internet is bound to be affected and eventually closed.

Liaoning University Law School professor quartz view that the Government should take the initiative to offer some interesting, healthy teen websites for children provide a good growing environment.

According to statistics, in small and medium cities in China, cappelli nike oikyk49TaY, more than 80% of Internet users through the Internet Understanding Internet.

Xiangxiang Jinsou Ma Village, starting in 2005, the first Internet cafes appeared pierced the calm of the past this town, it gives people more of a majority, the pupils' parents complained. Xiao Ye to reporters and confiding in their own Internet cafes do intend to stay a few months, or read technical school, or go to work in Guangdong. ( Newspaper reporter Yin Wan Tong)

Daishan salt

Daishan, oakley occhiali da vista uwnu, peuterey outlet online, Zhejiang Province, the largest salt-producing county, known as "Penglai", the island has 3.5 acres of salt, salt here on in white color, fine grain, delicious and famous since the Song Dynasty onwards, cartier bracelets kiHJXkrDfP, are classified as "tribute salts" . Salt has always been important to the masses Daishan employment livelihood, however, the idea of playing some salt, carrying out trading power for money. Since last year, Daishan County Prosecutor's Office in the county Salt investigation of six people, including former director, including bribery scandal, involving up to 50 million yuan. By the end of April this year, which is 6 per capita it has been sentenced. This year, May 26,peuterey donna roma n7auW835gi, Daishan County Commission for Discipline specifically on this scandal to the county from the briefing and conduct admonitory education in the county party members and cadres. Recently, Daishan County Prosecutor's Office also held a case analysis in Salt county bureau, oakley outlet, in-depth study of the issue of prevention.

"Top leaders" to take the lead bribery

Daishan County, Salt Bureau, Yu Tianxiang is undoubtedly the "first heavyweight", he who is also Daishan County Salt Industry Bureau, party secretary and manager of Daishan County Salt Company, converse all star basse, Daishan County Green sea salt and a few general manager post. Such a "weight" and therefore become some businessmen bribe "the first target" and had little resistance Yu Tianxiang suddenly "disarm" the.

Wang is a plastics company Zhejiang Lin'an boss. The company mainly produces salt with black plastic film, and from 1988 on Daishan County Salt Bureau business, not the amount of the first years of business. Since 1996, when the Secretary Yu Tianxiang, the surge in the volume of business, hogan rebel ebay, the entire black plastic film Daishan saltworks were purchased from Wang's company, annual business volume of up to 100 tons, valued at over 100 million. Naturally, the Wang Yu Tianxiang as their "god" before the Spring Festival every year to Yu Tianxiang home New Year. Wang first time to send some souvenirs and envelopes of 3,000 yuan, Yu Tianxiang politely say "thank you" to all accept it, and on the spot to the wife custody. See Yu Tianxiang couple so "Shuangqi", Wang had an idea, and the second year will be coded red to 4,000 yuan, and later added to 5,000 yuan, 7,000 yuan, 10,000 yuan. "Unconsciously, 10 years down the light Wang received a red envelope, there are five million known today, even if the original plan and only point souvenirs." After the incident, Yu Tianxiang sighed.

Of course, to Yu Tianxiang Wang bribe far more than one person, air max femme, and Lin, Shimou, mickael jordan, Jeong 6 people. These people sent a red envelope, Yu Tianxiang are also all comers.

Salt bags stuck four corrupt officials

Salt and Zhejiang largest source of many small salt bags stuck Secretary is similar to Yu Tianxiang bribery is a bag of salt, but, he was fitted with a large bag of salt stuck.

Daishan Shimou is one of the local private entrepreneurs, in 1997, I heard that Salt Bureau to supply salt in plastic bag profitable, ceinture burberry, they organized a special plastic packaging plant. However, Zhejiang Salt Authority expressly provided, to supply packing bags in Salt manufacturers must Zhejiang Provincial Salt Administration designation, the manufacturers did not Shimou enterprises. To this end, Yu Tianxiang Shimou find help. After some of the activities of Yu Tianxiang, Shimou do so to get served one million bags annually to Daishan County, Salt Bureau orders.

Shimou tantamount to Yu Tianxiang "Gratitude." 1999 Spring Festival, Shimou carrying a big cock, with 3000 yuan to thank Yu house door, Yu Tianxiang did not refuse to accept it; this summer Yu Tianxiang home renovation, Shimou sent us some renovation materials, plus 1 million in cash; Yu Tianxiang son go to college, Shimou has sent 2,rayban lunette de soleil,000 yuan. Between 2001 and 2007,peuterey donna, the New Year Spring Festival and other grounds to Shimou, gave Yu Tianxiang 21,nike air max,000 yuan.

Jeong is a manufacturer of bags Suqian company boss. 1997, through the help of Yu Tianxiang, Daishan County Daishan County, Salt Bureau and green sea salt companies from Jeong companies have purchased 260,000 unplanned bags. In 1998,scarpe hogan uomo, before the Spring Festival in 1999, Jeong Yu Tianxiang has sent 12,louboutin soldes,000 yuan in cash. Before the Spring Festival in 2001, Jeong Yu Tianxiang has sent 20,000 yuan. Second half of 2004,air max usa 2jDR4dD4ei, Chung has sent 2 million in cash.

While being stuck with a bag of salt there Daishan County Salt Bureau, former deputy director, hogan scontate cdVwYkRkn0, former vice president Jiang Wei County Salt Company Daishan County and Salt Bureau marketing department former chief Wangxin Guo, Deputy Chief Wang Yan. Three bags in the procurement process were obtained bosses "commission" 29,800 yuan, 30,700 yuan and 2600 yuan.

Boatman who disclosed the "hidden rules"

Daishan County, Salt Bureau bribery scandal, the investigation is the first to be Daishan County, Salt Bureau marketing department dispatcher former Cao Dai good. Cao Dai good boatman who received the "commission", not only the captain who disclosed the default "hidden rules" - in order to transport salt, to give a total number of Branch County, Salt Bureau distribution pipe schedule "meaning of meaning",boutique longchamp paris aS18kgn00K, but also bring out the marketing chief and deputy chief Wang Yan Wang Xinguo.

Cao Dai just do not look good dispatcher, but their power is still quite large. Daishan salt to be shipped out, scarpe hogan uomo, the specific vessels are deployed dispatcher final say. "I can decide which boat to transport, transport which type of salt transported to any place, and these are directly related to the interests of the owner, so they are afraid to look down on me captain." Cao Dai good prosecutor admitted.

Thus, from the second half of 1994 when the first day of the Cao Dai good dispatcher, who will captain his cotton, nike air max pas cher, Latin American relations. Wang is the Cao Dai good impression of a deep individual owners. In order to be able to get care when you put salt, Wang outset please Cao Dai good to eat, send some cigarettes and other gifts. Cao Dai good tell him they do not smoke, do not like to drink alcohol, do not sending up. Wang take the hint, direct change send cash. At first, Wang only get 100 yuan, 200 yuan, and later $ 300, $ 400, most of the time only 500 yuan, Cao Dai is not quite good too few, always smiling accept. Sometimes, Cao Dai good in the office or on the road is also not shy about money. Of course, most are at home received a red envelope and gift cards during the Spring Festival. A few years later, only a boatman Wang, Cao Dai good will receive 5,000 yuan. According to Cao Dai good account and verified by the prosecution, he served dispatcher ten years, received a total of 16 boatman transported salt bribes totaling 38,100 yuan.

Beginning in 2004,new balance 890 heren b33G85f, Daishan County, Salt Bureau on work scheduling to marketing chief, a deputy chief. Savvy skipper immediately reverses direction, focus turned to fire chief and deputy chief Wang Yan Wang Xinguo bribery. From 2000 to 2007, Wang Xinguo skipper took nine commissions 25,000 yuan. Wang Yan is from 2002 to 2007,chaussures louboutin, it took 11 skipper commissions 29,800 yuan.

By contrast, since in this bribery scandal in Salt once supported Renlv Hai limited liability company deputy general manager, production and operation of Deputy Chief of Huang Yongming Daishan County Salt Bureau some "loner." However, Huang Yongming play also "by salt salt" sign. By prosecutors to identify, from 2004 to 2007, Huang Yongming bribery in the procurement of machinery and equipment and brine salt water disposal process, received more than 3.42 million.

Provoking alarm bells ringing

February 2008 to April, by the prosecution to prosecute, Daishan County Court judgment over this bribery scandal. Yu Tianxiang bribes 182,500 yuan, was sentenced to seven years; Jiang Wei for accepting bribes 29,800 yuan, was sentenced to one year imprisonment, suspended for one year; Wang Xinguo bribes 59,200 yuan, was sentenced to five years; Wang Yan due bribery 34,800 yuan, was sentenced to one year imprisonment, suspended for two years; Cao Dai good for taking bribes 41,100 yuan, was sentenced to three years imprisonment, suspended for four years; Huang Yongming bribery 34,200 yuan, was sentenced to one year and six months, suspended for two years.

Prosecutors handling the case at the time of this analysis from the bribery scandal that the power misplaced sense of art is to produce discipline violations "ideological roots." Yu Tianxiang, who put the power in the hands of self-serving as a tool for personal, salt by salt, and finally embarked on the road of crime. Although the amount of bribes is not large, especially the single amount in more than a thousand dollars less, some only 100 yuan, basket golden goose, but not because of numbers make it easier for people to accept bribes, and gradually make bribery personnel weaken resistance to corruption, Over time not only constitutes a crime on the quantity, but also ideologically thoroughly corrupt.

The leadership of the entire system is corrupt atmosphere of errors "catalyst." A unit leadership, especially the "number one" of behavior is the entire unit "leader." "Top leaders" Once to give up the principle of lawlessness lead, a team is likely to set a bad example, but also "shortness of breath" was under the supervision and management, louboutin femme prix xktkUT0B, resulting in leading by example and become subordinate lawlessness "catalyst." Salt Daishan case is a typical system, Yu Tianxiang afterwards said: "they have corruption, it is not good to go to other people."

Institutional level the absence of regulation is to encourage discipline violations "warmed me." On the one hand, louboutin homme, the internal management system that is not lagging exchange positions of leading cadres. Yu Tianxiang Salt served as Secretary for the post for 11 years, holding a long-term power, his domination of power increasing, led him farther and farther down the road of discipline and law. On the other hand, the lack of effective exercise of power constraints. Since Salt Salt Bureau and the company implemented two brands, operation and management system, internal oversight is difficult to implement a set of people; together with the Bureau of Salt and Salt Companies vertical leadership, maillot basket, cadres of the provincial Bureau, the Provincial the company directly appointed, and the party organization was in the relationship between local and supervision led to disjointed situation of weak external oversight. Meanwhile, the implementation of the system is not in place, leaving room for abuse of power. Yu Tianxiang mentioned in Reflection, Salt system in material procurement, project approval, democratic decision-making on major issues, maillot michael jordan, fixed asset management, hogan rebel ebay, is in accordance with the provisions of the implementation, but in some areas, some specific aspects, in the end by the "number one" final decision . June 16, Badong County Court of First Instance ruling waitress Deng stabbed town cadres of behavior constituted the crime of intentional injury, but she was exempted from punishment. Thus, asics gel saga homme, the basic concern Deng case settled, however, the network media storm and public crisis has triggered the case is still fresh in our memory.

Deng case far from unique. In recent years, real-life events one after another on the network has become a hot public concern, such as Yunnan "hide and seek" case, Nanjing weeks old farming "price cigarettes' case, the provinces of Henan Lingbao people Shuai posted arrest case, Hangzhou "drag racing" case and so on. The fact that the network has become an important field of public opinion, the original virtual space has become reality monitoring platform.

Network public opinion often Yihubaiying

Since the Internet has a wide coverage, spread fast, timely update features, once the network hot spot formation, longchamp soldes, a variety of public opinion will be intertwined, intensively, some of the well-intentioned or well-intentioned remarks can "stand out", to "pre-loaded" in effect. Vice Minister Zhou Xiangyang in Hubei Yichang Municipal Publicity Department, said the network has been able to form and hotspots upgrade to the media storm, one important reason is to make the network have the same interests around the individual rapid synthesis of a set of interest groups.

In Deng case, for example, within a week after the incident, the major sites have started tracking reports. On the Internet, traffic each message at least hundreds of thousands, chaussure nike pas cher, even went back there are thousands of messages. Some Internet users in the case of rational analysis and discussion, some netizens words extreme, blindly abuse.

Internet news director of Hubei Provincial Research Center Xieshuang Lin said that although the network is a virtual space, there is a strong mobilization capacity, louboutin soldes, the current number of people not only keen to express their views on the Internet, new balance 410 homme, and began to "come down from the Internet network" from the virtual space to reality society, will evolve into a storm of public opinion crisis reality.

According Banyuetan reporter observed, the network hotspot, rich, or some official authorities often become the focus of media objects. In the "hide and seek" case, Jinning police said Li Qiao Ming's death is unexpected and fellow inmates to play the game due to hit the wall, the result was consistent netizens questioned; in Nanjing weeks old farming "high price of cigarettes" case, Zhou Jiugeng "human flesh Search "netizens said he smoked expensive cigarettes, wearing expensive tables, open luxury cars, the requirements of Commission for Discipline Inspection to intervene; in Hangzhou, hogan jkc5NSG0GY," drag racing ", the findings of the police initially reported attracted numerous accusations around sports, rich family of network hot quickly spread; in the case of Deng, users overwhelmingly that "dishonored weak woman" kill "show off their wealth, lust bad cadres" is "heroes move."

The network has become channels for the expression of public opinion in transition

Many experts pointed out that the frequent incidents of hotspots in the background there are two main aspects; First, our society in transition, the emergence of some new contradictions and new problems, such as the wealth gap, official corruption, by the impact of traditional values; Second with the rapid development of Internet technology, more and more people go online for news and information, published opinion demands, propagation pattern of traditional media monopoly was broken, grassroots network becomes the most convenient channels of expression.

Professor of Journalism and Communication, Wuhan University doctoral tutor Shi Yibin said, the reason why the network hot events "hot" because compared to traditional media, tiffany uomo Rvi1pjcJ3r, the network of anonymity weakened binding code of ethics, it can be more daring, more freedom expression; network break geographical restrictions, global, and therefore a greater impact on network public opinion, and thus bring more uncertainty.

Hospital Professor, a single wave is considered, since the users of the distribution of wealth and power sensitive part of official hatred hatred is bound by the network to vent emotions. Xieshuang Lin said, moral, emotional, adidas, sensitive to the interests of the event most likely to spread, Deng case in the official hatred of the rich psychological grudges against Internet users, adidas original, "as firewood caught fire, air max one," a little on.

Single wave said that with the progress of society, and now people are very concerned about how to exercise their rights, including the right to public opinion, which led to the rise of network citizens. They care about public affairs, anonymous online comments, the objective impact on the traditional system in part by leaving the management of the conservative public opinion freedom restricted.

Banyuetan reporter also found that disclosure of government information is not adequate, not timely, but also to the occurrence of hotspots event provides an opportunity. Although China has been the implementation of open government information regulations began in May 2008, but some local governments in social crisis, louboutin prix, still take "secretive" approach, people will know the truth of the natural voice of doubt in the online issue, chaussures louboutin 4VilO7Ng, which may listen to spread inaccurate information.

Seen in this light, the current capacity of some local cadres grasping economic construction and operation of administrative resources is strong, but the ability to deal with the media is relatively weak, which has become their ability to govern short board. They do not want to face the media, fear of a handle, oakley milano, afraid to offend by word, and some even proposed "anti-fire security reporter." Not knowing that during the transition period and the Internet age, information disclosure if not authority, not timely, chaussure air max, proactive, incomplete, can give space to leave misunderstandings and rumors spread.

Network management guide public opinion imminent

China has over 300 million Internet users, ranging from ordinary people, there are some social elite. The fact that, in some hot events in the network, hogan saldi uomo, users play an active role. Single-Bo said, maglie calcio kt2iV3g33h, in the "Tiger Zhou" and "hide and seek" and other events, the public is involved in monitoring the performance of democracy. Community should strive to build a civic society in media reform and civilization subjectivity, so that public opinion and the active participation of citizens in public affairs decision-making process.

In this regard, Xie Shuanglin think, air max femme, manage newspapers, radio, cartier bracciali, television and other traditional media is important, nike air max homme, equally important is how good the new media network, converse kurt cobain, at present, in some places on the network is not enough emphasis on the construction of public positions, to guide online public opinion also spent thoughts not much. A series of network hot events show, network management should be further standardized, increase investment and financial talent, accelerate the improvement of legislation.

Single-Bo said, louboutin soldes, in reality, not everyone is the stand of the public interest to comment, so let users express their views, while participating in public opinion, media literacy should focus on civic education, including education on how people through the media rational expression of public interest demands, survetement jordan, how to handle the relationship between the right to information, expression, privacy and publicity rights.

Several experts have said that when a public crisis, abercrombie milano orari, the government should never block the expression of a network of public opinion, according to the law but to provide the latest and fastest most complete information to the public,, to guide public opinion. Shi Yibin said the government should also pay attention to opinion leaders the authority, according to the focus of attention of the people, take the initiative to set the agenda.

Zhou Xiangyang believes government officials to improve the ability to govern the Internet age, louboutin homme B19798p0v9, it is necessary to pay attention to the knowledge and the network of public opinion, we have a keen sense of predictability and judged force, once the network hot events, to correctly processed quickly. The only way to provide the basis for guiding public opinion, new balance 576, seize the initiative.

Hubei Province Public Security Bureau responsible person also pointed out that, air max 90 pas cher 9lY8h0WK0Y, in the social transition period, the public security organs not as investigators on the case as in the past, but to put the case would not affect social stability in look, to understand public opinion, respect for public opinion, new balance 999 dames V2UaiCH, for the masses ; to have political acumen, forecasting, and taking into account what might happen, take precautions to prevent so that the "case into an event."
