Vinegar cancer test saves lives, India s

MUMBAI, India (AP) A simple vinegar test slashed cervical cancer death rates by one-third in a remarkable study of 150,000 women in the slums of India, where the disease is the top cancer killer of women.

Doctors reported the results Sunday at a cancer conference in Chicago. Experts called the outcome "amazing" and said this quick, cheap test could save tens of thousands of lives each year in developing countries by spotting early signs of cancer, allowing treatment before it's too late.

Usha Devi, one of the women in the study, says it saved her life.

"Many women refused to get screened. Some of them died of cancer later," Devi said. "Now I feel everyone should get tested. I got my life back because of these tests."

Pap smears and tests for HPV, a virus that causes most cervical cancers, have slashed cases and deaths in the United States. But poor countries can't afford those screening tools.

This study tried a test that costs very little and can be done by local people with just two weeks of training and no fancy lab equipment. They swab the cervix with diluted vinegar, which can make abnormal cells briefly change color.

This low-tech visual exam cut the cervical cancer death rate by 31 percent, the study found. It could prevent 22,000 deaths in India and 72,600 worldwide each year, researchers estimate.

"That's amazing. That's remarkable. It's a very exciting result," said Dr. Ted Trimble of the National Cancer Institute in the U.S., the main sponsor of the study.

The story of research participant Usha Devi is not an unusual one. Despite having given birth to four children, she had never had a gynecological exam. She had been bleeding heavily for several years, hoping patience and prayers would fix things.

"Everyone said it would go away, and every time I thought about going to the doctor there was either no money or something else would come up," she said, sitting in a tiny room that serves as bedroom, kitchen, bathroom and living room for her entire family.

One day she found a card from health workers trying to convince women to join the study. Devi is in her late 40s and like many poor Indians doesn't know her date of birth. She learned she had advanced cervical cancer. The study paid for surgery to remove her uterus and cervix.

The research effort was led by Dr. Surendra Shastri of Tata Memorial Hospital in Mumbai. India has nearly one-third of the world's cases of cervical cancer more than 140,000 each year.

"It's just not possible to provide Pap smear screening in developing countries. We don't have that kind of money" or the staff or equipment, so a simpler method had to be found, Shastri said.

Starting in 1998, researchers enrolled 75,360 women to be screened every two years with the vinegar test. Another 76,178 women were chosen for a control, or comparison group that just got cancer education at the start of the study and vouchers for a free Pap test if they could get to the hospital to have one. Women in either group found to have cancer were offered free treatment at the hospital.

Still, this quick and free cancer screening was a hard sell in a deeply conservative country where women are subservient and need permission from husbands, fathers or others for even routine decisions. Social workers were sent into the slums to win people over.

"We went to every single house in the neighborhood assigned to us introducing ourselves and asking them to come to our health talks. They used to come out of curiosity, listen to the talk but when we asked them to get screened they would totally refuse," said one social worker, Vaishnavi Bhagat. "The women were both scared and shy."

One woman who did agree to testing jumped up from the table when she was examined with a speculum. "She started screaming that we had stolen her kidney," Bhagat said. Another health worker was beaten by people in the neighborhood when women realized they would have to disrobe to be screened.

"There was a sense of shame about taking their clothes off. A lot of them had their babies at home and had never been to a doctor," said one health worker, Urmila Hadkar. "Sometimes just the idea of getting tested for cancer scared them. They would start crying even before being tested."

But screening worked. The quality of screening by health workers was comparable to that of an expert gynecologist, researchers reported. The study was planned for 16 years, but results at 12 years showed lives were saved with the screening. So independent monitors advised offering it to the women in the comparison group.

An ethics controversy developed during the study. The U.S. Office for Human Research Protections faulted researchers for not adequately informing participants in the comparison group about Pap tests for screening. A letter from the agency in March indicated officials seemed to accept many of the remedies study leaders had implemented.

Others defended the study.

"We looked at the ethics very carefully" and felt them to be sound, and visited the project in India, said Trimble of the National Cancer Institute.

Dr. Sandra Swain, a cancer specialist at Medstar Washington Hospital Center, also defended the research. She is president of the American Society of Clinical Oncology, and the research results were presented at that group's meeting in Chicago on Sunday.

"There really was no wrongdoing there," she said. "They have no screening anyway," so there is no standard of care now.

Officials in India already are making plans to expand the vinegar testing to a wider population.

Many poor countries can't afford mammograms for breast cancer screening either. The India study also has been testing breast exams by health workers as an alternative. Preliminary results suggest breast cancers are being found at an earlier stage, but it's too soon to know if that will save lives because not enough women have died yet to compare the groups, said Trimble of the National Cancer Institute.

More progress against cervical cancer may come from last month's announcement that two companies will drastically lower prices on HPV vaccines for poor countries. Pilot projects will begin in Asia and Africa; the campaign aims to vaccinate more than 30 million girls in more than 40 countries by 2020.

___

Associated Press Chief Medical Writer Marilynn Marchione reported from Chicago.

http://twitpic.com/cuauv6
http://friendfeed.com/reelv/44e21d1c/barracuda-945-download
http://amberoyn.soup.io/post/316398697/Starfire-Angels-Starfire-Angels-Dark-Angel-Chronicles
http://en.netlog.com/trinaprovencher/blog/blogid=24325691
http://friendfeed.com/dymboo/9e58ecdf/pending-state-of-interest-rates-while-rising
http://venessazuui.skyrock.com/3165341872-Downloads-UK-INFO-DISK-CD-ROM-DIRECTORY-AND-192-COM-CREATE-NEW-PRODUCT.html
http://albertcrt.orbs.com/download+puppet+planet%3A+the+most+amaz
http://karlyab.orbs.com/download+commando+cowboys+rescue+thei
http://friendfeed.com/cubpyyq/f52e89f7/download-address-book-9th-ed
http://friendfeed.com/pieoo/1e708787/download-iron-horse-how-railroads-changed
http://susannauhmn.skyrock.com/3165341890-Medical-&-Dental-Instrument-Manufacturing-in-the-UK-Industry-Market.html
http://en.netlog.com/erickaneeley/blog/blogid=24325698
http://en.netlog.com/tampinkard/blog/blogid=24325705
http://deniceeuk.skyrock.com/3165341972-Download-Scarlet-Book-2-ebook.html
http://twitpic.com/cuav1e
http://arceliaovkp.skyrock.com/3165341996-The-2009-Import-and-Export-Market-for-Refined-Copper-Bars-Rods-and.html

Ecuador says to talk with Britain on Ass

QUITO/LONDON (Reuters) - Ecuadorean Foreign Minister Ricardo Patino said on Monday he would meet Britain's Foreign Secretary William Hague this month to discuss a possible solution to the year-long diplomatic standoff over WikiLeaks' founder Julian Assange.

Assange, 41, took refuge in Ecuador's tiny embassy in London last June to avoid extradition to Sweden, where he is wanted for questioning over sex assault and rape allegations. He denies the allegations.

"On June 17, one year after Assange entered the Ecuadorean embassy in London, I will meet again with secretary William Hague in that city," Patino said on his Twitter account.

"We expect the meeting with the secretary ... will lead to a solution in the case of Assange's asylum."

A spokeswoman for Britain's Foreign Office said earlier it was considering a request made by Patino to meet Hague in London.

"We hope the visit will contribute to our joint commitment to finding a diplomatic solution to this issue," she said.

News of the possible meeting comes as Bradley Manning, the American soldier charged with "aiding the enemy" by providing WikiLeaks with more than 700,000 classified documents, went on trial in the United States on Monday.

Assange said last year he expected to wait six months to a year for a deal that would allow him to leave the embassy, after Ecuador's socialist president, Rafael Correa, angered Britain by granting him asylum.

Patino accused the British government last week of trampling on Assange's human rights by refusing to allow him to travel to Ecuador. Late last year, Correa's government said the Australian citizen was suffering from lung problems.

Ecuador argues that the attempt to deport Assange to Sweden is part of a scheme by the U.S. government to have the former computer hacker extradited to American soil so he too can face charges over WikiLeaks' release of the U.S. documents.

U.S. and European government sources say the United States has issued no criminal charges against Assange, nor launched any attempts to extradite him.

(Reporting by Sarah Young in London and Alexandra Valencia in Quito; Writing by Eduardo Garcia; Editing by Stephen Addison and David Brunnstrom)

http://diegoake.skyrock.com/3164349464-Download-Isaac-Dragos-Beyond-the-Marius-Brothers-1-Siren-Publishing.html
http://russellaoup.skyrock.com/3164349470-Charles-A-Lindbergh-House-Mn-Historic-Site-Pamphlets-online.html
http://candiceeaqc.soup.io/post/315508913/Download-Boundary-Value-Problems-And-Markov-Processes
http://vinnieyibfrm.webs.com/apps/blog/show/26638287
http://fivupomo.jimdo.com/2013/05/25/download-handbook-to-the-cathedrals-of-england-winchester-salisbury-exeter-wells-pt-2-chichester-canterbury-rochester-ebook/
http://ludivinadna.soup.io/post/315508915/Backpacking-Weight-Reduction-Guide-download
http://en.netlog.com/courtneyphifer/blog/blogid=24067945
http://twitpic.com/ct7ifr
http://en.netlog.com/casandace/blog/blogid=24067954
http://willaylo.skyrock.com/3164349504-Suddenly-Supernatural-Unhappy-Medium.html
http://fakumane.jimdo.com/2013/05/26/diaspora-conversions-black-carib-religion-and-the-recovery-of-africa-book/
http://yapedale.jimdo.com/2013/05/25/discovering-nutrition-second-edition-read-online/
http://friendfeed.com/yyktom/66ed8b3a/statistics-for-spatial-data-wiley-series-in
http://luqomask.jimdo.com/2013/05/25/sobre-la-decadencia-del-arte-de-mentir-spanish-edition-ebook-downloads/
http://evangelinaibo.orbs.com/download+a+chronology+of+the+byzantine

Foreclosure sales tumble in first quarte

NEW YORK (Reuters) - Sales of U.S. homes in foreclosure fell in the first quarter, a report from RealtyTrac showed on Thursday, the latest data to suggest the housing market is on the mend.

There were 190,121 properties sold that were in the foreclosure process or already seized by lenders, down 18 percent from the last quarter of 2012 and a decrease of 22 percent from the first quarter the year before.

That accounted for 21 percent of all home sales, down from 25 percent in the first quarter of 2012. It was also well off the peak of 45 percent seen during the first quarter of 2009 as the housing market was still reeling from its collapse and the global financial crisis.

"We're on our way back to a normal housing market when it comes to foreclosures," said Daren Blomquist, vice president at RealtyTrac.

Rising home prices, improved sales, tighter inventory and low mortgage rates have all combined to help the housing market get back to its feet over the past year.

While default and foreclosure rates have also improved, they still remain historically elevated. Foreclosure sales averaged less than 5 percent of all sales in 2005 and 2006 before the housing bubble burst, said Blomquist.

"This is kind of like an iceberg that's shrinking on the surface but there's still a lot of distress in the market that's probably under the surface and not so obvious," he said.

Sales of homes seized by lenders totaled 101,371 properties, down 16 percent from the previous quarter. Sales of homes in default but not yet foreclosed on were down 20 percent to 88,750.

Short sales of properties not in foreclosure, where the home is sold for less than the outstanding loan, also decreased. This suggests some underwater homeowners may be anticipating an increase in home prices will get them back above water.

After increasing last year, short sales fell 10 percent in the first quarter.

The top five states with the biggest percentage of foreclosure sales were Georgia, Illinois, California, Arizona and Michigan. Foreclosure sales accounted for less than 10 percent of all sales in Massachusetts, New York and New Jersey.

(Reporting by Leah Schnurr)

http://friendfeed.com/fbcpqay/549f8a33/downloads-field-programmable-logic-and
http://friendfeed.com/sqmaei/5d3af64a/downloads-secrets-of-greek-islands-book
http://scotnbi.skyrock.com/3164884278-Downloads-Capoeira-100-An-Illustrated-Guide-to-the-Essential-Movements.html
http://sheliasm.orbs.com/downloads+insure+your+car+for+less%3A
http://katrinauouul.webs.com/apps/blog/show/26819087
http://en.netlog.com/miriamboone/blog/blogid=24203139
http://tannercsn.skyrock.com/3164884324-Winter-World-book.html
http://erikacov.skyrock.com/3164884326-Download-GPS-Primer-Sherlock-Holmes-Guide-to-the-Global-Positioning.html
http://kathleenubue.skyrock.com/3164884328-The-Teachings-of-the-Crystal-Skull-Ancestral-Teachings-of-the-Feminine.html
http://tomrymi.skyrock.com/3164884332-Download-A-Sunday-at-the-Pool-in-Kigali-book.html

Australian Kyrgios tames nerves to claim

By Toby Davis

PARIS (Reuters) - Too young to share a locker room with the established pros, Australian teenager Nick Kyrgios served a series of bullets from his sizeable frame to beat tour stalwart Radek Stepanek at the French Open on Monday.

Kyrgios, only 18 years old but already a statuesque figure at 193 centimeters, describes his background as half Greek and half Malaysian but he hails from Canberra and counts former Wimbledon champion Pat Cash as a friend and mentor.

A late wildcard entry at Roland Garros, he is still intending to play in the junior event and changes with the other tyros at a different end of the sprawling grounds.

Firing down a string of aces in their first-round encounter, he won 7-6 7-6 7-6 against Czech Stepanek, 34, who is one of the tour's most experienced campaigners and ranked 210 places above him.

"I had a lot of nervous energy in the third set," Kyrgios told reporters. "My fingers started mini-cramping I guess you could say - I think I'll feel better, more comfortable in my next round.

"When I woke up I was pretty nervous (but) when I got out there I started playing some really good tennis."

The youngster now faces a even sterner test in the shape of Croatia's 10th seed Marin Cilic who hit 35 winners as he ousted German Philipp Petzschner 6-1 6-2 6-3.

"I hit with him a couple of days ago before the main draw," Kyrgios added. "He's an unbelievable player.

"He's got to where he is playing worldclass tennis. I'll focus on what I have to do the next couple of days."

Asked whether he planned to alter his routine and change with the senior players, he replied: "I'm still using the locker room at Suzanne (Lenglen Court) so I don't think that will change any time soon."

(Editing by Tony Jimenez)

http://dominiceobo.skyrock.com/3164268690-Downloads-Han-der-Isl&aumlnder-Kommentierte-Gold-Collection-German.html
http://friendfeed.com/eadobi/8f8f33bc/what-they-teach-you-at-wharton-business-school
http://friendfeed.com/sumdr/17705470/america-best-colleges-for-b-students-college
http://friendfeed.com/eyyuy/2dc85746/2009-2014-world-outlook-for-gsm-based-cellular
http://friendfeed.com/asafnnu/4088a880/mixed-blood-indians-racial-construction-in
http://friendfeed.com/bioco/7ea6881a/body-intelligence-lose-weight-keep-it-off-and
http://jarrodise.skyrock.com/3164268720-Downloads-Probability-and-Information-Theory.html
http://friendfeed.com/ibvbiii/ec78d655/made-in-trollhatten-home-of-saab-online
http://twitpic.com/ct5nwa
http://friendfeed.com/hfbck/17c0406a/wheel-of-servitude-black-forced-labor-after
http://friendfeed.com/embul/c4924020/elementary-intermediate-algebra-concepts-and
http://ramonaihao.skyrock.com/3164268758-Modern-Toy-Trains-read-online.html
http://friendfeed.com/ouimoao/59f14b9f/cinderella-suite-no-1-op-107-study-score-e-book
http://augustushomo.skyrock.com/3164268774-Charlie-Chan-in-The-Pawns-of-Death-online.html
http://neldahifu.skyrock.com/3164268788-Downloads-Silas-Marner-Audio-Editions-e-book.html
http://friendfeed.com/eyyuy/1be0c82c/downloads-venus-and-adonis-rape-of-lucrece

Minn. floats $15.4M in subsidies for bio

ST. PAUL, Minn. (AP) -- State leaders stand ready to commit up to $15.4 million in taxpayer subsidies to a Fortune 500 pharmaceutical company they hope will put an outpost in Minnesota, according to a document made public Wednesday.

After declining to provide details the day before, Gov. Mark Dayton's office released a February letter from the governor and top legislators to a site hunter for Baxter Healthcare Corp. The Deerfield, Ill.-based company is eyeing a property in Brooklyn Park, a Minneapolis suburb, for an expansion that could result in 200 good-paying jobs.

The initiative was dubbed "Project Fern" in the official communications, because the Dayton administration signed an agreement that barred it divulging Baxter's identity or interest in the state. That agreement was waived late Tuesday as questions began to swirl about the offering and the covert courtship. The process is raising concerns that the pressure to attract jobs is overwhelming transparency at the Capitol.

The letter from the state's political powers went to a Minneapolis consulting firm that is advising Baxter as it considers branching into Minnesota.

"We, leadership of the state of Minnesota, greatly value your investment and by receipt of this letter, state our commitment to pursuing the following special legislation for Project Fern during the 2013 legislative session," the letter reads. It goes on to list five programs the officials were prepared to tap to deliver tax exemptions, forgivable loans, per-job tax credits, working training grants and special assistance on road, sewer and water construction.

House Speaker Paul Thissen, a Minneapolis Democrat, has said he signed the letter without knowing the identity of the company or the full scope of its plans. Senate Majority Leader Tom Bakk, a Democrat from Cook, said sensitivities involved in recruiting a large company makes the discretion understandable.

Baxter is a $14 billion-a-year company that makes devices and drugs to treat hemophilia, immune disorders, infectious diseases, kidney disease and other acute conditions. It recently bought a building vacated by another biotech company and is considering a two-phase expansion, which could add $300 million in space and equipment to the property and result in permanent jobs that would average $75,000 in base salary plus benefits.

Baxter could also qualify for city subsidies, making the public's commitment to the project even more.

Lawmakers had begun voting on the subsidies without knowing which company could land them. Some now say they are uncomfortable with the secrecy involving a request for taxpayer dollars.

Democratic Rep. Ryan Winkler, a Golden Valley Democrat, said he might have opposed a larger economic development package the House passed Monday if he knew what was transpiring privately. That bill contained $5 million in forgivable loans plus another $2 million incentive based on the number of jobs the company adds to its Minnesota payroll.

"It's a problem that we didn't know and weren't told what the subsidy deal was because most of these are not very good, and without some public scrutiny, we just start throwing money around in an even more egregious fashion than we typically do with these kind of subsidies," Winkler said.

Winkler said the state appears to be bowing too readily to a company for the sake of attracting jobs. "It's a certain kind of desperation to agree to their confidentially terms when they're asking for the taxpayers to give them free money," he said.

Blake Chaffee, a spokesman for the Minnesota Department of Employment and Economic Development, said the non-disclosure agreement was meant "to protect the business and their competitive interest in terms of proprietary information." He didn't have immediate information on how often such agreements are used, but he stressed that the incentives themselves are subject to public disclosure and examination.

Rep. Kurt Zellers, a former Republican House speaker, said the way this deal played out could come back to haunt state leaders if Baxter wins its subsidies. He predicted more companies and their search firms will insist on non-disclosure agreements that prevent a full public vetting of their requests.

"It's a new precedent for those that do these searches for these companies," Zellers said. "If you go to Minnesota that's what you do."

http://friendfeed.com/oapnm/afe7f6b5/downloads-one-trick-rip-off-book
http://twitpic.com/csx5lb
http://friendfeed.com/dndoc/aacb1fd7/alchemy-ancient-science-downloads
http://zowocock.jimdo.com/2013/05/24/download-we-re-very-good-friends-my-grandma-and-i-ebook/
http://twitpic.com/csx5mw
http://arthurkiy.orbs.com/downloads+self-assembly.+the+science
http://maisieiunr.skyrock.com/3164070582-Cancer-Grading-Manual-read-online.html
http://augustacuk.skyrock.com/3164070578-Download-Dreaming-Not-Sleeping-book.html
http://en.netlog.com/lilaimes/blog/blogid=23998096
http://marlysyhfa.orbs.com/downloads+dream+power%3A+how+to+use+your
http://friendfeed.com/otzaiu/8ac9a3cc/download-froggy-halloween-e-book
http://friendfeed.com/icbbmi/468e8ef9/download-reprint-husain-hamad-macr-i-mirza-d
http://mandyiaa.orbs.com/

Google eyes Waze as Facebook circles hot

By Sarah McBride and Alexei Oreskovic

SAN FRANCISCO (Reuters) - Google Inc is in talks to buy Waze, an Israeli mapping start-up that has held discussions with several large technology companies, two sources familiar with the matter told Reuters on Friday.

Google's discussions with Waze, which one of the sources told Reuters remained fluid and could change in tenor at any time, come amid reports Facebook is willing to pay $1 billion for the crowd-sourced service, which relies on information provided by its 47 million members to craft its mobile-oriented maps.

By buying Waze, the Internet search giant would prevent the company from falling into the hands of Facebook, which is delving deeper into mobile technology as it tries to grow its user base.

Mapping services are among the five most-used applications on smartphones and are crucial to engaging and retaining mobile users. The key advantage of owning, rather than licensing, a mapping service is that it allows for the product to be tailored and personalized for users.

"Whoever holds the mapping data is going to be a hot commodity," said Brian Proffitt, author of several books on mobile technology and an adjunct instructor of management in the University of Notre Dame. "As larger vendors acquire mapping data, businesses and consumers will discover that it's more difficult to gain free access and correct errors."

Waze's real-time traffic information, generated continuously from data on users' smartphones about traveling speed and direction, is considered a particularly valuable asset that poses a threat to the search giant's existing offering, Google Maps.

"Sometimes the best offense is defense," said a third source close to the situation, explaining Google's motivation to acquire Waze.

Still, Marcus Thielking, co-founder of rival mapping service, skobbler, said Facebook could easily develop a real-time traffic service similar to Waze's, thanks to its massive social network of more than one billion users.

As a result, he said, it would be "shortsighted" for Google to acquire Waze strictly to keep it away from Facebook.

"I can't really see much sense in a Google acquisition, especially not at a price that's close to what we're talking about," said Thielking.

Indeed, deals are heating up in the tech-startup space. This week, Yahoo Inc announced a $1.1 billion acquisition of widely used blogging service Tumblr, in one of the largest purchases this year of an Internet company.

Due diligence between Waze and Facebook had been under way and a term sheet signed after six months of discussions, Israeli business daily Calcalist reported this month.

But talks stalled over Facebook's demand that the Waze team, working in Israel, relocate to California, the publication reported days later.

Last year, Apple Inc began offering its own maps, in competition with Google's more widely used application.

There had been media reports earlier this year that Apple was in talks to acquire Waze, but both companies declined to comment on Friday.

Google also declined to comment.

MAPPING CONUNDRUM

Waze has enjoyed years of spectacular growth. About 12 percent of its users hail from the United States, and it also has high penetration in Italy and Brazil. Its user base has skyrocketed to 47.5 million now, from about 7 million in 2011.

Four-year-old Waze was the brainchild of Ehud Shabtai, a software engineer with a degree in philosophy and computer science from Tel Aviv University, who hit upon the idea when he realized commercially available GPS software could not reflect real-time conditions speedily enough, or provide certain useful data - such as speed traps.

According to Waze's website, Shabtai teamed up with entrepreneurs Uri Levine and Amir Shinar to found Waze in 2008. It has raised $67 million in funding to date from firms including Kleiner Perkins Caufield & Byers, Blue Run Ventures, Hong Kong media and real-estate mogul Li Ka-shing's Horizon Ventures and semiconductor company Qualcomm Inc. According to Calcalist, Microsoft Corp owns 10.2 percent of the company, but Waze did not comment on that.

Waze Chief Executive Noam Bardin and a small staff now operate out of their U.S. headquarters in Palo Alto, California, while about 90 employees are based in home country Israel.

The startup partnered with Facebook in October 2012, when Waze released an updated version of its app that allowed users to share their drive with their Facebook friends.

(Editing by Bernadette Baum)

http://daralob.skyrock.com/3163298404-Downloads-Sense-and-Sensibility-e-book.html
http://antionemrqo.skyrock.com/3163298406-Downloads-Eating-the-Alkaline-Way-Recipes-for-a-Well-Balanced-Honestly.html
http://hitodash.jimdo.com/2013/05/21/download-environmental-economics-and-policy-5th-edition-book/
http://friendfeed.com/rovdm/fc488b8e/download-2009-import-and-export-market-for
http://friendfeed.com/aarkdme/d4004934/download-kitchen-knight-tale-of-king-arthur
http://friendfeed.com/pudfrim/1b45e2d2/raisin-in-sun-e-book
http://tuladaymlt.webs.com/apps/blog/show/26463624
http://johannaqboeey.webs.com/apps/blog/show/26463626
http://en.netlog.com/ranaeatencio/blog/blogid=23800743
http://en.netlog.com/agustinloudermilk/blog/blogid=23800745
http://en.netlog.com/sundayengen/blog/blogid=23800746
http://rhodaous.skyrock.com/3163298448-Downloads-Getting-Started-In-Formula-D-Racing-Your-Guide-To-Drifting.html
http://twitpic.com/cs4gtp
http://margaritaoah.orbs.com/downloads+u.s.+state+and+local+it+sp
http://derricknza.soup.io/post/314532579/Alice-in-the-Country-of-Clover-Cheshire

A Search for the Truth on Secret Courts

At some point, the federal government violated the U.S. Constitution while conducting electronic surveillance. Discovering the details of that violation, as the Electronic Frontier Foundation is trying to do, involves unlocking two of the most impenetrable obstructions known to man: secrecy and bureaucracy. Meet the secret court that authorizes surveillance — the sort of tool Obama offers as one way in which his drone program might be made more transparent.

RELATED:

Quick background is in order. The Foreign Intelligence Surveillance Court, or FISC, was created in 1978 to "review applications for warrants related to national security investigations," . Its creation stemmed from the , a Senate group organized to address instances of domestic spying by the military and presidentially authorized assassination attempts. By empaneling federal judges to review requests for surveillance under the , the goal was that FISC serve (somewhat ironically) as a check on executive branch power, while keeping the information classified. FISC, after all, is a secret court; the government appears before the judges and asks for authorization to surveil suspects, who aren't represented. As the War on Terror expanded, so did FISA, and so did FISC's reviews.

RELATED:

Last July, Senator Ron Wyden of Oregon releasedin response to a question about one of the FISA expansions. Written by Kathleen Turner, Director of Legislative Affairs for the Office of the Director of National Intelligence, the letter stated flatly: on at least one occasion, FISC ruled that some of the government's information collection violated the Fourth Amendment. The violations, Turner indicated, related to , a controversial provision added in 2008 which allows the government to eavesdrop on electronic communication if it involves non-Americans, outside the United States.

RELATED:

Which brings us to the EFF, a non-profit advocacy group focused largely on protecting online privacy. Once it became public that there existed a court opinion outlining how the government violated the Constitution, the group sought to have it made public (this sort of thing being in their purview). In a phone interview with The Atlantic Wire today, Mark Rumold, a staff attorney with the organization, described the process of requesting a secret document from a secret court.

RELATED:

First, EFF requested the FISC opinion from the Department of Justice under the Freedom of Information Act (FOIA). The DOJ responded saying that the document was classified and refused to release it.

RELATED:

Second, the EFF sued Justice. Rumold: "A principle in FOIA says that if there's any information that can be segregated and released, it has to be." Since the opinion is long, more than 80 pages, EFF assumed there must be significant legal discussion that could be released. "To us, it seemed very much like they were trying to hide the fact that what they were doing was unconstitutional," Rumold said. Justice responded to the lawsuit with a new argument: FISC's rules prohibited DOJ from releasing the document.

Which differs from what FISC told the ACLU five years ago, when the ACLU tried to get information from the court. FISC said that the proper avenue for accessing information was FOIA. As , this is a Catch-22: The judicial branch (FISC) says to ask the executive branch (DOJ). The executive branch says to ask the judicial.

So, third, the EFF filed a motion with FISC. Or, rather, it began to try to do so. The thing about secret courts is that they don't have well-lit offices into which one can walk and drop off paperwork.

Filing the motion "was unusual, to say the least," Rumold says. "Very little about the FISC is known. They have published rules. The public knows the judges that are on the FISC." But that's about it. The EFF found a phone number that was supposed to be used to file with the court, and called it. For four days. "We kept calling and leaving messages and calling and leaving messages and no one returned our calls."

Fourth, the EFF tried another number, meant to be used if you need to serve the Department of Justice. "I think I talked to four diff people in the DOJ," Rumold said. "Finally they said they'd contact the FISC for me." Rumold didn't hear back.

Fifth, the EFF reached out the presiding FISC judge who sits on the bench in Washington, DC. Rumold called his chambers and asked his clerk to help file a motion with FISC. The clerk said no.

Sixth, the EFF finally got a call back from someone at FISC. That person explained that the light on the phone that indicated if there was a voicemail was broken, so none of the EFF's messages had been heard. But at last the EFF got an answer to the question of how to file the motion: Send it to the Department of Justice.

Seventh, the EFF did that. And the DOJ said they'd pass it along.

The result of the motion, mind you, will not be the release of FISC's opinion on the Fourth Amendment. Instead, it is meant to have FISC answer the question of whether or not its rules prohibit FOIA disclosures. (You can , if you speak Law.) If that response indicates that its rules don't prevent FOIA release, the EFF will return to court and force the DOJ to release FISC's opinion. Or at least some heavily redacted subset of the opinion. At some point after that, then, the American public may learn how and when the government violated the Fourth Amendment protection against unwarranted searches. (It's not certain that the government did spy on citizens, Rumold notes, but he thinks it's "quite likely.")

, the president pointed to a FISC-like court as a possible way of ensuring more transparency in the use of drones against terror targets.
[T]he establishment of a special court to evaluate and authorize lethal action has the benefit of bringing a third branch of government into the process, but raises serious constitutional issues about presidential and judicial authority.
If one model of making the drone program more transparent is FISC-like review, there's certainly reason for skepticism.

But Rumold, speaking with us prior to Obama's speech, pointed out that all of the attention paid to drones by the media had actually prompted a much different response from the government. "The transparency issues with drone strikes and with this type of electronic surveillance — in terms of the legal rationale for hiding this information — are identical," he said. "In the drone strike example, there's been a dramatic increase in transparency."

"If I had that in terms of electronic surveillance, I'd be happy."

Photo: Obama speaks in Mexico City, May 5.
Pesticides again tied to Parkinson's dis

By Andrew M. Seaman

NEW YORK (Reuters Health) - Exposure to pesticides and other chemicals is linked to an increased risk of developing Parkinson's disease, according to a fresh look at some past research.

Dr. James Bower, a neurologist from the Mayo Clinic in Rochester, Minnesota, said the finding is consistent with previous research but the study still can't prove that pesticides cause people to develop the neurological condition.

"We're definitely learning that Parkinson's disease is not caused by one thing. We're finding a lot of risks for Parkinson's and pesticides are just one of many," said Bower, who wasn't involved with the new study.

In 2011, a study of U.S. farm workers from National Institutes of Health found some pesticides that are known to interfere with cell function were linked to the development of Parkinson's disease.

Another study that was published in 2012 also reported that people with Parkinson's disease were more likely to report exposure to pesticides, compared to people without the condition (see Reuters Health story of Nov 13, 2012 here: http://reut.rs/17ndoUU.)

The disease affects about 500,000 Americans.

For the new study, Dr. Emanuele Cereda, of the IRCCS University Hospital San Matteo Foundation in Pavia, Italy, and his coauthor pulled data from 104 studies that were published between 1975 and 2011 and examined the link between pesticides and Parkinson's disease.

Overall, they found exposure to pesticides was tied to a 58 percent increased risk of developing the disease.

That increase, according to Bower, would be equivalent to 10 more Parkinson's cases among every 1,000 40-year-old residents living in Olmstead County, Minnesota.

Currently, Bower said about 17 of every 1,000 40-year-old Olmstead County residents will go on to develop Parkinson's disease.

The new study's researchers also found that certain pesticides - such as the plant killer paraquat and fungus killers maneb and mancozeb - were tied to a doubling of Parkinson's disease risk.

Bower said these findings are more applicable to farm workers who regularly use pesticides -
Android developers now banned from bypas

Android app updatesGoogle on Friday changed one of itspolicies to prevent apps from being updated outside of its marketplace. The company states that an app downloaded from Google Play may not modify, replace or update its own APK binary code using any method other than Google Plays update mechanism. The change comes shortly after Facebook tweaked itsapplication to allow users to update it without using the normal Google Play update system. It could be a coincidence, however it would appear thatis worried that other developers might have followed suit and would therefore become less dependent on its Play Store.

[More from BGR: ]

This article was

http://libradaeadl.skyrock.com/3163660566-Pennsylvania-s-Covered-Bridges-Images-of-America-Arcadia-Publishing.html
http://friendfeed.com/uiuvy/29e74233/download-risk-reliability-uncertainty-and
http://lolatiti.jimdo.com/2013/05/22/andr-eacute-corn-eacutelis-french-edition-book-downloads/
http://mayesyi.soup.io/post/314883046/Download-Shapes-Foil-Fun-Board-Books-ebook
http://en.netlog.com/chloemciver/blog/blogid=23890264
http://baumaus.info/1/books/The%202009-2014%20Outlook%20for%20Dry%20Macaroni%2c%20Spaghetti%2c%20Vermicelli%2c%20and%20Other%20Pasta%20Products%20with%20Less%20Than%2014-Percent%20Moisture%20Made%20in%20Dry%20Pasta%20Plants%20Excluding%20Noodles%20in%20Japan
http://begacoin.jimdo.com/2013/05/23/breach-of-duty-ebook/
http://ceciliahtoh.skyrock.com/3163660594-Runabout-Renovation-How-to-Find-and-Fix-Up-an-Old-Fiberglass-Speedboat.html
http://deboradduq.skyrock.com/3163660606-OS-X-Mountain-Lion-Server-For-Dummies-e-book.html
http://en.netlog.com/elizebethbelin/blog/blogid=23890274
http://danielopec.orbs.com/vigilante+newspapers+online
http://domingappp.soup.io/post/314883093/The-Old-Man-and-Me-New-York
http://gregorioqooy.orbs.com/2002+field+guide+to+estate+planning%2C
http://renatecys.skyrock.com/3163660618-Download-The-End-of-the-World-Stories-of-the-Apocalypse.html

UK tries out new model for gene testing

By Kate Kelland

LONDON (Reuters) - Britain launched a research program on Monday that should eventually allow all cancer patients to have access to the kind of genetic analysis that led Hollywood star Angelina Jolie to decide to undergo a double mastectomy.

The project, involving the Institute of Cancer Research (ICR) in London, the U.S. gene sequencing firm Illumina, geneticists and cancer doctors, aims to find a way to allow more cancer genes be tested in more people.

Researchers announcing the 2.7 million pound ($4 million) project, funded by the Wellcome Trust medical charity, stressed this was not a response to reports last week of Jolie's decision to undergo surgery to reduce her breast cancer risk.

"What we're trying to do here is develop processes that will allow comprehensive and systematic use of genetic information in cancer medicine so that (more people) will be able to benefit from the types of information and situations we were hearing about last week (with the Jolie story)," said Nazneen Rahman, head of genetics at the ICR and a leader on the new project.

Mutations in some genes, known as cancer predisposition genes, greatly increase the risk that a person will get cancer.

Jolie tested positive for a high risk gene mutation that made her about five times more likely to develop breast cancer than women who do not carry this mutation, according to the U.S. National Cancer Institute.

There are nearly 100 other known cancer predisposition genes, but in Britain - where most healthcare is part of the taxpayer-funded National Health Service - testing for them is currently very restricted.

Yet recent advances in reading the genetic code, known as gene sequencing, mean that looking for gene mutations is now faster and cheaper than ever - paving the way for gene testing eventually to become routine for all cancer patients.

"It is very important to know if a mutation in a person's genetic blueprint has caused their cancer," Rahman told reporters at a briefing in London.

"It allows more personalized treatment, so for example such people are often at risk of getting another cancer and may choose to have more comprehensive surgery, or may need different medicines, or extra monitoring."

The program, called Mainstreaming Cancer Genetics, will use a new Illumina test called TruSight that can analyze 97 cancer predisposition genes within a few weeks for a few hundred pounds, Rahman said.

The new model will be piloted initially in women with breast or ovarian cancer at London's Royal Marsden hospital, but the team hopes it will in future be used across the country and in many more types of cancer.

(Reporting by Kate Kelland;
