<title>Duncan, Oklahoma schools on alert after</title>

<![CDATA[ By Heide Brandes<p></p><p> OKLAHOMA CITY (Reuters) - Public schools in Duncan, Oklahoma, are on heightened security alert on Wednesday, one day after charges were filed against three teenagers in what police said may have been the thrill killing of an Australian university student.</p><p> Duncan High School, located in a town of 24,000 about 80 miles south of Oklahoma City, was informed by police of anonymous threats on Tuesday night, according to schools superintendent Sherry Labyer in a message posted on the schools' website.</p><p> In a case that has gained international attention, Christopher Lane, 23, of Melbourne, was killed by a gunshot in the back on Friday as he was jogging in Duncan.</p><p> All Duncan public schools on Wednesday will have increased security, and all campuses will require students to stay on campus until a parent or guardian checks them out, Labyer said. If any parents prefer to keep their children at home Wednesday, absences for this reason will be excused, Labyer said.</p><p> "Please know that we are committed to taking all reasonable action to protect the well-being of our students," said Labyer.</p><p> A representative for Duncan High School declined to say if the three suspects attended that school, referring questions to police.</p><p> Charged with first-degree murder are Chancey Allen Luna, 16, and James Francis Edwards Jr., 15, according to the Stephens County District Attorney's office. Michael Dewayne Jones, 17, who allegedly drove the vehicle carrying the other suspects, was charged with use of a vehicle in the discharge of a weapon and accessory to murder after the fact, the office said.</p><p> Lane was out jogging during a visit to his girlfriend and her family in Duncan when he was shot, police said. He attended East Central University in Ada, Oklahoma, where he was on a baseball scholarship.</p><p> According to police, Jones said the teens decided to kill someone "for the fun of it."</p><p> Police said Jones told them on Sunday that the three teenagers saw Lane jogging and decided he would be their target, followed him in their vehicle and then shot him in the back.</p><p> If convicted, Luna and Edwards face a possible sentence of life in prison without parole, according to court documents. <title>Earth-Size 'Lava Planet' With 8.5-Hour Y</title>

<![CDATA[ Astronomers have discovered a hot Earth-size planet so close to its star that a year on that exoplanet lasts just 8.5 hours, making it one of the fastest alien planets ever seen.<p></p><p>The small orbital period  one of the shortest ever discovered for anamong the worlds discovered by NASA's Kepler Space Telescope  means the planet is far outside what is considered the habitable zone of its star, where liquid water, and maybe life, could exist. In fact, scientists have described the new world as a so-called "lava planet."</p><p>The find, however, excites astronomers because the host star of the planet, called , is bright enough for other telescopes to spot the world. This is a relieving note for the research team given that the Kepler Space Telescope's prime exoplanet mission officially ceased Thursday (Aug. 15), scientists said. The spacecraft had towhen two of its orientation-controlling reaction wheels failed. []</p><p>"With a lot of effort and a lot of patience, you could detect the transit from the largest telescopes," Roberto Sanchis-Ojeda, a Ph.D. student at the Massachusetts Institute of Technology who led the research, told SPACE.com. "We also think it's possible with the Hubble Space Telescope. From space, you should not have any issue [spotting it.]"</p><p>A hot Earth</p><p>Kepler-78b is about 100 times closer to its star than the Earth is to the sun, and orbiting in a star system that is about 750 million years old  about six times younger than the solar system. The planet's surface bakes at an iron-melting temperature somewhere between 3,680 degrees Fahrenheit (2,026 degrees Celsius) and 5,120 degrees Fahrenheit (2,826 degrees Celsius).</p><p>Among other planetary candidates found by Kepler, only a handful have periods less than half a day long. The shortest confirmed orbital period is 10.9 hours, which belongs to Kepler-42c, while the shortest unconfirmed one (held by a planet candidate called KOI 1843) is only 4.3 hours.</p><p>Sanchis-Ojeda's team noted that many researchers are looking at longer-period planets that could be in habitable zones, which excites scientists because of the possibility of life existing on these worlds. But the researchers decided to plumb Kepler's data to focus on tight orbital periods, to see if more of these planets exist and how many of them are out there.</p><p>"," or Jupiter-size planets that are close to their stars, are the most common finds in this field because they are easy to detect. Spotting something the size of Earth, therefore, was a special moment for the team.</p><p>"It turned out to be a really rewarding session because we ended up finding this planet," Sanchis-Ojeda said.</p><p></p><p>Next steps</p><p>Because Kepler-78b transited, or crossed in front of, the face of its star, which is similar in size to Earth's sun, the team was able to pinpoint its size at a little larger than one .</p><p>And in a more unusual find, the scientists discovered the planet's surface is so hot that it shines brightly in visible light, allowing the team to isolate the light of the planet from its star.</p><p>As Kepler-78b passed behind its star, light curve measurements allowed researchers to confirm that the planet is reflecting at least some of the light it receives from its star. How much light is unknown, and will require further observations to determine, Sanchis-Ojeda noted.</p><p>Follow-up observations could also determine the mass of the planet, which would give a sense of its composition. <title>Higher expenses weigh on eBay 2nd-qtr pr</title>

<![CDATA[ NEW YORK (AP)  EBay's revenue increased in the second quarter as its PayPal business and namesake online marketplace continued to grow. But its net income fell amid higher expenses.<p></p><p>Shares of the e-commerce bellwether declined nearly 6 percent, to $54.25, in after-hours trading Wednesday.</p><p>EBay Inc. said it earned $640 million, or 49 cents per share, in the April-June period. That's down from $692 million, or 53 cents per share, in the same months a year earlier.</p><p>Adjusted to exclude one-time items, per-share earnings rose to 63 cents from 56 cents and matched Wall Street's expectations.</p><p>Revenue grew 14 percent, to $3.88 billion from $3.4 billion. <title>German IT specialist sentenced to three</title>

<![CDATA[ By Oliver Hirt<p></p><p> BELLINZONA, Switzerland (Reuters) - A Swiss court on Thursday sentenced a 54-year-old computer specialist to three years in jail for selling client data from Swiss bank Julius Baer to the German tax authorities, after the man agreed a plea deal with prosecutors.</p><p> Switzerland has come under growing international pressure to change its banking secrecy laws, which other governments say enables many of their wealthy citizens to avoid taxes.</p><p> German-born Lutz Otte, appearing before the Swiss criminal court in a striped polo shirt and jeans, said that he had intended to use the bulk of a 1.1 million-euro ($1.5 million) reward to pay off taxes he owed in Germany.</p><p> "The pressure from the finance authorities was pretty great. I saw an opportunity to alleviate the pressure on myself," Otte, who moved to Switzerland from Germany in 2005, said in court.</p><p> He said he left it to a German accomplice to pay the back taxes in Germany, but had no knowledge of whether the middleman had done so.</p><p> Judges ruled that Otte can serve half his three-year sentence, for breaching Swiss banking laws, industrial espionage and money laundering, on probation. <title>Bradley thrilled at Liberty National cou</title>

<![CDATA[ By Larry Fine<p></p><p> JERSEY CITY, New Jersey (Reuters) - Keegan Bradley was on his way to turning a winless year into a great season after catching fire on Friday for a course-record 63 at Liberty National in the second round of The Barclays.</p><p> Bradley, the 2011 PGA Championship winner, made four birdies on each side of the layout perched on the edge of New York harbour in the shadow of the Statue of Liberty to move within two strokes of clubhouse leader Webb Simpson.</p><p> Despite failing to reach the winner's circle, Bradley has shown consistently good form in posting seven top-10 finishes.</p><p> "It's disappointing that I haven't won, but I've made over $3 million, I'm top 10 in the FedExCup. I've had seven top 10s, which is the most I've ever had. It's kind of a weird year.</p><p> "I've had two seconds and a third," he said. "I've been right there.</p><p> "So if I could get a win, this would probably be my most consistent year. So it's right there on the edge of being a super good year."</p><p> The New Englander made his charge spurred on after making a double-bogey at the par-four 18th hole on his 12th hole early Friday morning in finishing his weather-delayed opening round.</p><p> "I hit a ball outofbounds on the last hole this morning, and it was just brutal and decided that I was going to prove to myself that that wasn't how I'm going to end this tournament," said Bradley.</p><p> "So I decided to go out and just let it go, and I really seemed to play well on that second 18."</p><p> What made it all extra special for Bradley was his fondness for the course. He told co-designer Tom Kite by the practice range earlier in the week how much he liked the layout.</p><p> "This golf course is unbelievable," Bradley, 27, said. "It's really, really awesome. This is such an amazing course to have a course record on. I'm really honored. I hope it holds up."</p><p> Birdies were coming in bunches on the rain-softened course on Friday, but regardless of how well the late second-round starters play Bradley placed himself in good position to challenge.</p><p> "I'm right there going into the weekend," he said. <title>Got Science? A 'Green Tea Party' May Be</title>

This article will appear in Shulman's monthly column '' Shulman contributed this piece to LiveScience's .<p></p><p>With partisan politics all too often trumping science-based solutions these days, it's especially heartening when people overcome political differences to let solid data point the way toward practical solutions. That's what happened in Georgia last month when state regulators voted to require Georgia Power Co., the state's sole investor-owned electricity provider, to expand the use of solar power in its energy mix.</p><p>Regulators on the state's (all-Republican) Public Service Commission voted 3 to 2 in favor of a plan that requires Atlanta-based Georgia Power to increase its solar power capacity by 525 megawatts by the end of 2016. The decision comes on the heels of the announcement that Georgia Power, a subsidiary of Southern Co., is planning to retire more than 2,000 megawatts' worth of coal-fired generating-capacity.</p><p>The vote in Georgia is notable for the commonsense outcome of adding more cost-effective,in afor solar potential, but just 21st for installed solar capacity. But the real surprise here, after more than a year of often-acrimonious debate, is the nearly unprecedented coalition that made the decision possible  a mixture of not just environmentalists and solar advocates but also conservative lawmakers and Tea Party members.</p><p>Misinformation campaign </p><p>The latter groups in particular had to face down a barrage of misinformation from Americans for Prosperity (AFP), an organization founded and underwritten by the fossil fuel billionaire David Koch of Koch Industries, whose predecessor organization, Citizens for a Sound Economy, helpedthe Tea Party. AFP's local chapter mounted a scare campaign against solar power in Georgia, defending the bottom line of Koch Industries, a fossil fuel conglomerate, even as the campaign played fast and loose with the facts.</p><p>For example, Virginia Galloway, director of AFP's Georgia chapter, warned the group's 50,000 members that the solar proposal would "reduce the reliability of every appliance and electronics gadget in your home" and could increase Georgia electricity rates by up to 40 percent. As the Associated Press , neither of those claims bore much resemblance to the truth. In fact, at the commission hearing before the vote, Kevin Greene, Georgia Power's attorney, said that the utility didn't believe the solar requirement would cause any increase in electricity prices for ratepayers.</p><p>All of which underscores the really surprising part: even the Tea Party faithful didn't seem to buy the AFP line this time around. Despite the mass emails, handouts and phone calls organized by AFP's Georgia chapter, when the group held a protest during the Public Service Commission deliberations, hardly anyone showed up.</p><p>What's more, a separate branch of the Tea Party in Georgia, known as the Tea Party Patriots, came out strongly in favor of more solarin the state. Debbie Dooley, national coordinator of the Tea Party Patriots, told the press: "AFP Georgia is putting out absolutely false data" that doesn't take into account the fact that "solar prices have plummeted" in recent years. Dooley quipped that her group was forming "a Green Tea Coalition" because it saw the proposed solar expansion as a free market issue that "gives consumers more choice."</p><p>Solar power is growing for good reason </p><p>Michael Jacobs, a senior energy analyst at the Union of Concerned Scientists, says the facts in the energy sector speak for themselves. As Georgia regulators wisely recognized, he says, the price of coal has risen, while prices for solar panels have dropped some 60 percent since 2011.</p><p>The fact is, solar has been one of the nation's fastest-growing industries for the past several years, now supporting more thanat 5,600 companies operating in every state in the nation. With the rate of utility solar installations more than doubling since 2012, the United States is now on track to add another 4,400 megawatts of photovoltaic power in 2013.</p><p>Some electric utilities have noted all of this with considerable alarm. For example, a recentdistributed by the Edison Electric Institute, the industry's main trade group, calls the growth of small-scale solar systems the "largest near-term threat" to electric utilities and warns of a disruption to the industry similar to the one wrought by cellphones on the landline telephone industry.</p><p>Next up: Arizona</p><p>Recently, utilities in a number of states have sought to fight back againstby charging extra fees to customers with rooftop solar panels. Moves to change net metering arrangements, which allow homeowners to sell excess solar energy back to utilities, were notably beaten back this spring in both Louisiana and Idaho, hardly states known for liberal politics or environmental activism.</p><p>The whose largest electric utility, Arizona Public Service Company  has similarly asked regulators to raise electric rates for residential customers who install solar photovoltaic systems at their homes. And, as in Georgia, the battle lines are forging some surprising alliances. In this case, Barry Goldwater, Jr.  son of the late politician who served five terms in the U.S. Senate and whose name is practically synonymous with conservatism in America  is among those leading the fight for solar power. Goldwater headed a recently formed organization called TUSK (Tell Utilities Solar Won't Be Killed).</p><p>Jacobs notes that the populist nature of rooftop solar power seems to be causing a paradigm shift in many people's political perspectives. "Instead of being forced to buy power from a monopoly, people now have a real option to go buy rooftop solar panels, as they would a television or a refrigerator. There's no question that this aspect is particularly appealing to a segment of the population that prefers the free market and doesn't want utilities or [a] government to mandate what they do."</p><p>While groups like AFP are unlikely to heed the message anytime soon, there is every indication in the solar energy field that the political terrain is starting to shift dramatically.</p><p>Shulman's most recent op-ed was "." <title>'Big Four' reach star-studded Cincinnati</title>

<![CDATA[ By Steve Keating<p></p><p> CINCINNATI (Reuters) - Novak Djokovic, Andy Murray, Rafa Nadal and Roger Federer all picked up third round wins at the Western and Southern Open on Thursday to set up a star-studded last eight in Cincinnati.</p><p> The ATP Tour's big four were joined in the quarter-finals by 2009 U.S. Open champion Juan Martin Del Potro of Argentina, the only other man to hoist a grand slam trophy since Marat Safin at the 2005 Australian Open.</p><p> Djokovic, Murray, Nadal, Federer and Del Potro have accounted for the last 34 grand slams and it is just the second time this year all five have reached the last eight of a tournament.</p><p> The marquee matchup on Friday will see world number five and 17-time grand slam winner Federer take on long-time rival Nadal, the world number three.</p><p> Nadal, whose grand slam resume lists 12 titles, and Federer will clash for the 31st time, adding yet another chapter to what will go down as one of the sport's all-time great rivalries.</p><p> Nadal has been in superb form coming off a win Montreal and ran his hardcourt winning streak to 12 matches with a 6-2 5-7 6-2 win over Bulgarian Grigor Dimitrov on Thursday.</p><p> "Always play against Roger is a special feeling," said Nadal, who has reached the finals in 10-of-11 events he has entered this season, claiming eight titles.</p><p> "We have a great history behind us in our confrontations, so it's another quarter-finals.</p><p> "It's a special one because you're playing against a very special player. Our matches were very special always.</p><p> "But, again, it's a quarter-finals match, not the final, so that's a big difference."</p><p> Federer, the five-time defending champion in Cincinnati, also needed three sets to see off evergreen German Tommy Haas 1-6 7-5 6-3 as he struggles to build some momentum going into the U.S. Open after missing the start of the North American hardcourt season with a sore back.</p><p> CRUISE CONTROL</p><p> In contrast, the world's two top-ranked players, Djokovic and Murray, cruised into the quarter-finals with no-nonsense straight sets decisions.</p><p> Looking to end a run of four runner-up finishes on the Cincinnati hardcourts, world number one Djokovic needed just 50 minutes to hand Belgian qualifier David Goffin a 6-2 6-0 tennis lesson.</p><p> While Cincinnati has been a happy hunting ground for Federer, it has been a frustrating tournament for Djokovic.</p><p> But if the big Serb is the last man standing on Sunday he would become the first player to complete what the ATP Tour has dubbed the 'Career Golden Masters', winning all nine World Tour Masters events.</p><p> "I played four times (in the) finals, so it's been one of the tournaments where I've performed well actually in the last five, six years," said Djokovic. "Never managed to take final step and hopefully this year I can do so.</p><p> "I have an extra motivation and an opportunity to make history in this tournament, so I'm very inspired to play well day after day."</p><p> World number two Murray was no less ruthless, the Wimbledon champion looking right at home as he steamrolled Frenchman Julien Benneteau 6-2 6-2 in 69 minutes.</p><p> The Scot will be chasing his third Cincinnati title as he continues to prepare for the defense of his U.S. Open crown later this month at Flushing Meadows.</p><p> Djokovic will take on top-ranked American John Isner in the last eight while Murray will meet Czech sixth seed Tomas Berdych.</p><p> "You want to try and get off quickly because you need to play the next day," said Murray. <title>Insight: Japan's nuclear clean-up: costl</title>

<![CDATA[ By Sophie Knight<p></p><p> KAWAUCHI, Japan (Reuters) - The most ambitious radiation clean-up ever attempted has proved costly, complex and time-consuming since the Japanese government began it more than two years in the wake of the Fukushima nuclear meltdown. It may also fail.</p><p> Doubts are mounting that the effort to decontaminate hotspots in an area the size of Connecticut will succeed in its ultimate aim - luring more than 100,000 nuclear evacuees back home.</p><p> If thousands of former residents cannot or will not return, parts of the farming and fishing region could remain an abandoned wilderness for decades.</p><p> In many areas, radiation remains well above targeted levels because of bureaucratic delays and ineffective work on the ground. As a result, some experts fears the $15 billion allocated to the scheme so far will be largely squandered.</p><p> The deep-seated problems facing the clean-up are both economic and operational, according to a Reuters review of decontamination contracts and interviews with dozens of workers, managers and officials involved.</p><p> In Kawauchi, a heavily forested village in Fukushima prefecture, decontamination crews have finished cleaning up houses, but few of their former inhabitants are prepared to move back. Just over 500 of the 3,000 people who once lived here have returned since the March 2011 meltdown at the Fukushima nuclear plant 25 km (15 miles) to the east.</p><p> Even after being deemed safe enough for people to return, Kawauchi has no functioning hospital or high school.</p><p> The mushrooms that used to provide a livelihood for foragers are now steeped in dangerous levels of cesium. The only jobs on offer in town are menial. Some houses are so mildewed after three summers of abandonment that they need to be torn down.</p><p> The village has not only shrunk; its population has also aged. While the elderly used to make up a third of the town, they now account for 70 percent of residents.</p><p> The same pattern has played out across Fukushima as the nuclear accident turned the slow drip of urban flight by younger residents into a torrent, creating a demographic skew that decontamination is unlikely to reverse.</p><p> Kawauchi is one of the 11 townships that were most heavily contaminated after the accident, when rain and snow showered radioactive particles onto the verdant hills here as the plume from the plant passed overhead. Half of it lies in the still-evacuated area where the national government has assumed control of the clean-up.</p><p> "There is no comprehensive plan on how to rebuild the village," said Yasutsugu Igari, 34, who works in the reconstruction department at Kawauchi's village office. "It's the government that destroyed it, but now it's doing very little to help us re-create our lives."</p><p> UNPRECEDENTED SCALE</p><p> Masayoshi Yokota, who is in charge of decontamination, says he has heard that frustration before.</p><p> "First they said they wouldn't come back unless we decontaminated. So we did that and told them they could come back," he said. "But then it was about jobs or that they didn't want to come back because they have children."</p><p> Japan's plan to scrub clean the area around Fukushima and remove radioactive debris was beset by difficulties from the beginning.</p><p> Nothing on the same scale had ever been attempted before. After the Chernobyl accident in 1986, highly contaminated houses were entombed in concrete and the surrounding area was abandoned.</p><p> By contrast, Japan's government is attempting to bring background radiation levels in the most highly contaminated evacuation zone to an average of 1 millisievert per year once all the work is completed.</p><p> That would be twice the background radiation level in Denver, or a sixth of the annual dose for the average American when all sources or radiation are taken into account.</p><p> Japanese nuclear workers are limited to an accumulative exposure of 100 millisieverts over five years. Although radiation health experts assume that any incremental exposure to radiation increases risks for later cancers, the International Atomic Energy Agency say a statistically significant correlation only shows up at doses over that higher threshold.</p><p> The Japanese government decided to allow people to move back to areas with an average annual dose of less than 20 millisieverts in December 2011.</p><p> In an attempt to reach the tougher radiation target, thousands of temporary workers have been put to work scrubbing houses and roads, digging up topsoil and stripping trees of leaves into which invisible cesium particles have wormed.</p><p> Few of the hundreds of companies and small firms involved have any experience with radiation. Some workers have said they have been told to flush contaminated leaves away in rivers by supervisors to speed the job up and reduce waste, since storage remains a problem.</p><p> On a recent Saturday, a crew of 10 workers in jumpsuits, hardhats and surgical masks were clearing a roadside outside Kawauchi, picking up leaves and trimming weeds. The lower half of nearby forest slopes were stripped of saplings and shrubbery.</p><p> "That's lovely," Yokota told a visitor. "They've got it nice and clean."</p><p> Some experts are doubtful about the payback of that effort. First, there is a risk that radioactive isotopes can return to decontaminated areas via wind and rain. Officials in the village of Yugawa found snowfall earlier this year caused radiation levels to spike.</p><p> At the same time, the protocols for how to complete the same job vary depending on location. For example, Fukushima city has banned the use of high-pressure water hoses for fear that they simply scatter radioactive particles rather than remove them. Other areas have allowed the hoses to be used, but filtering the collected water produces highly radioactive residue.</p><p> "The truth of the matter is that from the European experience (after Chernobyl), remediation factors are disappointing," said David Sanderson, a professor of environmental science at the University of Glasgow and an expert in radiation who has made numerous trips to Fukushima to map the fallout.</p><p> "And it's very expensive. I fear there's a chance the experience in Japan might be pointing to the same conclusion. Unless it succeeds in putting people back in their homes, the benefit is difficult to see."</p><p> Tokyo has budgeted $15 billion for the effort over the past three years, but only a quarter of the $6.5 billion of that provided to the Ministry of the Environment has been spent, according to data provided to Reuters. The target is to finish the project by the end of 2016, although the government of Prime Minister Shinzo Abe has pledged to go faster.</p><p> NOT COMING BACK</p><p> There is also the problem of storage. Most of the contaminated soil and leaves remain piled up in driveways and empty lots because of fierce opposition from local communities to storing it in one place until the Ministry of Environment secures a central site that could hold it for the longer term.</p><p> Residents of Tamura, a village in the evacuated zone, were encouraged recently to begin preparing to return to their decontaminated houses - armed with Geiger counters. Some areas still show radiation at twice the target level.</p><p> "Decontamination in the true sense of the word is not being carried out," said Tomoya Yamauchi, a professor of radiation physics at Kobe University. Yamauchi said he found that some decontaminated road surfaces in Fukushima had readings 18 times the target level because cesium had accumulated in cracks in the asphalt.</p><p> "I think the government recognizes that Fukushima cannot be returned to how it was."</p><p> Many have given up hope of ever returning to live in the shadow of the Fukushima nuclear plant. A survey in June showed that a third of the former residents of Iitate, a lush village famed for its fresh produce before the disaster, never want to move back. Half of those said they would prefer to be compensated enough to move elsewhere in Japan to farm.</p><p> Nuclear evacuees currently receive a living allowance from plant operator Tokyo Electric Power Co. (Tepco), which is cut off when the government decides they are able to move home again.</p><p> "I feel like some people don't want to go back because they're happy living off the compensation money from Tepco and they don't want that to end," said Hiroaki Inoue, an official from the Ministry of Economy, Trade and Industry spending a year working at the Kawauchi village office to monitor the spending of the reconstruction budget.</p><p> But some evacuees say it is unfair to cut off financial support when their previous homes and villages remain unlivable.</p><p> "There's no jobs, no shops open, nothing. It's become an incredibly difficult place to live and yet they're saying You can go home now'," said a single mother evacuated from near Kawauchi, who declined to be named for fear of retribution from the authorities.</p><p> "It's so unfair to say that. It's not that simple."</p><p> In Tomioka, a coastal ghost town north of the Fukushima plant, ambient radiation remains at 10 times the government's target. Wild boar wander the streets.</p><p> "This could be fixed," said Yokota on a recent visit. "They could get these levels right down. But the thing is, people didn't come back quickly enough.
