Britain and Somalia on Tuesday co-host an international donors' conference that aims to provide international support for the Somali government as it continues to leave behind two decades of conflict.

Though Mogadishu still suffers from intermittent terror attacks by the Islamic extremists of al-Shabab, including a car bomb Sunday that killed at least seven people, the capital is much more peaceful today than in years past, when deadly battles took place daily.

The weekend mail delivery to Mogadishu came courtesy of the United Nations Postal Administration. Venezuelan President Nicolas Maduro and Turkish Prime Minister Recep Tayyip Erdogan sent letters to Somalia's president.

"It's a victory and a sign of development. We have received the first letters now, and we are going to process sending letters soon," said Abdullahi Elmoge Nor, Somalia's Minister of Information, Telecoms and Transport.

At the London conference Somalia is set to share its plans to develop the country's security forces, justice sector and financial management systems. International donors are likely to pledge aid to help get Somalia's plans moving. Britain said in February it would give 3 million pounds ($4.7 million), with a large chunk intended to help train Somali lawmakers.

Eradicating sexual violence a cause championed by British Foreign Secretary William Hague will also be on the agenda. In the run-up to the conference Britain and the United Arab Emirates announced 2 million pounds ($3.1 million) in joint funding to help tackle sexual violence in Somalia.

Britain's Foreign Office said it expected representatives of "nearly 50 governments," as well as groups like the United Nations, the African Union, the World Bank, the Organization of the Islamic Conference and the Arab League. Also expected to attend is Kenya's new President Uhuru Kenyatta, who faces charges at the International Criminal Court for allegations connected to 2007-08 post-election violence.

After Sunday's attack in Mogadishu, Britain's Minister for Africa Mark Simmonds said the bombing demonstrated the importance for the Somali government and international partners to work together to combat extremism. Gunmen and suicide bombers attacked Mogadishu's Supreme Court complex last month, killing more than 35 people.

Despite the attacks, new construction is up in the capital. New restaurants have opened and citizens are participating in sports leagues, which had been banned by the extremists. Britain last month opened an embassy in Mogadishu for the first time in 20 years.

Human Rights Watch urged international donors meeting in London to make accountability and women's rights a priority. It also said the government should exclude power brokers who violate human rights from any role in the security forces.

"International goodwill for the new Somali leadership and its proposed reforms should not mean unqualified support," said David Mepham, Britain director at Human Rights Watch.

The Somalia NGO Consortium a group of civil society actors noted that Somalia's new constitution requires the implementation of federalism but has not yet done so.

The northern Somali region of Somaliland a semiautonomous region that has been agitating for years for independence is not attending the conference despite the fact that furthering dialogue between the governments of Mogadishu and Somaliland had been one of the goals of the conference.

The reigning British Open champion offset a single bogey with five birdies for a four-under par 68 and a three-day total of 10-under to share the second spot with Austrian Bernd Wiesberger at the Royale Jakarta Golf Club.

"My body felt good and my concentration was pretty good as well. I just try to hang in there. I hit a lot of good shots, missed a lot of putts and in the end I grinded out a 68," Els told reporters after sinking a birdie on the last hole.

"I was pretty consistent the whole day. I played well and it was one of those days where I tried to stay in the tournament.

"I was trying to get to 12-under but that didn't quite happen. I'm one shot behind and I just wanted to stay in the mix which I managed to do."

Kataoka recorded eight birdies and two bogeys in a six-under-par 66 and was hopeful of bagging his first title on the Asian Tour.

"I'm striking the ball very good. My putting was normal on the first two days but it was great today," the 24-year-old said.

"I never changed anything, somehow I just felt more confident with my putting. I've mastered the speed of the greens and that made my round slightly easier.

"This is the first time I'm leading a tournament. When I looked at the scores, I saw many good players chasing me so I hope to have some luck to win. It won't be easy."

LOS ANGELES (TheWrap.com) - Eight writers on E!'s reality show "Fashion Police" on Wednesday filed a claim with state labor officials alleging that they're not being fairly compensated for the hours they've been working.

"The most I've been paid for a show has been for eight hours of work," said "Fashion Police" writer Eliza Skinner. "In reality, I put in anywhere from 12 to 32 additional hours on each show - time I should have been compensated for. On top of that is all the unpaid overtime we regularly work. There are some shows where we are required to work 16-hour days, from 2:30 p.m. until around 5:30 the following morning."

"Fashion Police," which debuted in the fall of 2010, features hosts Joan Rivers, Giuliana Rancic, Kelly Osbourne and George Kotsiopoulos commenting on celebrity fashions. A spokesman for the network, which is owned by NBC/Universal, had no comment.

The claim was filed with the California Division of Labor Standards Enforcement. If upheld, it could result in the cable TV network having to pay more than $1 million in back wages, according to the Writers Guild of America West, which is providing legal assistance to the writers.

According to the writers, who are not working under a guild contract, "Fashion Police" ignores the California laws that require an employer to pay hourly employees their regular wage rate for all time worked in an eight-hour period. In addition, the law requires paying overtime for employment beyond eight hours in any workday or more than 40 hours in any workweek.

"We love writing for 'Fashion Police,' but the company needs to do the right thing and pay us fairly for all the hard work and time we put into it," said writer Bryan Cook. "We've helped make it one of the network's top-rated shows and E! needs to start treating us like professional writers."

When teens were asked about the last substance abuse conversation they had with their parents, just 14 percent said they talked about abusing a prescription drug, said the report being released Tuesday by The Partnership at Drugfree.org.

"For parents, it really comes down to not using the power they have because they don't think this is an immediate problem, meaning their own home, own neighborhood kind of thing," says Steve Pasierb, president of the partnership. "They believe that this is probably a safer way, not as bad as illegal street drugs."

By comparison, most teens 81 percent said they have talked about the risks of marijuana use with their parents. Almost the same number said they have discussed alcohol with their parents. Almost one-third said they have talked about crack and cocaine.

Some parents didn't see a significant risk in teens misusing prescription drugs.

One in six parents said using prescription drugs to get high is safer than using street drugs, according to the survey. Almost one-third of the parents said attention deficit hyperactivity disorder (ADHD) medications such as Ritalin or Adderall can improve a child's academic or testing performance even if the teen does not have ADHD.

For Tracey and Jeff Gerl, of Cypress, Texas, their son's drug abuse problem was a shock.

"We just didn't know," said Jeff. He and his wife had the "drugs are bad" talk with their son, Nick, and thought he got the message. They called the parents of friends when he said he was spending the night to make sure an adult would be home. They tried to get to know his friends. Despite their efforts, Nick started smoking pot at the age of 12.

In an AP interview, Nick said he and his friends often raided their parents' medicine cabinets for anything they could get their hands on codeine, Xanax, Ritalin. Some kids, Nick said, would have "skittles parties," where the teens threw all the pills they poached from home into a big bowl, mixed them up and then took a few without knowing exactly what they were ingesting.

By 14, Nick's parents knew something was wrong. The day before he turned 15, they sent Nick to The Center for Success and Independence in Houston for 7 months of substance abuse treatment. It wasn't easy on anyone in the family Nick, his two younger brothers and his parents. Nick tried to escape twice, but made it through the program and has been sober now for a year.

"My family life is a lot better. I'm realizing there are fun things in life that I can do sober," said Nick, now 16. "I got a chance to get clean and I have my whole life ahead of me."

One in four teens in the study said they had misused or abused a prescription drug at least once. That's up sharply, a 33 percent increase, in the last five years. One in eight teens report misusing or abusing the drugs Ritalin or Adderall stimulants prescribed to treat ADHD. Other national studies also have seen a rise in abuse numbers for these stimulants among teens.

The partnership's Pasierb says parents need to talk early and often with their children about the dangers of drugs, including prescription drugs. "They need to tell their children that this isn't healthy for you and it will break my heart if you do this."

Looking back, Tracey Gerl says she should have listened to her gut more when she first suspected Nick might be using drugs.

"If it doesn't seem right, it's not," said Gerl. "Don't ever be naive to think it's not my kid."

For parents who want to clean out their medicine cabinets of old, unused or expired prescriptions the Drug Enforcement Administration and Justice Department is sponsoring a "take-back" day. Collection sites will be set up around the country on April 27 where people can safely toss away their unwanted medicine. The partnership's study was sponsored by the MetLife Foundation. Researchers surveyed 3,884 teens in grades 9-12 with anonymous questionnaires that the youngsters filled out at school from February to June 2012. The teen sample has a margin of error of plus or minus 2.1 percentage points. For the adults, the sample was 817 for surveying conducted from August to October 2012, with a margin of error of plus or minus 3.4 percentage points.

Based in New York, The Partnership at Drugfree.org is formerly The Partnership for a Drug-Free America. The nonprofit group launched its new name in 2010 to position itself as more of a resource to parents and to avoid the misperception the partnership is a government organization.

A study by the office supply retailerrevealed that the administrative assistant is the most trusted office employee, ahead of both the boss and human resources specialist. In addition, two-thirds of employees think the administrative assistant is the biggest team player in the officer, compared with less than 50 percent who feel the same about their supervisor. They are also nearly twice as better than the boss at boosting employee morale.

The majority of respondents describedas the superhero who can save the day, said Mike Edwards, Staples executive vice president for merchandising.

The research shows their loyalty is far reaching, with more than one-third of administrative professionals having , and 20 percent reporting it happens on at least a weekly basis.

Overall, the workload for administrative assistants is growing. The study shows that 70 percent have had the number of people they support increase over the last year, up from 30 percent a year ago.

Seeing that, more than half of the employees surveyed think their office's administrators are under-compensated.

For the second year in a row, daytime TV host and comedian Ellen DeGeneres is the most-sought-afterboss, with nearly 70 percent of administrative professionals wanting to work for her. Reality TV star and mom-ager of the Kardashian clan, Kris Jenner, was the least desirable celebrity to assist.

Stephen A. Schwarzman, founder of the private equity firm Blackstone, said he would give $100 million as a personal gift and raise another $200 million to endow the Schwarzman Scholars program at Beijing's Tsinghua University. It will be the largest philanthropic gift with foreign money in China's history, according to the tycoon and the university.

The Wall Street mogul said China's rapid economic growth and rising global influence would define the 21st century, as U.S. ties to Europe did to the 20th century when the Rhodes Scholarship was created at Oxford University with the goal of producing outstanding leaders.

"China is no longer an elective course, it's core curriculum," he said in Beijing.

By partnering with the prestigious Chinese university, Schwarzman said he hoped the educational program would train future world leaders and play a positive role in relations between China and the United States.

"For future geopolitical stability and global prosperity, we need to build a culture of greater trust and understanding between China, America and the rest of the world," he said.

Tsinghua known for its engineering programs but in the midst of transforming itself to be more comprehensive in academic offerings also has produced many of China's senior leaders, who have traditionally been technocrats. It is the alma mater for both President Xi Jinping and former President Hu Jintao.

The $300 million endowment will allow 200 students each year to take part in a one-year master's program at Tsinghua all expenses paid in public policy, economics and business, international relations or engineering, beginning in 2016. Schwarzman said 45 percent of the students would come from the United States, 20 percent from China and the rest from other parts of the world.

Already, $100 million has been raised in the last six months from private donors, Schwarzman said.

Both President Barack Obama and Chinese President Xi Jinping sent congratulatory letters, which were read out loud at the announcement ceremony at the Great Hall of People China's symbolic heart of political power. "That was pretty remarkable to listen to," Schwarzman said. "That was pretty awesome."

Vice Premier Liu Yandong attended the announcement and gave a speech.

The announcement also was the top news on state-run China Central Television's evening newscast, which is typically reserved for the activities of China's top leaders.

The program's advisory board includes former world leaders such as France's Nicolas Sarkozy, Britain's Tony Blair, Canada's Brian Mulroney and Australia's Kevin Rudd. Former U.S. secretaries of state Henry Kissinger, Colin Powell and Condoleezza Rice are also on the board, as is renowned cellist Yo-yo Ma.

"The board shares my belief that fostering connections between Chinese students, American students and students from around the world is a critical aspect of ensuring geopolitical stability now, and into the future," Schwarzman said.

He said the program would be jointly governed by the Schwarzman Education Foundation and Tsinghua University on matters including curriculum and faculty.

Schwarzman said he believes the program will enjoy academic freedom like any other Western educational institute and that he understands no topic will be off limits in the classrooms at the Schwarzman College, home to the program, to be built on the Tsinghua campus.

Many international corporations already have signed on as donors to the program, including BP, Bank of America Merrill Lynch, Boeing, GE, JPMorgan Chase, Bloomberg Philanthropies, Caterpillar, Credit Suisse and Deloitte. International companies often give charitable gifts to cultivate ties with potential future leaders.

Tsinghua traces its roots to 1911, when the United States used the indemnity money paid by the Chinese government after an anti-foreigner rebellion to establish a preparatory school for students later sent to study in America.

The governing FIA said in a statement that it had disabled the telemetry link between race control and cars which acts as an electronic marshalling system in addition to flag-waving officials.

The FIA system is provided by Riedel Communications.

The statement said there would be no red, yellow or blue cockpit lights and there were also implications for when the safety car had to be deployed.

"As before, we will do our best to give as much information from race control as we can. However it will be even more important that teams do what they can to ensure their drivers respect blue flags," said the FIA.
