More businesses such as gyms, sports centers, beauty and massage parlors that are currently open will be closed.

Banquets now capped at 40 will be halved, while more civil servants are to work from home.

On Tuesday, Hong Kong recorded 100 new infections, bringing its total to more than 7,000 with 112 deaths. Of the new cases, 95 are local and 27 have unknown sources.

Health officials noted that in the past two weeks, there were 1,074 new cases or 15 per cent of all infections, and more than 90 per cent are local.

They said there are now at least seven clusters with more than 10 cases, including the dance club cluster that now has about 650 patients.

Prof Chan said the government now has the power to seal off areas hit by Covid-19 for up to seven days, so that tests can be carried out on people who are affected.

She said health officials would decide what areas are to be sealed off and for how long. Food and basic necessities will be given to those affected.

Officials repeatedly warned that there are now more patients who are younger in critical conditions this time round.

Said Mrs Lam: “Before this wave, the number of critical cases had dropped to a single digit. Now there is a sharp rise to 36, 40 patients in serious condition.

“More ICUs (intensive care units) have to be mobilised. Of the critical cases, six are under the age of 60 and two are under the age of 50. For serious cases, nine of them are under 60 and two of them are under 50.”

She noted that in the last wave, most of those in serious and critical conditions were the elderly.

“From the observation of experts and our observation, it seems that the situation is more complicated, much, much more than the last one because we’re talking about different people of different jobs living in different districts all over the territory," she added.

The decision comes as the city’s streets remained busy most part of the day in recent weeks in a sign that business continues as usual, as people go about their daily routine.

The closure of leisure premises such as cinemas, karaoke lounges, bars and pubs is among the few hints of the pandemic's impact.

Come nightfall, it is lights out for the city of nightlife as eateries shutter from 8pm or 9pm with a government ban on dining-in services from 10pm.

The direct climate impact of the coronavirus lockdown has lowered 2050 temperature projections by a “negligible” 0.01C, the UN has revealed.

A green economic recovery from the pandemic could, however, make a substantial difference, according to the UN environment program (Unep) annual emissions gap report, potentially reducing greenhouse gas emissions by 25% over the next decade and putting the world on track to meet the Paris agreement's goal of keeping temperatures within 2C of pre-industrial levels.

Months of empty roads, empty skies and sluggish economic activity reduced this year's global greenhouse gas discharges by an estimated 7%, the sharpest annual fall ever recorded.

But the temporary decline merely slowed the accumulation of carbon in the atmosphere, leaving the world on course for a catastrophic 3.2C of warming by the end of this century, even if countries implement their existing commitments under the Paris agreement.

Brazil will “quite likely” begin vaccinations to stem the coronavirus pandemic in January or February, the health minister, Eduardo Pazuello, said in a Wednesday interview with CNN Brasil, according to a report by Reuters.

Oman will exempt nationals of 103 counties from needing an entry visa for a stay of up to 10 days, Reuters reports, in a move to support tourism and shore up its struggling economy.

Visitors must have a confirmed hotel reservation, health insurance and a return ticket, Royal Oman Police said on its Twitter account.

“Nationals of 103 counties are exempted from entry visas into the Sultanate for a period of ten days,” it said.

Ukraine will introduce tight lockdown restrictions in January, hoping to stop the rapid spread of coronavirus infection, the prime minister, Denys Shmygal, said on Wednesday, according to a report by Reuters.

The measures, which include the closure of schools, cafes, restaurants, gyms and entertainment centres and a ban on mass gatherings, will be in force from 8 to 24 January, Shiygal told the televised government meeting.

The US health and human services secretary, Alex Azar, on Wednesday vowed to make sure the transition team of the president-elect, Joe Biden, gets all the information it needs to work on distribution of Covid-19 vaccines.

“We will ensure a full, cooperative, professional transition,” Azar told CNN. “I’m going to do anything I need to do to make sure no balls are dropped in terms of protecting the American people.”

India’s health ministry rejected reports on Wednesday that the country’s drugs regulator had declined emergency authorisation for the AstraZeneca Covid-19 vaccine candidate and one developed locally by Bharat Biotech.

Broadcasters NDTV and CNBC-TV18 reported that India’s Central Drugs Standard Control Organisation (CDSCO) had sought more data from the drugmakers after deliberating on applications made in the past three days.
A source with direct knowledge of the matter told Reuters that a decision on the vaccines would be taken “in toto” and it was too early to say whether they would be rejected or accepted.
India’s health ministry denied the reports in a statement on Twitter. The government had said on Tuesday that some vaccines may be approved in the coming weeks.
The Serum Institute of India, which is the local manufacturer of the AstraZeneca vaccine, only applied for emergency approval on Monday.
The SII did not immediately respond to a request for comment. Bharat Biotech declined to comment. The CDSCO did not immediately respond to a request for comment.
NDTV said the CDSCO did not consider a similar application from Pfizer Inc because its US experts could not attend the Wednesday meeting.
Travellers to Norway will be able to undergo a mandatory 10-day quarantine in a place of their choosing if they can document that they can respect quarantine conditions, Reuters reports.
Currently, travellers to Norway must spend 10 days in a quarantine hotel chosen by local authorities if they cannot document that they own property in the Nordic country.
Travellers who can document that they rent property in Norway, or that they will borrow a property from someone in Norway, can avoid staying in a quarantine hotel.
They will still need to document that they have a negative Covid-19 test undertaken in the 72 hours before arrival.

The task force said the Russian-made vaccine would first be made available to doctors and other medical workers, teachers and social workers because they ran the highest risk of exposure to the disease.

"You are working at an educational institution and have top-priority for the COVID-19 vaccine, free of charge," read a phone text message received by one Muscovite, an elementary school teacher, early on Saturday and seen by Reuters.

Moscow, the epicentre of Russia's coronavirus outbreak, registered 7,993 new cases overnight, up from 6,868 a day before and well above the daily tallies of around 700 seen in early September.

"Over the first five hours, 5,000 people signed up for the jab --teachers, doctors, social workers, those who are today risking their health and lives the most," Mayor Sergei Sobyanin wrote on his personal website on Friday.

The age for those receiving shots is capped at 60. People with certain underlying health conditions, pregnant women and those who have had a respiratory illness for the past two weeks are barred from vaccination.

Russia has developed two COVID-19 vaccines, Sputnik V which is backed by the Russian Direct Investment Fund and another developed by Siberia's Vector Institute, with final trials for the both yet to be completed.

Scientists have raised concerns about the speed at which Russia has worked, giving the regulatory go-ahead for its vaccines and launching mass vaccinations before full trials to test its safety and efficacy had been completed.

The Sputnik V vaccine is administered in two injections, with the second dose is expected to be given 21 days after the first.

Moscow closed down all public places including parks and cafes, with exception for delivery, in late March, with police patrolling the streets looking for whose violating the rules. Restrictions were eased from mid-June, however.

Russia as a whole reported 28,782 new infections on Saturday, its highest daily tally, pushing the national total to 2,431,731, the fourth-highest in the world.

In October, certain restrictions such as remote learning for some secondary school children and a 30% limit on the number of workers allowed in offices were introduced again.

"The thugs are breaking down the Republic," he said.

Sixty-four people were detained across the country, Darmanin said, adding that eight police were injured.

'No contradiction'

It was one of almost 100 protests planned throughout France against the new security law with thousands gathering in cities includling Montpellier, Marseille and Nantes, where two police were wounded by a Molotov cocktail.

French police had been deployed in force to avert trouble after the violent clashes erupted during the demonstration in Paris a week ago that saw dozens wounded.

Media freedom and human rights groups have led protests for weeks to have the government scrap or revise a bill that would restrict the filming of police, saying it would make it harder to prosecute cases of abuse.

After four French police officers were charged on November 30 over the beating and racial abuse of black music producer Michel Zecler, lawmakers from Macron's party pledged a "complete rewrite" of part of the draft law.

"There isn't a day when we don't hear about police brutality," said Amal Bentounsi, who founded a collective for victims of police brutality.

"This law on security targets those who have been subjected to repression for years, especially in working-class neighbourhoods," she added.

The beating of Zecler has acted as a rallying cause for people angered by alleged institutionalised racism in the police, who actvists acccuse of singling out black and arab men for checks.

But the protest also brought together unionists and yellow vest activists, with CGT union leader Philippe Martinez saying several causes were coming together.

"There is no contradiction between public and individual freedoms and the need to fight job insecurity and unemployment," Martinez told AFP.

Not 'reducing freedoms'

The new clashes came after Macron gave a hugely-anticipated interview on Friday to Brut, a video-based news portal aimed at young people.

Macron said "there are police who are violent" and insisted that "they need to be punished".

He acknowledged that "when you have a skin color that is not white, you are stopped much more (by police). You are identified as a problem factor. And that cannot be justified."

But he also lashed out at the violence against police at last weekend's rally in Paris, which he blamed on "crazy people".
