Police Sgt. Harry Rosenfeld says the 51-year-old actor was arrested for allegedly smashing the windows of the other person's car. Rosenfeld says officers arrested Garlin in Studio City on Saturday.

Garlin was jailed on $20,000 bail. It wasn't clear from the Los Angeles County Sheriff's Department's website if he had been released. Garlin's publicists didn't immediately respond to phone and email messages Sunday.

Garlin played Larry David's friend and manager on "Curb Your Enthusiasm" and was the show's co-executive producer. He's also appeared frequently on "Arrested Development" and numerous other television shows.

TMZ first reported his arrest.

But those days of working for free could be numbered after a federal judge in New York ruled this week that Fox Searchlight Pictures violated minimum wage and overtime laws by not paying interns who worked on production of the 2010 movie "Black Swan."

The decision by U.S. District Judge William H. Pauley III may lead some companies to rethink whether it's worth the legal risk to hire interns to work without pay. For many young people struggling to find jobs in a tough economy, unpaid internships have become a rite of passage essential for padding resumes and gaining practical experience.

"I'm sure this is causing a lot of discussions to be held in human resource offices and internship programs across the country," said David Yamada, professor of law at Suffolk University in Boston.

There are up to 1 million unpaid internships offered in the United States every year, said Ross Eisenbrey, vice president of the Economic Policy Institute, a liberal-leaning think tank. He said the number of internships has grown as the economy tumbled and he blamed them for exploiting young workers and driving down wages.

"The return on a college investment has fallen, students are facing higher and higher debt burdens, and the reaction of employers is to make matters worse for them by hiring more and more people without paying them," Eisenbrey said.

In the ruling, Pauley said Fox should have paid the two interns who filed the lawsuit because they did the same work as regular employees, provided value to the company and performed low-level tasks that didn't require any specialized training.

The interns, Eric Glatt and Alexander Footman, performed basic administrative work such as organizing filing cabinets, tracking purchase orders, making copies, drafting cover letters and running errands.

"Undoubtedly Mr. Glatt and Mr. Footman received some benefits from their internships, such as resume listings, job references and an understanding of how a production office works," Pauley wrote. "But those benefits were incidental to working in the office like any other employees and were not the result of internships intentionally structured to benefit them."

Chris Petrikin, a spokesman for 20th Century Fox, said the company believes the ruling was erroneous and plans to appeal.

Juno Turner, an attorney for the plaintiffs, said it was the first time a court had given employee status to young people doing the types of duties commonly associated with interns. The case is one of several that have been filed in recent years demanding that all interns deserve a salary.

"This is an incredibly important decision as far as establishing that interns have the same wage and hour rights as other employees," Turner said. "You can't just call something an internship and expect not to pay people when the interns are providing a direct benefit to the company."

In ruling for the interns, the judge followed a six-part test outlined by the Labor Department for determining whether an internship can be unpaid. Under the test, the internship must be similar to an educational environment, run primarily for the benefit of the intern as opposed to the employer, and the intern's work should not replace that of regular employees.

Glatt, the lead plaintiff, lamented the fact that unpaid internships have become so normal "people do it without blinking an eye."

"It's just become a form of institutionalized wage theft," he said Wednesday in a conference call with reporters. Glatt has an MBA from Case Western Reserve University and said he is currently studying law at Georgetown University Law Center.

Another prominent lawsuit is challenging unpaid internships at Hearst Magazines. Last month, a federal judge in New York declined to let the interns pursue their case against Hearst as a class action.

Camille Olson, an attorney who represents employers in workplace litigation, said the Fox decision was just one judge's opinion that may be overturned on appeal. But she said many employers are now "taking a harder look at the issue."

"There's a lot more interest in making sure intern programs are structured correctly or, if an employer doesn't want to have any risk, then paying minimum wage," Olson said.

She said many employers believe they don't need to pay interns because they offer counseling and mentoring similar to what a teacher might offer in a vocational program.

"They view themselves as actually spending a lot of resources on these programs," Olson said.

But Yamada, the law professor, said the growth of unpaid internships unfairly leaves out students and graduates from lower economic levels who can't afford to work for free.

"If you're a college kid that has to make some money over the summer, maybe you go work for a food store instead of applying for that fancy internship in the entertainment or arts industry," he said. There's nothing wrong with a tryout program that lets them scout out the talent, but they should at least pay minimum wage."

U.S. Middle District Judge Yvette Kane's decision put an early end to the antitrust lawsuit Gov. Tom Corbett filed in January in which he sought to overturn a $60 million fine, a four-year bowl ban, scholarship limits and other penalties.

She said she could not "find any factual allegations supporting (Corbett's) allegation of 'concerted action' that might nudge its conspiracy claim into 'plausible' territory."

The NCAA said it was "exceedingly pleased" and hoped the ruling would help heal divisions caused by the Sandusky scandal.

Corbett expressed disappointment and said he feels strongly the claims he raised were compelling and deserved a thorough review by the courts.

"Countless individuals and small businesses throughout the state will continue to suffer because of the NCAA's actions," Corbett said.

The judge wrote that even if the penalties make it harder for Penn State to recruit quality football players, that would not make it an antitrust case.

"The fact that Penn State will offer fewer scholarships over a period of four years does not plausibly support its allegation that the reduction of scholarships at Penn State will result in a market-wide anticompetitive effect, such that the 'nation's top scholastic football players' would be unable to obtain a scholarship in the nationwide market for Division I football players," Kane wrote.

She said the case raises issues that are important matters of public debate but not antitrust questions.

"In another forum the complaint's appeal to equity and common sense may win the day, but in the antitrust world these arguments fail to advance the ball," Kane said.

Sandusky, a former Penn State assistant football coach, is serving a decades-long prison sentence for sexual abuse of 10 boys. He has maintained his innocence.

The university, which agreed to the NCAA penalties, was not a party to the case.

Kane produced a "thorough analysis and thoughtful opinion," said Donald Remy, the NCAA's chief legal officer.

"Our hope is that this decision not only will end this case but also serve as a beginning of the end of the divide among those who, like Penn State, want to move forward to put the horror of the Sandusky crimes behind the university and those who want to prolong the fight and with it the pain for all involved," Remy said.

Corbett said the decision was under legal review and did not indicate if he plans to appeal. His office has not disclosed the cost for outside legal counsel to pursue the lawsuit.

During arguments last month, the NCAA's lawyer said the sanctions were not likely to harm the overall market for higher education or for top-flight football players. He said antitrust law did not apply and that the organization acted to enforce rules about honesty, sportsmanship and conduct.

Relatives of the late Joe Paterno, who was Sandusky's boss for decades, five Penn State trustees and others connected to the university have filed their own lawsuit against the NCAA in county court. That suit also seeks to overturn the NCAA sanctions.

Wick Sollers, a lawyer who represents the Paterno family, said their lawsuit against the NCAA raises "significantly different claims and legal theories."

State College area state Sen. Jake Corman, who sponsored a law Corbett signed in February that requires $60 million NCAA fine to be spent exclusively in Pennsylvania, is pursuing a Commonwealth Court lawsuit against the association over the use of the money. An NCAA challenge of that law remains pending before Kane in federal court.

ROME, June 12 (Reuters) - AS Roma appointed former Lille boss Rudi Garcia as their new coach on Wednesday, the latest in a long line of managers tasked with trying to turn vast potential into elusive silverware.

The well-supported club, who play in Rome's huge Stadio Olimpico and have boasted a number of famous players such as Brazil World Cup winner Cafu, have only won the Italian title three times with the last scudetto coming in 2001.

"We are very excited and confident that Rudi Garcia is the right coach for AS Roma. He is a proven winner with a great football mind who we believe fits in perfectly with our vision for the future," Roma President James Pallotta said in a statement.

He succeeds Aurelio Andreazzoli, who led Roma to a sixth place finish in Serie A this season but was widely seen as a temporary appointment.

Former assistant boss Andreazzoli took over in mid-season from Zdenek Zeman but the club lost in the final of the Italian Cup to city rivals Lazio, missing out on a place in the Europa League.

Garcia, 49, who will sign a two-year contract, was at Lille for five seasons and guided the team to the Ligue 1 title and the French Cup in 2011. Last season the club finished in sixth place and Garcia's departure looked on the cards.

"The players need to feel comfortable, you must never forget a birthday, sometimes it's the little things that count," Garcia, Roma's first French coach, was quoted as saying on the club's website.

"I don't command, I discuss things, tweak things and bring the players along," he said.

The usually fast-paced Italian managerial merry-go-round has gone into overdrive since the end of the season, with Rafael Benitez joining Napoli from Chelsea and Walter Mazzarri leaving Napoli to join Inter Milan.

Lille issued a statement thanking Garcia.

The Hall of Fame defensive end, credited with coining the word "sack" for how he knocked down quarterbacks, was 74. The Washington Redskins said Jones died of natural causes at his home in Southern California on Monday night.

"Deacon Jones was one of the greatest players in NFL history. Off the field, he was a true giant," said Redskins general manager Bruce Allen, whose father, George, coached Jones with the Los Angeles Rams. "His passion and spirit will continue to inspire those who knew him. He was a cherished member of the Allen family and I will always consider him my big brother."

Because sacks didn't become an official statistic until 1982, Jones' total is uncertain. His impact as a premier pass rusher and team leader is not.

Jones was the leader of the Rams' Fearsome Foursome unit from 1961-71 and then played for San Diego for two seasons before finishing his career with the Redskins in 1974. He was inducted into the Pro Football Hall of Fame in 1980 and made the league's 75th anniversary all-time squad.

"Deacon Jones has been the most inspirational person in my football career," said former teammate and fellow Hall of Famer Jack Youngblood.

Jones made the Pro Bowl every year from 1964-70 and played in eight overall. He combined with fellow Hall of Famer Merlin Olsen, Rosey Grier and Lamar Lundy on a defensive line that at times was unblockable.

Olsen died in March 2010 at age 69 and Lundy died in February 2007 at 71. Grier, who is 80, is the only surviving member of the Fearsome Foursome.

George Allen, who coached the Fearsome Foursome, called Jones the "greatest defensive end of modern football." The Allen family had Jones present George Allen for his Hall of Fame induction in 2002.

The Rams' stats show Jones with 159 1/2 sacks for them and 173 1/2 for his career all unofficial, of course. Jones also was one of the most durable players, missing just five games in his 14 pro seasons.

A 14th-round draft pick in 1961 out of Mississippi Valley State, which later produced Jerry Rice, Jones was the first defensive lineman with 100 solo tackles, reaching that mark in 1967.

"The thing we've got to remember being players in this era is to really respect the game 'back when,' because those guys could really play," said Chris Long of the Rams, whose father, Howie, also is in the Hall of Fame. "Deacon Jones is a perfect example. This whole league and everybody in this game should honor the past and the players who played in that era. Those guys paved the way for us."

Jones also had several small acting roles both during and after his playing career. He was a guest star on a handful of television shows including episodes of "Bewitched," ''The Brady Bunch" and "The Odd Couple" and appeared in the 1978 Warren Beatty film "Heaven Can Wait."

Most recently, Jones was the CEO of his own foundation, which he began in 1997. He also made several trips to visit troops on active duty in the Middle East.

South Africa-based Tiger Brands, which makes bread, breakfast cereal and energy drinks, said headline earnings per share totalled 818.3 cents in the six months to end-March, up 4 percent from 786.5 cents a year earlier.

Headline EPS, South Africa's most widely used profit gauge, strips out some one-off items.

Tiger Brands products are facing tough competition as international companies such Procter & Gamble bulk up their presence across Africa and grocers launch more cut-price private label products.

The company, which makes about 16 percent its sales outside its home market, said revenue rose 20 percent to 14 billion rand, helped in part by favourable currency swings and contribution from an acquisition.

Tiger Brands is among the worst performing stocks on the JSE this year, reflecting growing concerns about personal debt levels and rising unemployment in Africa's biggest economy.

Its shares are down about 10 percent this year, underperforming a 5 percent rise in Johannesburg's All-share index.

If a plane finds itself in serious trouble and for some reason that lone airstrip on the island isn't viable, the only alternative is to eject and ditch in the Pacific. It's a problem that the U.S. Navy, which is now conducting training on the island to prepare pilots for deployment to the USS George Washington aircraft carrier, has been trying to fix for nearly 25 years.

But, so far, Japan has failed to find a more suitable site.

Briefing reporters on the tiny island Friday, Capt. Dennis Mikeska, the assistant chief of staff for operations, planning and operations for the U.S. Naval Forces, Japan, said Iwo Jima is the only place in the world where the Navy conducts crucial carrier landing practice without an emergency "divert" an alternate location where a plane can go in an emergency.

He said the Navy hasn't lost a plane on Iwo Jima yet, but added, "That's not to say there haven't been any close calls."

Mikeska was quick to note that although the site is not so critically dangerous as to be unusable, it does not meet Navy safety standards and must be replaced as soon as possible.

Japan is responsible for providing locations for all U.S. bases within Japanese territory that both countries agree are necessary. The Navy's plea has run up against the classic dilemma that faces all U.S. forces in Japan. Though the Japanese government is one of Washington's staunchest and most reliable allies, it is virtually impossible to find a city, town or village that will quietly accept having U.S. troops based near it.

The not-in-my-backyard problem is most intense on the island of Okinawa, where about half of the 50,000 U.S. troops in Japan are based. Plans to simply deploy the Marine Corps' new transport aircraft, the MV-22 Osprey, have sent tens of thousands of Okinawans to the streets in protest.

This week, the mere suggestion by the mayor of Japan's second-largest city that the U.S. should use a small suburban airfield there was met with an immediate outcry, and has become a national debate.

For the Japanese leadership who are rarely willing to risk such controversy Iwo Jima is the perfect place to put the noisy U.S. fighters.

Now officially called Ioto in Japan, the island is inhabited full time only by a few hundred Japanese troops. It is about 750 miles (1,200 kilometers) south of Naval Air Facility Atsugi, the base on Japan's main island where the George Washington aircraft carrier's air wing the units that train on Iwo Jima is stationed when not at sea.

Local anger over the noise and dangers of a crash are what drove the wing to Iwo Jima to begin with.

With little other choice, the Navy has been using the Iwo Jima facility for carrier landing practice since 1989, when the two governments agreed to move such operations there "on an interim basis" in response to the noise complaints, and costly lawsuits, from Atsugi residents.

Carrier-based fighter pilots need to train intensely and are required to take qualification tests before deploying to sea. The strip on Iwo Jima has a mock-up of an aircraft carrier's deck. Veteran pilots stand nearby as the fighters approach, both to guide them in and to grade each landing.

Iwo Jima has its advantages. Because there is no local population to worry about, fighters can fly at low altitudes and at all hours of the night. But according to the Navy, the nearest place a pilot can "divert," or make an emergency landing, is 600 miles (960 kilometers) away, or about six times farther than the 100 miles (160 kilometers) that is considered safe.

"We need a special waiver every time we train out there," said Jon Nylander, a spokesman for the U.S. Navy in Japan. "Moving it is a high priority for us."

Tokyo has acknowledged Iwo Jima is only a temporary solution.

Japan has suggested the Iwo Jima flight training be conducted on Mageshima, an island in Japan's southwest where Tokyo plans to build a military base to bolster its southern defenses and its preparedness for natural disasters. Mageshima was officially named a candidate in 2004 in a meeting between the U.S. and Japanese foreign and defense ministers.

Mageshima would provide access to alternative landing sites, and would also be closer to the home base of the air wing when it moves to Iwakuni, about 250 miles (400 kilometers) away. That move was scheduled for 2014, but has also stalled.

No progress has been announced on moving to that island, however.

Mikeska said Mageshima is still officially a candidate site, but no firm plans have been agreed upon.

The unemployment rate rose to 7.6 percent from 7.5 percent in April, the Labor Department said Friday. The rate rose because more people began looking for work, a healthy sign. About three-quarters found jobs.

The government revised the job figures for the previous two months. April's gain was lowered to 149,000 from 165,000. March's was increased slightly to 142,000 from 138,000. The net loss was 12,000 jobs.

Stocks jumped when the market opened at 9:30 a.m. Eastern time, an hour after the report was released. The Dow Jones industrial average surged 150 points in the first hour of trading.

"Today's report has to be encouraging for growth in the second half of the year," said Dan Greenhaus, an analyst at BTIG LLC.

Employers have added an average of 155,000 jobs the past three months. But the May gain almost exactly matched the average increase of the past 12 months: 172,000.

Analysts said the less-than-robust job growth would likely lead the Federal Reserve to maintain the pace of its monthly bond purchases. The Fed has said it will keep buying bonds at the same rate until the job market improves substantially. The bond purchases have helped drive down interest rates and boost stock prices.

Stock markets have gyrated in the past two weeks on speculation that the Fed will start to taper its $85 billion-a-month in bond buying a step that could raise rates and cause stock prices to fall.

"I think the Fed will stay on hold," said Nariman Behravesh, chief economist at IHS Global Insight. "They want to see numbers above 200,000 on payroll jobs on a consistent basis before they start to taper off."

Behravesh said he thinks the Fed will maintain its pace of bond buying through this year before scaling it back in 2014.

"Today's report is perhaps the perfect number for nervous investors," said James Marple, Senior Economist at TD Economics. "It is strong enough to point to continued economic recovery but not so strong as to bring forward expectations of Fed tapering."

Some signs in the report suggested that the spending cuts and weaker global growth are weighing on the job market. Manufacturers cut 8,000 jobs, and the federal government shed 14,000. Both were the third straight month of cuts for those industries.

Average hourly wages ticked up just a penny in May, to $23.89. That was because much of the job growth was in lower-paying industries.

But mild inflation is boosting American's purchasing power. Over the past 12 months, hourly wages have risen 2 percent. Inflation has increased just 1.1 percent in that time.

The economy grew at a solid annual rate of 2.4 percent in the first three months of the year. Consumer spending rose at the fastest pace in more than two years. But economists worry that the steep government spending cuts and higher Social Security taxes might be slowing growth in the April-June quarter to an annual rate of 2 percent or less.

Consumers appeared earlier this year to shrug off the tax increase. But in April, their income failed to grow, and they cut back on spending for the first time in nearly a year. A Social Security tax increase is costing a typical household that earns $50,000 about $1,000 this year. For a household with two high-earners, it's costing up to $4,500.

Cuts in defense spending have slowed factory output in some areas, according to a Fed report released this week. Factory activity shrank in May for the first time since November, and manufacturers barely added jobs, according to a survey by the Institute for Supply Management.

A separate ISM survey found that service companies grew at a faster pace last month but added few jobs. Service firms have been the main source of job growth in recent months.

Some positive signs of the economy's resilience have emerged. Service companies reported an increase in new orders, the ISM found. That suggests that businesses could expand further in coming months.

And steady gains in home sales and construction are providing support for the economy even as manufacturing weakens.

KYOTO, Japan (Reuters) - Japanese author Haruki Murakami made his first public appearance in his homeland in 18 years on Monday, describing his newest novel, which was an instant-best seller, as a story that takes place in the real world, unlike many of his other novels.

"Colorless Tsukuru Tazaki and His Years of Pilgrimage" has attracted positive reviews, with readers spotting familiar Murakami themes such as people bonding through pain.

Publisher Bungeishunju made the rare decision to print 1 million copies within a week of its April release in Japan.

The novel is about a lonely 36-year-old engineer named Tsukuru Tazaki, who embarks on trips in Japan and Finland to overcome his most painful experience - broken friendships.

"Usually things are divided into the real and unreal, but I was wondering how it will be if I bring all of that into the stage of the real world," Murakami told an audience of about 500 fans in Kyoto.

"People get hurt and close their minds, but as time passes, they gradually open up, and they grow as they repeat that. This novel is about growth."

The fans who won a lottery to attend the event were surprised that the 64-year-old, whose fiction is often surreal and who has made a handful of speeches overseas in recent years but none in Japan, was actually speaking to the public.

"I am a fan of his novels but I have never seen him in person nor heard his voice. Is he a normal person?" Hiroko Yamada, 40, asked as she waited for the event to start.

Murakami said he decided to speak in public to honor his friend Hayao Kawai, a psychologist who died in 2007.

"It's not like I get purple dots all over myself when I am in front of many people. I like to go around on the bus and the subway and live a normal life," he joked.

"I want you to think of me like an endangered species - it's fine to look at me from far away, but be careful because I may bite if you come near and talk to me or touch me."

And now, two new studies, out of the  and , could be confusing matters even more: After tracking children for five to seven years, the researchers found no developmental problems associated with women who drank up to six drinks in a weekno more than one drink a day, broken up over time.

Dont get me wrong, the link between binge drinkingwhich is defined as five drinks in a single bout of drinkingduring pregnancy and developmental delay in children is universally accepted as a bad idea. Fetal alcohol syndrome (FAS), in which a fetus is exposed to excessive alcohol, can cause stunted growth and is known to cause mental retardation. But while FAS is associated with heavy drinking during pregnancy, theres less data about low- and moderate-alcohol use. Thats because this is information thats hard to come byyou cant exactly randomly assign pregnant women to drink different amounts and then see how their kids turn out.

But this new research is starting to fill the gap. Which is not to say that light drinking during pregnancy is conclusively safe, and its definitely not an endorsement of it as a habit. Authors from one of these most recent studies made clear the possibility that their results could be due to other factors, and in all research there is potential for confounding factors. For example, the authors suggest that its possible that the different socioeconomic status (SES) between groups of women could play a role. More women who binge-drink during pregnancy are low-SES; and low-SES women are more likely to have riskier pregnancies, less prenatal care, and less-healthy infants than their high-SES counterparts. This is just one potential reason its so difficult to offer conclusive dataand clear advice for women to follow.

The official position in the U.S., which comes from the National Institutes of Health, is strict and clear: Women who are pregnant or who are trying to get pregnant should avoid drinking any amount of alcohol. The only way to prevent fetal alcohol syndrome is to not drink alcohol during pregnancy. Thats true, just as abstinence is the only certain way to prevent and pregnancy. The position offered by the National Health Service in the U.K. is a bit more lenient: [To] minimise the risk to the baby, we recommend [that women] should not drink more than 1-2 units once or twice a week and should not get drunk.

This creates an interesting question: In the age of Big Datawith Millennials turning to Google for every question, no matter how smallwhat sort of messages should be sent about the relative safety of alcohol consumption during pregnancy? We could move toward more evidence-based advice, and tell women that not drinking is ideal but that a drink or two a week probably wont hurt their child. There might be concern that this would change the prevailing attitude about alcohol during pregnancy; there is still evidence that daily consumption can be bad for fetal development. Would women use looser guidelines as an excuse to drink more than is safe? Moreover, there are individual characteristics that studies like this cant account for; each person processes alcohol differently, so safe levels of consumption will vary.

The new research from abroad might be most reassuring to women who become pregnant accidentally and arent able to change their drinking habits until after they find out. After all, according to the , some 37 percent of pregnancies are unintended. At least with this research, women dont have to stress as much over having enjoyed happy hour a few times a week before they knew they were pregnant. The bottom line is that a majority of experts are still likely to tell you not to drink while pregnant, and its still definitely the safest course of action.
