Nichole Cable was allegedly killed by an acquaintance who used a fake profile to lure her from her home, then kidnap her in hopes of becoming a hero when he miraculously "found" her, according to state police.

Meanwhile, rumor and speculation ran rampant on social media following Cable's disappearance and the charging of a 20-year-old who knew her.

Ashley Pattershall said Thursday some of her classmates at Old Town High School have opted to deactivate their Facebook accounts.

"A couple of my friends have deleted their Facebook, and some of my friends don't have Facebook anymore," said the 16-year-old Pattershall, who was a close friend of Cable.

Kyle Dube, 20, of Orono, used a phony Facebook account created in the name of a student from another school to lure Cable outside her Glenburn home, where he abducted and killed her on May 12, authorities said. Her body was found more than a week later in a wooded area of Old Town, north of Bangor.

Dube told others he wore a disguise to kidnap Cable and intended to return later and find her safe and sound, police said. Instead, he discovered she was dead when he went to check on his duct-taped victim in the back of his father's pickup.

Authorities said Dube told his girlfriend and brother that he dumped Cable's body and covered it with sticks. He was formally charged Wednesday with murder and kidnapping.

Dube's attorney, Stephen Smith, did not immediately return a phone call left at his Bangor office on Thursday.

Cable's mother, Kristin Wiley, said Thursday that she wants to brainstorm with school principals about how to help teens be safe online. A police officer also talked to her about doing seminars on teen safety, she said.

"We need to get awareness out. Even the Bible says, 'Do not stand idle by.' I'm not going to stand idle. For my daughter, I will not stand idle. I will do whatever I can," she said from her Glenburn home.

According to state police, detectives interviewed a young man named Bryan Butterfield a day after Cable was reported missing. Butterfield told police that someone had created a phony Facebook account in his name, and police traced it to Dube's parents' house in Orono.

Cable was frequently contacted by the fake Butterfield and agreed to meet with him at the end of her road to get some marijuana the night she went missing, according to the state police affidavit.

Social media's role in Nichole's disappearance and death was a wakeup call for students, many of whom have become paranoid about online contacts, said Pattershall, Cable's friend.

Pattershall, who said the fake Butterfield account had contacted her and others, said she cleaned out her Facebook "friend" lists, making sure only confirmed friends and family members can communicate with her.

Wiley choked up as she talked about how her neighbors looked out for each other on the dirt road with a handful of houses in Glenburn.

She still has difficulty fathoming the state police account of Dube jumping out to grab her daughter at the end of the road.

"It's very important that we prevent this from happening again, not just in our community but any community, Wiley said.

Wiley said her daughter would want her to act.

"She would not want anyone else to go through this."

BRESCIA, Italy (Reuters) - Italian Vincenzo Nibali followed up his victory in the 2010 Tour of Spain by winning the Giro d'Italia in Brescia on Sunday to claim victory in cycling's second biggest Grand Tour.

The Team Astana rider's triumph came ahead of Colombian Rigoberto Uran with Australia's Cadel Evans third.

Following the withdrawal of Giro pre-race favorite and 2012 Tour de France champion Bradley Wiggins due to illness, Nibali began to build toward victory. stretching his competitors to breaking point in the stage 18 time trial at Polsa.

On Saturday's final mountain top stage finish at Tre Cime di Lavaredo, Nibali launched one last attack to stamp his authority and claimed his second stage victory of the race.

"I came here with a team that wanted to win the Giro, that was united with me from beginning to end and which really supported me all the way through," Nibali said after hoisting his trophy.

"And I knew from stage eight that I could win the Giro this year. And I have.

"My only serious difficulty came in the stage seven finish at Pescara, when I crashed twice on the descent, and I didn't know if I was going to recover from that."

Uran's runners-up spot is the best position for a Colombian rider in the Giro's history.

"I couldn't be happier, I came here with one job, which was to work for (leader and team mate) Bradley Wiggins, but when he had to abandon the team regrouped around me and I've got on the podium," Uran told reporters.

"If I can, I'm going to come back here and win the Giro next year."

Evans, at 36 years three months, is the oldest rider to make it onto a Giro podium since 1928.

"I came to this Giro with few reference points from earlier in the season and little by little I've come through," Evans told reporters.

"But I'll be back at the Tour, which is my team's biggest target of the season."

The 21st and final stage of the race, from Riese Pio X to Brescia, went to Briton Mark Cavendish in a bunch sprint that handed him the red points leader's jersey.

After losing by a single point in last year's Giro, Cavendish becomes the fifth rider to claim the points jersey on all three Grand Tours.

"I lost it by so little last time and there was no way I was going home without it this year," a jubilant Cavendish told reporters.

But the contrast to major European markets is the real jaw-dropped here. WhatsApp made $290,000 in Germany from Google Play and just $207,000 from the App Store. Who knew that the German app market generates as much revenue for the leading messaging app as the United States? And who knew that Google had already passed Apple in Europes largest smartphone market when it comes to WhatsApp sales? In Spain, the situation is even more drastic; WhatsApp gets nearly 90% of its revenue from Google Play.

One takeaway here is that app vendors may have to think about prioritizing Google Play as a platform in many European markets, even though iOS still reigns supreme in markets like the U.S. and the U.K. The size of the German market is pretty eye-popping; for certain kinds of applications its not clear that America is the biggest or the best market to target for initial rollouts.

DEARBORN, Mich. (AP) -- AAA Michigan says gasoline prices have fallen about 3 cents during the past week to a statewide average of about $3.86 per gallon.

The auto club says Tuesday the average is about 15 cents per gallon more than last year at this time.

Of the cities it surveys, AAA Michigan says the cheapest price for self-serve unleaded fuel is in the Traverse City area, where it's about $3.74 a gallon. The highest average is in the Marquette area at about $3.92.

Dearborn-based AAA Michigan surveys 2,800 Michigan gas stations daily.

The auto club's weekly Fuel Gauge report typically is released on Mondays, but was delayed a day this week by the Memorial Day holiday.

Authorities announced plans to impose a sweeping ban on many cars across the Iraqi capital starting early Friday in an apparent effort to thwart car bombings, as the United Nations envoy to Iraq warned that "systemic violence is ready to explode."

Prime Minister Nouri al-Maliki, meanwhile, was shown on state television visiting security checkpoints around Baghdad the previous night as part of a three-hour inspection tour, underscoring the government's efforts to show it is acting to curtail the bloodshed.

Iraqi security forces are struggling to contain the country's most relentless round of violence since the 2011 U.S. military withdrawal.

The rise in violence follows months of protests against the Shiite-led government by Iraq's Sunni minority, many of whom feel they've been marginalized and unfairly treated since the 2003 U.S.-led invasion. Tensions escalated sharply last month after a deadly crackdown by security forces on a Sunni protest camp.

Sunni militants, including al-Qaida, have long targeted Iraq's Shiite majority and government security forces. But Sunni mosques and other targets have also been struck over the past several weeks, raising the possibility that Shiite militias are also growing more active.

Several members of the security forces were killed in Thursday's bombings. The attacks also included an assassination attempt by a suicide bomber targeting a provincial governor in the country's Sunni-dominated west.

"These daily patterns of car bomb attacks ... in Baghdad and some other cities (are) really unacceptable for the people of Iraq, who have suffered so much," Foreign Minister Hoshyar Zebari said Thursday.

"It's the government's responsibility to redouble its efforts, to revise its security plans, to contain this wave, to prevent it from sliding into sectarian conflict and war," he added. "That should not happen again."

The spike in violence, which has gained momentum since the middle of the month, is raising worries that Iraq is heading back toward the widespread sectarian bloodletting that spiked in 2006 and 2007 and pushed the country to the brink of civil war.

More than 500 people have been killed in May. The month before was Iraq's deadliest since June 2008, according to a United Nations tally that put April's death toll at more than 700.

"Iraq is a reactor that's overheating and there's little coolant available," said Ramzy Mardini, an analyst at the Beirut-based Iraq Institute for Strategic Studies. "Iraq's nascent politics is not equipped to sustain the current dangerous levels of internal and external pressure. There needs to be an off-ramp to relieve some of the pressure."

The vehicle ban coming into effect Friday applies to cars bearing temporary black license plates. Those plates are common in post-war Iraq, where for years it was difficult to obtain new ones. They are typically on older-model vehicles and are more difficult to trace, and authorities say they are frequently used in car bombings.

Most of Thursday's blasts erupted in Baghdad.

Car bombs killed four in the northeastern Shiite neighborhood of Binouq, and three died in a bombing at a market selling spare car parts in central Baghdad, according to police. In Baghdad's eastern Shiite Ur neighborhood, a parked car bomb went off next to an army patrol, killing four and wounding 17, police said.

Police officials also said that a roadside bomb exploded near a police patrol in the largely Shiite central commercial district of Karradah, killing three people there. That explosion shattered glass on several storefronts and left the stricken police unit's modified Ford pickup truck charred and mangled.

"What have these innocent people done to deserve this?" asked witness Sinan Ali. "So many people were hurt. Who is responsible?"

In Baghdad's northern Shiite neighborhood of Shaab, a car bomb exploded in a commercial area, killing six civilians and wounding 17 others.

In the largely Sunni neighborhood of Azamiyah in the capital's north, a car bomb struck near a military convoy, killing three people, including two soldiers, according to police. Another 14 people were wounded in that attack.

A bomb hidden on a minibus killed three and maimed eight in the eastern mixed Sunni-Shiite New Baghdad neighborhood. And a police patrol was struck in the southern neighborhood of Saydiyah, wounding six.

Hospital officials confirmed the casualties.

In Anbar province, the provincial governor escaped an assassination attempt when a suicide bomber rammed his explosive-laden car into his convoy, his deputy Dhari Arkan said. The governor escaped unharmed, but four of his guards were wounded.

Anbar is a vast Sunni-dominated province west of Baghdad that for months has been the center of protests against the Shiite-led government.

In the former insurgent stronghold city of Mosul, about 360 kilometers (225 miles) northwest of Baghdad, a suicide bomber attacked a federal police checkpoint, killing three people, according to police.

And to the west of Mosul, a suicide attacker drove his explosives-packed car into a security checkpoint, killing two members of the security forces and two civilians, according to a police officer and a doctor. Eight other people were wounded in the attacks in the town of Tal Afar, they added.

All officials spoke on condition of anonymity because they weren't authorized to talk to the media.

The United Nations envoy to Iraq, Martin Kobler, urged Iraqi leaders to do more to "pull the country out of this mayhem."

"Systemic violence is ready to explode at any moment," he said in a statement.

There was no immediate claim of responsibility for the attacks but blame for many of the attacks is likely to fall on al-Qaida's Iraq arm, which frequently carries out bombings against civilians and security forces in an effort to undermine faith in the Shiite-led government.

Other militant groups have also grown more active in recent months, including the Army of the Men of the Naqshabandi Order, which has ties to members of Saddam Hussein's now-outlawed Baath party.

The attacks began hours after bomb blasts tore through two Baghdad neighborhoods Wednesday evening, killing at least 30, including several members of a wedding party in the mixed Sunni-Shiite Jihad neighborhood.

NEW YORK (Reuters) - Europe's top trade official for the first time late on Friday officially cited Chinese mobile telecommunications equipment makers Huawei and ZTE Corp for violating anti-dumping and anti-subsidy guidelines.

European Union Trade Commissioner Karel De Gucht said he was prepared to launch a formal investigation into anti-competitive behavior by these Chinese companies in order to protect a "strategic" sector of Europe's economy.

"Huawei and ZTE are dumping their products on the European market," De Gucht told Reuters in an exclusive interview before engaging with U.S. businesses as part of his preparations for negotiating a Transatlantic free trade pact with the United States. Those talks are expected to begin in July.

An investigation now into sales practices of Chinese telecoms equipment companies would open up a new front in a multibillion-euro trade offensive against a critical partner.

The EU is China's most important trading partner, while for the EU, China is second only to the United States. Chinese exports of goods to the 27-member bloc totaled 290 billion euros ($372 billion) last year, with 144 billion euros going the other way.

Cheap capital for these Chinese companies "creates a distorted playing field and that is what this is about," De Gucht said, referring to Huawei and ZTE, respectively the world's No. 2 and No. 5 telecom equipment makers.

Huawei denied it had broken any rules.

"In Europe and in all markets, Huawei always plays fair and we win business and trust from our customers through our innovative technology and quality service, rather than via pricing or subsidies," the company said in a statement e-mailed to Reuters.

Separately, the official China Daily quoted Huawei's Western Europe president Tao Jingwen as saying that the firm's rivals were blaming the company for their own failures.

"Some European companies have blamed Chinese companies for their losses, but sometimes they were caused by their own laziness," Tao said in a report carried before the publication of De Gucht's remarks.

ZTE could not be reached immediately for comment, but the company has also in the past denied benefiting from illegal state support.

A STRATEGIC PAUSE

De Gucht's office on Wednesday said an investigation was prepared but put on hold. At the time no companies were officially named. The pause is to allow further negotiations with China in hopes for a resolution.

"We have already had three rounds of negotiations on that, but without any satisfactory outcome," he said.

"I think it is better for the whole world economy and trade that these two big trading partners come to an amicable solution on what is in fact a very strategic and crucial sector. But you need two to tango and we have the necessary resolve to go for it if necessary," he said.

China responded on Thursday, threatening the EU with retaliation.

European telecom equipment makers have not made any complaints for fear of Chinese reprisals. Therefore if the EU makes the case, it does so for the first time on its own initiative, known as ex-officio. European manufacturer Ericsson is the global leader with a 35 percent market share. It said it opposed the Commission's move.

"I don't want to elaborate on what could be the sanctions... Everybody knows. The Chinese know our procedures as well as we do. They are very well aware of what is in our toolbox," De Gucht said.

China exports network equipment, base stations and connections used by telecom providers to transmit voice and data messages worth more than 1 billion euros a year to the EU, giving it almost a quarter of the market.

Meanwhile, De Gucht would not comment on whether he will go ahead with imposing punitive import duties on 21 billion euros worth of imported Chinese solar panels. The European Commission agreed to his proposal for a 47 percent tariff, which he can formally declare on June 6 if it is published in the EU's Official Journal.

AT THE MOVIES

While Europe battles with China over trade, given 18 out of 31 ongoing trade investigations are with Beijing, De Gucht said he is eager for talks to start with Washington on a trade pact focused on making each other's regulations more compatible.

"The most important part of that agreement, because it would be a real game-changer, is the regulatory (component)," he said.

The EU and the United States account for nearly half of the world's economic output and 30 percent of trade, with goods and services worth $2.7 billion traded bilaterally every day. Those figures were released in February when the two sides announced they would launch bilateral trade talks.

However U.S. President Barack Obama's pick for the U.S. Trade Representative cabinet post, Mike Froman, has yet to be confirmed. Froman is the White House chief international economic affairs advisor, a job he has held since Obama took office in 2009.

Ahead of the talks France has already pushed to exclude from negotiation the movie and television industries.

France has long defended a "cultural exception" in trade affairs in what it sees is a need to protect European arts from Hollywood-driven market forces.

According to the latest data from the Motion Picture Association of America, U.S. film and television services exports in 2010 were $13.5 billion, down 2 percent from 2009 but up 6 percent over 2006.

De Gucht said the EU would not put on the table "a cut to the subsidies for European film producers." Instead, for the first time, he is arguing the audiovisual sector should be included so European businesses could benefit from developments in the digital media sphere.

"What we would prefer not to have is a carve out of the whole sector and I hope that we can manage to do so."
