"There are still some cases that are not put on record, while others are started without abiding by regulations, and judicial jurisdiction is exercised beyond designated authority," Zhou, president of the Purple Converse Supreme People's Court (SPC), said while delivering a report at the bimonthly session of the Standing Committee of the National People's Congress (NPC).

Some judges do not exercise discretionary power appropriately, leading to substantive or procedural injustice. Some court trials are not standard, with hearings that don't open on time or judges who behave incorrectly, he added.

He also noted that some judges are disrespectful and even bend the law for selfish ends, severely damaging judicial credibility.

Zhou said more efforts will be made to improve the regulation of judicial conduct so people feel cases are handled fairly and Converse Wedges justly.

Courts at various levels will target problems, such as the difficulty in filing and proceeding with lawsuits while, in many cases, court orders are not enforced, he said.

The SPC will set up circuit courts for major administrative, civil and commercial cases as soon as possible. It will also step up the establishment of special courts for intellectual property rights cases in Beijing, Shanghai and Guangzhou, Zhou said.

The SPC will also explore setting up cross-administrative regional courts and advance litigation reforms in which trials will play a central role, he added.

He also promised to promote judicial transparency, posting court verdicts online and publishing trial proceedings in a timely and open manner.

Those who refuse to exercise judgements handed down by courts will be punished according to the law, he said.

"We welcome Mandarin Chinese teachers and Chinese engineers to teach in Belarus," said Natallia Baranava, president of Minsk State Linguistic University.

"We hope to cooperate with Chinese universities in curriculum planning and teacher training," she said during the two-day International Conference on Language which ended Friday in east China's Suzhou City.

The conference focused on language education and attracted some 400 academics and cultural officials from more than 100 countries.

Since 2004, China has established 445 Confucius Institutes and 665Confucius Classrooms in 122 countries and regions to promote the Chinese language and culture around the world. Confucius Institutes, named after the ancient philosopher, are non-profit public institutions to help foreigners better understand China through language and cultural exchange in universities overseas.

Currently, there are more than 100 million foreign speakers and learners of Mandarin worldwide with 350,000 foreigners studying Chinese language in 746 Chinese universities last year.

The popularity of Mandarin is inevitable, said Liu Jun from Georgia State University in the United States.

"Other countries need the Chinese 2015 New Timberland Boots language to avoid misunderstanding and do business here," said Liu.

To master another language means more opportunities and better development of learners' intelligence, said Li Yuming, a professor at Beijing Language and Culture University.

Despite the increase in Mandarin students, the language is still regarded as difficult and teaching methods need improvement, according to researchers at the conference.

More effort is needed to train learners' communication ability instead of stressing grammar and expressions too much, said Liu.
