May 8 (Reuters) - Former world number one Vijay Singh sued the PGA Tour for "reckless administration and implementation" of its anti-doping programme on Wednesday, a week after golf's premier tour dropped a doping case against the Fijian.

Three-times major winner Singh was initially found by the PGA Tour to have breached the sport's doping rules after using a spray, which contains a banned substance, to treat an injury but he was later cleared of any wrongdoing after winning an appeal.

He filed a lawsuit in the Supreme Court of the State of New York on Wednesday, and issued a statement saying the PGA Tour had damaged his reputation.

"I am proud of my achievement, my work ethic and the way I live my life," Singh said in the statement.

"The PGA Tour not only treated me unfairly, but displayed a lack of professionalism that should concern every professional golfer and fan of the game."

Although he never failed a drugs test, Singh was deemed to have breached golf's rules on doping when he told Sports Illustrated earlier this year he had used deer antler spray to address knee and back problems.

The spray was found to have contained small extracts of IGF-1, a growth hormone on the World Anti-Doping Agency's (WADA) list of prohibited substances.

The PGA Tour notified Singh on Feb. 19 that he would be banned for 90 days following his admission but the Fijian appealed, saying he was unaware the spray contained any banned substances.

He was cleared last week when WADA informed the PGA Tour the use of deer antler spray was not prohibited unless a positive test resulted.

Singh, a 34-times winner on the PGA Tour, is in the field for this week's Players Championship which starts on Thursday.

DUTY OF CARE

Singh's lawyers said on Wednesday the PGA Tour violated its duty of care by suspending the golfer without properly investigating the case.

"The PGA Tour could have known by conducting some basic testing and research, the product that Singh sprayed contained no active biological ingredient and could not possibly have provided any performance enhancement," Singh's attorney, Peter R. Ginsberg, said in a statement.

"The PGA Tour has now finally admitted that the use of deer antler spray is not prohibited.

"Rather than performing its duties to golfers first, and then determining whether there had been any violation of the anti-doping program, the PGA Tour rushed to judgment and accused one of the world's hardest working and most dedicated golfers of violating the rules of the game."

The lawsuit said that Singh was seeking damages "for the PGA Tour's reckless administration and implementation of its anti-doping program" after exposing the Fijian "to public humiliation and ridicule for months."

Ty Votaw, the PGA Tour's executive vice president of communications and international affairs, told Reuters by e-mail: "We have not seen the lawsuit, just the statement. We have no comment."

PGA Tour commissioner Tim Finchem, speaking to reporters on Tuesday ahead of this week's Players Championship at the TPC Sawgrass, said: "Any doping case you learn something.

"There are several things here that we're focused on, most of them procedurally. We think we have a pretty good system in place right now. We have a pretty good comfort level."

With regard to the Singh case, Finchem said: "The fact is that WADA changed the ballgame. The game is over, pure and simple. Players understood that, end of story, really."

Singh, 50, was ranked number one in the world on three separate occasions between 2004 and 2005. He also won three majors: the 2000 Masters and the 1998 and 2004 PGA Championship.

Renowned for his workaholic approach to the game, the Fijian has battled assorted health problems in recent years, especially with his back.

The PGA Tour launched its anti-doping programme in 2008 and the variety of sanctions could include disqualification, a one-year suspension for a first violation, up to five years for a second violation and a lifetime ban for multiple violations, plus fines up to $500,000.

Since the programme was launched, American journeyman Doug Barron is the only player who has been suspended for a violation. Barron, then 40, was banned for one year in November 2009 for taking a performance-enhancing drug. China emits more of the greenhouse gas than the next two biggest carbon polluters the U.S. and India combined. And its emissions keep soaring by about 10 percent per year.

While other studies have linked averaged-out temperature increases in China and other countries to greenhouse gases, this research is the first to link the warmer daily hottest and coldest readings, or spikes.

Those spikes, which often occur in late afternoon and the early morning, are what scientists say most affect people's health, plants and animals. People don't notice changes in averages, but they feel it when the daily high is hotter or when it doesn't cool off at night to let them recover from a sweltering day.

The study by Chinese and Canadian researchers found that just because of greenhouse gases, daytime highs rose 0.9 degree Celsius (1.7 degrees Fahrenheit) in the 46 years up to 2007. At night it was even worse: Because of greenhouse gases, the daily lows went up about 1.7 degrees Celsius (3 degrees Fahrenheit).

China is the world's biggest producer and consumer of coal, which is the largest source of man-made carbon dioxide emissions. While the country has made huge investments in alternative energy such as wind, solar and nuclear in recent years, its heavy reliance on coal is unlikely to change any time soon.

About 90 percent of the temperature rise seen by the researchers could be traced directly to man-made greenhouse gases, the study said. Man-made greenhouse gases also include methane and nitrous oxide, but carbon dioxide is considered by far the biggest factor.

The study appeared online in late March in the peer-reviewed journal Geophysical Research Letters.

The study uses the accepted and traditional method that climate scientists employ to attribute a specific trend to man-made global warming or to rule it out as a cause.

Researchers ran computer simulations trying to replicate the observed increase in daily and nighttime high temperatures in China between 1961 and 2007. They first plugged in only natural forces including solar variation to try to get the heat increase. That didn't produce it.

The only way the computer simulations came up with the increase in daily high and low temperatures that occurred was when the actual amounts of atmospheric heat-trapping greenhouse gases were included.

"It is way above what you would expect from normal fluctuations of climate," study author Xuebin Zhang of the climate research division of Canada's environmental agency said in a telephone interview. "It is quite clear and can be attributed to greenhouse gases."

China did not become the largest emitter of greenhouse gases until 2007; for much of the period studied, it had a smaller economy. Because carbon dioxide stays in the atmosphere for about a century, China and its defenders maintain that the U.S. and other developed nations bear more responsibility for climate change.

Outside experts praised the research as using proper methods and making sense. An earlier study didn't formally blame the proliferation of U.S. heat records to a rise in greenhouse gases but noted that they were increasing substantially with carbon dioxide pollution.

"The study is important because it formalizes what many scientists have been sensing as a gut instinct: that the increase in extreme heat that we've witnessed in recent decades, and especially in recent years, really cannot be dismissed as the vagaries of weather," said Pennsylvania State University climate scientist Michael Mann.

China has rapidly grown from a nation of subsistence farmers at the end of the 1970s into the world's second-largest economy behind the U.S., and the environmental costs of such change are often visible.

Beijing is no longer dominated by bicycles but by cars, and the skyline is barely visible at times because of thick pollution. More people are living in cities, buying air conditioners and other energy-hungry home electronics and consuming more energy for transportation and heating.

China passed the United States as the No. 1 carbon dioxide emitter about six years ago and "the gap is widening, it's huge," said Appalachian State University professor Gregg Marland, who helps track worldwide emissions for the U.S. Energy Department.

When developed countries around the world in 1997 agreed to limit their greenhouse gas emissions, developing countries, including China, were exempted.

U.S. Energy Department statistics say that China gets 70 percent of its energy from coal, compared with 20 percent in the United States. China is also a world leader in the production of cement, a process that also causes greenhouse emissions.

DECATUR, Ill. (AP) -- Archer Daniels Midlands Co. said Wednesday it is moving forward with a bid to acquire the remaining 80 percent of Australian grain handler GrainCorp Ltd that it doesn't already own.

ADM said it is offering 12.20 Australian dollars ($12.63) a share in cash for the stake, giving all of GrainCorp a value of AU$3.4 billion.

ADM's two previous offers for GrainCorp were rejected as too low. ADM said GrainCorp's board has agreed to recommend the latest offer to shareholders for approval, unless it receives a better bid.

GrainCorp offers grain storing, collection and transport. Archer Daniels said the deal will expand its agriculture offerings in the Middle East, Africa and Asia.

ADM has been looking to invest in overseas suppliers and Australia is a major exporter of commodities, including iron ore and wheat.

It will pay for the acquisition with a combination of operating cash and debt.

ADM shares fell 8 cents to $33.50 in after-hours trading.

The flu was first detected in March. This week, the World Health Organisation called the virus, known as H7N9, "one of the most lethal", and said it is more easily transmitted than an earlier strain that has killed hundreds around the world since 2003.

Fujian's health authority said a 65-year-old man surnamed Luo had tested positive for the virus, Xinhua reported. Thirty-seven people who had been in close contact with the man had not shown symptoms of the flu.

Chinese scientists confirmed on Thursday that chickens had transmitted the flu to humans.

This week, a man in Taiwan become the first case of the flu outside mainland China. He caught the flu while travelling in China.

Designers at the Milan fashion week presented bold creations on the second day of the 2013-14 autumn/winter shows, in a reaction to economic and political uncertainty in Italy.

The Florentine designer, whose animal prints and skinny leather-fringed jeans have been worn by actress Jennifer Lopez and model Cindy Crawford, said he personally oversaw the collection he is relaunching with Diesel founder Renzo Rosso.

"I wanted to show to all my fans all over the world that Roberto Cavalli is back," the designer told Reuters television on the stage of his packed show at the Arch of Peace, a landmark monument in central Milan he is contributing to restore.

Wearing a dark blue jacket and a sweater in matching color over a pair of jeans, Cavalli said he found inspiration from a woman he saw walking in Thimphu, the capital of Bhutan.

"I speak to all the girls from 15 to 100 years old, a girl that loves the femininity as her personality," the designer said while keeping his inseparable German shepherd dog Lupo at leash.

Cavalli proposed large sweaters in jacquard animal prints and jackets with fur-lined hoods, with a mix of elegance and sporty styles to give models a contemporary look.

Young-focused lines, that the fashion industry used to call "second" lines to distinguish them from top lines, are playing a more important role in the fashion business as they cater to young consumers who spend less but demand something exclusive.

Just Cavalli's sales will return to growth in 2013 after being hit hard by financial troubles at previous licensed manufacturer IT Holding, the group's chief executive said.

"We know that Just Cavalli started very well this year," CEO Giuseppe Brozzetti told Reuters on the sidelines of the show, where models wore fitting pants with coats in matching prints.

The group will open a Just Cavalli flagship store in New York in May, followed by a launch event during the New York fashion week in September, Brozzeti said.

Sales at directly-operated stores in the first months of this year were growing in line with last year, when they rose 23.4 percent, Brozzetti said.

Excluding the impact from new stores, sales last year rose 18 percent, helped by foreign markets, where Cavalli exports most of its production.

Dzhokhar Tsarnaev, 19, is charged with joining with his older brother, Tamerlan, who's now dead, in setting off the shrapnel-packed pressure-cooker bombs. The bombs were triggered by a remote detonator of the kind used in remote-control toys, U.S. officials have said.

U.S. officials investigating the bombings have told The Associated Press that so far there is no evidence to date of a wider plot, including training, direction or funding for the attacks.

A criminal complaint outlining federal charges against Dzhokhar Tsarnaev described him as holding a cellphone in his hand minutes before the first explosion.

The brothers are ethnic Chechens from Russia who came to the United States about a decade ago with their parents.

"I think given the level of sophistication of this device, the fact that the pressure cooker is a signature device that goes back to Pakistan, Afghanistan, leads me to believe and the way they handled these devices and the tradecraft ... that there was a trainer and the question is where is that trainer or trainers," said Rep. Michael McCaul, R-Texas, on "Fox News Sunday."

"Are they overseas in the Chechen region or are they in the United States?" McCaul said. "In my conversations with the FBI, that's the big question. They've casted a wide net both overseas and in the United States to find out where this person is. But I think the experts all agree that there is someone who did train these two individuals."

Rep. Adam Schiff, D-Calif., a member of the House Intelligence Committee, said he thought it's "probably true" that the attack was not linked to a major group. But, he told CNN's "State of the Union," that there "may have been radicalizing influences" in the U.S. or abroad. "It does look like a lot of radicalization was self-radicalization online, but we don't know the full answers yet."

On ABC's "This Week," moderator George Stephanopoulos raised the question to the chairman of the House Intelligence Committee about FBI suspicions that the brothers had help in getting the bombs together.

"Absolutely, and not only that, but in the self-radicalization process, you still need outside affirmation," responded Rep. Mike Rogers, R-Mich.

"We still have persons of interest that we're working to find and identify and have conversations with," he added.

At this point in the investigation, however, Sen. Claire McCaskill said there was no evidence that the brothers "were part of a larger organization, that they were, in fact, part of some kind of terror cell or any kind of direction."

The Missouri Democrat, who's on the Senate Homeland Security and Governmental Affairs Committee, told CBS' "Face the Nation" that "it appears, at this point, based on the evidence, that it's the two of them."

Homemade bombs built from pressure cookers have been a frequent weapon of militants in Afghanistan, India and Pakistan. Al-Qaida's branch in Yemen once published an online manual on how to make one.

Tamerlan Tsarnaev was an ardent reader of jihadist websites and extremist propaganda, officials have said. He frequently looked at extremist sites, including Inspire magazine, an English-language online publication produced by al-Qaida's Yemen affiliate.

In recent years, two would-be U.S. attackers reported receiving bomb-making training from foreign groups but failed to set off the explosives.

A Nigerian man was given a mandatory life sentence for trying to blow up a packed jetliner on Christmas Day 2009 with a bomb sewn into his underwear. Umar Farouk Abdulmutallab had tried to set off the bomb minutes before the Amsterdam-to-Detroit flight landed.

The device didn't work as planned, but it still produced smoke, flame and panic. He told authorities that he trained in Yemen under the eye of Anwar al-Awlaki, a radical American-born cleric and one of the best-known al-Qaida figures.

A U.S. drone strike in Yemen killed al-Awlaki in 2011.

In 2010, a Pakistani immigrant who tried to detonate a car bomb in New York's Times Square also received a life sentence. Faisal Shazad said the Pakistan Taliban provided him with more than $15,000 and five days of explosives training.

The bomb was made of fireworks fertilizer, propane tanks and gasoline canisters. Explosives experts said the fertilizer wasn't the right grade and the fireworks weren't powerful enough to set off the intended chain reaction.

NEW YORK (Reuters) - JPMorgan Chase & Cosaid on Sunday Matt Zames will fully assume the role of chief operating officer as his former partner in the job leaves, which was part of the latest management shakeup at the biggest U.S. bank.

Zames, who has been seen as a strong candidate to succeed the bank's Chief Executive and Chairman Jamie Dimon, had been co-chief operating officer with Frank Bisignano, the New York-based bank said in a statement.

In the latest move, Zames now has sole responsibility in another critical senior post at JPMorgan.

As well as being a co-chief operating officer, the 42-year old Zames has been its chief investment officer since May. The former hedge fund trader replaced Ina Drew - a three-decade veteran at the bank - who retired following a costly trading debacle.

Zames "is a proven business executive, who has performed exceptionally well since coming into his corporate role in May of last year. He'll continue to have an important impact on our company," Dimon said in a statement.

As earlier reported by the Wall Street Journal, Bisignano will leave JPMorgan's senior ranks to head payroll processor First Data Corp . Bisignano played a major role in the bank's effort to get back on track after suffering a loss of more than $6 billion due to soured, risky bets.

Bisignano was the ninth executive to leave the bank's operating committee in the past 1-1/2 years, according to the paper.

First Data announced Bisignano's appointment as its chief executive officer effective Monday, after the Journal report.

Of Bisignano, Dimon said, "I have worked with Frank for many years, and he has proven himself time and again as a highly talented executive willing to take on difficult challenges and get the job done."

Other changes in the bank's latest management shuffle involved the co-chief administrative officers of corporate and investment banking, which have been held by Paul Compton and Louis Rauchenberger.

Compton will become the chief administrative officer of JPMorgan Chase and report to Zames, while Rauchenberger will become the sole chief administrative officer of corporate and investment banking, the bank said.
