Obama is due to attend a summit on March 26 between the United States and the European Union in Brussels, where he will give a keynote speech on trans-Atlantic ugg boots cheap relations.

In a joint statement issued at the nuclear summit, the United States and Ukraine said Russia's actions in Crimea "undermine the foundation of the global security architecture and endanger European peace and security."

Obama warned that the United States and its allies will not back down from imposing further sanctions on Moscow.

Massing Troops

Obama also voiced concern about the massing of numerous Russian troops on the border with Ukraine, but admitted that Russia had the right to deploy troops on its own territory.

In Brussels, NATO Secretary-General ugg bailey bow Anders Fogh Rasmussen echoed Obama's preoccupation with the Russian buildup near Ukraine.

The summit comes amid stalled negotiations for a proposed free-trade U.S.-EU agreement, dubbed the trans-Atlantic Trade and Investment Partnership (TTIP), which would be the world's biggest accord of its kind. However, eight months into talks, negotiators remain far apart on many issues.

Obama is expected to underline the need to strengthen trans-Atlantic ties in a key speech before 2,000 guests in one of the city's museums.

Earlier on March 26, the U.S. president toured and spoke briefly at a World War I battlefield in Flanders where U.S. soldiers fought almost a century ago.

Obama laid a wreath at a memorial there and said Belgium and the United States stand together forever for freedom, dignity, and the triumph of the human spirit.

He said the lessons of World War I are still relevant, pointing to ongoing efforts to rid Syria of chemical weapons, which were also used in Flanders.

There can be no doubt that this is the key step in the process of changing China from a country with a big population into a country rich in human resources. Nor can it be ignored that China's education system is the largest in the world, and the pace of development of its 30-year education undertaking is the fastest in history.

East Asian countries have the tradition of attaching great importance to education, which gives them a great advantage in developing their human resources. And this is why they can avoid the middle-income trap.

Looking back, what does it mean to a country's education system to respect teachers and provide high quality training to teaching staff? And how do education policies enacted at vital historical moments influence life today? 37 years ago, opponents of the Cultural Revolution forced the resumption of the college entrance examination and set up special education policies. In 1985, China created Teachers' Day, which was a signal that the country had started to consider education as a national strategy and that education had become a link between individual liberation, social transformation and the dream of the nation.

In the space of thirty years, China's education system has transformed from one accessible to an elite to one accessible by the masses. For instance, the higher education entrance rate in 1980s was less than four percent. In 2002, the figure had reached fifteen percent, an internationally recognized mark that signalled a new stage of China's education development: mass education. By 2013 the rate had soared to 35%. However, the continuous expansion of education creates challenges, questions such as how to train better teachers, how to improve teaching levels, and how to meet the public's need for equality in education.

Teachers' legal rights and interests have been guaranteed by the Teachers Law, the Compulsory Education Law, and other laws and regulations. Teacher's quality certification is guaranteed by moral education, standardization management and the requirement for professional qualifications. Most important, to show respect to teachers and their work, China has steadily improved teachers' remuneration. As is shown by national statistics from 2010, teaching salaries have already exceeded the average national income of public servants.

However, about eighty percent of teachers work in rural areas. Many of them are special education teachers and substitute teachers. In some places problems still exist such as teacher shortages, low payment, and the withholding of teachers' wages.

Li told Kazakh Minister of Defense Serik Akhmetov in their meeting that China will expand substantial cooperation with SCO members in other areas, including economic development and improvement of people's livelihood.

The pledge comes as China is pushing forward a new round of opening up, especially for exchanges with its western neighbors.

Li spoke highly of the development of China-Kazakhstan relations and the steady support that the two countries give each other on major issues involving their core interests and major concerns.

He said he is looking forward to visiting Kazakhstan within the year to promote the development of bilateral relationship and further building the SCO, as well as attending the annual meeting for prime ministers of SCO members.

Akhmetov echoed Li by saying that Kazakhstan is willing to strengthen cooperation with China in national defense and military technology.

Jamie Dettmer says the photographs suggest the killers were ousted President Viktor Yanukovych’s own security forces -- not a foreign-backed opposition faction or nationalist elements among demonstrators, as Yanukovych’s ousted regime and the Kremlin have claimed.

The photographs were taken in a courtyard of the headquarters of Ukraine’s State Security Service, the SBU, shortly before snipers began firing on demonstrators just three blocks away.

Some troops photographed within SBU headquarters are wearing dark uniforms and yellow identification arm bands as they arm themselves with snipers’ rifles and modified Kalashnikovs.

Dettmer, who spoke recently to RFE/RL’s Russian service, said the photos show a pro-Yanukovych Ukrainian Special Forces unit known as the “Alfa Team.”

“We are not saying we can prove that those guys in the photographs pulled the triggers," Dettmer said. "What is pretty clear is that there is an a priori facie case there -- that you have trained antiterrorist people, some who’ve been trained as snipers, locking and loading up before the shooting starts up in the Maidan on February 20."

Meanwhile, in further evidence of a link, RFE/RL’s Ukrainian Service on February 20 of masked troops with the same uniforms and yellow armbands aiming the same tripod-mounted sniper's rifles and firing the same type of modified Kalashnikovs at Maidan protesters:

And they had occurred in buildings that were under government control. Not the protesters.”

Many of Maidan’s victims were killed by clean shots to the head or neck -- forensic evidence Dettmer describes as “telltale wounds inflicted by expert marksmen.”

Earlier this month, a phone call between EU foreign affairs chief Catherine Ashton and Estonian Foreign Minister Urmas Paet was released in which the pair discussed rumors that the snipers may have been hired by Euromaidan leaders.

Dettmer tracked down Olha Bohomolets, the Maidan doctor Paet quoted to support claims.

Bogomolets that Paet must have misunderstood her amid the chaos because she only saw snipers killing protesters.

Ukraine’s interim government is to release a preliminary report on its investigation this week. But with the SBU involved, Bogomolets fears the findings will be flawed.
