Christian Benteke put Villa ahead in the 14th minute, but Lampard beat American goalkeeper Brad Guzan with a curling shot in the 61st minute and scored from close range in the 88th.

A 34-year-old midfielder, Lampard has 203 goals since joining Chelsea in 2001, one more than Bobby Tambling scored from 1959-70.

"It means everything. It's amazing," said Lampard, whose contract expires at the end of the season. "The support I've had from teammates, you saw that at the end, and I'm thankful to every one of them because they're the ones that put it on a plate for me sometimes. And the fans, they've been with me for a long time and were probably frustrated alongside me not getting there so I'm just delighted."

Chelsea (21-7-9) is third with 72 points with one league game left, five points ahead of Arsenal (19-7-10) and six in front of Tottenham (19-8-9).

American defender Eric Lichaj made his first start for Villa since an FA Cup match against Millwall on Jan. 25 and his first Premier League start since Dec. 29 versus Wigan.

Chelsea's Ramires was ejected in the 45th and Benteke in the 58th by referee Lee Mason, both for their second yellow cards.

Chelsea defender John Terry left on a stretcher after an injury that could jeopardize his hopes of playing in the Europa League final Wednesday against Benfica. That will be the 68th game of the season for Chelsea.

Also, West Ham manager Sam Allardyce ended uncertainty about his future by signing a new two-year contract with the Premier League club.

BERLIN (AP) American defender Steve Cherundolo has set a Hannover record for Bundesliga appearances.

The 34-year-old from San Diego, a member of the last three U.S. World Cup teams, appeared in his 299th Bundesliga game in a 3-1 loss at Bayer Leverkusen, one more than the mark Juergen Bandura set from 1964-74.

Cherundolo joined Hannover in 1999, when it was in the second division, and helped it earn promotion to the Bundesliga for the 2002-03 season.

Hoffenheim lost 4-1 at home to Hamburg and remains in the relegation zone with one game left, two points behind Augsburg and Fortuna Duesseldorf.

Werder Bremen clinched Bundesliga status for next season with a 1-1 tie against Eintracht Frankfurt.

Already relegated Greuther Fuerth wasted an early lead and lost 2-1 to visiting Freiburg and became the first club in the Bundesliga's 50-year history to go winless at home (0-13-4).

PARIS (AP) Marseille defeated Toulouse 2-1 on goals by Andre Ayew in the 45th and 62nd minutes, preventing Paris Saint-Germain from clinching the league title until at least Sunday.

PSG (22-5-8) has a four-point lead over Marseille (21-8-7), which has two games left. PSG is at third-place Lyon (18-8-9) on Sunday and can ensure its first league title since 1994.

Marseille is assured of no worse than third place and a berth in the qualifying round of next season's Champions League.

Eden Ben Basat scored in the 82nd minute for Toulouse.

Monaco clinched promotion to the top division with a 1-0 win over Nimes.

But experts say that is exactly what a dog owner should do: nothing.

"The human-animal bond is no joke. Most pet owners are very attached to their pets," said Dr. Lynn Miller, a veterinarian who runs the animal clinic at Travis Air Force Base, north of San Francisco. "But you're not going to save your dog by risking your own life. It does your dog no favors in the end if he comes back and you're dead. Then what is he going to do?"

Five people have died in attempted dog rescues in Northern California since November, said Coast Guard Petty Officer 2nd Class Pamela Boehland, based in Alameda, Calif. A couple of months ago, Boehland teamed up with the National Park Service and the East Bay SPCA on a campaign to keep people on dry land if their dogs get caught up in the surf.

The average dog is a better swimmer than the average human. Dogs such as Labrador retrievers, German shepherds and pit bull terriers are built like boats, the vet said. Their heads are above water, they have a low center of gravity, they have four legs for propulsion, their lungs have a higher capacity than a human's, their fur keeps them warm in cold water and many have waterproof undercoats and some dog breeds have webbed feet.

Using their namesake swim stroke, dogs can find their way back to shore using currents and their fight-or flight-instinct, Miller said.

Dogs are single-minded, focusing on finding safety, while humans panic or become distracted, Miller said. Owners who try to make a rescue also may go into shock from the cold water, try to fight the current and get tumbled around, or tire easily, she said.

People also don't think about what will happen if they do follow a dog and manage to reach it alive, Miller said.

"A Coast Guard dude in a boat's got a better chance of snatching him up than you do of swimming out and grabbing him and hauling him back. Fifty pounds of wet dog is absolutely no fun to drag anywhere, much less back to shore," Miller said. "You sure can't put him on your back."

Currents might cause a dog to come out of the water some distance from the spot where it went into the sea, so a microchip and collar with identification can speed up a reunion, said Allison Lindquist, president of the East Bay Society for the Prevention of Cruelty to Animals.

The recent California deaths occurred during sunnier weather, when seas were churned up by storms from Alaska. But such storms, with their sneaker or rogue waves, are possible any time of the year, especially when seasons change, Lindquist said.

In Southern California, where pleasant weather year-round draws visitors to the shore, many patrolled beaches do not allow dogs. That includes Los Angeles County, home to famous beaches in Malibu and Venice, said Dan Murphy, an ocean lifeguard specialist.

Some breeds, Miller said, shouldn't be on a beach without a life vest. Those include pugs, bulldogs and others that "can barely breathe when they are walking;" dachshunds and corgis with legs too short to swim; and Chihuahuas and other toy dogs, Boehland said.

It is rare that a dog will be swept away by a rip current, but lifeguards' message to pet owners is the same as Boehland's, Murphy said.

"They should let a lifeguard know and if we have personnel available, we will attempt a rescue. Upon reaching the dogs, they are usually more than happy to climb aboard our rescue board or Baywatch rescue boat," he said.

"If you're not a trained rescue person, you might be doing more harm than good," added Petty Officer 3rd Class Ross Ruddell, based in Boston.

Boehland said that sometimes, even trained officers can make that mistake, citing the example of a Coast Guard officer who died four or five years ago while trying to rescue her dog.

"Everyone is susceptible. The Pacific Ocean is cold and can be cruel," she said.

In the deadlier of the two attacks, a suicide bomber on a motorcycle detonated his explosives near a vehicle carrying a candidate from a hard-line Islamist party, killing 12 people and wounding 35, police officer Haleem Khan said. It was the second attack on the Jamiat Ulema-e-Islam party in as many days.

The Taliban have carried out multiple attacks in the run-up to national elections scheduled for May 11. But most of the attacks have targeted secular parties that have opposed the militants and backed the army's attempt to clear them from their sanctuaries in the northwest.

The Islamist candidate who was targeted, Mufti Syed Janan, escaped unharmed, said Khan. The attack occurred as Janan's convoy passed through a market in the town of Doaba in northwest Khyber Pakhtunkhwa province, said Khan. Taliban spokesman Ahsanullah Ahsan denied any role in the attack.

Elsewhere on Tuesday, in the village of Babagam in Khyber Pakhtunkwa, a roadside bomb hit a vehicle carrying a local leader of a secular party the Pakistan People's Party, police officer Mohammed Wahid Khan said. The blast killed the leader, Zahir Shah, along with two of his guards and two supporters, Khan said. Shah was in the area campaigning for his brother, who is running for provincial assembly.

Pakistani Taliban spokesman Ahsanullah Ahsan claimed responsibility for the attack in a phone call to The Associated Press from an undisclosed location.

The bombings are the latest violence in an increasingly bloody electoral season, which has started to affect not only secular parties but now Islamists as well.

Just a day earlier, Jamiat Ulema-e-Islam was hit by another bomb in the northwest Kurram tribal region that left 25 people dead and 70 wounded, said government official Javed Khan. The targeted candidate was not harmed.

The Pakistani Taliban claimed responsibility for the attack Monday, claiming it was targeting a candidate who had supported military operations against the militants in the northwest. But the spokesman, Ahsan, denied any role in Tuesday's attack on the Jamiat Ulema-e-Islam candidate.

The Taliban attacks in the run-up to the election have raised concerns that the violence could benefit parties that take a softer line toward militants, like Jamiat Ulema-e-Islam, because there candidates are able to campaign more freely ahead of the vote.

But the Taliban have also condemned democracy as a whole, meaning that any political party taking part in the elections could be considered fair game by the militant group. Militants have called on people in many areas to stay away from the polls on election day.

The Jamiat Ulema-e-Islam party is considered supportive of the Afghan Taliban's fight against the United States and its allies in neighboring Afghanistan.

It's also sympathetic to the Pakistani Taliban, which have been fighting Pakistani troops and would like to establish a hardline Islamic government in Pakistan. The group's leaders have generally opposed the Pakistani military's operations against the militants and instead called for negotiating with them.

But that hasn't made the group immune.

In 2011, a suicide bomber struck a convoy in which the party's head, Maulana Fazlur Rehman, was traveling through northwestern Pakistan, killing 12 people.

Khan reported from Timergarah, Pakistan. Associated Press writer Riaz Khan contributed to this report from Peshawar, Pakistan.

President Barack Obama paved his path to re-election with fewer promises than in 2008. The ones he did lay down, though, are meaty, legacy-shaping for him and consequential to ordinary lives today and for generations to come, for better or worse.

They also are extraordinarily difficult to achieve in a time of gridlock grief and budgets that are tight when they are not paralyzed.

He's promised to set a course in law against global warming, stop Iran from gaining the ability to make nuclear weapons, slash America's use of foreign oil, restrain college costs, take a big bite out of the national debt even while protecting the heart of the big entitlement programs and overhaul immigration law.

He's promised to make health insurance not only universally accessible, but "affordable," through a 2010 health care law that is finally entering prime time and will be tested soon.

It's a sure bet that many who voted Republican want some of Obama's promises to fail. They didn't sign up for tax increases on the wealthy or a path to citizenship for immigrants living in the country illegally.

But as closely divided as the country is, most Americans support Obama's ends, if not the means. Who doesn't want a lighter national debt or better health care for less?

In that sense, everyone's got a stake in seeing him make good on his broad-brush promises.

Whatever a candidate's promises, legacies are made by how a president manages matters of war and peace, economic growth and weakness, social change and traditional values, and whatever crises come out of the blue.

If this decade somehow becomes the Roaring Teens, history may not care much about a big broken promise or two. If jobs are demolished, that's what will be remembered, not that 9 out of 10 promises might have been kept.

But Obama made a pact with voters, not historians, and he's got IOUs outstanding.

Republican lawmakers do, too.

They don't inherit the promises of GOP presidential nominee Mitt Romney and did not campaign with one voice. But they presented themselves unmistakably as the party of smaller government, low taxes, a strong military capability and fiscal restraint. They have to answer to voters in 2014 for what they deliver and fail to do.

So must Democrats.

Voters can't throw Obama out of office if he botches his job this term. But the president still has skin in the game.

With a chunk of the Senate and all of the House up for grabs in 2014, Obama would have an easier time making good on his promises if Democrats were able to hang on to the Senate, win back control of the House or both. That's a tall order, given that the party holding the White House historically has lost seats in the sixth year of a presidency.

In this series, Associated Press writers who cover subjects key to Obama's agenda and that of the GOP examine his main campaign promises, their chances of being kept and their likely impact on people.

A police helicopter and navy boats helped pull five women out of the Pacific Ocean after searching for them for eight hours. They were taken to a hospital for treatment.

Two men were still missing, Interior Minister Wilfredo Pedraza told local media.

"I hope we can find them as soon as possible. The two are still missing. We only know that one of them tried to swim ashore. The search will continue, even through the night, until they are found," he told RPP radio without saying what caused the mishap.

The red-and-white balloon, carrying six passengers and a pilot, crashed near Canete, about 60 miles south of Lima, the capital. Local media indicated all those aboard were Peruvians.

The 48-year-old boxer claimed a unanimous decision against Tavoris Cloud, winning 116-112, 116-112, and 117-111 on the judges' cards at Brooklyn's Barclays Center on Saturday night to eclipse his 2011 WBC light heavyweight title victory over Jean Pascal at the age of 46.

"(Trainer) Naazim (Richardson) told me what to do, I stuck to the gameplan, it was trying to throw combination punches, and throw them often," Hopkins said after improving his record to 53-6-2 (32 KOs).

Age has shorn him of his power but Hopkins proved he remained a master technician as "The Executioner" claimed a satisfying victory over a boxer from the stable of his former promoter Don King.

Hopkins opened a cut on Cloud's left eye in round six with a short left hook even though referee Earl Brown ruled it to be from an accidental headbutt.

Cloud, who subsequently complained of an elbow problem, sustained a cut on his right eyelid as well in the 12th round from a clash of heads.

"I have a history of destroying young champions and then we don't see them again. Not sure if you'll see Cloud again," Hopkins said after handing his opponent a first loss in 25 bouts.

"I wanted to show the forty-and-up club still rules," the Philadelphia-born fighter added.

Hopkins made his professional debut in 1988, the start of an illustrious career which included a decade-long reign as the world middleweight champion.

The fourth-seeded Wolverines (31-7) are back in the final for the first time in 20 years, when a brash group better known as the Fab Five was the talk of college basketball.

Top-seeded Louisville (34-5) is trying to bring its first title back to the state of Kentucky's "other" school since 1986. Sitting on the bench with the Cardinals is sophomore guard Kevin Ware, the team's inspiration since snapping his tibia in the regional final last weekend.

Cardinals coach Rick Pitino is working the sideline hours after being named to the Naismith Memorial Hall of Fame.

Pitino is trying to become the first coach to lead two programs to national championships. He took Kentucky to the title in 1996.

Smith, the Louisville team leader who Pitino has nicknamed "Russdiculous" for some of his wild and wildly effective antics on the court, scores 18.9 points a game for the Cardinals during the season but has picked up the scoring in the tournament, averaging 25 in the five Louisville wins.

The Cardinals are playing without their main reserve, Ware, who broke his leg in the regional final against Duke. Needing a pickup without Ware, reserve swingman Luke Hancock scored 20 points in the 72-68 win over Wichita State. And rarely used walk-on Tim Henderson made two key 3-pointers during the comeback.

"The other night, we were not going to play in the championship game unless a walk-on steps up and makes a play to give us momentum," Pitino said in a pregame interview.

Chris Webber, who infamously called a timeout the Wolverines didn't have at the end of Michigan's 77-71 loss to North Carolina in the 1993 final, has had very little to do with his alma mater in recent years, but was on hand at the Georgia Dome to watch Monday's game.

In the program's first Final Four game since then, Michigan topped Syracuse 61-56 on Saturday despite an off night from Burke, who finished with only seven points on 1-for-8 shooting.

Burke, a sophomore, seriously considered leaving for the NBA after last season but decided he had unfinished business left in Ann Arbor. He picked up the AP Player of the Year award, among others, and is now one victory away from the ultimate prize in college hoops.

Before leaving the locker room, Michigan coach John Beilein gave his team a pep talk: "You play with poise, play with confidence, you do all those things today and we're going to have one heck of a celebration," he said.

Monday night's game is the final act in what has been an ugly season overall in college hoops, with scoring at its lowest (67.49 points per team) since 1951-52 and shooting at its worst (43.3 percent) since 1964-65. The 131.2-points-per-game average during March Madness is the lowest since the 3-point line was brought to the game in 1987.

WASHINGTON (Reuters) - The Republican chief of a congressional panel looking to rewrite the tax code suggested on Tuesday that a federal tax deduction claimed by individuals for state and local taxes paid is encouraging some states to keep their taxes high.

Dave Camp, chairman of the House of Representatives Ways and Means Committee, spoke at a hearing focused on the merits of the state and local tax deduction, as well as the tax exemption for municipal bond interest income.

Taxpayers in California, New York and New Jersey claimed more than one-third of all deductions taken for state and local taxes paid in 2010, Camp noted, also pointing out that these states have among the steepest state and local tax rates.

"Those findings, and many more that have been uncovered over the years, raise significant concerns," the Michigan lawmaker said.

Those states are also among the most populous and tend to vote Democratic. Advocates for keeping the provisions noted that those states are largely urban with higher costs and higher tax payments paid back to the federal government.

"We're big givers and we don't complain about it," said New York Democratic Representative Charles Rangel.

The hearing is the latest in a series held by tax-writing lawmakers hoping to overhaul the tax code this year. Doing that will be tough, given party rancor and the power of perk-protecting lobbyists, but Camp and Democratic Senate Finance Committee Chairman Max Baucus of Montana pledge to introduce legislation this year.

Scott Hodge, president of the Tax Foundation, which advocates lower taxes, estimated that scrapping both benefits would produce enough federal revenue to lower individual tax rates by 5 percent.

"Reducing the rate would have all taxpayers being treated more similarly," Camp said, referring to that analysis.

Both provisions date to the tax code's creation in 1913, setting them apart from what some call tax loopholes. They are also among the largest tax benefits.

In fiscal year 2011, the U.S. government missed out on about $30 billion in revenues because of the muni-bond interest tax exemption and about $67 billion from the state and local tax deduction, the Congressional Budget Office said this month.

That total of nearly $100 billion a year roughly equals the amount of revenue forgone by the federal government because of another popular tax break - the mortgage interest deduction.

President Barack Obama, a Democrat, and some Republicans have suggested limiting these tax breaks, but the provisions are politically popular, fervently defended by state and local officials, and embedded in the financial markets.

LOCAL RULES RULE

Municipal bonds allow states and local governments to tap capital markets more cheaply than private sector borrowers to fund public projects such as schools and roads.

Lawmakers from both parties defended the tax exempt status of municipal bonds at the hearing.

"All we're going to be doing is passing that tax onto a different level," said Representative Kenny Marchant, a Texas Republican who said he had been swamped with concern from local officials in advance of the hearing.

Lawmakers were largely in agreement on the need to examine so-called private activity bonds, which fund private-public projects such as airports and private colleges. A recent New York Times article pointed out that the bonds have been used to finance private projects such as a Goldman Sachs office.

Experts noted that these particular private activity bonds were issued as part of onetime disaster recovery programs, which have looser regulations.

Both Camp and the committee's top Democrat, Representative Sandy Levin of Michigan, suggested looking into the rules on these bonds.
