Cook was responding to a question on government attention towards the company, which lately has been in the form of scrutiny of the company's tax dodging practices. Here's what he said, viaof Cook's interview at the conference:

Jackson stepped down at the end of 2012 from the EPA. She was, as theexplained at the time of her resignation, something of a punching bag for the Republican-led House after the 2010 elections. She was a rumored candidate for the presidency at Princeton, but that obviously didn't happen. 

For the first time this postseason, the Penguins find themselves with a bagel next to their name after the Boston Bruins pulled away for a 3-0 victory in Game 1 on Sunday night.

"It's a different look," Bylsma said.

One that will only certainly get worse if Pittsburgh can't collect itself in Game 2 on Monday night.

The Bruins rode David Krecji's two goals, Tuukka Rask's 29 saves and a hefty amount of antagonism to frustrate the Penguins into the kind of chippy play that does little favors to one of the NHL's most talented teams.

For a spell in the second period, the Penguins seemed more intent in sending a message than evening the score.

Forward Matt Cooke earned a major boarding penalty and a game misconduct for blasting Boston's Adam McQuaid behind the Bruins net. Forward Chris Kunitz was slapped with an unsportsmanlike conduct penalty after mixing it up with Boston's Rich Peverley and reigning NHL MVP Evgeni Malkin traded punches with Patrice Bergeron at the end of the period. The fight was the fourth of Malkin's seven-year career and a symbol of just how frayed the top-seeded Penguins appeared.

"I think anytime you see Evgeni Malkin fighting he's away from his game," Cooke said. "Emotions are high."

Cooke understands he and the rest of his teammates will have to keep them in check. The NHL declined to further penalize Cooke for his hit on McQuaid, meaning he'll be back on the ice Monday, offering Cooke a sense of relief. Once one of the league's most notorious hitters, Cooke missed Pittsburgh's opening round loss to Tampa Bay two years ago while serving a suspension. He has since cleaned up his act, though watching the second half of the game from the dressing room gave him unwelcome flashbacks.

"I've been in that situation before and it's no fun," he said. "I'm thankful I can go out tomorrow night and help my team."

The Penguins could certainly use it after the Bruins took away the open space the Penguins enjoyed during first and second round wins over the New York Islanders and Ottawa Senators. Whenever Pittsburgh did generate some momentum, Rask found a way to get a glove, a pad or a stick on whatever the Penguins threw his way.

Having a handful of shots clang off the posts helped. So did a defense that made things uncomfortable for Sidney Crosby and the rest of the star-laden Penguins.

"Tuukka stood tall and made a lot of saves at the right time," Boston's Brad Marchand said. "We just want to make sure we collapse low and try to take away lanes."

Something the Penguins failed to do against Krejci. The NHL's leading scorer during the postseason pushed his point total to 19 with his sixth and seventh goals of the playoffs. He beat Tomas Vokoun with a semi-flubbed wrist shot in the first period then added a gritty score in the third period when he charged the net and knocked in a rebound.

It's what Krejci tends to do this time of year. He put up a league-high 23 points in the 2011 playoffs while leading the Bruins to their first championship in nearly four decades. He's on pace to crush that number through 13 games.

"It definitely gives the rest of us a lot of confidence and makes us want to do our part too," Marchand said. "It flows all the way through the lineup when a guy's going like that and creates energy for the rest of us and allows us to feed off of that."

Boston's three goals tied for the most given up by Pittsburgh goalie Tomas Vokoun since he replaced Marc-Andre Fleury in Game 5 of the first round. Bylsma didn't place the blame for Pittsburgh's worst loss of the postseason on Vokoun and doesn't seem intent on switching back to Fleury anytime soon.

"We lost Game 1, but Tomas I thought played real well in the game," Bylsma said. "He made big saves."

Rask just made bigger ones. A sprawling stop on Malkin at the end of the first period kept the Bruins in front and he appeared to get stronger as time wore on. Pittsburgh trailed all of 17 minutes in regulation during a five-game romp over Ottawa in the conference semifinals. Boston tripled that number in one game.

Cooke praised Boston's preparation while hinting the Penguins weren't as prepared as they needed to be following an eight-day layoff. The Bruins present a significant step up in class and a drastic shift in style over the Islanders and Ottawa.

"It's a different game than we've seen," Cooke said. "It's round 3 and I think it's an eye opener for us and expectations for how the games are going to go has to change. I think that's healthy for us. Now we can get it out and move forward."

Boston expects nothing less. The Bruins flustered Crosby and Malkin in the opener. They doubt it will happen again.

"I expect them to have a big game," Bergeron said. "They're players who have character, and I don't even need to say they're excellent players."

TOKYO (Reuters) - Asian shares slipped to fresh 2013 lows on Thursday as growing uncertainty on whether the U.S. Federal Reserve would roll back its stimulus this year kept markets on edge, while choppy Japanese equities put pressure on the dollar against the yen.

MSCI's broadest index of Asia-Pacific shares outside Japan extended losses to drop as much as 0.9 percent to its lowest in six months. It had just snapped a four-day losing streak on Tuesday.

Australian shares, tracking a fall on Wall Street overnight, were off 0.6 percent after hitting a fresh 4-1/2-month low earlier. Hong Kong and Shanghai shares were also down. The fall in U.S. equities triggered by soft U.S. data spurred safe-haven bids into U.S. Treasuries on Wednesday.

A report by payrolls processor ADP showed U.S. private employers added 135,000 jobs in May, less than the 165,000 expected, while the Fed's Beige Book also provided a sober reading on hiring. Service-sector data from the Institute for Supply Management also showed employment in that part of the economy grew at its lowest rate in nearly a year in May.

Wednesday's set of U.S. data suggested the country's labour conditions may not yet prompt the Fed to trim its massive bond-buying programme. Still, it has sharpened the markets' focus on the more important monthly nonfarm payrolls data due on Friday.

The U.S. central bank has made an improving jobs situation a precondition for softening its strong stimulus measures. While the latest patch of news undershot expectations, economic reports have generally backed views there is a mild recovery.

"It means the Fed is between a rock and a hard place... There is not really much they can do," said Credit Suisse equity strategist Damien Boey in Sydney.

Japan's Nikkei stock average was back down 0.2 percent on a day of gyrations. After Thursday's opening, it fell 0.9 percent to a two-month-low, then rebounded to be up 1.7 percent before sliding again.

On Wednesday, the Nikkei skidded 3.8 percent, extending a selloff that began on May 23, a day after Fed Chairman Ben Bernanke suggested the U.S. central bank could start paring bond purchases as soon as the Fed's next few meetings if the economy improves further.

On top on the shaky global mood, Tokyo's tumble in the last session was sparked by disappointment that Prime Minister Shinzo Abe's latest tranche of measures to revive the world's third-biggest economy dodged some of the tough issues.

"Abe should have delivered a simple message clarifying the image of what Japan will look like in a few years, giving something concrete such as a potential growth rate or how many jobs may be created as a result of these steps," said Tetsuya Inoue, a senior researcher at Nomura Research Institute.

"The government is on the right track, but the announcement was ill-timed, coming just when jittery markets were looking for something to soothe their battered sentiment. But the Nikkei now offers a good value for long-term investors who missed the sharp and rapid rally into the May peak," Inoue said, referring to the Nikkei's 5-1/2-year peak scaled just before the sell-off.

Currency markets have been taking their cues from the Nikkei and its volatility put a cap on the dollar.

The dollar was up 0.1 percent against the yen at 99.20, after suffering a one-percent fall overnight. The dollar index, measured against a basket of six key currencies, was steady but near Monday's three-week low of 82.428.

"The dollar's longer-term bullish outlook remains intact as the Fed will eventually start scaling down its stimulus if jobs continue to be added, while the Bank of Japan will expand its monetary base. Current market sentiment is very bearish, but it's hard to see a sharper dollar selling from here," said Yuji Saito, director of foreign exchange at Credit Agricole in Tokyo.

The euro was steady around $1.3092, showing resilience despite weak data.

European shares dropped to six-week lows on Wednesday after data indicated business activity in the euro zone eased in May and retail sales in April indicated weak consumer demand.

The data kept pressure on the European Central Bank to do more to stimulate growth, but was not seen as changing the prevailing view that the ECB will leave monetary policy unchanged at a Thursday meeting.

U.S. crude futures held steady around $93.75 a barrel while Brent eased 0.2 percent to $102.83.

WE CHECKED THE CONSTITUTION, AND

Each time the Supreme Court takes a new step in an area of constitutional controversy, it rules on the specific case before it, but very often leaves a list of unanswered questions in the wake of that decision. Case by case in recent years, the court has been working out the constitutional rules that will govern how police, prosecutors, and crime labs deal with the new wave of technology known as DNA analysis.

That is the process of determining an individuals genetic profile by examining the makeup of that persons body chemistry: the composition of basic human cells. Obviously, it has uses outside the field of crime investigation, because such analysis can determine, for example, whether a woman is susceptible to certain forms of breast and ovarian cancer. Hollywood actress Angelina Jolie recently learned from such a test that she was prone to cancer, and thus underwent a double mastectomy to reduce her risk.

In law enforcement, DNA testing has proven to be fantastically accurate in identifying suspects who committed crimes, and thus in solving cold cases. But it also has cleared scores, perhaps hundreds, of individuals who got caught up in a criminal investigation but did not actually commit the offense.

The government, though, does not have unlimited authority to test DNA, because sampling DNA is now understood to be a search, and thus potentially restricted by the Fourth Amendments ban on unreasonable government searches. The Supreme Courts task has been to sort out what is reasonable in DNA testing. That is the task that it took on anew in the case of Maryland v. King, involving potentially the constitutionality of the laws of the federal government and of 29 state governments. Although only Marylands specific law was directly at issue, it is clear that the court was making a decision that would likely apply to all similar lawsand, very likely, given the outcome, encouraging other states to join in enacting such laws.

Nine years ago, Marylands state courts had ruled that there was no Fourth Amendment problem when police took a DNA sample, without a warrant, from every individual who actually had been convicted of a serious crime. Such individuals already had forfeited a lot of their right to privacy, and sampling their DNA was only a slight further intrusion, according to that ruling.

The states highest court, however, last year balked at police DNA sampling of every individual who had been arrested for a serious crimethat is, well before they actually had been convicted of any crime. That went too far, and violated the Fourth Amendment right of privacy, the state court ruled in the case of Alonzo Jay King Jr. He had been tested after his arrest on an assault chargein a case totally unrelated to any cold case unsolved in Maryland. His DNA sample, however, matched evidence found at the scene of an unsolved rape that had occurred years before. He was put on trial for the rape, was convicted, and was sentenced to life in prison without parole.

The Supreme Courts five-justice majority ruled Monday that Kings Fourth Amendment rights were not violated. Learning the identity of an individual at the time of his arrest for a serious crime, the majority said, has long been routine police practice, and finding out whether an individual had a criminal record was a normal part of that practice. DNA testing, Justice Anthony M. Kennedy wrote, is not that much different from taking fingerprints or photographs during booking, except that it is better at identification.

Criminal suspects, the majority said, may go to some lengths to try to conceal their looks, or even their fingerprints, but they cant fool their DNA profile.

At first glance, that appears to validate the laws of more than half of the states and of the federal government. But what remains uncertain about the scope of that ruling? Here are some of the questions that can only be resolved when the court returns to the issue in future cases:

If police authority to take an involuntary DNA sample exists only for those arrested for serious crimes, what crimes qualify? The decision did not say.

What did the court say about the constitutionality of extending such sampling to people arrested for minor crimes, such as jaywalking or shoplifting? The dissenting opinion said the court had not ruled that out, and the majority opinion did not attempt to answer that argument.

What restrictions must a state, or the federal government, put on how a DNA sample may be used in order for the procedure to be valid under the Fourth Amendment? The court found a number of safeguards in the Maryland law, such as limiting use solely to identifying an individual, but it did not say those were constitutionally necessary elsewhere. The court hinted that looking into an individuals medical or family profile might be problematic constitutionally.

Who is to be given access to the results of DNA sampling? Potential employers? Other government agencies weighing eligibility for public programs? The court imposed no specific limits on sample-sharing, thus making that depend upon what a legislature is willing to do.

The ruling, of course, was a major victory for law enforcement. But it left enough doubt as to ensure that the issue will come back again.

BRUSSELS (Reuters) - NATO defense ministers hold their first review of cyber defense next week in a sign the issue is making its way to the top of the alliance's agenda as fears grow that Western infrastructure and military secrets are vulnerable to hackers.

Daily reports about government and private firms' computer systems coming under attack have highlighted the importance of defending NATO computer networks, particularly systems which are used to coordinate military actions among the 28 allies.

The Pentagon accused China this month of using cyber espionage to modernize its military, which Beijing denied. The Washington Post said this week that Chinese hackers have gained access to designs of more than two dozen major U.S. weapons systems.

Electronic attacks could be used to knock out military communications and disable key infrastructure to soften a country up for a conventional military strike.

NATO systems face "regular" computer attacks, according to Secretary-General Anders Fogh Rasmussen.

"So far we have successfully protected our systems. And we will continue to develop and to strengthen our cyber-security," Rasmussen said in March.

NATO defense ministers, including U.S. Secretary Chuck Hagel, meet on the issue in Brussels on Tuesday and Wednesday.

"The challenge evolves all the time - probably more exponentially than any other type of threat that we face at the moment - and therefore we have to make certain that NATO keeps pace with that evolving threat," said a senior NATO official, speaking on condition of anonymity.

NATO was alerted to the threat of cyber attacks in 2007, when NATO member Estonia's Internet network was paralyzed by an electronic attack that Estonia blamed on Russia.

The incident prompted NATO to review its readiness to defend against cyber warfare. NATO's cyber defense centre of excellence, which offers expertise on cyber defense to allies, is based in Tallinn, the Estonian capital.

The alliance approved a revised cyber defense policy and an action plan to strengthen defenses in 2011. It is also working to bring cyber defense into NATO's normal planning process in the same way as aircraft or other military capabilities.

From this year, all NATO allies are committed to introducing a national policy on cyber defense, a national cyber defense authority and an instant response capability to cyber threats.

The main focus of the alliance itself is on protecting its own information systems. It says it is not developing offensive capabilities.

A debate is under way about how much help NATO should give to individual allies.

"While bigger allies may have a sufficient capacity to protect their own systems against cyber-attacks ... small allies maybe don't," Rasmussen said in March. "In that case, I think we should have a capacity to help allies that request our assistance," he said.

But one NATO diplomat said large allies, such as the United States, Britain, France and Germany, disagree.

NATO has also been looking at whether it needs to expand its role in protecting vital infrastructure such as ports, electricity grids or pipelines, fearing they are vulnerable to attacks from terrorists or hackers.

Mortgage buyer Freddie Mac said Thursday that the rate on the 30-year low stayed at 3.53 percent. That's near the 3.31 percent reached in November, which was the lowest on record going back to 1971.

The rate on the 15-year fixed mortgage stayed at 2.77 percent for a second week. The record low is 2.63 percent.

The one-year adjustable mortgage was the only rate to change this week. It averaged 2.61 percent, up from 2.53 percent last week.

Cheap mortgages are giving a boost to the slowly improving housing market.

Increased sales have helped to push home prices up, which makes consumers feel wealthier and helps to boost consumer spending. In addition, the increased housing demand is boosting new home construction.

Still, housing has a long way to go to achieve a full recovery. And many people are unable to take advantage of the low rates, either because they can't qualify under stricter lending rules or they lack the money to meet larger down payment requirements.

To calculate average mortgage rates, Freddie Mac surveys lenders across the country on Monday through Wednesday of each week. The average doesn't include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount.

The average fee for 30-year loans was 0.8 point, the same as last week. The fee for 15-year mortgages was 0.8 point, up from 0.7 point last week. The fee for one-year adjustable rate mortgages was 0.3 point, down from 0.4 point last week.

Freddie Mac said that the average rate on five-year adjustable-rate mortgages edged up to 2.64 percent this week from 2.63 percent last week. The fee stayed the same at 0.6 point.

Carney declined to comment on a Washington Post report that Chinese hackers had gained access to designs of more than two dozen major U.S. weapons systems.

He said cyber issues were a key concern for the United States and raised at every level of meetings between U.S. and Chinese counterparts.

VIRGINIA WATER, England (Reuters) - Matteo Manassero became the youngest winner in the 58-year history of the PGA Championship by beating Britain's Simon Khan with a birdie four at the fourth hole of their playoff at Wentworth on Sunday.

The Italian is 60 days younger than previous record holder Bernard Gallacher of Britain who was 20 years and 97 days old when he lifted the coveted title in 1969.

Britain's Marc Warren dropped out of a three-man playoff after hitting a wayward drive at the first extra hole and having to play three off the tee.

The trio had all finished on 10-under-par 278 at the European Tour's flagship event after Khan, the 2010 champion, charged through the field with a six-under 66 while Manassero and Warren carded 69s.

Manassero also became only the second Italian to win the trophy, after former Ryder Cup player Costantino Rocca in 1996.

Spanish pair Miguel Angel Jimenez (67) and overnight leader Alejandro Canizares (72) shared fourth place on 279 after another day of sunshine and cloudless skies on the outskirts of London.

"It's been an amazing week," said Manassero at the presentation ceremony after capturing the fourth tour victory of his short career.

"I've always felt something really special about this place and this tournament. Everything has come together this week and I managed to pull it off in the playoff."

Former world number one Lee Westwood, one stroke off the pace overnight and the favorite to scoop the first prize of 791,660 euros ($1.02 million), made a fast start with a hat-trick of birdies to the fourth earning a two-shot lead.

The Florida-based Briton's round then unraveled with successive bogeys at the sixth and seventh and a double-bogey seven at the 12th wrecked his chances for good as he struggled to a 73 for 281.

WONDER SHOT

Warren also had a spell when he seemed to have the title within his grasp, especially after he holed a wonder shot from the fairway for a three at the 13th, his fourth birdie in a dynamic four-hole surge.

A bogey at the 15th then dropped him back and he was unable to pick up the birdie he needed over the closing three regulation holes.

Khan, playing for the first time in eight weeks after taking time off to care for his sick wife, produced the round of the day.

His blemish-free 66 contained six birdies including a tap-in effort at the last that prompted loud cheers from the crowd.

Manassero's performance was steady rather than spectacular although he took a lot of confidence from chipping in from the fringe of the green for a birdie at the 13th.

He eventually delivered the coup de grace in the playoff on 18, taking two strokes to reach the green and safely two-putting for victory from 30 feet.

Manassero said he was pleased with the way he handled the pressure in the playoff.

"I was less tense than I was walking the last few holes of regulation because you know you've done what you could for 72 holes," he added.

"The rest is just about trying to hit good shots, trying to make it as easy as possible and see what the other guys do. I managed to hit four good tee shots and on a hole like 18 that's probably the most important thing."

The 40-year-old Khan's hopes were ruined when he found the burn in front of the green with his second stroke with a rescue club.

"After such a long layoff, to come back and lose in a playoff in this fantastic tournament, I can take a lot out of that," said Khan.

"I'm delighted for Matteo. He was great in the playoff - I knew he would be a tough customer and he proved it."

World number 14 Sergio Garcia of Spain, involved in a racism row with Tiger Woods earlier this week, returned a 72 for a five-under total of 283.

South African Ernie Els, who masterminded the recent changes to the West Course layout, ended his campaign in style as five birdies in the last seven holes gave him a 67 for 280.

A crowd of 26,412 turned up for the final round, a tournament record.
