LONDON (Reuters) - Development driver Susie Wolff is pushing Williams to give her a proper test in July and keep alive her distant dream of one day racing alongside the men in Formula One.

"For me the next logical step is to do the young drivers test, and do it well, and then see what the next step is after that," the 30-year-old Scot told Reuters at a sponsor event on Thursday.

"I think there's quite a big movement just now, people want to see a woman in Formula One, the momentum is definitely there," added the wife of Williams shareholder and Mercedes motorsport head Toto Wolff.

An official young driver test has yet to be confirmed but is expected to be scheduled for Silverstone in July, before the Hungarian Grand Prix and the European summer break.

Wolff, who also competed under her maiden name of Stoddart in junior series and the German Touring Car championship (DTM), lacks a super-license to race in Formula One but a full test would help.

It might also win over some of those who want to see a woman compete but are adamant that any selection must be purely on talent rather than any token presence - and doubt whether she has the speed.

"There's many people who think it's going to be embarrassing for me to drive on a young driver day because I'm going to be so far off the pace," she said. "For me, it's incredible to hear such comments.

"I wouldn't be doing aero tests if I hadn't shown some kind of capability. People forget we've been racing at a high level for a long time. Its not like you are just plucked from obscurity and told 'drive the F1 car'."

To get the mandatory license, which costs a basic 10,000 euros ($13,200), a driver has to have done 300km of running in a Formula One car as well as meeting certain performance criteria.

"In theory, I've got enough kilometers in the car to apply for the super-license but there's absolutely no point in doing that until I'm in a position where I can do something with it," said Wolff.

"They (Williams) haven't said anything but for me it has to happen," she added of the test. "If it doesn't happen, then I'm wasting my time. It's all for nothing. It's got to happen.

"I am the development driver, so it cannot be that a young driver test comes and you don't put your development driver in. But you never know, so let's see."

Williams do not currently have a designated reserve driver to step in should Venezuelan Pastor Maldonado or Finland's Valtteri Bottas be unavailable.

ECCLESTONE SUPPORTIVE

Formula One has not had a female driver for decades, with Italian Giovanna Amati the last to try and get on the grid when she failed to qualify in 1992.

The only woman to appear on the scoresheet was Italian Leila Lombardi who finished sixth in the shortened 1975 Spanish Grand Prix and was awarded a half point.

Wolff, who competed in the DTM for seven seasons but scored only four points in total, has never done a Formula One start or a pitstop and her role at Williams is mainly straight-line aero testing and simulator work.

That could change, and she is nothing if not persistent.

"People are really pushing now and asking why isn't there a woman in Formula One. For me the timing is good but motorsport is a lot about talent and a little bit about timing and luck," she said.

Formula One supremo Bernie Ecclestone was supportive, she said, even if publicly he has stated that he does not see any woman driver on F1's horizon because there was nobody good enough at present.

Stirling Moss, generally recognized as the best driver never to win the world championship, also declared recently that women lacked the "mental aptitude" to compete in Formula One even if they had the strength and stamina.

Wolff said that was "a load of rubbish", even if she understood why the 83-year-old might have said it.

"Sir Stirling is a very nice man and his wife is also very nice. The issue there was the generation...in his day there were many fatalities and I think for him it was this image of women not putting their lives at risk," she said.

"I think for them as the older generation, it just doesn't click in their heads that women should be driving racing cars.

"It's a change that has to happen in people's heads...Bernie says many things in the press but behind closed doors he's doing a hell of a lot to help me come into Formula One because he knows from a business perspective it has to happen."

Away from Formula One, women drivers are making considerable inroads into motorsport with Danica Patrick a race winner in IndyCar and on pole for NASCAR'S Daytona 500 this year.

The FDA has regulated tanning beds and sun lamps for over 30 years, but for the first time ever the agency says those devices should not be used by people under age 18. The agency wants that warning on pamphlets, catalogues and websites that promote indoor tanning. And regulators are also proposing that manufacturers meet certain safety and design requirements, including timers and limits on radiation emitted.

The government action is aimed at curbing cases of melanoma, the deadliest form of skin cancer, which have been on the rise for about 30 years. An estimated 2.3 million U.S. teenagers tan indoors each year, and melanoma is the second most common form of cancer among young adults, according to the American Academy of Dermatology.

Recent studies have shown that the risk of melanoma is 75 percent higher in people who have been exposed to ultraviolet radiation from indoor tanning. While most cases are diagnosed in people in their 40s and 50s, the disease is linked to sun exposure at a young age.

Physician groups have been urging the U.S. government to take action on tanning beds for years, citing increases in the number of cases of skin cancer among people in their teens and 20s.

"As a dermatologist I see the consequences of indoor tanning. I have to diagnose too many young people with melanoma and see the grief that it causes to these families," said Dr. Mary Maloney of the American Academy of Dermatology, on a call with FDA officials. Maloney said the FDA action is an important first step, but that her group would continue to push for a ban on the sale and use of tanning beds for people under age 18.

Earlier this year, a study of Missouri tanning salons found that 65 percent of 250 businesses surveyed would accept children ages 10 to 12, often without parental permission. The study was conducted by dermatologists at the Washington University School of Medicine in St. Louis.

Currently the machines are classified as low-risk devices, in the same group as bandages and tongue depressors. The proposal would increase their classification to moderate-risk, or class II, devices. That would allow the FDA to review their safety and design before manufacturers begin selling them.

"They don't have to provide any data in advance before they go on the market, so we have no way of providing assurance that the tanning beds are performing up to specifications," said Dr. Jeffrey Shuren, FDA's director for medical devices.

Safety standards are important because recent studies show that many devices can cause sunburn even when used as directed. A 2009 study found that 58 percent of adolescents who tan indoors had sunburn exposure.

"If you get an indoor tan you shouldn't be burning," Shuren said.

Calls placed Monday to the Indoor Tanning Association were not immediately returned.

The FDA proposal would not place warnings on the devices themselves, but on related promotional material and websites. Some consumer advocates said those warnings might never actually reach users.

"The FDA is requiring that the labels and pamphlets include risk information about skin cancer, but consumers would not be required to see those labels or pamphlets they are apparently only for the company buying the tanning bed," said Diana Zuckerman, of the National Research Center for Women and Families.

The agency said it will take comments on its proposal for 90 days before formulating a final regulation. Agency officials didn't give a timeframe for completion, but said it would be a priority.

(Reuters) - A Seattle hedge fund manager whose bid to move basketball's Sacramento Kings to the Pacific Northwest city was rejected by a committee of NBA owners vowed on Tuesday to push forward with efforts to buy the team.

A day earlier, the National Basketball Association's relocation committee unanimously recommended against approving a request by Chris Hansen and partners, who include Microsoft CEO Steve Ballmer, to move the Kings from Sacramento, California, to Seattle.

The recommendation was widely seen as a victory for the California state capital, whose mayor - himself a former NBA player - led a hastily assembled team of investors backing a rival bid for the team.

But the champagne corks had barely finished popping in Sacramento when Hansen, in a statement posted on his website, vowed to fight on.

Unlike the group led by Sacramento Mayor Kevin Johnson, Hansen has a signed agreement to purchase the team from its majority owners, the Maloof family, in a deal worth about $357.5 million.

"We remain fully committed to seeing this transaction through," Hansen wrote. We "have offered a much higher price than the yet to be finalized Sacramento Group, and have placed all of the funds to close the transaction into escrow."

Hansen said his group would continue to make its case to the owners of 30 NBA basketball teams, who will take their final vote on the proposal between now and May 13.

Neither Hansen nor the Maloof family, which owns 65 percent of the team, would comment on the group's strategy for salvaging their proposal. But a letter recently sent by the Maloofs' sports business company to NBA officials shows that the family strongly supports Hansen's bid over that of the Sacramento group.

"There is no acceptable deal possible," a family representative wrote of the Sacramento bid, "and no serious desire by the Sacramento group to arrive at one. It has become too onerous for us to continue spending time and resources on a process that cannot succeed."

NEW GAME PLAN

A source close to the proposed deal said the Maloof family and the Seattle group have been talking about strategy since the committee vote on Monday.

The idea, this source said, would be for Hansen to persuade NBA owners to support his efforts to buy the team, even if they do not immediately allow him to move it.

Under the NBA's rules, a decision to relocate a team is separate from a decision to sell a team. So under this scenario, the league could support its committee's recommendation against moving the Kings to Seattle, while still supporting the Hansen group's efforts to purchase it.

The league could require Hansen to work in good faith with the city of Sacramento to try to keep the team there, setting a deadline for the construction of a new arena and working to keep attendance high at the games.

But if the arena wasn't built according to the schedule, or if attendance slipped at the games, Hansen could apply again for permission to move the team - and it could be more likely to be granted, this source said.

David Carter, a professor of sports business and marketing at the University of Southern California, said the strategy could work.

Moreover, he said, it could provide a graceful way out of the situation for the NBA, which on one hand prefers to avoid the public relations fallout that occurs when a team is moved, but on the other might prefer the larger media market and wealthier fan base that Seattle would provide.

"It allows the NBA to have a strong exit strategy," Carter said. "They've done everything they could to protect a home market, but if it doesn't perform, they've protected themselves."

Johnson, a former NBA all-star who played with the Cleveland Cavaliers and the Phoenix Suns, said he understood Hansen's desire to keep fighting for the team.

"If I were them, I would keep fighting too," the Sacramento mayor said. "I don't look down or begrudge anybody who's fighting for something they desperately want."

Tsarnaev, the eldest of two sibling suspects in the April 15 attacks that killed three people and injured more than 200, died four days later in a shootout with police. His bullet-riddled body has yet to be claimed, and Dr. Michael Craig Miller claims his brain could hold important clues.

"There are political motives, social motives, cultural motives, but one that gets less attention is the biological basis for all this,"said Miller, a psychiatrist at Boston's Beth Israel Deaconess Medical Center, where Tsarnaev died and his younger brother, Dzhohkar Tsarnaev, was treated for bullet wounds.

In , Miller argued that neuroscientists should be given the chance to examine Tsarnaev's brain.

"This suspect's brain may teach us a small but important bit about the biology of violence," he wrote.

Miller, a former Watertown, Mass., resident who is also an assistant professor of psychiatry at Harvard Medical School, said Tsarnaev's boxing career could have triggered chronic traumatic encephalopathy or CTE, a degenerative brain disease linked to concussions. Researchers at Boston University have found evidence of CTE in the brains of , including eight boxers.

"Our local experts should get the chance to study Tamerlan Tsarnaev's brain. And they should study it as closely as our forensic experts have studied a few blocks along Boylston Street," Miller wrote.

CTE is associated with impaired judgment, impulse control problems and aggression, according to. The condition, which shares symptoms with Parkinson's, Alzheimer's and Lou Gehrig's disease, is also marked by memory loss, confusion and depression.

It's the second time in four months that the brain of an alleged killer has become the topic of such interest and speculation. In January 2013, one month afterkilling 26 people, including 20 children, and then himself, a medical examiner said he found nothing unusual in the 20-year-old's brain.

"It's a fishing expedition," Chief Medical Examiner Dr. Wayne Carver IIof the Lanza brain study.

But Miller described the case of Charles Whitman, who in 1966 killed his mother, his wife, and 17 strangers at the University of Texas in Austin. The day before, he wrote a note requesting an autopsy of his brain an autopsy that revealed a tumor pressing on his amygdala, an almond-shaped brain structure that regulates emotion.

The pathologist ultimately decided that the tumor had no bearing on the case, and that Whitman was "a psychopath of the worst kind," according to Miller's op-ed.

"Even though there's a biological basis for our actions, we're still responsible for our actions," Miller said, adding that Tsarnaev might have "a perfectly a healthy brain" or evidence of disease that fails to fully explain his actions. "But it's in his brain that these ideas were formed. And so it would be interesting to look at that organ, where those ideas began."

The phones ordinary Nexus Ones, the kind are being tested as a kind of prototype satellite, and they provide a glimpse of a possible future where ordinary commercial technology that we take for granted winds up powering and controlling larger sensing devices (or even becoming full-fledged research platforms themselves). Smartphones are already remarkably well-equipped for space: They're small. They've got powerful batteries and processors. They have gyroscopes and accelerometers, and high-quality cameras. For a budget-conscious organization like NASA that's increasingly turning away from manned space missions, PhoneSat makes a lot of sense. The three devices orbiting earth right now are cutely named Alexander, Graham and Bell, respectively, in a nod to the man commonly credited with inventing the telephone. After about 10 days from Sunday's launch, the phones will re-enter the atmosphere, burning up in the process (ouch).

Even more interesting than the hardware NASA's using is the software -- and how it was developed.
