All 100 senators were invited to the rare closed-door meeting in the Capitol's Old Senate Chamber, just down the hall from where they normally debate the issues of the day with the public and news media in attendance.

Majority Leader Harry Reid insisted in advance that Republicans permit yes-or-no confirmation votes on all seven of the nominees at issue. If they won't, he declared, Democrats will change the Senate's rules to strip them of their ability to delay.

There was no formal response from Republicans, although Reid and Senate Republican leader Mitch McConnell met privately during the day. Officials said several possible compromises had been floated in various meetings and conversations.

"Maybe there's a little bit of a thaw," said Sen. John Thune, R-S.D., as he entered the meeting. "The leaders are continuing to talk, the White house is involved in discussions with some of our members. Nothing has resulted from that, but the fact that people are still talking is a positive."

Officials in both parties said there had been discussions about Republicans stepping aside to permit confirmation for nearly all of the seven, with Obama agreeing to submit a replacement for at least one of two stalled appointees to the National Labor Relations Board.

In a morning speech at the Center for American Progress, Reid said there was no room for a middle ground allowing votes on some but not all of the seven.

"Minor change, no big deal," he said then of the possible rules change. "My efforts are directed at saving the Senate from becoming obsolete."

Republicans counter that a rules change made unilaterally by one party would profoundly alter the Senate, where both parties pay tribute to maintaining minority rights that are far stronger than in the House. Rules changes generally are made with a two-thirds vote of the Senate, meaning they must be bipartisan.

"I guarantee you, it's a decision that, if they actually go through with it, they will live to regret," McConnell said last week of the Democrats.

At the core of the dispute is the minority party's power to stall or block a yes-or-no vote on nearly anything, from legislation to judicial appointments to relatively routine nominations for administration positions. While a majority vote is required to confirm presidential appointees, it takes 60 votes to end delaying tactics and proceed to a yes-or-no vote.

The Democrats are threatening to change the rules only as they apply to nominations for administration positions, not judges or legislation, although Reid appeared to hedge when asked what other changes he might want to make the Senate more effective. "Nothing right now," he said.

Sen. Jeff Flake, R-Ariz., noting he was elected to the Senate only last year, said that despite Reid's contention the change was potentially momentous. He said the need for confirmation means appointees must hear the concerns of individual senators in a way that is not the case with House members. He said the chances were strong that once the rules were altered, one party would expand the change to include "judicial nominees that have a lifetime tenure" or even legislation.

At the White House, spokesman Jay Carney said Obama believes "the Senate ought to function and hopes the Senate will figure out a way that the nomination process is appropriately streamlined."

For now, he noted, "We're talking here about executive branch nominees." But he quickly added, "We have big problems on the judicial branch nomination process too."

In its purest form, a Senate delay can mean a classic filibuster such as when Sen. Strom Thurmond stood at his desk in 1957 and spoke for a few minutes longer than 24 straight hours in an unsuccessful attempt to prevent action on historic civil rights legislation.

In the past half-century, the filibuster has evolved, as have other means of stalling votes without requiring an around-the-clock speech that defies human endurance.

In the current case of Gina McCarthy, who was named to head the Environmental Protection Agency in March, Reid said during the day that Republicans had submitted more than 1,100 questions for her to answer about her plans at an agency they frequently criticize. He said they also refused to attend a committee hearing to vote on the nomination, forcing Democrats to summon a mortally ill Democratic Sen. Frank Lautenberg, D-N.J from home so enough lawmakers would be present to conduct business.

Reid said he called Lautenberg's wife, and said, "We have to have him here. And he literally on his deathbed came down here, unhooked the stuff that is keeping him alive, came down here from New Jersey." Lautenberg has since passed away.

In recent days, Republicans have signaled they will no longer attempt to block votes on several of the seven, including McCarthy, Labor Secretary-designate Tom Perez and Fred Hochberg to head the Export-Import Bank. They have refused to agree to the same for Richard Cordray, named in 2011 to head a newly created Consumer Finance Protection Bureau, or Richard Griffin and Sharon Block, appointed the same year to the National Labor Relations Board. Also stalled is Mark Pearce, nominated this year to a new term as head of the NLRB, which rules on collective bargaining disputes between unions and employers.

Cordray, Griffin and Block are in their posts, after Obama bypassed the Senate and gave them recess appointments. But an appeals court has ruled the two NLRB appointments are invalid, raising the prospect that all of their actions to date could be voided, and the Supreme Court has agreed to hear an appeal.

Last week, McConnell urged the administration to name two replacements for Griffin and Block, whom he called tainted appointments, and pledged quick consideration. Time is particularly significant in connection with the NLRB, because Pearce's current term expires at the end of the month. That would leave only two of five board's positions filled, not enough for it to issue rulings.

TALLAHASSEE, Fla. (AP) -- Florida Gov. Rick Scott and the Legislature went too far when they created a law on behalf of a developer in an effort to stop a lawsuit filed by a homeowners association, the Florida Supreme Court ruled Thursday.

Scott signed a bill last year that was designed to end a lawsuit filed against Maronda Homes of Florida, Inc., by a homeowners association over defective road and drainage construction that caused flooding and erosion, damaging roads and properties.

The Lakeview Reserve Homeowners Association sued saying the construction problems broke an implied warranty that homes in the Orange County subdivision would be habitable. Maronda Homes' defense was that once the association took over control of the development, it was responsible for repairs to infrastructure and common areas. A lower court ruled in favor of Maronda Homes, but an appeals court sided with the association.

The construction and design flaws didn't become apparent until after Maronda Homes turned over the development to the association. That's when retention ponds began overflowing, storm drainage runoffs began collapsing, roads started breaking apart, lawns became routinely flooded and ground underneath driveways started sinking.

While the case was still pending before the Supreme Court, the Legislature passed a bill that essentially said implied warranties of habitability do not apply to streets and drainage. The bill language specifically cited the homeowners association's lawsuit and had language that was retroactive in an effort to protect Maronda Homes.

The court Thursday sided with the homeowners association, saying that infrastructure like roads and drainage are part of a warranty of habitability.

The Supreme Court said the Legislature overstepped its bounds in passing a law to resolve the active legal dispute.

"This is a clear violation of separation of powers because the Legislature does not sit as a supervising appellate court over our district courts of appeal," the court wrote in its opinion.

The court also ruled that the law violated the right to possess and protect property, which is guaranteed in the state constitution.

Gov. Scott's office defended the decision to sign the bill.

"Gov. Scott signed this legislation to keep the cost of living low. Today's ruling will raise the cost of buying a home in Florida through the imposition of a litigation tax," said spokeswoman Melissa Sellers.

Maronda Homes of Florida didn't immediately return a call for comment. The bill's sponsor, Republican Rep. Frank Artiles of Miami, didn't return a message left with his district office.

The law was approved by government ministers on Thursday, according to Abdullahi Elmoge, Somalia's information minister, who said some journalists had abused their freedoms. He said the country needs "a media law that guarantees the rights of everyone."

The draft law proposes a government watchdog agency and requires journalists to reveal anonymous sources if compelled by a court. It says that offending media houses can have their licenses revoked. The draft law also states that journalists can be suspended or fined for publishing work that undermines national peace and security.

Omar Faruk Osman of the National Union of Somali Journalists said the law was vague and could be abused in ways that undermine press freedom.

"We believe that this draft bill will lead to serious repression of media rights," he said.

Mohamed Bashir Hashi, an editor at Shabelle radio in the Somali capital, Mogadishu, said such legislation would force many independent journalists to become less critical of the government.

"It was largely written in favor of the government, not journalists," he said.

Lawmakers have to pass the bill before it can be signed into law by Somalia's president.

Somalia, which is slowly emerging from years of insurgency, is one of the most difficult places for journalists to work. At least 23 journalists have been killed there since 2012. The killings of media workers often happen in the government-controlled areas that journalists consider safe.

Despite the government's promises of prosecution of the alleged perpetrators, those responsible walk freely without facing justice. United Nations and African Union officials have decried the deaths and urged the Somali government to do more to end the killings.

Al-Shabab militants, warlords, criminals, and even government agents all could have reasons to see journalists killed in Somalia, one of the most corrupt and dangerous countries in the world.

July 13 (Reuters) - MotoGP championship leader Dani Pedrosa will have to start from 12th on the grid in Sunday's German grand prix if he recovers in time after being injured in a crash during practice and missing qualifying on Saturday.

The Spaniard came off his Honda machine exiting the first corner at the Sachsenring and after initial checks on site he was taken by helicopter to a hospital in nearby Chemnitz.

A further X-ray examination and a scan showed the 27-year-old had sustained a "minor fracture" to his left collarbone and he decided to rest instead of taking part in qualifying, organisers said on the MotoGP website (www.motogp.com).

Pedrosa's team mate and compatriot Marc Marquez took pole, the third of his fledgling MotoGP career, ahead of Britain's Cal Crutchlow and Valentino Rossi of Italy, both on Yamahas.

Crutchlow will start inside the top two for the third race in succession despite two heavy falls on Friday which have left him in pain, while Rossi is on the front row for the first time since the Portuguese grand prix in 2010.

"Should he wish to compete in the race, Pedrosa - who has won the last three German Grands Prix - will be revaluated by medical staff on Sunday morning," organisers said.

"If this is the case and he passes the relevant tests, he will start from 12th on the grid by virtue of his lap times from combined practice."

Pedrosa's setback follows the withdrawal on Friday of his compatriot Jorge Lorenzo, the world champion.

Yamaha rider Lorenzo, second in this year's standings after seven of 18 races, flew to Barcelona for another operation on his damaged left shoulder after he crashed in practice.

He broke his collarbone in practice for the Dutch grand prix at Assen two weeks ago and had a titanium plate inserted with eight screws but the plate was bent in Friday's spill.

Lorenzo had a new plate inserted on Saturday which needed 11 screws, Joaquin Rodriguez, the surgeon who carried out the procedure, told motogp.com.

In the wobbly, cell-phone images that Melo later posted online, protesters are seen scattering as a formation of Rio de Janeiro police in riot gear approaches, firing what appears to be rubber bullets in the crowd's direction. The camera shakes as several percussion grenades explode with defeating blasts.

"Police corralling demonstrators. No chance of escape," Melo wrote in comments that accompanied the widely shared video, which she posted on her Facebook page. "Surreal. Cowards. Disgusted."

All over this country, anger at police tactics has grown as law enforcement struggle to contain a wave of protests that have been raging since last month. Dozens of police and protesters have been injured in the sometimes violent demonstrations, with charges of excess violence lobbed against both sides.

The nationwide protests, in fact, started with outrage over the violent police response to a small demonstration in the city of Sao Paulo over a 10-cent increase in bus and subway fares. The movement quickly spread to hundreds of cities, becoming the biggest seen here in a generation. The discontent grew to encompass grievances ranging from government corruption and high taxes to poor public schools and hospitals.

The protests have since tapered off, but several tens of thousands of people still attended union-organized marches nationwide on Thursday after a daylong work slowdown.

The Rio march quickly turned nasty, with skirmishes breaking out between police and small groups of demonstrators. Officers fired percussion grenades, pepper spray and other non-lethal weapons at people in densely populated neighborhoods. Dozens were chased and detained in a square usually known for live music, and local media said police lobbed tear gas canisters into a hospital.

Melo witnessed part of the Thursday protest. She didn't immediately respond to a request from The Associated Press seeking additional comments about her post.

Amnesty International Brazil's executive director Atila Roque, who also witnessed the Thursday skirmishes in Rio's Flamengo neighborhood, complained about "the erratic and almost irrational way the police acted."

"It's clear that they're out to hit the protesters personally, not just disperse them. They follow them, corral them and make disproportionate and abusive use of tear gas and rubber bullets," said Roque.

Police officials say officers are merely responding to provocations by hooligans who use the protests as cover to attack them and vandalize property. News coverage by Brazil's major television broadcasters have focused mostly on the young men, many with bare torsos and T-shirts wrapped around their heads obscuring their faces. They lob rocks and Molotov cocktails at police, smash storefronts and scrawl graffiti on buildings.

In one protest, a police officer barely escaped lynching by an angry mob that invaded the Rio state legislature building, inflicting hundreds of thousands of dollars' worth of damage.

Demonstrators, however, say they've also come under attack by officers who make no distinction between small groups of vandals and mostly peaceful protesters. Journalists and passers-by say they've also been targeted by police. One cameraman still runs the risk of losing an eye after being hit by a rubber bullet during a protest in Sao Paulo.

Parents and children enjoying a sunny Sunday afternoon in a Rio park on June 16 found themselves engulfed in clouds of tear gas after police pursued demonstrators taking refuge there.

Four days later, hundreds of people leaving a demonstration that drew an estimated 300,000 people in downtown Rio were chased by a half-dozen motorcycle officers detonating percussion grenades. Officers entered open-air cafes where dozens of people had taken refuge, shooting streams of pepper spray.

A day later, in the Amazonian city of Belem, a 51-year-old cleaning woman caught up in a clash between protesters and police died of cardiac arrest after inhaling tear gas.

After a handful of protesters shoved officers barricading Rio's Maracana stadium, where the June 30 final of the Confederations Cup soccer tournament was about to kick off, officers responded with a barrage of percussion grenades and clouds of tear gas so dense that some Brazilian players said they felt its effects on the pitch.

Brazil's police had already had a tainted reputation, with law enforcement-related killings numbering in the hundreds every year just in Rio de Janeiro state.

Officers are commonly accused of shaking down people to boost their meager salaries and forming armed militias as brutal as the drug trafficking gangs they're supposed to combat. This year marks the 20th anniversary of several massacres carried out by police, including one in which officers opened fire on dozens of street children sleeping around a Rio church, killing six minors and two adults.

Ruy Quintas, an economics professor at Rio's respected Ibmec business school, said such rough police tactics are a legacy of the 1964-1985 dictatorship that ruled Brazil.

"It is a military police force that is trained to use military tactics to protect the state, not citizens," said Quintas. "Their view of the citizenry is a very negative one."

Nine people were killed when police charged into Rio's Nova Holanda slum hunting for those responsible for the death of an officer slain during a violent protest. Another officer was also killed in the action.

Roque of Amnesty International blamed the government for not ordering police officers to moderate their behavior.

"We're missing a clear message from the command, from governors, from police commanders that they are not going to tolerate that the police behave like vandals," said Roque, whose organization recently published a pamphlet on best policing practices during demonstrations.

Rio Governor Sergio Cabral said Friday that "any excess must be punished," while adding that vandalism should not be seen as "a normal thing" anywhere in Brazil. President Dilma Rousseff has lashed out repeatedly about vandalism, but has not addressed charges of police brutality.

The state agency overseeing security in Rio insisted the police's use of non-lethal weapons adhered to international norms established by the United Nations. In a statement Friday, the State Security Secretariat said officers have been receiving crowd control training since last year.

The agency said police intervened on Thursday to remove an "illegal blockage" in the roadway and guarantee "the constitutional right to come and go" of millions of people. Multiple calls seeking additional comment from the secretariat went unanswered Friday.

Melo said via Facebook that the police's behavior would push her and others back into the streets.

"Let's go to the streets once again," she wrote, "and we won't stop while there's still this gratuitous violence."

The 6-4, 7-5, 6-4 victory was much closer than the score indicated. While Murray won the first set fairly handily he had to fight back from a 1-4 game deficit in the second set and a 2-4 deficit in the third.

The last game was indicative of the whole set and may go down as one of the greatest and most nerve-wracking ever played in a Wimbledon final. Murray quickly reached 40-love on points and the brink of victory via several Djokovic errors and a big first serve.

But thentrembled.

Djokovic put away a forehand after a long rally to pull to 40-15. The Serb pounded a short second serve from Murray for a winner to reach 40-30. The score was tied at deuce after Murray sent a backhand long.

Twice Djokovic forced break point, the second time via an astounding angled drop shot. Murray saved both, but was the tide turning? Djokovic is a master of comebacks and it seemed he was turning up his game.

But Djokovic failed to put away an overhead and Murray had his advantage. After a long rally with both players all-out Djokovic netted a backhand and it was over.

I have no idea what happened on that last point, admitted a dazed Murray on-court after the Duke of York awarded him the coveted trophy.

The lastto take Wimbledon was the great Fred Perry in 1936. Perry won a career Grand Slam, adding wins at the French, Australian, andchampionships to his Wimbledon crown during his career. But eventually he became disillusioned with Britain, moved to the US, and became a naturalized US citizen. He served in the US military during World War II.

For a time in the 1970s it seemed Britains John Lloyd might break his nations Wimbledon drought. In 1977 he became the first Brit to reach the final of a Grand Slam in the open tournament era at the . But he lost to New Yorks own Vitas Gerulaitis in five sets and never got that close to a major championship win again. Today he may be best remembered as US tennis legend s first husband.

Murray has long been seen as the best British player since Perry. He lost the Wimbledon final last year to Roger Federer and tearfully told the crowd he was getting closer.

Today he made good on that assessment. For Britain it may be the greatest moment in international sports since 1966, when the United Kingdom hosted soccers World Cup and the English home squad won in a thrilling match against West Germany that was tied 2-2 at the end of regulation.

England scored twice in extra time to set off a national party.

"I didn't know I would get this," he said at his locker.

Salazar began to fold it in half and tuck the card into his backpack when he was stopped by clubhouse manager Tony Amato.

It was the rookie's only mistake.

Salazar pitched six superb innings and won his major league debut, leading the Cleveland Indians to a 4-2 victory over the Toronto Blue Jays on Thursday.

Salazar, who began the season in Double-A ball, allowed just one run and two hits. The right-hander didn't give up a hit until the sixth, struck out seven and showed poise from his first pitch to his last.

The hard-throwing 23-year-old was shocked at being called up, but he pitched with the nerves of a seasoned veteran and gave the Indians a much-needed strong outing.

"He was terrific," Indians manager Terry Francona said. "That can be what he is. The kid has special stuff."

Salazar was brought up for one start. He's headed back to Triple-A Columbus, but it may not be long before Salazar is back in Cleveland on a more permanent basis.

"We think the kid has a very bright future," Francona said.

Chris Perez gave up a run in a shaky ninth but got his 11th save as the Indians beat knuckleballer R.A. Dickey (8-10) for the second time this season.

Asdrubal Cabrera homered in the first off Dickey and Lonnie Chisenhall drove in a run in Cleveland's two-run sixth.

Jose Bautista hit an RBI double for Toronto's only run off Salazar, who admitted being nervous during his pregame warmup in the bullpen.

But once he was on the mound, Salazar was unflappable and for a while, unhittable.

Unleashing a fastball that registered 99 mph on the stadium radar gun, he coasted through the first five innings, striking out seven and not letting the Blue Jays get many good swings. A few of his pitches were way out of the strike zone, but just when it appeared he might come unraveled, Salazar settled down.

Salazar's seven strikeouts were the most by a Cleveland pitcher in his debut since Luis Tiant struck out 11 New York Yankees on July 19, 1964.

"We couldn't do anything with Salazar," Blue Jays manager John Gibbons said. "He's got a great arm. I tip my hat to the young kid."

Salazar held Toronto without a hit until the sixth, when Josh Thole, batting just .108 slapped a 1-2 pitch into left. Salazar received a nice ovation from Cleveland fans, who haven't seen many quality starts lately from the Indians' rotation. Munenori Kawasaki sacrificed and Salazar retired Jose Reyes on a liner to second.

Bautista then tied it 1-1 by ripping an RBI double to left. Salazar recovered and got the final out before heading to the dugout, where he was warmly greeted by teammates. Salazar took some pressure off a tired Indians bullpen dragging itself to the All-Star break.

Salazar said he prayed the Indians would score in the bottom inning to get him a win, and Cleveland, which squandered some early threats against Dickey, came through with two runs.

"I've been waiting for this moment for seven years," said Salazar, who was signed by the Indians in 2006 and underwent Tommy John surgery in 2010. "I threw five innings without hits. After the game, all the guys were throwing beers all over me. That's fantastic."

Salazar was given two souvenir balls: his first strikeout and the final out. He said "everyone" in his hometown of Cabrera, Dominican Republic gathered in a local park to watch him pitch.

Rich Hill worked a hitless seventh, Cody Allen struck out the side in the eighth and Perez allowed Colby Rasmus' RBI single and put the tying run at first before getting Rajai Davis on a liner to left for the final out.

The Indians pushed two runs across in the sixth against Dickey to take a 3-1 lead and make Salazar a winner.

Chisenhall came through with a blooper to left with the bases loaded that hung in the air long enough that the runners had to freeze.

When it dropped, Michael Brantley sprinted home and left fielder Davis, thinking he had a chance at a forceout at home, sailed his throw to the backstop. The ball ricocheted toward the plate, and Ryan Raburn scored from second before the Blue Jays could retrieve it.

Cleveland tacked on an insurance run in the eighth on Carlos Santana's RBI triple.

Cabrera, who had two hits on Wednesday to snap an 0-for-20 slump, drove an 0-2 pitch from Dickey over the wall in right in the first to make it 1-0.

FIRST PERSON | I had always been told that if I don't get a college education, or at the very least my high school diploma, I would go nowhere in life. Family, counselors, school officials and countless others told me this. I would like to think I proved them wrong.

I am 38 and have had, up to this point, what I feel has been a successful life. I received my GED when I was 18, two years after having dropped out of high school in Midland, Mich., in 1993 on a whim. My car privileges had been revoked due to missing too much school, so I decided I'd just stay home with my car.

As I began looking for work, however, it turned out to be quite difficult. Without a diploma, or a GED, I moved from one low-wage job to another. I was a pizza slinger at a few restaurants, a bus boy, and a dishwasher. By the time I turned 18, I was tired of these jobs and found an adult education facility that offered GED testing. I passed the test with flying colors and got my GED.

From that point on, I was able to apply for better paying jobs. For two years, I drove a taxi in my home city, a job I truly loved because I got to talk to so many interesting people. The money, on the other hand, was on par with my other low-paying jobs. I then became a full-time salesman for a national chain store, selling computers and, later, appliances. I went from earning $5.15 an hour to $10 an hour or more, depending on commissions. It was during this job that my wife and I had our daughter, Anna, and, soon, $10 an hour was far from adequate.

Whether by sheer luck or just perfect timing, I was introduced to Michigan Works, an organization that helps workers find jobs. At that time, the state was offering some full scholarships to a truck driving school. The only requirement was a high school diploma or a GED. I was accepted into the program and three weeks later I had my CDL in hand and my resume online on Michigan Works.

My resume was found, somehow, by Nabors Well Services, an oil field company in Texas. They asked me to fly down for an interview and I did. I was hired and began my new career as a vacuum truck driver. My starting wages were $14.85 an hour, and within the first year I had gotten three raises, bringing my wage to $19 per hour. I worked in the oil fields for four years before moving back to Michigan to be with my daughter, now 14, after my marriage ended.

In the oil field, you work long hours, often 90-plus each week, and this allows you to earn well more than $70,000 a year. Personally, I'm quite happy with that figure, especially considering I didn't have to devote four years to college.

I have a job waiting for me, but right now, spending time with my daughter is more important to me. I will always be able to go back later on when she goes to college. Experienced drivers, especially those who are familiar with vacuum tankers are always needed.

It was all possible because I got my GED. I wouldn't change things for the world.

On this date 115 years ago, the U.S. began absorbing an island paradise en route to making it a treasured part of the nation, as President William McKinley signed a resolution annexing Hawaii. A short time later, Congress made Hawaii an incorporated territory of the U.S., which it remained until achieving statehood in 1959. For most Americans on the mainland, Hawaii is the ultimate vacation, with its lovely scenery and average annual temperature of around 72 degrees.
