The mood has been fragile all day, especially after Japan's benchmark Nikkei 225 index had another day it would rather forget. Investors in the country appeared disappointed at the lack of detail in a keynote speech on the economy from Japanese Prime Minister Shinzo Abe.

The Nikkei closed down 3.8 percent at 13,014.87, another big swing that means it has fallen around 20 percent from its peak in mid-May the commonly used definition of a bear market.

"Abe's speech today unveiling his growth strategy failed to live up to the market's expectations, revealing little that was new and focusing rather too much on long term aspirations for most tastes," said Simon Derrick, a senior analyst at Bank of New York Mellon.

For much of this year, the Nikkei had been the darling of stock investors as it rose by nearly a half as investors hoped a big monetary stimulus from the Bank of Japan would finally get the world's number 3 economy out of its near two-decade stagnation.

The latest setback in the Nikkei kept traders around the world on edge as investors position themselves for the monthly U.S. nonfarm payrolls report on Friday, often a release that sets the market tone for a week or two after its release.

In Europe, the FTSE 100 index of leading British shares was down 2.1 percent at 6,419 while Germany's DAX fell 1.2 percent to 8,196. The CAC-40 in France was 1.9 percent lower at 3,852.

In the U.S., the Dow Jones industrial average was down 1.2 percent at 14,991 while the broader S&P 500 index fell 1.27 percent to 1,610.

Trading in the U.S. was little affected by a slightly worse-than-expected private payrolls survey from ADP up 135,000 in May instead of the expected 165,000. A modest improvement in the main non-manufacturing index from the Institute for Supply Management to 53.7 from 53.1 also had little impact anything above 50 indicates expansion but taken together with Monday's below-par manufacturing reading, the ISM figures point to a slight moderation in U.S. growth.

Still, a bumper payrolls report on Friday could blow all expectations out of the water. For the past few weeks, market directions have largely depended on the vagaries of the U.S. data and their implications for the future of the Fed's monetary stimulus program.

"Most importantly for the Fed would be how employment growth is playing out," said Jennifer Lee, an analyst at BMO Capital Markets. "We will see how the official May figures fare on Friday but in the meantime, signs are pointing to a soft figure."

The Fed's monetary stimulus program has been a big boon to stock markets over the past few years. The latest purchases, amounting to $85 billion a month, have helped propel many global stock indexes to record highs this year. The purchases are designed to keep interest rates low and giving the U.S. economy a lift. A reduction in the amount purchased would indicate that the Fed is more confident about the outlook.

The latest issue of the "Beige Book", the Fed's assessment of the U.S. economy, is due out later Wednesday and may give investors further insight into coming monetary policy.

In the currency markets, the dollar has generally risen when expectations grew that the Fed would limit its stimulus program earlier than planned.

Following the figures, the dollar was little changed.

The euro was up slightly at $1.3090 while the dollar was 1.1 percent lower at 99.06 yen. The rise in the yen may be counterintuitive given the performance of the yen but the Japanese currency often gains ground when investors are reluctant to take on risk as evidenced by the performance of stock markets.

Elsewhere in Asia, Hong Kong's Hang Seng lost 1 percent to 22,069.24 while South Korea's Kospi fell 1.5 percent to 1,959.19. Australia's S&P/ASX 200 dropped 1.3 percent to 4,835.20. Benchmarks in Singapore, Indonesia, Thailand, the Philippines and mainland China fell.

The order Wednesday was met with praise from advocates for girls' and women's rights and scorn from social conservatives and other opponents, who argue the drug's availability takes away the rights of parents of girls who could get it without their permission. It is the latest in a series of rulings in a complex back-and-forth over access to the drug.

The brief order issued by the 2nd U.S. Circuit Court of Appeals in Manhattan permitted two-pill versions of emergency contraception to immediately be sold without restrictions, but the court refused to allow unrestricted sales of the Plan B One-Step contraceptive until it decides the merits of the government's appeal. It did not specify why the two-pill versions were being allowed now, though it said the government failed to meet the requirements necessary to block the lower-court decision.

Department of Justice spokeswoman Allison Price said the government was reviewing the court's order.

Anna Higgins, director of the Family Research Council's Center for Human Dignity, where she focuses on issues including conception and end-of-life care, said the ease of access to the drug was a problem. She described the court's order Wednesday as "confounding."

"Our reaction in general is a concern for the safety of young girls and the rights of parents," she said.

Center for Reproductive Rights President Nancy Northup called the day of the court's order a "historic day for women's health."

"Finally, after more than a decade of politically motivated delays, women will no longer have to endure intrusive, onerous and medically unnecessary restrictions to get emergency contraception," she said in a statement.

The center's litigation director, Julie Rickelman, said the government has two weeks to decide whether to appeal the 2nd Circuit's decision on the stay to the full appeals court or the Supreme Court. Even if there is no appeal of the stay ruling, it was unclear how soon drugstores would move the two-pill emergency contraception from behind the counter. She said she hoped the pills would be available without restriction within a month.

"What it does mean is that generic two-pill products are going to be readily available to women without age restrictions, on any drugstore shelf," Rickelman said. "It'll be like buying Tylenol. You'll be able to go get it off the drugstore shelf, no ID, at the regular counter."

Dr. Georges Benjamin, of the American Public Health Association, said the court was right to allow women of child-bearing age to have access to emergency contraception, saying he was "hopeful that the full appeals court, when it finally decides, will have the same view."

The government has appealed U.S. District Judge Edward Korman's underlying April 5 ruling, which ordered emergency contraceptives based on the hormone levonorgestrel be made available without a prescription, over the counter and without point-of-sale or age restrictions.

The government asked the judge to suspend the effect of that ruling until the appeals court could decide the case, but the judge declined, saying the government's decision to restrict sales was "politically motivated, scientifically unjustified and contrary to agency precedent." He also said there was no basis to deny the request to make the drugs widely available.

The government had argued that "substantial market confusion" could result if the judge's ruling were enforced while appeals were pending, only to be later overturned.

The morning-after pill contains a higher dose of the female progestin hormone than is in regular birth control pills. Taking it within 72 hours of rape, condom failure or just forgetting regular contraception can cut the chances of pregnancy by up to 89 percent. But it works best within the first 24 hours. If a girl or woman already is pregnant, the pill has no effect. It prevents ovulation or fertilization of an egg.

The Food and Drug Administration was preparing in 2011 to allow over-the-counter sales of the morning-after pill with no limits when Health and Human Services Secretary Kathleen Sebelius overruled her own scientists in an unprecedented move.

The FDA announced in early May that Plan B One-Step could be sold without a prescription to those 15 and older. Its maker, Teva Women's Health, plans to begin those sales soon. Sales had previously been limited to those who were at least 17.

Korman, the judge, later ridiculed the FDA changes, saying they established "nonsensical rules" that favored sales of the Plan B One-Step morning-after pill and were made "to sugarcoat" the government's appeal.

He also said they place a disproportionate burden on blacks and the poor by requiring a prescription for less expensive generic versions of the drug bought by those under age 17 and by requiring those over age 17 to show proof-of-age identification at a pharmacy.

Plan B One-Step is the newer version of emergency contraception the same drug but combined into one pill instead of two.

Maria Alekhina had complained that officials at her prison colony in the Ural Mountains attempted to turn fellow inmates against her with a security crackdown. Inmates, who could previously enter and leave their workplace freely, had to wait for up to an hour for prison guards to escort them.

Pyotr Verzilov, the husband of Alekhina's jailed band mate Nadezhda Tolokonnikova, told The Associated Press that Alekhina called Saturday to say she has ended her action after prison officials restored the normal security regime.

Verzilov said authorities took Alekhina, who was hospitalized Tuesday, on a tour across the prison colony, so that she sees that all extra security measures were removed. The extra security meant that inmates were denied prompt medical care when they sustained injuries during their work sewing uniforms.

"It looks improbable, it's not in the tradition of the prison system here to make any concessions," Verzilov said. "There must have been a political decision."

Alekhina's lawyer, Irina Khrunova, confirmed to the AP that she ended the hunger strike, but gave no further details.

Alekhina and Tolokonnikova are serving two-year sentences over an irreverent punk protest against Vladimir Putin in Moscow's main cathedral. The third band member convicted alongside them, Yekaterina Samutsevich, was later released on appeal.

Courts have denied parole to Alekhina and Tolokonnikova, who are serving their sentence in different prison colonies.

Alekhina earlier spent five months in solitary confinement after claiming that officials deliberately lodged her with hardened criminals, including a convicted murderer, and encouraged them to intimidate her.

In a complaint filed in January, Khrunova wrote that officials did nothing after seeing criminals threaten Alekhina with violence. The lawyer said officials also wrote false psychiatric reports and pushed Alekhina into violating colony rules.

Lola is staying on the first-floor balcony while she performs in a play at the Arab Cultural Center, located in the same building in the Belgian capital. Staff had laid out straw and a bucket of water so she could get some fresh air.

But police ordered Lola's keeper to move her indoors after receiving complaints about the donkey making too much noise.

Despite the police demands, Lola was still outside on Friday, and the director of the cultural center was angrily berating her neighbors for interfering.

"I say to the neighbors, well done. What does it matter to you?" Hawa Djabili shouted to reporters and passersby. Asked why the donkey was out, she replied Lola "needed to breathe."

A spokesman for the Brussels police said they would return with animal welfare officers to remove Lola if the center did not comply with the order to keep the donkey indoors.

The animal is appearing in a play called "The Palestinian" at the Arab Cultural Center that runs until Saturday.

LONDON (Reuters) - British travel firm TUI Travel agreed to buy 60 mid-range Boeing jets with an option for 90 more, moving to make its fleet more fuel-efficient and delivering the U.S. planemaker a big contract win over European rival Airbus.

The world's largest tour operator, which owns six European airlines including Britain's Thomson Airways, said on Friday the initial order of Boeing737 MAX planes was secured at a "significant discount" to the list price of $6.09 billion.

The planes, to be powered by CFM LEAP-1B engines, are scheduled for delivery between January 2018 and March 2023, TUI Travelsaid

It said such a large deal would represent a class 1 transaction, meaning it would require shareholder approval.

"TUI Travel have 59 leases on planes expiring over the next three years so the fact they are looking to buy these planes shows the strength of the company," said Oriel Securities analyst Jeffrey Harwood, who added that cutting its fuel bill was a big motivation for the group.

Several European carriers have seen profits battered by high fuel costs - which now account for around half of airlines' operating expenditure - in recent years.

Boeing has said the 737 MAX, which competes with Airbus'A320neo, will burn 13 percent less fuel than current 737 models.

Reuters reported earlier this year that TUI Travel was close to sealing a deal for 60 narrow-body airliners.

EASYJET NEXT?

Boeing is also competing with Airbus to supply British low-cost airline easyJetwith new planes.

EasyJet is edging towards a firm order for at least 100 A320neo or 737 MAX planes jets worth around $10 billion, with as many again in options, sources close to the deal said, adding that the European planemaker was the favorite.

EasyJet, which operates an all-Airbus fleet of 213 aircraft, ideally wants to remain a single-manufacturer fleet, but is considering moving entirely to Boeing planes.

TUI Travel, whose airlines use 141 aircraft, received the first of 13 long-haul Boeing 787 Dreamliners planes on Friday.

"Being able to offer our customers the most advanced, comfortable aircraft, whether they are travelling with us to short or long-haul destinations, while reducing our environmental impact, will only strengthen our position," said TUI Travel Chief Executive Peter Long.

Shares in TUI Travel, which is 56 percent owned by Germany's TUI AG , were 1.4 percent down at 357.9 pence by 0910 GMT, valuing the company at around 4 billion pounds.

They, and some small businesses, will have to find replacement plans and that has some state insurance officials worried about consumer confusion.

Rollout of the Affordable Care Act is going full speed ahead, despite repeal efforts by congressional Republicans. New insurance markets called exchanges are to open in every state this fall. Middle-class consumers who don't get coverage on the job will be able to pick private health plans, while low-income people will be steered to an expanded version of Medicaid in states that accept it.

The goal is to cover most of the nation's nearly 50 million uninsured, but even Obama says there will be bumps in the road. And discontinued insurance plans could be another bump.

Also, it doesn't seem to square with one of the president's best known promises about his health care overhaul: "If you like your health care plan, you'll be able to keep your health care plan."

But supporters of the overhaul are betting that consumers won't object once they realize the coverage they will get under the new law is superior to current bare-bones insurance. For example, insurers will no longer be able to turn people down because of medical problems.

Other bumps on the road to the new health care law include potentially unaffordable premiums for smokers unless states act to waive them, a new $63-per-head fee that will hit companies already providing coverage to employees and dependents, and a long-term care insurance program that had to be canceled because of the risk it could go belly up

The Obama administration did not respond directly to questions about the potential fallout from cancellation notices. Instead, Health and Human Services spokeswoman Joanne Peters released a prepared statement saying: "Beginning in October, individuals and small businesses will be able to shop for insurance in the marketplace, where we are already seeing that increased competition and transparency are leading to a range of options for quality, affordable plans."

For the most part, state insurance commissioners are giving insurers the option of canceling existing plans or changing them to comply with new federal requirements. Large employer plans that cover most workers and their families are unlikely to be affected.

Seen as consumer safeguards by the administration, the new requirements limit costs paid by policyholders, and also expand benefits. That includes better preventive care, and also improved prescription coverage in many cases. The most important feature may be protection for your pocketbook if you get really sick: The new plans limit copayments and other out-of-pocket costs to $6,400 a year for individuals.

The National Association of Insurance Commissioners says it is hearing that many carriers will cancel policies and issue new ones because administratively that is easier than changing existing plans.

About 14 million Americans currently purchase their health policies individually, a number expected to more than double eventually because of the new law's subsidies and one-stop insurance markets. But the transition may not be seamless.

"The impending changes ... have the potential to cause policyholder confusion," said a recent memo from Iowa Insurance Commissioner Nick Gerhart to insurers. Though a Republican-led state, Iowa is helping to carry out major portions of the health care law.

Nationally a considerable number of people could be affected by cancellations. Information from insurers is still dribbling in to state regulators.

In Washington state, the changes will affect more than 400,000 people, said Stephanie Marquis, spokeswoman for insurance commissioner Mike Kreidler. Marquis said she expects the premiums for replacement plans to be similar to current ones, but with better coverage.

"Your costs involve more than your premiums," Marquis explained. "It's also what you would have to pay out of pocket if you had actually used your health plan."

Others see an encroaching nanny state.

"You're going to be forcibly upgraded," said Bob Laszewski, a health care industry consultant. "It's like showing up at the airline counter and being told, 'You have no choice, $300 please. You're getting a first-class ticket, why are you complaining?'"

Obama's promise dates back to June of 2009, when Congress was starting to grapple with overhauling the health care system to cover uninsured Americans. Later that summer, public anxieties about changes would erupt at dozens of angry congressional town hall meetings with constituents.

"If you like your health care plan, you'll be able to keep your health care plan, period," the president reassured the American Medical Association. "No one will take it away, no matter what."

At the time, some saw the promise as too broad, given that health plans are constantly being changed by the employers that sponsor them or by insurers directly.

Nonetheless, Democrats in Congress devised a complicated scheme called "grandfathering" to try to deliver on Obama's pledge. It can shield plans from many of the law's requirements, provided the plans themselves change little.

State officials said it has proven impractical in most cases for insurers to "grandfather" plans sold to individuals.

Questions and answers for Virginia insurers provided by state regulators say most carriers are expected to file new policies "given the extensive amount of changes resulting from state and federal laws."

A Washington state insurance department presentation for insurers says plans must mail their discontinuation and replacement notices to consumers by Sept. 15.

State insurance spokeswoman Marquis said, "I don't think it is necessarily a bad thing that they are going to be getting a replacement notice, because they going to be able to go out and shop in this marketplace and they'll be getting better coverage."

South Korea's Yonhap news agency said the seven men and two women were flown home Tuesday via China despite a request from South Korea that Beijing not repatriate them. The report cited an anonymous Foreign Ministry official in Seoul expressing strong regret over the Chinese decision. South Korea's Foreign Ministry declined to confirm the report.

Close to 25,000 North Koreans have left their authoritarian country since the end of the Korean War, the vast majority via China and then onward via Southeast Asian countries including Laos, Thailand and Vietnam before flying to Seoul.

China, North Korea's foremost ally, does not recognize the defectors as asylum seekers and has been known to return them to Pyongyang.

Activists say defectors caught leaving North Korea without state permission could face prison and even torture.

Under North Korean law, defectors face a minimum of five years of hard labor and as much as life in prison or the death penalty in cases deemed particularly serious.

"North Korea has to come clean on where these nine refugees are and publicly guarantee that they will not be harmed or retaliated against for having fled the country," said Phil Robertson, deputy Asia director of Human Rights Watch. "As a result of their return, they are at dire risk."

The Yonhap report said the defectors, aged between 15 and 23, entered Laos through China on May 9 and were caught by Laotian authorities May 16.

According to the North's official Korean Central News Agency, a delegation from the Laotian capital of Vientiane visited North Korea on May 20. Laos sent the defectors to China on Monday before they were sent to North Korea a day later, Yonhap reported.

Several attempts to contact officials in Laos, a secretive and strict socialist regime in Southeast Asia, were unsuccessful.

"It's tragic and disappointing," Kim Eun-young, an activist with the Seoul-based Citizens' Alliance for North Korean Human Rights, said Thursday of the reported repatriation. "We fear defectors will now feel more intimidated about trying to come to South Korea through Laos or other Southeast Asian countries."

In Seoul, protesters pleaded with the South Korean government to step up efforts to stop the repatriation of the North Koreans. Nine "young lives are in your hands," read one sign addressed to Foreign Minister Yun Byung-se.

The number of North Koreans who settle in South Korea had been rising over several years before peaking in 2009 with nearly 3,000 arrivals. The South Korean constitution guarantees North Koreans citizenship after the government can establish that they are not spies.

Flows have slowed significantly since then. Last year, just over 1,500 arrived in South Korea, according to the government in Seoul.

There are unconfirmed reports that North Korea has boosted security at the Chinese border in recent years to slow the flow of defectors. Over the past year, North Korea has publicized the return of some defectors to North Korea.

The U.S. government, which supports efforts to promote reform in North Korea and is a strong ally of South Korea, said in a statement that it was concerned about the reports of the repatriation and urged "all countries in the region to cooperate in the protection of North Korean refugees within their territories."

The Korean Peninsula has been divided by a 4-kilometer-wide (2.5-mile-wide) Demilitarized Zone since the Korean War ended with an armistice in 1953.

Assad's government has not issued a definitive statement of its own on the proposed talks, but a Syrian legislator in Damascus also said the government intends to attend.

Russia and the U.S. joined efforts to convene an international conference to bring representatives of Assad's regime and the opposition to the negotiating table, expected to be held in Geneva next month. The aim of the talks would be to establish the outlines of a transitional government as a way to end the civil war, now in its third year.

More than 70,000 people have been killed and several million displaced since the uprising against Assad erupted in March 2011.

The diplomatic push comes as the rebels have suffered a string of setbacks and found themselves forced to call in reinforcements to fight off a weeklong regime offensive aimed at recapturing the key western Syrian town of Qusair.

The main opposition group, the Syrian National Coalition, has not yet said whether it will attend the Geneva conference and is currently discussing its position at a gathering in the Turkish city of Istanbul. But members have said they want guarantees that Assad's departure is foremost on the agenda of any talks.

The U.S.-Russia plan, similar to the one set out last year in Geneva, calls for talks on a transitional government and an open-ended cease-fire. Washington, along with key European and Arab supporters of Syria's opposition, said Wednesday that Assad must relinquish power at the start of a transition period. Russia, however, has not committed to Assad's departure and the Syrian leader has said he will not step down before his term ends next year.

Moscow's announcement came after days of talks there between Syria's Deputy Foreign Minister Faysal Mekdad and Russian officials.

"We note with satisfaction that we have received an agreement in principle from the Syrian government in Damascus to participate in the international conference, in the interest of Syrians themselves, to find a political solution," Russia's Foreign Ministry spokesman Alexander Lukashevich said in televised remarks.

But he said it is impossible to set the date for the conference at this point because there is "no clarity about who will speak on behalf of the opposition and what powers they will have."

Lukashevich also said Moscow "was not encouraged" by the results of recent meetings of members of the Syrian National Coalition.

U.S. officials announced later Friday that Secretary of State John Kerry will meet with Russian Foreign Minister Sergey Lavrov next week in Paris to discuss the Syria peace talks, adding that Kerry will extend a seven-day trip through the Middle East and Africa by one day to dine Monday with Lavrov.

In the Syrian capital, legislator Sharif Shehadeh confirmed the government intends to attend, though no official statement has been issued yet. "The expectations and the opinion within the Syrian leadership is that it will most definitely attend the conference," Shehadeh told The Associated Press.

He said neither the opposition nor the regime should set preconditions for the talks because that would lead to "failure and this is something Russia is making clear to the opposition."

"The success of the conference lies with the opposition, not the government," he said.

At the Syrian National Coalition's three-day gathering in Istanbul that began Thursday, an opposition figure expressed doubts over Moscow's announcement, questioning why the regime has said nothing about it.

"We are very supportive of the (U.S.-Russian) initiative. Our fear is that the regime is not going to negotiate in good faith. We would like to hear enough (from Damascus) to know that they are serious about these negotiations," Louay Safi said.

Kerry has acknowledged the difficulties of launching peace talks. "Nobody has any illusions about how difficult, complicated, what a steep climb that is," he said Thursday during a visit to Israel.

Intense fighting, meanwhile, continued in Qusair, near the border with Lebanon, according to the Britain-based Syrian Observatory for Human Rights.

Government forces have been trying to recapture the town since Sunday. State-run news agency SANA said troops killed a "large number" of rebels in the latest clashes.

The Beirut-based Al-Mayadeen TV, which has several reporters embedded with Syrian troops in Qusair, said government forces were advancing inside the nearby town of Hamdiyeh in an attempt to cut the rebels' last supply line.

Syrian state media also reported that rebels fired mortar shells at the central prison in the embattled northern city of Aleppo, killing and wounding several inmates.

The pro-opposition Aleppo Media Center said rebels and government troops were clashing at the prison, where a large fire had broken out. State-TV reported later Friday that troops repelled the attack on the jail and killed several gunmen.

State-run news agency SANA said the army destroyed two trucks loaded with explosives near the central prison and killed scores of "terrorists."

A week earlier, Assad's forces repelled a rebel raid on the prison aiming to free hundreds of political prisoners.

In other violence, a suicide bomber detonated his car packed with explosives on the outskirts of the northern city of Idlib, killing five people and wounding 10, SANA reported. It did not identify the target of the attack.

In neighboring Lebanon, Lebanese supporters and opponents of Assad fought overnight in the port city of Tripoli, a port city that has seen some of the worst fighting in years provoked by the bloodshed in Syria. Security officials said the death toll since Sunday reached 25, including three soldiers.

The officials, who spoke on condition of anonymity in line with regulations, said 200 people were wounded in the fighting. The city was quiet during the day Friday apart from sporadic shooting.

The sure-footed animal managed to evade five Jersey City police officers for almost two hours on Tuesday, zigzagging across lanes of traffic on the Pulaski Skyway, causing traffic jams and a minor accident, according to the .

The goat, which managed to come out of the incident uninjured, was dubbed Sky by police.

Sky may have had good reason to flee: According to New Yorks , the animal had a U.S. Department of Agriculture tag and likely escaped from a truck on the way to a slaughterhouse.

The feisty animal eventually tired out, allowing officers to surround it and get a noose around its neck.

Skys luck has at least temporarily changed. The brown, horned creature was taken to Liberty Humane Society in Jersey City and eventually will be transferred to a farm.

"If it can survive running around the Pulaski Skyway for two hours, and then winds up in a slaughterhouse, it's kind of sad," Jersey City spokesman Stan Eason told the Associated Press. "But if someone claims her, she is private property, so there's not much we can do."
