In emotional testimony, Garner told members of a California Assembly committee that she and her children are followed wherever they go.

"How often do we see a tragedy unfold and say, 'Oh, there were so many warning signs - why didn't anybody pay attention?'" said Garner, who has three children with actor Ben Affleck. "I am asking you as a parent to pay attention."

The bill, which already has passed the state Senate, focuses on people who target children based on their parents' occupations. The idea originated with a 1990s-era law protecting children of health clinic workers from harassment by anti-abortion activists.

It would increase penalties for doing so from a maximum of six months in jail to a maximum of one year, and increase the potential fine for doing so to $10,000, from the current $1,000.

"I don't want a gang of shouting, arguing, lawbreaking photographers who camp out everywhere we are all day every day to continue traumatizing my kids," Garner told the Assembly Public Safety Committee, which voted to support the bill on Tuesday.

"What this bill would do is give us our rights back so that we can protect our children," Berry said in testimony shown on KCAL-TV in Los Angeles.

Berry had a daughter with model Gabriel Aubrey and is expecting another child with her husband, actor Olivier Martinez.

The bill has been opposed by some news organizations, who say it will restrict their news-gathering abilities.

But state Senator Kevin De Leon, the Los Angeles Democrat who sponsored the bill, said it was important to protect children from unwanted harassment and dangerous situations.

"No child, regardless of his or her parent's occupation, should be subjected to such unwarranted and harmful persecution," Leon said in a statement on his website.

"By increasing penalties and authorizing civil actions, (the bill) will have a significant deterrent effect on those who would consider tormenting the most vulnerable and defenseless members of our society," he said.

In an appearance in Providence on Tuesday, Kagan acknowledged the justices have a ways to go to understand technology such as Facebook, Twitter and even email.

"It's a challenge for us," Kagan said, while also noting that she herself uses email, goes online and reads blogs.

Kagan, 53, was appointed to the court in 2010 by President Barack Obama. She previously served as solicitor general of the United States and dean of Harvard Law School, among other accomplishments. She is the youngest justice and the one most recently appointed to the court.

When asked whether the justices email one another, Kagan said things are the same as when she clerked for the late Justice Thurgood Marshall three decades ago. She says justices write memos, which are then printed out on ivory paper that looks like it came from the 19th century. The memos are walked around the building by someone called a "chambers aide."

"The justices are not necessarily the most technologically sophisticated people," she said, adding that while clerks email one another, "The court hasn't really 'gotten to' email."

Kagan appeared Tuesday in a conversation with Ted Widmer, a historian and librarian at Brown University who has been an adviser to the Clintons. The event was part of a celebration of the 350th anniversary of Rhode Island's colonial charter and was hosted by Gov. Lincoln Chafee and sponsored by Roger Williams University School of Law.

Widmer brought up the National Security Agency and Edward Snowden, who leaked classified documents exposing NSA programs that monitor Internet and phone data, suggesting the high court would likely hear more cases related to electronic surveillance.

Kagan said it was hard to predict what cases the court will address in the years to come, but she said she expects there will be new issues related to privacy, emerging technology and electronic snooping.

"I think we're going to have to be doing a lot of thinking about that," she said.

Kagan said the justices often turn to their clerks, who are much younger, to help them understand new technologies.

But they also try to learn on their own. In one case, involving violent video games the first year she was on the court, justices who had never played the games before dove in and gave them a try, Kagan said.

"It was kind of hilarious," she said.

She didn't say which games they played.

AHRENSBURG, Germany (Reuters) - German Finance Minister Wolfgang Schaeuble said on Tuesday for the first time that Greece will need another bailout, triggering a storm of protest from opposition parties five weeks before an election in Europe's biggest economy.

While analysts have long predicted Greece will require more aid, albeit on a smaller scale than previous bailouts totaling about 240 billion euros ($320 billion), Chancellor Angela Merkel has tried to keep Greece out of her campaign for re-election to avoid angering German voters who fear they will foot the bill.

Just hours before Schaeuble spoke, Merkel was quoted in a regional newspaper as saying there was no point in discussing additional aid to Greece before the end of next year, when its second rescue package will expire.

But at a campaign event in northern Germany, her outspoken minister departed from that line, breaking what had been seen as an election campaign taboo.

"There will have to be another program in Greece," Schaeuble said.

A Greek finance ministry official told Reuters a new bailout would involve sums far smaller than previous rescues and would focus on plugging an expected funding shortfall over 2014-2016.

"Greece and its lenders are examining several ways to plug any funding gap that Greece will face over the next few years," the official said on condition of anonymity.

The aid program announced by Schaeuble will be at least partly financed via the EU budget, German newspaper Sueddeutsche Zeitung cited unnamed sources as saying in an advance extract of an article due to be published on Wednesday.

The newspaper said discussions were underway about making extra money from the EU's structural funds available to Athens, which could use it to boost the economy and free up national budgetary resources to pay off debt.

The newspaper cited government sources in Berlin as saying that the third aid program would be much smaller than the first two and the conditions would also be less strict as Greece has already set a lot of the necessary changes in motion.

The International Monetary Fund last month estimated Greece's funding gap for 2014-2015 at 10.9 billion euros.

Athens hopes to cover part of that gap by returning to bond markets, which it could do as early as 2014 with a "small-size" bond issue, finance minister Yannis Stournaras told Reuters last month. But market observers increasingly doubt the situation has improved enough to allow a bond market return next year.

Schaeuble has said in the past that international lenders may have to consider a new aid program for Greece after the existing one runs out at the end of 2014.

But he has never described this as inevitable, as he appeared to do on Tuesday.

His comments came shortly after the European Central Bank said Executive Board member Joerg Asmussen, a German who used to work for Schaeuble, would be heading to Athens on Wednesday to discuss progress on reforms needed to ensure the country receives more bailout money.

Greece received an aid tranche of 5.8 billion euros from its international lenders in July. It stands to receive another 1 billion euros in October, subject to implementation of further reforms.

Inspectors from the "troika" - the European Commission, European Central Bank and IMF - will return to Athens in the autumn to find out whether the government needs to find further savings to meet its 2015-2016 budget targets.

As a prelude, Asmussen will meet Central Bank Governor George Provopoulos, Finance Minister Yannis Stournaras and George Zanias, chairman of Greece's biggest lender, National Bank, on his trip this week, Greek sources told Reuters.

"TELL THE TRUTH"

Schaeuble's comments played into the hands of the opposition, who throughout the election campaign have accused Merkel of failing to tell voters the truth about Greece.

"I have made clear that saving Europe and keeping the continent together comes at a cost, also for us Germans," Merkel's Social Democrat (SPD) challenger Peer Steinbrueck said after Schaeuble spoke. "Now it's time that Frau Merkel tells people the truth."

Greens leader Juergen Trittin said Schaeuble had exposed Merkel's "deceit" and criticized the chancellor for advocating austerity policies in Greece that had failed to reduce its debt load.

Progress on reform in recession-stricken Greece has been patchy and there have been several reports that it may need another aid package or more debt relief.

As Europe's biggest economy, Germany takes the biggest share of the bailouts, which are unpopular with taxpayers.

Merkel looks on track to win a third term next month, in part because voters applaud the hard line she has taken with bailed-out countries like Greece.

But any indication she is covering up the risks of another rescue could hurt her at a time when she is battling to win the votes needed to keep her center-right coalition together.

"Greece is a dangerous subject. It is not clever to bring it up again just as there was a general feeling of calm," said Emnid pollster Klaus-Peter Schoeppner.

In the interview with the Ruhr Nachrichten newspaper, Merkel was asked about additional aid for Athens and responded: "In the euro zone, we always said that we would evaluate the Greek situation again at the end of 2014 or in early 2015. COLUMBUS, Ohio (AP) -- The cost of gas for Ohio drivers is up slightly compared with last week.

The state's average for a gallon of regular gas was $3.48 Monday, according to the survey from auto club AAA, the Oil Price Information Service and Wright Express. That's up 6 cents from a week ago.

Compared with the average at this time last year, it's 28 cents cheaper.

The average nationwide was $3.54 per gallon on Monday. That's down a penny from a week ago and is 18 cents less than a year ago.

Analysts are keeping an eye on oil production and export disruptions caused by turmoil in the Middle East and North Africa. There's also concern that violence could spread and block important supply routes.

TOKYO (Reuters) - Japanese policymakers indicated they favor tax incentives to lift weak business investment rather than a cut in corporate taxes, as the government signaled confidence its stimulus policies had put the economy on the path to escape deflation.

In its most upbeat view on prices in four years, the government said on Thursday that Japan was approaching an end to deflation as a steady pick-up in the economy allowed more companies to pass on rising costs to consumers.

"Recent price developments indicate that deflation is ending," the government said in its economic report for August, offering a brighter view than last month when it said deflationary pressures were easing.

Prime Minister Shinzo Abe wants to keep that momentum alive, but also needs to decide whether to go ahead with a planned doubling of the sales tax rate which is intended to help contain public debt that has exceeded 1,000 trillion yen ($10 trillion).

Earlier this week, reports suggested a corporate tax cut could be offered to ensure Abe could push through the sales tax rise and still encourage business investment. But on Thursday, ministers denied Abe had ordered them to study the idea.

Finance Minister Taro Aso said cutting corporate tax would do little to offset the pain from the planned sales tax hike.

"Given that only some 30 percent of firms pay corporate taxes, I don't think lowering corporate tax rates would have an immediate impact," Aso told a news conference.

Aso, who is also deputy prime minister, said tax breaks to encourage capital spending could be considered, and the government might look at other steps if the sales tax is raised.

Economics Minister Akira Amari echoed that stance, saying he would prioritize tax breaks to encourage capital spending.

"If there are enough financial resources, corporate tax should be lowered to bring it in line with international standards," he said.

"But given tight resources, we'd like to use them in the way that would strengthen industrial competitiveness," said Amari, who earlier this week said all means available must be taken to boost capital expenditure, a soft spot in an improving economy.

The remarks suggest many policymakers want to keep any cut in corporate tax as a long-term option rather than a quick fix to ease the pain from the planned increase in the sales tax to 8 percent next April and 10 percent in October 2015.

GROWTH STILL FRAGILE

The tax debate underscores the challenge Japan faces in trying to come up with a strategy to both foster an economic recovery and contain its enormous public debt, which is more than twice the size of its economy.

Some lawmakers and business leaders argue a corporate tax cut would increase competitiveness. Among members of the Organization of Economic Cooperation and Development, Japan's corporate tax rate is only exceeded by the United States.

But finance ministry officials have resisted this due to worries about losing revenue as they try to cut debt. Instead, they favor more targeted tax breaks for investment, as suggested by the ministers on Thursday.

The economy grew an annualized 2.6 percent in April-June to mark the third straight quarter of expansion as a pick-up in exports added to sustained strength in consumption.

That bodes well for Abe, who has made an end to economic stagnation among his top policy priorities, and the Bank of Japan, which offered an intense burst of monetary stimulus in April to achieve its target of 2 percent inflation in two years.

However, business investment contracted for a sixth straight quarter in April-June, and there are concerns the sales tax hike could stifle the economic pick-up.

In its monthly report, the government maintained its assessment the economy was picking up steadily and revised up its view on the job market to say it was "improving."

The government said it was too early to declare a sustained exit from deflation, noting that doing so would require more lasting rises in consumer prices.

Consumer prices rose in June for the first time in more than a year, although that was mostly due to higher electricity bills rather than stronger demand.

The government has described the economy as being in deflation since November 2009. Removing the word "deflation" from the report, or declaring that deflation is over, would herald a major success in its battle with price declines.

Rising demands for food, water, energy and other natural resources are straining natural ecosystems' ability to produce what people need, as well as putting the plants and animals with which we share the planet at risk.

So, how can nature be saved at a time when people need it most?

It's time to start developing Conservation 3.0. Like software, Conservation 1.0 and Conservation 2.0 are serving society well, but the challenges of the 21st century require some critical updates. In the future, nature will look different than it did in the past. So, too, must conservation.

Consider the profound changes we are witnessing. Agriculture, fishing, forestry, water diversions, mining, energy production, transportation and urban development are literally transforming the face of the planet. Human enterprise is even, climate, ocean chemistry and fundamental nutrient cycles. Species are going extinct at rates not seen since the mass extinction that wiped out the dinosaurs.

Humans are degrading natural ecosystems to a point in which the sustainability of clean water supplies, productive soils and abundant natural resources that have supported so much human development may be compromised.

Conservation 1.0 setting aside provides a place for nature. Think national parks and other nature preserves that have been the mainstay of conservation, ensuring that species have the essential habitat they need to survive. But Conservation 1.0 also sets nature apart from people. Some have called it "fortress conservation" because it forces a mutually exclusive trade-off between conserving biodiversity and meeting human needs. By mid-century, human demands for food, water, energy and other natural resources are projected to double. If conservation relied solely on walling off nature, it would be doomed to failure.

Conservation 2.0 recognizes that nature provides many essential benefits to people clean drinking water, wood, fish and productive soils to grow crops, etc. It motivates broader investment in protecting nature by connecting the dots between nature and human well-being through food security, water security, health effects and cultural values. In these ways, Conservation 2.0 can demonstrably meet vital human needs. But passive provisioning based on nature's current productivity may not be enough to meet projected human demands.

To save as much nature as possible, society must develop Conservation 3.0. Those next steps will deliberately manage nature maybe even engineer it in some ways in order to maximize nature's ability to supply food, water, energy and other natural resources for the growing human population. At the same time, Conservation 3.0 still supports biodiversity. There are already several good examples of what Conservation 3.0 might look like:

In Mozambique, conservation scientists are helpingcreate marine-protected areas that serve as "fish banks," improving food security by protecting the most productive nursery habitats for fish. These areas also protectbut aren't necessarily selected for that reason.

Across Latin America, many cities are establishing water funds that pay for watershed protection and improved management of stream-side habitats in order to maintain clean, reliable and affordable water supplies for their citizens. The watersheds are selected for their water yield, but also include vital habitat for biodiversity.

Along the Gulf Coast of the United States, oyster reefs are being engineered to protect sensitive coastlines from wave erosion and storm damage. The reefs are designed much in the way a concrete breakwater might be designed, but they are constructed with living oysters that improve water quality as they filter feed and provide nursery habitat for economically valuable species.

The more nature can provide for people, the more it will be valued and protected as a societal priority. Conservation 3.0 will build on many of the tools and tactics developed for Conservation 1.0 and 2.0. But instead of tracking how little is lost, Conservation 3.0 will measure success by how much nature can deliver.

LOS ANGELES (TheWrap.com) - "Saturday Night Live" alum Kristen Wiig may be heading back to New York, as she's in early talks to star in writer-director Sebastian Silva's Brooklyn-set drama "Nasty Baby," two individuals familiar with the indie movie have told TheWrap.

Silva and TV on the Radio frontman Tunde Adebimpe are set to play Freddy and Mo, a gay couple who are trying to have a baby with the help of their best friend Anna, who would be played by Wiig if a deal closes.

Wiig's casting is not finalized - she's expressed interest in the dramatic role and wants to do the movie, according to an individual close to the actress, who has made it a point to take on a diverse slate of projects since the breakout success of "Bridesmaids."

Freddy is an artist whose latest work is all about babies. Anna is a family practitioner who is more interested in having a baby than having a man. Mo is hesitant about the entire idea, especially when Anna isnt having success with Freddys sperm and the donor responsibility shifts to him.

Set in Fort Greene, Brooklyn, story follows the trio as they navigate the idea of creating life and interact with a variety of multicultural characters including a potentially dangerous neighborhood resident whom the locals refer to as The Bishop (Reg E. Cathey).

TV favorites Alia Shawkat ("Arrested Development"), Mark Margolis ("Breaking Bad") and Denis O'Hare ("True Blood") are all being eyed for supporting roles.

An internal audit provided by Snowden to The Washington Post shows the agency has repeatedly broken privacy rules or exceeded its legal authority every year since Congress granted it broad new powers in 2008.

In one of the documents, agency personnel are instructed to remove details and substitute more generic language in reports to the Justice Department and the Office of the Director of National Intelligence reports used as the basis for informing Congress.

Obama has repeatedly said that Congress was thoroughly briefed on the programs revealed by Snowden in June, but some senior lawmakers said they had been unaware of the NSA audit until they read the news on Friday. The programs described earlier vacuum up vast amounts of metadata such as telephone numbers called and called from, the time and duration of calls from most Americans' phone records, and scoop up global Internet usage data.

Senate Judiciary Committee chairman Patrick Leahy announced he would hold hearings into the new disclosures.

"I remain concerned that we are still not getting straightforward answers from the NSA," the Vermont Democrat said in a statement.

Senate Intelligence Committee chairwoman Dianne Feinstein said her committee had been notified of compliance problems not by seeing the internal audit but through legally required reports to her committee.

"In all such cases, the incidents have been addressed by ending or adapting the activity," the California Democrat said in a statement." She added, "The committee has never identified an instance in which the NSA has intentionally abused its authority to conduct surveillance for inappropriate purposes."

But she said that committee would be asking for additional reports in future, and members would start making routine trips to the NSA to oversee its activities.

Her Republican House counterpart, Intelligence chairman Mike Rogers, said human error was inevitable and "there was no intentional and willful violation of the law."

But two senators who have consistently raised red flags about possible privacy violations stemming from NSA programs said the new information was incomplete.

"We believe Americans should know that this confirmation is just the tip of a larger iceberg," said Democratic Sens. Mark Udall of Colorado and Ron Wyden of Oregon in a statement. Both declined to provide details, citing Senate rules about discussing classified information.

Proposed legislation to dismantle the programs was narrowly defeated last month in the House. The July legislative effort brought together Libertarian-leaning conservatives and liberal Democrats who pressed for change against congressional leaders and lawmakers focused on security.

House Democratic leader Nancy Pelosi, who generally supports the programs, said in a statement Friday that the new revelations "are extremely disturbing."

Said Rep Mike Thompson, D-Calif., a member of the House Intelligence Committee: "Reports that the NSA repeatedly overstepped its legal boundaries, broke privacy regulations and attempted to shield required disclosure of violations are outrageous, inappropriate and must be addressed."

A week ago, Obama sought to soothe concerns by promising to consider reforms to NSA surveillance.

"It's not enough for me to have confidence in these programs," he said at a White House news conference. "The American people have to have confidence in them as well."

He announced changes such as convening an outside advisory panel to review U.S. surveillance powers, although it is unclear how that would differ from the existing U.S. Privacy and Civil Liberties Oversight Board, mandated by Congress to monitor surveillance and constitutional concerns. Obama also said the NSA would hire a privacy officer though the NSA already has a compliance office. None of those measures would seem likely to stop the kind of inadvertent collection of information that was described in the NSA audit.

Most of the infractions revealed late Thursday involve unauthorized surveillance of Americans or foreign intelligence targets in the United States, both of which are restricted by law and executive order, according to the May 3, 2012 audit, and other top-secret documents.

The May audit counted 2,776 incidents in the preceding 12 months of unauthorized collection, storage, access to or distribution of legally protected communications. Most were reported to be unintended, and many involved failures to take sufficient care or violations of standard operating procedure. They ranged from significant violations of law to typographical errors that resulted in unintended interceptions of U.S. emails and telephone calls.

The most serious incidents included a violation of a court order and unauthorized use of data about more than 3,000 Americans and green-card holders.

In the typographical error category, the Post cited a 2008 example of the collection of a "large number" of phone records from Washington, D.C., when a programming error confused the District of Columbia area code 202 for 20-2, the international dialing code for Cairo, according to a quality assurance review that was not distributed to the NSA's oversight staff.

The NSA also saw a spike in the number of "roamers," or overseas, phone calls wrongly tracked in the first quarter of 2012, when those roamers traveled into U.S. territory, which is outside NSA's authority. The report said the errors may have been due to tracking Chinese who were visiting friends and relatives for the Chinese lunar new year.

In another case, the Foreign Intelligence Surveillance Court, which has authority over some NSA operations, did not learn about a new collection method until it had been in operation for many months. The court ruled it unconstitutional.

The FISC's chief judge told the Post that the court could rule only on the material it was given.

"The FISC is forced to rely upon the accuracy of the information that is provided to the Court," U.S. District Judge Reggie Walton said in a written statement to the Post. "The FISC does not have the capacity to investigate issues of noncompliance, and in that respect the FISC is in the same position as any other court when it comes to enforcing (government) compliance with its orders."

The Associated Press made a request to Walton for that statement. A court official said the judge had no response.

The White House declined Friday to comment on the latest revelations. It directed questions to the National Security Council, and NSC spokeswoman Caitlin Hayden directed questions to the NSA.

NSA spokeswoman Vanee Vines said the number of incidents in the first quarter of 2012 was higher than normal, and that the number has ranged from 372 to 1,162 in the past three years, due to factors such as "implementation of new procedures or guidance with respect to our authorities that prompt a spike that requires 'fine tuning,' changes to the technology or software in the targeted environment for which we had no prior knowledge, unforeseen shortcomings in our systems, new or expanded access, and 'roaming' by foreign targets into the U.S., some of which NSA cannot anticipate in advance but each instance of which is reported as an incident."

"When NSA makes a mistake in carrying out its foreign intelligence mission, the agency reports the issue internally and to federal overseers and aggressively gets to the bottom of it," Vines said.

When asked why the Post did not publish the story earlier, though the paper said it had the documents for months, spokeswoman Kris Coratti emailed Friday that "it has taken some time to study them and understand the information they contain."

The AP filed a Freedom of Information Act request to the NSA on June 17 asking for all copies of "minimization procedures" the agency uses to avoid collecting Internet and telephone data from U.S. citizens. That request sought documents that would also detail how the government purges records that may have been accidentally collected. The AP has yet to receive responsive material, though the NSA agreed to fast-track its request.
