ウクライナ情勢はまだまだ予断を許さないような状況ですね。
ただ，これを単なる旧冷戦状態のなごり，というか，そういった過去の負の遺産の顕在化というだけの見方はやはり間違っていて，要はウクライナという国内の対立に，民族の問題や，クリミア地域の歴史が色濃く反映されているという点は忘れてはいけないと思う。
社会主義それ自体が悪いわけでもないし（現時点での民主主義国家と社会主義国家の情勢とは別問題），社会主義国家が民主化することが必ずしも喜ばしいとは限らない。
もちろん，ウクライナが親露から親欧へと転換することは，ヤヌコヴィチ政権からの脱却を意味し，それ自体は歓迎したいと思う。
だけれども，個人的には，世界中全ての国が民主主義国家になる必要はないと思うし，多様性こそがあるべき健全な姿だと思っている。

TPPは，中間選挙を前に，なにかしら国民にアピールした米と，日本が，どこで妥協点をみつけられるかだろう。米側は関税撤廃を譲歩するつもりはないだろうが，かといって，このまま中間選挙まで平行線を辿るわけにもいかない。どんなbreakthroughがあるのか見ものだ。

避難指示計画については，高速増殖炉もんじゅがあり，全国一原発の多い県出身者としては，なるべく早く策定していただきたいと思う。※もんじゅと原発は別物です。
しかし，福井のような地理的条件では県外への非難が必至であり，その調整が思うように進まないのは当然の事。
避難先の確保などは，もちろん必要だけれど，やはり，実際に事故が起きた時の判断力が問われると思う。
「どこにどう逃げろ」も大切だけれど，「絶対に○○こには行くな！」という指示が必要なのかもしれない。その判断をいかに早く下せるか。
日本海からの浜風で，どこに放射能が飛散するかわからない場合，指定されていた場所に避難することが本当に安全なのかはわからない。
もちろん，単に「○○に行くな！」では混乱が起き，交通網が麻痺し，不必要な（回避できる）被害が増大するだろう。
様々なケースを想定した柔軟な指示計画が策定されることを願います・・・なんていう注文が多過ぎるから，なかなか終わらないんだろうな。

震災から3年。
職場では，地震発生の時間に全職員で黙祷をささげました。
大学の研究室の後輩は，彼の地元福島で報道に携わっているけれども，今度彼に現場の声を聞いてみよう。
汚染水漏れなどの事故が相次ぐ福島原発。
未だ仮設住宅で生活する被災者の方々。
もちろん，いずれは明るい未来がやってくるとはわかっていても，現実的な実時間は，もう3年も過ぎてしまった。
外にいると，あっという間の3年だったけれども，当事者の方々からすれば，長い3年だったのかもしれない。
あとどれだけ辛抱すれば，我慢を続ければいいのか・・・と心が折れてしまいそうな日々を過ごされているのだろう。
実感の伴わない無責任な想像で慮ることしかできない。
そして，根拠のない楽観視でもって，復興を見守るしかできていない自分が今日もここにいる。

ロンドンスモッグとは，1952年に1万人以上の死者を出した史上最大の公害問題らしい。
日本の四日市ぜんそく(1960年代)もロンドンスモッグと汚染内容が共通するらしい。
そして，この問題が現在，中国の大気汚染として顕在化しているということらしい。
近代化に伴う工業化がもたらす公害問題。
イギリスや日本の事例を対岸の火事として見ていた中国は，今なにを歴史から学ぶだろうか。
そして，そんな中国の問題は，PM2.5として日本の問題にもなっており，看過することはできない。
PM2.5問題がなくとも，化石燃料に依存しきっている中国のエネルギー問題に対して，日本の技術ができることは少なくないように思う。
そういった人道的な意味を建前に，ビジネスチャンスを本音にしてでも，東アジアの一国として，日本はいち早くこの問題に本腰を入れなければならないように思う。

日に日に，刻一刻と情勢が目まぐるしく変化しているウクライナ。
クリミア半島はほぼロシアの支配下となっています（月曜現在）。
中国におけるバス爆発事故もウイグル族によるテロである可能性が高く，（こういう見方はナンセンスで時代遅れなのかもしれないけれど，）社会主義／共産主義国側の情勢不安が続いていますね。
しかし，一方では，お隣 朝鮮半島で南北の雪解けの兆しも見えてきています。
結果論として，現時点では，いわゆる西側諸国が繁栄しつつありますが，最早このご時世，資本主義を貫くことは不可能であり，社会福祉／福利厚生という名のもとに社会主義／共産主義の要素を取り入れなければ，国民の幸福度を高めることは不可能であることを踏まえると，西だの東だの，競争原理だのなんだのという文句は，議論を簡潔にするためだけの極論に過ぎず，冷戦の延長線上の小競り合いは甚だ滑稽な茶番にうつります。
ウクライナの未来は近いうちに決まると思いますが，それまでに，そして，それ後，各国がどのような対応を取るのかを冷静に見守っていきたいと思います。
