Referee Steve Walsh watched a replay before issuing Waratahs hooker John Ulugia a yellow card on Saturday in Sydney for a chest-high tackle on Queensland Reds winger Rod Davies, which left Cheika fuming.

The coach compared Walsh's decision to umpire Aleem Dar's mistake in the first Ashes test on Friday when the Pakistani turned down Australia's appeal for a catch against England's Stuart Broad despite the batsman clearly getting an edge.

"Everyone saw it. I don't know if it was Aleem Dar proportions, but it was pretty crooked," Cheika said after the Waratahs lost 14-12 to their traditional rivals.

"He had a second look as well. It was interesting listening to the third umpire, the TMO. He was saying: 'Do you want me to comment, Steve?'

"And he said: 'No, no, no. I'll have another look.' So he didn't want him to comment obviously.

"But I think everyone saw he put his arms around him. I don't know whether they should have had a kiss or not while they were in there."

Cheika blamed the match officials for softening up the game.

"It's a shame because hardness is going out of the game," he added. "There's nothing illegal about it. It's a good, hard tackle and that's what we try to get guys to do at training.

"Then in a game, as soon as someone puts in a good shot on, everyone panics. Like, 'give him the sin bin'.

"I don't know, touch footy next year maybe."

(Reuters) - A proposal to slash reimbursements to kidney dialysis centers in the United States drove down shares of Fresenius Medical Care AG and Davita Healthcare Partners Inc, two of the world's leading providers of dialysis services.

The proposed 9.4 percent cut in Medicare reimbursements to dialysis centers, announced by the Centers for Medicare & Medicaid Services (CMS) on Monday, was described by JP Morgan as "worse than even our most pessimistic scenario had envisioned".

Germany's Fresenius, the world's biggest dialysis services provider, fell 10 percent to 49.05 euros on the Frankfurt Stock Exchange on Tuesday, making it the worst performing FTSEurofirst 300 stock.

Fresenius's U.S.-listed shares fell more than 8 percent to $32.53 in morning trading to rank among the top losers on the New York Stock Exchange. Shares of Denver-based Davita fell more than 5 percent.

The cuts proposed by the CMS, the federal agency that sets reimbursement rates, are in addition to a 2 percent reduction that kicked in earlier this year under automatic cuts to federal spending.

If the lower reimbursement changes were to be implemented, Davita would be forced to move toward aggressive cost-cutting measures, including potential closures, JP Morgan analysts wrote in a note.

The company, in which billionaire investor Warren Buffett holds a 14.2 percent stake, provides administrative services at 1,991 outpatient dialysis centers in the United States, serving about 156,000 patients.

Raymond James analysts estimated Davita's 2014 revenue could be hit by over $350 million and its earnings per share by nearly $2.00.

"Longer-term dialysis investors may pause to consider the potential shift in the historically positive relationship between the dialysis community and legislators/regulators," they wrote.

The CMS said it was considering phasing the cuts in over several years, concerned that a one-time reduction could lead to a significant reduction in kidney disease facilities and affect patients' access to care.

Davita, Fresenius and other dialysis providers have until August 30 to relay their feedback on the cuts to the CMS. The agency will issue a final ruling this year. (http://r.reuters.com/jaw39t)

Davita was not immediately available for comment.

'PROCEED WITH CAUTION'

Fresenius, which operates 2,100 dialysis facilities in North America, counts the United States as its most important market. It receives about 30 percent of revenue from the CMS.

A Fresenius spokesman said the company was assessing the 186-page document in which the cuts were proposed.

"Our first impression is that costs and prices have not been adequately taken into account," said the spokesman, who declined to be named.

At least one dialysis coalition urged policymakers on Monday to "proceed with caution" in considering the changes, calling the cuts too steep.

"Proposed cuts of this magnitude simply go too far," said Ron Kuerbitz, chairman of Kidney Care Partners, a prominent coalition of patient advocates, manufacturers, dialysis professionals and care providers.

"We are deeply concerned about the implications for dialysis patients and the sustainability of the Medicare end-stage renal disease system."

Medicare's end-stage renal disease benefit covers dialysis care for about 85 percent of the 400,000 Americans living with kidney failure, the coalition said in a statement.

The prediction about Mandela leaving the hospital was made by Thabo Mbeki as he gave a memorial lecture for the African National Congress Saturday, reported the South African radio news service Eyewitness News.

Mandela has been hospitalized for more than five weeks for a recurring lung infection, sparking an outpouring of support in South Africa and internationally. Friends who have visited him say he is on life support in the form of mechanical ventilation.

The most recent official update on his health said Mandela was in critical but stable condition. But both Mandela's wife, Graca Machel, and President Jacob Zuma have said recently that Mandela is responding to treatment.

The anti-apartheid hero spent 27 years in prison before becoming South Africa's first black president in 1994. He turns 95 on Thursday.

Mbeki was Mandela's key deputy and succeeded him as South Africa's president in 1999.

James Arthur Ray, 55, was freed from the state prison in Buckeye, near Phoenix. Nothing in his conditions of release prohibits him from holding self-help seminars or conducting another sweat lodge ceremony, but his brother said Ray has no immediate plans to resurrect his business.

However, Jon Ray didn't rule out the possibility in the future, maintaining the deaths weren't his brother's fault.

"At this point, he wants to get out and hide out, and start putting his life back together, which has been completely turned upside down," he told The Associated Press earlier this week. "I say that with all due respect because I know a lot of people's lives have been turned upside down because of this unfortunate incident."

The tragedy occurred after dozens of people traveled to a scenic retreat just outside Sedona in October 2009 for James Arthur Ray's five-day "Spiritual Warrior" event.

The sweat lodge was the culminating event, touted as "hellacious hot" and a chance for participants to have powerful breakthroughs.

Things started going wrong about halfway through the two-hour ceremony. When it was over, 38-year-old Kirby Brown of Westtown, N.Y., and 40-year-old James Shore of Milwaukee were dead, and 18 others injured.

Liz Neuman, 49, of Prior Lake, Minn., slipped into a coma and died after more than a week in the hospital.

At trial, prosecutors said Ray ratcheted up the heat to dangerous levels, ignored pleas for help, and watched as overcome participants were dragged out of the sweat lodge.

A jury acquitted him of more serious manslaughter charges and convicted him of negligent homicide. He served 85 percent of the concurrent two-year terms for each of the deaths. Ray has appealed the convictions, alleging that errors by the prosecution tainted the case.

Ray has acknowledged that he was responsible for the deaths but offered no excuses for his lack of action as the chaos unfolded at the sweat lodge. He and his attorneys said Ray would have stopped the ceremony had he known people were dying or in distress.

The defense centered its case on the possibility that toxins or poisons contributed to the deaths.

None of the victims' families believes that 20 months was a sufficient sentence. They have said they would rather not see Ray in the self-help industry, or he should at least be more accountable for his actions.

Members of Neuman's family meet regularly to talk about her, share memories and vent feelings of frustration and anger a lot of which is aimed at Ray, said her daughter, Andrea Puckett. The birth of Puckett's two children and her brother's wedding are among the events made bittersweet by the loss of Neuman, she said.

"Ideally, we don't want him (Ray) doing anything in the industry anymore," Puckett said. "I don't think he has the right to work with people. If he does move forward with that, I hope people become aware of what he did and he changes the way that he handles his seminars and his teachings."

Brown's mother, Virginia, has quit her full-time job to focus on the nonprofit group called SEEK Safely that the family formed to help others avoid such a tragedy. This week, she was busy reaching out to people in the self-help industry asking them to commit to basic standards to ensure practitioners are truthful, act with integrity, and respect the people who choose to follow them something she said Ray failed to do.

"While he was in jail, there was a feeling of safety somehow," she said. "Now that he's coming out, I'm not planning on keeping track of his activities."

One of Shore's best friends, Matt Collins, is on the board of directors for SEEK Safely. He expects that Ray will find a way to continue his teachings but doesn't want to see him profit from tragedy.

"Being in prison is probably a good place to reinvent oneself, hopefully for the better," he said. "I don't know whether he's capable of recognizing the damage that the families suffered."

Jon Ray and his wife, who have visited James Arthur Ray in prison over the past 20 months, greeted him Friday as he was released. James Arthur Ray changed clothes in a shed on the prison grounds and jumped in a sedan that drove past a dozen journalists.

While in Arizona for the next few months, Ray must check in with a parole officer and get permission to leave the state. He also cannot drink alcohol or have deadly weapons.

While Ray has no intention of moving back into public seminars, Jon Ray said his brother is "definitely wanting to help people like he's always done.

His website has been undergoing renovations for months and still features coverage of the deaths and his trial. It also prominently showcases his television appearances on Oprah and Larry King and his best-selling book.

Postings on his Facebook page show he hasn't lost all support.

Tom Thomas, a poker player from Amarillo, Texas, who was supposed to be at the 2009 "Spiritual Warrior" event, believes Ray can make a comeback.

"I'd still recommend him today, the man teaches the truth," Thomas said in an interview. "He really teaches what works, he knows what he's teaching, and it's real. I'll never take that away from him."

But such concerns stretch even to New England, an environmentally focused region that long has felt the effects of drifting emissions from Rust Belt states.

Just ask Gary Long, the president of the Public Service Co. of New Hampshire, the state's largest electric company.

Long says the president's plan to impose limits on carbon dioxide emissions suddenly raises questions about the fate of the state's two coal-fired power plants, electricity rates for millions of customers and the ability to find new energy sources. And he also notes that New England has already invested billions of dollars in cleaner energy, agreed to cap its own carbon pollution and crafted plans to import Canadian hydroelectric power.

"New Hampshire's always been ahead of the curve," he says. "Does no good deed go unpunished?"

Long raised those concerns in the days after Obama launched a major second-term drive to combat climate change, bypassing Congress by putting limits for the first time on carbon pollution from new and existing power plants. At the core of his plan are controls on power plants that emit carbon dioxide heat-trapping gases blamed for global warming.

Obama said the changes would reduce domestic carbon dioxide emissions by 17 percent between 2005 and 2020 and "put an end to the limitless dumping of carbon pollution." The program also is to boost renewable energy production on federal lands, increase efficiency standards and prepare communities to deal with higher temperatures.

While the specific impact of Obama's plans varies from region to region, energy industry officials across the nation warn of likely plant closures and electricity rate spikes, illustrating the practical and political challenges Obama faces while balancing the nation's tepid economic recovery with an issue he says has dire implications for the planet's future. Republican leaders, many still skeptical of the existence of man-made climate change, have seized on the potential short-term economic impact of what some call the president's "war on coal" to criticize him and fellow Democrats.

The coal industry has been the most vocal opponent of the plan aside from Republican leaders and coal-state Democrats. Sen. Joe Manchin, a West Virginia Democrat, described the president's policies last week as a "war on America."

But Obama's move was considered long overdue by environmentalists, a vocal segment of the Democratic Party base frustrated by Obama's lack of progress on climate change.

"In New Hampshire, we've been waiting for this," said Catherine Corkery, chapter director for the New Hampshire Sierra Club.

She described the industry concerns over plant closures and rates increases as "shortsighted," predicting that thousands of new jobs focused on green energy development would replace those lost if fossil fuel plants are forced to close.

"Gary Long and those other industry types and the coal types might not be psyched about this carbon standard, but everybody else is excited," Corkery said.

Despite Corkery's enthusiasm, and beyond the political posturing for 2014 congressional campaigns, there is real concern in small towns from New Hampshire to West Virginia that depend on fossil-fuel production for their economic well-being.

Indeed, 650 miles from New Hampshire's largest coal plant, employees at the Longview Power Plant in Maidsville, W.Va., fear the president is simply trying to shut down their operation.

"Our jobs are really on the line," said Joseph Douglass, the environmental manager at the plant. It employs 95 people and has strong ties to local mines, quarries and trucking industries that employ as many as 500 more.

The facility is one of the nation's newest and cleanest coal-fired power plants, with more than $500 million of its $2 billion price tag dedicated to environmental and air-quality controls.

Douglass said it does appear the administration is waging the "war on coal" that the industry has complained about for several years.

"Everybody wants to live in a clean and healthy environment. Everybody wants industry to do their best," Douglass said. "We share, I think, more than we disagree about the need for a clean environment. But, you know, we have questions about some of the conclusions that have been reached and the direction that those conclusions are leading us in. Is this really the right thing to do? We're not sure."

While West Virginia has more than 20 coal-fired plants, New Hampshire has just two.

With roughly 100 employees, New Hampshire's biggest coal-fired plant, Merrimack Station, is "in a rough place," according to Tim Sink, president of the Greater Concord Chamber of Commerce.

"It's just seems like they're being forced into a place where they may close the plant," he said.

Asked whether his company may close Merrimack Station, Long said, "That's an open question."

"We don't know the detail yet," Long continued, wondering aloud whether the state's natural gas and oil facilities would be affected. "We know that it's going to lead to a lot of litigation and uncertainty."

Energy officials may be the most vocal critics of the president's push to crack down on global warming, but strong majorities of Americans polled say global warming is a problem.

An AP-GfK poll conducted last November found that 78 percent of Americans including 70 percent of Republicans believe the world's temperature has been rising over the last 100 years. If nothing is done to reduce global warming in the future, it will become a serious problem for the United States, said 80 percent of Americans and 61 percent of Republicans.

About 97 percent of climate scientists around the world who study and publish on the issue agree the world is warming, it is caused by the burning of fossil fuels, and it is a major environmental problem.

But there is substantial disagreement among Americans over whether government should take action to combat global warming. Just 33 percent of Republicans said the government should do quite a bit or a great deal about global warming, compared with 58 percent of independents and 75 percent of Democrats. And 41 percent of Republicans say that if the U.S. took action to reduce global warming, it would hurt the economy, compared with 29 percent of independents and 12 percent of Democrats.

Inside Robie's Country Store, a few miles away from New Hampshire's Merrimack Station, local teacher and carpenter David Erikson said the environmental threat presented by global warming should supersede short-term economic concerns.

"We're going to have to do something," said Erikson, 59, of nearby Weare, N.H., "or we're doomed."

In a recent interview with The Associated Press, the foursome opened up about love, One Direction and the media circus surrounding Justin Bieber.

AP: How has dating changed for you?

Princeton: Before I used to fall for women really easily, or girls, when I was in school. And after meeting the fans and we got really comfortable with our fans, seeing a girl that you really like wasn't really nerve-racking. You just go for it.

Ray Ray: I noticed that if I'm at home and I wanted to see the girl, I don't usually talk on the phone or text. I'm like on Facetime all the time.

Princeton: Skype is like a miracle.

Prodigy: Yeah.

Princeton: No.

Ray Ray: Absolutely.

Roc Royal: We said it in our song, so like I think I am. But you know, I'm just waiting on the right moment, the right girl to fall in love with.

AP: Do you see other boy bands like One Direction and The Wanted as competition?

Princeton: We don't really see it as a competition because the one thing that sets us apart from other boy bands is that we are urban and we have our own movement and we do dance a lot.

Roc Royal: It is competition, but it's a friendly competition because who doesn't want to actually be friends with people in the industry? Everybody should be friends.

AP: Do you worry that being part of a teen group has caused you to miss out on a normal childhood?

Roc Royal: Not at all. You know basic kid stuff that's too easy. I'd rather travel around the world and see new things.

Ray Ray: I don't feel like I'm missing anything. I just wish I could have done one year in high school. ...I've been talking to my friend, she's a really good friend of mine and she goes to a high school and I told her I'm gonna go to her high school for like a couple of days just to feel the experience. I think that would be dope.

Princeton: I already lived my childhood. Five years is good enough for me and this is the life that I want.

AP: You toured with Justin Bieber. Do you think he's being unfairly portrayed in the media?

Prodigy: Any time an artist ... gets really big and is at the top a lot of people just want to bring them down, which I think is just real stupid and they just need to stop.

Ray Ray: I've been places like with him and then seen the whole story get flipped around into something that never happened. But you know, he keeps his temper and I've learned that from him. He's really good at it.

AP: How do you handle critics and naysayers?

Roc Royal: When people talk I just work harder.

Princeton: I was bullied in school. I had two worlds: I had the school world, my normal life, and I had the dance world. And there were dancers that I would audition with and they would say, "You're too short," ''You're too chubby," ''You'll never make it" (and) "You don't have this." Then I went to school and I heard the same thing. But ... I always stayed true to myself and now I'm sitting here.

Ray Ray: Us being like an African American group, we got a lot of people saying, "You're not going to make it to a second album." And it feels good to know that we did make it to a second album and we proved a lot of people wrong and we're gonna have a third album and a fourth album.

The Hungarian factory will end production in September, leaving the company with one solar cell plant each in Japan's Osaka and Shiga prefectures and another in Malaysia, the business newspaper said.

Equipment from the Hungarian facility will be transported to the other plants, the daily said.

The European solar energy market is dominated by Chinese suppliers such as Yingli Green Energy . The market has been shrinking due to duties imposed by the European Union on imports of Chinese solar panels.

A growing Japanese market along with a weak yen prompted Panasonic to shift production to Japan from Europe, the Nikkei said.

The company aims to sell some 675,000 kw of solar cells worldwide in the year ending March, up 25 percent from a year earlier, the Japanese daily said.

Obama will meet privately with his cabinet on Monday morning about the plan and then make public remarks at 11:50 a.m. (1550 GMT).

The White House said the plan would build on progress made so far in opening up government data to entrepreneurs and in modernizing government services.

In Obama's first term, the effort helped the administration reduce technology costs by more than $2.5 billion, the White House said.
