Despite scattered killings and fears of fraud, the polls were expected to be relatively peaceful after authorities took steps to prevent chaos in one of Asia's most raucous democracies. Polling started at 7 a.m. and ends at 7 p.m. with first results expected in 48 hours.

More than 52 million Filipinos have registered to elect 18,000 officials, including half of the 24-member Senate, nearly 300 members of the House of Representatives and leaders of a Muslim autonomous region in the south, where Islamic insurgents, al-Qaida-linked gunmen and private armies have long been a concern.

Elections in the Philippines are about name recall. Parties exist in name only and to bankroll campaigns. Political platforms are an addition, less important than a catchy slogan or good TV ad.

Still, the outcome will determine the level of support for President Benigno Aquino III's reform agenda in his remaining three years in office. Aquino has been praised at home and abroad for cracking down on widespread corruption, backing key legislation and concluding an initial peace agreement with Muslim rebels.

But he cannot run for re-election and a choice of his successor will depend on the new political landscape.

Among 33 senatorial candidates are two of Aquino's relatives, a neophyte daughter of the vice president, a son of the sitting chamber president, a son of a late president, an ousted president's son, a spouse and children of former senators and there's a possibility that two siblings will be sitting in the same house. Currently, 15 senators have relatives serving in elective positions.

The race for the House is even more of a family affair. Toppled dictator Ferdinand Marcos' widow, the flamboyant 83-year-old Imelda, is expected to keep her seat as a representative for Ilocos Norte province, the husband's birthplace where the locals kept electing the Marcoses despite allegations of corruption and abuse during their long rule. Marcos' daughter, Imee is seeking re-election as governor and the son, Ferdinand "Bongbong" Marcos Jr., is already a senator.

Boxing star Manny Pacquiao is also seeking re-election in the House and building a dynasty of his own: his brother Rogelio is running to represent his southern district and wife Jinkee as vice-governor for Sarangani province.

On the local level, Joseph Estrada, who was ousted in a 2001 "people power" revolt on corruption allegations, is running for mayor of Manila, hoping to capitalize on his movie star popularity, particularly among the poor masses.

Philippine elections have long been dominated by politicians belonging to the same bloodlines. At least 250 political families have monopolized power across the country, although such dynasties are prohibited under the 1987 constitution. Congress long controlled by members of powerful clans targeted by the constitutional ban has failed to pass the law needed to define and enforce the provision.

"Wherever you go, you see the names of these people since we were kids. It is still them," businessman Martin Tunac, 54, said after voting in Manila. "One of the bad things about political dynasties is they control everything, including business."

School counselor Evelyn Dioquino said that the proliferation of political dynasties was a cultural issue and other candidates stood little chance because clans "have money, so they are the only ones who can afford (to run). Of course, if you have no logistics, you can't run for office."

Critics worry that a single family's stranglehold on different levels of government could stymie checks against abuses and corruption. A widely cited example is the 2009 massacre of 58 people, including 32 media workers, in an ambush blamed on rivalry between powerful clans in southern Maguindanao province.

In the latest violence, gunmen killed five people and wounded two mayoral candidates in separate attacks over the weekend. Last month, gunmen fired on a truck carrying a town mayor and his supporters in southern Lanao del Norte province, killing 13 people including his daughter.

The 125,000-strong military has helped the government in urging candidates to shun violence. An army general took off with his troops aboard two helicopters and dropped leaflets calling for peaceful elections in Masbate, a central province notorious for political killings.

Ana Maria Tabunda from the independent pollster Pulse Asia said that dynasties restrict democracy, but added that past surveys by her organization have shown that most Filipinos are less concerned about the issue than with the benefits and patronage they can receive from particular candidates. Voters also often pick candidates with the most familiar surnames instead of those with the best records, she said.

"It's name recall, like a brand. They go by that," she said.

Sappi, the world's largest maker of fine paper used in glossy magazines, said diluted headline earnings per share totalled 7 U.S. cents in the quarter to end-March from 10 U.S cents a year earlier.

Headline EPS, which exclude certain one-off and non-trading items, is the main profit gauge in South Africa.

The global paper industry is struggling to recover from a slump caused by sluggish demand and over capacity as major consumers in Europe grapple with recession.

But Sappi is turning its focus to higher margin businesses such as specialised cellulose to boost its earnings.

The company, also the world's top producer of chemical cellulose, is currently working on boosting its capacity of the product to more than 1.3 million tonnes a year.

Sappi produces chemical cellulose from its own woods for conversion into raw materials for clothing, plastics, food and pharmaceutical products.

The 11 were taken Thursday in a remote part of Nangarhar province, said Hazrat Hussain Mashreqiwal, provincial police spokesman. He did not name the abductors but said local officials and tribal elders were trying to negotiate the mine clearers' freedom.

According to the United Nations there are an estimated 10 million mines scattered throughout 150 of Afghanistan's 400 districts, a legacy of 30 years of war. Children and farmers face the most serious threats from the discarded explosive devices. On Friday three children in central Ghazni province were killed when they tried to dismantle an old bomb.

Also Saturday, a series of bombings targeted Afghanistan's intelligence and security personnel.

In a remote corner of northeastern Afghanistan a bomb killed an intelligence officer at his home, while in eastern Afghanistan a remote-controlled bomb ripped through a police vehicle killing two and injuring three other police officers, many of them seriously. A third bombing in Afghanistan's northern Faryab province wounded the district police chief.

No one immediately claimed responsibility for any of the bombings but Taliban insurgents have been targeting Afghan National Security Forces with deadly regularity. In the first four months of this year more than 400 Afghan security personnel have been killed in insurgent attacks compared with 224 in the same period last year.

For the first time in Afghanistan's 12-year war, Afghan Security Forces are taking the lead in the battle against insurgents in nearly 90 percent of the country. Deputy Secretary of State William Burns, in Afghanistan for talks on a key bilateral pact, said Afghan security forces will be in the lead in 100 percent of the country by the end of the year, ahead of the withdrawal of international combat troops in 2014.

Mohammed Zahir, spokesman for Nuristan's governor, said the province's deputy intelligence chief Faiz Mohammed was killed when a bomb planted inside his home exploded. It wasn't immediately known how the bomb was detonated.

In eastern Nagarhar province, Ahmed Zia Abdulzai, a spokesman for the provincial governor, said that a remote-controlled roadside bomb detonated as a police vehicle passed.People in the area chased three men who appeared to throw away a detonating device. Abdulzai said three men were arrested one Pakistani and two Afghan nationals.

Afghanistan accuses Pakistan of allowing safe havens for insurgents on its territory. It also charges that Pakistani militants are among the foreign insurgents aiding the Taliban in its battle against government forces. Pakistan denies the allegations.

Wong, currently legal director at Twitter, could not immediately be reached for comment.

The new adviser will work with federal Chief Technology Officer Todd Park, and will join the White House as Obama focuses more attention and resources on fighting hackers.

Congress and the White House have been arguing about how best to address cyber security for more than a year.

Last month, the House of Representatives passed a new cyber security bill which will next be considered by the Senate. It is designed to help companies and the government share information on cyber threats, though concerns linger about the amount of protection it offers for private information.

Wong has testified before Congress about her concerns about Internet censorship in countries around the world.

In 2010, when she was Google's vice-president and deputy general counsel, Wong told a Senate Judiciary Committee hearing that the U.S. government should make Internet freedom a key part of foreign policy.

LOS ANGELES (Reuters) - Michael Jackson's personal doctor was in financial and legal troubles at the time of the singer's death, a Los Angeles detective testified on Wednesday in the wrongful death lawsuit brought by Jackson's family against concert promoters AEG Live.

Conrad Murray was "in desperate financial straits," and under legal pressure with liens against his property in Nevada, Los Angeles police detective Orlando Martinez told a jury in the civil trial.

Martinez, who investigated Jackson's 2009 death, said Murray had unpaid student loans, was behind on credit card bills and owed rent for his business.

Murray, who had asked for $5 million to care for the singer, was convicted in 2011 for Jackson's involuntary manslaughter of Jackson through an overdose of powerful anesthetic propofol weeks before a planned series of 50 concerts.

Jackson's immediate family accuses AEG Live, who were promoting the London concerts, of negligence in hiring Murray, failing to conduct proper background checks and going to extreme lengths to get the singer ready for the shows. Murray is not being sued.

AEG Live maintains that Jackson kept his dependency on propofol secret from outsiders, that a proposed contract with Murray was never fully executed and they could not have foreseen that Murray posed a danger to Jackson.

Martinez was the second witness called by attorneys for Jackson's family. A paramedic who tended to Jackson after the overdose, testified on Tuesday that Murray had appeared "frantic," "pale" and "sweating" but never mentioned that Jackson had taken propofol, which is typically used in surgical settings.

Jackson, 50, was pronounced dead in a Los Angeles hospital on June 25, 2009, a day after a rehearsal and three weeks before the first concert on his "This Is It" tour.

Jackson's 82-year-old mother Katherine and the singer's two oldest children Prince and Paris, are also on the witness list later in the civil trial along with singers Diana Ross and Prince, and "The Incredible Hulk" actor Lou Ferrigno.

Attorneys for AEG Live warned jurors on Monday that the trial, expected to last three months, would expose "some ugly stuff" about the King of Pop.

"I do not foresee a scenario in which boots on the ground in Syria, American boots on the ground, would not only be good for America but also would be good for Syria," Obama said at a news conference.

The president's declaration was in line with the apparent prevailing sentiment in Washington. Even one of Obama's chief antagonists on Syria, Sen. John McCain, R- Ariz., has said he does not advocate sending ground troops, arguing that would be "the worst thing the United States could do right now."

Obama also said he had consulted with Mideast leaders who want to see Syrian President Bashar Assad's departure and agree with his assessment that the U.S. shouldn't send ground forces. After long wars in Afghanistan and Iraq, another U.S. intervention in the region could further inflame anti-American sentiment.

Obama, who was meeting with Central American leaders in Costa Rica, was asked what the United States would do if its investigations find firmer evidence of Syrian use of chemical weapons. He repeated his earlier assertion that it would be a "game-changer."

"We will stay on this," Obama said. The United States has sent humanitarian aid to the Syrian rebels, but not arms. The two-year civil war that has left an estimated 70,000 people dead and hundreds of thousands of refugees.

On Thursday, Defense Secretary Chuck Hagel said the Obama administration is rethinking its opposition to arming the rebels. Hagel said that the U.S. was consulting with allies and that and he personally hadn't decided whether it would be a wise move. Sending arms is considered risky partly because of fears that some would end up in the hands of al-Qaida-linked fighters and might someday be used against the United States.

Obama said the U.S. already is putting pressure on the Syrian government, including through humanitarian aid to the opposition. If systematic use of chemical weapons by Assad's forces were confirmed, he said, the United States would present that evidence to the international community.

"When it comes to using chemical weapons, the entire world should be concerned," he said.

He also stressed the importance of moving cautiously. The Syria question comes as the U.S. is leaving Afghanistan after more than a decade of war there, most of it fought as the nation was also at war in Iraq.

"When we rush into things, when we leap before we look, not only do we pay a price but oftentimes we see unintended consequences on the ground," Obama said. "It's important for us to do it right."

The administration announced last week that it believes Assad has used chemical weapons but said the intelligence wasn't clear enough to be certain that the regime has crossed a "red line" of definite chemical weapons use that he said would have "enormous consequences" for Assad's government.

Obama said Friday it's not yet clear when, where or how the weapons might have been used.

(Reuters) - Nasdaq OMX Group Increported a lower first-quarter profit on Wednesday as the transatlantic exchange operator set aside cash to reimburse firms harmed in Facebook Inc'sbotched market debut last May.

Net income attributable to Nasdaq totaled $42 million, or 25 cents a share, down from $84 million, or 48 cents a share, a year earlier.

Nasdaq said it set aside $62 million of expenses for its Facebook reimbursement plan. It set aside $10 million to possibly settle a probe by the U.S. Securities and Exchange Commission into the problems surrounding the initial public offering.

Stripping out one-time charges, Nasdaq earned 64 cents a share. That was 2 cents higher than analysts had expected, on average, according to Thomson Reuters I/B/E/S.

Net revenue grew 1 percent to $418 million, as analysts expected.

Retail market makers have estimated they lost a combined $500 million due to Facebook's IPO on May 18, when a systems failure at Nasdaq prevented timely order confirmations for many market participants. That left them trading in the dark in the midst of the leading online social network's market debut.

In March, the SEC approved Nasdaq's plan to reimburse firms that meet certain criteria up to a total of $62 million. However, Nasdaq disclosed that the SEC's Division of Enforcement was conducting an investigation relating to the systems issues.

Nasdaq has been diversifying away from transaction-based revenues over the past several years, putting more of a focus on business units that provide a steadier income flow through providing services like technology and data to other companies.

On April 1, Nasdaq said it would buy electronic Treasuries-trading platform eSpeed from BGC Partners Inc for $750 million in cash, providing the exchange operator an entry into one of the world's largest and most liquid cash markets.

The New York-based company said in March it planned to create a market for trading shares of unlisted companies in a joint venture with trading platform SharesPost Inc. And it announced in December it was buying Thomson Reuters Corp'sinvestor relations, public relations and multimedia services units for $390 million.

Nasdaq said Wednesday its total operating expenses would be in the range of $972 million to $1 billion, up from guidance at the end of the previous quarter of $960 million to $990 million.

The expense guidance does not include expenses related to Nasdaq's cost reduction plan, expenses for the Facebook payback plan, the SEC investigation, special legal expenses, or expenses associated with the eSpeed and Thomson Reuters' unit deals.

At first, Home will only work on some Android devices, including HTC Corp.'s One X and One X Plus and Samsung Electronics Co.'s Galaxy S III and Galaxy Note 2. A phone from HTC that comes pre-loaded with Home will be available starting April 12, with AT&T Inc. as the carrier.

The idea behind the software is to bring Facebook content right to users' home screens, rather than requiring them to check various apps to see what their friends are up to, or to chat. Down the line, Facebook will integrate its existing camera app and other features. Though cameras and calls weren't part of Thursday's presentation, Facebook CEO Mark Zuckerberg promised the Home software will be updated at least once a month to add more features and fix bugs.

"Home" comes amid rapid growth in the number of people who access Facebook from phones and tablet computers. Of the social network's 1.06 billion monthly users, 680 million log in using a mobile gadget. As a result, the money Facebook makes from mobile advertising is also growing.

With Home, Facebook wants to design smartphone software around people rather than apps, Zuckerberg said during the service's unveiling at Facebook's Menlo Park, Calif., headquarters.

"Why do we need to go into all the apps in the first place to see what is going on with the people we care about," he asked.

"We think this is the best version of Facebook there is," he said.

Zuckerberg said users can have an experience on Android phones that they can't have on other platforms. That's because Google makes the software available on an open-source basis, allowing phone manufacturers and software developers to adapt it to their needs.

Recognizing that text messaging is one of the most important tasks on a mobile phone, Facebook showed off a Home feature called "chat heads." This lets users communicate with their friends directly from their home screens without opening a separate app.

"What Facebook wants is to put itself at the front of the Android user experience for as many Facebook users as possible and make Facebook more elemental to their customers' experience," said Forrester analyst Charles Golvin.

While that makes sense for Facebook, the analyst thinks the company is overestimating "the extent to which this is something their users want."

"I'm sure there are people out there whose lives revolve around their social network and for them it makes sense to have it front and center," Golvin said. "But this doesn't describe the majority of consumers."

The new Home software won't be available for Apple's iPhone and iPad devices. Apple's iOS and Mac operating systems include features that integrate Facebook's services, but Zuckerberg said doing something like Home would require a closer partnership.

Apple had no immediate comment.

For Google, the announcement isn't great news. The company gives away its Android software for free, in the hope that it will steer phone users to ads Google sells. With Home, Facebook is inserting itself between users and Google, diverting them to its own ads and services. It's not the first time a big Internet company has co-opted Android: Amazon.com's Kindle Fire tablets run a version of Android that strips out all Google services, replacing them with Amazon's equivalents.

The deeper mobile integration will help Facebook to attract more mobile advertisers. Though mobile ads were a big concern for Facebook's investors even before the company's initial public offering last May, some of the worry is subsiding as the company muscles its way into the market.

Last year, Facebook began showing ads to its mobile audience by shoehorning corporate-sponsored content into users' news feeds, which also include updates from friends and brands they follow. Facebook now faces the challenge of showing people mobile ads without annoying or alienating them.

At this early stage, advertisements are not part of Facebook's Home. Ads "are something we look forward to doing a great job with," said Cory Ondrejka, director of mobile engineering.

He said Facebook won't start showing ads "until we are sure we got it right."

That time will certainly come. The mobile advertising market is growing quickly, thanks in large part to Facebook and Twitter, which also entered the space in 2012. Research firm eMarketer expects U.S. mobile ad spending to grow 77 percent this year to $7.29 billion, from $4.11 billion last year.

Facebook, meanwhile, is expected to earn $1.53 billion in worldwide mobile ad revenue this year according to eMarketer, up from $470.7 million last year.

Facebook's stock rose 85 cents, or 3.2 percent, to $27.10 in afternoon trading following the announcement. It's still nearly 23 percent below its initial public offering price of $35.

NEW YORK (Reuters) - U.S. stocks mostly slipped on Friday as the latest round of economic data indicated that growth fell short of expectations in the latest quarter.

Amazon.com Inctumbled after results, pressuring both the S&P 500 and Nasdaq, though gains at Hewlett-Packard Coand Chevron Corpkept the Dow in modestly positive territory. Despite the day's decline, major indexes were on track for a week of solid gains.

Gross domestic product expanded at a 2.5 percent rate in the first quarter, below estimates for growth of 3 percent but above the 0.4 percent rate in the fourth quarter of 2012.

The data could raise doubts about the ability of the economy to absorb government spending cuts and higher taxes, and may fuel speculation on the possibility of more Federal Reserve measures to boost growth, or at least keep its current stimulus plans in place.

"The moderate move to the downside isn't out of line with the GDP data as light as it was," said Steve Sosnick, equity-risk manager at Timber Hill/Interactive Brokers Group in Greenwich, Connecticut. "It wasn't so great, but not bad enough to derail the freight train the market has been on."

The S&P is 1.7 percent higher on the week while the Dow is up 1.2 percent and the Nasdaq is up 2.3 percent.

The Thomson Reuters/University of Michigan's final reading on the overall index on consumer sentiment fell to 76.4 from 78.6 in March, although it topped economists' expectations for 73.2 and improved upon the preliminary April reading of 72.3.

Amazon shed 7.1 percent to $255.25 and was the biggest drag on both the S&P and Nasdaq 100after revenue growth slowed in the first quarter as the world's largest Internet retailer struggled overseas, even as margins jumped on lower shipping expenses.

Chevron rose 1.1 percent to $119.78 after the energy giant posted earnings that beat expectations, helped by foreign currency gains.

"In general, earnings haven't been blockbusters, but the fact that we've had a sharp rally through the season tells you the market is relatively sanguine about what has come out," Sosnick said.

The Dow Jones industrial averagewas up 15.39 points, or 0.10 percent, at 14,716.19. The Standard & Poor's 500 Indexwas down 3.70 points, or 0.23 percent, at 1,581.46. The Nasdaq Composite Indexwas down 13.35 points, or 0.41 percent, at 3,276.64.

Hewlett-Packard gained 3.2 percent to $20.21, helping to keep the Dow in the green.

Shares of Starbucks Corp , the world's biggest coffee chain, slipped 1 percent to $59.85 after it reported a quarterly profit that matched Wall Street estimates, although revenue was slightly below expectations.

The PHLX housing sector indexgained 1.2 percent and was on track for its sixth consecutive advance, getting a lift from D.R. Horton Incand Weyerhaeuser Coafter the No. 1 U.S. homebuilder and forest products company reported earnings.

D.R. Horton shares jumped 7.3 percent to $26.31 though Weyerhaeuser slipped 0.8 percent to $31.12.

With 51 percent of the S&P having reported, 69 percent have beaten earnings expectations, above the 63 percent average since 1994 and slightly over the 67 percent beat rate over the past four quarters.

However, revenue has been lackluster, with only 42 percent topping analyst forecasts, well below the 62 percent average since 2002 and the 52 percent beat rate for the last four quarters.

Analysts now see earnings growth of 3.6 percent this quarter, up from expectations of 1.5 percent at the start of the month.
