Tens of thousands of people gathered Tuesday evening at a large park in the former British colony. They turned the park into a sea of flickering light as they held candles aloft to remember those killed when their protests in central Beijing were crushed by the Chinese military on June 4, 1989. Commemorations of the crackdown are suppressed everywhere else in China.

The vigil was cut short by a brief but heavy tropical downpour that sent some scurrying for the exits. But many remained, huddling with their candles under umbrellas. Organizers estimated a crowd of 150,000 while police put the number at 54,000, local media reported.

"We need to let everyone know" about what happened, said Alex Lai, a 26-year-old accountant who has been attending the vigil for 10 years. "Because if you don't hold this event then the memory will quickly be forgotten."

Organizers and crowd members called for Beijing to reverse its verdict on the protests, which Communist Party leaders have condemned as a counterrevolutionary riot.

In Beijing, there was no sign of large-scale protest, but some people answered a call by activists to wear black to work in remembrance. As in previous years, many pro-democracy activists themselves were not allowed to leave their homes to mark the anniversary. On the country's lively social media, searches for words including "commemorate" and "6_4" were banned, and the candle emoticon was removed.

In Hong Kong, the event has taken on a life of its own, with residents of the now-semiautonomous Chinese region expressing unhappiness that their administrators are still hand-picked by Beijing despite promises of more democracy.

"There are more people who want to use this vigil regarding June 4 as a way to protest against Beijing's heavy-handed intervention in Hong Kong affairs," said Willy Lam, a professor at Chinese University of Hong Kong.

When Hong Kongers poured into the streets in 1989, their sympathy with the protesters in Beijing had more to do with fears about impending Chinese rule then eight years away. Now it's about current problems that include corruption, a leader viewed by many as inept and tin-eared, and a yawning wealth gap that has stifled the aspirations of the city's large middle-class.

And "of course it also expresses the anger of people over the Chinese government messing with our democratic reform," said pro-democracy legislator Lee Cheuk-yan.

Mike Yip, a sales consultant attending the vigil, said people were dissatisfied with the lack of reform.

"Everybody understands we can't change anything in the short term but we hope that slowly there will be changes," he said.

When Hong Kong was handed back to China in 1997, it was allowed to keep its own political system and Western-style civil liberties such as freedom of speech until 2047.

Residents can vote for some of their legislators, while others are chosen by business and other special interest groups. They've never been able to choose their leader, who during British colonial rule was dispatched from London. Since China retook control, the leader, now known as chief executive, has been chosen by a committee of mostly pro-Beijing elites.

Beijing has pledged to allow Hong Kongers to elect their leader by 2017 and elect all legislators in 2020 but no roadmap has been laid out.

The lack of progress has led Hong Kong University Professor Benny Tai to propose a protest movement in which supporters would occupy the city's financial district in 2014 in a last-ditch attempt to press their demands for a genuine chief executive election.

Hong Kongers' yearning for democracy is illustrated by their frustrations with current Chief Executive Leung Chun-ying, who has been hit by a series of controversies since taking office less than a year ago.

Leung's already poor approval rating plummeted further over the past few months, according to opinion polls by Hong Kong University researchers. Last week, a senior mainland official took the unusual step of denying there was a plan to replace him.

"One huge problem with C.Y. Leung is that he's a yes-man; he's regarded as a stooge of Beijing," Lam said.

Last year, protests forced Leung to back down from plans to require Chinese patriotism classes in schools, which some parents feared was a form of brainwashing. In January, he survived an impeachment attempt.

Leung took office with promises to provide more affordable housing but residents haven't had much relief from high rents and home prices in Hong Kong, where tens of thousands live in cubicles, metal cages or other substandard housing even though it's one of Asia's richest cities.

His latest troubles revolve around a scandal involving a member of his Cabinet, Barry Cheung, a businessman and key supporter of his bid for Hong Kong's top job. Cheung was forced to resign from all his public positions after police launched an investigation into him and his Hong Kong Mercantile Exchange, which had to return its trading license last month, two years after it opened. Six people have also been arrested in connection with the investigation.

A spate of corruption scandals has raised worries about the integrity of public officials in Hong Kong, an Asian financial center that likes to boast of clean government and strong rule of law. In May, the city's corruption watchdog launched a criminal investigation of its former chief over complaints of excessive spending on gifts and meals on visits with mainland Chinese officials.

Last year, the Independent Commission Against Corruption also investigated Leung's predecessor over allegations he received favors from wealthy friends. Separately, a former chief secretary, the second highest ranking official, has been charged in a corruption case along with a pair of billionaire developers.

Tensions have also been growing over the unwelcome side-effects of increasing numbers of mainland visitors. Last year about 35 million visited Hong Kong, a cramped city of 7.1 million. Locals have taken to deriding their mainland cousins as "locusts" for their reputation for buying up luxury goods, apartments and even baby formula.

To calm rising anger over shortages of formula coveted by mainland parents after China's tainted milk scandal the government in March prohibited visitors from leaving the city with more than two cans. Some 1,525 people have since been arrested for smuggling.

Following Tuesday's vigil, some plan to march to the Chinese central government's liaison office where, radical lawmaker Leung Kwok-hung said, they will demand the Communist Party end one-party rule, pay homage to the Tiananmen victims and release all political prisoners.

The 27-year-old aced the 11th and seventh as he shot a seven-under-par 65 to finish with a two-under-par total of 142, 11 behind leader Matteo Manassero of Italy.

Manassero, 20, winner of last week's PGA Championship at Wentworth, also carded a 65 for 131.

"The shot at the 11th, my second hole, kick-started things," Dodt told reporters. "I made a few more birdies in between, then a couple of bogeys and I was heading the wrong way when I got to the seventh.

"That was an eight-iron, it felt a little bit heavy at the start but it was right on line and went in. I can't get my head around it - I'm pretty proud to be the first one to do it.

"I didn't putt very well today so I'm glad I was able to hole with a long club."

"The complexity of the law didn't require the IRS to target people for their political beliefs," said Rep. David Camp, the Michigan Republican who chairs the tax-writing House Ways and Means Committee. But, he added, "I think giving the IRS less discretion is going to be important, and that's what a simplified code would do."

Most taxpayers now pay someone to do their taxes or buy commercial software to help them file. In a report earlier this year, national taxpayer advocate Nina E. Olson ranked complexity as the most serious problem facing both taxpayers and the IRS. People simply trying to comply with the rules often make inadvertent errors and overpay or underpay, she said. Others, she added, "often find loopholes that enable them to reduce or eliminate their tax liabilities."

Camp and his Democratic counterpart in the Senate, Finance Committee Chairman Max Baucus of Montana, have been working for months on what would be the first major tax overhaul since 1986. At nearly 4 million words, Camp likes to say the current code is "10 times the size of the Bible with none of the good news."

Lawmakers in both parties say the current storm buffeting the IRS underscores how overly complex tax provisions have given the agency too much discretion in interpreting and enforcing the law.

"This is the perfect example of why we need tax reform," said Rep. Tim Griffin, R-Ark., a member of the Ways and Means Committee. "If you want to diminish and limit the power of the IRS, you have got to reduce the complexity of the tax code and take them out of it."

There are formidable obstacles to completing a major tax overhaul this year or next. Both parties say they want to cut overall tax rates by getting rid of tax breaks but they disagree on whether more revenues should be part of the equation. And for all the work Camp and Baucus have done, they have yet to answer hard questions about which tax breaks to scrap.

Americans like their credits, deductions and exemptions the provisions that make the tax law so complicated in the first place. In exchange for lower tax rates, would workers be willing to pay taxes on employer-provided health benefits or on contributions to their retirement plans? How would homeowners feel about losing the mortgage interest deduction?

Those are among the three biggest tax breaks in the tax code, according to congressional estimates, together saving taxpayers nearly $300 billion this year.

The IRS scandal erupted a little over two weeks ago when the agency revealed that agents assigned to a special team in Cincinnati had targeted tea party and other conservative groups for additional, often burdensome scrutiny when they applied for tax-exempt status. The targeting lasted more than 18 months during the 2010 and 2012 election campaigns, hindering the groups' ability to raise money, according to a report by the agency's inspector general.

Since then, two top IRS have officials lost their jobs, and a third has been placed on paid administrative leave. Investigations by Congress and the Justice Department are under way.

The IRS was screening the groups' applications because agents were trying to determine their level of political activity. IRS regulations say tax-exempt social welfare organizations may engage in some political activity but the activity may not be their primary mission. It is a vague standard that agents struggled to apply, according to the inspector general's report. Lawmakers in both parties have complained for years that overtly political groups on the left and right have taken advantage of the rules to claim tax-exempt status and hide the identities of their donors.

"There are countless political organizations at both ends of the spectrum masquerading as social welfare groups in order to skirt the tax code," Baucus said. "Once the smoke of the current controversy clears, we need to examine the root of this issue and reform the nation's vague tax laws pertaining to these groups."

Some Republicans hope to use an upcoming debate over increasing the federal government's borrowing authority to trigger action on tax change. The government is expected to reach the borrowing limit by early fall, raising the possibility of another debt standoff like the one in 2011 that brought it to the brink of default.

Details are fluid, but congressional aides have been working on mechanisms to streamline the process of passing a tax package, in exchange for raising the debt ceiling, perhaps guaranteeing floor votes on bills approved by the tax-writing committees in the House and Senate.

President Barack Obama, however, has said he won't negotiate over raising the debt ceiling.

Obama has called for an overhaul of corporate taxes, and he laid some groundwork to accomplish that in his latest budget proposal. He also has said he wants to do comprehensive tax reform as part of a broad budget deal that cuts spending and reformulates entitlement programs. Such a grand bargain has proven elusive.

Camp and Baucus say they are open to a process that links tax reform to the debt ceiling. But Baucus warns: "I don't want to be part of something that's political or partisan. But I do want to be part of something that's practical and pragmatic that looks like it's going to advance the ball."

Baucus, who has been in the Senate since 1978, announced in April he won't run for re-election in 2014. He said he will focus much of his remaining time in the Senate on trying to steer a tax package through Congress.

Camp says he is committed to passing a tax bill out of his committee by the end of the year. There is no guarantee the full House would take up the bill, but Speaker John Boehner, R-Ohio, has signaled his support for the effort by reserving the prestigious bill number HR 1 for a tax overhaul measure.

Lawmakers in both parties are convinced that simpler, easier-to-understand tax laws would spur economic activity. But there are significant partisan differences.

The Republican recipe calls for reducing or eliminating tax breaks that benefit targeted taxpayers, and using all the additional revenue to reduce overall rates for everyone. The tax system would raise about the same amount of money, but businesses could focus on being more efficient instead of trying to take advantage of targeted tax breaks, supporters say.

Obama and Democratic leaders in Congress also want to reduce or eliminate various tax breaks. Overall income tax rates would be lower, but the wealthy would pay more each year because they would lose certain exemptions, deductions and credits.

TALLAHASSEE (Reuters) - Florida Governor Rick Scott signed the largest budget in his state's history on Monday while vetoing a college tuition increase and axing $368 million in projects he said did not meet his Republican criteria of job creation, education improvement and holding down the cost of government.

Scott, who had a tough time selling some of his economic priorities in the Republican-led legislative session that ended May 3, used his line-item veto to delete a 3 percent tuition hike. The increase was a priority of House Speaker Will Weatherford, a fellow Republican who had personally thwarted the governor's plan to expand Medicaid during the session.

At a news conference before leaving on a trade mission to Chile, Scott said he was not punishing the presiding officers with his vetoes in the $74.1 billion budget.

But some of Scott's vetoes appeared to be made with an eye toward his re-election in 2014. He allowed $1 million for a Bay of Pigs Museum in Miami but vetoed $500,000 for Broward County's Holocaust Documentation and Education Center and axed $1 million earmarked for the Black Cultural Tourism Enhancement Commission.

Cuban-Americans tend to vote Republican in the Miami area, while blacks and Jewish voters mainly support Democrats.

"It's really tough to make these decisions," Scott said, when asked about the vetoes. "I look at every project and say, 'Will it help create more jobs? Will it improve our education system? Will it keep the cost of government low?'"

Scott's opposition to the tuition increase was expected and could still be challenged in court.

Scott also vetoed $50 million for a cross-state bicycle trail, saying it was nice but not vital for improving education and the economy.

The budget contains $480 million for teacher pay raises of $2,500 for good-performing teachers and $3,500 for those rated superior. State employees will get their first general raises in six years, $1,400 for those making less than $40,000 and $1,000 for others.

Weatherford praised Scott's budget decisions. "While we did not agree on every line item, he signed 95 percent of our budget, which is a resounding endorsement of the House and Senate work product," the speaker said.

Other Republicans praised Scott for signing a budget that did not raise taxes while increasing the salaries of state workers and teachers.

There was also $70 million for Everglades restoration.

"This is the most important environmental and economic restoration project in the world," said Eric Eikenberg, CEO of the Everglades Foundation. "Our foundation is grateful to be part of protecting and preserving this very special ecosystem that Florida families and our growing population can rely on for years to come, as a clean-water source and natural wonder."

Senate Minority Leader Chris Smith, a Democrat, said he was "extremely disappointed" by the governor's line-item vetoes.

"His targets reveal a basic misunderstanding of the critical role local communities, and local community projects, play in Florida," said Smith.

PARIS (Reuters) - After beating Urszula Radwanska at the French Open tennis on Wednesday, Dinah Pfizenmaier is likely to find her third-round opponent is extremely motivated.

Next up at Roland Garros for the German qualifier is Radwanska's elder sister and last year's Wimbledon finalist, Agnieszka.

Pfizenmaier, ranked 127 in the world, has already improved upon her best grand-slam result by upsetting the younger Radwanska and hopes there is a family resemblance when it comes to her sibling's game.

"Maybe she plays like her sister," she said after beating the 40th-ranked Urszula. "Yeah, let's try to do the same or do it better and have fun. That's the most important thing for me."

Amgen management told a meeting of investors and analysts in February that it planned to expand its business into major Asian markets in 2015 and 2016 and called its lack of presence in Japan and China "a noticeable gap."

Wednesday's announcement takes a major step toward filling that gap. The companies said they will co-develop and sell five drugs currently in Amgen's pipeline, with the first commercial launch in Japan potentially coming in 2016.

"This alliance reflects our long-term commitment to the Japan market and is an important step in our global expansion efforts," Amgen Chief Executive Robert Bradway said in a statement.

The experimental drugs include AMG-145 from a highly promising new class of cholesterol medicines called PCS-K9 inhibitors, osteoporosis treatment romosozumab and the gastric cancer medicine rilotumumab - all currently in late stage testing, although at an earlier phase in their Japanese clinical trials.

The other two medicines, which are not as far along in development, are AMG-337 for gastric cancer and blinatumomab, which is being tested against acute lymphoblastic leukemia and non-Hodgkin's lymphoma.

Gastric cancer is a huge unmet need in Asia, particularly in China.

"This alliance will help accelerate development and commercialization of Amgen medicines for patients in Japan," Bradway said.

Amgen and Astellas will establish a Tokyo-based joint venture to be called Amgen Astellas BioPharma KK that is expected to begin operating on October 1. It will be led and staffed by employees of both companies and new hires.

Amgen will initially own 51 percent of the joint venture and it will become fully owned by the U.S. biotech as soon as 2020, the companies added.

MIAMI (Reuters) - The Indiana Pacers threw open the NBA Eastern Conference finals on Friday, upsetting the Miami Heat with a 97-93 victory to level the best-of-seven series at 1-1.

LeBron James scored 36 points for Miami but gave up two crucial turnovers down the stretch that cost the Heat, while Roy Hibbert top-scored for the Pacers with 29 points and Paul George added 22 and produced some outstanding defensive work.

"That was a heck of a basketball game wasn't it?" said Pacers head coach Frank Vogel, whose team never looked intimidated in either of the opening games on the defending champions' home court.

"This team believe we can win this series and they are giving it all their might, playing with confidence and rising to the challenge," he added.

The Pacers took full advantage of a slow start from Miami, grabbing a 10-point lead midway through the first quarter and they were up 53-47 at halftime.

With James producing some outstanding play yet again, Miami fought back and led 88-84 with 6:09 on the clock but, as in Wednesday's Game One overtime thriller, the Pacers refused to buckle and came roaring back.

Indiana took the lead with 48 seconds remaining with two George Hill free throws and on the next possession, James' pass intended for Ray Allen was stolen by David West.

Miami had another chance though when a 24-second clock violation on the subsequent Indiana possession gave them the ball back with the game on the line.

James had grabbed the winning score with just 2.2 seconds left in overtime in Game One and he had 17.6 seconds to tie or win the game this time.

However, his misplaced pass was collected by Hill, who was then fouled by James.

Hill made the two free throws to secure victory and a split from Miami's first two home games.

"LeBron played one of the best basketball games I've ever seen anyone play," Vogel said. "We just were able to make a few plays at the end."

James though was in no mood to reflect on the great play that had come before his turnovers, describing them as "careless".

"The first thing I always look for on the stat sheet is my turnovers. I had two key ones at a big point in the game. I am very disappointed in my judgment and my plays down the stretch. But I'll make up for them," he said.

It was a poor night for Miami's bench, who managed just 19 points with Allen, Norris Cole and Shane Battier among those who struggled.

"We have to figure out a way to get our shooters into the game more instead of trying to get them the ball and make them make a tough one late in the game," James said.

The series continues in Indiana on Sunday while in the Western Conference, San Antonio will look to take a 3-0 lead against Memphis on Saturday.

James Neal and Jarome Iginla each scored twice, and Kris Letang had four assists, as the Penguins took a 3-1 lead in their best-of-seven semi-final series.

The Penguins, who finished the regular season as the East's top seed, will have the chance to seal the series in Game Five in Pittsburgh on Friday.

The seventh-seed Senators took a 2-1 lead after the first period, goals from Milan Michalek and Kyle Turris sandwiching Neal's first of the night.

The Pens then erupted for six straight goals with Chris Kunitz leveling the score at 2-2 and Iginla putting Pittsburgh in front 3-2 in the second period.

Pascal Dupuis and Sidney Crosby joined Neal and Iginla on the third period scoresheet as the Penguins threatened to run riot at a stunned Scotiabank Place.

Ottawa captain Daniel Alfredsson netted late in the third period. He also assisted on Michalek's shorthanded opener and has reached the 100-point milestone for his postseason career.

The study had enrolled about 2,500 people, mostly gay men, in 19 cities. Half received an experimental vaccine developed by the National Institutes of Health, and half received dummy shots.

A safety review this week found that slightly more volunteers who had received the vaccine later became infected with HIV. It's not clear why.

The NIH said Thursday that it is stopping vaccinations, but will continue to study the volunteers' health.

Multiple attempts at creating an AIDS vaccine have failed over the years. But researchers continue to try, pointing to modest success in a 2009 study in Thailand.

And now, it's over. The eight-time Pro Bowler announced his retirement through social media accounts Wednesday.

"After spending a lot of time this spring thinking about my NFL future, I have made a decision to retire," Urlacher said in a statement. "Although I could continue playing, I'm not sure I would bring a level of performance or passion that's up to my standards. When considering this, along with the fact that I could retire after a 13-year career wearing only one jersey for such a storied franchise, my decision became pretty clear.

"I want to thank all of the people in my life that have helped me along the way. I will miss my teammates, my coaches and the great Bears fans. I'm proud to say that I gave all of you everything I had every time I took the field. I will miss this great game, but I leave it with no regrets."

Urlacher was the face of the Bears, and he ranks among the best middle linebackers to suit up for a franchise with an impressive list that includes Hall of Famers Bill George, Dick Butkus and Mike Singletary.

In March, Urlacher and the Bears were unable to reach a contract agreement and he became a free agent.

"In the pantheon of Bears, Brian has earned his place alongside Halas, Grange, Nagurski, Ditka, Payton and yes, Bill George, Butkus and Singletary," Bears chairman George McCaskey said. "We congratulate Brian on a brilliant career and he will continue to be a welcomed member of the Bears Family in retirement."

Added receiver Earl Bennett on Twitter: "Great player... Great teammate... Awesome person!!!!"

Former Bears linebacker Hunter Hillenmeyer posted on Twitter: "(at)BUrlacher54 was the most coachable superstar, best locker room leader I ever played with. Proud to call him a teammate for 8 seasons."

And defensive end Israel Idonije, a free agent, wrote, "It was an honor & privilege to work and learn from (at)BUrlacher54 over the past 10 years. (hash)ThanksBruh."

Urlacher started 180 games from 2000-2012, and made a team-record 1,779 tackles. He has 41 1/2, 22 interceptions, 16 fumble recoveries and 11 forced fumbles.

Last year, he was slowed by a knee problem and then missed the final four games with a hamstring injury.

Urlacher had posted pictures on Twitter indicating he was working his way back into shape before the split with the Bears. But when they announced he would not be back, it was hardly a surprise.

Urlacher told the team's flagship radio station at the time that he was not shocked and the offer he received was "more like an ultimatum" in which they were telling him, "Sign this contract or we are going to move on."

The split with Urlacher was just one of many moves in a busy offseason for the Bears.

They fired coach Lovie Smith after a second straight late collapse left them out of the playoffs for the fifth time in six years, even though they did finish with 10 wins.

They replaced him with the offensive-minded Marc Trestman, hoping he could get the most out of quarterback Jay Cutler, and revamped their offensive line.

On defense, the only starting linebacker returning is Lance Briggs. Veteran free agent acquisition D.J. Williams and second-round draft pick Jon Bostic are expected to compete for the middle linebacker job with Urlacher gone.

A safety with lightning speed when he was drafted out of New Mexico, the 6-foot-4 Urlacher initially lined up at strong side linebacker for the Bears, but lost the job to Roosevelt Colvin. He made the switch to middle linebacker during his first season when Barry Minter was injured, and went on to become the 2000 Defensive Rookie of the Year, the start of a long run that saw him anchor a defense that consistently ranked among the league's best.

But he clearly wasn't his old self last year. The speed and quickness that allowed him to wreak havoc for years simply wasn't there.

Urlacher sprained his medial collateral ligament and partially sprained the posterior cruciate ligament in his left knee during the 2011 regular-season finale against Minnesota, He hasn't been the same since then.

He barely participated in training camp, had an arthroscopic procedure in mid-August to relieve the swelling, and spent most of the season trying to regain his old form.

Then, he came up lame in coverage on the second-to-last snap of the Bears' overtime loss to Seattle in early December, an injury that ended his season and, ultimately, his career.

"He was a guy that you respected from a coaching standpoint because of what he could do on the field," Detroit coach Jim Schwartz said. "I know he was respected by players and among his peers. Different kind of linebacker, you know? There are not many guys who are 6-4 playing middle linebacker. It's generally a position that shorter guys have had a lot more success, guys like Mike Singletary, who probably wasn't six feet tall; Ray Lewis about the same way.

"But Urlacher, in a lot of ways, changed the position. His range at the middle linebacker position, the speed that he played with, he was super fast."
