Woods posted his highest nine-hole score as a professional when he shot an 8-over 44 on the back nine during Saturday's third round of the Memorial Tournament.

Woods walked past reporters after his round and declined interview requests. He spoke later to a PGA Tour official.

"The conditions were tough and when I missed it cost me," he said after completing a 7-over 79 that had him plummeting down the scoreboard at Muirfield Village, where he has won a record five times. "I caught the wrong gusts at the wrong time, made a couple bad swings and all in all it just went the wrong way."

His previous worst nine-hole score was a 43 on three occasions, most recently at Quail Hollow in 2010.

He wasn't alone. Playing partner Zach Johnson shot an 81.

"It was hard," said Johnson, who declined to discuss Woods or his play. "It was very hard today. There was a lot of wind."

The third member of the group, Jim Furyk, shot a 69 that was among the best scores of the day on a course that is difficult even when conditions are calm and quiet.

Asked if it was stunning when a player as good as Woods shoots such a high score, Furyk said, "Yeah, it is. He didn't hit that many bad golf shots but he got away with none of them, if that makes sense."

Woods had earlier rounds of 71 and 74 and now stands at 8-over 224 and near the bottom in the 73-player field. The 79 was his highest score by three shots at the Memorial, where he won 1999-2001, 2009 and 2012.

The 79 was his worst round since shooting a 79 in the second round at Quail Hollow in 2010 and matches the second-highest score he's had as a pro. His only worse 18-hole score is a third-round 81 at the 2002 British Open at Muirfield.

Things started getting away from him on his third hole, the signature 12th. His iron shot into the par-3 cleared a large lake but left him with a bad stance in the front bunker. He had to hit to the left side of the green away from the pin just to get out of the sand. From there he three-putted for a double bogey.

At the 15th, for the second day in a row Woods hit into the fairway but then nailed his second shot into the deep rough on a slope left of the green. He hit sideways to avoid a tree but came up short of the green, then chopped out of the thick stuff with the ball running downhill through the green into the first cut. Again he followed with a three-putt for a double-bogey.

"We didn't hit that many bad shots starting out the day and the next thing you know we were quite a few over par," Woods said. "It was a rough day. It was tough out there from beginning to end."

After failing to get up and down from just off the green to the left of the 17th hole, everything unraveled at the difficult par-4 18th. Woods' drive was down the middle of the fairway, but his second shot was well short and rolled back to a collection area in front. He spun a sand wedge shot that landed short of the pin and then spun back, rolling toward him and ending up even farther away from the pin than he was after the previous shot.

He finally chipped to 5 feet above the hole on the steeply-slanted green, then rolled his next putt down the hill and 7 feet past and missed the comebacker to settle for the triple-bogey.

"The third shot was pretty incredible, to hit it that short and have it spin that much," Furyk said. "I was up on the green, I watched it go up, spin it was spinning like a top and then came back. It had a lot of juice on it.

"He just kind of had things snowball on him and then the putter on the first side we played let him down and that added a bunch of shots as well."

Woods birdied three of the first five holes on the front nine but had bogeys at No. 6 and 9 for his 79.

"It's just one of those things where I'm sure I'm not the only one who struggled out there," he said. "I tried to fight back on the back nine but it just didn't quite materialize."

The Museum of European and Mediterranean Civilizations, which is being inaugurated by French President Francois Hollande on Tuesday, is the centerpiece of Marseille's turn as the European Capital of Culture for 2013, which aims to attract 10 million visitors to the city this year.

Officials see it as a chance to transform the ravaged image of the metropolis, which was once a crossroad of Mediterranean civilization and bastion of the ancient Greeks, but is now considered one of Europe's deadliest cities.

Four decades of widespread poverty in Marseille saw the rise of a powerful mob scene, including a criminal underworld of drugs, prostitution and gambling. There were 24 fatal shootings in 2012 alone.

The violence, which has centered on territorial disputes between drug barons and involved Kalashnikov assault rifles in gang clashes, has fueled comparisons to the Italian Camorra stronghold of Naples. More recently, following investigations, a Socialist lawmaker representing Marseille in the national assembly was sentenced to prison for buying votes, a ruling she has appealed.

"We continue to present Marseille in national and foreign media just by crime, dirt, and letting itself go. ... We forget that Marseille has a beautiful history, contributing to the rich civilization of the Mediterranean," said Bruno Suzzarelli, the museum's director.

He said that the museum can help rebrand the city's image.

Overlooking the glimmering Mediterranean Sea on the Marseille's storied but disused pier, the museum is certainly an ambitious project. It is the first one in the world dedicated to the heritage of the Mediterranean basin, and France's only stand-alone national museum outside of Paris. It includes an impressive square building with a dappled metal shell designed by architect Rudy Ricciotti.

The museum has 1 million cultural artifacts from a region stretching from Spain to Israel and via the Balkans, Turkey and north Africa ending in Marseille itself. Added to that is a renovation of the grand 17th-century fortification Saint Jean, which was previously closed to the public. It's joined to the museum by a sleek metal gangway.

Officials are optimistic about the project, aiming for some 300,000 visitors a year to the museum alone, which would double what Marseille got in recent years.

The final product, which was 13 years in the making under three French presidents, is an expensive cultural gamble at a cost of more than 200 million euros ($260 million).

"It looks impressive, and we all hope it will succeed. We need real change here, renewal," said Chloe Rabuel, a Marseille bartender. "But we have to wait and see. Will people come?"

The museum has been designed to attract as many foreign tourists as possible, with captions written in French, English and Arabic. The site is some 15 minutes from the Marseille-Provence airport.

The collections represent dozens of cultures and their histories. Though half of museum's works drew on the collection from Paris' Museum of Popular Arts and Traditions a vast folklore museum that is now defunct the other half, including classical antiquities, comes from loans from other museums, particularly from Greece.

"We're representing the entire Mediterranean narrative," said Zeev Gourarier, the museum's curator. "We represent not just the victories of the revolutions in thinking and invention, but also the uncomfortable truths. ... Just like the history of Marseille has not been easy, the history of the Mediterranean has also been about repression, walls, false steps and violence. History repeats itself."

A service was set for 11:30 a.m. Wednesday at Park Avenue Synagogue in Manhattan.

The liberal Democrat from New Jersey died Monday after suffering complications from viral pneumonia. At 89, he was the oldest member of the Senate and the last of 115 World War II veterans to serve there.

Vice President Joe Biden, former Secretary of State Hillary Rodham Clinton, U.S. Sen. Robert Menendez of New Jersey and members of Lautenberg's family were set to deliver eulogies.

A color guard ceremony was also scheduled for Wednesday afternoon at the Frank Lautenberg Rail Station in Secaucus, N.J., where his casket was to be put on an Amtrak train to Washington.

Lautenberg was an ardent defender of Amtrak and worked to secure hundreds of millions of dollars for mass transit projects.

His casket was set to arrive at the U.S. Capitol on Thursday and lie in repose in the Senate chamber, on the Lincoln Catafalque, a bier that was built for the coffin of Abraham Lincoln.

Lautenberg, who served in the Army Signal Corps during World War II, will be buried Friday at Arlington National Cemetery.

A multimillionaire businessman, he was first elected to the Senate in 1982 and went on to serve nearly 30 years there in two stints.

He won his last race in 2008 at age 84, becoming the first New Jersey politician ever elected to five Senate terms. He had announced earlier this year he would not seek another term in 2014.

Early in his political career, he was a driving force behind the laws that banned smoking on most U.S. flights and made 21 the drinking age in all 50 states.

The troubles could inject a new element of instability into the nuclear-armed nation of 180 million people that Washington is relying on to combat Islamic militants at home and to help negotiate an end to the war in neighboring Afghanistan.

Pakistan's foreign currency reserves stood at just $6.4 billion as of May 17, down from more than $14 billion two years ago. That is only enough to cover about 1.5 months' worth of imports while the IMF considers adequate foreign reserves for any country enough to cover three months of imports.

Bottoming out could bring painful consequences: A run on the banks by panicked citizens anxious to convert savings into dollars amid fears of a devaluation, a withdrawal from the stock market, a collapse of economic activity and higher unemployment.

The presumptive head of the new government, former Prime Minister Nawaz Sharif, has made fixing the economy his main priority. But even though a crisis may be only six to nine months away, his incoming government appears hesitant about taking IMF money. They know it will come with conditions attached that would likely stir discontent on the streets, such as raising energy prices and broadening tax collection significantly.

"If we manage for six months, then of course we don't have to go" to the IMF, said Sartaj Aziz, a key economic adviser to the government about to take power. He told The Associated Press that in his view, the country might not need a bailout if it moves quickly enough to boost growth and gets help from key allies such as Saudi Arabia, which would come with fewer strings attached.

Stepping up growth, however, is a daunting challenge in a country plagued by severe electricity shortages and a bloody Taliban insurgency, both of which have hampered economic expansion and foreign investment.

Most experts see another IMF bailout as inevitable and are urging the government to immediately seek at least $5 billion. They worry that any delay in asking for IMF help could spark a crisis of confidence that would snowball.

"The writing is on the wall that Pakistan is going to the IMF. The only thing left is to give a date," said Ashfaque Hasan Khan, head of the business school at the National University of Sciences and Technology in the Pakistani capital, Islamabad.

Khan said the official reserve figure understates the problem because the central bank has also borrowed more than $2.3 billion from commercial banks in the forward swap market to prevent the rupee from depreciating. That means the actual reserve figure is closer to $4 billion, he said.

Adding to those woes, Pakistan has very large debt payments coming due over the next year that will further drain reserves. Most notably, it owes the IMF about $2.5 billion by the end of this calendar year.

There have already been worrying signs in Islamabad, where commercial banks have begun telling customers trying to withdraw dollars that they are not available, or that they need to make a special request. Foreign exchange companies in the capital have also reported a shortage of dollars. Pakistan's two largest cities, Lahore and Karachi, show no sign of similar problems. Khan, however, said that was only a matter of time.

Foreign investment, dampened by both political and economic instability, is only expected to be about 0.5 percent of GDP this fiscal year, while the average emerging market country runs at about 3 to 4 percent, according to the IMF.

Still Aziz, the adviser, said he is hopeful the incoming government can take emergency steps to grow the economy that will help Pakistan avoid going for an IMF bailout, or at least make the loan conditions less painful. He said the government will likely ask Saudi Arabia, a major oil supplier, to defer payments on oil imports.

And he predicted the IMF would impose tough conditions if Pakistan does request a new loan now.

"Not only would we find it difficult to fulfill them, but they would stifle our revival agenda," he said of the expected conditions. "The important thing, therefore, is to try to revive investment and growth."

Since 1988, Pakistan has signed onto eight IMF programs that demanded structural changes in the economy. But it has never managed to resolve its chronic problems.

Sakib Sherani, head of Macro Economic Insights Ltd. in Islamabad, said the government will make a mistake if it delays a request for a new IMF bailout.

"There are structural issues here. No amount of Chinese money or Saudi money can get us out of this," he said.

If Pakistan does have to turn to the IMF, it will bring its own set of challenges.

For one, the country has a patchy track record in upholding promised reforms that secured past IMF loans, including an $11 billion program granted amid the last foreign reserves crisis in 2008. The former government abandoned that program in 2011 because it refused to carry out the strict financial reforms required by the IMF. But it still owes the lending agency nearly $5 billion from that old loan.

The new government will have to convince the IMF with quick actions that this time around will be different. The IMF will want to see far-reaching reforms fast-tracked to reduce the chance of another reversal part way through a multi-year program.

And the lending agency is expected to demand vast improvements in a woeful tax system that collects very little money. Taxes currently bring in only about 10 percent of gross domestic product, one of the lowest effective rates in the world.

The IMF is also likely to press for major changes in the energy sector such as raising prices and phasing out costly subsidies that disproportionately benefit the wealthy, who use far more energy than the poor. The government spends about $1 billion in foreign currency each month to import oil to run its power plants a costly way to generate electricity and another drain on foreign reserves. Building new hydroelectric plans or converting to less expensive natural gas production would be very expensive and take years.

The IMF is also expected to demand some kind of plan to curb losses from state-owned enterprises that amount to billions of dollars a year.

Pakistan's budget deficit the difference between what it spends and takes in is expected to be at least 7 percent of GDP this year. The IMF does not consider that sustainable and would likely press for a scaling back to about 3-4 percent of GDP.

The economy is expected to grow around 3.5 percent for the fiscal year ending June 30, and though that figure may look good in comparison to Europe or America, it is less than half the rate needed to supply jobs to the growing population. And it is also low by historical standards. Aziz said growth from 1960-2010 averaged about 5.5 percent annually but in the last five years, it slowed to 3 percent.

Despite the enormous challenges, there are some in Pakistan who remain sanguine that an IMF bailout will come through no matter what because the U.S. the largest shareholder in the organization considers Pakistan too strategic to fail.

"By now, just about everybody knows that it's U.S. strategic interests that dictate the disbursement of this money and not really any progress or timeline on reforms," said Khurram Husain, a business columnist for Pakistan's Dawn newspaper.

Italian Di Luca, who had a previous positive for the same banned substance in 2009, failed an out-of-competition test taken on April 29 at his home, five days before the start of this year's Giro.

The 2007 Giro champion has been sacked by his Vini-Fantini team who said in a statement they would be seeking compensation from the rider.

"I'm devastated, I never wanted Di Luca in the team," sports director Luca Scinto said.

"We have built our group on the sacred values of cycling and we made the mistake of complying with a request, expressed many times, by our main sponsor...who asked us to have faith in an athlete who was a dear friend of his.

"Unfortunately this trust has been rewarded with an terrible mistake, which I still cannot comprehend," Scinto added.

Vini-Fantini's main sponsor, Valentino Sciotti said: "What can I say? I believed in the man and in the athlete and it is right that it should be me who takes the blame because I made a mistake.

"I must ask forgiveness from the fans, the team, the other sponsors, my partners and all the other cyclists who are racing in the Giro d' Italia fairly and honestly, and all those young athletes who will be shaken by this news."

Di Luca, 37, had joined the team last month.

He also served a three-month ban in 2007 for his part in the 'oil for drugs' scandal' involving Italian sports doctor Carlo Santuccione.

Di Luca was 26th overall in the Giro standings, 33:33 behind Italian leader Vincenzo Nibali after Thursday's stage 18. The race finishes in Brescia on Sunday.

Nibali said Di Luca's positive test reflected badly on all the riders.

"It's very bad news because it's always all the riders who pay the price of something like this," he told reporters after Friday's stage was cancelled because of heavy overnight snow in northern Italy.

"This kind of thing is never good news for the world of cycling and something we never like to hear."

Jaruzelski, 89, has said he chose a "lesser evil" in imposing martial law on Dec. 13, 1981, in the hey-day of Solidarity, which opposed communist rule. He maintains he prevented a Soviet military intervention and a bloodbath, saying that Moscow was ready to use force to preserve its control of Poland.

Thousands of dissidents were arrested and some 100 people were killed during the 18 months of the clampdown. Poor health prevents Jaruzelski from standing trial on charges he violated the law by imposing military rule and was the leader of an armed criminal group, as his military Cabinet of the time is described in the indictment.

In her new book about her family "Comrade Miss," Monika Jaruzelska writes that her father's "pessimism and a sense of fear determined many decisions ... including that most important one."

She declined comment on the book Tuesday.

A student of Polish literature at Warsaw University, she learned of the clampdown at the same time as other Poles from her father's statement in the media. Three days later, he called her from his office to break the news of the death of nine miners shot by the riot police while protesting the martial law.

In 1985-86, Monika Jaruzelska accompanied her father on state visits to Moscow-backed leaders in Cuba, North Korea and Libya.

She calls Libya's then-leader Moammar Gadhafi a "soap opera character." He had a Polish masseuse, by the first name Bozenka, who was the only one sporting an above-the-knee skirt in his entourage.

North Korea's first leader, Kim Il Sung, was "simply a modest, nice man, rather short (...) It would be hard to conclude from his looks that he was a terrible despot."

In 1989, when Solidarity prevailed, Wojciech Jaruzelski was chosen by a partly democratic parliament to be Poland's first president after communism.

He was replaced by Solidarity leader Lech Walesa after democratic elections in 1990.

At about 8 p.m. Monday, Bieber allegedly drove his white Ferrari at freeway speeds in what is a 25 mph zone, Sheriff's spokesman Steve Whitmore said.

Johnson was outside with his 3-year-old daughter who was preparing to get into a small electric car when Bieber zoomed by. Johnson was upset and got into his Prius, following Bieber to his nearby home. As the garage door was closing, Johnson put out his arm and stopped it, telling Bieber he wanted to talk about his reckless driving.

Whitmore said Bieber scurried into his home without speaking.

The Los Angeles County Sheriff's Department received two calls and responded to the location. When they tried to talk to Bieber, however, they were also turned away.

"His security detail said he declined to talk to us based on the advice of counsel," Whitmore said.

Deputies interviewed two witnesses, including Johnson, and wrote up their report. They handed that off to detectives who are continuing to investigate the incident.

"Their eyewitness testimony to our deputies was definitive not only the speed, not only the vehicle, but Mr. Bieber was sitting and driving in the driver's side seat," Whitmore said.

Deputies plan to send a reckless driving report to the Los Angeles County District Attorney's Office to consider filing misdemeanor charges in the next week or two.

Bieber's publicist did not immediately return a call for comment. Johnson declined to comment via ESPN, where he now works as a TV commentator.

Prosecutors are also looking at whether to charge Bieber for battery in a separate incident involving a neighbor, who complained the pop-star attacked and threatened him.

"We take this very seriously and if this actually did occur, which it appears that it did, it is unacceptable behavior from anybody, anywhere, anytime," Whitmore said.

Dr. Margaret Chan, in a blunt warning to the U.N. agency's annual global assembly, portrayed a previously little-known flap over who owns a sample of the virus as a global game-changer that could put people's lives at risk. The virus, which first emerged in Saudi Arabia where most cases have arisen, is called MERS for Middle East respiratory syndrome.

"Please, I'm very strong on this point, and I want you to excuse me," she said. "Tell your scientists in your country, because you're the boss. You're the national authority.Why would your scientists send specimens out to other laboratories on a bilateral manner and allow other people to take intellectual property rights on a new disease?"

The controversy stems from a sample taken by Saudi microbiologist Ali Mohamed Zaki that he mailed last year to virologist Ron Fouchier at the Erasmus Medical Center in the Netherlands.

Fouchier tested, sequenced and identified it last September as a new virus. Then his private medical center patented how it synthesized the germ and required other researchers who wanted samples to first sign an agreement that could trigger a payment.

Saudi Arabia, which had the first case, said the patenting delayed its development of diagnostic kits and blood tests. "There was a lag of three months where we were not aware of the discovery of the virus," Deputy Health Minister Ziad Memish told the Geneva assembly. He said the sample was sent to the Dutch lab without official permission.

So far there is no blood test for detecting infection in communities. Memish said that patients need to be isolated because in some cases, diarrhea or vomiting may help spread the germ.

Dr. Keiji Fukuda, WHO's assistant director-general for health security, said his agency also has been "struggling with diagnostics" because of property rights concerns and ill-defined international rules for sharing such materials.

Chan railed against any arrangement that could prevent rapid sharing of information or that would enable individual scientists or private labs to profit.

WHO officials say the delays involve blood and other tests though a few other facilities in Canada, Britain and Germany have samples.

Fouchier, however, said the agreements between individual countries are similar to those within WHO's networks.

"There are no restrictions to the use of the virus for research and public health purposes. There are only restrictions for commercial exploitation and forwarding virus to third parties," he wrote in an email, responding to questions from The Associated Press.

Any delays claimed by WHO are a misconception, he said.

"After the first identification of the virus, diagnostic tests were developed in collaboration with several public health laboratories, and these tests were distributed free of charge to everyone around the world who asked for them," Fouchier added. "We have not denied access to the virus to any research and public health laboratory with the appropriate facilities to handle this virus safely."

The World Health Assembly, the decision-making body of WHO, meets from May 20-28.

Indonesia has previously refused to share samples of the bird flu virus that has been seen in Southeast Asia for several years. That country claimed vaccines made from those samples would be too expensive for developing countries to afford. That dispute led to a protracted series of negotiations with WHO and others to ensure poor nations would have access to vaccines in a global epidemic.

At the assembly, Fukuda said the new MERS virus has now claimed 22 lives out of 44 cases, mostly in Saudi Arabia.

The latest fatal case involves a 63-year-old man in central Saudi Arabia with an underlying health condition who died Monday, five days after being hospitalized. WHO officials say they do not believe it is related to a cluster of cases reported in the eastern part of the country.

Most of the confirmed cases involved men, and the patients' average age is 56, said WHO officials, citing information that comes in part from Saudi health authorities.

The outbreak began at a Saudi health care facility in April, WHO officials said.

Fukuda said evidence in some of the disease clusters points to limited spread between people. Last week, WHO said some cases suggest the virus may already be spreading in the community.

Many health officials have been frustrated at the lack of detail coming out of Saudi Arabia about the virus and its spread.

In a speech on Monday, Chan publicly praised China for its rapid sharing of information on the new bird flu, H7N9. She said nothing about Saudi Arabia and reminded countries of the importance of "fully transparent reporting to WHO."

Fukuda said officials do "not know the full geographic spread" of MERS. He said the incubation period seems to be anywhere from 2 to 14 days.

LONDON (Reuters) - Players or officials found guilty of racist offences in European club matches or internationals will face a minimum ban of 10 matches under tougher disciplinary regulations approved by UEFA's executive committee on Thursday.

The executive will also propose to their annual Congress in London on Friday that all their 53 national associations adopt the same sanction, although the English FA announced last week it would be imposing a minimum five-match ban for racist offences.

UEFA general secretary Gianni Infantino told a news conference following the executive meeting in central London that clubs would also face partial closure of stadiums for a first incident of racist abuse by fans and a full closure for a second offence plus a 50,000 euros fine.

There will also be an increased ban for players or officials insulting or assaulting match officials.

In the past, a two-match ban could be imposed for insulting the referee or officials but that has been increased to three matches, while the penalty for assault has been increased from 10 to 15 matches.

"We are sending a very strong message that this kind of behaviour will no longer be tolerated in any form," Infantino said.

The new sanctions, adopted by the executive committee, will initially apply to all matches in European competition, with UEFA hoping its members adopt the same punishments for their domestic matches.

That will be discussed at the Congress on Friday.

Infantino also announced new anti-doping initiatives including the launch of a research study retrospectively measuring the steroid profiles of nearly 900 players who have participated in UEFA competitions since 2008.

"UEFA wants to identify the potential relevance of steroid use across Europe by using data from previous doping controls. The study will be anonymous and there will be no penalties for any player incurring an anti-doping rule violation," he said

UEFA is also empowering itself to take action should one of its member nations fail to punish "or punish in an appropriate manner offences harming the essence of football - notably offences of match-fixing, corruption and doping", he added.

UEFA is also removing any period of limitation for offences of bribery and corruption.

"So, even if we find that a match was fixed 15 years ago, we will take action," Infantino said.

The new rules are planned to come into effect on June 1.

Racism has increasingly blighted the game in recent years, especially in eastern Europe. Last month FIFA president Sepp Blatter announced the world governing body was also setting up a new Task Force.
