A vehicle that may be a green Chevy Malibu was headed west on Sears Avenue and slowed down at 5th and Sears. As it slowed, an occupant inside opened fire in the northbound direction at the group of men walking in the roadway. Witnesses said the group of walkers took cover running behind vehicles, and returned fire at the vehicle.

After the group of men who were walking fled the area and the vehicle sped off, James emerged from her yard with a gunshot wound to the upper body area, and collapsed in the roadway. and Ave. T NE due to large crowds in the parking area at Three Brothers Family Food Store. Officers heard multiple gunshots fired, and people began running from the area.

Officers began to detain people to investigate the gunshots and found out that a citizen who was parked in the parking lot was agitated about his car being blocked in and fired shots. Rounds were located in the ground. The person who fired the shots was not present when officers arrived.

As officers were investigating the parking lot incident, additional shots were heard in the area. A woman approached from across the street and said she had been shot. About 30 minutes later, officers began investigating both shootings, a vehicle was seen driving in reverse at a high rate of speed. The vehicle was stopped, and as officers spoke to the two occupants of the vehicle, one of the officers saw a gun on the passenger seat floorboard.

McJolly had surgery last night for a bullet wound to the stomach, and remains in stable condition. If it is not acquired, the business operator, promoter or staff member collecting the cover charge could face a misdemeanor charge.

In April, the Oceanfront was the scene of chaos, after College Beach Weekend an event heavily marketed through social media attracted as many as 40,000 people. It resulted in three shootings, three stabbings and 148 arrests.

The City Council on Tuesday approved an ordinance requesting changes to the city's admissions law.

This regulation "will bring order and accountability to events promoted by social media," said Phil Kellam, the city's commissioner of the revenue.

Making businesses and promoters obtain the bonds could also help inform the city of the sizes and locations of upcoming events, he said.

Kellam said he will send notices to the businesses affected by the change.

The bond would be collected annually, and the minimum would be $1,000.

The amount for promoters would also be based on occupancy of the event site and the anticipated cover charge.

On Tuesday, the City Council also heard a presentation from police Chief Jim Cervera on how he wants to police the Oceanfront moving forward.

It included recommendations to more than double the number of security cameras and to increase staffing.

A minimum of 40 officers patrol the Oceanfront on Saturday nights. He didn't say how many additional officers he'd like.

Cervera said he would like to focus on the area between 17th and 22nd streets.

That's where a majority of aggravated assaults and robberies occur on the Oceanfront, he said, adding that he'd like to change what he calls the "reality TV show" effect essentially where large groups of people assemble to watch scuffles in the late hours of the night.

As for events like College Beach Weekend, Cervera said, he's reached out to cities where similar events have been held to gather information.

I have had conversations with police officers over the past thirty years and the common denominator is they all say profiling works, it may be "wrong" but it works.

Revis and Browner ($15 million over three years) have been worth every penny.
