While this threat went unfulfilled, with the council accepting the government's eventual proposals, the ghost of the mining ads remains potent.Industry groups with sufficient wealth are acutely aware that, if they decide to pull the trigger, they have a considerable chance of informally vetoing legislation. Of course, such a trend is impossible to separate from either a government's ability to sell a controversial idea or its willingness to stand up for itself publically.In both respects, this administration hasn't been particularly good.
