It will be Pacquiao's first fight since he was knocked out by Juan Manuel Marquez in December, a defeat that prompted many to suggest the 34-year-old should retire after being left unconscious, face down on the canvas by his Mexican rival.

However, Pacquiao, winner of world titles at eight different weight divisions, has ignored the calls to quit and after the lengthy break will fight at the Cotai Arena in The Venetian Macao-Resort and Hotel, Fred Sternburg said.

It will be a first bout outside the United States since 2006 for Pacquiao 54-5-2 (38 knockouts), who also lost to Timothy Bradley in his only other bout last year.

The back-to-back defeats have seemingly ended all hope of a lucrative clash against undefeated American Floyd Mayweather Jr.

Rios 31-1-1 (23 knockouts) is also coming off a loss, Mike Alvarado claiming a unanimous points decision in their March contest in Las Vegas.

Pacquiao's trainer Freddy Roach predicted a swift end to the non-title bout.

"Manny is definitely going to get his mojo back with this fight," Roach told ESPN.com.

"I think it'll be an exciting fight but that Manny is going to land ... and knock this guy out somewhere along the way. Rios likes to exchange and his style is not really difficult to figure out, so Manny's gonna hit him." (Reporting by Patrick Johnston in Singapore; Editing by Peter Rutherford)

SEC Commissioner Mike Slive says league athletic directors voted unanimously to "authorize the conference to explore a primary site for the men's basketball tournament." Slive stopped short of saying "permanent," but hinted that could change.

Slive says, "We've been very successful with our permanent site in football in Atlanta. We've been very successful in our permanent site in Hoover (Ala.) in terms of baseball, so the ADs felt it was time for us to explore the possibility of a primary site for the men's basketball tournament."

The basketball tournament has been played in Tampa, Fla., Nashville, Atlanta and New Orleans over the last five years. It is scheduled for Nashville in 2015, 2016 and 2019. Two years, 2017 and 2018, have not been finalized.

WASHINGTON (Reuters) - Justice Antonin Scalia can seem among the most predictable of the nine U.S. Supreme Court justices, voting conservative and regularly siding with law enforcement over individuals. But then comes an exception like Monday, when Scalia launched a fiery dissent from the bench to a decision permitting police to take DNA swabs from people arrested.

The nine justices divided 5-4 in one of the most closely watched criminal disputes of the term, declaring that the collection of DNA does not violate the U.S. Constitution's protection against unreasonable searches.

Writing for the minority, Scalia was joined by three liberal justices. But his 11-minute oral statement - a departure from the usual practice in which only the majority opinion is read aloud - was classic Scalia. It relied on his "originalist" interpretation of the U.S. Constitution and employed forceful rhetoric as clever as it was heated. He declared that the majority's rationale "taxes the credulity of the credulous." An adroit writer, he sprinkled in words from decidedly non-legal contexts, such as "hash" and "genuflecting" and mixed in references to American revolutionary Patrick Henry and the biblical Leviathan.

The latter came at a moment of high drama in the white marble courtroom when Scalia concluded: "It may be wise, as the court obviously believes, to make the Leviathan all-seeing, so that he may protect us all the better. But the proud men who wrote the charter of our liberties would not have been so eager to open their mouths for royal inspection. I dissent."

Only a few times each term does a justice read a dissenting opinion aloud. It typically happens in a close, hard-fought case, when a dissenter is especially angry and wants to call attention to a decision he or she believes especially unwise. Since his appointment to the bench in 1986 by Republican President Ronald Reagan, Scalia has relished the forum. In an early dissent, to the June 29, 1988, decision in Morrison v. Olson, Scalia went on for nine minutes as he famously objected to a law allowing judges to appoint special prosecutors and wrote in his opinion, "Frequently, an issue of this sort will come before the court clad, so to speak, in sheep's clothing ... But this wolf comes as a wolf."

SEVERAL ZINGERS

Monday's declaration in Maryland v. King contained several zingers and lapsed into a mocking tone. As is typical when any dissenter reads aloud, the other eight justices looked forward showing no change in their emotions. Justice Anthony Kennedy, who wrote the majority opinion and has felt the sting of Scalia's dissents many times, sat stone-faced, solemn.

Nor did Kennedy, in his written opinion, respond to Scalia's objections; he instead emphasized the value of DNA collection to law enforcement and compared the cheek swab to routine fingerprinting.

The decision is a boon for states and the federal government relying on interconnected DNA laboratories nationwide to solve crimes. All 50 states already require the collection of DNA from felony convicts. At issue was the collection from arrestees. The 5-4 decision fell along largely ideological lines, with conservatives making up most of the majority. The crucial fifth vote came from Justice Stephen Breyer, a 1994 appointee of President Bill Clinton who tends to vote liberal but occasionally tacks to the right on matters of criminal law.

Neither Breyer nor any other justice beyond Scalia and Kennedy issued separate opinions, or spoke from the bench.

UNREASONABLE SEARCH?

In Monday's case, Alonzo King had been arrested in Maryland on assault charges. A DNA sample was taken from inside his cheeks with a cotton swab as part of routine booking. It matched the DNA found on a 2003 rape victim, and King was eventually convicted of rape. On appeal, he argued the cheek swab was an unreasonable search.

Scalia, joined by Justices Ruth Bader Ginsburg, Sonia Sotomayor and Elena Kagan, agreed the search was unreasonable because the swab was taken when King was not suspected of the earlier offense. Scalia said that violated a core Fourth Amendment principle that police may not conduct a search unless there are reasons to believe that evidence will be found.

While Scalia's stance may not have been obvious, given his conservative reputation and usual latitude for police searches, it is a piece of a lesser known Scalia pattern in some areas of criminal law. He has, for example, joined with liberals for firm rules on the Constitution's guarantee that defendants be able to confront their accusers, even in situations involving sensitive crime victims.

In those cases and the DNA dispute, Scalia returns to his view that the Constitution should be interpreted as it was understood when it was written in the 18th century. He declared on Monday that Americans despised the British use of "general warrants," those not grounded in some particular offense. He said the majority turned away from the roots of the Fourth Amendment by permitting arrestees to be subjected to "suspicionless searches" primarily to solve unrelated crimes.

Scalia also complained that the ruling lacked a limit on the definition of "serious offenses." On that point, Scalia closed with his signature dramatic exaggeration.

"Make no mistake about it: because of today's decision, your DNA can be taken and entered into a national database if you are ever arrested, rightly or wrongly, and for whatever reason. This will solve some extra crimes, to be sure. But so would taking your DNA whenever you fly on an airplane ... (or) taking your children's DNA when they start public school."

The 61-year-old Zadora was booked Saturday into the Clark County Detention Center and released after posting $4,000 bail.

She was arrested about 11 a.m., some six hours after police responded to a disturbance call at her home.

Police declined to release the name of the victim and other details, saying further information would be released Monday.

Zadora has been married to her third husband, Las Vegas police detective Michael Jeffries, since 2005. The couple met after Zadora contacted police to report a stalking incident.

After working as a child actress on Broadway, she appeared in various movies. When her film career failed to take off, she became a singer of popular standards.

Benchmark oil for July delivery fell 12 cents to $91.85 per barrel at midday Bangkok time in electronic trading on the New York Mercantile Exchange. The contact fell $1.64 to close at $91.97 Friday in New York.

Oil prices are being pressured by weak economic outlook around the world. Faltering economies demand less gasoline, diesel and fuel from drivers, shippers and industries.

On Monday, HSBC Corp. issued a survey showing manufacturing in China had slowed to 49.2 for May. Analysts had expected a reading of 49.6. On a 100-point scale, readings below 50 indicate a contraction. The 17 countries that use the euro are mired their longest recession since the currency was introduced in 1999.

The U.S. economy, meanwhile, grew at a modest 2.4 percent annual rate from January through March, slightly slower than initially estimated. That, coupled with higher oil production and the use of more fuel-efficient vehicles, has sent the nation's oil supplies soaring.

The U.S. Energy Department said the nation's supply of oil rose last week by 3 million barrels to 397.6 million barrels, the highest level since the government started collecting the data in 1978.

Brent crude, a benchmark for pricing oil used by many U.S. refineries to make gasoline, fell 7 cents to $100.32 in London.

is an American senator, a war hero who endured six years as a prisoner of war in Vietnam, and would like to see a vigorouseffort to bring America's vision of democracy to the far corners of the globe.

An odd couple, to be sure. But on the fundamentals of the Syrian civil war, they're on the same page:must go, a new government must be formed under the leadership of elements of the currently raging rebellion, and 's influence must be wrenched out of .

But after that is when the trouble starts. Mr. McCain has been a proponent for greater US involvement in the Syrian war and made a brief trip into rebel-held territory there last week. He has argued that President Barack Obama's reticence about US involvement in a civil war that has strong sectarian overtones is undue, and that it's possible for the US to selectively support rebels who back US interests and keep arms out of the hands of Sunni jihadis aligned with Al Qaeda in Iraq who have emerged as some of the rebellion's most capable fighters.

But his trip to Syria, organized by a DC-based group of exiles lobbying for US involvement, inadvertently illustrated how difficult it is to vet fighters in a far off war, in a cultural and political context that few US officials understand. During his few hours in the country, he posed for a picture with a group of rebel supporters. Two of them were later identified by Beirut's Daily Star (apparently bouncing of a report on Lebanon's Al Jadeed TV, which is sympathetic to ) as having been involved in the abduction of a group of 11 Lebanese Shiite pilgrims as they traveled home last year.

McCain disputes that either man was one of the kidnappers or motivated by sectarian hatred. It still appears possible that one of them was. There's no fault on McCain for this he didn't know who he was meeting, and in rebel encampments in Syria, various people with various agendas are often present. But the incident illustrates how hard it is for outsiders to know who they're dealing with, or who they should trust.

Far more important than who McCain may have briefly met, there'sthat weapons that were sent to Syrian fighters in a joint US-Saudi-Jordanian operation ended up within months in the hands of jihadi groups including Jabhat al-Nusra, which is designated as a terrorist group by the US State Department.

This isn't particularly surprising. In wars like Syria's, with a patchwork of rebel units and little in the way of a central command, weapons are fungible. And while the vision that members of the Free Syrian Army may have for the future of Syria is dramatically at odds with that of Jabhat al-Nusra, they're united in their hatred of Assad's government. An FSA general might promise that US-supplied anti-aircraft missiles, for instance, would never be given to a group the US doesn't like, but a more junior officer fighting to hold on to territory, and cooperating with one of America's proscribed groups, could easily make a different decision in the heat of battle.

And that brings us to Mr. Qaradawi,thanks to his regular television show on Qatar's Al Jazeera.

Qaradawi wants Iran and its ally, the Lebanese Shiite political movement and army Hezbollah out of Syria, much as McCain does, though Qarawadi's motivations are far different. He wants a Sunni Islamist political order to replace the current regime, and according to his comments at a rally in Qatar on Friday, views Iran's interests in Syria as sectarian. "Now we know what the Iranians want.... They want continued massacres to kill Sunnis," .

Qaradawi said he wasn't against all Shiites, but said he was ashamed of his past support for Hezbollah (given because they fought Israel) and dubbed the group the "Party of Satan." (Hezbollah means "Party of God.")

"Every Muslim trained to fight and capable of doing that [must] make himself available.... Iran is pushing forward arms and men, so why do we stand idle?," . "How could 100 million Shiites defeat 1.7 billion [Sunnis[? Only because [Sunni] Muslims are weak.

Those totals refer to rough estimates of global number of Sunnis and Shiites, and the import of his meaning was clear: a call for a mandatory jihad in Syria, similar to calls made by other preachers to carry out jihads against the Soviet or US presences in Afghanistan, or the US-led occupation of .

On Fox and Friends this morning, McCain dismissed worries that US involvement in the war would encourage a spreading of sectarian conflict, arguing that in fact it would be the fastest way to end the war.

"Yes, there are extremists flowing into the country," he said. "But thats because weve done nothing to help the rebels succeed. And yes they have some light weapons, but they need anti-tank weapons and they need anti-air weapons. And thanks to Hezbollah, the Russians, and Iranians, now Bashar al Assad has the initiative on his side."

McCain called on the US to imposed a no-fly zone on the country and to "take out their air assets" and implied that would :

Theres a real threat to [Israel] now, this has spilled over into Lebanon, fighting in Lebanon, Jordan cannot last, the king of Jordan cannot last under this present scenario. Ten percent of their population are refugees. Can you imagine 10 percent of our population being refugees?

The same concerns that we see publicly that we dont want to get involved in escalation [he said, asked about Obama's reasons for inaction]. The Americans are war-weary theres no doubt about that, but if we stand by and watch this continue and spread its going to become a regional war and we can affect things beneficially. And if we cant, then I can assure Americans that they are wasting hundreds of billions of tax dollars on national defense."

It's not clear how a US effort to help the rebellion win would necessarily end the refugee crisis though it might shift its demographics.

Syria's Alawite minority, an offshoot of Shiite Islam that Assad and many of the stalwarts of his regime belong to, make up about 10 percent of Syria's population about 2.2 million people. Syria's ancient Christian population is also likely to feel threatened after a war won by the country's Sunni majority. ( as a result of jihadi attacks during the Iraq war.)

At any rate, McCain, a leading US hawk, wants the same thing in the short term as Sheikh Qaradawi. But the two men, their two camps, want dramatically different things in the long term for Syria. Which camp is likely to have more influence in a post-Assad Syria?

This is a real thing people have been known to say, calling a blog post just a "blog," you see. Usually they are your grandma, or someone who hasn't been on the Internet for very long, or somehow, maybe, they just don't have the same canny ear sense as the rest of us. Or sometimes, maybe, their ears are a bit cannier. These people (Wickman citesand  as examples) say "I wrote a blog," not "I wrote a blog post." And this is wrong. A blog is the big thing, the umbrella you open to keep all the little posts below from getting rained on. You don't, actually, write blogs at all — blogs are created, often with the help of several or many people, and they often involve more than simply writing. All the wee children we put forth with our minds and typing fingers are our posts. They are written. They are not blogs.

Or, as Wickman writes, "No matter what dictionary you check—online, Urban, or otherwise—you will find no definition of blog that means blog post. Saying one to mean the other is like saying magazine when you mean article. The listener or reader may get your drift eventually, but only after they’ve been thrown for a loop." He points out too that it sounds funny, silly, awkward, and may undermine the genius of what you've written. "I wrote a blog about that," someone says, and you look at them as if they're  (that's a reference as old as your first blog).

But ... while on the face of things I agree with him and his blog, I do think that perhaps we've reached a time in which even saying "blog post" should be retired as well. It seems somehow dated, this two-word affectation for what is, basically, just writing a story, an article, a "piece." The need to define what that piece is based on the form in which it exists — I wrote a magazine article; I wrote a print book, I wrote a brochure column, I wrote a tabloid item — seems a little like something grandma would say, too. And there is the simple fact that the more you say "blog" and the more you say "post" the weirder both of those words begin to seem: blog, because, what heck is a blog? And post for much the same reasons. Post ... office? Post ... in the ground? , "a Web site that contains an online personal journal with reflections, comments, and often hyperlinks provided by the writer; also : the contents of such a site." But are we all bloggers if we don't write blogs? What if we work for sites? What if we're just ... writers?

NEW YORK (Reuters Health) - Close to two-thirds of women favor making contraceptive pills available over the counter, according to a new nationally-representative survey.

In addition, about 30 percent of women using either no birth control or a less effective method - such as condoms - said they would likely take the Pill if it was sold without a prescription, researchers found.

"Of course it's a hypothetical question, and it remains to be seen how this would play out in reality," said Dr. Daniel Grossman, from the University of California, San Francisco and the nonprofit Ibis Reproductive Health, who led the new study.

But the finding "gives us some indication that making the Pill over the counter could help improve use of more effective contraception and help women use the method they'd like to use," Grossman told Reuters Health.

It could also potentially reduce unplanned pregnancies, he noted.

"There's mounting evidence that this is safe, this is effective and women really want it."

The results come amid news on Wednesday that the U.S. Food and Drug Administration is appealing a court order directing the agency to make the "morning after" emergency contraceptive Plan B available over the counter to women of any age.

Late last year, the American College of Obstetricians and Gynecologists published a statement recommending that birth control pills be available over the counter (see Reuters Health story of November 20, 2012 here: http://reut.rs/UH0Zz9).

For the new study, researchers surveyed just over 2,000 women aged 18 to 44 about their attitudes toward over-the-counter access to the Pill. None of those women was pregnant or trying to become pregnant, and all had been sexually active with men in the past year.

About 31 percent of participants each said they were "strongly" or "somewhat" in favor of women being able to buy birth control pills without a prescription, according to findings published in the journal Contraception.

"It shows that, just as I think physicians' attitudes seem to be changing over time, women's attitudes are also changing over time," said Dr. Kavita Nanda, a contraception and family planning researcher at FHI 360 in Durham, North Carolina.

Women in the study said over-the-counter access would make getting the Pill more convenient, save time and money and prevent unintended pregnancies. However, they also noted some downsides, such as women possibly choosing a pill that's wrong for them.

Nanda, who wasn't involved in the new research, said resistance to making birth control pills more accessible has stemmed from concerns that women need a doctor to determine whether the drugs are safe given their particular situation, and that the women won't go to regular check-ups if they can get pills without a doctor's help.

But those theories haven't played out in other studies, she told Reuters Health.

Research suggests, for example, that women are able to look at a checklist of contraindications and determine if the Pill is safe for them, she said. Having uncontrolled high blood pressure or a history of breast cancer or blood clots may all make birth control pills less safe, she noted.

Grossman agreed with Nanda that any safety issues have largely been addressed.

"There was one piece that was missing from the research that had been done to date, and that was really documenting the demand for this among women," he said. "Women really are interested in this."

Close to half of pregnancies in the U.S. are unintended, according to the Centers for Disease Control and Prevention.

"I see this issue, of moving the regular birth control pill over the counter, as the next big advance in improving access to effective contraception," Grossman said.

NEW YORK (Reuters) - After more than 15 years of failures by scientists around the world and one outright fraud, biologists have finally created human stem cells by the same technique that produced Dolly the cloned sheep in 1996: They transplanted genetic material from an adult cell into an egg whose own DNA had been removed.

The result is a harvest of human embryonic stem cells, the seemingly magic cells capable of morphing into any of the 200-plus kinds that make up a person.

The feat, reported on Wednesday in the journal Cell, could re-ignite the field of stem-cell medicine, which has been hobbled by technical challenges as well as ethical issues.

Until now, the most natural sources of human stem cells have been human embryos, whose use in research poses ethical quandaries. The technique announced on Wednesday, by scientists at Oregon Health & Science University and the Oregon National Primate Research Center, uses unfertilized human eggs.

Eliminating the need for human embryos could boost attempts to use stem cells and their progeny to replace cells damaged or destroyed in heart disease, Parkinson's disease, multiple sclerosis, spinal cord injuries and other devastating conditions.

But the achievement could also revive fears of reproductive cloning, or producing genetic copies of living (or dead) individuals.

Even before the study was published, a British watchdog group called Human Genetics Alert protested the research.

"Scientists have finally delivered the baby that would-be human cloners have been waiting for: a method for reliably creating cloned human embryos," said Dr. David King, the group's director. "This makes it imperative that we create an international legal ban on human cloning before any more research like this takes place. It is irresponsible in the extreme to have published this research."

Among scientists, however, the accomplishment is being hailed as "a tour de force," as stem cell biologist George Daley of the Harvard Stem Cell Institute put it. "This represents an unparalleled achievement. They succeeded where many other groups failed, including mine."

The highest-profile failure was that of biologist Hwang Woo-suk of Seoul National University in South Korea. In 2005 he and his team made headlines across the globe when they claimed, in the journal Science, that they had created human embryonic stem cells via nuclear transfer, the same technique the Oregon scientists used. Hwang's claim turned out to be a lie, making it one of the most infamous cases of scientific fraud in the last decade.

DOLLY THE SHEEP

If the Oregon achievement holds up and can be replicated by scientists in other labs, it would offer a third, and potentially superior, way of producing embryonic stem cells.

The field of stem cells took off in 1998, when scientists led by Jamie Thomson at the University of Wisconsin announced that they had harvested the cells from days-old human embryos, called blastocysts, obtained from fertility clinics.

The fact that the blastocysts are destroyed when their stem cells are removed ignited a furor from groups that believe life begins at conception. In 2001, President George W. Bush banned federal funding for research that would create more blastocysts, but stem cells already produced from them were fair game.

Those cell lines turned out to be fewer and of poorer quality than scientists had hoped. The next breakthrough came in 2007, when Shinya Yamanaka of Kyoto University produced human embryonic stem cells in a way that did not require eggs or embryos. He added four genes to adult cells, and the result was like turning back the calendar: The adult cells, which he called induced pluripotent (iPS) cells, showed all the properties of embryonic stem cells, an achievement for which Yamanaka shared last year's Nobel prize in medicine.

"The whole scientific community jumped on the iPS bandwagon," said Dr. Robert Lanza, chief scientific officer of Advanced Cell Technology.

That turned attention away from a third technique for producing embryonic stem cells: the method that created Dolly the sheep in 1996. Scientists in Scotland had started with a sheep oocyte (egg), removed its DNA and replaced it with DNA from a sheep mammary gland cell. They zapped the egg with electricity to make it grow and divide like a fertilized embryo. No sperm were necessary.

This technique is called somatic cell nuclear transfer (SCNT). If the embryo is implanted inside a surrogate mother, as the Dolly team did, the result is reproductive cloning, which has also been done for mice, cows and other animals. But if embryonic development is halted after five days or so, the result is stem cells genetically identical to the donor's - and thus custom-made for therapies to treat degenerative diseases without fear of rejection by the patient's immune system.

The Oregon scientists, led by Shoukhrat Mitalipov, used a variation of the Dolly technique. They carefully inserted an adult skin cell into a donated human egg whose DNA had been removed. The unfertilized eggs, stimulated by electric pulses to start dividing, developed to about the 150-cell stage.

The cells were all true embryonic stem cells; they have the "ability to convert just like normal embryonic stem cells, into several different cell types, including nerve cells, liver cells and heart cells," said Mitalipov. "While there is much work to be done in developing safe and effective stem cell treatments, we believe this is a significant step forward in developing the cells that could be used in regenerative medicine."

ODD EGGS

In succeeding with humans, the Oregon team toppled the dogma that there is something odd about human eggs or embryos, said stem cell expert Rudolf Jaenisch of the Whitehead Institute and Massachusetts Institute of Technology: "Published data said there was a difference in principle between humans and the mice and other animals that had been cloned, a difference that presented an insurmountable barrier to human cloning" for either reproduction or stem cells.

The Oregon team figured out how to get the egg to act as if it had been fertilized. The secret was to keep the eggs in the phase of their growth cycle called "metaphase," which is when DNA aligns in the middle of the cell before the cell divides. The scientists got the best results when they grew the eggs in a little of a substance that tends to be abundant in labs: caffeine.

When conducting the same experiment with monkeys, the Oregon scientists stopped at the production of stem cells and never implanted the ball of cells into a surrogate mother. Mitalipov said reproductive cloning is "not our focus, nor do we believe our findings might be used by others" to do it with humans.

"Reproductive cloning hasn't been advanced by this new paper," agreed MIT's Jaenisch. "If you implanted these embryos, which would be illegal, I think you would get the same results as in mice: Most of them die at birth, and the others encounter big troubles as they age."

STEM CELL FACE-OFF

Now the question is whether embryonic stem cells produced with the Dolly method would be superior to those created with the turn-back-the-calendar iPS method.

Scientists have already found that iPS cells tend to age prematurely and die. They are also created with cancer-causing genes, which could make them dangerous to use therapeutically.

Another possible advantage of the embryonic stem cells produced by the Dolly method: It takes just days, compared with weeks for iPS cells.

"If you have a patient who needs, that can be an important difference," said Natalie DeWitt of the California Institute for Regenerative Medicine.
