The FBI said that the shootings appeared to be "street violence" and weren't linked to terrorism.

Many of the victims were grazed and most of the wounds weren't life-threatening, police spokeswoman Remi Braden said in an email. No deaths were reported.

Police Superintendent Ronal Serpas told reporters that a 10-year-old girl was grazed in the shooting around 2 p.m. She was in good condition. He said three or four people were in surgery, but he didn't have their conditions.

Mary Beth Romig, a spokeswoman for the FBI in New Orleans, said federal investigators have no indication that the shooting was an act of terrorism.

"It's strictly an act of street violence in New Orleans," she said.

Officers were interspersed with the marchers, which is routine for such events. As many as 400 people joined in the procession that stretched for about 3 blocks, though only half that many were in the immediate vicinity of the shooting, Serpas said.

Police saw three suspects running from the scene in the city's 7th Ward neighborhood. No arrests had been made as of late afternoon.

Second-line parades are loose processions in which people dance down the street, often following behind a brass band. They can be impromptu or planned and are sometimes described as moving block parties.

A social club called The Original Big 7 organized Sunday's event. The group was founded in 1996 at the Saint Bernard housing projects, according to its MySpace page.

The neighborhood where the shooting happened was a mix of low-income and middle-class row houses, some boarded up. As of last year, the neighborhood's population was about 60 percent of its pre-Hurricane Katrina level.

Police vowed to make swift arrests. Serpas said it wasn't clear if particular people in the second line were targeted, or if the shots were fired in a random fashion.

"We'll get them. We have good resources in this neighborhood," Serpas said.

In the late afternoon, the scene was taped off and police had placed bullet casing markers in at least 10 spots.

WADA president John Fahey is an Australian with long political and sporting ties in the country.

An Australian Crime Commission report in February said dozens of players in the Australian Football League and NRL might have used illegal supplements.

Fahey says doping authorities cannot rely on that background for any potential action against the athletes.

But he says he's confident the battle will continue, pointing to the success of the U.S. Anti-Doping Agency's lengthy investigations which led to Lance Armstrong's eventual confession that he had doped while winning the Tour de France.

The Budget Framework Paper, obtained by Reuters, also projected that Rwanda's economy would grow by 7.5 percent in both 2013 and 2014, after expanding by about 8 percent in 2012.

Still, the latest forecasts miss a target to average growth of 11.5 percent over five years, as part of a goal to achieve middle income status with per capita GDP of $1,240 by 2020.

The government under President Paul Kagame has been praised for turning Rwanda around from the chaos of the 1994 genocide into a fast-growing and business-friendly economy. The country's first Eurobond, which it launched last month, was heavily oversubscribed.

But several international donors have cut or held back valuable aid for Rwanda over its alleged backing of rebels in the neighbouring Democratic Republic of Congo, a charge Kigali denies.

The budget framework must be approved by parliament, which is dominated by Kagame's party. The framework projects revenues and grants of 1,287.3 billion Rwandan francs in fiscal year from July, compared with 1,149.5 billion francs this fiscal year, with part of the extra funds coming from higher tax revenues.

The projected 2013/14 deficit of 297.7 billion francs would be financed by a mixture of domestic and foreign borrowing.

The paper forecast that the deficit would fall to 3.7 percent of GDP in 2014/2015 and 3.1 percent by 2015/2016.

The government paper said budgetary grants were expected to fall to 170.7 billion francs in the fiscal year starting in July from 197.9 billion francs this year. It said this estimate was due to the fact that some donors had not yet finalised their financing plans for Rwanda.

"It is expected that when these plans are finalised they will result in increased support for the budget," it said.

The public debt stood at $1.65 billion in 2012, or 23.3 percent of GDP, of which external debt accounted for $1.17 billion, the paper showed.

JERUSALEM (Reuters) - Prime Minister Benjamin Netanyahu has quietly curbed new building projects in Jewish settlements, an Israeli watchdog group and media reports said on Tuesday, in an apparent bid to help U.S. efforts to revive peace talks with the Palestinians.

"We see there are fewer approvals for new construction in the West Bank since President Barack Obama visited (in March)," Yariv Oppenheimer, head of Peace Now, which monitors settlement activity in the occupied West Bank and East Jerusalem, told Reuters. He said it was too early to give any numbers.

Israeli Army Radio reported that Netanyahu had met Housing Minister Uri Ariel to order a freeze in issuing tenders for new housing projects in settlements in the West Bank, effectively delaying construction of hundreds of homes.

The Haaretz newspaper, quoting unidentified senior officials, said Netanyahu had promised U.S. Secretary of State John Kerry that he would refrain until mid-June from publishing new tenders in the West Bank and East Jerusalem, areas that Israel captured in the 1967 Middle East war.

In Jerusalem, a spokesman for Netanyahu, who is visiting China, had no immediate comment. Kerry is engaged in a fresh U.S. diplomatic campaign to revive peace talks, which collapsed in 2010 over Israel's continued expansion of settlements.

Ariel, interviewed on Army Radio, declined to confirm or deny that a freeze was in place.

"I am not commenting. A minister sits with his prime minister. If they want to go public, they have ways to go public. If they want for it stay between them, it will stay between them," Ariel said.

"UNDERSTAND WHAT YOU WANT"

Ariel was pressed to say whether he was unhappy with the freeze order. "You can understand whatever you want," he replied.

Ariel is a member of the far-right Jewish Home party, whose leader, Naftali Bennett, has advocated annexing parts of the West Bank.

The Palestinians, who demand a halt to settlement activity as a condition for returning to peace negotiations, want to establish a functioning state in the West Bank and Gaza Strip, with East Jerusalem as its capital.

In an apparent effort to give U.S. diplomacy a chance, the Palestinians have not applied in recent months to join any world organizations after the de facto recognition of Palestinian statehood at the United Nations last November.

After the U.N. vote, which was opposed by Israel and the United States, Netanyahu decided to build 3,000 more settler homes in the West Bank and East Jerusalem.

But during his visit to Israel and the West Bank, Obama reiterated U.S. displeasure, saying that continued settlement activity was "counterproductive to the cause of peace".

A 10-month moratorium on housing starts in settlements in 2009 led to a brief resumption of peace talks. Netanyahu says the Palestinians should now return to negotiations unconditionally, a position echoed by Washington.

The settlements that Israel has built in the West Bank and East Jerusalem are considered illegal by most countries. Israel cites historical and biblical links to the two areas, where about 500,000 Israelis and 2.5 million Palestinians now live.

Mortgage buyer Freddie Mac said Thursday that the rate on the 30-year loan was unchanged at 3.55 percent. In July, the rate fell to 3.49 percent, the lowest since long-term mortgages began in the 1950s.

The average on the 15-year fixed mortgage, a popular refinancing option, slipped to 2.85 percent, down from 2.86 percent last week. That's above the record low of 2.80 percent.

Cheap mortgages have helped lift the housing market. Sales of new and previously occupied homes are well above last year's levels. Low rates have also allowed people to refinance, which lowers monthly mortgage payments and helps boosts consumer spending.

Home prices are increasing more consistently this year, largely because the supply of homes has shrunk while sales have risen. And the number of Americans who owe more on their mortgages than their homes are worth declined in the second quarter.

Still, the housing market has a long way back. Home sales are below healthy levels. And many people are still having difficulty qualifying for home loans or can't afford larger down payments required by banks.

Mortgage rates are low because they tend to track the yield on the 10-year Treasury note. A weaker U.S. economy and uncertainty about how Europe will resolve its debt crisis have led investors to buy more Treasury securities, which are considered safe investments. As demand for Treasurys increase, the yield falls.

To calculate average rates, Freddie Mac surveys lenders across the country on Monday through Wednesday of each week.

The average does not include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount.

The average fee for 30-year loans was 0.6 point, down from 0.7 point last week. The fee for 15-year loans was changed at 0.6.

The average rate on one-year adjustable rate mortgages was steady at 2.61 percent. The fee for one-year adjustable rate loans also was unchanged, at 0.4 point.

The average rate on five-year adjustable rate mortgages fell to 2.72 percent from 2.75 percent. The fee declined to 0.6 point from 0.7.

WASHINGTON/WELLINGTON (Reuters) - A trip to New Zealand will put America's chief prosecutor on the same soil as a flashy internet mogul who is fighting extradition to the United States on charges he assisted massive piracy of copyrighted movies and music.

U.S. Attorney General Eric Holder visits New Zealand next week for an annual meeting of a "quintet" of attorneys general from mostly English-speaking countries - and not to meet up with the entrepreneur Kim Dotcom.

The founder of defunct file-sharing service Megaupload, Dotcom has oscillated between assailing Holder's trip and wanting to hear what he has to say in person.

It was unclear on Thursday whether Holder would appear in public. His speech at the University of Auckland is planned primarily for students and will be closed to the public and the media, although his U.S. speeches are usually open to the media.

In Twitter posts, Dotcom requested a ticket to the speech, offered to send T-shirts and an ethics manual to wherever Holder is staying and challenged his followers to film Holder while a Megaupload theme song plays for a $500 prize.

Dotcom tweeted that he would like to understand Holder's definition of cybercrime, one issue the quintet works on.

An extradition hearing for Dotcom is scheduled for August, although appeals could further delay it, said Ira Rothken, a lawyer for Megaupload. He told Reuters by phone he had no reason to expect a meeting between Holder and Dotcom.

Holder declined an interview through a spokeswoman on Thursday. Federal prosecutors in Virginia who are handling the case declined to comment on how it is proceeding.

Dotcom got rich from founding Megaupload, which allowed users to upload and download movies, music, television shows, e-books and software. The site once commanded 4 percent of global online traffic before U.S. prosecutors shut it down.

The United States began a criminal copyright case against Dotcom in January 2012. At Washington's request, New Zealand law enforcement officers conducted a dramatic raid on his mansion outside Auckland.

Attempts to have him sent to the United States for trial were delayed after a New Zealand court last year found that New Zealand used unlawful warrants in his arrest and illegally spied on him in the lead-up to the raid.

PRECEDENT SETTER?

Dotcom and six associates face U.S. charges that they conspired to infringe copyrights, launder money and commit racketeering and fraud.

The copyright case could set a precedent for internet liability laws and, depending on its outcome, may force entertainment companies to rethink their distribution methods.

Dotcom maintains that Megaupload, which housed everything from family photos to Hollywood blockbusters, was merely a storage facility for online files, and should not be held accountable if content stored on the site was obtained illegally.

The Justice Department counters that Megaupload encouraged piracy by paying money to users who uploaded popular content and by deleting content that was not regularly downloaded.

It said Megaupload cost copyright holders such as movie studios and record companies more than $500 million and generated more than $175 million in criminal proceeds. It called the case among the largest ever involving criminal copyright.

Dotcom launched a new file-sharing service, Mega, in January.

Many New Zealanders view Dotcom, born in Germany as Kim Schmitz, as a folk hero fighting for online freedom and willing to stand up to the U.S. and New Zealand governments.

Dotcom, who has been released on bail and is suing the New Zealand government for illegal surveillance, predicted Holder would keep a low profile during his visit.

"It's probably risk management and avoidance of bad PR because the story has not yet arrived in any big way in the U.S. media," he wrote in an email to Reuters. "Any bad coverage here might spill over to the U.S."

Holder's visit to Dotcom's country of residence is not his choice. The attorneys general of Australia, Canada, New Zealand, the United Kingdom and the United States began meeting as a quintet in 2009 to discuss legal matters including cybercrime.

After a gathering in Ottawa last year, it was New Zealand's turn to host.
