"Fleet Street" will be broadcast on U.S. cable channel Starz and will follow the competitive landscape of tabloid publications in 1970s London, Starz said in a statement on Wednesday.

"It was the dawn of the celebrity era, in all its gruesome detail - a revolution that changed pop culture, and the relationship between the press and politicians, royals, and stars," Morgan said in a statement.

The series "will chronicle the rise of tabloid journalism, the sexual revolution and class warfare, all seen through the eyes of an American journalist," the statement added.

"Fleet Street" is currently in development and does not have a release date. It will consist of eight to 13 hour-long episodes.

Morgan, 48, rose to fame as the youngest national newspaper editor in 1994 when he was appointed to lead Rupert Murdoch's now defunct News of the World tabloid.

He became editor of the Daily Mirror in 1995 but was fired in 2004 after the newspaper published false photographs of Iraqi prisoners apparently being abused by British soldiers.

Morgan moved into television, gaining fame as a judge on Simon Cowell's competition shows "Britain's Got Talent" and its U.S. version "America's Got Talent."

In 2011, Morgan took over from veteran host Larry King and launched the CNN talk show "Piers Morgan Live."

NEW YORK (Reuters) - A federal judge in New York on Friday declined to temporarily halt a court order directing the U.S. Food and Drug Administration to make emergency contraception available over the counter to girls of all ages.

However, U.S. District Judge Edward Korman in Brooklyn said he would give the FDA until May 13 to ask a federal appeals court in Manhattan to stay the order, which had been scheduled to take effect on Friday.

Korman ordered the FDA on April 5 to lift age and point-of-access restrictions on all levonorgestrel-based emergency contraception, also known as the "morning-after" pill or "Plan B," to prevent unwanted pregnancies. The FDA has appealed that ruling.

"In my view, the defendants' appeal is frivolous and taken for the purposes of delay," Korman wrote in Friday's decision.

The case stems from a 2005 lawsuit filed by a coalition of reproductive rights advocates who sought to lift age and access restrictions on emergency contraception.

At the time of Korman's original April ruling, emergency contraception was available without a prescription to women 17 years and older who presented identification at a pharmacist's counter.

Late last month, the FDA said it would allow girls as young as 15 to buy a one-pill version of emergency contraception, Plan B One-Step, made by a unit of Teva Pharmaceutical Industries Ltd without a prescription.

The agency said its decision was unrelated to the court ruling and based on data from Teva showing teens that age could take the drug safely.

In the April 5 ruling, Korman called the agency's restrictions on emergency contraception "arbitrary, capricious and unreasonable," and gave it 30 days to make the drug available over the counter to women of all ages.

If taken up to 120 hours after unprotected sex, emergency contraception is designed to prevent pregnancy.

FDA and Teva officials declined to comment.

SAN FRANCISCO (Reuters) - Microsoft Corp will unveil its much-anticipated next-generation Xbox on May 21 following months of speculation the company is gearing up to announce a new video game console this summer.

The company sent out media invitations on Wednesday, hinting it would be announcing the successor to its seven-year old Xbox 360. A new console from the software company will come on the heels of rival Sony's announcement in February that it will launch the PlayStation4 this holiday season.

Microsoft's May event will be held at its Xbox campus in Redmond, Washington, just a month before the Electronic Entertainment Expo (E3) in Los Angeles, the gaming industry's largest annual convention, where next-generation consoles will be spotlighted.

"On May 21, we'll mark the beginning of a new generation of games, TV and entertainment," the company said on its official blog.

The Xbox 360 is the market-leading console that has an installed user base of 76 million. Gaming blogs have been afire with speculation about what features a next-generation console might offer, but Microsoft has been tight-lipped so far.

The current version of the Xbox sports voice- and gesture-command capabilities.

Shares in Microsoft were up 3.1 percent at $31.53 in the afternoon.

LOS ANGELES (TheWrap.com) - Big-city moviegoers in China are paying up to $25 per person to see "Iron Man 3," which opened Wednesday, while their rural counterparts could pay as little as $3 a ticket to see the same movie.

In that crucial, and growing, market for Hollywood, the government controls ticket prices. Under its tiered pricing structure, moviegoers in Beijing pay an even higher premium for 3D and Imax presentations than those in New York or Los Angeles.

In Chinese urban markets, tickets for premium showings of movies like "Iron Man 3" can cost between $15 to $25 a person, according to Chinese box-office tracker Entgroup. By comparison, Imax 3D tickets for "Iron Man 3" in L.A. this weekend cost around $20.

The Marvel superhero sequel starring Robert Downey Jr., which is tracking for a $160 million opening in the U.S., is expected to do even better in China than "G.I. Joe: Retaliation," which opened to $33 million last weekend. "The Avengers" brought in $80 million from that market last summer.

In China, movies are considered a luxury for much of its 1.3 billion population.

The average ticket price was $5.78 last year, according to Entgroup, compared to $7.94 in North America. Bear in mind that the average annual per capita income in China was $6,076, opposed to nearly $50,000 in the U.S.

Ticket prices are higher in large cities due to real-estate costs and a greater reliance on tickets than in the U.S., where concession sales fatten the coffers.

BoxOffice.com editor-in-chief Phil Contrino, who visited China earlier this year, said that content - particularly Hollywood blockbusters - is keeping the multiplexes filled despite the high prices.

"Piracy is still a huge problem in China, and that makes it incredibly easy for people there to digest content at their homes," Contrino said. "But luckily, spectacle can trump easy access. Chinese moviegoers want to be impressed by Hollywood blockbusters in theaters. That's why "Avatar" is still the No. 1 movie there."

Nonetheless, establishing a workable ticket pricing strategy has to be priority for Chinese film officials, and will be critical for Hollywood studios banking on continued growth in that market. The Chinese box office reached $2.7 billion in 2012, up 36 percent from the year-earlier total, and trails only the United States.

Contrino believes it's a matter of when, not if, China supplants the United States as the world's biggest market. And he thinks that the movies Hollywood makes will have as much to do with that growth as infrastructure improvements.

"The culture is still figuring out the best ways to serve their citizens," Contrino said. "The answer seems to be mixing Hollywood production values with stories that speak to the average Chinese citizen walking the streets. When the film culture finally figures it all out, then that's when China will pass the North American box office. I think it's happening a lot quicker than most people thought it would."

The Institute for Supply Management said Friday that its index of non-manufacturing activity fell to 53.1 in April from 54.4 in March. Any reading above 50 indicates expansion.

The report measures growth in industries that cover 90 percent of the work force, including retail, construction, health care and financial services.

The decline in the overall index suggests some service companies may be starting to see less consumer demand, in part because of higher Social Security taxes.

April's weakness was largely because of a steep drop in a measure of prices. That index dropped from 55.9 in March to 51.2 last month. Nearly 70 percent of firms surveyed said they did not change their prices last month, while 10 percent lowered them.

A measure of business activity also declined. Still, a gauge of new orders was mostly unchanged and businesses stepped up restocking, typically a sign that they expect consumer spending to pick up.

Growth in the service industry depends largely on consumers, whose spending drives roughly 70 percent of economic activity. Americans boosted their spending from January through March at the fastest pace in more than two years, despite the increase in Social Security taxes that kicked in on Jan. 1.

But other indicators suggest the tax increase is starting to catch up with consumers. Retail spending fell in March by the most in nine months.

The survey's index of hiring also fell, indicating fewer jobs were added last month. But the survey conflicted with a separate government report Friday that said service-sector hiring improved in April.

The Labor Department said service firms added 185,000 jobs last month, up from 139,000 in March. That helped lower the unemployment rate to a four-year low of 7.5 percent.

The tax increase has lowered incomes for a typical household earning $50,000 by about $1,000 this year. A household with two highly paid workers has up to $4,500 less.

Most economists predict the tax increase and steep government spending cuts that began on March 1 could slow economic growth in the April-June quarter.

Consumers are more optimistic that the job market is healing and will deliver higher pay later this year, according to a survey of April consumer confidence released Tuesday.

And other trends may offset some of the impact of the taxes this year. Consumers have cut their debts. Rising home values and stock prices have increased household wealth And average gas prices nationwide have dropped 27 cents from their peak this year to $3.52 a gallon, according to AAA.

First father

The first head of the Catholic Church was St. Peter. Peter, whose original name was Simon, was one of Jesus' 12 apostles, according to John Julius Norwich in his book "Absolute Monarchs: A History of the Papacy" (Random House, 2012). He preached throughout Asia Minor before coming to Rome, where he lived for 25 years, whenAugustus Caesar crucified him. Legend has it that he sought to be crucified upside down, deeming himself too low to share in the same death as . Though now considered the first pope, he never officially took that title during his lifetime. []

Stepping down

The first pope to step down was Pontian, who headed the church from A.D. 230 to 235. Unlike many of his predecessors, Pontian wasn't martyred, but rather was sentenced to hard labor in the Sardinian mineral mines by Emperor Maximus the Thracian who was persecuting Christians, particularly heads of church. The pope voluntarily abdicated to prevent the church from having a power vacuum, according to the Catholic Encyclopedia.

Better times

The next hundred years was rough for the Catholic Church, with persecution of Christians andfor several of the church heads. But in A.D. 313, Emperor Constantine officially put an end to Christian persecution. Pope Sylvester I was the first pope to live in this less dangerous world, but when Constantine arranged theto sort out official Christian doctrine, Sylvester chose to sit it out, sending underlings instead, according to "Absolute Monarchs: A History of the Papacy." The Nicene Creed is now considered the first official statement of belief for Christians.

Peacemaker

Pope Leo I, who reigned from A.D. 461 to 468, may have been most famous for work he did before ascending to the papacy: The former aristocrat and then bishop convinced the feared Attila the Hun not to sack Rome. It's possible Leo offered Attila a pile of loot, or the warlord used the meeting as an excuse to turn back, given his own strategic concerns.

Another possibility is that the pope may have played on Attila's superstitious fear of dying soon after the sacking, just as Alaric I (king of a tribe of Goths) did after the despoiling of Rome decades earlier, according to  "Absolute Monarchs: A History of the Papacy." []

Cadaver on trial

Pope Formosus headed the Catholic Church from A.D. 891 to 896, and his reign was marked by political battles and infighting. He was excommunicated about 20 years prior to his reign, but then later absolved. After his death, hiswas exhumed, put on trial, and judged to be unworthy of the papacy. All of his papal edicts were deemed invalid, the fingers he used to make sacraments were ripped off, and he was tossed into the Tiber River.

Other Benedicts

Theisn't the only Benedict to have stepped down. During a tumultuous time in the Catholic Church's history known as the saeculum obscurum (sometimes called the Rule of the Harlots), the popes engaged in corrupt venal behavior and were too closely allied to one aristocratic family. Fed up, the people in Rome raised Benedict V to the highest position in A.D. 964. But the founder of the Holy Roman Empire, King Otto, wasn't having it: He elected an antipope, Leo VIII, instead. Benedict V chose to step down a few months after being elected. (At this chaotic time, it wasn't unheard of to have two popes elected.)

The next Benedict, Benedict VI, also faced an ignominious end to his reign: When King Otto died in 974, Benedict VI was imprisoned andby his antipope successor.

Three-timing pope

Another Benedict, Pope Benedict IX, had three runs at the papacy. The ne'er-do-well ascended to the highest office in 1032 as a result of family connections at the tender age of 20, according to the Catholic Encyclopedia. The ruler reportedly lackedand led a dissolute life. In 1044, the city of Rome elected an antipope (a second pope). Benedict IX drove out the antipope, but then stepped down only after selling the papacy to yet another priest. Before he died, he seized the highest office one more time, but Benedict IX's final stint was short lived.

Pregnant pope?

One legend has it that from A.D. 855 to 877, a Pope John who reigned may have actually been a woman. The story, recounted by a Dominican monk named Martin in 1265 and several others, claims that Pope John was a girl who was brought to Athens in men's clothing, according to "Absolute Monarchs: A History of the Papacy." She took up study and became a master of learning, the story goes, but became pregnant and gave birth in a church procession. However, the chaos at the time and the discrepancies between different stories suggests this "Pope Joan" may never have existed.

Short reigns

Many of the men who have been chosen for the highest office didn't get a chance to do much with it. Pope-elect Stephen was elected in A.D. 752, but died just a few days later, without being consecrated into office. Pope Damasus II ascended to the papacy in 1048, after , but passed away just 23 days later. Celestine IV, who was elected in 1241, died just 16 days later too early for his coronation. And Pope Urban VII, at 12 days in A.D. 1590, was the shortest-reigning pope in the Catholic Church's history.

The Catholic Church has also had several periods where no pope reigned. These gaps, known as interregnums, usually occurred when the cardinals who vote for the pope were deadlocked.

Abdication

The last pope to abdicate, Pope Gregory XII, was elected in 1406, more than 600 years ago. A man noted for his piety, he was originally elected to end the schism that occurred after Pope Innocent VII died, according to the Catholic Encyclopedia. Gregory XII was one of three popes to rule at the time, and the ensuing chaos must have convinced him it was . He eventually convened a council to sort out the mess, and abdicated in 1415.

LOS ANGELES (TheWrap.com) - For the ousted creator of NBC's "Smash," the responsibility for the show's demise doesn't lie at her feet.

In a spirited email exchange with BuzzFeed's chief Los Angeles correspondent, Theresa Rebeck feels that the show's rapidly dwindling ratings and exile to live out the rest of its days on Saturday nights proves that she wasn't the one who ruined the show.

"If in fact Theresa Rebeck was the problem with 'Smash' and the train wreck it became, wouldn't things have gotten better - rather than drastically worse - once she left?" Rebeck wrote the site in the third person.

Rebeck was removed from the show in March 2012 in what she had called "an explosive situation" in which she "was treated quite badly."

A month later, "Gossip Girl" executive producer Josh Safran was named as her replacement.

Season 2 premiered on February 5, "Smash" drew an anemic 1.1 rating/3 share in the advertiser-coveted 18-49 demographic -- its lowest-rated episode at that date, and down 71 percent from the show's series premiere. It was also down 39 percent from its May 14 season finale. It moved to Saturdays in April.

Ratings are definitely an indicator that a show has gone off the rails, but Rebeck wants to make sure she's clear that they aren't the cause.

"Most media reporters would agree that the second season was a complete disaster," she wrote. "And that the troubles with a once promising show go far beyond faring poorly in the ratings."

Both of them are senior to me in rank and age, and they pooh-pooh the notion that anything but water vapor is being exhaled. Am I making something out of nothing, or should I be worried about this? -- CLEAN AIR

Mohammed Nisham was arrested on charges of endangering the life of a child and allowing a minor to drive, said Inspector Biju Kumar. He was released after posting bail of 5,000 rupees ($92), Kumar said.

Nisham's wife filmed the boy driving the sports car on his 9th birthday two weeks ago with his 5-year-old brother in the passenger seat. The video was widely watched on YouTube and created an outrage across India, causing police to file charges.

India's economic boom has created a class of super-rich, whose excesses are frequently in the news.

Police Inspector M.V. Verghese said the boy's father, who has a thriving tobacco and real estate business, owns 18 cars worth an estimated $4 million.

Nisham turned himself in at a police station near the port city of Kochi in the southern state of Kerala, Kumar said.

Police have impounded the Ferrari, but it will be returned to him in a few days after police complete the paperwork for the case, police said.

The boy's parents were unabashed. "I am proud of him. He's been driving since he was 5," said his mother, Amal Nisham.

She said the boy has also driven the family's Lamborghini and Bentley and other cars.

"It was his 9th birthday, and since he was insisting for months, we allowed him to drive the Ferrari. He is a cautious and confident driver," she told television channel NDTV.

"It's not easy for a child to achieve such a feat at this young age," she said.
