TEL AVIV (Reuters) - A Tel Aviv court set a late August deadline on Sunday for indebted Israeli conglomerate IDB Holdingto sell its stake in an insurance firm, giving its chairman some breathing space in a bitter ownership battle.

Many of the companies IDB owns have been hit by slowing economic growth and increased competition. IDB Holding owes bondholders 2 billion shekels ($550 million) and its unit IDB Developmentowes a further 5.8 billion shekels.

Both sets of bondholders - mainly institutional investors led by U.S. hedge fund York Capital - proposed a debt restructuring last month that would oust IDB Holding Chairman Nochi Dankner and give them full control of a combined company.

Dankner has sought a dismissal of the plan, maintaining that IDB will meet future obligations.

IDB Development, which has been trying to sell assets to pay its debt, has said it received an offer from a foreign fund for the 55 percent stake it owns in Clal Insurance , one of Israel's biggest insurers, that reflects a valuation for the entire firm of 4.5 billion shekels.

The Tel Aviv district court said Danker would have until August 22 to complete the transaction.

"This sale must be done soon ... otherwise IDB Development will not be able to meet its payments for the coming year," Judge Eitan Orenstin said.

The judge also instructed IDB Development to deposit into a trust account 800 million shekels needed to meet its debt payments through the end of August.

Following the hearing, Dankner told reporters the deadline for the Clal sale was "short and challenging" but he would seek to meet it.

IDB said in May the fund was conducting due diligence on the transaction, which should take six weeks.

To shore up IDB's capital, Dankner has brought in Argentinian businessman Eduardo Elsztain, who pledged to invest $75 million in IDB Holding, in addition to $25 million he already invested. Over the weekend, IDB filed a petition stating that Elsztain signed an agreement to deposit the money for the investment in escrow.

As well as Clal, IDB controls Cellcom , Israel's leading mobile phone operator, and supermarket chain Super-Sol . Its subsidiary Koor Industriesowns a 2.4 percent stake in Credit Suisse .

Twenty years ago this week, one of the worst atrocities in Liberia's war a conflict that was marked by its sheer brutality and high civilian casualties occurred in Carter Camp when some 600 people were slaughtered on the night of June 5-6, 1993.

The neglect shown the victims mirrors the lack of action in bringing the perpetrators to justice. A United Nations-commissioned inquiry found the army of the late president Samuel Doe responsible, but other accounts have since challenged the report. No one was ever put on trial even though Liberia's post-conflict truth commission recommended prosecution for perpetrators of crimes in the war generally.

Nyenati Allison, who was then a reporter for The Associated Press, visited the area soon after the carnage and described a horrible scene: "Strewn through the camp were babies with crushed skulls, mothers hacked by machetes, elderly people butchered like livestock."

The victims were hastily buried. A profusion of bushes now renders the mass grave, dug between two aging trees on the outskirts of the old camp, all but inaccessible.

"The government needs to build a memorial here so that at least generations unborn will know what happened here," said Yelesah Mark, a 48-year-old survivor of that hellish night as he struggled to control his emotions.

Carter Camp existed originally as home for low-income rubber tappers of the Firestone tire company, situated 48 kilometers (30 miles) southeast of Monrovia near the world's largest rubber plantation which began operations in 1926. When fighting between rival rebel forces and regional peacekeepers displaced locals, they sought refuge in Carter Camp, swelling its population to over 3,000. By the time of the massacre, those in the camp of mud huts were a combination of company employees and people displaced by fighting.

The camp was immediately abandoned after the massacre and visitors have to be told there once was a camp here. Grass has taken over everywhere. Apart from a Nigerian-originated church which operates here, the few visible living things are birds building nests in trees that once provided shades for camp residents.

Mark was among the displaced people who nearly lost their lives in the Carter Camp Massacre, one of the worst atrocities in Liberia's 14-year civil war that ended in 2003. When gunmen dressed in military uniform entered the sprawling camp, said Mark, "we saw two tactical jeeps in which they came taking positions at the two ends of the camp, but we did not know their intent at first."

The slaughter soon began, with the attackers using firearms and machetes. Over 200 of those who were butchered were children.

"My brother-in-law Bainda and my friend Sackie were among the batch of displaced people slaughtered behind a poultry house down there," he said. "The killings were all over the camp; as people cried for help, all you could hear were 'ba-ba-ba, ba-ba-ba'" Mark said, imitating the sound of automatic weapons fire.

"Whenever I ... tell the story to people, it brings back that sad memory; it looks like we are digging out old wounds," he said. "But again, the story has to be told."

Mark said those who drove into the camp and carried out the massacre were former soldiers belonging to the army loyal to Doe. The then president was killed in 1990, but the army he led continued to remain active, fighting other rival forces.

Flan J. Nowon was a relief worker supervising food distribution in Carter Camp 20 years ago. He and his team worked there hours before the massacre, handing out food to "desperate people." They decided to take a break and return to their homes outside the camp, planning to return and resume the food distribution the next morning.

"It was just about two hours later that we started hearing heavy gunfire in the camp," Nowon said, standing with AP reporters near the overgrown mass grave. "I believed for sure there was something terrible happening in the camp when I saw a woman who had been shot in the buttock coming out of the camp naked, bleeding and crying and carrying a child."

"I ran back inside and told my wife 'Carter Camp is on fire,'" Nowon recalled.

The lack of accountability for massacres such as this one has bred suspicion that persists two decades later that some of those who orchestrated the violence are in positions of power.

Former Liberian President Charles Taylor, who was a leader of a rebel group in 1993 and whose fighters many people like Nowon suspect had a hand in the attack, was found guilty in April 2012 in an international war crimes court in the Netherlands of 11 counts of war crimes and crimes against humanity and received a 50-year prison sentence.

But that was for aiding and abetting rebels in neighboring Sierra Leone, not for atrocities in his own country.

"Liberia became a place where killing was a way of life," said Nowon. "And those who killed people deliberately in Liberia have been left to roam the streets."

The lawsuit filed Thursday in Centre County sought to show that the NCAA and its top leadership overstepped the organization's own rules in levying the four-year bowl ban, steep scholarship cuts and other penalties against the football program.

Paterno family representatives also hope the case will raise new questions about the university's internal investigation led by former FBI director Louis Freeh, along with how and why the NCAA used Freeh's report as a basis for its sanctions in July.

Several trustees and faculty members also are part of the suit.

They might want to buckle up, though. The ride could get even wilder.

The Blackhawks and Kings are poised for what could be a tight and lengthy Western Conference finals, with Game 1 at the United Center on Saturday.

The Kings already have more playoff losses than they did a year ago when they went on a 16-4 run through the postseason to capture the Stanley Cup as an eighth seed.

"I cited critical moments last year," Kings general manager Dean Lombardi said. "There were several of them this year where they were severely tested. They keep finding a way to fight through, as they've done at times during the playoffs. "

The Blackhawks?

All they did was rally from a 3-1 deficit to beat Detroit in the conference semifinals, taking Game 7 by 2-1 on Brent Seabrook's overtime goal to remain in the hunt for their second title in four years.

"You don't draw it up, you don't plan to win a seven-game series coming back from 3-1," Blackhawks captain Jonathan Toews said. "Looking back, I think it is a good thing for our team to have gone through what we just went through, to kind of be pushed to the end, for a moment (to) feel like that was it. You have certain negative thoughts that kind of creep in. You try not to think about them, that you're up against a tough team and the odds are against you.

"But we stayed positive. We stuck with it. We just had that attitude that you take it one shift at the same time, you win one game at a time, anything can happen."

The next challenge is a big one, too. No goalie is more on his game at the moment than the Kings' Jonathan Quick. All the 2012 Conn Smythe Trophy winner has done is allow just 20 goals in 13 postseason games while carrying Los Angeles to its second straight conference final.

He leads the playoffs in goals-against average (1.50), save percentage (.948) and shutouts (three), and the Kings have needed it with their offense generating little.

They're averaging just two goals per game in the postseason, and they realize they need to rediscover their scoring touch. That wasn't an issue during the regular season, when they were 10th in the NHL and boasted the Western Conference's top goal scorer in Jeff Carter.

Getting center Jarret Stoll back would help. He suffered an apparent concussion on an illegal hit to the head in the series opener against San Jose and has been sidelined since. He skated with the team this week, but coach Darryl Sutter had no update Friday.

"He's been our best faceoff guy all year, so that's one of our strengths, and on the (penalty kill), even on the (power play) if he does play," center Anze Kopitar said. "It gives us a right-handed faceoff man that we didn't have."

Despite their difficulties putting the puck in the net, the Kings have gotten by. They dropped the first two games at St. Louis and needed seven to take out San Jose in the semifinals, with all four wins coming at home. It was a physical series that probably didn't earn many style points. And to that, the Kings basically say so what.

"Well, I don't really care what you think, if that has anything to do with it," Sutter said. "Is that what they're saying in Boston, too?"

Dustin Brown added: "We could bore you all to death. If we keep on winning, I could care less what people think of our game. We found something that's successful for us as a group, and sometimes people don't think it's exciting. It depends on your opinion."

Now, it's the Blackhawks with the home-ice advantage and games on back-to-back days in their arena. Clearly, they see an opportunity there.

But they also had their difficulties with a physical Detroit team, and here come the hard-hitting Kings.

"Yeah. They're big, and they do a good job protecting the net," Patrick Sharp said. "They're physical, as well, so we've got to be aware of that. Hopefully we can use our speed and our skill to kind of neutralize that, but this is all just talk. We'll see what happens this series."

Yet on a variety of policy fronts, pressing financial and other needs are forcing Republicans to concede more publicly than usual that minimalist government isn't necessarily a one-size-fits-all solution.

Natural disasters batter states. Security threats highlight the need for a robust defense apparatus. Offers of federal dollars for health coverage are tough to reject.

Most conservatives see Obama's presidency as epitomizing overreaching and bloated government. They point to his health law, various bailouts, stimulus spending, universal pre-kindergarten and tough environmental rules as prime examples.

The perception of an out-of-control government has gained steam in the early months of Obama's second term, with his foes citing the Justice Department's snooping on reporters in leak investigations and an admission by the Internal Revenue Service that agents unfairly targeted conservative groups.

"You've grown up hearing voices that incessantly warn of government as nothing more than some separate, sinister entity that's at the root of all our problems," Obama recently told graduates at Ohio State University. "You should reject these voices," he added.

In recent days, some Republicans have done just that.

This past week saw the president play arcade games and trade jokes on a Jersey Shore tour with GOP Gov. Chris Christie of New Jersey. Christie is a fiscal conservative who has shown no patience for massive government spending, except when it comes to billions in federal aid for his state after Superstorm Sandy.

While Congress stalled on storm aid, it was Christie and other Northeast Republicans who criticized members of their own party for insisting that Federal Emergency Management Agency dollars be offset by cuts elsewhere in the federal budget.

"Republicans, Democrats, independents we all came together, because New Jersey is more important and our citizens are more important than any kind of politics at all," Christie said on Tuesday.

Two days earlier, it was Mary Fallin, another Republican governor with a distaste for over-the-top government spending, who welcomed Obama and the post-tornado aid his administration brought.

In Arizona, GOP Gov. Jan Brewer is in a fight to force lawmakers in her conservative-leaning state to embrace a dramatic expansion of Medicaid made possible by an infusion of federal dollars under Obama's health care law.

Although she joined other Republican governors in suing the Obama administration over the law, she's now told the Republican-controlled Legislature that she'll veto every bill sent to her until lawmakers approve the expansion.

Brewer's administration in recent years installed a Medicaid eligibility freeze to help balance the state budget. But rejecting the Medicaid dollars under the new law, with Washington offering to pay 100 percent of the cost for the first three years, meant telling about 300,000 poor Arizonans they're out of luck while their counterparts in other states get coverage.

"I never liked the Affordable (Care) Act," Brewer said this year. "But, we don't cut off our nose to spite our face."

So Brewer joined eight other Republican governors, including Christie, in calling for the expansion to go forward. Six of those governors have received legislative approval or appear on track to do so.

"I think governors who take that are being expedient," said Chris Chocola, the president of the fiscal conservative group Club for Growth. "They're certainly not limiting the size of government."

White House officials say it's consistent with a Republican pattern of railing against the government until something happens in their state or district that merits assistance or rescue.

"It's reverse NIMBY politics in a way," said Dan Pfeiffer, a senior White House adviser. "Instead of not in my backyard, the GOP philosophy is only in my backyard, not anyone else's."

Republicans say that while there are some exceptions among their ranks, the differences are generally small and the overarching philosophy remains intact and widely embraced. On disaster aid, for instance, they say Republicans have consistently supported it as a concept; the key question is how to pay for it.

"The conservative movement and the Republican Party is not arguing for a government the size of zero. It's arguing for a government that acts responsibly and makes decisions about priorities," said Dan Hazelwood, a Republican strategist whose clients have included President George W. Bush. "The binding of the coalition is generally, we want the trajectory down."

He contrasted that to the position of Democrats, who he said "want to just increase everything."

Other fractures in the opposition to a strong central government have been highlighted by the renewed look at how the U.S. protects itself against security threats abroad.

Obama recently proposed closing the costly Guantanamo Bay detention facility in Cuba and allowing greater oversight and limitations on when and how the U.S. can assert itself militarily overseas.

Those ideas were met with doubts from some prominent Republicans, who suggested the military needs broad latitude to fight terrorism threats. Other conservative Republicans supported making some of those changes.

The Dow Jones industrial average ended down 208 points at 15,115 Friday, a loss of 1.4 percent. Pfizer led the Dow lower.

The Dow held on to a gain of 1.9 percent for May and is still up 15 percent so far this year.

The Standard & Poor's 500 index lost 23 points to 1,630, a decline of 1.4 percent. The Nasdaq fell 35 points to 3,455, a decline of 1 percent.

The declines were broad. All 10 industry groups in the S&P 500 fell, led by health care and energy stocks.

Five stocks fell for every one that rose on the New York Stock Exchange. Volume was heavier than usual at 3.9 billion shares.

The official U.S. figures of number of strikes and estimated deaths remain classified.

But, according to the New America Foundation which maintains a database of the strikes, the CIA and the military have carried out an estimated 416 drone strikes in Pakistan and Yemen, resulting in 3,364 estimated deaths, including militants and civilians. The Associated Press also has reported a drone strike in Somalia in 2012 that killed one.

The think tank compiles its numbers by combining reports in major news media that rely on local officials and eyewitness accounts.

Strikes in Pakistan spiked in 2010 under Obama to 122. But the number has dropped to 12 so far this year. Strikes were originally carried out with permission of the Pakistani government of Pervez Musharraf, though subsequent Pakistani governments have demanded strikes cease. Most of those killed by the strikes in Pakistan are militants, according to the New America Foundation database.

The CIA and the military have carried out some 69 strikes in Yemen, with the Yemeni government's permission.
