SAN FRANCISCO (AP) -- A new monthly subscription service run by a pair of San Francisco Bay Area brothers aims to ease suffering for those with a serious case of Pac-Man fever.

With their rental service, All You Can Arcade, Seth and Timothy Peterson drop off hulking arcade machines to homes and offices around the state. Among the titles available are '80s classics, including "Ms. Pac Man," ''Donkey Kong" and "Tron." And the machines are always set to "free play," so there's no need for quarters, the company's website states.

The Petersons launched their enterprise last month and say their plan is based on old-school economics. They rent the games out for $75 a month after purchasing the machines on the cheap and refurbishing them to their former glory.

"It's a lot of fun looking for the bargains, scoring them off Craigslist or eBay or through the Internet forums. Anywhere we can find them," said Seth Peterson.

He said he and his brother Timothy have been collecting the vintage cabinet games and fixing them up for years. He said they pay about $150 to $200 for the games and have developed a knack for "getting them real quick, taking them home and then doing what we need to do to get them ready for our customers."

All You Can Arcade operates across California. Customers can find out which games are available in their zip code through the company website. The Petersons hope to expand to the East Coast later this year.

With traffic buzzing by them on a busy downtown San Francisco street recently, the Petersons loaded a 250-pound "Galaga" machine into a seventh-floor office.

Seeing the game being wheeled in on a dolly, employees at the advertising firm 11 Inc. clapped and hooted with excitement, ready to zap pixelated bugs from outer space.

At a time when gamers focus on elaborate home video systems that feature cinematic graphics and realistic experiences, these low-tech games featuring simply designed cartoon characters level the playing field between generations, said Rob Kabus, president of 11 Inc.

"I feel relatively fearless challenging anybody here no matter what age," Kabus said of his company's new toy. "But when I go home, there's no way I can engage my son on Xbox. It's over in about 15 seconds on a good day."

Europe opened up a 10.5-5.5 lead over the U.S. at the close, dominating the fourballs on an afternoon marred by an astonishing tiff over ball placements between the American pairing of Morgan Pressel and Cristie Kerr and their opponents Karine Icher and Beatriz Recari.

Relations, already strained in the morning when organisers admitted to a mistaken ruling in Europe's favour during Friday's play, became acrimonious as Pressel and Kerr quarreled with Icher and Recari on the 16th hole for over half an hour.

Officials needed to step in to place Recari and Kerr's balls after both shot into a water hazard and could not agree on each other's ball placement.

Icher and Recari shrugged off the furore to help Europe sweep the fourballs 4-0 and open a commanding five-point lead heading into Sunday's singles.

No team has ever rallied from more than two points behind to win the trophy, but U.S. captain Meg Mallon refused to concede.

Trailing 5-3 after the opening day, the U.S. had pulled within a point after winning the morning foursomes 2.5 to 1.5, but Nordqvist, playing with Caroline Hedwall, fired up the Europeans by acing the 187-yard par-three 17th at Colorado Golf Club.

That sealed the clash with Pressel and Jessica Korda 2&1, and marked the Swede as the first player to make a hole-in-one in the tournament's history.

"I don't think it has hit me yet," Nordqvist said. "It was a really good shot, going straight at it. We thought it might be a little long, but it pitched and hit, and it's just an unbelievable feeling."

INCORRECT DROP

Stacy Lewis and Paula Creamer prevailed one-up over Azahara Munoz and Icher, while Michelle Wie and Brittany Lang won 2&1 over Suzann Pettersen and Beatriz Recari to give the U.S. early momentum in the foursomes.

The Americans were up in arms after organizers confirmed in the morning that Europeans Pettersen and Carlota Ciganda were given a favourable and incorrect ruling on the par-five 15th during their duel with Lewis and Lexi Thompson on Friday.

Ciganda hit her second shot into a water hazard and was allowed to take an incorrect drop before eventually halving the hole and going on to win the match.

The LPGA apologised "for any confusion" in a statement, but Lewis, who had argued the point with officials on Friday, was not mollified.

"It hurt us. It hurt our team. It hurt the momentum," she said. "But ... it fired us up more. So, if anything, if they feel bad about it, that's good, because we're just more fired up out of it."

Catriona Matthew and Caroline Masson salvaged a half for Europe in the morning foursomes against Britanny Lincicome and Lizette Salas, before Europe tore through the afternoon.

WELLINGTON, Aug 20 (Reuters) - Quade Cooper's hostile reception from New Zealand rugby fans was brought on by his own actions, according to Steve Hansen, but the All Blacks coach said it was "probably" time for people to stop jeering the Wallabies playmaker during matches.

Cooper has been on the receiving end from All Blacks fans for the past three seasons after the 25-year-old flyhalf enraged the country of his birth for "cheap shots" on New Zealand skipper Richie McCaw in international matches.

Benched for the Rugby Championship opener in Sydney, Cooper was jeered by All Blacks fans when he came on for the last quarter of Australia's 47-29 loss and is likely to receive worse if given game time in Saturday's return match in Wellington.

Wallabies flanker Michael Hooper on Monday labelled the jeering "unreasonable" and "below the belt" on Monday, and Hansen also suggested he had had enough of it.

"Two things, firstly we are probably all over it. Secondly, he probably brought it all on himself," Hansen told New Zealand media on Tuesday.

"I don't boo him and I'll continue not to boo him. I think he's a good player and not a bad bloke either when you have a quiet chat to him.

"But it probably would be good if we all got over it."

Cooper was branded "Public Enemy Number One" in New Zealand at the 2011 World Cup, and booed every time he touched the ball.

The vitriol has even followed him at provincial level, and he was abused by fans in Christchurch when his Super Rugby side Queensland Reds lost to the Crusaders in the playoffs.

The Grammy-winning rapper, whose real name is Curtis Jackson, wore a suit and stood silently at the hearing stemming from a June incident at the condominium of his former girlfriend, model Daphne Narvaez, who is the mother of his child.

Los Angeles Superior Court Judge Bernard Kamins ordered 50 Cent to have no contact with Narvaez and to turn over any firearms he might have to police or sell them.

The 38-year-old rapper was charged last month with one count of misdemeanor domestic violence and four counts of vandalism after he allegedly kicked open a door at Narvaez's condo in the Toluca Lake community of Los Angeles, kicked her and destroyed a piece of furniture, a chandelier and a television. The property damage was valued at $7,100.

The rapper faces a maximum penalty of five years in jail and $46,000 in fines if convicted on all counts.

The city attorney's office has said that the altercation started over an allegation of relationship Narvaez had.

A recent survey conducted by mobile service provider Zact found that 56 percent of children ages 10 to 13 have a smartphone, while a shockingly high 25 percent of children ages 2 to 5 have a smartphone. But should children so young have access to their own handsets? And what is an appropriate age to own a smartphone?

We spoke with experts in the fields of child psychology and technology to help you decide when to finally cave and get your kid a smartphone.

How will the phone be used?

So, youre sitting around the dinner table, and your 10-year-old brings up the subject of getting her . Your immediate response may be to shut her down, deciding that she is too young for a handset, without giving it a second thought. But before you say no, you should question why she wants a smartphone in the first place.

The real question is, What is the phone for?, not [at] what age the child should be using it, said Dr. Pamela Rutledge, director of the Media Psychology Research Center. Rutledge who focuses on the impact of media, social media and new technologies on children recommends that parents look at the smartphone discussion from a practical standpoint.

If the child is very active in team sports and there are a lot of logistics or emergencies, that is a very good reason to have a smartphone, Rutledge said.

Of course, your son or daughter may simply want a smartphone for its social benefits. Rutledge said that at the fourth- or fifth-grade level, children today will start running into classmates who have their own smartphones. The desire to run in similar social circles as their classmates could make your children ask for their own smartphones.

The educational possibilities a smartphone presents should also play a role in any parents decision-making process. Proof of this educational potential exists in Apples App Store and the Google Play store, which offer apps that can help teach children everything from basic language-arts skills to .

Emotional maturity required

The consensus among experts in the field of child psychology and development is that there is no universal age at which a child is ready for a smartphone. Rutledge noted that introducing your child to mobile technology at a young age will provide them with the kind of solid foundation they need to function in the increasingly digital world. However, she pointed out that parents should be attuned to their childrens emotional and physicalmaturity before handing them a smartphone.

There are kids that work the phone very easily and some that it is going to be a frustrating experience, she said. If a child becomes frustrated with technology at an early age, they may develop an aversion to it that can stick with them for quite some time.

Dr. Sherry Turkle, a professor in the Massachusetts Institute of Technology's Department of Sociology of Science, is a specialist on the psychological impact of computers and technology on children. She doesnt believe theres anything wrong with smartphones per se, but they can take away from the kind of face-to-face interaction children need to develop emotionally.

Conversation with others is where children learn to have conversations with themselves," Turkle said. "For kids growing up, that is the bedrock of development.

Turkle believes that when people are capable of enjoying solitude, they put themselves in line for healthy interpersonal relationships down the road. Smartphones, she said, negatively impact people's ability to be alone, as they will constantly try to contact someone when they are alone.

Children must learn to be comfortable in their own company without having to retreat into a telephone or a game," Turkle stressed. These days, the minute people are alone, if only for a few minutes, they reach for a phone.

Helping or hurting development?

Rutledge indicated that there is no evidence to suggest that smartphones impact childrens social development. There have, though, been studies that point to excessive screen time as being problematic, she said.

There is also evidence that technology can provide very effective learning experiences, especially when children don't have other types of positive cognitive and emotional stimulation, Rutledge said. This was the logic behind the development of 'Sesame Street.'"

Michael Moyer, a father of one, said he tries to keep his iPhone in his pocket while he's around his 2-year-old son. However, Moyer also admitted to using his handset as a distraction tool during particularly stressful situations. We will give a phone to him in the waiting rooms of doctors' offices, for instance; he's scared of the doctor's office, he said.

Still, Moyer, who said hed like to wait until his son is 6 or 7 years old before giving him a handset of his own, is skeptical of a smartphones ability to serve as a learning tool.

Kids are wired to learn from other humans, not from animated displays, Moyer said.

Middle school as middle ground

A former member of the American Academy of Pediatrics Council on Communications and Media, Dr. Kathleen Clarke-Pearson believes children entering middle school are at the point in their lives when they are becoming more independent. A smartphone, she contends, can ensure that distance doesnt become too great.

Theprovides access to parents and children, said Clarke-Pearson, of the Chapel Hill North Medical Center in Chapel Hill, N.C. It creates an opportunity for more communication, because the kids text the mother, saying, Im feeling sick, or Im feeling bullied or The coach canceled practice, and I need a ride home.'"

Its part and parcel of this day and age, Clarke-Pearson said. Its just part of the life of a middle schooler to have a cellphone.

On the other hand, the experts we spoke with dont condone giving a smartphone to a child younger than sixth grade. In fact, Clarke-Pearson told us its not reasonable, sensible or developmentally appropriate for children younger than that age to have a smartphone.

Turkle doesnt have any specific guidelines, but she also urges parents to be cautious and use good discretion. I don't think there is a magic point, a right age. But this is something that should be postponed as long as possible, Turkle said.

Parents may be tempted to simply say "no" and not even discuss the subject with their child, but that tactic probably wont work, Rutledge said. Denying access not only doesn't work, but it makes the activities more desirable, she said.

Safety Precautions

Although there is clearly no firm answer as to when a child should get his or her first smartphone, experts agree that safety is paramount when a child does eventually get one.

A mother herself, Rutledge stresses that parents should have a conversation with their children outlining exactly what they will be doing with their phone.

No child should use a smartphone or the Internet without being prepared with an understanding of the potential issues of privacy, permanence, searchability and netiquette, Rutledge said.

Look at it like a car: It can be very useful and very dangerous, she added. You dont just throw them the keys; you teach them driving strategies and show them how to use it.

Rutledge said parents should create a contract with their children to discuss what the phone is for (and what its not for) and come to an agreement. Kids should also understand the implications of . There is no such thing as 'private' on the Internet, she said.

To help prevent their children from sharing private information online, parents should implement . All of the major carriers offer parental controls that not only prevent children from visiting inappropriate sites, but can also keep them from sending texts or making calls to untrusted numbers.

Child-psychology experts dont have anything against smartphones. In fact, they say these devices can be useful learning tools and can help parents stay in touch with their children. As kids approach middle school, most parents should feel comfortable giving Junior a device of his own, provided he demonstrates the necessary emotional maturity.

However, parents should sit down with their kids and teach them how to responsibly use their devices. Specifically, Clarke-Pearson said parents should discuss the dangers of sexting and sending photos of themselves, as well as how to act as good digital citizens.

Remember: Children will learn digital behavior by watching you. If you don't want your kid overusing their phones, honor the boundaries you want them to follow, Rutledge said. Don't bring your smartphone to the dinner table, don't text while you drive and don't ignore them while using the Internet.

CINCINNATI (Reuters) - Novak Djokovic, Andy Murray, Rafa Nadal and Roger Federer all picked up third round wins at the Western and Southern Open on Thursday to set up a star-studded last eight in Cincinnati.

The ATP Tour's big four were joined in the quarter-finals by 2009 U.S. Open champion Juan Martin Del Potro of Argentina, the only other man to hoist a grand slam trophy since Marat Safin at the 2005 Australian Open.

Djokovic, Murray, Nadal, Federer and Del Potro have accounted for the last 34 grand slams and it is just the second time this year all five have reached the last eight of a tournament.

The marquee matchup on Friday will see world number five and 17-time grand slam winner Federer take on long-time rival Nadal, the world number three.

Nadal, whose grand slam resume lists 12 titles, and Federer will clash for the 31st time, adding yet another chapter to what will go down as one of the sport's all-time great rivalries.

Nadal has been in superb form coming off a win Montreal and ran his hardcourt winning streak to 12 matches with a 6-2 5-7 6-2 win over Bulgarian Grigor Dimitrov on Thursday.

"Always play against Roger is a special feeling," said Nadal, who has reached the finals in 10-of-11 events he has entered this season, claiming eight titles.

"We have a great history behind us in our confrontations, so it's another quarter-finals.

"It's a special one because you're playing against a very special player. Our matches were very special always.

"But, again, it's a quarter-finals match, not the final, so that's a big difference."

Federer, the five-time defending champion in Cincinnati, also needed three sets to see off evergreen German Tommy Haas 1-6 7-5 6-3 as he struggles to build some momentum going into the U.S. Open after missing the start of the North American hardcourt season with a sore back.

In contrast, the world's two top-ranked players, Djokovic and Murray, cruised into the quarter-finals with no-nonsense straight sets decisions.

Looking to end a run of four runner-up finishes on the Cincinnati hardcourts, world number one Djokovic needed just 50 minutes to hand Belgian qualifier David Goffin a 6-2 6-0 tennis lesson.

While Cincinnati has been a happy hunting ground for Federer, it has been a frustrating tournament for Djokovic.

Freddie Mac said Thursday the average rate on the 30-year fixed mortgage fell to 3.89 percent. That's below the previous record of 3.91 percent reached three weeks ago.

Records for mortgage rates date back to the 1950s.

The average on the 15-year fixed mortgage ticked down to 3.16 percent. That's down from a record 3.21 percent three weeks ago.

Mortgage rates are lower because they track the yield on the 10-year Treasury note, which fell below 2 percent. They could fall even lower this year if the Fed launches another round of bond purchases, as some economists expect.

Average fixed mortgage rates hovered around 4 percent at the end of 2011. Yet many Americans either can't take advantage of the rates or have already done so.

High unemployment and scant wage gains have made it harder for many people to qualify for loans. Many don't want to sink money into a home that they fear could lose value over the next few years.

Mortgage applications have fallen slightly on a seasonally adjusted basis over the past four weeks, according to the Mortgage Bankers Association.

Frank Nothaft, Freddie Mac's chief economist, said that until hiring picks up and unemployment drops significantly, the impact of lower mortgage rates will remain muted.

Previously occupied homes are selling just slightly ahead of 2010's dismal pace. New-home sales in 2011 will likely be the worst year on records going back half a century.

Builders hope that the low rates could boost sales next year. Low mortgage rates were cited as a key reason the National Association of Home Builders survey of builder sentiment rose in December to its highest level in more than a year.

But so far, they have had little impact on the depressed housing market.

To calculate the average rates, Freddie Mac surveys lenders across the country Monday through Wednesday of each week. The average rates don't include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount.

The average fee for the 30-year loan fell to 0.7 from 0.8; the average on the 15-year fixed mortgage was unchanged at 0.8.

For the five-year adjustable loan, the average rate declined to 2.82 percent from 2.86 percent. The average on the one-year adjustable loan fell to 2.76 percent from 2.80 percent.

The average fee on the five-year adjustable loan rose was unchanged at 0.7; the average on the one-year adjustable-rate loan was unchanged at 0.6.
