The shows are highlighting the work of 16 Peruvian designers of clothes, jewelry and accessories as well as the collection of Spanish designer Agatha Ruiz de la Prada, who was invited as a special participant.

One dress presented by designer Sitka Semsh gave a contemporary spin to an Inca princess, while Ani Alvarez Calderon showed designs based on styles from the Puno and Lake Titicaca region. Amaro Casanova showed off a designed playing on the celebration of the Feast of Candlemas in the same area.

Ruiz de la Prada, meanwhile, flooded the catwalks with bold color and patterns.

The song, which features hip hop artists T.I. and Pharrell Williams, sold 190,000 copies during its first week on sale, knocking British rapper Naughty Boy's dance track "La La La", featuring London singer Sam Smith, into number two.

"It is an honor and a pleasure to be number one in the UK. It's something I've always dreamed of," Thicke told the Official Charts Company.

In the albums chart, French electronic music duo Daft Punk retained the top spot with "Random Access Memories", which had shot straight to number one last week, while veteran Rod Stewart held on at number two with "Time".

The duo in the shiny helmets, who were at the forefront of electronic dance music in the 1990s, have scored an international success with "Random Access Memories" after a tantalizing online promotional campaign ahead of release.

The album gave Daft Punk their first number one on the U.S. Billboard 200 album chart last week.

For the study, researchers looked at weather patterns in 2007, whencovering the Arctic Ocean hit one of its lowest summer extents since satellite tracking began in the late 1970s.

In fall and winter, when sea ice would normally insulate the ocean from frigid Arctic air temperatures, the small ice pack meant lots of heat could escape from the ocean into the atmosphere, the study found. The heating changed , said lead study author Elizabeth Cassano, a climate scientist at the Cooperative Institute for Research in Environmental Sciences (CIRES) in Boulder, Colo. The results were published May 21 in the International Journal of Climatology.

"What we saw, particularly in the fall and winter, was a decrease in [atmospheric] pressure over the areas of open water," Cassano told LiveScience. Areas of high and low pressure drive weather, with low pressure producing stormier weather and high pressure leading to clear, calm days, Cassano said. The group's computer model generally agreed with weather records from the latter half of 2007, according to the study.

While thehad a significant effect into the winter, there was little change in weather patterns in early 2007, before the ice pack shrank, the study found. However, Cassano points out that the climate model doesn't include a major high-pressure system that was in the Beaufort Sea north of Alaska and played a role in the big ice melt. Its absence could affect the modeling results.

The researchers now plan to examine how the feedback between sea ice and the atmosphere alters weather in the United State and other regions, Cassano said. "There's an open question of how these changes that we see in the Arctic influence the weather that we see here in the mid-latitudes," she said.

The Canadian Association of Petroleum Producers (CAPP) raised its estimate for 2030 production to 6.7 million barrels per day in a closely watched annual outlook for Canada's oil industry, up from 6.2 million bpd it forecast a year earlier.

Output from the United States' top energy supplier averaged 3.2 million bpd in 2012 and is expected to grow to 3.9 million bpd by 2015. By 2020, production will be 4.9 million bpd, 200,000 bpd more than CAPP estimated a year ago.

That growth will come even as the industry awaits U.S. approval for TransCanada Corp'scontentious Keystone XL pipeline project.

Canada's oil production will bump up against the country's export pipeline capacity as soon as next year, according to the study. While rail shipments can take some of the excess production, new pipelines will be needed or the industry will see further discounting of Canadian oil as supply builds and is unable to reach markets.

"The forecast is contingent on having the pipeline capacity there," said Greg Stringham, vice president, markets, for the lobby group. "But it's not one pipeline, not just Keystone or a line going east. We need a collection of pipelines to move this additional oil."

Canada's pipeline network can currently handle 3.6 million bpd.

Besides Keystone XL, several new projects have been proposed to send crude east, west and south, that will add as much as 3.1 million bpd of new capacity by 2018.

OIL SANDS GROWTH

Canada has the world's third-largest oil reserves, behind Venezuela and Saudi Arabia, but the bulk of the crude is trapped in the oil sands of northern Alberta and producing it is more expensive and carbon intensive than for conventional crude.

Still, CAPP is expecting oil sands output to rise from 1.8 million bpd in 2012 to 2.28 million bpd in 2015 and 3.22 million bpd in 2020.

Much of the growth will come from in-situ thermal projects, where steam is pumped into the ground to liquefy the tar-like bitumen trapped in the sands so it can be pumped to the surface.

The lobby group estimates that such projects - which in 2012 accounted for 55 percent of all oil sands production while oil sands mines produced the remainder - will produce 62 percent of oil sands crude.

The output from Western Canada's conventional fields, including shale oil, is expected to rise from 1.25 million bpd in 2012 to 1.37 million bpd by 2015 and 1.38 million bpd by 2020 as producers increase output from shale-oil deposits like Alberta's Duvernay formation.

Sachin also advised youngsters to be passionate about football. "I would like to give you a simple advice be passionate about the sport. Fall madly in love with the sport and that will enable you to work harder. Have dreams and chase them. Dreams will come true," were the Master's words of wisdom for the kids.

"Have passion. I was able to achieve all that I have because I was madly in love with cricket. And still is. The support and love that I have received from people has also been a major strength. It has allowed me to move out and give my best.

"The right platform was set for me to go out and perform. And I thank all who have supported me for the last 23 years," he added.

While congratulating winners Meghalaya, Sachin also asked runners-up Odisha team not to lose hope. Sachin's concluding remarks were: "I keenly look forward to many of the youngsters seizing this opportunity and showcasing their talent and skills."

Douglas Shulman, who vacated his position last November when his five-year term expired, told the Senate Finance Committee he didn't learn all the facts until he read last week's report by a Treasury inspector general confirming the targeting strategy.

In his first public remarks since the story broke, Shulman said: "I agree this is an issue that when someone spotted it, they should have brought it up the chain. And they didn't. I don't know why."

Shulman testified at Congress' second hearing on an episode that has largely consumed Washington since an IRS official acknowledged the targeting and apologized for it in remarks to a legal group on May 10. Shulman and the two officials who testified at Tuesday's three-and-a-half hour session the outgoing acting commissioner, Steven Miller, and J. Russell George, the Treasury Department inspector general who issued the report were all sworn in as witnesses, an unusual step for the Finance panel.

Shulman said he first learned about the targeting and about the inspector general's investigation in the spring of 2012, during the presidential election. He said that in a meeting with Miller, he was told that IRS workers were using a list to help decide which groups seeking tax-exempt status should get special attention, that the term "tea party" was on that list and that the problem was being addressed. But he said he didn't know what other words were on that list or the scope and severity of the activity.

Pressed by committee Chairman Max Baucus, D-Mont., on how the improper screening system could have occurred in the first place, Shulman said, "Mr. Chairman, I can't say. I can't say that I know that answer."

Shulman said he took what he thought were the proper steps making sure the inspector general was looking into the situation. He said he did not tell Treasury officials about the improper activity.

"I don't recall talking to anyone about it," Shulman told the committee. "This is not the kind of information" that, with an inspector general's probe underway, "should leave the IRS."

Asked by Sen. John Cornyn, R-Texas, whether he owed conservative groups an apology, Shulman said, "I'm certainly not personally responsible for creating a list that had inappropriate criteria on it."

That was a reference to a list of words IRS workers looked for in deciding which groups to screen, a list that included the terms including "tea party" and "patriot."

"I very much regret that it happened and that it happened on my watch," Shulman said.

The testimony by Shulman and Miller drew skepticism from lawmakers of both parties, including critical remarks from people who have been unhesitant to say anything negative about the IRS since its activities were revealed nearly two weeks ago. Republicans openly rejected George's assertion that he has no evidence that the decision to target conservative groups was politically motivated.

A lack of political motivation "is almost beyond belief," said Sen. Mike Crapo, R-Idaho.

George's report blamed ineffective management for allowing agents to inappropriately target conservative groups for more than 18 months during the 2010 and 2012 elections. Shulman was appointed by President George W. Bush and served from March 2008 until last November.

At a separate hearing, Treasury Secretary Jacob Lew said the IRS's actions against conservative groups were "unacceptable and inexcusable."

Lew told the Senate Banking Committee that he has directed the agency's incoming acting director, Daniel Werfel, to hold people accountable and to fix any flaws in IRS management to make sure there is no recurrence of the problems.

Lew said he first learned about the inspector general's investigation in March but that he was unaware of the findings until they became public this month. Lew became Treasury secretary in February, and was White House chief of staff before that.

For more than a year, from 2011 through the 2012 election, members of Congress repeatedly asked Shulman about complaints from tea party groups that they were being harassed by the IRS. Shulman's responses, usually relayed by a deputy, did not acknowledge that agents had ever targeted tea party groups for special scrutiny.

At one House hearing on March 22, 2012, Shulman was adamant in his denials, saying, "There's absolutely no targeting."

On Tuesday, Republicans expressed anger that Shulman and Miller didn't reveal the screening of conservative groups to Congress, despite lawmakers' repeated inquiries. Miller learned of the situation in early May 2012.

"Mr. Miller, that's a lie by omission," said Sen. Orrin Hatch of Utah, top Republican on the Finance committee. "There's no question about that in my mind. It's a lie by omission and you kept it from people who have the obligation to oversee this matter."

President Barack Obama has forced Miller to resign, and he is leaving office this week.

Shulman said he didn't later tell lawmakers about the targeting because he didn't have full information about the situation.

"I had a partial set of facts," Shulman said. "Sitting there then, sitting here today, I think I made the right decision" to let George, the inspector general, conduct his audit of the targeting.

Shulman said that when he did finally read about the details of the targeting in the inspector general's report, "I was dismayed and I was saddened."

Hatch and Baucus both criticized the agency and said they would investigate how and why the improper screening occurred.

"I intend to get to the bottom of what happened," Baucus said.

George, the Treasury inspector general, has said he told Shulman on May 30, 2012, that his office was auditing the way applications for tax-exempt status were being handled, in part because of complaints from conservative groups. However, George said he did not reveal the results of his investigation.

The IRS agents were conducting the screening to determine whether the groups were engaged in political activity. Certain tax-exempt groups are allowed to engage in politics, but politics cannot be their primary mission. It is up to the IRS to make the determination, so agents are supposed to look for clues when reviewing applications for tax-exempt status.

In March 2010, agents starting singling out groups with "Tea Party" or "Patriots" on their applications. By August 2010, it was part of the written criteria for identifying groups that required more scrutiny, according to George's report.

Agents did not flag similar progressive or liberal labels, though some liberal groups received additional scrutiny because their applications were singled out for other reasons, the report said.

Meanwhile, a conservative organization that says its tax-exempt status is being unfairly held up by the IRS filed a federal lawsuit in Washington against the agency. True the Vote, a Houston group that watches for voting irregularities, is seeking damages and asking to immediately be granted tax-exempt status.

Citizens for Responsibility and Ethics in Washington, a campaign finance watchdog, also sued the IRS on Tuesday, seeking to force it to write new rules clarifying restrictions on political spending by some non-profit groups. The law says some groups qualify for tax-exempt status if they engage "exclusively" in social welfare projects, but IRS regulations allow the status if they are "primarily engaged" in social welfare giving them leeway for some political activity as well.

Some children carried thank-you cards. A first-grader was eager to see her favorite gym teacher and for a chance to say goodbye for the school year.

It was one of many difficult goodbyes for the city of Moore. Family and friends attended the funeral of a 9-year-old girl who died at Plaza Towers Elementary School the first since Monday's storm, which killed 24 people.

Students who survived the storm's onslaught at the school and those whose parents had pulled them out of class just before it hit gathered with their teachers at another Moore school that wasn't damaged. Seven children died at Plaza Towers.

Authorities kept journalists at a distance, but Cheryle Dixon, a grandmother of first-grader Crisily Dixon, talked to a reporter about how hard it was for the little girl.

"A lot of tears, a lot of worry about her gym teacher, a lot of worry about a lot of the teachers that she knew, so she just can't believe it," Dixon said.

The father of 7-year-old Crisily had picked her up an hour before the tornado struck when he learned the severity of the approaching storm a top-of-the-scale EF5 that was on the ground for 40 minutes, according to the National Severe Storm Lab in Norman.

The police and the mayor's office in Oklahoma City both estimate that around 12,000 homes were damaged and destroyed by the storm in the city and to the south in Moore.

After the disaster, when Crisily saw pictures on the news of a car in the hallway that leads to her classroom, "her little face, she just turned pale," Dixon said.

At the same time, Dixon said her granddaughter was looking ahead to second grade in the fall and was hoping a book she needed was fished out of the school's ruins.

"She said, 'What about my book, what about my book? I'm supposed to have it for next year,'" the grandmother said, her eyes filling with tears. "She said, 'I'm supposed to take it to second grade. It was in my desk.' "

Moore Schools Superintendent Susan Pierce said Plaza Towers and Briarwood Elementary schools will be rebuilt. Briarwood was heavily damaged but no one was killed there.

"And we will reopen and we will have school in August," she said.

Also headed to Thursday's reunion of classmates and students was Carly Ramirez, who held her 4-year-old daughter, Kamrin, in her arms. The small, ponytailed brunette shyly buried her face in her mother's neck, tightly holding two thank-you cards she planned to give her teachers.

In each envelope were two notes: One from Kamrin and one from her mother.

Kamrin also was not at Plaza Towers when the storm hit, having already left her morning preschool class. She rode out the storm in a shelter at her grandfather's home.

The main reason they came, though, Ramirez said was so that Kamrin could see with her own eyes that all her teachers had emerged from the school alive.

"She's asked about her teacher and her book buddy, which is a fifth-grader that goes to the library with her on Wednesdays," Ramirez said.

Gov. Mary Fallin said that as the removal of mountains of debris begins "we are also in a stage of healing." A public memorial service would be held Sunday night at a church, she said.

At Thursday's funeral service, relatives and friends gathered in a chapel in Oklahoma City to remember 9-year-old Antonia Candelaria. Mournful country music played in the chapel, which was adorned with flowers and photos of the smiling girl.

An obituary posted on the funeral home's website said the girl loved to sing she knew the words to most of the songs on the country radio station her family frequently had on and she would sing along, bringing joy to the house.

The family's remembrance also talked of the "gentle and loving spirit" of a girl whose nickname was "ladybug."

The third-grader recently auditioned to sing in a talent show that would have been held Thursday.

"Tonie always danced, not walked, to the beat of her own drum," the family wrote in her obit. "And she banged her drum very well. She would bang that drum so loud that others could not help but to start dancing to her beat as well."

Hammons died on Sunday at the Elfindale Manor nursing home in Springfield, Missouri, a statement on the John Q. Hammons Hotels & Resorts website said.

His company became the largest private, independent owner and manager of upscale hotels in the United States and now runs 78 hotels, the statement said. His hotels include such brands as Embassy Suites, Marriott and IHG.

During his career, Hammons developed 210 hotel properties in 40 states, it said.

Hammons grew up in Fairview, Missouri, during the Great Depression. He earned a degree from Southwest Missouri State Teachers College and was a junior high school teacher and basketball coach.

After World War Two service, Hammons became a real estate developer in Springfield, in southwest Missouri. He built the city's first suburban housing and moved on to apartment complexes and shopping centers.

Hammons donated hundreds of millions of dollars to Springfield and organizations such as the city's Hammons Heart Institute and the Hammons School of Architecture at Drury University.

Although his given first name was James, Hammons used the name "John Q." when he introduced himself to politicians or organizations to show that he was representing the general public, as in the proverbial John Q. Public. The name stuck, and he became known as John Q. Hammons, the statement said.

Hammons is survived by his wife of 64 years, Juanita.

TOKYO (Reuters) - From a phoenix-themed collection by a Japanese designer who has clothed Lady Gaga to touches of traditional Mongolian decorations, designers showing at Japan Fashion Week set their sights firmly on Asia and its huge market.

Chinese consumers have become the world's leading buyers of luxury goods and account for one quarter of this market globally with demand growing, according to a report by consulting firm Bain & Co.

The fashion extravaganza showcasing the autumn and winter collections of 2013/14 kicked off at the weekend but Japanese brands took to the stage on Monday with Masanori Morikawa and his self-directed label, "Christian Dada".

Morikawa has created several pieces for American pop star Lady Gaga including a pink dress reminiscent of an origami crane for her 2012 "Born This Way Ball" tour.

This time he turned to Asia for inspiration with an edgy, androgynous collection titled "Fenghuang," which is Chinese for the mythical bird phoenix, pairing long, loose pants with richly embroidered lace on shirt sleeves for men and women.

Leather pants and jackets mingled with down-paneled trousers and shirts in plain, solid colors of black, white, red, blue and gold, which Morikawa said represented the nature of the phoenix.

"There's also the idea that the phoenix contains within itself both the male and the female, so we took this concept of fusion for the collection," Morikawa told reporters.

Asian influences came to the fore on Sunday as well as Mongolian designer Ariunaa Surenjav mixed modern designs with traditional raised forms on the shoulders and bunched sleeves.

"That part of the clothing design where the material goes up on the shoulder ... comes from the tradition in old Mongolia, where the local people who were noble and respected had that design," said Surenjav.

A NOD TO CHINA?

Although Morikawa said taking a Chinese title for the collection was just a reference to Chinese mythology and not a nod to the huge potential Chinese market, other designers were more open about their goals.

Conny Groenewegen, a Dutch designer who led off the runway on Sunday with clothing heavily influenced by Japanese designers, said her ambitions in Asia do not end with Japan.

"I would be very much interested to visit Shanghai and present my work over there, because I think that it is moving very fast," she told Reuters. "It's like a big youth culture over there and it has also a big, very rich history."

Although growth in China slowed last year, Bain is still forecasting growth of 4-6 percent a year for the global luxury market through 2015, after growth of 10 percent in 2012 to about $280 billion, largely driven by Chinese consumers.

With 1.3 billion consumers, many with a strong inclination for expensive brands that scream status, China remains a driving force in the luxury market.

Japan Fashion Week continues until March 24 with names such as Vivienne Tam and Hiroko Koshino also taking part.
