"There will not be roundups of people because they were in the country unlawfully, period," says Tim Casey, Mr. Arpaios lead attorney.

A federal judge ordered Arpaio to stop using race or ancestry to determine which drivers are stopped for questioning under a policy known as saturation patrols. The order, issued two weeks ago, dealt a blow to the -area lawman that could have a significant ripple effect in states that, like , have turned to local law enforcement to target illegal immigration.

"Officers across the country will make sure that their policies are well written, and that their officers are well trained, and that they don't just shoot from the hip," says Evelyn Cruz, who teaches immigration law at Arizona State University in Tempe, Ariz.

The May 24 ruling from US District Court Judge Murray Snow followed a class-action suit filed by Latinos who said they were racially profiled, in violation of their constitutional rights.

A June 14 hearing has been scheduled to discuss procedures that would ensure that there are "no further uses of race in any law enforcement decisions," Mr. Casey says, adding that the sheriff's office won't oppose the possibility of increasing supervision, education, and training for his deputies.

Sheriff Arpaio has earned foes, admirers, and myriad lawsuits for his zealous pursuit of people living in the country illegally. When the federal government stripped him of his powers to make immigration arrests back in the fall of 2009, he took cover behind state immigration laws to crack down on illegal immigration.

While his notorious immigration sweeps in certain sectors of metropolitan Phoenix have not been conducted since October 2011, his critics long have accused him of over-stepping his authority.

Arpaio has been a strong supporter of , the controversial 2010 law designed to encourage illegal immigrants to leave the state. It sought to make violations of federal immigration law into violations of Arizona law, empowering state officials to arrest illegal immigrants.

Although thestruck down much of the law, the "papers please" provision still allows local law enforcement to inquire about a person's legal status in the course of an investigation.

"The Supreme Court did say that you can arrest individuals who are undocumented, if you have probable cause and if you have the full rights of protection under the constitution," says Professor Cruz. "But the court also said that it looked very difficult to do but it was going to let the states give it a try."

The ruling against Arpaio may be used to challenge remaining provisions of SB 1070 and similar laws across the country, says Anita Sinha, who teaches immigration law at the American University Washington College of Law.

"This could have repercussions not just in Arizona but in the other states that use local enforcement for immigration purposes," adds Professor Sinha, a practitioner-in-residence at the university's Immigrant Justice Clinic.

CHICAGO (Reuters) - An influential U.S. panel is calling for HIV screening for all Americans aged 15 to 65, regardless of whether they are considered to be at high risk, a change that may help lift some of the stigma associated with HIV testing.

The new guidelines from the U.S. Preventive Services Task Force (USPSTF), a government-backed panel of doctors and scientists, now align with longstanding recommendations by the U.S. Centers for Disease Control and Prevention for testing of all adults aged 15 to 65, regardless of their risk.

Guidelines issued by the USPSTF in 2005 had recommended HIV screening for high-risk individuals.

Experts said the change, published on Monday in the Annals of Internal Medicine, will likely trigger coverage for the tests as a preventive service under the Affordable Care Act. Under President Barack Obama's healthcare law, insurers are required to cover preventive services that are recommended by the task force.

Currently, the healthcare law recommends coverage of HIV testing for adolescents and adults who are at high risk of infection.

"That was based on the 2005 USPSTF recommendations," Dr. Jeffrey Lennox, a professor of medicine at Emory University School of Medicine and chief of infectious disease at Grady Memorial Hospital, an inner-city hospital in Atlanta.

"Now, hopefully they will go back and recategorize that and recommend that it will be covered for every adult."

Joanne Peters, a spokeswoman for the U.S. Department of Health and Human Services, said the U.S. Preventive Services Task Force ranks preventive services based on the strength of the scientific evidence documenting their benefits.

"Preventive services with a 'grade' of A or B will be covered under these rules. This includes today's HIV screening recommendations," Peters said.

For doctors, the new recommendations should help clear up any confusion about testing among some primary-care doctors who have not been offering the test to all their adult patients. "Now, everybody agrees it should be done," Lennox said.

Task force member Dr. Douglas Owens, a medical professor at Stanford University, said, "We do hope the fact that the guidelines are all very similar will provide an impetus for people to offer screening because it is a very critical public-health problem."

50,000 NEW INFECTIONS A YEAR

Despite strides in reducing cases of HIV infection in the United States in the past three decades, as many as 50,000 Americans become infected with the virus each year.

The CDC estimates that almost 1.2 million people in the United States are infected with HIV, yet 20 percent to 25 percent of them do not know it.

"The Task Force's new recommendations will expand the number of Americans who know their HIV status and can take action to protect themselves and their partners," Dr. Jonathan Mermin, director of the CDC's Division of HIV/AIDS Prevention, said in a statement.

The recommendations are based on evidence showing the benefits and risks of testing and treatment for HIV, the virus that causes AIDS. Recent studies have shown that HIV treatment can reduce transmission of the virus to an uninfected partner by as much as 96 percent but there is no cure for the disease.

The group also recommends that teens younger than 15 and adults older than 65 should be screened if they are at increased risk for HIV infection. And it recommends that all pregnant women - including those in labor - who do not know their HIV status should be tested.

The guidelines call for screening at least once for all adults, and it recommends periodic screening for individuals at higher risk of infection. But it does not specify how frequently people at high risk for infection should be tested.

High-risk groups include those who have sex with gay or bisexual men, illicit drug users and economically disadvantaged populations in which HIV rates are high.

Owens said testing all adults within a certain age range may help reduce any stigma associated with testing and encourage people to get tested.

According to the CDC, stigma has been a major stumbling block that keeps many from seeking out testing, and the hope is that the change will make HIV testing a common part of medical care.

"CDC believes HIV testing should be as routine as a cholesterol test or a blood pressure check - but so far fewer than half of Americans have ever been tested," Mermin said.

As with the CDC recommendations, the USPSTF guidelines recommend that all individuals be offered the test as well as a chance to opt out of testing.

Lennox and others said it is too early to say whether the new guidelines will result in a significant increase in the number of tests, but the potential for insurance coverage may help.

Dr. Gerald Schochetman, senior director, infectious diseases and diagnostic research for Abbott Laboratories' Abbott Diagnostics, which makes an HIV test, said the task force recommendation will put more emphasis on the need for all adults in the United States to be tested and should encourage more doctors to discuss the need for testing with their patients.

Investors were keeping a close eye on interest rates in the bond market, which fell after an industry group reported an unexpected slowdown in U.S. manufacturing last month.

The Standard & Poor's 500 index wavered between gains and losses throughout the day. Other indexes were mixed in afternoon trading.

The Institute for Supply Management reported that U.S. manufacturing decreased last month for the first time since November. Its index measuring the manufacturing sector was the lowest since June 2009. Investors had expected an increase.

Some investors are betting that if the economy weakens the Federal Reserve will keep up its $85 billion a month in bond purchases. Speculation that the central bank was set to ease that stimulus, a major support for this year's rally in stocks, has caused trading to become volatile in the last two weeks.

The "good news is bad news" interpretation of economic reports may support stocks in the short-term, but at the end of the day the economy has to keep improving for stocks to reach new highs, Alec Young, a global equity strategist at S&P Capital IQ, said.

"This was a big miss on the ISM report," said Young. "Regardless of what it means for the Fed, ultimately you're buying a stream of earnings and you want to see the economy doing well."

With an hour of trading left, the S&P 500 index was up 2 points at 1,633, or 0.1 percent. The Dow Jones industrial average rose 73 points to 15,190, a gain of 0.5 percent.

The Dow got a boost from Merck, which shot up 4 percent after reporting encouraging results from a clinical trial for a skin-cancer treatment.

The Nasdaq composite, which is heavily weighted with technology stocks, fell nine point to 3,446.

The yield on the 10-year Treasury note fell as low as 2.09 percent from 2.17 immediately after the report was released at 10:00 a.m. In afternoon trading the yield was 2.12 percent.

The decline in the yield suggests that investors shifted money into U.S. government bonds in anticipation of slightly weaker U.S. economic growth. Investors tend to buy bonds when they want relatively safe assets that are less likely to lose value if the economy slows.

The yield on the 10-year Treasury note, which is used to set interest rates on many kinds of loans including home mortgages, is about half a percentage point higher than it was at the start of the last month.

As Treasury yields fell, rich dividend-paying stocks like power and phone companies moved higher, reversing early losses. Those sectors, so-called defensive stocks, had been investor favorites in the first quarter but declined in May as bond yields rose.

Even though stocks closed higher in May, there are signs that this year's rally may be starting to falter. The Standard & Poor's 500 index closed higher for a seventh straight month, but the index also logged its first back-to-back weekly declines since November. On Friday the Dow plunged 208 points, its worst drop in six weeks.

The Dow is still up 15.6 percent this year, and the S&P 500 is 14.1 percent higher. Stocks have surged as companies reported record earnings and on optimism that the housing market is recovering and hiring is improving.

In commodities trading, oil climbed $1.46, or 1.5 percent, to $93.44 a barrel. Gold rose $18.90, or 1.4 percent, to $1,411.90 an ounce. The dollar fell against the euro and against the Japanese yen. The U.S. currency dropped back below 100 yen for the first time in three weeks.

Among stocks making moves:

Merck led the Dow higher after news crossed that the drugmaker announced encouraging clinical results for a medicine to treat skin cancer. Merck rose $1.91, or 4.1 percent, to $48.61.

Cracker Barrel Old Country Store rose $4.12, or 4.6 percent, or $94.14 after the restaurant operator said its fiscal third-quarter profit rose 30 percent as higher prices on its menus helped increase its sales.

Centene fell 2.5 percent after the Medicaid coverage provider said a Kentucky court ruled that it cannot prematurely end a contract that has generated steep losses. The stock lost $1.25 to $48.25.

MOSCOW (Reuters) - A man was murdered in Russia because he was gay, investigators said on Monday, the second such killing in less than a month, and activists fear homophobic violence is being fuelled by President Vladimir Putin's conservative agenda.

Three men in a village on the Kamchatka peninsula on Russia's eastern coast stabbed and trampled the victim to death last week, the country's Investigative Committee said.

The suspects, who are under arrest, put the 39-year-old's body in his car and set in on fire, it said in a statement. Interfax news agency reported the victim was a senior administrator at an airport.

It is unusual for Russian authorities to link crimes with homophobia. Last month investigators in the southern city of Volgograd said a 23-year-old man was tortured and killed after revealing he was gay during a drinking session.

Activists said that killing was an example of rising violence against homosexuals, which they fear is being fuelled by a bill backed by Putin's allies in parliament that would ban spreading homosexual "propaganda" among minors.

"Now the deputy director of an airport has been killed in Kamchatka. Because he was gay. And it's going to get worse," Nikolai Alexeyev, Russia's most prominent gay rights activist, said on Twitter.

Critics say the bill would effectively ban gay rights rallies and events. Alexeyev has said it is part of a "homophobic policy" that is giving Russians carte blanche to attack gays.

Homosexuality was decriminalised after the 1991 collapse of the Soviet Union, but a poll by the independent Levada Center last month found 38 percent of Russians believe gay people need treatment and 13 percent said they should face prosecution.

Putin has championed socially conservative values and the moral authority of the Russian Orthodox Church during his new term which began in May last year, after a series of large street protests by mostly liberal Russians in big cities.

Putin has said Russia does not discriminate against gay people but has criticized them for failing to increase the population.

Russia plans to amend legislation to ensure foreign same-sex couples do not adopt Russian children, after Putin said last month that a French law allowing same-sex marriage went against traditional Russian values.

The company, part of Warner Bros. Entertainment, unveiled the new logo Thursday in honor of Superman's 75th anniversary. It ties in the iconic character's familiar red and blue colors, along with his ever-present cape, and the legend "75 Years."

Its first appearance is on the cover of "Superman Unchained" by DC co-publisher Jim Lee and writer Scott Snyder on June 12, along with a new animated short being produced by Zack Snyder, portions of which will be shown at San Diego Comic-Con in July as a sneak-peak.

Snyder's finished version, which will pay homage to Superman, will debut in full later this summer.

Warner Bros. CEO Kevin Tsujihara said Thursday the new logo is part of a yearlong celebration of what he called the "first super hero" whose exploits have jumped from the pages of comic books to radio, television, movies (the latest incarnation, "Man of Steel," is due out this summer) and video games, among other media.

"We are proud to commemorate this milestone with exciting entertainment across the entire Studio and across the globe, ensuring this enduring icon reaches new generations of audiences," he said of the character created in Cleveland, Ohio, by Jerry Siegel and Joe Shuster and who debuted on the cover of "Action Comics" No. 1 in June 1938.

PONTE DI LEGNO, Italy (Reuters) - Heavy snow forced Giro d'Italia organizers to call off Friday's mountainous stage 19 from Ponte di Legno to Val Martello.

"Due to adverse weather conditions and, in particular, snow on the stage route in its entirety, stage 19...has been cancelled," race organizers RCS Sport said in a news release on Friday.

Poor weather had already led RCS to make changes to the stage-19 route on Thursday, cancelling two of the three major mountain climbs, the Gavia and Stelvio, but they had hoped to retain the final ascent to Val Martello.

However, major overnight snowfall, temperatures well below freezing on the major mountain passes and sleet falling in the region's valleys early on Friday caused the entire stage to be cancelled, the first time that had happened since 1989.

Overall leader Vicenzo Nibali applauded the organizers' decision, saying: "The conditions are really extreme and so I think they've made the right decision.

"They'd already altered the stage route but because of the weather conditions and the snow we can't do the stage," said the Italian, speaking at his team hotel.

Racing will resume on Saturday, with a third straight mountainous stage finishing at Tre Cime di Lavaredo but all the climbs leading up to it will be cancelled because of the poor weather.

The race, rocked by the news of former winner Danilo di Luca's positive test for the banned blood booster erythropoietin (EPO) on Friday, is due to finish in Brescia on Sunday. Nibali leads by more than four minutes ahead of Australia's Cadel Evans and Colombia's Rigoberto Uran.

In the 30th meeting between the tennis greats, Nadal controlled the final from the start and won 6-1, 6-3 Sunday for his seventh Italian Open title.

"Rafa was just too good today," Federer said.

It tied for the second most lop-sided win in the series since Nadal also lost just four games, but over three sets, in the 2008 French Open final against Federer. At the tour finals in London in 2011, Nadal allowed Federer just three games.

"For that to happen between two players with not that much difference, it has to be because one player plays very well and the other is having more mistakes than usual," Nadal said. "That's all."

Nadal improved to 20-10 in his career against Federer, and showed once again that he'll be the player to beat when the French Open starts next Sunday. It was the fifth-ranked Spaniard's sixth title since returning earlier this year from a seven-month layoff due to a left knee injury.

"I'm playing much better than I dreamed of a few months ago," Nadal said. "I'm doing the right things to play well."

Federer complimented Nadal for the way he took his time before returning to the circuit.

"It goes to show that's what every player should do," Federer said. "Now he's as strong as ever and is going to be the favorite for Roland Garros."

In the women's final, Serena Williams won her fourth consecutive title of the year in impressive fashion, defeating third-seeded Victoria Azarenka 6-1, 6-3. The top-ranked American will go to Paris on a career-best 24-match winning run.

Williams was coming off consecutive titles in Miami; Charleston, South Carolina; and Madrid last week.

She didn't drop a set while winning this title.

"I moved better than I did all week," Williams said. "Hopefully I can stay like this. I feel really good."

Federer hadn't previously dropped a set all week as well, but he had no reply for Nadal's topspin-heavy groundstrokes. The 17-time Grand Slam winner attempted serving and volleying, but he either missed the volley or Nadal passed him with the return.

Federer lost 10 points to nine won at the net. He also committed 32 unforced errors to Nadal's eight.

"I was missing too many easy forehands," Federer said. "And if you don't stick your volleys or serve very accurate it's very difficult."

It was 20th meeting between Nadal and Federer in a final, tying the Ivan Lendl-John McEnroe rivalry for most championship matchups in the Open era.

Center court at the Foro Italico was packed to the limit with 10,500 fans, but the crowd didn't get to see too much tennis. The men's final took only 1 hour, 9 minutes a far cry from the 2006 final in which Nadal beat Federer in a fifth-set tiebreaker after more than 5 hours.

Rome remains one of the few important tournaments that Federer has never won. He also lost the 2003 final to Felix Mantila.

The women's final Sunday was also a short affair.

On a pleasant spring day, Williams immediately took control by breaking Azarenka's serve twice to take a 3-0 lead in the opening set.

The 15-time Grand Slam winner slugged winners at will off Azarenka's first and second serves, stepping into the court to dictate play at every opportunity.

Azarenka grew distraught at the end of the first set, twice slamming her racket on the court in desperation.

After trading breaks midway through the second set, Williams took control again when Azarenka double-faulted to give her a 5-3 lead. Williams served out the match at love, letting out a big scream when she unleashed a backhand winner down the line to close it out.

"She definitely showed incredible tennis today," Azarenka said. "But I don't think the score says how close the match was. She was better at the key moments."

Williams held a 41-12 edge in winners and served nine aces to Azarenka's none.

"It wasn't really easy out there," Williams said. "I just came up with the good shots at the right times."

Williams has twice won 21 matches in a row before, although they came more than a decade ago, in 2002 and the beginning of 2003.

Martina Navratilova established the longest women's winning run in the Open Era at 74 matches in 1984.

Williams' only previous title at this clay-court event came when she beat Justine Henin in the 2002 final.

That was also the year she won her only Roland Garros title. Last year in Paris, Williams lost in the opening round of a major for the first time, falling to 111th-ranked Virginie Razzano of France.

"The lady in the mirror is the ultimate opponent for me," Williams said, looking ahead to Paris. "I'm going to try and win every match and be really cautious going for every point."

At 31, Williams is back at the top of her game after missing 11 months in 2010 and 2011 with a right foot injury and a pulmonary embolism.

In the women's doubles final, Su-Wei Hsieh of Taiwan and Peng Shuai of China upset the top-ranked Italian pair of Sara Errani and Roberta Vinci 4-6, 6-3, 10-8.
